changed on that committee there's a there's a there's a planned meeting on january 7th at 6 30 p.m with dr grip my eye with her he will be on the call so right now the three current members have all agreed to do it so if there is a change somebody will have to switch into that snow days so the plan right now for the snow days i just checked the weather again it looks like the snow is going to start a little bit later now on wednesday so wednesday we haven't called for anything we'll have to look at it and the plan would be if we have a snow if we have a day that would be a regular snowman we're going to have a snow day if it's a day that would be delayed

just to give everybody a heads up like this would be the plan going forward if we went to a day where there's a large snowstorm that would cost two days we would do you could do a day um a snow day and then the second day that would be virtual it wouldn't be two days of a snowman also i'm going to keep keeping an eye on this i'm not going to want to run into a deficit days not to take away from spring break considering we don't have to do this so i just want to give heads up for right now for the first storm that's the plan but going forward i did talk about this with the personnel committee central jersey pride it's a coalition that helps with diversity of staff costs two thousand

dollars for a year one and one hundred dollars thereafter so they obviously want new members to pay but after that you don't have to pay as much um i put in today's agenda some documents on it right now it's it's on the agenda for approval in january if you have any concerns questions or anything like that please i did check with two superintendents uh in january and our numbers to count [Music] everybody um hi yes in december we completed the first in our series of diversity equity inclusion and cultural competency workshops um that that was on the recognition of bias and self-reflection january 13th will be culturally responsive teaching and february 11th will be representing all students in the curriculum approaching race and equity in the classroom students will also be participating in a series

have contacted the new jersey department of environmental and protection in reference to the electric bus grant unfortunately at this time they do not have a definite answer as to when the application will be processed i specifically asked about the potential of a decision prior to january 1st and unfortunately they informed me that they were hopeful but not committed they were non-committal the original due date was in october and they had been a little behind with the application and they do not have a definite time as of today that concludes my report thank you guys you're welcome at this time since 7 40 we are going to open for our first public session [Music] while we're um i think mr anderson had a question thanks lauren [Music] given um kindness that could be open it's that's

interesting because i think you heard coming from wrong the state department of health is a document that is really intended for local health departments [Music] very very quickly i agree um so just for documentation purposes and the public mr anderson i think if i understand damaris right she didn't hear your question but she heard dr forte's answer and then if you know we could just start again at old business yes i'm here okay mrs wagner we're ready to go okay so um excuses for the technical difficulties we're just going to go back and repeat some things so that they're heard for the record um previously mr anderson had a question that i believe wasn't heard well for the public so mr anderson's going to re-ask his question dr forte answered the question which we believe

was heard and recorded for the public and then we'll begin again for old business sure so my uh my question to dr forte was with regards to the department of health guidance for schools um in the red area specifically um and and dr forte's uh information he received from the state department of education that seemed a little bit contradictory or uh slightly different from what's in the guidance from the department of health so um it sounds like there's some uh conflicting or or differing opinions on on how that read or the guidance that's received but uh but dr forte i believe he did a great job of responding to it so just in case people are not familiar basically we found out that that document is really guidance not necessarily a mandate department of health

so the department of health the state department helped them out to guide the local departments of help thank you mr anderson and dr forte okay so back to old business uh part two uh mr capela would you mind moving this again sure no problem uh so if there are no objections under old business i would like to move items a b and c uh we have the reports from november 2020 for the treasurer school monies and the board secretary we have education reports on student enrollment for november 2020 and the report of the health office for november 2020 and for our minutes for our work session meeting november 9th and our regular session meeting november 23rd second thank you mr kim questions comments not seeing any um we've had some time to review this now

are listed in the agenda second thank you mr kim comments questions concerns is it my understanding correct that uh the municipal alliance committee will be providing 2 000 on top of the 2350 it will be costing us it is uh no we'll we will incur 230 dollars for that cost i mean for the cost of of the total and right now if they have additional money the mac will pay for all of it so right now initially they're giving us 2 000 towards the 2300 but they may be able to cover the entire thing thank you and thank you to the municipal alliance for their donation and if there's no other questions i don't see anybody roll call please mr kim mr kim you are muted well hold on one second he's trying to find

use and uniform memorandum of agreement second thank you mr kim and mr cass comments questions concerns laura i just have one quick question for steve um see with regards to the uh the uh netting at the valley view athletic field is that for the softball field third base line by the building yes it is and we're going to put it off until um april or so got it and that includes insulation if i remember the quote correctly right that's everything everything okay great thank you uh i would like to take this opportunity to uh thank the roxbury boe for their assistance uh in making sure our buses were ready to start uh at the beginning of last week if i remember correctly they provided uh they provided somebody to come and help us get our

