Thank you all for coming. We'll start with the pledge of allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right. Uh we are going to slightly mix up our order and we will um first hear from students and then we'll have um a brief recognition and then we will move into some um reports. So after you >> uh good evening everyone. I hope everyone is having a good Thanksgiving break, had a good Thanksgiving break and is holding up with the cold weather we've been having. My name is Daisy and I and I am one of the senior board reps along with Garrett. And tonight we will be delivering our monthly report.
>> Winter sports have started up this month with boys and girls basketball, ice hockey, bowling, fencing, swimming, wrestling, and indoor track starting their seasons. Notably, the boys ice hockey started their season with an exciting home win against Morris Nolles as the Colonials scored the game-winning goal with under 5 seconds left in the game. The indoor track team had multiple medalists at their P meet this past weekend at Drew University where the girls 4x200 placed first alongside several other individual and relay teams. This week, most winter sports are set to have their first matches as the fencing team has their first meet tonight, as I'm sure many of you saw right down the hallway, and the girls basketball team will have their first game tomorrow. Over the past two weeks, the high school band and orchestra
each held their winter concerts showing off their work from the first half of the school year. The la the last of the winter concerts, the high school's choir concert, is this Thursday at 7:00 p.m. in the auditorium. This past Saturday, students from the Heritage Club made an impact in the community through volunteering their time to Wreaths Across America, a yearly mission to remember and honor fallen veterans through placing wreaths in cemeteries across America. During our our season of giving, student government has helped to raise funds for various charities at events such as our No Shave November event for the Colonial Cancer Foundation. On December 6th, student government worked with the senior class government and local businesses to run a community holiday craft fair. The fair helped raise funds for SGO, the senior class, and local
small businesses while also bringing in significant attention and donations to our holiday gift. Currently, student government is focused on finishing our holiday gift drive fundraiser where students, teachers, and members of the community have all come together to donate and fund raise for families in need this holiday season. In the next few weeks, as we received the last donations needed to complete the drive, we will organize, wrap, and help sort all the gifts for delivery. We've had over 300 gifts purchased, ranging from socks to AirPods. We have also created an account for Amazon gift card donations which has raised 285 so far and we still have tomorrow to make as many gift purchases as possible. Furthermore, A Night in the Cold, which took place on December 5th, had solid participation and success rates with a recorded
amount of around 200 people participating in sleeping out on the MHS football field overnight in support of local organization Homeless Solutions raising over $2,500. Finally, club pictures took place in the first week of December, and the graduating grade took senior pictures, marking the start of many upcoming events for their class. Winter break is also closing in and everyone is excited for the new and longer break schedule. That concludes our report. Thank you. >> Thank you. >> Um and next we would just um like to take a moment since this will be our last meeting with the current board members um to wish two of our board members who will be leaving us the best. Um we'll start with Carrie. Um Carrie grew up in Wisconsin and graduated from University of Wisconsin with BS in civil
engineering and an MBA from Fairley Dickinson. He joined us in January of 2023. And he and his wife Alice have lived in Morristown since 1996. They've had two children attend the Morris School District, graduating in 2008 and 2009. Most importantly, Carrie has dedicated over 25 years to leadership roles in community engagement within Morristown, which include coaching youth sports teams, president of the Grapplers Youth Wrestling Organization, F uh initiating funding for an MEF scholarship for a graduating MHS wrestler, serving on Morristown's environmental commission and zoning board, and also as chairperson for two years, representing Morristown on the Morris County Open Spaces Trust Fund Committee, Morristown Parking Authority Commissioner, board member from Houses to Homes, a locally based non not forprofit building homes and operating a school in Guatemala. On our uh board, he has served on
finance, governance, and policy. And we are so grateful that in addition to all of that service that we got to share that with you and wish you the very best and um all your future endeavors. Thank you so much. >> Oh, thanks. >> Well, I I guess I'll have to say a word or two, though. But thank you guys. It's, you know, it's been an honor to be a a part of all this. It's um I came in not knowing anything about education other than what my kids were taught at in the Morris school district and they had gotten a great education. So I wanted to give back to that. And I had lots of questions, lots of opinions over the last three years. Um, and I appreciate you all's patience as I learned and
and came through all this. And um, I didn't know what to expect when I came in. And I came in with brand new leadership because Ann and I started on the exact same day on the board. And I have to say that um, through the last three years, I've I didn't know what to really find as I dug into the district and stuff. And I find that it's a very well-run district and great leadership at the board level. You all that hired Annon that made a great choice. Um you are growing a team under you that is just great and I'm excited to see where the district keeps going. Um so it's been a pleasure to be a part of all that. What I will say though is as new people come in on the
board and all of you keep going, continue on, ask questions, have your opinions, but be you on the board and ask the tough questions that sometimes we have because that's what keeps the district getting better and better and better. So, thank you all. >> Thank you. And I don't know if anybody else had anything to share. >> Sure. I was just gonna say, Gary, thank you so much for your service to this board, to our students, and the community. Um, our paths have crossed several times as fellow Washington headquarters neighbors, but also fellow former zoning board members. So, it was so nice to finally be able to work with you on this board, on the policy committee. Um, just wishing you all the best and I'll see you at the next neighborhood function. Yeah. >>
Um, and next we would like to share gratitude uh for Susan Pedalino who has uh really buckled in joining in January of 2020 with no idea what she was in store for, serving two terms and reelected again in 2022. Um, Susan has lived in Morristown for over 20 years. um and has been a wonderful repres representative of education being an educator herself with a BA from Ruters University, a K through8 teaching cert certificate from the College of St. Elizabeth's and an associate school library media specialist certificate from Ruters. um having an experienced educator uh on the board has made for a wonderful um perspective and and conversations and she continues to serve as librarian in handover township schools after teaching first, second, and third grade. Um and prior to becoming an educator, Susan was a
