Um, good evening everybody. [laughter] We are going to dive right into our policy committee meeting. Thank you everybody for joining us. We have a shorter meeting today. Um, primarily the agenda for tonight is looking at some of the suggestions that came from Strauss Esme when they did our policy manual review. Um, so Dr. Dr. Leman, I don't know if you want me to turn it over to you or >> I can lead you through it. Yeah. Okay. >> So, let's start. So, we have one. So, we're working on the 2000s this month. Next month, our goal is to go through the three to 4,000s. We started to kind of work through that. >> Um, so in the 2000s, there was one policy that they identified missing. It's called career and technology uh technical education. >>

Um, the essence of this is to identify a school whether they have a career in tech ed program or not. and if you do have one that you uh would support bringing in uh the county voteex uh and support any student that would go to a vote program. >> Um and if you don't have one, the selection in here would basically say our students [clears throat] have access to the career and tech programs through the voteex. >> So our selection would be that we do have a CTE uh we we have CTE courses. Um we always work to try and get it you know official through the state um and it's what a lot of the districts are struggling with these days >> um getting that certification but um we do have the programs so

our selection would be we have programs we have offerings but we support uh students in terms of bringing access to the votex here recruiting our students andor they can attend the voteex as well >> quick the votex do not have that that they have to come >> no they do they do but in terms support them in terms of recruitment. Okay. >> They bring they can bring information. >> We're not we're not kicking them out, right? We are open access to having them provide information to our students especially about areas that we may not have which okay it's getting less and less every year. Um our CD programs are growing but um that's the foundation for this policy. >> So we didn't have it before. Um and our recommendation would be to bring this to

uh this would be a first read and then second read following. So, >> just looking at what like the the draft shows. >> Y >> um >> is it just like sort of getting because I see like the check marks on here? Yep. >> So, it would be the >> So, the at the copy I'm looking at it would be the one that says um four school districts that offer the county vote school option and local career and techn technical education programs that are established. That's us. >> Okay. Uh, and then there's a two blanks in there and it says admission to the district's career and teched program to be open to regularly enrolled students in grades 9 through 12. >> That's like the third or fourth paragraph on the second page. >> How do

we currently provide the information about the vocational schools? >> So, you want to touch base? That's so we um I do so actually right around this time of the year because you know if if you were listening on curriculum committee we were talking about scheduling particularly school >> right >> uh right around this time of the year counselors as they share information with uh their students about classes they will often share uh they call the magnet school formerly known as uh vote >> about those options and um including the Edison magnet school so that's usually uh distributed to the guidance counseling offices in the middle school Um and that that those discussions are are be just getting started now. >> Okay. Speaking just as a parent who had an eighth grader last year. Um you

know I believe that there was some of the information that might be maybe was put in the Google classroom for the students. Um but I didn't know if we're also sharing that information with parents as well or um >> uh I can't I wouldn't be able to answer that specifically. Um yeah I'm sure Dr. Dr. would be able to give you an idea about how that information gets sent out. But with regards to CTE programs, um we uh I would I would equate what Dr. Layman was describing to almost like the old RTI, right? Whereas like the historically the district, this district was unable to offer such a a a wide offering of CTE courses and a lot of districts struggled with this, not Monroe. But what because what was happening in the early 2000s

is that traditional vocational lab spaces were being converted into tech labs. >> And uh compliments to all the administrators that came before us is that was uh very generally resisted here in Monroe. And you can see when we went down there the other day, we had lunch tech middle school. >> So, so that that's kind of a situation where we didn't necessarily have to take advantage of that as much, but there are gaps and I just mentioned Miguel that you know cosmetology would be an example. >> Yeah. >> Um just something that we would never probably have the infrastructure for anytime soon to install programmatically. >> Um and that's when something like that becomes valuable to the consu or um not the consumer the uh parents and the students. >> Great. I guess just and

like I won't go too deep into this because I know we're we're policy and not curriculum. Um but like sort of what you mentioned about the teachers providing information during like the relevant electives, but I know for seventh and eighth graders, they only get to select one elective. Sometimes not, you know, I guess it's still an elective, right? But like if you're an AVID, like you might not have it. So I guess would we be getting that because I know the policy mentions giving the information to all students. So I just want to make sure we have like a way of making if you heard the information disseminated to all of them and not maybe >> um wouldn't be too difficult to get you clarification on how that information is pushed out. >> Okay. [clears

throat] All right. >> All right. So you want to go for the next one? >> Yeah. Any other questions on this one? >> No. >> Okay. >> So adoption of courses what that was identified as needing was some updates to the citations at the end of the policy. So literally the our citations match their citations. We just don't have the ones in parenthesis that say for vocational districts only. So we will add those in parenthesis with the bold vocational districts only. And that should clarify the you know whatever the mismatch they had when they did our policy audit. >> Okay. >> The next one is uh home instruction due to health condition. Our that was a name change. >> Mhm. We currently have one that's called home instruction. Their recommendation is to call it home

