All right. Good evening everybody. Welcome to our April committee meeting for policy. Um we do have several policy and regulations on the agenda um as part of our yearly goal to do a go through our wellness review that was done by Strauss Esmay. Um I did just want to share really quick that we got an update from our policy company Strauss Esmay regarding the cell phone policy um essentially there is a conflict between what the legislation was sort of suggesting and what the guidelines from the Department of Education were. So essentially the legislature had wanted it to be personal devices um you know anything that wasn't used for academic reasons. The Department of Education guidelines suggest something different where it's essentially all internet enabled devices. So as they're going to take another look at it
and make sure it's streamlined between the two things. So it's more along with the legislature had wanted in the first place but that has delayed them from providing us with that policy to move forward. So I know that's something we've been talking about and I just wanted to um kind of share that with everybody. Are they all personal internet or So when they refer to this it's uh cell phones but also if you want if a smart watch connects to the cellular network and um basically if you want to do anything it would be flip phones are okay. Flip phones you know that you're not texting and they actually might I think they actually mentioned that. example of that's fine. But anything that's uh internet enabled and is a personal device um would have some
level of restriction. For what impact like iPad like the school iPad? No cuz those are school issued devices. Yeah. Um all right. So we will move on along in our agenda. Um these are all in the uh 5000s category um which I don't have pulled up what the topic is but um I'll go to the board room I can pull that up in a minute. Uh the first one is P 3134. This is assignment of extra duties. Yep. You want to just go through and start highlighting? All right. So 3134 um the change there is specifically uh updates to align with a new code. Um it's aligned with uh the code relates to connecting it to a district's collective bargaining agreement. Um and the name is being changed to assignment of extra duties as opposed
to assignment of additional duties. So that is the change related to that first one which is the only one in the 3000s. Right. >> left over from last month. Okay. So now we move on to the 5000s. So policy and regulation education of homeless children and youth. Um basically it's a name change. It moves from education of homeless children to education of homeless children and youth. Um so that's the new name for both the policy and the regulation. And just um to give you this the policy overall is about students. So you'll you'll probably see that as we're going through it but that's what this category is. Yep. The category is all it's it's students category. Um 5130 withdrawal from school. Um this is an update uh of the citation which reflects the connection to
the the code. So really there's nothing else changing except for an update to the code. Right. If anyone has any questions after each of these they're pretty small changes on these but if there's any larger ones I can ask but otherwise we can just keep going. If you have a question just feel free to bring it up. 5230 late arrival and early dismissal. Um that is an updated citation related to the updated code. We we had last updated this in 2011. So at some point the code citations had changed and this is an update to align them. Mhm. So when we're saying the citation of the code I pulled up 5230. I don't see like the typical like NJSA 18 what whatever it is. Is that what they're That's exactly what it is. So this
is adding NJAC 620 that 1.3. So it's updating it to include that. Okay. Yep. I don't know. Yeah. That's that was 5230? Yep. Okay. So 5420 this is tardiness. Um again same thing updating the citation. Which one is that? Uh this is 5240. Okay. Sorry 5240 tardiness. I heard 5420. Oh did I I might have I might have said it wrong like but tardiness 5240. Yeah and it's literally the same uh NJ620 that's 1.3. It's another uh addition of the code. So just really quick um cuz I double checked this at the 5230 update one that we have doesn't have the citation. I see that it's on your printout so I don't know. Yeah I'll verify yeah I'll verify but we have it on the Right. And then we don't have the updated for some
of them 5240 is one but I know it's just the citations but I just wasn't sure like that was done after this cuz when we're having a meeting I just want to make sure that they're >> Yeah I'll I'll coordinate with the machine and make sure that's on there. Yep. All right. Uh 5300 policy and regulation automating automated external defibrillators AED. So it's a name change. It used to be called use of defibrillators. Now it's being changed to automated external defibrillators AEDs. That's the change. Uh so like um for that one for example uh district adopted date it says missing. So we we vote on that um then it'll validate the new date. Yep. Yep. It will be replaced by the date that it's adopted. Got it. Um this one is 5306 health services to
nonpublic schools. Um so there's an update to this and it was last adopted uh a while ago. It's in a unique font and uh basically what this does is aligns specifically the code um references to the code citations. And the essence of this policy is if there is a nonpublic school within your district um it it defines the connection and the relationship between the school district and the nonpublic school and it's requirement um per code to supplement health services if that nonpublic school needs it. Um and we we have connections with nonpublic schools when appropriate um and sometimes what the state will do is they will allocate funding through us to the nonpublic school for the technology purchase or something like that. So we basically are the intermediary that uh facilitates that process and that's