publicist for 5 years. and that comes across in the ways she's thinking not only of our students but of how we are representing the district. Um having three children going through the Morris school district um at Sussex FMS and MHS um we also are incredibly grateful um for your service as chair of the curriculum committee and your service on the HR and finance committee. Um, yes, I think somebody said it earlier this week. Um, a voice of reason, a calm and a storm always. And I'm very grateful for that. And I hope that this gives you more time on the sidelines. And I'll see you there. So, thank you. I heard a few words. Um, I would like to thank my husband, Jason, for his unwavering support and to my three sons, Luca, Liam, and
Logan, for their patience and understanding during the many evenings when meetings kept me away from home and at times from even their baseball games. I hope that through my example, I've shown the value of leading a life of service and volunteerism. I could not have done this work without my dear mother and my wonderful village of friends who so graciously stepped in whenever needed. It has truly been an honor of a lifetime to serve on the Mars School District Board of Education and to sit alongside each of you here tonight. I hold deep respect for the dedication you bring to this work and for your steadfast commitment to our school community. I encourage you to continue fostering the collaborative spirit that allows us to succeed as one governing body, united in our shared mission to
serve the best interests of the district and above all our students. While I will miss you all greatly, I leave knowing that the district is in very good hands. They say, "Strive to leave every place better than when you entered it." And I can confidently say that I believe this has been done. The future is bright and because of the work we have accomplished together, there are many exciting opportunities ahead. Thank you. >> I'd like to say a few words. Um, Susan, thank you so much for your service. You leave big shoes to fill as a leader of our curriculum committee for so many years and the fact that you are a teacher yourself has shown through um a lot of the decisions that we've made and the and the advice that we've followed. So,
I'm uh I'm going to fill a void for a moment while you step away from this uh job that I know you love so much. Um, we're looking forward to uh you enjoying the future means running your kids around to sports events and you know a variet of other things where you may not have had the time to do that before. So I know that that side of it is exciting for you as well, but we're good of you terribly. >> Susan, I wanted to thank you first very much for your dedication um and service to this board, to our students, and to the community. We are all so lucky to have um benefited from your service. I'm so happy to have worked with you on the board and I'm so happy that we've become
friends outside the board as well. Um you have been such an inspiration over the years. Your poise, grace, and quiet leadership are truly what I aspire to. Um your persistent curiosity, your collaborative nature, and your kind demeanor will sincerely be missed on the board. Um, I know that I will still see you socially and on the sports sidelines, but I will truly miss your presence besides me, beside me here at the board table. So, congratulations and again, thank you so much for your service. >> Yeah. >> Well, Susan, um, I don't have written remarks because, as you know, we just talk and you've always been that voice of reason. Um not only in the poise in your preparation and the work you do in the committees, the thoughtfulness of understanding the materials asking the proative
questions um even being the glue when sometimes we did have conflict on the board you would be a sounding board that everyone would come to giving perspective giving strong points of view. So I appreciate what you've done. Um you and I have grown close over time on the board. um you would be the one that let let me hear from Susan and that would help shape my thinking on a lot of the points that we had. So again I will miss you on the board but similarly I will see you at the sports events >> our kids at these parties that we have to prepare notes on but thank you thank you for all that you've done. I'd like to say a few words. Uh having been uh a member of your committee that you
have shared, it has been such a pleasure. You have allowed all of all of us on the committee to the time and and and ability to express ourselves to bring forward anything that we were interested in in learning more about. You really led a wonderful committee that that took a long time. Sometimes we were in session for two and a half hours, three hours. I'm not kidding. And but it was all important and it was because you your leadership, you allowed us the time to speak, to say what was in our hearts, to ask the hard questions. So I want to really thank you for that leadership. Thank you very much >> and best of luck. >> Thank you. >> Can we take the time to get a picture of our two >> We're actually
going to take it at the end so we could get all of us with Yes, we have um Elaine is prepared to take as well. >> Um and we did want to give you students a chance to go if you if you're if you need to um before we go into some of the other real work. Did anybody else have Yeah, >> I would be remissed if I didn't take another second for Carrie. Um Carrie was newer to our board and quite frankly a a breath of fresh air. The probative questions um really kind to lift up the covers at times. Those were the right questions. Um it was seeking to understand and I love this. Why do we do it this way and can we do it a different way? One of my favorite
questions. And so um I will miss that voice on the board. Um and then we would pass in airports constantly to do that a few times. >> We would catch up in the airport. But I wish you well cuz Thanks. Thanks everybody. >> I also would like to echo since I've been uh here next to two wonderful gentlemen. I'm going to miss you, Carrie, having uh you next to me and always being fiscally uh minded, you know, like whatever we were doing, understanding why and why spending the money. Uh so I that portion of it, I really appreciate it from you and always being that voice. So thank you and good luck to you. >> Oh, I'll have plenty to keep me busy. [laughter] All right. Anybody else? Okay. I am then going to pass
it over to Dr. Mucci and the team for the superintendent report and then do you have slides? >> No slides. You can feel free to stay where you are and relax and enjoy. Uh we have some handouts to guide tonight's presentation. I'd like to begin by thanking the board for the opportunity to offer a midyear update on our progress on our district goals. And I'm very excited to have several members of our administrative team here this evening um to share in this presentation. We have our director of elementary education, Mr. Matt Riley. We have our high school principal who also serves as uh director of secondary education assisting with curriculum matters there. and our assistant superintendent uh Dr. Diana Pento Gomez. Also, thank you to all of the administrators who are here tonight to support
this effort and welcome members of the public and and new board members. We'll probably get called back for a while. [laughter] Um, so as you may remember, uh, about this time last year, we concluded New Jersey School Board's architecture design of the five-year strategic plan, which was kind of a lofty big, um, visionary statement of what our goals should be from 2025 through 2030. From there, our administration and faculty established action plans that were board approved last spring. We thank the board for their constant involvement and excitement over the strategic planning process. Uh we had some of the best board member attendance at strategic planning sessions that anyone has seen. Um board members coming to multiple meetings and then also being actively involved in assisting us and monitoring the progress of each of these initiatives.