roof we are going to approve this for next year important that we go out to bed really early in the season to first acquire uh some of a lot of the vendors and the best was possible so it is important that i that we start this process early even before the budget is approved thank you yeah i just wanted um it to be clear on the public because i wasn't 100 certain um we're not approving these projects tonight just ei's participation in the project that is correct the this project will be approved through the 2122 school budget [Music] thank you hopefully anybody else have any questions okay roll call please mr kim yes mr cass mr cappello yes mr anderson yes mr lurn yes mrs gould yes mrs wagner yes okay now we are on

to get to the cause including committee reports correspondence discussion items and we have the standing discussion item of the budget and i'm going to ask mr kim if you wouldn't mind starting us off with that discussion and summarizing a little bit what the finance committee reviewed as far as the budget process goes yeah sure um so during our last board meeting mr cappello suggested that we start talking about the budget so that we could uh possibly um or have at least have the discussion about helping the township the residents of the township by maybe seeing if we can reduce our budget for the upcoming fiscal year for some taxpayer relief and so during our finance committee meeting on thursday we we began that discussion and the ultimate high level discussion that we had was can

we forego at least the two percent um increase that we typically see every year um if not more and so um definitely dr forte and demaris understand the taxpayers burden especially this year 2020 but demarisa pointed out that our expenses do continue to increase sometimes above two percent so uh the one question that i propose i posed to the administration to dr forte and to uh mrs gorowski is that um will we see any surplus at the end of this fiscal year and the final question i propose is can we reduce any surplus for the next next fiscal year to zero um and that's sort of um how we left it dr forte did say that um he he he and damaris would work on um putting together some numbers of what the budget will

look like with the two percent increase and then finally um what programs or where what expenditures would have to be cut in order for us not to see a two percent increase and so that was um how we left the discussion at finance committee thank you mr kim and thank you for your detailed minutes does anybody have any comments they want to share or thoughts or questions laura i would if you don't mind so i just want to say thanks to james and to the committee and james thank you very much for the for the detailed minutes um i think that gave us a really good um picture of what you guys discussed and i thank you very much for kind of picking up the ball of what i laid down at the last meeting

um so yeah i mean i'm very interested in seeing what the administration comes back with in terms of what a budget might look like with less than a two percent increase or a zero percent increase or somewhere in between i'd love to see kind of that kind of continuum so we can kind of start to maybe you know make some judgments and as a group start to think you know start to feel what's important so again thank you for doing that yeah or if you don't mind uh if i could just add in there yeah i agree with uh dino and your comments about james and damaris and steve looking at this i think it it is kind of a unique year from a budgeting perspective because the state has allowed the district to dip

into those reserve accounts um in ways that we've never been able to as far as at least since i've been on the board able to um which could create an interesting opportunity potentially to to take advantage of that if we needed to if it made sense obviously we're not going to do anything that doesn't make sense but if it makes sense to dip into that a little bit i've always said i look at that as like our savings account where we've got plenty of projects that we need to save for but there's also the possibility of pushing off some of those projects and you know it's just like your savings account if you hit a if you hit a bump in the road from financially at home you would dip into that savings to help

bridge that gap and then maybe some of the projects you have would get pushed off a little bit further so um there's certain things we have to do uh and demarish pointed to a couple of them that we uh voted on this evening um that are pretty important but uh but yeah i appreciate you guys looking at it uh with a with a fine-tooth comb to see what is the best possibility of leveraging and balancing uh the needs and the financial side so i appreciate it um demers and dr forte i want to echo my thanks to both of you for um going through this process the budget process is lengthy to begin with and now um we're kind of asking you to work backwards a little bit so i i do really appreciate that

as the rest of the board has expressed uh damaris do you think that um you'll be able to have that ready for the committee at the next committee meeting absolutely steve and i uh already started the process of putting together some numbers with some possible decreases different scenarios and we will bring it up to the committee january 7th great thank you very much um and then if we vote on it at uh discuss it at our next board meeting and um do you feel like not voting on it but discussing at the next board meeting do you feel like that will give you enough time to take the action that you need to take i believe so once once we have established different options and the committee is comfortable with it again we're gonna that

we're gonna present three different options and it's the board's decision to choose which option they want to go with and with the bear in mind that whatever options we pick there's going to be some other cuts so we wanted to present and be clear that whatever option it is there will be some cuts within those options certainly thank you um i just want to make mention that the only thing i think we haven't mentioned is that not only is the financial situation of next year unclear but the proposed state aid is also a question mark especially because of uncertainty of the financial state of state and the country so that those are just all the things that we have to keep in mind um so again thank you you and the finance committee does anybody