what this policy 5306 um policy and and regulation uh define. Any questions on that one? That's a little bit more than the other ones were so. Not much but Um policy regulation 5330.01 administration of medical cannabis. So this is a name change. It's really a name change. It was called was called administration of medical marijuana. It's now called administration of medical cannabis. That is the only update and change. Policy and regulation. 5331 management of life threatening allergies in schools. This one is uh adding an M next to the title. So it's a mandated policy and also adding the adopted date. So it'll be updated with the new adopted date. There was no adopted date on it. Um it will be a added and updated. It it was adopted in 2009 February 2009 but it'll be
updated to be adopted with the new 5411 promotion from eighth grade. This is another citation adjustment. So it's just adding uh the code. Updating the code. Again codes they they adjust the code and then the ripple effect ripple effect is leads to policies that have the code cited on it. So it's tweaking that. At some point along the way it's been updated. Whatever their policy AI tool they use to probably go through our policies they're finding these flags. 5440 honoring student achievement. Um this is changing the student the changing the name so it's honoring pupil achievement. It's changing to honoring student achievement. So it's a name change um and again updated codes. Uh just just for that one um [clears throat] it said on the um the audit that it was good and update not
needed. For for the uh >> For 5440? 5440. Yes. Um for the are you looking at policy or regulation? Uh The policy one it says update citations at end of policy. Um I'm looking at the regulation one. That's why I was like Oh. Which one is it cuz I don't want to touch that regulation yet now. Yeah so the regulation >> Oh I see it now on the policy now. And then the policy like I said we're changing pupil to student and then updating the uh Um just really quick when we're looking at that are we changing the word pupils in the policy to student or is it just the title? >> Just the title. Okay. That's what was gone through in in terms of I don't know if this is a silly question but
what's the difference between pupil and student? It probably aligns with the change of the term in the code and where we're changing from. Yeah. So, a lot of times the changes are really related to the change in the word here and then the again the ripple effect goes down. Let's see. 5460.01. So, this one here is just aligning to uh basically the new recommendation, the new mandated policy. It's a It's an updated uh release. What it is. It was last adopted in 2012. Um instead of saying general state assessments applicable to state assessments, it now now cites the code which specifically identifies specific assessments and things like that. Okay. Again, it's really just syncing with the changing code and the specificity related to that. And this is the 5460 .1 .1 is a regulation or
>> Yeah, that's the regulation. Yep. Okay. Yeah, so like if you're looking at the summaries like if you have to have to go back and forth because some of them only have one and not the other. So, like I was doing what you were doing and I was like I don't see 5460 but it's on regulation. So, it could have been near or orders. Yeah. Some of them both policy and regulation and some are just regulation. So, this is regulation. Yep. Okay. What's the What's the difference? So, the policy is the broad stroke govern you know governing view of something and then the regulation is the the way the district puts it into practice. It's the more specific more detailed piece. Um Officially the board approves the policy and then we have the practice of
the board approving regulations as well but the regulations are not required to be board approved, right? So, the regulation is the details of you know whether it's some sometimes it's specific as of criteria. Often times it's just more specific guidelines. So, policy no cell phones, regulation they have to lock them in a locker for the day. Right. Or like student achievement when we had some last year, it sort of just the policy is like sort of saying like they're both the honoring students it was pupils not students but the regulation was sort of like how they put the criteria in our district is in order to honor them. I did notice when we were when I was looking at other districts or when we were looking at one of our policies and we were having
a deep discussion, there were a lot of districts that don't even have the regulation on their website um because it's really more just like an internal manual for those districts. Um there are other districts that are like us that do have both um but we're transparent. Right. I I like the fact that we have them on there. That sort of just goes along with what Dr. was saying that really as the board are like making policy and revising it when needed is part of our responsibilities. The regulations not necessarily but they usually go with the policy and so I like that we are able to sort of work together to sort of make sure that they're aligned. But that's where it all comes from. So, 5611 that's both policy and regulation, removal of students for
firearms offenses. It's a title name change. Um it used to be removal of pupils from general education program for weapons {slash} firearms offenses. It is shortened to removal of students for firearm offenses. So, it's literally just a name change uh called a updated title. Uh 5751 So, uh this is again an update to align with uh revised code and citations in relationship to to the code uh but the most noticeable change is going to be the word pupils in the title to students. Um everything else like I said is the update needed is really just going back and reciding uh some of the changes with the state of Delaware on their Title IX work uh a several years ago and this is aligning to those citations and references and things like that. That's 5751. Um