It's not just important to be there. It's important, as it was mentioned tonight, to ask difficult questions and have a conversation because then when the action plans move into place, we truly are marching in unison. Uh, having a board who is so thoughtful in designing and monitoring the goals makes our jobs so much easier. Following the approval of the board goals in the spring or the district goals in the spring, the uh in the summer, the administrative uh faculty and uh team identified action steps for each goal area. And rather than going through it in great detail, we gave a highlevel view just back and front page of a little bit about our district, how we establish goals, how that filters to building goals, and how we measure the effectiveness. When you take a look
at this handout, you will see that it is our great honor to celebrate incredible successes. And we spent a good deal of time on this in our October board presentation uh featuring the great work of the advanced placement program and how we have seen stronger performance in math across the board. As we also noted in our October presentation, there is still much work to do here in the district. We have two primary areas of focus with regard to academic achievement. One is to increase the number of students who are operating at or above grade level at each grade level. And second, as we discussed in October and we have been focusing on with our team to lessen the achievement gap that exists between the subgroups that are present in our district. So twice annually, we
take some time together to publicly discuss our goals and what has happened since the last time we spoke in ways that we can measure the effectiveness of each of these five goal areas. I'm excited to say it has been an incredibly busy first semester and much has been accomplished. In the next few minutes, we're going to highlight some of the achievements and targets that we have hit in each of the five goal areas. The first and most important goal area centers around academic achievement. At this time, I'd like to introduce Mr. Kryley to discuss some literacy literacy initiatives that have taken place in the district so far this semester and also describe how we have established academic learning targets so we know uh which direction we're pointing our students in and what we hope to
see from these concerted efforts. Mr. Kryley, >> good evening everybody. >> Nice to see you all in person instead of on a screen as we often see each other. Um so as Dr. Mucci was saying our first goal and most important is academic programming teaching and learning and the first bullet point under there is literacy and math implementation. So at the K5 level um many of you already know that for the first year we have CKLA full implementation in both monilingual and bilingual classrooms at K2. We have a third grade pilot at Alexander Hamilton as well as Normandy Park with the goal of being fully implemented in grade three next school year. Um, and then we will review and assess how quickly we roll out that program to grades four and five. Within CKLA, there's
a lot of acronyms, a lot of phrases. Um, and you may have heard me use them interchangeably, and you might be thinking like, that's a hard question I need to ask. What does that mean? So uh in CKLA there is our dibbles assessment um which assesses multiple areas which we are not typically accustomed to in Irey. Uh the dibbles assessment will assess letter sounds, decoding, word reading, reading accuracy, comprehension, vocabulary, spelling and phological processing. So this is a much more um clinical way of assess of assessing our students. So the I Ready uh benchmark assessment is done independently. It's adaptive. When we transition to the Dibbles assessment, this is done by a teacher one-on-one and then we can use the CKLA platform to progress monitor our students and provide targeted intervention if they qualify. um
when we're looking at math um one of the other things that you've heard us say a lot is providing continuity of programming and instruction from K8. So instead of operating in silos K2 3 5 6 8 looking at what can we do to make things more consistent across the board and that's exactly what we're doing. Um the plan is K5 CKLA. we're assessing will will that program or portions of that program be appropriate at the middle school and conversely the math program that's being used at the middle school we're piloting currently in fifth grade um and within that it also savves also has a progress monitoring tool um we have success maker which is adaptive and then we have the progress monitoring tool which is momentum math um and those are all used to uh
track our students progress throughout the year so we're not just looking at our NJSLA scores, but we're also assessing them throughout the school year. Um, our Dibbles assessment midyear benchmark comes out in January. So, uh, once that occurs, we will compare the beginning of the year with the midyear. The academic success teachers, reading specialists, and I will meet with the data team from Amplify, that's CKLA. Um and then the plan is to also loop the principles into that conversation as well so that they can make sure that they're providing targeted intervention to their students um as needed. Um one of the other things that we have done is multiple curriculum updates. So during the last summer we did um 50 plus curriculum updates from K to2. Um and we're projected to do the same uh
this current sum uh upcoming summer. Um we have sunseted from Rubicon. Um so we've have a much more handson interactive curriculum that the teachers have worked uh worked on writing, creating, finding resources, working together. Um, I'm really proud of the website that we've created. Uh, Ela Bro has taken all of our updates and created. Um, we're in the process of creating PDFs that are ADA compliant. So, we have to make them OCR, which means they're searchable. So, you can do controlf search, they can be translated. Um, so we're transitioning to that, which is really great, too. Um, where we'll have hyperlinks and things that people can teachers can go in immediately and uh access. Uh moving on to the second bullet, um you'll see that we have specific goals for each uh grade level. Um
so for third grade, we're looking to increase our NJSLA meets and ex exceeds by 7 percentage points. Grade 7 is 10. Uh grade 9 is 5 percentage points by the spring of 2026. And we'll use all of those affformentioned things that I mentioned. um the Dibbles assessment um momentum uh on in SAVIS those who are using I Ready will use the the benchmark through through that system um and then we reassess and make decisions as needed and then I'll turn it over to Dr. Mucci for the next two points. >> Thank you Mr. Kryley. So in the additional information that we wanted to share about academic programming, teaching and learning, you will notice uh first that we have greater integration of our English language learners into uh general education settings. We have also worked hard
and uh thank Mrs. Rodriguez for some of the comments and conversation in curriculum to ensure that every time a new curriculum is developed, every time a new curriculum is put in place for our ELELLL and our bilingual learners, that we are making sure that it mirrors the general education, that the resources are the same, and that those supports are offered. I also think that we have done a strong effort uh and job in establishing a clear vision of the continuum of the prek12 curriculum and positioning it for future success. As you read through the instructional support and structure, you'll notice that we are working to make the connections between the middle school and the high school even stronger. connecting those programs, helping students guide uh their future course selection with meaningful um visits from high
school students and also a a wonderful focus from the high school supervisory roles and Dr. and Miss Sophia Kenny for connecting the guidance departments from the middle to school to the high school. So shoring up those connections has offered a greater continuity of instruction. We've also put that intense focus on algebra. And we do this for two reasons. One, we have our very large aspirational goal that over 80% of our eighth grade students will successfully complete algebra 1. And as we move towards that goal, we are still addressing students who are struggling to to achieve that. And they exist in two places in the school system. one in the middle school and one in ninth grade math classes. In both cases, those students are receiving targeted instruction to ensure that they will successfully complete algebra
