001at seven o'clock I call this meeting of the Denver Board of Education order meet thank you this meeting of the Danville Township Board of Education is being held in accordance with the open public meetings Act notice of this meeting was provided to the Daily Record and/or the Star Ledger of Morris County has been delivered to the Township Clark and has been posted on the bulletin board on the Board of Education office and in each of the school buildings in the district phone call please hear yes mr. napaloni was stuck at work he sends his apologies since we have a need for executive session we're gonna hold off on the Pledge of Allegiance mr. lure would you care to move us into executive session for negotiations legal and personal that we an executive session in accordance
002with section each of the open public in accordance with section 8 of the open public meetings act the purpose of this closed session will be to discuss negotiations legal and personnel issues minutes of this session will be made available to the public when the need for confidentiality no longer exists all in favor any opposed okay we're in executive session at 701 okay thank you welcome welcome back we're out of executive session and 7:30 p.m. look your mics to everyone check your mic if you wouldn't mind at this time we are going to agents which we postponed [Music] [Applause] [Music] dr. house I will present tonight on an update of the district superintendent as well as the district hopes these goals were set in September they have to work Mellon extensively for some some of them
003some of them were time-sensitive some are sitting back to gather data and will explain we also will do at least two more updates throughout the year the final one will be whatever the whole thing dr. Kelso first our first poll is using data to improve individual instruction are you making us work tonight it's a lot of data there are many areas of course that we are working on this this is really a goal that we have a daily basis since we changed the schedule to allow for collaborative times between teachers we are getting a significant amount of effort as time should work on these particular topics we have offered professional development for all the teachers of how to analyze data we've worked with the state group called achievement coaches and JE achievement coaches we have
004them to have a team at the Morris County School of Technology so they did present to both elementary schools and the middle school to work there's a panel analyzing the data and however they set goals and engage students with critical thinking use data on a daily basis reflecting it not only with our prene assessments our in-house tools as well as our star Renaissance that fluency the writing samples dra for reading and we do a map pre post and the year benchmark so we use all that data to really look to see whether our areas of they sent straight both in the individual level as well and then with differentiating instruction to make sure that we are addressing those particularly trade students as far as the effectiveness for instruction we are using hard to pre and
005post-tests at this point we've taken all of the pretest and now we're just about done with all the mid-year tests so you're not straining your eyes because we know there's a lot on it slides the this was in your packet on Friday in the email and it's also that will be posted on the website tomorrow so Megan if you want to take a look at it tomorrow to help I'll even email posted on the website next thing is computer communications Improvement Plan I think this is probably a goal that will probably have forever because I don't think you can ever really become the finish improving your communications dr. Kawas myself and Cindy Costanza went to a workshop at Seton Hall University given by the New Jersey super intense study council to the speakers were did
006exactly that this was their job was to help improve two-way communication between board men and both of them looked at our and our stuff and said that we're done with a great job getting information out to people and that communication was 2.0 it would be a way to have two-way communication other than email and phone calls we are working with them we will present a plan some quotes for different ways of communicating with people one of one of the systems actually is have you ever gone on the on the Apple website and you type in like your question something like that where under my name they'll have a little box you type in your question goes to me and then I respond and the beauty of it is you really have to get the metrics
007of how long how many communicators they're worth how long it took for somebody to respond things like that so it's a possibility let's saying it's what I'm recommending at this point but we're looking at that the other thing the other one was the person who manages your Facebook account even though some of the board members are interested in the Facebook account the Twitter account is doing pretty good we have about 80 followers so far and put out somewhere 20 tweets so we're working on these things we're also looking at doing a an app where the parents would be able to download the app the beauty of that is you pretty much can do almost anything you wanted to do from your phone in a in a phone Trenton manner rather than trying to use some
008of the websites that some of the information we put out that really isn't friendly for mobile buddy so having the app with where you could look at your kid's lunch schedule you can look at your child's grades emails from teachers things like that all in one spot so we are looking at that as well it's like high expectations this was also a any goal Dexter again probably a goal that we won't stop having we're always going to look to raise the bar and prove and this goal ties in with dr. Carlson's first goal on professional development and also the walk through process we have committed to doing at least a thousand walk throughs this year a walk through is a short visit in the classroom looking for specific things I personally do 25 a month
009of these dr. culpably that's 25 a month the central office personnel do 25 a month the building people do somewhere around 11 or 12 so dating whilst they also have to do over observations imagine building so I'm responsible for about 250 these Walters throughout the year so it's a great opportunity to get the rooms and see what's going on we are we also take a look at the data we have meetings about the data with the with the administrative team the next goal is to seek a strategic planning process which is a two-year goal that's why the bottom boxes grayed out because that's for next year so one of the things dr. Cole's and I did was actually get on the Morris County School technologies strategic planning committee because they were using the same outfit
010that we were interested in using the school boards to run the strategic planning process so we wanted to be we wanted to see firsthand how that was going to be run and we were happy with the way it went so that's just a budgetary issue that we discussed during the budget budget process next slide so these are the three these are right here they're three goals personal goals for me one is to create a tuition program for our advanced programs in the middle school we do have a policy and the tuition rate set and your agendas will be voted on at the end of the month it will allow us to bring in not a lot but maybe two or three students and the eighth grade programs that we have that are interested in taking
011our advanced classes and one of the reasons why we think this is a good thing is because we have too many kids from one group and too little to two groups so we can fill in a couple kids two or three kids from another town to help pay some tuition they'll help defray the cost for our own students so that's moving along nicely we should be ready to advertise in March and see if we can bring in a couple students from outside next thing is an energy savings improvement program we are very far along on this I shared with the board on Friday the letter from our consultant AI D which is VI VI associates out of Cedar Knolls they reviewed our ISA plan and have written a letter to the BPU the BPU reviews