have anything else in including finance or on top of for good of the cause committee reports um if i may ask i i forgot to ask demaris this on thursday uh demaris what will two percent look like this year do you know that off the top of your head two percent will be a hundred and forty six thousand dollars increase from last year's tax levy so essentially um we're looking at just a number of a hundred and forty six thousand dollars right six hundred and forty six thousand okay thank you sorry yeah six hundred forty six thousand okay that's significant yeah um i guess the i guess the question um that you know i had um when talking with laura and this is for the board is um what is the general consensus of all

board members i mean laura is this appropriate to ask this now or uh should we wait i think it's appropriate to ask it now and if people don't feel comfortable um we did talk about it last month and ask for people to get back to you as the finance committee chair and we've had some time to think about it so um feel free to ask your question and if people don't feel comfortable answering anything offline okay great so then yeah for all the board members you know um do you feel that uh you would want to see about saving the the residents of the district um the two percent increase um if you chose not to answer but wanted to send me an email that would be an option as well so bob though first

as we discussed at the meeting the committee meeting um the administration was asked to put some numbers together what a budget would look like if you do various cuts so you know i i can't make up my mind till i see what would have to be cup but obviously if you don't take a two percent increase or if it's one and a half or 0.75 percent whatever it is you're probably going to uh have to do without something and i was around a long time ago when a budget was put together where they cut out all the extra curricular and threw it out to the public as a second question and it failed so uh you you know you have to have the mindset you you want to uh spend less which i'm always for

it's a good idea but you're going to have to do without something and we just uh uh approved a bunch of contracts for our staff uh the health costs continue to go up uh yeah we got we got fixed expensive so when the discretionary income is very small so uh i'd like to see what they could come up with i'm all for physical prudence and and again we should always remind ourselves as well as the public we have done millions and millions and millions of dollars and upgrades to our building infrastructure over the years and we've done it without a second question and we've done it without a referendum and uh i doubt there any other districts out there that can compare that with us on how we handle our our money and get a

lot of things done with it over and out thank you mr katz um i i for um mrs wagner if you don't mind i did forget to mention that the projects listed under operations e buildings and grounds 2.2 those funds will be taken out of uh reserves so that won't be uh based off of operating budget and those projects that we will look to work on for the next fiscal year uh such as the uh riverview elementary hvac will also be funded by reserves so um that wouldn't be impacted by uh the two percent increase but uh yeah thank you dr uh mr cassin um the next board member who wishes to speak please do so i guess i'll go i think that if any year is a year to look into some tax this

is the year to do it because a lot of families have had impacts to their income um but again also it depends on what's going to be cut so obviously i don't have no stance one way or the other but i think it's absolutely definitely worth a conversation and looking at um what would be impacted so thank you everyone involved i'm with the finance committee in damascus thank you miss gold board member please please turn in i dropped off there for a minute so i'm not sure who else spoke i don't know if i'm the last one or not dino go ahead mr cabello go ahead only two other board members spoke so okay uh no i mean it sounds like uh i think everyone has a similar feeling to me of course in a

vacuum i'd like to reduce the uh the tax burden but of course you know what does that really mean so obviously we really have to look at it carefully one point i want to make is that we as a board i know mike and i especially and um don too being on the board longer we took advantage of some banked cap that previous boards had set aside by not taking the full two percent so i do want to make sure everybody keeps that in mind if we don't go to two percent we keep that bank cap for later i think it uh has what a three-year expiration on bank cap is that correct ameris that is correct yes okay so something to keep in mind um you know we can put that in our back

pocket for a future year um and we've benefited uh from that you know from that doing that as a board in previous years so you know again i'm really interested in going through this process with everybody i'm really happy that everybody is you know open to the discussion so that's you know i just want to say thanks for that thank you mr cappell um i would like to say that i think it's very important to actually look at the look we're basically going to end up with two sets of numbers and look at them and see how much of it we can actually do successfully without compromising uh the education of the kids it's it's mike i'll i'll jump in um so so i would say this is a tough one because i agree that

we should be trying to see if it's possible that we could reduce the burden however i think the flip side of that is that we all agreed to go into a lease on a building that we agreed that we were gonna take the two percent because we knew we were going to need it to be able to cover our expenses for that building which we all needed right um so that that's what makes it pretty difficult here is that we're up against a uh an increase in from a uh an operating perspective that increases pretty quickly because remember we took advantage of uh the negotiating from steve and the t and the administration team of uh uh some of the cost up front out of our reserves and then a lower cost up front to

ramp up so we've got that that is sitting over us that is not a choice but we have to pay for that um so it's a tough on that end i i think i would i would ask us to see what we could do from a creative perspective with the state's allowance of us using reserve for operating budget um because you know we have steadily increased our reserve accounts in a good responsible manner this might be a year where we take a hit on the reserve accounts to um help fund the operating budget to then maybe have excess that rolls over because i agree mr kim that the question on the excess rolling over um that that has added to our our uh reserve accounts in the past but can we can we somehow balance