um through afterchool homework clubs, additional time to meet during the day, check-ins with academic advisors, and also at the high school by being enrolled in a math applications class to increase the amount of time and preparation. As we have discussed many times, a strong foundation in algebra leads to strong academic success in math and related sciences later um in their high school careers. So, we're very excited about the work we've done there. As we've also discussed, students can't learn unless they feel safe and secure. I'd like to commend Dr. Diana Pinto Gomez for all of the work that she has done with the board's support to increase our mental health services and our counseling support. Our board of education is one of only uh I think a very small handful in the state that has
dedicated so many administrative and counseling resources to the mental health and well-being of our students. And as if we don't have enough, uh Dr. Pinto Gomez along with her team authored a very special grant that will increase our capacity to meet our students mental health needs. Um it's called New Jersey Dreams and I'd like Dr. Pinto Gomez to speak about it as well as some of the other programs and areas that she's worked to bring our district forward in this. Good evening everyone. Thank you so much for your time. and we are really excited to be the recipient of the New Jersey Dreams Grant which focuses on assisting our students with stress, anxiety, and challenging behaviors. Um, three of our counselors will undergo intense training with nurtured heart. Um, and so they can turn that
key turnkey key that to all of the counselors in our district as well as our staff and ultimately our parents. and it focuses on the whole child um and therapeutic strategies to assist our children when they're feeling stressed, anxious, or having those challenging behaviors that we see in class. So, we're really proud of being part of that grant. Um we're also want to thank our community and teams for all of their support. Um when we supported our families who were in SNAP, that was a program that we rolled out very quickly with all of your support and that of Dr. Mucci. So, we want to thank our community. um every family received several gift cards and food um in a time of crisis. So, we were really really proud of our community for that. Um
along with um our director, Mr. Kryley, we were able to p purchase kits for all of our K through five schools in what's called zones of regulation. Um it is amazing um curriculum that helps our students identify their feelings um through age appropriate activities. So in K through two, they have wonderful cards and they will express to us what they're feeling. Um choose a card and then our counselors um and our teachers are utilizing this program in class in order to decrease behaviors in class. And then it obviously um you know uses books and scenarios as our kids get older. Um and that's been important for our kids to learn social skills and social interaction with their peers. So, we're really proud of purchasing that um kit and curriculum and putting it in everybody's hands
this year. Um so, we thank um all of your support for that. We're very excited as well of having a social uh skills group in um FMS this year um for our students as well. That's something that uh Principal Marches has worked hard with us on and able to, you know, give our students an outlet as well during flex time. um you know and as it's it's a different time in middle school as our students are developing um and so also we saw some a need for just social interaction amongst each others um so we were really proud of being able to put that forward as well um and we're also really excited about continuing the therapy dog that we have um you know um through 6 through 12 um so we really thank you
for all of your support what seal um and we're continuing to work um in order to support our students and our teachers. Um so thank you kindly. >> Thank you so much Dr. Penjo Gomez. And um as we look at the concept of living in a technologydriven world uh that has a direct correlation to stunting social emotional growth, the development of empathy and social skills. Uh just this weekend again there was another meta study in the New York Times about the impact of screens. I'm not sure if everyone read it over the weekend. Uh and we read this a lot and and we've made those efforts. We've removed the screens from the elementary schools and the lower grades. We've changed the focuses of the lesson to be more collaborative and interactive. What I found interesting
that I hadn't heard um before is we always talk about Finland as kind of the gold standard for public education. uh and they were constantly at the top of all of the international polls and they had a precipitous drop in their student achievement and uh when they dug into that they correlated it to the dependence on screens and even the average Finnish child is spending 90 minutes a day in front of a screen in areas that are not related to school work. Um this is a continuing effort. the genie is well out of the bottle. Uh, but I hope what you heard in Dr. Pinto Gomez's summary of what we're doing is we feel the disregulation that students have when they come to school because they've spent so much time in front of screens or
because they're motivated to get back to their screen and see what they may have been missing out on when they were engaging in schools. I want to thank schoolwork. I want to thank our community for being committed um to that work as well. This year we've introduced a new series of parenting um sessions that help parents tame the beast. I admit it. I did not have the best strategy. I used to just lock everything in my car when I went to work so that [laughter] they wouldn't have to have the screens at home. Right? We What are some strategies that we can share with each other? how to control um your child's screen time, how to be reflective, how to monitor what they're watching. And this is a big piece of um what we are
doing. And then the the way that you can what do you do once you reduce the screen time? You have to give students exciting um peer-led mentoring opportunities so that they can understand that the real world is much more exciting than one that they can create or live in online. And that's what our partnerships related to experiential learning are about. And we're so proud to have so many higher ed partners who are committed to the same work as us and want to see our students in person, want them to come to Santa Fe, uh come to CCM, come to NJIT, be on those campuses and interact with real people in real places and not in just the virtual world. So all of the experiential partnerships that we talk about in this section have a strong
basis and interpersonal connections uh getting students off campus and onto other areas. Um I have never been more proud to say, you know, part of the Morris School District is when it's performance season for the arts. You heard the students mention all that we are doing. We also have a community that's committed to furthering the arts education of our youngest students. and Mr. Kryley can tell you a little bit about what those art partnerships look like in our elementary school. >> Thank you. Um, so one of the ones that I would like to speak about specifically is Alexander Hamilton. So Alexander Hamilton received a Morris Arts Residency Grant for fourth grade and the performance was actually uh Friday of last week. um they worked with the NJ Shakespeare House and they did an adaptation of
um A Midsummer Night's Dream. They had over 20 uh they had about 20 meeting sessions um with the organization and you know that that's such that's an opportunity that students wouldn't typically get. Like how many fourth graders can say that they did an adaptation of A Midsummer Night's Dream with through the New Jersey Shakespeare House? Like when I heard about that, I was really blown away and kind of jealous. Um, but not only are are they doing a a play, but when you people who don't know about the arts, when when you have that experience, not only are you learning a play, you're learning public speaking, how to stand in front of people, how to present yourself, how do we memorize words, how do we prepare to um showcase our talents and and work with
the group, right? Um, so and it's very wonderful that the Morris Arts uh supported that and it was also funded by um local organizations. I believe it was the Lauren and Emily Fail Foundation that funded that. Um, so we're just very fortunate for those um opportunities for our students. So, thank you. >> Thank you very much. and the board has had some fantastic discussions about how to create optimal environments for learning. It has been nearly half a century since the board of education has gone out to the public and asked for additional funds to improve the infrastructure, offer additions and modernizations to our space. This is an incredibly exciting time for the board of education because we're breaking the 50-year trend. Um and because it's been so long, it means the number is quite high.