012our final plan that gives us the final go-ahead once we get the final go-ahead which should be by the end of this month the board will have the final project to approve in March and will go out to bid hopefully right after that and break ground on any work that we're doing in jak in June and so they give the bid to the majority of the tunnel to the summer so that we're not interfering with the school's the big part of the product it's about a 1.8 million dollar project and we've talked about this a few times but it's probably good time to talk about a little bit the program is for public entities like schools it allows you to do an audit of your energy consumption and then they come back with a plan
013on how you can save money by taking these upgrades and change now a lot of these upgrades have changed your things that you need to do anyway the beauty of this says the law allows you to finance the money to do it and the paint and the and they have the guarantee that the that the energy save will pay the project off over the next 15 years so for example if you do a 1.5 million dollar project over 15 years every year you have to save a hundred thousand dollars on your electric and gas no to pay for this project so you're getting projects done that you need to do anyway and in return you're able to do it budget neutral it's not free you still spend money on it but it doesn't raise your
014budget to do it's it's a it's a great program for schools several districts in the area are doing it right now and we're taking advantage of as well that's energy saving Improvement Program the next slide please so this is a goal on bringing in external revenue revenue from into the district from other sources we have we work we're working on this all the time we brought in money and all this funding will be compiled at the end of the year by the business administrator and make sure that we have hit those two goals go before is the Twitter account which is complete we did it we did do our we do have 50 followers and we put out these 50 tweets and goal 5 is increasing student to student interaction in the classroom so this
015is this ties into those walkthroughs the walk throughs is that that gathers the data the meetings with the administrative team helps to identify areas that you can improve on the market means we set up in the middle school and the the meetings with our staff at the elementary schools weekly meetings helps to make these changes and work on having more interaction student to student and reduce the amount of lecture time in the classrooms and our next one is dr. Collins creativity and evaluation and premesis some very highest levels of cognitive engagement that does not improve knowledge application and analysis we may look at the data we first went to all the classrooms and we had about 17 percent of the time Ubisoft higher order thinking and January's end was pointed to so we're going up
016we've had three professional development opportunities and over those two staff in october/november and then one get a January we have a few more professional development opportunities scheduled and continue to work on Department will do was to increase the amount of time for English language arts and that we work out by increasing our language arts scores and achieve based on our Renaissance style assessment so at this point he says completely change the structure well for was to create an after-school staff development Academy and we have created that the first classes will take place the end of this month so the 24th of February and these are all the topics the workshops include in classrooms accredit First Amendment problem based learning analyzing data of math to be determined because we have two topics and I'm not sure
017as we learn workshop it to the reading strategies nutrition CPR active shooter self defense fitness and dyslexia so we have all these workshops some of them are provided by our staff in-house and some of them are outside vendors and then both I was to pilot a response to intervention program and at this point we do have a pilot in place new selected students the teachers are fitting the initial teachers have been trained and that particular serve to discuss which assessments we're going to use and how so we will have updates for many and also in June or July depending on whether data comes in there is a chance that some of these goals may not be collected so we last year with I believe at least one was later in the summer but most of
018all be done by June in July with any questions from the board well thank you I'm actually dr. calls I just have one on the you when you mentioned about the jump from 100 minutes 272 minutes for the ELA time yes so where did the 72 minutes come from where was that picked out instead of having sort of a general day we actually broke the day up into nine periods [Music] I really was passing the beginning of the day we had some homeroom time that we really take out and they get more instructional sews more efficient use of time it really was more efficient we did gain 15 minutes of it is from the contracts room and the rest of it was from just more efficient time and designated minutes this is going to be
019great thank you anyone else okay nothing else move on to super antennas comments I suppose great so we have I know everybody keeps saying don't say that cuz you're gonna jinx us but let's have an adult discussion about it anyway we have not used any of our snow days and now everybody's gonna say now you're gonna need one tomorrow but we we have not used any of our snow days and I really don't wanna just at the last minute figure out what we're gonna do with them so I think I would like to have a resolution on the agenda for February 22nd with possible changes to the calendar meaning if there's one snow day this day becomes no day if becomes of a closed school day if there's two snow days this day becomes and
020so on so that we can actually have put out information to the public so they can plan on these things what are your thoughts on that I don't know how you've done it here in the past I don't know if that sounds like a good idea to you we have five days we have to make up I don't I don't really want to just do it at the end and again knock on wood I don't know what's gonna happen with the snow we might need to stay tomorrow but I would like to have a resolution on the agenda on the 22nd stating that the proposed changes to the cow they're not not a changed calendar but meaning like gives us the flexibility to say for example March 28th would be a day with no school
021it's the day after Easter that would be a good day to give off if there's no snow days if there's one snow day that days regular day and then I and then I proposed with the dr. cohle's we really feel strongly about ending if we're gonna take away days any days in June would be the best days to take away due to the fact that they're going to be the least value and of the heat and all the other things after testing after everything so we felt strongly about closing the fried the last Friday in June which would be the 17th Morris Knowles has already agreed to allow us to have and we have penciled in have graduation that Friday night so I think that would be a positive thing for parents too to have
022the graduation on the Friday night I think it would probably be nice for parents to be able to take their kids out and do all that stuff to so we could make the changes but I think given the fact that you know there might be people coming from out of town or to see their kids graduate we should put it put it out as soon as possible what are your thoughts on these proposals yep the other possibility would be taking the Friday before Memorial Day Off that would be five days so March 28th is the day after Easter June 20th 21st and 22nd is the end of the school year and May 27th is the Friday before before late Memorial Day weekend anybody have any thoughts on the idea of having that something like that
023done during spring break and they were concerned about had to really save right now you have to have six days for it to affect that you never know yeah you're right yeah I'm wholly supportive of the Monday after Easter and ending school earlier because I agree that's when the least education goes on I just run by me again the may you want to do the Friday okay cuz I know I expressed the last time this came up I there's no in the past when it came up when we had days to give back the this building Valley View requested that we didn't not have the kids come in the day before the eighth graders go on the trip for any last-minute reminders so I guess the Friday is fine I did run that past mr.