0175752 this is uh marital status and pregnancy. So, this is adding citations. That's really what we're doing here at the end is we're just adding NJAC 6A-1.786. And then the last one here is Yep, 551.02 which is the abolishment of um the cyber bullying and then we have the abolishing of the Bridging Pilot and the abolishment abolishment of expulsion procedures. The The Bridging Pilot doesn't exist anymore. Um cyber bullying is and that piece is woven into other policies. Right. And expulsion procedures are the same thing. That's woven into other locations and policies. So, these are just things that should have been abolished at some point in the past and then they're just lingering as an extra document in the in the policy manual. So, I was curious. Um so, just for transparency purposes, the cyber
bullying was put into the 5512 which is the harassment, intimidation, and bullying. So, it's included in the HIB policy. Um I don't know about the other two but usually when we're abolishing these with with the wellness check, it's either it's no longer applicable or another policy or regulation is incorporating it into there so we don't need to have duplicate policies that say the same thing. Yep. And the Bridging Pilot doesn't exist anymore. So, that was a short short short-lived uh but I I know that was a lot of policies and not a lot of words because most of them are that. I would be curious and I mean it's very you know nitpicking that's a word I don't know. But just with the pupils one if maybe we should can ask them so it's consistent
if we should change it to students. >> Yeah, I'll I'll go through and I'll have Rashid reach out and see if there's a recommendation to Cuz they did not put it on there but it makes more sense if we're going to change pupil to student there that it would trickle down to the actual wording as well. And yeah, I think that covers the majority of our 5000s. There's There are more. It's a pretty lengthy category of what they said we needed to change. Um there um but we can we can go through the rest next month. >> chunk it down a little bit. >> Yeah, because even that was like it's a lot of them to do. It's just there's not a lot of changes but we want to make sure we go through each
one just to explain what all of those changes are. Any questions, comments, concerns? I know that was a little bit of a boring policy meeting but that's a good thing I guess. Yeah, and hopefully we get an update as to what the state's intentions are on the cell phone use. That's hopeful. So, yeah, you know, we're actively preparing for whatever they're going to come with but you know, there's a chance it's more aligned with what we're already doing to be honest with you. I believe what they're considering right now is was the intention to prevent personal device use in the instructional environment? And if that was the intent, what about the hallways and the cafeteria? Cuz we did have that. That's really the the difference maker for us. So, if if their intent wasn't to
necessarily impact hallways and the cafeterias, we're in a much different place than if we are looking to address it from the moment they walk in to the moment they leave. So, that's a that's a big deal for us. And then again, they're going to figure out where where they stand and then we will address adjust from there. And I do think that we're in a a good place because I know there are other districts where they do have like a bring your own personal device for students. In some places I was watching not like the surrounding districts meeting who also has provides 100% of the devices to students but there was like the talk about cost budget and all of that and so they said like is it possible for us to allow bring their
own devices because it's been done in this district or that district. So, in that case they would have a much harder time dealing with this policy when it comes out because of that reason but we don't have to deal with that cuz all students are provided with a device from us. So, then it's really just the elements you know like also the bus like field trips, things like that. The two school home school over Hopefully they'll lay all of that out in the policy and regulation when they get it out to us which will hopefully Was there Did they give a timeline or they're just like They said as soon as possible. Well, and this is Strauss Esmay. So, Strauss Esmay is literally the and I had a a workshop with the one of the
lead lawyers from Strauss Esmay and they were literally working on it like it's the priority policy for them to get through it. So, Pretty much every district in the state uses Strauss Esmay with the exception of like I think it's two or three, right Gail? The others. It's a very small amount that don't use it. So, really no one can do anything with it and ultimately if they can't figure this out then they would have to delay the start because every district would be in the same position that we are but I'm sure their goal is to have it done as soon as they can so that it's implemented for September which was the initial plan. And they're just waiting They're waiting for the state. Yeah, Strauss Strauss is ready to take action once they
receive the updated expectations and guidance. And the state figures out state DOE get on the same page. >> Right. The got the standards were also written by the prior DOE administration just before they left. So, now there's a new administration that I mean, I'm sure they're familiar with it, but they didn't write it. So, you know, they have to also just sort of learn what's there and then figure out how to adjust it to what's needed. So, there's also that element to deal with as well. All right. Well, that concludes policy 6 minutes early. Write that down for me. Yeah. All right, thank you everybody. Have a good night. >> Have a good night.