Uh so we have a long list of referendum projects that attach to each of the schools um in our district and they are focused on a lot of necessary uh behind the walls type of things that people don't see but know the benefit of such as every space in the district being airond conditioned, the replacement of the Olympic pool here at Marstown High School, the renovation and upgrade of our auditoriums at FMS. MS and MHS to really meet the level of production that all of those individuals involved in the productions deserve from actors to stage crew to pit to lighting and production. So, we want to make sure that one of the things that we do as we're engaging in this exciting work is make sure everybody knows what's on the agenda, what's going to
be on the ballot of September 2026. and a perennial issue. How can we as a district make sure that our communication with all of the stakeholders is as positive, consistent, and informative as possible. Um, our website is beautiful, but it was a little stale. Um, we had a lot of dead links that needed to be cleaned up. We also needed to make sure that all of our information related to the work that the board is doing and uh our different classes are engaging in was visible to all. Uh Mr. Kryley will speak briefly about the communication and fostering partnerships initiative which is goal four. So, uh, starting last year, um, one of the benefits of that was I got to jump right into those strategic planning meetings. And this was probably the most consistent thing
that I heard from people that were in the different groups that I sat with was consistent communication. So, as uh, Dr. Mucci said, uh, we've we've already started a website overhaul. So, if you've gone on to the district website recently, Ela Bro has really taken charge. She's cleaned up dead links, outdated files. Um, you know, uh, so all of if you go on to an elementary site and you click curriculum, it goes to the district curriculum website instead of a different website, right? Just simple things to make things more consistent because if you are a new family in town, where do you go first? The first place you go is the district website. Then you might start perusing the social media, which I'll get to in a minute. Um, but so Elaine has done a
great job cleaning up dead links in January of this year. So, right after winter break, we're excited to roll out a new layout for our district website. It looks fantastic. Um, I'm really excited about it's going to be streamlined, more modernized. Um, and it will also have the individual school Instagram pages and social media linked directly to their pages, so everything will be in one spot. Um, one of the other things that we're looking to do is again have Instagram accounts for every school and continue that usage of text messages, QR codes. Um, I know that you've seen the board updates that get sent out to the community. Um, so we're really looking to ensure that our our uh communication is transparent and consistent as possible. Um, if we look down at the bottom here,
partnership success. Um, one of the things that's mentioned there is the Morristown College Promise Partnership and that has uh 30 of our students from the high school that were identified to work with professors at CCM. They focus on college readiness and post-secary planning. And one of the wonderful benefits of that program is students who graduate from it can go to CCM at no cost to earn a two-year associates degree. So, that is u one example of fantastic partnerships that we're establishing um throughout town. Um and then at the first bullet point um obviously we all know about the referendum um if you go on to the district website we have that uh website for the referendum clearly at the top of the district page and it's regularly updated and one of the focuses is building
connections with key communicators in the district and throughout the community. So for example the Rotary Club clergy council me HSA Morris Arts. So, making sure that we're having a targeted approach to our communication efforts to make sure that everybody um is aware of the referendum and the goals within it. Thank you. >> Thank you. Our final um area is for college and career focus. If you recall, this was a large topic of conversation at strategic planning last year. It was also the concept of self-discovery and real life experiences um so that children students are prepared for their transition from high school and that can be the transition to higher learning at a two or fouryear school or it can be the transition into trades and the workplace and finding a family sustaining wage which we
all know is incredibly challenging in this very expensive uh region of the country. I'd like to thank um Miss Sophia Kenny who is here tonight. If Sophia could stand. Sophia has really done um an outstanding job with guidance. Um and it's interesting [laughter] that uh it's interesting that Mr. Kryley highlighted the Morristown College Promise because it was Mr. Manning who brought this program to the high school. And these two have become quite the dynamic duo at Morristown High School supporting efforts in every type of partnership. Honestly, I have trouble keeping up. So uh they have established partnerships with KAE with NJIT with Ruckers multiple avenues to connect with CCM so that our students can get in the work fa place development program advanced manufacturing and then at the same time that all of this is
happening Miss Kenny is also digging through the AP potential report looking carefully at all of our students and identifying students who are sitting in our classrooms ready to accept the challenge but maybe perhaps have not yet rolled enrolled in an AP course. So I want to thank Mr. Manning and Miss Kenny for seeing all of the students at Morristown High School, all of the pathways that they can have to future success in career and colleges and never saying no. Um, and what that looks like from your perspective is could you endorse this dual enrollment program? Do you think the board of education could set aside exam money for AP exams? Could the a could the board budget accommodate us paying the tuition for these dual enrollment courses? offering the preparation that is needed for our
English language learners to take trade certification courses. Coming to you and asking, can we have more teachers in our elective classes to ensure that they're equitable to students regardless of their lang the language that they speak? All of that has happened within the last two years under the leadership of Mr. Manning and Miss Kenny. And I'd like to thank them very much. Of course, I've probably left out things. If there's something you would like to add in, please feel free to do so. >> Everything, all the support that we get from the board for our students, but at the end of the day, that's what it's all about. you know, just to tell a couple of other things. The the we're the refocusing our efforts on our AP program, uh the implementation of our the
pre-AP program uh in language arts. We last year, this year, we moved it into social studies so that all of our students, regardless of what level they may be in, are [clears throat] are receiving high level academic uh instructions, high expectations. We're going to explore moving that into math and science in the future years. And again, as Dr. Gucci said, I I couldn't be more proud of the partnerships that that we've that we've created because our our teachers do an amazing job. We have the best teachers in the state working here at Mars Mountain High School. But for people in careers to bring their expertise into our classrooms just, you know, gives it that extra bump for our kids to see what they may be doing in the future being spoken to them by people
who are currently doing it. Um, we we really couldn't ask for more. So, thank you again for all of your support. Uh, we couldn't do it without them. We're having a really good time working with the students and really bringing new ideas and and fun opportunities to our students having the conversations. Did you look into this yet? Did you consider it? And students say yes, no. For example, we're talking about, you know, a tech, the partnership with CCM, one student right now who was in the first court last year is full-time production worker at Vice A doing extremely well, working to be a love letter. So, that's like a success story there. um and really excited for a young lady who wants to be a well, right? Um but then also just you know providing