024Ryan Tosca and they felt that they were fine they'd be okay with the Tuesday - okay so we'll take the Friday so in terms of the order in terms of the order now if we did start using days you would cross off the twenty marks what is would go Walters what may 27 but then I think May 27th would be suckas aue you could really try to protect these three days in June correctly though that sounds excellent to me those are the least beneficial educational yeah million once that is gonna happen whatever days whatever days we take off that's going to be the Monday after a lot of families so so that's why we're looking at the least the least educational in you know negative they we tell them at the end of February he's
025got plenty of time to plan right choosing will vote on the tentative what will happen Ron scheduled at the next meeting yep okay that like I don't want to have to think about it like the last second oh no I like that you put it out there in the past several years ago we actually had it on the bottom of the calendar if this then that and if and it just became so much that I liked when we changed it to the at the discretion will let you know because there was just too many scenarios but I like that we're gonna let the parents know early enough that this could be so thank you take out March 28th the May 27th and the June 22nd no you take out June so June yeah June 22nd
026would not be a day if there was three snow days we would end on Monday the June June 20th but we could still do our graduation on Friday because it's a middle-school graduation not a and I know you guys have heard the opposite of that but it's not a it's not a true graduation it's really a moving yes it's okay the last days yeah yeah yeah right like for example say we do have three days like you said and March 28th becomes a day may 27th becomes a day and and June 20th becomes a day we still have graduation on the Friday but we give them their little certs on on the Monday make sure everybody comes to school to get their certificate and they move on they walk they walk they walk down and
027they get a a blank they get a blank bill right so any other questions about this calendar all right I wanted to say I'm very happy with the way our staff and the town work together getting our schools ready to go for the storms I mean for that that was a that was a really not biblical but that was a odd storm to have that many inches in that amount of time and you know we had we also had a new person at the helm and I've heard so many good things I mean oh I heard from people nobody cut this this is not something that people come up to you and say good job plowing right because it's just expected but people came up to us and said wow what a nice job they
028did getting everything ready it was you could just tell everything was done perfect so I was really happy and I wanted to pass that on to you in their Township I can't ask for a better group I mean I can call John Egbert at four o'clock in the morning because to me it's there's a couple things in this process one is are the roads okay that's the town guy right he's the guy who runs it plus I live here so I can look out my window or drive around you over by your house I said they don't look okay so that's one thing the next thing is can we get the busses cleaned that's a pretty big job I mean it may not sound like it for 30 buses force one guy to clean off
029and to plow that whole area and to clean in between the buses it's a lot of work and then the last thing is are the buildings ready to go but then we also have to take into account what's it going to be like at six o'clock in the morning when the buses are on the road it's not just about if there's snow on the ground but is it going to be a whiteout condition we're the visibility's down to a quarter-mile or something like that so all these things come into play and I and I can't tell you enough of how great everybody is to work with here I can ask them questions they answer the phone it's four o'clock in the morning whatever it is we get this process moving and then we inform our
030our families but it's it's it's very nice to work with a good group like this and I asked I asked the town to go through our lots one more time with some with some salt because our guys were doing it and then I said could you guys run through one more time after the delay you know at nine o'clock because everybody things start coming in at 9:30 he said no problem they did it it was great we also talked to them about you know our when are you salting Cooper so that that comes into my decision-making cuz Cooper's a you know can every bus has to go up that hill so again great job by our people the phone call system I reported to the board the other day I made a little mistake this
031week there was about seven hundred and about when I say seven hundred and forty people who one of their phone met one one method of getting the message to them got messed up and it was really because I selected too short of a time frame for all the calls to be made it flooded the Danville School District school the town phones because I picked 15 minutes and I even have to have at least an hour so I found that out we're using a different service I wasn't sure that that's the reason the good news is everybody I spoke to who were in that group said they they got it in a different way because we do phone call text and email we post online and we put on FiOS and we put on and j12
032and all this information is on our website under emergency and closing information if anybody wants to see that also I also put in there my thought process on how I come to terms with this is not just making a decision it's it's pretty big process to make a decision to close school the budget the budget is coming along we've had a couple budget meetings with the with the Finance Committee we're gonna have another one next week and we'll be prepared to present to the full board on the 22nd a public meeting on the budget it will be a preliminary budget you'll be approving the regular but the regular preliminary budget on the 14th of March unless you want to have a special meeting to do that which I don't think we need to do but
033if you do would have to have a special meeting because it needs to be the county between the 14th and the next meeting which is what the 28th 22nd so we'd have to have a second special meeting on the 21st which doesn't give us any time to make any changes so we'd like to be ready to to approve the budget on the 14th and we will be prepared on Monday the 22nd of February to present to you a couple slides and a handout on what the budget looks like the preliminary budget looks like and that's my report though it was a little long today but that's alright thank you Steve I just want to invite everyone to our next pass meeting our parent Academy for Student Success is on March 2nd a Wednesday March 2nd
034and it's the next generation of science standards for this meeting we encourage you to bring your children because we're going to have some stem activities for them to be working on while the parents are learning what the stem projects are as well as information about the new standards and the eighth grade biology program so the high school will be coming down to talk about to our 7th grade parents who might be interested in taking that biology course so that's the opportunity for parents to hear about that program as well so we have a lot of science activities it will be held at Valley View which is going to be a change fliers we'll be calling home this week in the Friday folder so please we'd like everyone to join us this concludes the assistant superintendents
035report Thank You business administrators comments the tax assessment um dollar amount from the town it looks very promising right now like Steve mentioned before we are working with the preliminary numbers of the budget we will be meeting with Finance Committee meeting on 17 hopefully to finalize a preliminary budget and presented to you guys on the 22nd of February okay thank you okay if there's nothing else at eight o'clock exactly I will open up for public comments tonight we're gonna take public comments on anything germane to the district at this time if you have anything please approach the podium and sign in and announce your name and address for the record okay seeing none I guess I will close public session also at eight o'clock that moves us into the old business portion of the meeting
036mr. Liu would you care to take us through what we were moving at the next meeting sure following resolutions have been recommended by the superintendent of schools to the Board of Education for approval pursuant to ng ace NJ AC 620 - 2.13 we certify that as of January 2016 after review of the Secretary's monthly financial report appropriations section and upon consultation with the appropriate district officials the best of our knowledge no major account or fund has been over expended in violation of NJ AC 620 - 2.13 B and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year excuse me I'd like to move the three a B and C estimate Lee you're not moving so just I'm sorry we're just calling for we're at the next
037sorry well that's really just focus on a and B if you want to talk about hanging big I am I supposed to read them no no you can just say at the next meeting at the next meeting we will be we will be voting on a a B and I guess see also or we just do it okay the next meeting we will be voting on a and B the approving the treasurer's reports from January the treasurer and board secretary reports from January 2016 and the education reports in student enrollment from January medical office in January and the HIV report from January business under personnel I would like to move items one and two and two first of all as a block these are action to be paying dues new business items thank you mrs.
