Okay. [Music] Oh, that should be easy. Is there a way to make it just a slide? Yeah. Um, open the freaking window. Thank you, Paul. You do realize stuff. Come on. He's got a key on him. >> I don't know how to shut the fan off. >> We all work for the same company, T. >> Are we Are these on? How do you [Music] >> have yours every and they're coming at 12:30. >> Yeah, I >> like 12:30. >> When you guys are [Music] think I'm sure [Music] Okay. Um, how do we know what the pledge of [Music] God Um, approval of minutes board of education meeting motion to approve the minutes of the September 15th, 2024 board of education meeting. Motion by Tom, second by Sarah. Uh, any discussion? All in favor? I >>
Okay. Motion to accept the CS CPSC 504 report. Um any discussion? All in favor? >> Any opposed? Um we do have I know a one agenda change where you're going to move our items for discussion A to right after the presentation. So just the um number 8A is going to be right before right after our touch at school before executive >> before executive. Oh, and okay. [Music] >> All right. Um, okay. >> Yes. >> Okay. Um, financials, we have the general fund, the school lunch fund, the le report, and the extracurricular fund for August and September that we were able to review in our topics. this week. Um, is there are there any questions for Stephanie? >> Stephanie, I just had one. Um, in the general fund, I noticed that there was a New York
State tax and an IRS every two of them. >> Um, 14 days apart. >> Yes. every week. [Music] >> Where do you see the IRS? >> Yeah, you guys. Okay. >> Proportionally seems okay. Thank you. >> Anything else? Do you have anything to point out to us? Okay. So, we have presentation from Tet >> and Schoolhouse. You're going to do it. I think [Music] from tonight I have with me from school construction. [Music] really glad to have the team. So, um, [Music] >> so I just have a couple slides tonight. We went to step one. [Music] Mr. [Music] Um, so I want to start with some really good news. Um, this was the timeline for the project when we were in So um we had anticipated that they would vote in 20.5 and then we
would design that last completely unreliable. Um so that red um section there was um what we were thinking it's going to be um and it turned out to be it's going to be much shorter. So um you can go to the next slide. This is the buy schedule notice that the construction [Music] and frankly this is a little unusual. I've been doing this for uh two decades now and it's very rare that I come to a board and say we're going to do this year. There's a really good chance that so we did accelerate the design a little bit so we can make sure we get it in. Um it's the project is fully designed at this point and ready to go to the state of this. So um these times for us to be
a technical review [Music] really one to two weeks that it takes another one or so to get the physical associated product. So maybe at that point sometime in January February. So if that comes to be under construction this summer and um it's kind of every single piece of construction this summer. So something but I'm confident feel pretty good that any questions on this. Um so uh this is an image but um this is the third floor science and uh if you remember the lot of rooms is on the down side of the screen really currently three rooms and we're going to take all three of those rooms that stretch and rather than state furniture, but um those rooms are really almost [Music] one thing that did happen uh on the left of um small sort
of triangular traffic storage have connectivity. We'll have a door into the science room also. So as well um I want to point out is in the prep room that's the inter science rooms um there's a door on the corridor that the people can come in that room factor that space [Music] that's going to be you know obviously Um any any questions on that side of the corner? >> Um on the other side, please. >> Um the little rectangles are those lab stations. >> Um the little rectangles in along the bottom sinks. >> Sinks. >> Yeah. And then the lab stations are going to be made up of the furniture. We'll show you that in a minute. But basically, you can put the table together. I got to say this is really exciting for this. They're
going to serve the district for years. Um, okay. So across the hall, this is a little different than what you may remember from images that we have seen in the past. So currently there are two room three rooms across the hall. we were going to do half of the language and assign that to another [Music] as we went through the design process and as we went through sort of carefully looking at the budget talk about slide um it really felt like the money was best across the hall and the science singles were sort of making science does a science but just [Music] really cost effective so that I think you know based on conversations with the district we're all a sound now one other thing I want to add is um Eric is going to
talk about this firm's process of estimating the project involved in budgeting but since then we've got a lot more detail and so um there are some budget pressure on the budget and um so what we are recommending together is that the science room across the hall so in the project but the contractors give us separate pricing and then on day ass [Music] was the last comment about um the potential going up 17. But would the perimeter walls be set and just a matter of getting inside? >> Yeah. So, what we plan on doing that is all work. There are multiple contractors because it's a general contractor. But in total either that either that will be kept on [Music] >> I guess I So there's a lot of little numbers there. Um I'll I'll say first,
thank you so much for having us this evening. Greatly appreciate to be with you and to be involved with delivering your project. Um, in regards to the cost evaluation that we're looking at, um, our subscription, Upstate Estimating, was engaged to evaluate the cost and the market conditions that we're aware of and such. And I'm going to go through this in a little bit of detail and then back up a little bit and kind of talk about market conditions, tariffs, so on and so forth. But um as you look at this estimate here, you'll see a number of columns kind of from left to right. You know, first we see a description of the the work area and then you'll see um different contractors listed here. There's general. So, first you'll see general construction, mechanical, plumbing,