students the ability to understand they just have to have a plan and what does that look like? You know going into classrooms um our our counselors went in to 10th graders to work on their career interest profiler um I want to say two weeks ago and just to talk start talking about what are you interested in? How does this align to a major? What does that mean as far as a a potential institution? And if you don't know, this is where we start as opposed to just saying colleges. Where are your where does your interest and where are your gifts lead you into it? Because ultimately we've all experienced sometimes where we think we're going to go life pivots and we go somewhere else and we end up where we're meant to be. So, you
know, letting students know they can pivot. It's okay. Um being open to what they're interested in, just not what they're good at is also something that we're really good at doing. and just with the support of the board, we just really adopted you really is really I've been having a great time and working with students. >> Thank you both. >> Two of our more modest team members there. When Sophia came in, we talked about one of the issues was that students were arriving in high school, maybe going through the first year or the second year, and they were looking at colleges that weren't aligned with their career goals or what they wanted to do. And Sophia and I had many conversations about that. We opened it up to the team. Sophia has extended the use
of Navians and that career inventory into our middle school, beginning conversations earlier so that by the time students arrive at the high school, they have an understanding of what a high school transcript is, how important that first year of high school is, how do you establish a trajectory that can align with what has come out of your Naviance inventory of your goals and so forth. So the next time we have a substantial public conversation about this will be part of um the budget conversation. Often the unsung hero of any curriculum and every curriculum initiative is the business administrator. Uh we would be lost without Mr. Lefranco. In addition to doing his typical typical budgeting, managing all of the paperwork and requirements of a referendum, Mr. Lef Franco is always the first person we go to
when we have this idea or this something that we just didn't think about an aspect of a program. And uh every decision that Mr. Lefranco makes is child-c centered. He works uh in unison with the curriculum committee and all of the supervisors and the administrators um to make sure that he is so fiscally responsible that when unintended but very important midyear changes come up where we want to add another course or another dual enrollment program. Mr. Lefranco empowers us to say yes. So I'd like to thank him for his contributions to our strategic plan. So uh Mr. Lefranco and I will present to the board again in March as part of the budget uh presentation and we will show uh additional improvements in our goal areas and we're very excited uh under social emotional learning.
You can expect to hear about the culture and climate initiatives which are now going to committee so we can review those items together. And then um in curriculum, we'll also be looking over midyear data point reviews to see if we're on target for meeting our academic um goals. So, some very exciting months ahead. Thank you so much uh to the board for their wonderful support. And thank you for uh all of our outstanding team members who put so much work into this every single day. I'm really incredibly fortunate to have such a great group of individuals to work with every day. So applause for the team. >> Yeah. Any questions? I I just wanted to say first of all, thank you for the countless efforts Dr. Mucci that you and your team have been making.
obviously exemplified in that presentation uh moving our kids forward academically, emotionally, artistically, uh athletically um and you know for all those concrete examples that you shared. Um, I also want to wanted to say thank you for the materials that you shared because it made it really easy to understand. Um, you for for us as a board and I think for the public to understand, you know, that we have annual goals, but we also have the strategic plan goals that were collectively uh created by uh the board, the uh administrator, staff and and the community. Um and then additionally you added context and celebrated uh some of our achievements from last year. So I just I just wanted to say thank you again because that was these were phenomenal uh materials and a good very good
snapshot of what's what's happening. >> I I'd like to make a comment too if I may. Um I've been on the board for seven years. We were always making some progress. Although I'm going to say the last couple of years things have been moving literally at the speed of light. It has to do with Dr. Mucci and her forward thinking um attitude about everything. She finds problems, fixes them right away. She's built a great staff to work with her and move things forward. And I just I'm I'm I'm actually amazed at how much we've accomplished just in the last couple of years. So I want to thank Dr. Mucci and everyone on the staff for everything that you've done for us. Um, and I just was noting that having been in the strategic planning meetings
and and hearing all of the excitement and being told at the beginning of of the process that that would determine the what and then we hand it over to you all to determine the how. Um, and I just really appreciate how interconnected, even though they're separate buckets, how there's just these threads of engagement and belonging that I think the intention is for our students to be in the driver's seat rather than passengers. And that's just very clear in in these initiatives. Um, and I'm just I'm very grateful for the how and what you're putting into the how and excited to see it continue to to develop. So, thank you. Um, okay. With that, we will move on to committee reports. Um, we did hear from our students so that they could get back to it.
And Susan, can you give us a curriculum update? >> My last committee report. Here we go. The curriculum committee met on December 5th and approved the following items. the November 12th meeting minutes, two field trips, one for the MHS drill team to attend the Youth Step NYC Championship and the other for MHS chorus students to perform alongside the Morris Coral Society at their annual winter concert. This can be found under educational matters motion number six. The Morristown High School program of studies for 2026 27 was approved. Thank you to Sophia Kenny, director of guidance for presenting the program to us and highlighting all the new updates. This is under educational matters motion number five. The last approval is for the annual preschool operational plan which is required by the department of education. The purpose of
this three-year program plan is to provide a comprehensive description of how the school district will implement each component of a high quality preschool program for three and four-year-olds as detailed in the New Jersey administrative code NJAC 6A13A as well as in the preschool program implementation guidelines. This is educational matters motion number two. Dr. Mucci also presented the committee with information on a series of child development courses for a proposed education pathways program. Students in the introductory course are immersed in the foundational concepts of early childhood development. Lastly, Mr. Kryley, director of elementary education, informed the committee of the recent CKLAformational parent session as well as next steps for the continued CKLA rollout in the elementary schools across the district. And um I have a few more thank yous. So I'd like to close my curriculum
report by again extending my heartfelt thanks to my colleagues on the board of education both past and present with special appreciation to former board members Anne Ryan and Nancy Baniola. It has been a pleasure serving with you all. I extend my sincere gratitude to Dr. Mucci and former superintendent of schools Mr. Pentagrass and Dr. Faky whom I had the privilege to work and learn from and whose distinguished leadership I was fortunate to experience firsthand. I would also like to thank Mr. Lefranco, Dr. Pinto Gomez, uh Miss Clark, Miss Angelfreed, and Miss Alberto whom I've had the pleasure of meeting with on a monthly basis over the past six years. To Mr. Kryley, and the members of the curriculum committee, thank you for your collaboration during my time as curriculum chair. It has been a true