038berry me I told the only thing to I apologize we do have three I'd like to move items one through three as a block thank you any discussion comments questions I want to take note of a mrs. Hofer retiring in June my son would not be happy about that sorry to see her go she doesn't remain on job absolutely I was a waterfall and then else any question please mrs. hopper of acting back in the day when Main Street was still around was actually my first music teacher so I'm very sad to see her leaving the district because both of my children both of both of my children got to enjoy enjoy her teaching and she's gonna retire before my my third child gets to get to school so I I'd like to thank her
039for all her years of service Colten that there's nothing else roll-call yes yes yes mr. Cass yes mr. capella yes this is Lindsay would you care to move us through instruction or program all right be happy to if no one has any objections I'd like to move motions one and two as a block Thank You mr. Cass motion one is to extend a contract for services we need for a student in the district and motion two is that we as a board approve an attachment which is the revised Danville townships statewide assessment refusal procedure and the creation of a new statewide assessment refusal form have a second no you did already mr. Cass I'm sorry I waited till after he seconded to sort of go over what they were assuming the this motion to passes
040the new procedure which is just slightly adapted and form will be on the district website yes okay for all to see anybody have any questions I guess not so much as a question but just maybe a comment just for the public to understand that the refusal form is to help ensure that we have all the information collected that we need to appropriately document the refusal correct yes yes Thank You mr. nation should be it should be pretty easy for parents also if they just have to refuse cuz it's just a fill-in the blocks instead of writing out a full letter and everything so yes thank you anyone else roll please yes yes yes yes yes and now we have we are onto a new business with no action to be taken tonight and this personnel
041we have items one through three these are new hires resignations retirements and substitute teachers being hired and the last one is to approve the job description for the facilities manager which we've discussed previously any questions or comments or discussion okay so then we will move on to instruction if Rosetta this is Lindsey back to you everyone to vote on the three field trips for Valley View all of which go out of state eighth grade Washington DC seventh grade Philadelphia and sixth grade Bronx Zoo that's the reason why we're highlighting those instead of just putting them on the list right that's the only thing by policy the board actually has to vote on I believe feel surprised overnight and where is the statement which these some of them our honesty okay we will also be voting
042on the regular standard field trip requests which is a courtesy to the board so we know where students are going professional development Academy and to approve further occupational therapy services from PG chambers and anything else that might possibly come up between now in the next video if I reserve the right thank you any other comments or questions there okay we'll move on to policy for the next meeting mrs. de Luna would you care to take us through the policy revisions sure the next meeting we like to move the following existed on your agenda three four first readings two per second reading and adoption but once an agenda two four one six programs for pregnant students five one one one eligibility of resident non-resident pupils both a mandatory two three six three people used to privately-owned
043technology by one to zero assignments of pupils and five seven five six transgenic species second actually yes the be one just so for the board not that we actually discussed the possibility discussed the need food policy as we're looking to go to a bring your own device pilot turneth great by the end of this year and then have it in place for next year for both seventh and eighth graders along with possibly a program genital everyone advising program for a sixth grade we're also looking at right now in curriculum and so this would be the policy that would go along with pupil use of privately owned technology which is the bring your own device and then the the one-to-one we need a separate seat and both policies will be on the committee agenda for technology
044hoots we just want to put it out here right but just to give board members a heads up that it's we're looking at doing things this year and next and we need some make sure our policies are up to date and what we need them to be I had a comment on the transgender student which is so big it's part lady to talk now in some districts and achievements and things on the ground usually the two Yahoo's masago for one of the issues is so and it looks quite a little arcane you know and sometimes of the heiress's through the superintendent or the principal the school there's just there's an issue you know and legal action so nothing in here about that it's kind of general and then the school district the school staff members
045Wilshire the privacy of any skirts transcendence status but I don't even sure the primacy all sudden somebody you know they should be one of the core why a different name you know Stevie from Sanders or senator from Stevie you know nobody so I don't take this any privacy senators will walk over the the bathrooms and then you've got the superintendent in the middle here when there's a disagreement the student as to their ID so now the Civil Division the referee and trying to resolve this issue I mean it's just you know early from what I've seen read the newspaper serenades becoming a very complicated another time it's of the issue here the administrators in the district no I do what's best for the kids but not a lot of specifics in here guidance what the
046outcome would be if you look at sort of onerous and over so in these cases our recommendation from our counsel was that have a property have a policy in place prior to actually needing it but we have had instances of this in the past year and we didn't have a policy we also since we're a middle school we have the okay district we have the luxury of not having as much of it most likely we could have some you know there's even some cases as young as you know second graders were first grader so there have been cases out there a lot of different transgender we've also as a team decided that we would we would prefer having it done by kinda a case-by-case basis have this policy as a guide but be able to
047work it out as a case-by-case basis because anything you put in a policy about whether or not they can use the bathroom brings into all the constitutional rights and and we could possibly be struck down that's not being acceptable you know there's all these court cases that keep coming up so the team who worked on this on this policy was our our HIV court here who is mrs. Johnson our our director of special service she put together a team of employees staff of the districts of administrator our affirmative action officer they looked at they looked at four or five different versions of a policy they look at they looked at the policy that our policy company recommends and they really felt most comfortable with the one that our policy company recommended and that's the policy
