Every please stand up for the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, liberty and justice for all. Miss Chuch present. Mr. Anthony K. Miss Rebecca Lee. Miss Sugong Park. >> Yes. >> Miss Boy. >> Mr. Aaron Pac. >> Present. >> Mr. Jun. >> Present. >> Mr. Sergio Cay. >> Yes. >> Mr. Ray Clark. >> Present. >> Mr. Carl Albano. >> Present. >> M. Uh. Mr. Aidio DeAndre. >> Present. >> Walker. >> Here. >> And Tyler John. >> In accordance with the open poverty meeting act. I hereby state the notice of this regular

meeting has been provided to the public by a written notice dated January 15, 2025. The meeting notice has been emailed to all state members at the district three school locations communicated to the record with the border club of Penned on district website. Before we move on to work session, there are there is a students who are here that we like to congratulate for her uh for her recipient of the scholarship. So >> sure. Um Audrey, would you please please come up? So, uh, to our board and and audience, uh, Audrey is is a senior, so it's a busy time of year for you, right? College applications. Uh, but she was nice enough to come here for us to recognize her. She received a very prestigious scholarship. Uh, it's from the Korean Foundation. Uh, and this

is a scholarship for her. She has studied Korean for four years, and am I correct, it was not your first language. >> So, this is a new language that she learned. She excels and works very hard according to her teacher. And I do have a uh official certificate here and it says, "May it be known that this certificate is presented to Audrey Sa Palisates Park High School 2025 Korean class scholarship recipient. It was uh issued November 8th, 2025 by the president of the Korean Language Foundation. We are extremely proud of you. We want you to keep up the good work. And please round of applause. Would you come up? Maybe we can do a a picture. I think the foundation has asked us for a picture. So, um there you go a wash ation to

discuss our agendas and reservations. Starting with the meeting minutes, the board members that anyone has any correction requests or discussion on the meeting minutes October 15, 2025 regular business meeting minutes and October 15, 2025 executive session meeting minutes. Anyction request discussion that let's move on to committee reports reading exam. Mr. uh there are three items for the conser. Uh first item is park evaluation of the house board of education upon the recommendation for evaluation friends social and the third is the learning academy holiday Thank you. Um so um so all body members I I think I'll just share with the building and ground community members but you uh according to our policy 13 use of the school facilities that I think the board may need to amend the policy or we have to approve in

condition of some advice by our attorney too. So um if our policy is that the use of school facilities should not be granted for the advance advantage of any commercial or coffee making organizations targeted social functions or any purpose which is prohibited by law and there's one other provision in there but it's probably have to amend our policy before we approve these agendas or I think you previously was advised that there are some way that we can >> yes um I mean so you want to be very very technical and formal the board could go through the process of suspending it's uh use of facilities um policy and then approving this and I think the issue that you're saying is that because one of these >> not all the or that are discolorated and I

think one or one is private organizations >> is a for profit >> um um you know I I think also the board could just vote to approve an exception to the to the policy and um understanding and need not necessarily need to go through the two-step process but um I'm looking for a copy of the policy on suspending policies that's unsuspending policies. Um, and so if I if I may just elaborate, um, we of course um, welcome our our nonprofit, our PTA, scouting, all of those organizations uh, to use the school. It's a public school district. It belongs to the community. Uh there is one uh one request from a for-profit organization that has used it in the past and and my understanding is they're very respectful and and it's a short time at the

high school uh just uh for a ceremony um in the auditorium. So I think you know going forward we probably want to maybe set up a fee structure for outside organizations that would be for-profit organizations. Um but for this evening um especially that uh this uh this preschool has used our building in the past the board might want to consider making an exception and we'll look for your guidance on how to proceed. That's the and the board certainly has the power to do that and frankly looking over the suspension of policies policy I don't think we even need to go through a two-step process. We can just the board wants to approve that it'll You can just say the language that >> right or or even just with a waiver of the >> right with

the waiver of the forprofit um limit for learning And I got to discussions and um so the board will discuss um whether we want to establish the structure for the future workers or then create a new policies on this use of buildings and grounds and that will be our further discussion for for Do you have any other discussion on these three agendas like that to education? Yes. So we have four agendas to be consented today and also we have 10 second nature Four park four six the growing stage theater. Seven the power of arena. AMC visibility the presidential center and repatorial as we have a second agenda disclosure of math text books and then proposed education upon the recommendation of the superintendent approves the disclosure of math test from 2005 5 and 2011 at the