privilege to meet and work with so many thoughtful and dedic dedicated educators uh our principles and teachers and staff throughout the district. Their insights and genuine care for our students have made this work truly meaningful. I wish the entire Mars School District community happy holidays and a joyous and healthy new year. It has been an honor to serve you. >> All right. Um, Linda, could you please give us uh finance? >> So, finance committee meetings, we met on uh December 8th [clears throat] and I uh we started the meeting with a update from our transportation department. Those of you who heard me speak last year around this time, we were dealing with supply chain issues and delayed bus deliveries. The good news is this year our new bus deliveries are ahead of schedule and be
received and fully equipped to take the road starting in January 2026. So the all those problems uh hopefully are behind us and there's some it's going to be a brand new day going forward. In addition, uh Greg Sumsky uh h uh reviewed some pending legislation that he's monitoring that uh have been introduced in the state legislature. He's monitoring them because they relate to student transportation. But passing legislation, as you know, is kind of like missing sausage and there's no guarantee that any of these will actually go forward. So, we're going to just monitor uh stay a breast of how they're proceeding and if something does actually get passed, then we'll come back and report more fully to you. Um, from a finance standpoint, business matters motion 12, we received a bid for bus and vehicle
repairs. We're recommending approval uh on the agenda tonight. We also had a bidder submitting for bus and vehicle parts. two biders uh needed to be rejected because of a material defect in the response. They did not submit the required bonding that would allow them to be eligible. So, we are recommending award to the lowest responsible bidder that submitted all documents. That's motion 13. Uh we uh reported out earlier on the fact that we got a wonderful grant, the tree grant for tree planting. Um and we have advice from the Marstown Shade Commission that we actually need to reject to change some of the specifications that are in that. So we'll add the language on three site adjust the watering requirements and so on, but that's going to proceed forward. Uh it's just it's more of
a technical matter than anything else. Um uh we also uh uh acquired some bus financing. It was awarded to Webster Bank and the interest rate was 3.42%. 42%. That sounds like a good news story, right? Uh two additional biders uh participated in the bid response. They were both under 4% as well. So that's that bodess well for us for financing going forward. One hopes uh I want to congratulate the entire um business administration staff and everyone who works on our finances. We uh submitted our audit and management report on time. There were no findings. This was a very clean audit and it's all due to the hard work of the folks who are working in that department. The uh one thing we need to report and watch is that our excess surplus for the 2627
budget is about $2 million less than it was last year. So if we're intending to keep a budget flat, we're going to have to find a place to uh recoup that $2 million. Um we're in the process of doing the budget development now. So more to follow on that. Um the um uh buildings and departments have all begun compiling their data. They submit it electronically um to Anthony and the school budgets uh from bottom up will be submitted by December 12th which is actually passed. >> You already have it. >> Um so uh also business matters motion 15. I wanted to report that um even though it's not in my minutes, there were actually four projects that had change orders showing that they came in completed under budget, which is happy news. There was one
project at FMS, one at Morristown High School, um Hillrest and Woodland. So, uh that goes to good management of the projects and we're happy to report. Um, I also want to say the uh schematic plans for the referendum projects have been certified and they've been sent off to the Department of Education. The Department of Education takes several months to do their work down at the state level, but they'll be getting back to us probably, I'm going to say late winter, so think of, you know, February, maybe early March time frame. And at that point, we'll know how much state aid will be coming uh back to us as a result of our plans. And um Anthony uh is also um making a um application. He'll be appearing uh before the planning boards of both Morristown
and Mars Township. Part of our plan is to have three additions. One will take place at the high school cafe. Sussex is adding three classrooms per plan and we have some classrooms, additional classrooms going into FMS to replace the trailers that are there now. So that requires a courtesy review in front of the planning boards in both of the communities. Um, also Anthony recently attended a uh technical uh committee meeting at the township planning board having to do with the uh FMS turf fields and uh they're scheduled to do a public hearing on January 12th. Uh they're being represented by a um attorney from Porzio um Mark Newark Martin Newark if I know him well because I sit on that planning board in the township and uh our engineer or slarchitectar will be there as
well. Um from a monthly update standpoint, we're in the punch list phase of our roof projects. Uh over the winter break, two stairwells at the high school got new or will get get new treads. That's a maintenance item. Alexander Hamilton has one stairwell that also gets new uh treads and we're procuring uh quotes right now that will factor into our 2627 budget. So, the work continues and I'm happy to report we we hired some new uh more highly skilled people in our buildings and grounds uh staff recently and they are currently uh doing some painting work. This is internal staff doing painting work at Alexander Hamilton and they'll be moving next to Alfred Veil. So, we don't have to contract that work out. We can do it with our um existing staff. Um from a
food service standpoint, we uh have verified um um everything. We are required to verify applications that are considered errorprone when they fall within a certain range of income eligibility. Um four families did not submit the required uh documentation. So they've been converted over to paid status and we're continuing to follow up with them to make sure that uh that that's the right thing to do. We looked uh as normal on a monthly basis at school counts and K5 section counts and our next meeting is uh going to be to be determined. The dates actually don't get finalized until after we have the reorg meeting in January. >> Thank you. Um and Melissa shared a very brief update from a very brief HR committee meeting. Um and one celebration was just um the number of referral
bonuses that were paid out to employees who are referring um wonderful candidates and taking advantage of that. Um and as I mentioned luckily a quick meeting and the new next meeting will be in the new year after the reorg. So that's from Char. Um Beth would you like to give us an update on policy? >> Yes, sure. Um so the policy committee last met on December 5th. We had um several items for continued discussion. To begin, we continued our discussion on motorized ebike and scooter use on school property. Um to summarize that very lengthy but very good discussion. Um Harry Ruiz, our district manager and safety of of safety and operations, um discussed his he kind of reported back to us and discussed his conversations with local and county law enforcement um collaboration with the
Floren Park Police Department on their laws for motorized vehicle use. um to help districts create policies in accordance with said laws and also plans to hold educational events for students that are similar to andor in conjunction with our um district share the keys program. The committee uh also talked about focusing primarily on the high school with regard to these motorized uh ebikes and scooters and also briefly revisited our current policies um which prohibited non-motorized bikes at the school. um that was revised back in 2021. So, this is still an ongoing discussion. You'll note in um the minutes here that we have several items um attached, several documents to consider and uh resources. So, that'll be a continuing discussion in the new year and for some new board members as well. So, that'll be good. And
