001the regular meeting of the South Colony Board of Education called to order by the vice president. And I will start with a roll call of the board members. Thomas Blakeley >> here. >> Ryan Casey >> here. >> Stephanie Kogan is excused. Vincent Fenzo >> here. >> Rosie Gillello is excused. Jennifer Hulahan is excused. Michael Keane >> here. >> David Keel is here. Christopher Larby >> here. >> Robert Mik >> here. Please rise for the pledge to the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The first order of business is uh the approval of minutes of previous meetings, the regular meeting of March 10th and the special meeting of March 23rd.
002We need a motion for that. That's Mr. Blakeley and Mr. Keane seconds. Any discussion? Anybody? Any discussion of the board minutes of those two times? Hearing none, the on the uh motion by Mr. Blakeley, seconded by Mr. Keane to approve the minutes of the regular meetings of March 10th and March 23rd. All in favor? >> All opposed? Abstain. That carries. Let's see. We are six to zero. Thank you everybody. Now, I would like to uh turn it over to the superintendent who will be introducing the individual coaches and and we will be recognize all all the fine athletes that we have here tonight. >> Thank you, Mr. Perry. >> Uh welcome everyone. It's great to see a nice turnout. Um glad to see the sunshine a few minutes there. A little nervous with the weather,
003but uh I uh like to recognize all of our winter sport athletes. I know you're into the spring season now. Many of you are doing great things. I read about in the paper and see you out on the athletic fields. Uh but tonight we're here to recognize uh our our winter sport athletes and some of the incredible achievements of our boys and girls team. So I'll turn over Mr. Romer and uh Bill, take it away. >> Thanks everyone for coming this evening. Thank you for the invite district administration. We had many sectional champions. We had many state qualifiers. We had state champions, federation champions. you've had a very successful winter sports season and you all should be very proud. Thank you families, thank you athletes, thank you coaches for attending this evening. Not everyone is
004here. I know everybody has busy lives. So, we'll go through and if nobody is here that I call out, we'll skip to the next uh sport and the next athletes. Boys wrestling had two individuals that competed at the New York State Championships. So both individuals won their section two championship in wrestling. Vincent Mastriani is one and Wyatt Row is the other. They're here this evening but both did an outstanding job throughout the course of the season and at the MVP Arena this March again. Vincent finished sixth in the New York State Championships, placing again in the championships, which is a great feat. Next is gymnastics. Sophia Pavone finished in 20th place in the Baltimore New York State Championships and she finished in fifth place in the ball in the section 2 championships. I believe Sophia
005had a softball game she was unable to attend. Um, so congratulations. I forgot to mention I like to call up the coaches so they can kind of introduce their athletes if the coach is here. We do have some track coaches. So track coaches want to come up. both our boys and girls, both our boys and girls indoor track teams had a phenomenal season. Uh, Coach Palmer is here to represent the girls track team and the boys and coach Paparon is here to uh recognize and represent the boys team. again, many sectional champions, many state qualifiers, state champions, and federation champions, and they can tell you a little bit more about their accolades. Uh, not to start the night on a disal note, but uh, coach Ed Springstead, who coached at Colony and Coach Shaker passed
006away, uh, on Friday. Uh, his wake is on Friday, this Friday, and funeral on Saturday. But what I tried to express to the girls throughout the season is that we make way more memories that are going to go further in life than the medals that we win. And uh we live on that. We preach on that. And coach Ed Springstead who coached with me, he was my coach in high school at Shaker. And he drove me home to my house after my state. And we talked and we laughed. So those memories, even though I'm 54 now, I was 17, 18 then, and I still have those memories. So those are going to go on forever. Medals are going to get dusty. Those might get put away, but you're going to have those memories forever. Uh
007we're going to start with our sectional team. We're fifth with 39 points. Uh very young team. I'll call the girls up. Uh, any girl that place that section, if you could come up front, we'll just have you stand right here in the middle. >> Come down the middle aisle if you can so you're not going to get tripped by the camera and we'll take a picture at the end. girls, you know, if you're here tonight I uh I believe we're around the scholar athlete award team, but after that I'm not sure, but I think we were. So anyway, uh sectionals 55 meter dash cherish. Uh thanks Valdez. She's actually at a volleyball practice right now. So, we push multiple sports. She's actually at a practice and my daughter Lily uh she's leaving here right away
008to go to soccer practice. So, we push it. It's important. We're a small district. Um so, we think that's important. The Cherish Banks Valdez was the sectional champion in the 55 meter dash. She was first. Uh Naladur, who's not here, was fourth. Uh Lilianne Palmer in the 600 was fourth. Zaniah Carowway in the 55 hurdles was sixth. The 4x2 team of Cherish Banks Valdez, Caitlyn Norris, Briana Keski, and Grace Ror were second. The 4x8 team of Jaden Amadon, Gia Keller, Natalia Kellaher, and Abby Milo were sixth. Kelsey Lamperillo was third in the pault. Olivia Piro was fourth in the pault, and Grace Manuag was sixth. and the triple jump. Uh 39 points as a team. We placed fifth or Yeah, 39 points. We placed fifth for a young team. Fantastic job and very proud. Go