a little bit where we pull some out for reserve this year well we've got the advantage of being able to do it from the state and then kind of reserve refund that with uh grand or excess at the end um so that's what i would say i mean i i feel the same as other board members i don't think i could definitively say one way or another without really digging into the numbers and sitting down and understanding where is it that we'd be cutting to have because because it would be a cut guys not a we're not going to do something extra we already have something extra that we are obligated to which is that building uh which is extra cost so it would be a cut on something um so i think it's a

very very difficult year to do this but not out of the realm of possibility and appreciate everybody's willingness to say let's look at it and see what are all the options on the table don't take anything off the table and try to be creative as possible to say how can we stretch every penny as far as possible so i i don't know if that answered anything but but hopefully gave a little bit of idea of my mindset i guess yeah i think that was very impactful because the one comment you just made pulling expenses into this year um that's exactly what we did last fiscal year right uh in preparation of the covid and and the potential loss of uh state aid so uh damaris that would be a interesting exercise if we did have

any cap reserve uh or any surplus that would go into cap reserve maybe pulling in some expenses for the next fiscal year into this fiscal year so i don't know what kind of flexibility you do have but uh that's a great that's a great comment mr anderson thank you mrs wagner if you wanted to comment or that you know on the floor is yours uh it looks like um damaris were you gonna say something um in response to mr kim i was just gonna make a statement that uh steve and i already started looking into uh those funds that we save from last year and we have spent some of those funds already on covered related expenses and we have plans for some of those funds to be spent this year as well thank you

damaris um i would just echo what everybody else has said and i don't want to be redundant and i think uh you know in summary of what the board has said i think as mr caffelo said in a vacuum we would all love to decrease the tax burden um but it's going to take the work of demaris the finance committee dr forte to really itemize what those cuts will be and identify if those are possible we have a level of quality education that the district provides a quality to the buildings and a student staff ratio extracurricular activities um the list goes on and on of things to consider so um we appreciate you guys going in and going through all those details for us and we look forward to hearing back from the finance committee

uh mr kim do you feel like you got the answers that you were looking for from the board this evening yes i did thank you very much mrs wagner okay um something we kind of moved away from accidentally i think just because of everything else going on we at some point in the past we were doing the three highlighted points for the meetings that for us to take back to committee reports or speak about with community members so i think one of those would obviously be um the budget and questioning the budget and how we approach it next year does anybody have anything else they want to add to the highlight list hey laura probably uh something i think that i've heard a lot of questions on and dr forte mentioned it was and dr

forte may be sending this out separately but just about the snow days there's a lot of questions on whether we were going to use snow days or do virtual days or what that was going to look like so um you know i don't know if it's worthwhile of this or just another communication when i'm sure dr ford it the cat's going to get out of the bag probably in about two days so you know absolutely on the tip of everybody's tongue what they want to hear so yes if we could um summarize that point for everyone um about the snow days and anything else that we want to add we don't have to have three how about thanking the district for um helping us given the emergency mechanical issues it might be useful to uh

remind everybody how important it is for everyone everyone to be honest and forthcoming with their uh filling out the various forms and the the morning forms and not sending their kids to school if there's uh if there's illnesses i think that's an excellent point as well mr laura i know that dr forte has put out in recent communications to the community that um it has been difficult for the nursing staff and the department of health to accurately do contact tracing um because not everyone is as forthcoming as they should be so please continue to be honest and forthright and as dr forte said in his messages when in doubt please keep your student out of the building and have them attend virtually do you still need a third point maybe the assemblies that are being

sponsored by the mac yes all the assemblies the virtual assemblies that are sponsored by the mac and what does that make our list now damaris five points six points take one off you can take that one off then we have five points right now okay now i think it's very important dr collis thank you um okay so we have our highlights does anybody have anything else they want to discuss move will you adjourn actually i just opened first that's right my bad i jumped the gun hey laura laura can i before we move on real quick can i just do one more thing for the go to the cause sure just hold we do i do see a public comment coming up so if you could just hold on we're going to get to you

in arranging the latest the latest gift that you worked on with me today so it was a great thing too thank you yeah i forget to mention it sometimes because dr forte talks about it so often of all the work that he's doing um behind the scenes with him as well as if i'm right dr forte your administrative team also so thank you to you and to the team um for being the good community members that we need role models for thank you um okay so it is 8 51 i am going to open up for our second public comment section if you have a comment or question for the board please type it into the chat and you will be called on there is a comment there very kind mrs myers is thanking us

in favor aye aye we are adjourned at 8 52. you everybody bye-bye