The Talis Park Board of Education approves the completion of the New Jersey QSAC district performance review for all required areas and authorize the superintendent and board secretary to submit the DPR and the supporting documents to the New Jersey Department of Education. That's all. >> Thank you. Any discussion and questions and forg education? >> I thank you for 2005 2011 year for 2005 2011 >> 2011. Correct. >> Yes. Yes. These these

are older math textbooks that are no longer aligned with with the standards. So, they haven't been used in many years, but but they were they were in one of our classrooms stored and to to free up some space. Um, we no longer use the books. So, so, uh, we're asking the board permission to dispose of them. They're very old. And it's a 2005 and 2011 or 2005 2011. >> No, no. There's some books that are copyright 2005 and then another batch from 2011. >> Thank you for I think I missed this. I thought this during the 2005 version to 2011 as well. It's the volume. Okay. So just read the one agenda as acknowledgements of the bus evacuation drill. We reserve that the Paris certified board of education upon the recommendation of the superintendent acknowledges the following statements. On Monday, November 3rd, 2025 at 8:45 a.m., the early child center conser Julian Junior Romero

over the school bus emergency evacuation group conducted at 270 first district outside of the main entrance. All kindergarten students were evacuated from buses from buses before attending their first trip. The board acknowledges the building principles adherence to district policy and procedure concerning the performance of the required emergency accessories from the date and time stated as stipulated by 6827- 112. Do you have any question? If not, there's not other comm tonight tonight. So, may I have a motion to close work session and move it to regular session? >> I make a motion. >> All in favor? >> Extension. Uh it's time for the reports of board presidents. I don't have a specific report tonight um for just for next week. We wish you all a happy Thanksgiving in advance and there are a few winter events

in town and one is the holiday tree lighting December 6 in front of the board at 5:00 p.m. And there are three other events that will be held in school. Um but since Mr. Violin has a nicer voice. So I'm very happy that you couldn't um announce the three events. But our thanks to PTA for inviting us for your social events and then and also school and the high school concert team for their efforts to make that happen and inviting us. We'll try our best to make the day to be a part of the event. Thank you. and clarif. >> Sure. Sure. I also wish our our students and parents and teachers and staff and and board, you know, very nice Thanksgiving with your families and loved ones. I I I hope you enjoy some

some relaxing, well-deserved time off. I also just want to uh let the board know, you may remember, we approved this back in October, but the Palisades Park Police Department uh conducted on November 6th and 7th when schools were closed, they conducted active shooter training here in this building at the early childhood center. In years past, they they did trainings at the high school as well as Lindberg Elementary School. Now, they have trained here. And the real advantage of this is is getting our police department familiar with the interior of the schools. Uh certainly they know our our community and and they're very supportive of the school districts. They're out patrolling the streets in front of the buildings. Arrival dismissal. We appreciate all that, but really understanding the layout of the interior of schools is helpful

just in case there's ever an emergency situation. So thanks to our our police department. Um, also, um, I want to recognize that the district has done a Thanksgiving drive. I know community members have, um, very generously, um, donated food, uh, frozen turkeys, many things where, uh, here at the ECC, they're putting together baskets and they're going to give them out to families in need early next week if you're interested. And, and there's still time to donate if anyone is interested. Um, most of all they what they need I believe are frozen turkeys. And if you're if you're um willing to um on Thursday and Friday, we could still accept them and make sure they get to families that that um could benefit from that. Uh also, I just want to uh recognize the early childhood

staff, the leadership. uh New Jersey state once a year uh comes in and does a review of all of the uh preschool and and kindergarten programs. Of course, as you know, we we have a significant grant from the state and a very successful program. Uh I was on site and we visited our classrooms here at the ECC, a couple of classrooms at Lindberg and also we have a partnership with the new Christian Academy. they just did extensive renovations and uh that partnership is is recent and and uh was recognized by the state as as a very positive thing. Just to give a few quotes um from the feedback and I'll give the board the entire report but uh all sites have equitable instructional materials and positive learning environments. Classrooms were child-friendly. It was clear that

students are active participants in their classroom environment. Classroom layouts were appropriate and maximized to the best of the teacher's ability. Positive teacher action interactions were displayed. Um also other um observations that that are in the report that there were vast amounts of learning materials, strong visuals and props in each learning center to engage and redirect students, strong theme evidence, environmental print displays, childmade props in in most classrooms. new upgraded materials, blocks, uh, magnetiles, things such as that, and evidence of pyramid model in most classrooms and at district sites. Curriculum appears to be implemented with fidelity through learning activities and materials. So, there are many more positive comments. The only recommendations really were for continued professional development with our teachers, giving them time to collaborate and and compare um and make sure they're aligned in in

what they're delivering. Uh but really uh the the state liaison was very impressed and it was nice to get that feedback and and reinforcement of the work that's happening. Uh also um our school social workers uh organized a a pantry and wardrobe pickup. um for families in need and um every third Wednesday at Lindberg donated items. We accept donated items and clothing and things such as that and make sure they get to families who can benefit from from that clothing. Uh recognizing the PTA Sue did mention this, but um they um do a lot for us, but they recently had a successful book fair. We appreciate that. And there is a holiday shop on December 4th and 5th for children who want to purchase gifts for their families. Um, also the holiday event as mentioned,