009away from Mr. Sorry. Okay, these individuals, we have a uh we have a sophomore, a junior, a sophomore, and we have our our beautiful senior that headed off to Boston University. Uh she's our anchor. As you know, last year we were fifth and fifth in the state federation. We said she brings home the bacon. She's our anchor and nobody can catch her. She's phenomenal. Um, this year was different. Not a fifth and a fifth. We got a first and a first. And talking about being a team player, Kayla Norris, who was on that team that was fifth and fifth last year uh, at the state meet, fifth in the state, fifth in the federation, she kind of knew that she was being that teammate that we all rely on. And she ran at the state
010qualifier knowing that we were given Sky another week to get healthy because she had a grade two hamstring. So, being that wonderful individual, being that great teammate, she afforded Sky another chance not to run those tight turns at Hudson Valley, uh, and to keep her healthy. And that that is remarkable. That's actually more important than the medals that they won. Um, but the these girls right here, besides Cherish, who's not here tonight, they're the only team in section 2 history ever, that has run 140 in the 4x two. We've had five teams run 143. We've had two teams run 142. Three teams run 141, which was the section 2 record at 14141. And these girls went ran a 140.09. Just missed running 139. They were New York State champions, Federation champions, section 2 record holders.
011Um, Sky has already been contacted by UP, uh, James Madison and Bingmpington. And as we said, Mariah's off to BU. So, these girls are doing a great great amazing thing. We got another sophomore. Uh, Cherish Banks, like I said, Valdez, she's only a junior, so we have sophomore, sophomore, junior, and a junior coming back. We have four out of the five coming back next year. Um, I can't uh forget to talk about the coaches that I helped all year. Coach Owen Sleman, Coach Paparon, uh, amazing. Couldn't do it without him. And couldn't do it without you. >> Awesome year. >> Thank Thank you. >> Next, coach P. Talk about the boys team. >> All right, boys. All of you come on up to the front and you're going to stay here the whole time. I'll
012take my time every single one of you. Um before I begin, I >> Yeah, I forgot to say they're also all American, which means you got to be top six in the United States. They were fit that the 19 New Balance Nationals, all American girls played an honor. First, I want to thank the board. I want to thank Mr. Ror for putting up with me all these years. Um, I will say that the Times Union has gotten it wrong when they say that it is a coach of the year because it doesn't should be a coaching staff of the year because not one of these athletes would be up here without our staff. um they put up with me which is amazing enough but then to make sure that you guys are all excelling to
013the best that you guys can be put in all the extra time and talk about small world and memories everybody here is tied to colony or shaker in some way I had coach and Thomas at shaker and I work with there then you have coach Jake who ran for ran for coach coach not but he and I worked together at sket so that seven degrees Kevin Bacon they used to do. It's like seven focus how we're all together in the same community. I personally want to thank all of y'all. Rachel Palmer if you're here I want to thank you as well. I know you get a lot of bus all the time. So thank you so much for everything you put up with. You deserve to be up here sometimes too. All right. Now the
014kids because our days are being over. So we won sectionals this year. This was four out of five sectionals so far that we've won uh last year. in that trifecta of the first three. We are hoping to come back in the spring and take it again. Sectionals will be at home again. Hopefully, the power won't go out so we can have it all in one day and win it at home again. So, starting that off, Owen Connley scored 30 points for us in this meet. And one of the greatest things that we have going on is always the uh back and forth between Owen and Ryan Busky. Who's going to get the most points out of the meet? Owen took 30, winning the mile, the thousand, the two mile. Ryan, not to be outdone, took
01528 though. He won high jump. He won long jump and he gave it second in the 300. A good friend took first. >> Okay. Curtis Watson won gold for us in the shot. Elijah Mloud earned silver in the 600 with freshman Braden Miller taking third. Both Miller and Mloud joined Nick Coley and Hunter Lawyer to finish fourth in the 4x8. And then Eli joined Josiah Goddard. Andrew Fantosi and Will Rolling to take silver in the 4x4. Got Josiah, excuse me. In the hurdles, it was like back and forth. It was like, did he get first? Did he not get first? Took about 30 minutes for them to decide. He just missed it by 0.001. They took silver at sectionals with a lifetime PR on Hudson Valley's wonderful gym floor. Okay. So, moving from there, Anthony
016Mastriani improved by over a foot finish of pault. >> Tried to get him to do this a few years earlier. However, he >> um in our also in our throws, freshman Armani Aosta finished fifth place in the weight throw and Parker Copar in his second time ever throwing the weight throw, he added six six place points to that as well. Um, that was our sectionals. Now you guys get to all still stay up for me. >> Did I miss? >> Okay, now we go on to state championships. This has been, you know, the what we aim for each year. How are we going to do? Uh, this year we had some shakeup due to the scheduling of the state championship with it being two days. And next year it won't be an issue for anyone