048we have in Florida hi specifically questioned them on the things you're just saying and they really felt strongly that we should keep it as a case-by-case basis and I was okay with that I think I think it's good to have the policy I think all of our policies are kind of living breathing documents that can be changed and amended whether or not something comes up and just feel comfortable with having this in place prior to us needing it which was the was the advice of our counsel well I know we've had a lot of debate about how much policy is a framework versus an actual you know rigid document I think this is probably a place where it being a flexible living document makes no more sense because they just don't see this as a
049concrete issues they're gonna be different every time you have it not only that you're gonna have certain people who are gonna not you know they're gonna be really it could be militant about it and want X Y Z but you have other ones that don't really want to make a big deal out of it and trying to do it more discreetly like we're just saying and so to have a one policy fits all I think it's gonna be a little tricky so that's why we prefer to have a policy it's a little more general then you know at first glance a little bit more general than you may think you'd want but for the last part of the sentence that last paragraph is a heart of the parents doing that well to are such disclosure
050I just and probably want to get back running sure not just oh okay matter of fact they worked out for for that too like a specific form okay great very good thank you okay mrs. Ballew now if you don't mind I've got a double up on you as we move into [Music] finding kids in our eighth grade advanced classes - is the drug and alcohol testing 3 recommending an earache it's all true I'll come when we're done I just hope you explain because I still struggle with the eerie consulting thing so for the public communities and I explained it fors of the out of district placements 5s bills lists and six of the text just so you know the audition replacement is one you've already voted on the contract we just didn't there was something
051that the teacher that the parents didn't give us to allow us to actually start paying the belt so they had to do there now so I guess I have a question barb said is what you spoke about in your goals presentation this evening one number one yeah I'm sorry his programs so I think my understanding from what you said during the presentation is that right now we have more students than can be easily handled by one section but not enough to create two sections we're gonna have to create two small sections instead like in other words we don't want to have a section of 32 so we're gonna have to we're gonna have to cut that in half the problem with that is you know now you have a section for 16 if you can
052manage it could you could end up with you know twenty and twenty twelve so we'll try to what we'd like to do is try to fill it in with a couple tuition hang students okay I mean I know when we had our goals discussion I was not in support of this because I feel like the school is already over its capacity by several hundred students and our problem in scheduling is not in the individual classes but in the usage of the large spaces like the lunch which shouldn't be the driver of your schedule but is and Jim because we need that room for lunch and recess during inclement weather so I mean you spoke about possibly one or two students let's say we you know hit the jackpot and 12 kids apply you're going to
053be able to well the board of that house everything so we'll just take first-come first-serve up to and and and we feel that it's not gonna and I brought this up before but for whoever's watching now we don't feel it's gonna you know affect the overall status of being I know we have less students in the building now than we did three years ago so I know if we live through that right we can live through three extra students now sort of moving it to limit TV that eighth graders and not like siblings and stuff just that prereqs for the high school so he just a degree want to start I can't imagine a district paying to send a kid into oh you mean this is not a okay so this doesn't open us up
054to school choice this is purely a parent out-of-pocket paying because I agree with you when I first presented it there was a little information I really didn't know what but no I know now I kind of know because we know we have to split the class so that's why I was focusing only on that group that small group and the students who come would have to pass the same rigor rigorous testing that our students do it it's a very unique child that we're talking about here someone who's ready to take algebra to a ninth grade somebody's ready to take honors chem in ninth grade he's not to run a mill you know 90% it's the 10% so we're looking to see if we can get a couple accounts okay I came up with a tuition
055rate that I think was competitive based on it's a little bit less than Mountain Lakes tuition because Mountain Lakes does this and Mount Lakes program is a little bit more established in our so I thought they we have a shot at getting a couple students it's like a supply or demand thing I toyed with this in my last district um if you get if you can get ten kids to pay $100,000 or five kids to pay you know twelve thousand maybe it's better to do the ten four you know make a hundred thousand so they can 60 so you see what I mean so it's like a we're what number can you get three kids at and that's where I came up into twelve thousand by looking at some other districts and what their fees
056weren't so we'll see how it works it might not be able to get anything from it but a couple people already asked me it's kind of interesting because because we do I mean it isn't I don't we don't know another district that offers honors high school bio in eighth grade not one that I've ever heard of as a matter of fact when I talk about with people they all look at me like wow really I mean honors high school bio and regular honors geometry in night and eighth grade these kids are taking this is a you know it's a pretty cool thing and we're gonna have too many kids it would be great maybe defray some of the costs because a small class even though it might not cost us money for SETI but it
057does cost us money because some of the other classes may now have to be a little larger or we may have to pay somebody you know the state pen to teach an extra class and if these two kids can totally defray that cost for us where we can offer a better program for our own kids to me it makes sense plus it'll also it'll drive the driving up a little bit the whole competative piece you know for our kids competing against kids from other towns now so that's the whole thing on that thank you I understand it much better now when I threw it out to you guys I really didn't know what it was gonna look like because I I knew we had to wait to see where we would even be thinking about
058putting these kids so um but I agree and I think this is I think this is pretty solid when you do I think it'll be I think it'll really bring attention to the program positively it makes a lot more sense now thank you [Music] program the event is a federal funding program that grievers school district for voice serve boys and these different services you can either be reverse 20% avoid services and as of 2016 the 2540 services will be limited however the 40% for Internet services will continue and we are we have a current event consulting services right now it's a big company they have they denied thinking that is fun new things and that's one of the reasons why we decide to look decided to with one other great consultant and someone who is