electrical. Um, for state projects in New York State, they fall what's under no what's known as law, where school districts are required to hire multiple prime contractors. So these would be many of the prime contractors that the work would be bid out to and then the respective costs for each one of those that represents your project with the exception of the generators. The generators are listed in the bottom right hand box uh titled ultimates which we'll get into in just a little bit. Um, but moving down, if you look at the various rows, you'll be able to see that we're taking into consideration escalation that comes into play. We do have some tariff factors that are applied, but those are changing every day. If you're watching the news is what I tell our clients. Um,
design contingencies. So, mis evaluations at is it safe to say 50 60% or 60% of the design? spoiler alert. >> There you go. >> Okay, great. So, the design contingency is to help bring us from the where we are now and as Garrett's team works to get to the full design for submission state ahead. um that continues to be reviewed as the scope may adjust a little bit during that process. We'll do another evaluation of the cost as that design is submitted to state head so we know before we're ready to bid and so forth. General conditions, general requirements, what are the overhead costs that the contractors have when they're on site. We have field directive allowance funding. That's for miscellaneous things that may pop up during construction. it to form a contingency that's embedded
into the contract. So, we open up a wall, we find the Bay word being, you know, more speestous that we weren't aware of and we're able to proceed and take care of it um and not have the contractor stop working really well. Then we have a a slight bid contingency that's applied and then you can see the opinion of probable cost for the prospective contract. the the box on the bottom left is an overall snapshot of the of the financials. So the budget summary, it's showing what your referendum amount was. Um the estimate of hard cost of the work above, we have a standalone construction contingency figure there. And then the next line is titled incidental budget or soft cost. Um we're the guilty parties of that. along the touch tech. There's a number of
other parties involved. The legal council, the financial advisors, bonding and such that come into play is what represents that value. And then you can see a slight shortfall there of the negative 153 right now. And then to the right were some bid alternates that we had identified um at the time of preparing this this estimate. um where we have the the generators are the are the are the big ones in here. Um we're showing an approximate cost for what it what a diesel generator would represent and then also what a generator would represent cost. Often asked why is there a difference in the cost factor there? They're the same electrical output. The gas generators are a little bit more costly. They're they're often more preferred. um I think from the environmental perspective but uh to
produce the same amount of output a gas generator needs to have a larger engine than a diesel generator. So that makes up a lot of the cost different and then also we broke out what the standing cost would be for a human bring in a couple of fumes in the science rooms. There's been a little bit of a discussion about what we already just one and not both and so forth. So that was broken out as a separate item. So to to step back from those details just a little bit, um our estimators um they evaluate this from a a mid-range cost and it's a little bit of a crystal ball effect. Um they don't want to try to pretend to give you who that low bidder is or who the high bidder is. They're
targeting to have that middle range valuation. There are contingencies here in planning. We had a conversation earlier today with our facilities committee about how pricing may fluctuate so quite a bit actually country based on the market conditions. We actually just bid a project not too far away in Granville. Quite a larger project and the bids came in approximately 15% under our cost evaluation. Contractors are hungry. It was a good time to bid and we had an extra million and a half dollars to work with at the end of the day. That sounds really good. I wish I could promise that to you today. Tonight I I can't. Um what I can promise to you is that this is a respectable evaluation for us to plan with. And part of that planning goes back to what
Gary mentioned and that's to protect the bid all and I know many of you are familiar with what bids are but just to kind of recap we're looking to take a project and break out a couple of components as standalone items that are priced separable. So when you receive bids if the bids are very if they're favorable you can easily add those in on bid. On the flip side, if the bids are not favorable, you can take those payments away and still preserve the project and move forward in a positive. So that's that's what we're looking to do this question. So between the um well basically one year mid 28 2026 the escalation 20% really is that mainly the tariff cost >> I don't know if it's 20% but yes it has gone up and
a lot of tariffs >> not a surprise for they already have >> and you know we're hopeful that uh the the monthly waters will clear out and clean down and renew there. But um just when things are getting better, sometimes you're surprised when you watch the videos. So [Music] something I'd just like to add briefly is um one thing we do is help ensure that the district is getting the best response in the area. Both of our firms have worked with a number of major districts in the lower country. We have our pulse on the contractor that are attractive to the rural areas. And when it's time to dig, we're going to be conducting a lot of outreach with those companies, trying to get as many companies as possible. So my wife says I'm an
optimist. Actually, I'm kind of working of that optimism. But in this kind of moment, I think the important thing is to do because we don't know what's happen. And so this is sort of a raising our hand saying we want to be careful but we haven't really [Music] a good decision probably better Um, so is this something that we need to speak over? Um it's something we need to be careful and we're moving but this is not alarm careful because what we don't want to do is wake up after the whatever time frame July January February have because that throws everything out of it want to get delivered. Um, and you know, you know that that's a little more work for us to build. Um, hopefully we're going to do great. We won't know. Um,