017else who happens to be in high jump and running a relay, but this year it was. So Ryan of course is high jumping. Ryan also was a member of our 4x2 team and our 4x4 team. However, the way the schedule went, it made it impossible for him to run the 4x4 the second day. So on our very first day, our 4x4 team, if you guys will just at least step forward for me, Ryan Busky, Elijah Mloud, Braden Miller, and Owen Conley became state champions on the first day of the state meet. Okay. And now Ryan, you get to step back for a second. Josiah stepped forward and on the second day Josiah stepped in when Ryan was still high jumping stepped in ran a PR for himself. They took second in federation. So we were
018first in the state and second in federation. So if you don't know what federation state difference is state refers to only the public high schools. Federation includes your city schools, your everybody includes everybody. Everybody who gets to break all the public high school rules. So federation is everyone. Uh they ran at that time they ran a section record time and that was the 318. Don't worry because a week later they beat it. >> They set the state record. >> Um and they were sixth all time at that time and one more week later. So at the state meet Ryan finished first in high jump defending his title. Our four You guys can step back now. Our 4x4 you step forward and said that it's fine. Our 4x4 like I said was the champion and federation
019silver medalist. Our 4x two of Andrew Santosi, Josiah Goddard, Braden Miller and Elijah Mloud just missed podium finishing seventh in the state in 10 federation in the 1000. Owen came back the next morning with a that was a ridiculously fast 1000 and he finished seventh in the state and federation. Our freshman, Braden Miller, who had a section leading time all year in the 600, finished as a freshman, mind you, there were everyone else was much older than him. He finished 19th overall in the 600. And then not to be outdone because I can't obviously forget him ever, Mr. Curtis Watson. Curtis finished his day with a personal best weight, finished eighth in the state intensive federation. And on the first day, the first state finished sixth in the state and seventh in federation for chocolate.
020So he podium as well. Um Hunter lawyer and I was not here. uh attended the state as our alternate because our scheduling does make it a we were at the last minute with a couple of our athletes to put them in events when interfer states and sectionals. Now we move on to nationals which I know is technically you don't run for the high school but you must all be from the same high school. So, I don't know why you can't just keep calling me, but that's the way that it is. So, our boys 4x4, we're going to hold on them for a second. Thursday, we have Braden Miller and Denny run in the freshman 400 meter dash. I don't know why y'all are up there laughing. And this is what it's like all the time.
021>> Okay. So, we're gonna move on from that. On Friday night of nationals out in New Balance in Boston, we ran a sprint deadly which the year before we had set the section record in and we knew we could have run faster this year. So if the sprint medley will step forward. So the sprint medley is a 400, a 200, a 200, and an 800. They smash their record by over three seconds to set the section record. Finish fourth overall and against we're talking about schools that you see in the news all the time. Willis Carol, you got Hackside. You got these schools out of Jersey all over the nation. Oh, IMG Academy. You want to say anything else about that one? All right. And our lonely little public high school that we are that
022doesn't recruit. We don't pay kids to come to our school. We are homegrown. Finished fourth overall to be all-American, smashing the record in the sprint medley and holding it again. Uh Owen Conley and his 800 that day. Ran a 1519. If you know anything about the 800, that's pretty smoking fast. It was like two and a half seconds PR for him. We were all It was amazing. Greatest split. Fastest split of the end. Exactly. Can you hold me? >> All right. So, that was Friday. Saturday, you guys can step back. Uh Saturday, Ryan high jumped finish second. Um second still all American. All right. Owen. Ow. And you would think after running, you know, the night before 151 really fast, he was on the ground. It might have been a garbage can near him. What's
023he going to do the next day? Well, he decides he's going to go out and run an open PR in the 800 as well. So, he came back the next day and ran his open PR in the 800 running a 152. Yeah. Amazing. Amazing. Just um if you've ever watched I say this all the time, but if you ever are familiar with anybody in long distance running and have heard the name Steve pre who just will take the lead and keep going, that is what Owen does. He loves to be running in front of everyone on his own. Much better, much happier. So as soon as he can take the lead, he goes and that's that. Then they have to catch him. >> Moving on to Sunday. Oh, wait. I missed our 4x2 also ran
024at nationals. However, um due to the scheduling there, we ran with Andrew Vantosi. We ran with K. We ran with Josiah and Braden Miller. That was actually Friday, wasn't it? I'm not Sunday yet. Sunday. >> We got two more days. >> Oh, not. >> So now Sunday's our last days. It's three days. It was like great weekends. Our 4x4, the whole hope all of this year has been this 4x4 was going to go all American. Any other year we would have gone all-American. They smashed their record from the week before when they ran 318, which was record. They ran 31701. They just missed all American status of podium. I think she was seventh overall. I just missed it. And we're talking about they were running against Olympics. Okay. So, we we regularly do face gold