059more can give us a better service is a smaller company and is the G more on a one-on-one basis than a big company that we can deal with they were recommended by MHRD MH everybody uses them they're fun they're there fee structures a little different so it's based on how much they bring in and they get a percentage how much they bring in whereas the other was a flat rate so they didn't have as much of a since Sun can't do better for us so we felt like this person already said that he found $15,000 yes however because we were denying the application was submitted late he doesn't think we'll be able to recoup that 15 okay just so you know it's it's it's about $100,000 our Internet's our 40% is $40,000 Thanks it's not
060a small number you know it's it seems like it's worthwhile to try to get as much as we possibly could so I have a question I guess on number five which is to rescind the motion to approve the bills list in January haven't all those bills already gone out just to vote on the bill again so we're only rescinding the motion not those I didn't want to have any part of trying to get back all the checks and the Maris is gonna try to get people that heads-up month oh I know I gave David heads up on it especially if it's something buried in there that's not easy to figure out but you really do have to be on top of it till we something could miss us too but if we see it we'll
061shoot you an email and we did we did give it to you in a different format now that you can search it right that mine's easy to find I noticed a little yellow bubble to let Dave know I clicked on it and saw Dave you should so I thought that was great mine didn't have a little yellow bubble but that was fun I found it anyhow but before you were getting as a scanned document well this is so much better than that scanned document they move onto buildings and grounds my 82nd or the world bench New York Yankees to run their baseball hand and also for the question sports in the New York Giants [Applause] to the inventory Oh mr. Katz now these are two resolutions I put on because they're not typical entities that
062we use allow to use our facilities if we don't put PTA usage on here we don't put you know the Girl Scouts are using it but because it was a for-profit business so you guys are all aware of it that we have the back of the board honest and the Yankees ISM with cooperation with the with the town I think you guys know they used Gardner mostly they use ours too and it brings in the gardens of the Yankees bringing gives us $4,500 for the usage and the Giants somewhere around $1000 and last year I funneled $1,000 from the Giants camp into the Foundation which comes back to us too so we split the other one with the town desk or in the field and there's a scattered well in order to accomplish a lot
063and maybe you know this your yeah it was great there was almost a hundred kids my son went to it he loved on this grayish it's great we're actually on Groupon to you look on the Groupon you could see the the Giants camp is on there we made Groupon soon they will do a Groupon for the tuition now they takes what they take away too much okay uh it doesn't look like we have anything in transportation tonight so we will move to good to the cause are there any committee reports we haven't heard from so far minutes late I'm literally today right before the meeting on the Board of Ed other the curriculum instruction and program I'll get it right yet meeting we talked about some of the things we spoke about I don't know
064what people might have questions on there was it was a very long meeting making up for my missing six months [Laughter] we haven't had a personnel extender yet because we have a tech committee meeting coming up next week finance our buildings and grounds that we haven't well we did meet we you know we met since the last time but uh and we should get a preliminary budget but there were no like formal recommendations from the group there's still a lot of unknowns but sounds like next week we'll be able to draft everything I thought I was just dude like a combined presentation thing next finance to like I mean if you want I guess you could forward this stuff but I don't you don't have any like recommendations yet I wasn't sure I had a
065hat cuz we're meeting a lot so I was like a how would you like to handle it like I could draft what we did but it's not finished so well you guys still have a lot of moving pieces right I mean - well I think a big thing is going to be the budget presentation right after the 17th so on the 20 under on that Friday am I am I report to you on Friday night you'll have the presentation so that's pretty much gonna be the minutes of the I mean the meat of the meeting at least right and that's that's gonna be the motion well is there any need to you know have any of that get to all of us before it gets to that to that point is there anything there anything
066you feel you need to feed us before that are no I mean you know we have this I guess the the big piece when do you find out about this state aid you know we did that piece is saving on the 19th of February okay so that in the Town Hall yeah so the 19th could change what we say on the 17th we're budgeting flat but it could it's possible we assume flat for the sake of the budget but the biggest piece is around a lot of pieces up in the air until we get that a piece in and then that should help us bring that stuff together we'll have a lot more to report after the 72 absolutely the only thing I guess the only thing that could change would be if I do
067if I give you the presentation on the the Friday or maybe I can't give it to you on the Friday my up the stall and give it to you on sorry or Sunday depending on late we find out about the state aid and then when I find out about the state a we'd have to go back and figure out the kinds of things that we would have to remove from that because we want to be ready to talk about another 22nd it's really our only opportunity to have a public meeting with with the board and with the public to have these kinds of things these kinds of lively discussions before the 14th on Finance something to look at I can't have a discussion lively or otherwise if I see it in real time as you're
068presenting it so you'll have it before the meeting but I first said it would happen on Friday if for some reason that the information comes in late we'll get it to you before the meeting even if it means you have to get it's you know Monday morning yeah but that's absolutely useless to people who go to work and then I can't see it the only other option would be that we would postpone that meeting we would have our regular board you have to schedule another meeting honestly I'd rather do that if it comes to matter well we'll see how it goes if I get a tea on Saturday or something like that I don't know the only reason I'm even bringing this up is because there is one there is one unknown so that's the
069state aid right if the state comes in flat then we're done if it doesn't come in flat lobs it makes three decisions and oftentimes those numbers even come in late yeah they drag the dragon it's Africa's dress okay but I mean correct me if I'm wrong though we can we can get out that information after the 17th meeting and just without with assuming state aid flat and then the adjustment would come in for everybody after the 19th right so by the 17th or 18th let's just say you would have the draft with state aid assuming being flat is that seem reasonable yeah that's fine not getting anything until Friday I might have to write it at the state aid changes or you know look for an update on Sunday because of this this and this
070happened charlie okay go get something on that Friday but you might get a statement saying state K then less and we'll make some decisions I'm gonna do I was gonna say I thought I mean in previous years the Finance Committee actually worked on the if it comes in flat this is what it looks like if it comes in it's this much below these are the things that we are ready our planning will have to go so it's not a last-minute scramble you're already working on it last year pretty much I think that's pretty much that we're gonna go through that anyway yeah you know you're looking at the scenario where we've already committed tinks someone he's out for capital projects so it's a matter of one person you know we don't have a John going