[Music] I mentioned some people on the board that were on the board and our first [Music] and you know like Eric said [Music] our companies have worked together for many Um another good example [Music] Um, so if you go to the next slide, we can just talk about the alternative separation. Additional plaster. That's an all or nothing moment. So that's a pretty good sense. The emergency generator, we're saying it's all, but we know that's a must in this community. So um, that's sort of the on the list of really trouble, you know, face that Hopefully you don't have to. The other thing to say about the generator is we've designed it as an easy generator. It's less expensive. It's still a great set of if we did great on my wife. One thing that we
could do is having the generator. put it out for it and um make it so I don't want to put too much hope in it but I do want to just the fact that there's a good reason to think about the um generators and all connecting [Music] I guess the best way to say um and then the last thing is there's a new hood uh for science work in both of the science groups and th those two science are identical but there's not really a need for priority for students. So we're suggesting it's a small one. This is something that added to the room. So that's a pretty good alternative to visit the whole minority adjustment and it's a super easy thing I'll add is that um to give credit to the building community um
they're the ones we were all getting together with and um the whole idea of making it into a regular size room for the third um science team realizing that we're really looking at that as possibly a place to start. Um so it made a lot of sense coming up. Um so that was able to cut some cost without [Music] question. Um these are just of the size one more slide. Um but you can see uh along the bottom what um was asked about before [Music] configurations. of the tables um pair of rectangles with little circles on each side and we see this as a standard style trans. Um those tables are pers easy to just click reordering [Music] wall side thereum so it It's a great switch between all the all the science needs are
on the code of the standards chemical storage rooms and all that stuff. So this is um same kind of thing just a little less work. They're just going to be on the left hand side of the room here. And then this um table sort of group work area. [Music] Um, one thing I will say is we had a lot of discussion about the demonstration people because years ago with all the science room there was a fixed science fuel up front of gas, water all that current sort of educational process. Most districts aren't doing that. They're having soibility spend a lot of time. [Music] So next up for sure um the award is a board action as I'm sure you're all aware of. So back to formalize the award. Um, one of the big things for
this construction project is getting the work um right away. So that's going to be it. Any questions? Okay, great. Thanks so much. >> Okay. So, we're going to move a right now for visitor comments. Um so motion to accept the following resolution authorizing the extended care for the carry bill fund [Music] discussion motion by second by um discussion and now we want Paul So your domestic hot water tank there. So the domestic hot water tank um 20 25 years old very tank,000 use 145 water tank, right? So you have to create 14 [Music] back to a temperature for any fixture now. [Music] In addition to the hot water leaving there is also nice. There are also two circulating pumps that are supposed to circulate hot water throughout the building. So that anytime anyone wants to
use a fixture hot water to it should be warm [Music] Well, since it's not research, [Music] that's not working. [Music] This leak has been going on for a while. >> Are you in danger of not being able to provide what the kitchen needs? [Music] I mean up until this morning is the kitchen still able to >> absolutely yes [Music] it's [Music] Now maybe you want to talk about the process of answering the answer that you comment on that. So I I reached out to any public meetings um servicing this [Music] specifically contact authority energy. [Music] >> Hold it back. [Music] Washington [Music] was very quick to respond immediate first contact right came in potentially hired from [Music] Okay. [Music] So, we've done process contact. They're willing to schedule it. They understand the need for this
to be done. Probably something holiday break. [Music] So, so what we're doing is we're coming to the board because the bids are coming in around $90,000, being a little bit less, but right around there. Um, all three bids, um, Paul did a great job at getting them to find a bid on the same fixes. Um, but some started just getting the tank, some, you know, the the circulated But I feel that we we're getting really to the point where they're bidding on the same things. Um but the process that we're coming to you guys for is we want to use the money out of the building repair account. Um we have right now about $290,000 um in that account and um the feeling is that that that would be the appropriate place, you know, to
get at. But in order for us to use that money, we have to have board approval. This is one that has board approval, not community approval. Um we placed that a million years ago. So there is that um pot of money. Um I also today in a conversation with Derek, you pointed out that I probably should be calling state ed and we might be able to get it under an emergency repair. And if you get under an emergency building on it, um definitely start seems like a no-brainer. I mean, you can't talk about it. I mean, if it did fail tomorrow, [Music] And I seem to recall when we were talking about this fund in the past, I think you cited, you know, like what if the hot water [Music] >> something like that that
>> how does that one get replaced? >> It doesn't. Matter of fact, that's one of the accounts. Um, I've always liked having it there because of these things, but if you remember, our auditor frequently recommends that we do not keep money in that account, that we're really supposed to be trying to zero that account out. makes me a little uneasy because now we can get $90,000 from there and not be able to generate budget that we really want to see if not depleted completely earmarked for certain things that happen. Okay. Anybody any other questions? >> Okay. Any other discussion on that? Okay. All in favor? >> I oppos. Okay. Um so now we'll move back to our visitor comments. Um [Music] Uh so now we're going to move our executive session motion to adjourn to
executive session for a personnel hiring motion by Sarah. Any discussion? All in favor? [Music] I need