025medalists. And like I said, our lovely little public high school that doesn't pay kids to come to their school can definitely hold its own. These guys worked hard throughout the whole program. Also, on Sunday, we had uh Curtis Watson compete in the weight throw. Oh yeah, I forgot to say that Owen was number two in New York history this year with his 15294 and 13 all time in New York State history. And that 4x4, these kids were all like devastated by it that they did not make all American. That's all they were worried about. However, they finished I said seventh overall. Sorry, I'm trying to look for number four all time New York State indoor track. That's what I want to say. They moved from being six the week before, but they are now number
026four all time New York State 4x4. This was an amazing group of athletes. Some of them just coming out the first year. Some of them just trying events for the first time at sectionals was the second time throwing. Mastriani with coming in with the paball. Some of them have been a part of our program since they've been in the middle school. And I think it's a testament to one all of you. Thank you all of the parents. Thank you all the coaches. And one last thing that I want to point out because I think this is more important than athleticism. And I'm sorry to do it to you, Owen, and I'm sorry to do it to you families, but Owen was recognized by the section two coaches this year uh at the New York State
027meet as being the section 2 representative for the sportsmanship award. That is voted on by the coaches. That is not like a popularity contest. That is the adults making that decision. And he wouldn't be who he was if it weren't for two people back there. And I'm not that they can stand up, but I just like to embarrass them a little bit. So, thank you for raising such a wonderful child. THIS IS GOING to be fun. Wow. >> Congratulations guys. Uh, next boy swimming. Sean Splowski. I don't know if Sean is here or not. See Shawn. Uh, Shawn finished 28th in the 500 freestyle. Uh, and short in the brushstroke the New York State Championships in boys swimming, which I believe is the first boy swimmer to ever compete at the state championship for as
028colony combined with colony. um at the section two championships. Uh Shawn won the 500 and qualified for the state meet. So congratulations to Shawn. Last but not least, uh boys bowling Jacob and Tyler Rearon. Jacob Tyler both qualified for New York State boys bowling championships by finishing in the top six at the section meet. Uh Jacob also won the high three game series at the sermon council championships and Tyler won the high one game series at the sermon council championship. So congratulations to BOTH OF THEM. GREAT JOB. GREAT JOB, TYLER. >> THANK you all once again for congratulations to all the coaches and thank you board and district administration for all the support. >> Bill, thank you. Congratulations to all of our athletes. >> As you leave everybody, we're going to continue on with a
029very important meeting. We're going to talk about the budget, but remember, >> yes, >> got to check the date. It's uh >> May 19th is the budget fough tough to follow right there. A lot of all Americans. >> All right, superintendent update. I'm Max. So, Somebody lost a sweatshirt. Yeah. Thanks, Bill. Appreciate it, sir. >> Well, thank you all for staying. Next thing on our agenda is number five, the superintendent update. >> All right. Thank you. Uh, one thing I do want to uh recognize and mention is that several of our athletes were also participating in our seal of biiteracy uh today and and tomorrow. So I I was there for a portion of the day today. I know Mr. Keel had mentioned several of the athletes were not only uh outstanding athletes but outstanding
030students as well. So, congratulations those students that are doing it in the classroom as well. Um, our third quarter is ending uh this coming Friday. Uh, we're fast going into the uh the last turn, I guess, of the the 2526 school year. Uh, so parents, please keep that in mind. Um, report cards will go out uh the end of of April. Um, next week starts our 3 through 8th grade ELA assessments in the building. So, schedules should be out for families. And Mr. Keel had mentioned the school budget vote. We're here tonight to talk about the um upcoming 26 27 uh propositions that will be on the ballot on May 19th. So, without further ado, I'll I'll turn it back over to Vice President Ke. >> Thank you. Any questions of the superintendent? Thank you
031all. under new business. This is a time when the board members get to tell about what they've been doing and who they want to honor, who they want to talk about. So, if anybody has something to to offer. >> Yes, sir. >> Um, so amazingly, um, I was able to get out to a couple events. Um, was able to see Mama Mia, um, at the at the high school. Uh, it was great to be able I brought my mom and mom was having the time of her life at 87, boopping along to every song that th those kids sang. Um, I know they will be they're nominated for one or two awards at the Proctor's uh, high school musical awards. I know they're nominated for set design and I believe one of the actresses may
032have a nomination. Um and then yesterday I was able to actually get out and um saw our girls softball team in action against Kabad Crane. Um if anyone knows Kabad um it's a powerhouse in the um small schools. Um and our girls were able to pull out a victory um against a team that um made state semis last year in their uh in class B. So, um, great to see them back in action and mother nature cooperating. >> Very good. Thank you. Anybody else? Yes, sir. >> Yeah, sure. Uh, two things. Um, one, I was able to, uh, help out along with Jen and Julian at the PTA uh, spring craft fair a couple of weeks ago, which is always a good thing. And, uh, just want to say thanks to all the students that