instruction due to uh health condition. So we would just change the name to align with that. >> Do we have the updated ones? Like I know a lot of times we'll get the revised policy as well, but we don't have that for this meeting, right? Like our >> our policy is is uh is the one that's attached, I believe. >> Okay. And the only thing we need to do is >> just change that. >> Change it and make it home instruction. There's no other >> changes in there. And then we'll just revise the revised date. >> Okay. >> So this this month, >> right? I was looking at the last one to see the vocational because I guess we have to have that just because it's suggested like in parenthesis. >> They they uh they

recommended that we have that. Um so that will have a uh we don't have one. So there's nothing to be revised from. That is right. And then we'll just have the adopted date. Okay. >> So, we did the career and technical education. Um the heat participation policy for student athlete safety. Um that is a name change. >> Okay. >> So, um practice and preseason heat acclamation for Scholastic Athletics. >> So, another name change. That's a recent one for us. We uh we've been updating that over the past few years as they tweak their um standards and expectations there. >> Uh 2841. They're all they're on a little different order, so I'm trying to uh >> 41. >> 2841. >> Oh, that's 2481. Great. >> Yeah, 2481. Thank you. Yes. 24 81. So, that one was

another update title. So, we will just update the title on that one. Uh, home or out of school instruction for general education pupils. >> Okay, >> that's the new name. Again, nothing >> changed. We like they scanned our policy. Everything's in line code >> has the essential elements. It's just a name change. >> Um, let's see if the next one's in order here. Acceptable use of computer networks. That is 2361. So, we back go back a little bit. I think that's where we have to add the mandated. >> Yeah. Uh yes, actually. Let me see. Yep. We need to throw the M next to it. So, this is our first one that we'll talk about this month, but we do have some throughout the audit that um are mandated policies, but on our in our

policy manual don't have the parentheses M next to them. The policies themselves don't need any revisions or anything. We just don't have the parenthesis M. So, we spoke with our board attorney and his recommendation was um to make a board resolution that says using the policy audit through Strauss SMA uh basically adopt the M parenthesis M on any of the policies that are missing. So that way we don't have to uh go through all >> go through every single one of them because There there aren't too many, but there's a couple in each section. >> Okay. >> And it's it's really something that was just omitted when it was uploaded. >> So, >> is there are there any that you know of that I forget what the other one is? Is it like for the

suggested? Is it >> There wouldn't be a parenthesis on those. >> You would just have I I would think the one any of the ones that don't have the M would be >> just >> right. The M's are mandated, right? So, your base your barebones policy manual would just be all your M's. >> Okay. I'm probably just thinking of like the updates that we get. It probably says it on there, >> which is why I tell you we get it in the auditory. >> Okay. >> Um, student intervention and referral services that is uh 247. >> If like a lot of these are pretty simple changes, but if there's any questions feel free to jump there. >> Yep. That's another M 2431. Uh that's in well we did own that's the heat heat one >>

um Dr. Dr. Layman, can I ask a quick question about 2417? >> Do we still have INRS? Because I thought we had switched to the MT at that. >> So the language for uh INRS is still embedded in some code and things like that. So until they catch up with total language overhaul um and again Sesame picks up on that, but think about real time changes and then the flow through >> Yeah. >> everything else, right? There's a lag time. So, but I >> days that we like refer students for additional help, right? So, >> it's a process we take intervention, referral services, we call it multi-tier system of support. It's all embedded together right now. Yep. >> Okay. >> Um again, 2431 that's a medical examination prior to participation on a school sponsored interalactic

intercolastic or intramural team. >> Um that is 2431. That's another updated title. So we will just update the title to be in sync with um you know what we expect expect it to be special education receiving schools. So it was recommended that we abolish this policy because we are not uh a receiving school uh we don't have a special program like uh we send students out of district. We're not an out of district placement for other districts. M >> so it is recommended that we do not have this or need this policy because we are not a receiving school for uh special services in in the capacity that this policy is written. >> Okay. So >> I have a question on >> um I just popped my head maybe irrelevant. I just so we received

Jamesburg kids. Is there kids that let's say Jamesburg may have sent to a receiving district if they had a high school? So they so uh James River students are our students in the high school, right? They don't have a high school and they're choosing to send them here instead. That's kind of the essence of this. >> Um so we are Jamesburg High School, you know, they are part of us. So >> the the essence of this policy would be if they made a choice to instead of send a student to their own high school, send it to us and pay tuition to us. >> Got it. So, so once we have them, then we're kind of >> us. If we choose to send them to a receiving district, you know, the academy learning center, whatever,

