um really just some edits in here. So, you'll see that I know it's really really small on the screen, but I'm going to just walk you through um a little bit of what we changed here. Now, when we talk about supplementary pay, just a little bit of a background having to do with this policy, we're talking about um someone we would hire for um to coach sports. So, they may just come in and coach a sports team. It may be someone who leads an extracurricular activity. Uh they might be a club sponsor. They might be a department chair. So, these are positions that are outside of their regular positions. And generally, when we're hiring for these positions, we look at um two different ways that we hire for these positions. One is that we have

someone who is already teaching in our schools and um you know, they're really into baseball and they were a coach for baseball, you know, before and they teach with us during the day and we bring them on to coach with us after school. The other one is, and this is more so with our coaches, we do have some people we hire and that is the only job they do in the school division. we only bring them in as a coach and they don't have any other full-time capacity in the division with us. So, that's just a little bit of background around this policy. Really, when you look in uh to the changes, we're looking at a lot of wording changes, but a couple little things having to do with content. And these changes are here

as we're working to kind of streamline our processes and human resources and how we're um you know, selecting, hiring, onboarding all of these um supplement supplementary pay positions. So, when you look into to the second paragraph. Um, couple of changes that were made there. We did already have in there that at any time that contract can be terminated. But what we added there at the beginning is that um, we want to expressly say that these contracts are separate. So if you have a teaching contract with us or you have a contract to work in some other capacity with us, this is considered completely separate from that. So we issue everyone a separate contract for this uh, particular duty. Those contracts can be terminated at any time upon reasonable notice to the other party. That was

already in the policy. We just changed the wording up on it just a little bit. Um, and that nominal fee that they make for that may be prrated accordingly. And then the big one here that we added at the bottom is that these contracts expire at the end of each year. Um, so like a lot of our positions that is a contract for that year. uh once the coach or the activity sponsor, the extracurricular sponsor is hired, they would then reapply for that position every year. These are considered yearly um positions. And then the only thing we added down uh below that is um that before we said for the purposes of this policy, we added the corresponding regulation. So there is a corresponding regulation that was added. I think you guys have that as

an attachment in there. And if you look at it, it really just operationalizes everything that I just described for you guys. It really talks about um conflict of interest. You can't have, you know, you can't encourage your kids on your sports team to go out and work with some kind of an outside for-profit agency. Um and then it's got how we would run them through the HR process so that we'd have a job description. That would be posted. It would be hired by the principal at the building level. They would make the recommendation to us. We would do the background checks, the onboarding, give them that contract that was described here. That would be outside of the contract for their full-time position. Um so that's what's in um that part. So, those are all of

the changes that uh I present to you tonight for the first reading of the supplementary pay policy. >> All righty. Anybody got any initial questions or comments? Good. All right. Let's moving on to the action agenda. Financed the proposed 26. Oh, thank you, Dr. Ros. Sorry. Miss Watkins, our director of finance, will come up and um just review the proposed budget amendment. And uh this is an action item for the board uh to consider for this evening. >> Good evening, Chair Alexander, members of the board. Tonight I represent the FY26 proposed budget amendment. As all things we do with Manasses Park um and similar to the original, uh we'll need to add the pillar 4, but um the proposed budget amendment follows all of the pillars, specifically creating safe spaces. Um as you can see

with the CIP that um has been proposed. Um this has been updated the projected FY25 year end summary as we are very very close to finalizing our data rebuild and our financials. So currently we are projected uh to return or we had an unexpended fund of our general operating fund of $2.6 million. Last time we discussed the additional money that we had gotten from the state for the ESL um funding um anticipated to be returned of 1.2 million. So we are estimating pending our final audit um to be returning to our stabilization line with the governing body about 1.4 million. We have since learned that the unexpended FY25 ESL money uh traditionally we thought it needed to be returned due to the section 22.1-100 code uh requiring school division to return all unexpended state funds

to the Commonwealth at the close of each fiscal year. However, chapter 20 uh 725 um of the general assembly overrides this code section and allows or us to um keep this money since we have met our required local effort and our match for the current FY25. So tonight uh we are proposing that we are able to carry forward this $1.2 million. At the bottom you'll see um there's been uh 300 thou $300,000 for safety additional safety projects that have been identified for use of this funds as well as um about $950,000 for instructional materials contract services from our general operating fund. This is just a reook at um where our FY25 carried forward um the ending funding balance comes from. We had one $1 million carried forward. This will be supporting our capital projects. Here

you'll see the capital projects. Uh the top part are carry forward projects. The carpet replacement, the PA system, and the vestibule at the high school that started in FY25 but finalized um this current year. um as well as additional FY26 of the capital improvement projects to either meet um compliance or um safety um items that have been identified. This is a um a summary of our total expenditure. So previously we saw the carry forward projects um for the CIP and those additional school safety. You'll see now that the CIP includes the $300,000 as starred for um the ESL SOQ carryover funding. Um the general operating fund previously had about the $30,000 in the literacy state grant that we were awarded um about $152,000 from our insurance claim and then the instructional resources from that SOQ

carry over me. Total the expenditures for this proposed budget amendment is 2,438,613. The revenue um how are we how are we funding these um increase in expenditures? The good news is that we are not asking for any additional money. everything is completely covered for and either carry forward money um with the SOQ ESL um state our our own capital improvement plan um and the insurance claim reimbursement as well as that um $30,000 in state grants. So tonight we're not asking for additional money. Uh we're just asking for um the ability to spend the money essentially. [laughter] Um this is a um the FY26 amendment summary. Uh initially our original approved fiscal year 26 budget was the 64,874855. Tonight we're proposing an additional expenditure in revenue of the FY26 amendment for the 2,438,613. So our total

proposed proposed FY26 amended budget if approved would equal the 67,3468. That concludes the proposed FY26 budget amendment. >> Thank you. >> Does anyone have any questions before we >> I I do. I just need it broken down like I'm five real quick. So on slide three, so we unexpended 2.681. We thought we had to return 1.247. We don't have to do that anymore. So we are still are we still unexpended back to the governing body. The 1.434 is that still in play? >> Yes. >> That would be so we are not allowed to carry the the um our budget for our capital 205 our 205 operating fund. >> Okay. So this is just looking at our 205 fund as is >> and it's essentially the money that we thought we had to give back and

we don't the 1.247. >> So that is after. Okay. >> So we will be giving back 1.4 after we are carrying forward the 1.2. >> Okay. Thank you. >> Okay. All right. That being the case, um, can I get a motion and a second? We have these numbers written out or should I do I need to find a read? >> I have it in the >> Is it look at me? [clears throat] >> All right. Uh, can I get a motion and second that the school board of Manasses Park City Schools approve the fiscal year 26 budget amendment as presented with the increase of 2,438,613 to the with a total budget of $67,313,468. >> Motion to approve. >> Second. >> All right. Um, assuming this is this is budgetary, we need to do a roll

call vote. >> Mr. Laurier, >> Mr. Paul Alexander, >> yes. >> Miss Ellen Sabodnik, >> yes. >> Mr. Zack Graham, >> yes. >> Miss Jen Moyers, >> yes. >> That passes 40. >> All right, thank you very much.