033were there at 6:30 a.m. helping the vendors in. And a shout out, special shout out to the uh the weekend um facilities um janitor who who was hand forand carrying stuff right in for the vendors. And I mean that's not his job duties, but he was super helpful. Uh forget his name, but he he did a phenomenal job. And kudos to Gordon Webster and his team to get these fields looking. And it doesn't look like we really had a kind of winter and we're right into spring, but uh they look great and uh glad kids are outside. We're very lucky. Uh our facilities, there's a lot of schools in different areas that aren't playing right now because it's still under snow, water, whatever. But uh they do a lot of good work and um kudos
034to them. >> Thank you. All right. I've got a series of things I'll tell you about. Uh, I I've said many times my one of the favorite things I have is to go to the schools and see the kids in action, the teachers in action, and I got some wonderful opportunities. First, I I've got them in uh calendar order. First of all, Mama Mia was indeed superb. I was especially taken with the choreography. The singing was as good as ever, but the choreography was outstanding for a stage full of there probably were 30 kids dancing at one time or other, but uh it was it was outstanding. Um also outstanding was Lisha Kills Goodbye to Officer Rucker. um the whole well I'm not sure how many kids there were there but an auditorium full and
035they had her in a throne and you could see the love they have for her and it's uh heartwarming to to see that that uh they understand her role and it was a wonderful experience. Another different thing was the prek ABC fashion show and parade. That's uh at uh Shaker Road when the the little kids were marching around performing their ABC. So it was uh it was great. >> It was fun to watch. Um, on March 24th and 26th, I attended wonderful concerts at the high school. Freshman, sophomore, junior, senior participants. And a uh thank you to M Miss Ms. Probian, Mr. Hartell, Mr. Panistrai, Mr. Ryan. The kids were wonderful. It's always a thrill to to hear them. Um, March 27th was a Saddlewood Ramadan celebration, which was great again because it educates all
036of our students about ourselves and the kids all had different activities that they were doing and it it was fun to see that. Uh, I won't tell you about that. Today, the seal of literacy, as Dr. Perry discussed that's when students junior seniors typically um perform both in English and in their language some in their second or third or maybe even fourth language um to show that they are indeed literate in all those uh um languages and I think there's I I can't remember how many kids you remember like 50 or so >> over 60 over the two days >> 60 kids and they're they're it's like three- ring circus because there's two different rooms going on and lots of different uh languages too. So commendations matchor, would you just comment on the teachers? Would
037you just mention the teachers a moment? >> Sure. Jenna Nessa, Elaine Sheridan with that uh Deb Panacea came out of retirement to join us. uh Kelly Gaffffne. It was a wonderful mix of teachers and the the time and the dedication and hard work that they put into organizing the entire event and getting um accommodating speakers that are going to be there to be able to listen to students that speak in, you know, second, third, fourth languages that we don't even offer here at school and making sure that that coordination happens in a timely manner and having them be there to evaluate and give feedback to the students. It's a yman's task and they do a great job of it every year. >> They do a great job and they're so positive about the students. the
038students feel good about themselves because they speak they they project and talk about a topic either in their uh world language or in English and it's it's a great experience for that. And I'll just mention I I I think we ought to know about some upcoming events. Spongebob, I hope somebody can tell me what that's about. >> Pineapple lived under the sea. >> Pineapple under the sea. >> Okay. >> It's a musical. It's a musical. >> Yeah, it's a musical. That's at Sand Creek. Correct. This weekend. >> This weekend. >> Okay. And then, uh, one last Well, no, I got a couple other things. Um, April 18th. Well, it's actually Friday and Saturday. Uh, Mr. Connistrachi informed me that there's the Suburban Council Music Festival at Boston Spa High School. Uh, he equates this event
039to sectionals of athletics, in other words. And there are 16 schools in the quote suburban council and 24 students from Colony High School. Uh participants in the high school band and orchestra, Lisha Kill Middle School jazz band, the Sand Creek Middle School chorus. So lots of participate participation. Um, could somebody tell me I looked at the calendar and saw April 30th is a district mental health wellness fair. Can can somebody tell us about that? >> Uh, yes. That's that's our uh uh school psychologists, our counselors, social workers getting together to not only promote uh events and activities that we have for our students inhouse, but also connecting with our community partners. Uh, so it's exactly what it says. It's a wellness fair bringing in outside resources for our families and our students to help uh
040better support them. >> Very good. That's April 30th and then May 19th is the annual budget vote and I'm done. Anybody else have something else? Yes, sir. >> Um just a reminder for our entire district. May 16th 11 through 4 p.m. Um I care and high school are hosting taxf this year and this year we're including a kickball tournament. We always have the expo vendor entire community event for the entire district. There'll be more information about entry and um different events that we're going to have access this year, but we're looking forward to seeing everybody. Um the opening ceremonies at 10 a.m. and we will be highlighting the time of the year and we will be saying goodbye and thanking our charity. Um thank you back to Mr. Ke and Dr. said about literacy. It
