Guerra went west let's & associates morning Kevin search after the word education and last month in November here- auditorium we held a question and answer period public prior to that Lamar many staff the minister ators and bowel needs Doc Rivers see thank you very much by way of background when I was last here I suggested to the board a way to proceed before you advertise and before you decided on what the final priorities for this position should be on the board this is for the community now the board supported that process we are story and here's what we've done we sent the survey to the staff we sent we're close to the survey and they got available through survey monkey to
002the community and we had a very good response to that now will sound statistically like it isn't but we had over 200 responses now we've been doing that kind of work in a lot of communities and our most recent one was with the community that caused 12,000 kids in the high school and eight communities and we had 60 community responses at a 6 out of 8 tenants and we had fewer responses from the factory so I think that it is encouraging to know that people were that involved and wanted to be involved and it's one thing just to fill out simple kinds of responses checking one of five it's another to actually take time and respond thoroughly and reflectively and conscientiously to the open questions it also is a challenge to have to read the
003open responses of too many observers but the whole idea of this was to reach out to stakeholders and to hear what people say about the district its strengths as well as the things that want to be paramount in the search for the next and what I'm going to do is report on that tonight now when you get 200 responses and when you leave with the administrator when you meet with the staff as we did when you meet with faculty after school as we did and then you meet with community in the evening that's a lot of responses and so what we've done with this is try to pick the major patterns that come out of those responses and on presenting that to you tonight as the priorities and their mole surfacing in terms of what
004the next person who shall be the superintendent neath to be able as priorities that's what this is going to be and I'll go through them and the intent here is for the board to discuss with me what may be missing what may not be stated as accurately as in your judgment you think it needs to be because from this point on there is in your packet some suggested language about moving forward on the advertisement what I'm going to resent here I think is the basis for putting together a profile for what the next superintendent ought to be able to have a characteristics and rest so keep that in mind as we do this all right so let's see how we do all right so is that a shadow on that it's going to make a
005good heart oh it's a piece of paper okay good okay so all of this is a continuation of the beginning of that sentence because one of the things that's common in everything that we've received is about of leaders about someone who will interact with this community face the challenges of this community plans and move forward so it all comes out that way and all the water motors have hard copies of that so it's the same thing that you look that appears here this is not in fire you're all of these are important you can attach as policy people what is more important than others but we will just wanted to clean the things that we felt came through the responses over and over again well well educated articulate a track record of success in leading
006a school district and raising student achievement with clear convictions obvious integrity and who can be decisive but is also able to listen well and build a team effort for success success in every instance here we're talking primarily positive vision but you're talking about functioning of the district as well as a definition of success well versed in strategies to improve student achievement including but not limited to annual and public reviews of relevant data about progress so that it is not a question of how students are doing it is understood and when it is understood that members of the community parents included are going to be able to join in that effort to discuss where we're going where you're knowing how well you are doing and what needs to be addressed the key thing in there is
007annual and public able to motivate inspire and include teachers parents and the community and efforts to improve the district through effective short and long term plans it is a misunderstanding for people to assume that that stressing improvement is really the problem for the the districts that are performing poorly or organizations that are performed the reverse is true every organization has to be preoccupied with improvement even when they are doing very very well in fact the place is doing very well are often the places best position to continue to improve because it's a part of their culture is a part of it thinking just there is an unfortunate Association inaccurately with improvement and deficits some what we're talking about talking about an institutional value here and how it has to be pursued continuously able to work
008well with the professional and support staff and board of education to construct and to implement systems as well as professional development to evaluate performance and to make changes when necessary now that's a very specific reference to systems systems are responsive to recurrent challenges and they're designed to be efficient and those need to be constructed and then evaluated and then discuss and then modified when they are not working portable plans you can see that in a lot of these references it's not just work with administrator just work with teachers is working with all elements of the community because in this community there's lots of evidence of disseminating performing well and performing consistently and engaging the community in a in a clear way in a constant way is has everything to do with how successful in any
009district convicted able to provide creative solutions to budget challenge I think it's pretty well understood that the level of funding and the level of money that's been in the past supporting schools is unlikely to increase very much in the near future that puts any organization but especially schools in the situation where either you respond by doing things differently or you begin to cut and cut and cut the idea that creative solutions for budget challenges is probably the obvious goal for this to think differently about how we're doing what you put because it's not likely changes and that's trees flowers in my estimation if it does that everybody will be the better for it but I don't think that that's going to happen but the creative solutions are common to all the other things as well
010not just that completed response and this is the last page knowledgeable about curriculum teaching learning and technology all of those are connected and I'll say something about the aggregate of all of these as when i get to the end able to build on the strong traditions and nutley up supporting students teachers families and citizens that's pretty obvious how supported this town has been how stable it has been and how many years budgets have to approve the large-scale referendum has been supported sometimes when you don't have a frame of reference like Adam lived in to know to town you can take for granted some of the things that are really special about plenty these traditions and naughty or very special really and there's so many people who on the school here taught here administered here kids