Friendsgiving, I think is something fairly new. Uh, Lindberg Elementary School this Friday at 6:00 p.m. Um, also the Lindberg winter concert is scheduled for Tuesday, December 16th. And the high school concert is Thursday, December 18th. And we look forward to both of those events. I know the students are practicing and working hard prepared for this process. >> Thank you, Mr. Courts. Um the board next approval of both minute minutes. We have a motion to approve two meeting minutes dated October 15, 2025. One is regular business meeting minute. The other is objective meeting minutes. We have a motion motion. All in favor consent agenda. May I have a motion to approve this three with a waiver of the property organization for use of school um facility policy motion made a motion and may I have a

second? >> I second. All in favor >> motion pass. Next we have four consent agenda in education. A motion >> second. All in favor? >> I no objection resolution of test. Next item is finance. We have 15 finance consent consent agendas for approval. I have a motion to approve 15 consent agenda in finance. >> Would you make a roll? Yes. >> Yes. >> Mr. Yes. >> Mr. Junior. >> Yes. >> Uh Mr. Keer. >> Yes. >> Mr. Erica. >> Yes. >> So 15 by agenda and resolution approved. So we have 11 person 11 consent agenda in person. Do I have a motion to approve 11 consent agendas and resolutions? >> Second Miss Mr. Sergio play. >> Yes. >> Mr. Raper. >> Yes. >> Mr. Junior. >> Yeah. >> Mr. Duner. >> Yes. >> Mr. Air.

So 11 resolutions in person were approved. The next division signed is meeting. We have one agenda to acknowledge the first um position. We have motion to approve. Second. >> All in favor? >> No extension. >> I have a motion to close our regular session and open our meeting to the public. All in favor? >> So now our meeting is open to the public. So each speaker each speaker has a three minute limit and please state your name and address to identify the speaker. How are you? Um, um, so I come here for uh a sad reason. Uh, again, we have another resignation. Uh, this one hits home very hard for me. Uh, my son is in Mrs. Emer's class. He's flourishing in Mrs. Ein's class. She's been teaching here her entire career. It's heartbreaking to

see that she's leaving. Again, I've never seen such I don't know. I can't call it anything else other than destruction of a district of so many people leaving it. It's sad. It really is. And what I'd really like to know is who will be in that classroom on December 16th? Who's teaching my son and Olivia over there? Who's teaching them? Who's teaching those first graders when these are very important steps in their learning process? Okay, so that's one question. Two, um since nobody questioned it, I will question it. I'd like to know more about why we rescended uh this would be under I guess finance number 10 uh the ECC renovation project. I figured that might have prompted somebody on the board before approving it as to, hey, why are we not going to try

and get $5 million forc renovations? Um, I was hoping that somebody would ask if somebody did, I will. Uh, finally, uh, maintenance. So, two things under maintenance. One, I work the elections for you guys. I'm what they call a super pole worker. So, I help all of the districts within Palisades Park. Um, and consistently among all of the different districts of the voting, uh, the coldest rooms are the three rooms that we have at Limmerick School, the two music rooms and the art room. None of the heating systems work. They came in and turned them on. All it did was create a jackhammer noise in the rooms. No heat. And that was November 4th, so it's colder now. I don't know if the systems work now, but I know that we were talking about in

the summertime, HVAC units being put in that were slowed down. Where's the heat in the schools? Because if we as adults were freezing, I can't imagine what my son and a lot of the other kids are going through when they sit in those uh art rooms or music rooms. And I don't even know about the rest of the school. Uh secondly, there are giant potholes on their track enough so that I'm tripping off. You guys have track out there. I don't want to see my son trip, come home with a scratched chin or something like that. You do the turkey trot out there and things like that. They're pretty big holes. I'd like to make sure that that's under maintenance. So again, concern parent bringing these to you guys. I'd appreciate answers on those four

questions. Thank you. >> Any other speaker? If not, may I have a motion to close the public participation session? >> I second. >> All in favor? Hi. >> Okay. So, Mr. Artundo um most of your questions that I will defer I defer our answer to our um administrators. But for the finance number 10, I think the board would needs more time to discuss from the very beginning that we need to find more clearance and um we also need further discussion with other governing body including library board and the border hall as well but I'm pretty sure that we all work for the public benefits of course and the board of education and the school district will be the entity that will put those to to benefit and their need to meet their needs of course

and so the rest of part rest parts that our um Mr. the media. Would you please explain the importance more than >> finance? Yeah. Business number 10. >> Um back in 20123, the board um board administration applied for a grant. Uh they had to go through a process of submitting paperwork. Uh they received the final eligible cost sheet on December 10th, 2024. And part of the grant agreement was that the project must must be completed must be complete the construction of the project by September 30th, 2026. The project never moved forward uh in any way, shape or fashion. Uh part of the grant requirement that I received from our architects is that you must resend the the funding since you cannot complete the project by June 30th, 2026. >> Why nothing would have moved? >>