041is both today and tomorrow and there are so many amazing um my peers who speak several languages. Um they've been talking about this for weeks and they're doing a fantastic job and again Miss Sara and Sheridan are two wonderful teachers that lead this um initiative and they do fantastic job. Junior prom this year is on May 9th and senior prom is on June 6th. And just as a reminder for our entire district, especially high school that already have the countdown to days left, we have a little under 50 days left. They're already on the way forward in the high school and um we're looking forward to a great spring. And thank you. >> Thank you one and all. >> Yes. Uh Saturday, this coming Saturday at uh I think it's 9 to1 is the district-wide
042uh paint recycling day. We've partnered with uh Senator Ashby's office as well as Green Sheen who does the recycling uh free of charge. Uh just come and uh and drop off uh your your paint and uh we've got student volunteers from our uh eco club uh helping to run that. So looking forward to up at the high school mug parking lot. Boy, are we busy. Anything else? Anybody? Thank you very much. So we're on now to number seven, which is communications. Nothing nothing online. >> No nothing online nor uh in person. So we're now going to number eight board committee reports. The first is the transportation facilities committee report. We had a meeting in March 5th. Is anybody uh want to ask anything of that? >> I'd like to make a comment. >> Go right
043ahead, sir. >> We had a report from um Mr. Sim who's the transportation director and he is again with some startling numbers here that I think we all need to be concerned with is the people driving past the stop school buses. This concerns me and I'm sure everyone in this room and that's watching on on TV. In February 173 people drove past that school buses. in January 286, in December 399, and in November 194. And most of these violations were on Central Avenue. >> This is just our district. >> That's just our district. >> And 399 in December. And we weren't even in school, correct? >> From the 23rd to the end of the So that's really three weeks worth. >> I use this I share this with my with my staff. so that they
044know to be smart when they've got >> press conference today with the the county executive and he had a young man on there that they have video of him just getting out of the way of a car passing on the inside of one of the stop school buses here in county and I forgot where it was but he came within inches of being hit by the car passing on the inside on the exit of the bus. So again, for those that are in the room here and those that are watching and listening, you got to be careful. That big yellow submarine is out there and it carries our most prized possession on it. That's our kids. So let's let's be a little more careful. Unless you get a ticket, you're not going to like to
045find etc. Dr. Perry, would you just give a quick update for those that are watching, listening, and I hear about the tech tablets and the um My Ride app? >> Yes. Uh so we have uh piloted the My Ride app, which is a GPS enabled app that tracks our school buses uh throughout the uh winter months. Uh we're happy to announce that it's now available to all community members and it'll be a full roll out in the fall. Uh so far, the feedback's been pretty good. We we did have a parent reach out today indicating they were have some issues on the Shaker road side and uh we connected them with um Brian Sim. We found out that the uh GPS was not working on a particular bus. So we were able to correct that
046and that parent reported back that the app was working for him. So we appreciate the feedback when when people are using the app. uh it will help to identify when the bus is in re in route and uh hopefully uh be a good tool for our families um uh throughout the the coming year. So >> the parent can actually see where the bus is. >> Correct. Parents or or students if they're of age um can track the the bus. Uh we ask that they get out a few minutes before their stop so they're not running uh chasing a uh a live bus, but you can uh track it just like you would on a uh a ride share app and things like that and tell where the buses are going. If there's a delay, uh
047once in a while we've had uh a sub bus, we've been able to turn it over onto the sub bus. Um and we've gotten better at that. Uh so if it shows that it's sitting in the the bus parking lot, um it's probably an error on our end and we try to correct those more often than not. But it's it's been a good tool. Um I think the app's improved over the years and we're we're proud to offer that uh at no charge to our families. >> All of us. We're all set with it. >> Yes, sir. >> We're good. Thank you. That's all I have. >> I would just like Dr. Perry if you will. Probably not with telling all the bad news, but about the uh electric bus. >> Yeah. Yes. So uh
048we had uh purchased one electric bus through a series of grants. Uh ended up being zero cost to the district. It's a 24 passenger uh fully EV. Um it arrived uh sometime in um mid-March around St. Patrick's Day. Um the first run in the morning uh went well. It was about a 24 mile round trip. Uh they brought it back to the bus garage and um unfortunately went to charge it and it wouldn't charge. So uh they shipped it up to Matthews uh bus depot which where they repair the buses um that are EVs right now. and uh about a week later it came back. We were still having charging issues. So at this point in time uh it will charge in the Matthews uh uh devices, but it is not charging for ours. So