011at our school they found out that that clear testimony it really is final piece is this and able to bring the fresh set of eyes and new directions and what I should say in there as appropriate new directions as appropriate to keep the Nutley school district time and always improve it now I'm going to say something about all the nine of these I don't know anybody excellent at all not and I think when you look at that and think that don't think that the people that we want to consider here are going to be excellent at all nine of these not only Arne Duncan and be regarded as excellent or talented people will be strong in some of them but the key thing is in our judgment and what we're getting from your community and
012all these meetings got to be able to do all of these things if not directly you have to preside over them because if you put them in aggregate you're talking about an experienced person which is part of what we're going to what I think is important for you to consider this is a complex community is a stable and stronger community it is a stable and relatively strong school district but it's a complex entity and complex entities really are not the kinds of places where it's easy to learn how to do something for the first time doesn't mean it has to be somebody who's going to sit for time it just means that if you haven't been a super intelligence and you haven't been it's a large-scale position of responsibility in a district the complexities of
013this school district many of which come out of positive things here maybe wealth too much for somebody to undertake in a short period of time and don't have a lot of time to to start move galvanized take advantage of the momentum that always comes when you have a new set of eyes now fresh set of eyes means simply looking at things in is different than they have been looked at before it doesn't mean that you happen to be somebody from 50 miles away doesn't mean that it just means that when you were with the kind of challenges that face in this district and others as well there are enormous things in front of all of us not only budget but how you how you prepare all kids to do well and when the requirements for
014doing well have gotten more complex hard because they're not competing what just kids in the state of New Jersey or basic scallop competing in a global marketplace so that fresh set of eyes thinking about where the district has been building on the strengths of the district the way any good classroom teacher does and then asking questions like what if and how could we do it this way and engaging people in that is a complex undertaking but its necessary and it is what if done well will really take this district to new levels of accomplishment that I know so those are the patterns that come out they look to us like their priorities and we think that if you go back and look at every one of them it is reasonable to say candidates what's your
015experience in this what's your experience in back because a superintendent needs to be conversing with all of them in our judgment this is the result of conscientious responses of good reflection of it involved community that wants to be engaged in this difficult process finally I've been a superintendent this is very challenging work and it's getting more challenging it means that more people have to be involved in supporting people who are doing this work to be successful it's on you that your responses I'll be glad to entertain any of your comments about where is this could we say more about that I don't understand this because at the end of this then we're ready to go forward with you to advertise to recruit to see candidates and appreciate that thing very much luisana questions so sorry
016obviously a candidate with strong expertise in the academic curriculum is certainly desired I like what I see also like to emphasize that the one great strength that mr. Zarra has worked at its digital you don't see in all district it's his visibility a superintendent who is going to be out on the wall fields be at the PTO events be willing to respond to the problem when they ask them to respond so i would just like to add some value to the strength he has worked in this district and then we carry on that tradition I think it is not set here but it is inherent in every one of these areas you can't do this and be invisible you have to build relationships sustain them you have to be in and around entities people schools
017so that you can hear the things that are on their mind and visibility is very important and this is a demanding job so that should never be seen as something that's automatic because it's not I think that all nine priorities are really good i think i should say these are challenging times that we are in and it's not going to get easier to go forward i think that having short and long particularly long term plans that become a framework for making decisions for priorities of making decisions it's very important that trickles down into the budget process and getting creative and thinking out of the box technology framework certain and I think the framework needs to be clear he will need them understand that can't support what you don't understand and I think that food planning
018is short term and long term it has mid-course Corrections take a look at it we're not going fast enough we're going too fast that's not really what it's going to help us nothing wrong with that fact that slew two organizations do that planning process again across this exactly yes dr. 020things here on both the commitment responses and a snare response that says that we want someone from outside the district and that seems to be imperative do you think there's anything specific advantage to that when people ask those that question was set that we said to them our position on these priorities is never where you live it's always what you are able to demonstrate you can do now I think I understand those comments that are made for what they are but I don't think that a dish that aboard or people who are searching or to start with the assumption that that's what it has to be and so that's why we've not responded and said it has to be somebody from outside of Nutley because I don't think that that's the way to think about
021this the way you think about this is what do you want a person to be able to do and then see who's able to respond to the reason as the question is we've had a lot of people from inside the district that have wonderful job and we've had a lot of people from outside enclosure that haven't done that well go oh boy of course it does of course it does and and and are few always has been you judge people on what they can do and what they've been able to do and what kind of promise they have as opposed to where they live good now I think that there's no automatic benefit to inside or automatic detriment to outside I don't think that that's the case I think instead you put those things aside

024which has been wonderful the board has to start thinking about what's next for those children as they age out of elementary school what justins have to be made regarding middle school and perhaps high school level down the road so that's something that should be considered several committee meetings met and we will have committee reports finance community policy committee in the academic committee I met with representatives from the Department of Education rewarding the pilot program to scream vision vision issues in the elementary school planning stages only if that information is brought to be after our initial meeting I will certainly boarding public starting November we've done lockdown drills it's an unfortunate requirement they've been done very well we have public safety as well as our own school resource officer de Carrera working on those lockdown drills