>> then that's like our choice. It wouldn't it wouldn't impact this policy. >> So, any special programs from Jamesburg that come out of the high school, um they pay tuition directly from the from their own uh their own budget and things. So, um, if a student from, uh, coming from Jamesburg funnels to an out of district placement, uh, we help manage that. But it's, uh, we don't pay the tuition and get reimbured for it. They pay the tuition directly, >> but we make the decisions. >> Uh, well, our child study team works with if especially if the students in place here, they'll have a team here in place. Um, but we would certainly coordinate with Jamesburg, but if they're in a special program coming out of Jamesburg, they have the natural path probably to a

placement that they would need. Okay. >> Um the last one, title one, we didn't put all the numbers on there. >> Um what we what we do for title one, um and and again, we'll work kind of with this as we need to, but every year, we did it this year on September 17, we approve their the title one uh parent involvement policies >> for the schools that receive title one. So, not all of our schools do. Um and that's an annual piece that we do. we get uh we go through a process where we develop the plan uh we engage stakeholders and then that is approved uh annually. So >> how much do the plans change from year to year? >> They they are 100% driven on student need. So some sometimes the programs

that are in place are dynamic enough that as the student needs change the programs don't need significant overhauls. Um, and there are times where, you know, maybe the program, and again, some of these programs are relatively new. You know, especially the elementary schools, they put some things in place like towards the [clears throat] end of the summer that are maybe a year or two old. Um, so they're, uh, in their infancy, >> but, uh, we've seen a lot of really good work come out of the the this process, which is different than we had been taking with the title title fund usage. uh at least this these targeted allegations um maybe 10 years ago. >> Okay. I was just curious. I'm trying to think of a similar maybe like the um the organizational chart almost

where like the policy says that we must provide an organizational chart but then like the organizational chart itself isn't part of that like policy. Is it required for each school to have their own separate policy for title one or like I still think it would be the same in terms of the process and offering information but are we not able to have a policy that says like all districts eligible for title one will create a plan but then like you guys would essentially be doing the same work but we don't have to necessarily go through >> there is one of those already as well. So there's an overarching. So the general title policy is 2415. >> Okay. >> So that one basically says this is what we do. >> Right. So we're working on updating

that. >> Then it references 2415.5 by one which is school by school by school. >> Okay. >> So basically here's your overarching one and then here's all the other individual ones. >> Okay. I mean, I don't think it's a problem. Obviously, we can approve it. Just seems different than like the normal thing where >> Yeah, it's I think it's a process defined by the the usage and tracking of the title funds now. >> Okay. >> They're looking for parent uh or community engagement. >> Not even just parents, community engagement in in the scope of our title funds, small potatoes. We're talking 10 $15,000 in some cases, many times less than that. Mhm. >> Um there are districts that receive millions of dollars in title funds. So, you know, think of this in the context of

we put a lot of time and effort in >> uh and $10,000 is a lot of money, >> right? >> But some districts have multi multi-million >> allocations and they put the same time and effort in in developing their programs to spend the millions and millions. So, it's a regula regulatory piece. Okay. >> Um and we follow the same regulations despite our allocations >> um compared to other districts. >> All right. Sounds good. Um, just in case anyone was curious, the 2000s is cons on the table of contents. It's programs. So that's what we reviewed. Um, so these are all the different changes for policies and reg and regulations, right? Yep. >> For for the programs that were suggested. >> Um, so these will all be on our agenda for next. >> Well, one of

them, one of them will be for first read the technology one >> and we have the uh >> the resolution for the M. And we're also working with our board of attorney to identify whether we can do a sim similar resolution for name changes. >> That would be great. >> And we'll still go through and talk to them or with the name change. Is that a >> basically a significant change that needs to do a two read, right? >> Or can it do a can we do a one read? You know, basically bring it for a second reading a minor change. >> So we're working on the details of that. Okay. But as it stands now, we got the M res resolution, the new policy, and then the other ones will either be listed for

a reading or they'll we'll have a second resolution just like the M. >> All right. Okay. Sounds good. >> And that's check for the 2000s. >> Excellent. We're making our way. I told I told Dr. Leman, I'd love to have this accomplished if we can by the time we look at our board goals next year because I know this was the board goal for our committee for this year. >> Uh so that's that's the goal for us. >> We definitely make some progress. You know, there are some policies that probably have a little bit more. they're a little more involved, right? Some some of these are just name changes. Some of the other ones >> um you know time to dig into a little bit >> and we'll also have to like we'll get the

alerts like I'm I'm sure the cell phone policy was going to come out and that will probably be a meeting in itself and that >> we got an alert maybe a month ago that Strauss estimated would have a a revised version based on the new guidance that came out in January within 90 days I think. So >> all right so look forward to that. Stay tuned. Um thank you everybody. Have a great night. You're welcome.