0710 0 0 so the question is what is the right percentage so we're going to have to do with here oh yeah cuz until you start having the discussion with the full board you don't know what the full board will support and that was the other thing so remember we used to get like a lot like you killed some trees with these budgets I know I have like a box of them you might think it right away mietek so how much stuff do you want like the whole budget book or does anyone like you know we're debating like how much information does the board wanna review as backup to tier helps and the numbers I was gonna say it's important I mean in my time on the board we used to actually have it available
072to sit in the back of the room so anybody from the community could look at the whole budget so no there were a couple of community members that topic there yeah which I know we haven't had for a couple of years but I mean you know I'm not happy that that's gone away I really don't want the board not to see the whole thing I would like the book for myself as well being a finance last year right I the book I'd like to I'd like to have a tune I mean I don't know that it's a document you can really look at all online you need the book is everybody everybody good with that conference call who gave you the conference call numbers everything for the next date I know mr. Hathaway said his
073own place and David oh you were looking for another site yeah that's 7:00 in the morning is when kids are getting ready for school and it's always noisy so it would be if there was some other location where I can make the conference call from the board office or wherever that would be very helpful for me to be able to you know hear and concentrate I don't think anybody I'll be there at 7:00 though by 7:00 let's see how it goes maybe I'll even go in and make the call from my head from there I usually do the call from my basement I don't have a basement no I'd be standing outside yeah I'm not even sure standing outside would work because my three-year-old would come out looking for daddy all right what's next I
074have a other or whatever Oh correspondence yeah I'm waiting I don't have a correspondence did you have the first planets yeah I haven't seen the correspondence folder we can move to discussion items / other okay so sort of in line with the comments mr. forte you made about the Giants and Yankees camp um did we allow vendors to set up tables at back-to-school night we did okay right one vendor and did we charge the money for that yeah eater he pays us advertising rates actually so we get it this is something remember we talked about he gets uh he think work it's called we get a percentage of whatever whatever our kids do so he that comes back to the district it's an advertising so it's for advertising they're just promotion of his program that's
075not but the good thing is that people that are interested in it really liked it too so I think it's a service to our people so it's a it's a it's an outside of Richmond company that he runs I guess I just wasn't aware we I mean it's been an issue on the board not this particular board about who we allow to be attacked to school night so it was news to me that we allowed somebody to pay to get a table I didn't charge it like that he gives us he gives us money for he gives us a percentage of whatever we whatever our kids sign up for so he didn't I didn't say like give me fifty dollars to run the table it's just part of the promotional efforts that we're doing together
076do we have any concerns that's kind of competitive with say the wise is concerned I guess my question may put me I am I'm very happy and I like the competition okay but no I don't I mean it they offer different type of thing one is an enrichment program yeah the other ones a basically an aftercare program so it's a little different I don't I don't see it as a big problem and it's helped it's helped us with the YMCA too so it's good it's a common competitive thing okay I just personally and I've said this before so I'll just go not good I'm you know not 100% comfortable with advertising on the website it's like we're endorsing companies by allowing them close association with our name and brand as you will so I mean
077I I don't comfortable it I was uncomfortable with us putting on every chair on back-to-school night a folder that advertised people and and how we allow people to know that that's available you know how did we select the people that got on there's the whole thing is you know I feel like it's advertising on the backs of kids and I'm not really for it I know the whoever it was the state or the federal government allows us now to do that so I just you know felt I I wasn't aware that we had gone to that level I knew we had the folder I had no idea we were now allowing vendors to be there hitting up parents as they walk through the door for dr. school I guess maybe that's the discussion is what
078what is the advertising we kind of entitled these vendors to or or what are we as a group what are we willing to have them do or have in a school and is is it as mrs. Lindsay says kind of a stamp of approval in a way implicit or otherwise I don't know I mean again this is sometimes we're talking now I don't know if anybody has a strong feeling about it right now there's no advertisements on our website there's a advertisements on our Friday folder there's about six on the Friday folder people pay us to go on the Friday folder it goes out to our people and that's it it doesn't there's nothing on it there's nothing hard copy of it or anywhere there's not it's not on the website anywhere so when you
079click on the link for Friday folders on the website you don't get there it's only when you do mailers letter it's only on the email version now like the Yankees flyer goes in our Friday folder but the advertisement goes only on that website on the Friday folder itself it's that cause it you know that comes out so that's how that works it's been working okay we're no we're not bringing in you know tons of money but we we do get a few thousand dollars for the advertisements on there No before we are today the money so and looking for sources of new revenue you know you don't want to see obviously with any of us go online today you know whatever you've been searching on the Internet honey you're just bombarded with advertising it's very
080sophisticated so this customer Schumacher Chevrolet for the year are three now to go on a website to check out some of somebody's pops up right and I think that's maybe part of it they know they've sold certain jobs on with it I just want you to see or newsletter or any clutter oh come on a lot of stuff but obviously some kind of services donation something up I mean again maybe it's an esoteric concern but are we putting our thumbs on the scale a little bit when we have people that are doing similar things I don't know maybe this isn't that case but are we kind of saying yet these are the guys as opposed to somebody else I don't know it could be inferred that we're recommending it is you know and how much