then we moved on to something we've seen on our minutes here for quite some time, but it's a policy 0145, board member resignation and removal. We have finally received our attorney um guidance and response as well as some notes. And we have decided that based on those um notes, we're going to move this topic once again to January. Um and then we're going to we're going to tackle it and get it done in January on our policy agenda. We also, if you recall, we had discussed the possibility of either combining, eliminating or revising policies 5230 5240 for redundancy that we felt um was at play. And basically um with the guidance of Strauss Esme the committee has decided to abolish both of these policies and corresponding regulations um as we felt that the um issues
were sufficiently covered in our attendance policy 52000. Then of course we had our policies for district review. We had 11 policies and corresponding regulations were applicable that we reviewed. Um you will see that only four of them are on for first read tonight. Um these are policies and regulations that did not have any uh revisions. The ones that did, the remaining um that did have revisions will be moved to our January policy meeting to include our newly elected board members. Uh we did touch yeah we did touch upon this but you'll see also on the agenda that we had um pulled policy 5420 reporting student progress and that will also be once again uh revisited in January. We as always um reviewed our individual school counts reports. This one is as of November 26th as
well as our K5 section counts and then receive some miscellaneous updates that you will note in the minutes. Basically, um, at this point, I just want to say thank you so much to our policy committee for all of your hard work this year. Um, a special heartfelt thank you to Ann, Anthony, and Michelle. We couldn't do this without you. [laughter] Um, I want to wish everyone a very happy holiday. and happy new year and we'll see you in January. Our next policy meeting will also be in January, but as everybody has noted, we will have those um dates once we uh reset our committees. >> Thanks. Thank you. Um M, would you like to give us a governance update? >> Sure. Um we met um on the 4th of December at Lafayette Learning Center in
person which was uh new for us uh because it was convenient. We were having another meeting there. So that was that was really nice to see everybody in person. Um we started the meeting as we usually do talking about board meeting presentation schedule and um a couple of years ago in response to our board goal to increase recognition of staff and students we began rec recognizing student athletes uh among among a host of other recognitions. So committee was recently asked by a board member to reconsider our current practice which is uh rotating recognizing two out of three seasons of sports each year and then rotating um around. Um, after much discussion at this meeting, we agreed that one annual recognition event will happen and will allow for all student athletes to be recognized and avoid
athletes uh potentially missing their recognition night because they're participating in another sport. So, we decided June would be a great time to have this. most sports will be concluded by then save for you know potentially reaching states. Um so that was I think a win. Um we then moved on to talking about key communicators which was mentioned by Mr. Kryley earlier. Um also in response to a board goal to increase engagement with stakeholders, we began putting together this list. Um, and you know, for folks who don't know, key communicators are trusted community members, parents, business leaders, clergy, uh, who act as liaison between the district and the community. So, we reviewed the updated list and made recommendations. Again, if there are, um, any other recommendations from uh, board members who were not in that meeting,
please send them on to Renee. Uh we talked briefly about the uh negotiations timeline and then we moved on to uh wrapping up our discussion on committee functions and duties and the narratives and calendars will be ready and added to the norms and procedures document and shared with committee chairs in the new year. Um we also set our agenda for our December 8th retreat which we already had. We discussed uh we actually had a um a debrief with our New Jersey school board's rep on our annual board self-evaluation. We discussed a referendum updates and negotiations communication. In terms of the self-evaluation, this is the process we go through to um assess how we are operating each year and then we use that to set board goals for the upcoming year. So that will be one
of the um first things that the committee will start to work on to make recommendations to the full board in the new year for new board goals. Um although not discussed, you'll see in the minutes an update on board certification process. Another thing we'll be working on in the new year. And then last but not least, I added an additional resources, eight characteristics of effective school boards um for your reading pleasure, which will set the stage for uh setting our board goals as well. Um yep, we'll meet again in January uh TBD on the date. Thank you. Um Tina, do you have an update for us from West Point? >> Sure. Just quickly, uh we met last week. uh started the meeting with a report out from our auditors about our recent audit. Um other
than that, just routine business. It's pretty short meeting. >> Awesome. Thank you. Um okay. Um we will move from that. Oh yes, sorry. Um and one just one one more. >> Yes. [laughter] One quick update on a new steering committee. Um, go ahead, Lynn. Right. Thank you. So, um, in line with the work we're doing with the referendum, we have recently established an ad hoc, uh, referendum steering committee, which consists of, uh, five board members and, um, Anthony Le Franco and Ela Bro. We are in the process of establishing some communication protocols that will be used to help us reach all prospective voters. We've had two meetings so far. once on December 4th and again on December 11th. Our uh our effort will be um uh brought forward on the next meeting which is scheduled
for January 15th with our Laura Bishop communications folks with whom we're collaborating on the uh referendum messaging. We want to make sure that um when we go to the stakeholders with information that it's um clear, concise, really understandable and people uh really know what we're trying to do and why we're trying to do it. So that's the essence of the work and um it's I consider it all foundational work. It's going to really get us off to a faster start in the first of the year. So thank you for that. >> Thank you. Okay. Um we will move to public comment. Uh before we open the meeting to public comment, we wish to remind you that our meeting is now video recorded and publicly aired. While the board welcomes and encourages public comment, we ask
that you be respectful, including in any comments you might make about staff. The board does not endorse any comments made by a speaker, nor will the board be held liable for any comments made by members of the public. The law prevents the board from speaking about specific students and about personnel matters. For this reason, the board will not answer any questions on these subjects. Finally, the board's policy limits each speaker to 3 minutes. We ask that you respect this policy in the time of your fellow community members by concluding your comments once you reach 3 minutes. Public comment is open for an hour or until public comments are complete, whichever comes first. At this point, I would like to invite any members of the public to come forward and to please provide your full name
and address. Okay, if there is no public comment, we'll close public comment and move on to business matters. As the appointed representative of the sending Morris Plain School District to the Morris School District Board of Education, I would like to clarify that my votes on tonight's business agenda items will relate only to those items that are identified as applicable districtwide to grades preK through 12 or the high school grades 9 through 12. I am abstaining from voting on any agenda items pertaining solely to the elementary and middle schools grades preK to 8. Thank you. Okay, moving uh minutes motions one through three. >> I'll move it. >> Second. >> Thank you.