049we're troubleshooting through that. Um, we are not planning to purchase any additional EV buses uh for this coming cycle uh through the the May proposition uh partly because we're looking to build our new transportation center and we put in a two-year waiver to uh uh essentially delay the the purchasing process as the state works through the EV buses. So, um you know, I think there is a a space for electric vehicles. Right now, the cost is one of the challenges and obviously when they're out of service, uh that that becomes a problem for running our fleet. But the one we do have when it is working, it's an exceptional vehicle and we look forward to having that service our our students. Um we just got to keep it on the road. >> Thank you. Anybody
050else? >> Question to uh Mr. Casey or anybody else? All right, we're going to go to the accountability and board operations committee. Mr. Misik, anything you'd like to tell us? Uh the meeting uh centered on the upcoming elections uh similar to last year uh voting will be at the both middle schools San Creek and Leill and uh it was heavily attended. I think eight of nine board members are there. So excuse me questions. >> None. No questions. Mr. Larby, would you tell us about anything to do with policy? Yeah. Uh March 23rd, uh actually prior to the meeting, every member of the board was was there. But, uh when we started, uh we went over some policies. And first, just really quick, uh just thanks to uh Dr. Perry and Amber for this uh multi-year
051project of going over uh all of our policies and reviewing them and uh you know, updating them and taking wording out, changing wording, and putting new stuff in. A lot of hard work. Um, and we're very appreciative to have both of you help out with that. Um, other than that, does anybody have any questions on the uh, readings for um, tonight's meeting? Policy 0000 all the way down to 3120. Okay. On behalf of the policy committee, upon a motion made by committee chair, member Christopher Larby, recommendations that the revisions made to the most stated policies be approved as presented. >> All in favor? >> Opposed? Abstain. Passes 60. Thank you very much. One and all. Now to number nine, reports for information. Dr. Perry, would you please uh introduce our well, not guests so much
052as our experts. >> So, uh this evening we have um several of our architects from SEI Design, Marcela Gardan, uh Alistister Hensson and uh also from Schoolhouse uh Construction, Jared Yando, they work with us handinand in developing our our capital project, uh the next generation project. So, tonight they're going to present on stage 2B, which is focusing on the work that's going on this summer. uh the Sand Creek Forum or auditorium as well as some uh locker rooms, bathrooms, nurses suite renovations and uh they'll give a little preview on the the transportation center to come. So, welcome Jared, Alistister Marcelo. Thank you. >> Thank you. >> Good evening everybody. Want to thank Vincent for reminding me there's only 50 days until um until >> summer begin. Um so we're going to touch a little bit
053on um work that is underway right now under stage 2A which is obviously Lisha Kill and Jeter Elementary School and then we're going to lead into 2B which focused solely at Sand Creek and then the end of presentation we'll we'll show some initial kind of concept layouts for the new transportation and operations and maintenance facility over on Shaker Road. I hope as we heard from some of the board members tonight uh this is view of Lashill's new auditorium and what I hear it's performing very well from acoustically and uh and from lighting uh Lashill's middle school underwent a whole brand new nurse suite renovation light was trying to maintain across all the middle schools having the same space manag to upgra as well with the new partitions, finishes and fixtures. Um the fitness center and
054lockers as you can see here is very far on. We still have to install the lockers in the top right hand image. You can see the epoxy floor is down tiles on the walls. All the lighting in so it's really close to being complete. The far left hand side is the fitness center. It's actually a view from looking through uh to the wall that we took down between the ways. story point beer elementary school. Um Marcel I go down here had a very good meeting I think with the the students >> just uh about a month ago I think um she met with the >> second graders yes >> they wanted to talk about um the library has it was built and they questions they were asking me if the roof was a be for
055me I I say yes and they were intrig about water and columns and beans So I explained to them what it was about. >> So this is just a obviously a shot a little while ago. We now have curtain wall up around the walls and we got slab in place. So it's it's and the roof is on course. Um earlier on last summer uh we renovated the library space into classrooms which you can see here and there'll be some additional work occurring over summer. Um library which is we're particularly excited about because it's mass timber which is rather appropriate given the fact that steel towers kicked in right around the time that we were bidding this so I think would be the right choice but you can see here actually the left hand image is
056the view looking down the corner that connects the classrooms on the right to the library on the left here some interior shots as it goes up as you can see the the middle image here is the corner of curtain wall a sort of dark matte black finish which will facing into the courtyard area that's bounded by a circular concrete wall separating from the parking lot. We have a the view in the top right is actually is doesn't have a roof over it yet but that's the library nook which will have stacks the reading area for the children to read and then the image on the far left is one of the classrooms that is undergoing a full gut renovation. So, it's right back to the CMU wall. Actually, we took down the CMU walls to