081money do we do I don't know you know it's like so many hours of the day on this so but we're not we're not turning anybody down right Steve I mean oh they deliver people that unless I exactly I mean if it's not an appropriate a totally different story but in other words if three different programs that had enrichment program that after school came to it wouldn't be like over I choose these two and not that one I mean as long as they're appropriate for the kids in this school I mean we're not turning anybody down that way right i'm picking and choosing unless they pay more money for exclusivity we have the company you're asking about I actually didn't bring up a name because to me it actually is irrelevant I'm not against any
082one company I'm just i sat here while board members said they didn't like giving the foundation a chance to have a table and talk at back-to-school night and then I find out that we're allowing people to okay they didn't pay for the table but they came in because they're one of the advertise on our Friday folder update we allowed them to set up a table and you know they were board Norris that didn't want to allow that right to the foundation to Denville that does a service for all the kids in Denville not just the ones who choose to send their kids there so I mean to me you know it was dialog we should be having because we've had it before over our own groups being allowed to be at back-to-school night so we
083have we have the YMCA and think we're both on our web spot a king ads we also do a lot of free advertising if you look there's some the foundation has a free advertisement on there the sophomore girls riders running club any nonprofit gets a free spot we won't we don't charge nonprofits I think the why is a non-profit but we're also doing business with them so that was part of the deal with so we we we don't turn down nonprofits that I feel are appropriate obviously we've had some nonprofits approaches that may not be appropriate some of the some of the things I've asked people to change even just with the foundation there can't be any reference to any alcohol it can't be referenced to politics anything like that there's there's in our policy
084the lineage yeah it does I think ten different pretty much ten different groupings of things that you can that you can't promote so I I don't go I don't really do a lot of soliciting I just when I come across somebody I feel like it's probably a good a good idea for us that might that might work with us like when the Yankees came to us and said well instead of giving us four thousand dollars how about you give us forty five hundred and we put some advertising on there so I kind of built it into the fee for using the facility that's how it works I mean we're not bringing a ton of money and I'm not spending a ton of time on it either but it brings in a few thousand dollars in
085revenue it goes into our it goes into the kitty at the end but you're right it's you know well that's actually you know kind of makes it it's not a lot of money and at what cost are we you know commercial well and right now it's simple but I mean if you start and that was the one that first came up in the the seated board then said no to advertising on buses and it came up you know people wanted to put signs on our fence around the field especially here at Valley View where you know the teams play and highly-visible you know and the board okay but I mean the whole discussion became you know where do you what's appropriate and what's not appropriate on a school setting and I mean you know so
086I was just I was curious cuz I did I will admit I did not go to any of the back-to-school night so I was not aware I don't I think it's a little bit controversial I do I can see how people have you know feelings about whether or not this is good idea and I think if you found out the superintendent was spending a majority of his time to make $5,000 everything that were probably silly but I'm not spending that much time on I'm usually coupling it with something else like the YMCA and they give us $40,000 a year I said give us another thousand will advertise for you things like that that's how I normally think work came to me and he and I was I think it worked out good for us he
087wanted to offer our service I said great and but if we promote it for you if we help get the information out to you we'd like to get something back that's how that worked that's probably about a thousand dollars to for that one we have vesting Lake development on there they gave us $1,000 yeah I saw that I don't know they're probably I'll probably end up bringing in maybe $6,000 five six thousand dollars in revenue it's not a lot it's not a ton it pay it more than pays for actually doing the Friday folding time so you can look at it that way pretty much is a wash to do a Friday folder it sponsors ArtPrize and sponsors and it doesn't cost us any things I'm running it pays it pays our $750 fee to
088to the constant contact and it would pay for the amount of time that our persons working on it you look at it that way it's getting information out we're not really paying them all right anyone else any other any other other if not I will open up for our second public session at 8:47 district you have anything at all you'd like to say please approach the podium and sign in okay seeing none I'm gonna close the public portion again at 8:47 p.m. and open up for board comments anyway I just mentioned the recreation committee had a meeting on the 4th and the special time that the mayor talking about the garden field playground project that's finally on the front burner and there'll be a meeting community meeting on the 24th at 7 o'clock in the
089town council chambers to go over the initial design of the the upgraded and refurbished playground and also explain its everybody to answer questions and most importantly give volunteers because it's going to be a couple of phases and phase 1 is the most important fundraising so you know hopefully recruit a lot of volunteers like we did the first time in this building and then I'll follow up meetings there for some of these fundraising proposals in place devil tal will be the the banker you know 501 C so they will have a special account set up to the playground and they set out some communication already with the community make sure everybody was while people shall read different things as to what's going on thank you tag it onto that actually as the town council liaison a
090couple things that the Town Council are working on first of all their budget obviously they're in budget season also so they're working on requests from the fire department and other large institutions DPW whatever that have put requests in and then another big thing they're talking about is the Broadway enhancement project so they're in the process of enhancing the downtown area and discussion over pretty specific discussions over plants and lighting and everything so it sounds like it would be a pretty nice project once they're done and they've got some federal funding that seems like it's moving along and they should have it available very soon so those were the two big things they talked about that concludes my town council liaison report Thank You mr. Anderson so the picture I was there yeah we had a
091nice closing ceremony at Town Hall and the virus I'm sure you took the check right to the bank all right if there's nothing else we do have need for another executive session yes okay mr. Anderson did you care to move us in for negotiations in personnel sure and just to note for the public we will not be voting after correctly nothing for us okay I would like to make a motion to convene an executive session in accordance with section 8 of the open public meetings act the purpose of this closed section we'll be discussing ago she ations and personnel issues minutes of this session will be made available to the public when the need for confidentiality no longer exists do we have a second do I have that yeas any nays you can do that
092I think I can't speak again so all right we are an executive session at 851 and thank you very much for coming