Mr. Myself or Mr. Albano can explain why it did not move forward. We just know that it did not move forward and there's no possible way that you can complete a project of uh adding adding additional classrooms to this building in less than one year. So they they're required to receive it at this point in time. >> Thank you, Mr. Um yes, you could you already answer some more questions from Mr. >> Yes, I I I will respond to uh we do have a teacher um yet another teacher resignation. Um Miss Stephanie Emerly. Um I've heard nothing but positive about her and her work. So it's a loss for the district. There's no question. Um we learned about this I believe it was maybe three three weeks ago. Um we have immediately started searching. Uh

there are ongoing interviews right now. I know the principles have done demonstration lessons. Um it's a difficult time to hire. Um but we will do our best. So I I can't at this point in time tell you exactly the name of a teacher who will be taking over that assignment. We're optimistic because um you do oftent times have mid-year graduates from college teaching programs. Not everyone completes the program exactly at the end of June. Some some do in December. So we may have to use a permanent sub to be very transparent with you, but we want quality and and we're not going to settle. and we have um we've done outreach to local universities that that have teaching programs and we're optimistic that we will be able to secure someone uh certified qualified person but

I don't have a name this evening also um you would you listed a lot of maintenance issues um I I would absolutely um agree that there are a lot of needs in the area of maintenance as we start to build the budget I think we're going to look at the department um structure of the the facilities department here at the school as well as budgeting some money to address some of these issues. But there are some things that hopefully we can address immediately. Uh I was not aware of the potholes on the track, but we can take a look at that ASAP. My understanding though of the heating and I have been very on top of the heating with with the team. We may have had a cold day or two, but I do think

the music in our room are are at a comfortable temperature. Now, there are minimum requirements for temperatures. I'm assured by our facilities department that that we're maintaining that, but we've as the weather cooled down and the heat kicked in. We did learn of a few rooms, but we we tried to address that immediately. So I will personally visit Lindberg and check on the music and art room. But but I think if if it was below let's say 70 you know in the mid60s I think I would have heard about that but the potholes we we will address as soon as possible. And and I will tell you there are other maintenance issues and and again I think some of them are going to require budgeting allocating funds and tackling them probably in the summer. um

and and ongoing. We have old buildups and and there's a lot of work. There's roofing, there's drainage, um the HVAC at the high school is near completion. So, we're hoping to to be able to announce that we don't need air conditioning now. We have heat. The air conditioning should be very confident for the spring. >> Thank you, Mr. I have a motion. Um before I request a motion, the board will have a closer session to discuss bigger matters and negotiations. It might take more than 30 minutes. If I anticipated, you may remain here too or just you can That's right. So have a good night. Thank you for making the meeting. Yes. And the former action may be taken after the session but no action taking taken during the session. Thank you. We have a

motion to move to the session. May I have a second? >> Yes. order. >> Thank you. >> I have a motion to I'm sorry. >> I have a motion to close the session and open our meeting to the public as long. >> Okay. making a motion to come out. >> Second. >> All in favor? I >> I would like to make a motion to appoint Price Smith and King LLP appoint LLP special needs as representative respondents matter commissioner education Dr. 296-925 and hereby authorize Vice President Jun Yim to execute a retainer agreement with Schneck Price Smith and King Les. >> Second. >> No, I said second. I was just call I was reminding you one. Sorry. Does someone take roll call, Miss Such? I'm abstaining. >> Uh, Mr. Sergio P. >> Yes. >> Mr. Ray.

>> Yes. >> Mr. Junior. >> Yes. >> Mr. Demper. >> Uh, Mr. Andrew. >> Yes. >> So, I think the motion passes. Yeah, >> four is good based on the sitting members, right? >> Yeah. Um, >> yes. >> Not the majority of the board. It's the majority of those present. >> Well, it's either a majority of the full board or it's a majority of those voting. So, the abstensions wouldn't even count. Sorry. Yes. >> Then the vote in the >> motion. Um, I have a motion to close our meeting tonight. >> I make a motion. >> Second. >> All in favor? >> I thank you everyone. Have a good night.