057make them larger. So, we started off with I think it was like five, five class, six classes, they're going to five. So, we're actually gaining more space for the students similar to done elsewhere. So, we're 2B uh which bid out uh >> March >> 19. It's my son's birthday. >> Oh, Patrick's birthday. Uh we we opened up bits for San Creek Middle School. Um that's going to see final kind of like um uh replacement of the roof. Um we've been in the district for a few years now and it's it's one of these things that continually kept, you know, popping up. We finally managing to tear off the old foam roof and put down an EVDM roof which will go a long ways to solving some of the leaks that Gordon and his team were
058faced with. As you can see in this image here, the green area indicates the new auditorium that's being proposed which will match the same aesthetic and function of girls. Your middle schools will both have the same systems in place so that you can have interchangeability between staff so they don't have to be trained in different systems. Uh the sort of peach color as you recognize is a renovation to the locker rooms with the girls and boys. a light blue area which is refinishing the floor, the wait room. And then uh down the bottom left uh we've got a nurse room renovation and we have also toilet room renovations on the first and second floors although not all the toilet rooms and we're touching as many as we can. So that's the toilet. >> And this
059is all on the agenda tonight for approval of the bits which is why we have >> Yes. Yes. Uh the great area is the is the large area of home roof still remains on your school um and will be replaced this summer. Here's a view on the right anometric view from our computer programming of of the auditorium with the new paneling on the side and rear walls. The views on the left are some of the renderings generate from that computer model. you can start to get an indication of the aesthetic that will be applied to this school. It's it's interesting because this is because it was formed was never really never designed as an auditorium. So, we're able to kind of create a specific space shape for the for an auditorium. >> Is that a
060curtain? >> Uh the red >> the red. >> Yes. So, if we're looking right now, you see that there's a black stripe which is the back of the stage. Then the front of the stage with a red shirt. drops down for the be located and then the two zones you see there used to be a partition we might take out utilize for storage and this will also have AC in it as well to match that of this side view um the top image actually shows it uh looking towards the music rooms at the back and uh the view other way around. Sorry. Y um and then just shows kind of the different panels that going in the angles of the ceilings that reflect sound back into the the rear the auditorium. Um not necessarily the
061sexiest department, but we have the toilet room renovations which are necessary as part of the renovation, but we're looking to update finishes and fixtures. Uh Tennis courts out the back will be uh resurfaced. Some cracker pair as well. And as I mentioned before, locker rooms, both the girls and boys will have new finish, new floor finish. Uh the old shower stalls will be turned into storage and the lockers will be replaced as well. Uh nursery, which again will match uh the same size as the one over it. We now specifically designed so that the nurse is located has full view range space nursery and also a back which is really use >> similar aesthetics Mike but uh this will have room for uh three nurses. Lill usually has two multiple CS for for six students.
062>> These there's actually two kind of like single occupant toilets here off the main corridor as well. >> We took a lot of the space of the staff bathrooms that were next to it that only have one or two stalls in them. So, we're putting in um two single stalls for the staff on that >> stage. three this the was intended to be just solely concentrated on the transportation facility road um the um it's evolved over the last couple of years where we've always maintained it's actually view the left is what it is right now and we're looking to maximize uh your transportation facilities all into one anal future potential future district office into one space or one site. So we're looking right now at at a parking lot uh that covers all of your
063bus plus a um high bay pre- metal building would be your bus maintenance facility next to combination of m and transportation >> and the boardroom. So, as I indicated before, um we're going to be removing four of the six buildings and to to make room for the buses. And the we we initially looked at building E as being it's the only one that's that's high enough on that site right now, but it really doesn't lend itself to the transportation needs. So what we're intending doing is actually raising C and putting a new bail building smaller size actually still meets the needs of the district in this place and through cost uh cost exercise with schoolhouse construction services we determine it's actually cheaper to do that than it is to to trying to make something function
064way. Um this is building B and We'll be replacing building C. Uh we have a dedicated board room uh for you to meet your board meetings. This is actually about think it's almost like two and a half size. >> Our current boardroom. >> Yeah. But we'll have a a kind of a partition across to be able to to break into two separate meeting areas as required. Um the PKA here is currently allocated for on storage as we discovered with having six billion before storage is needed always. It's often not overlooked. Um the light blue purple area here is all dedicated towards transportation and that will again feed into the mechanics that will be located over here. This little Down here is your dispatch office. So you get to run and see all the coming and
065going of drivers coming in and also buses leaving. There will be uh five bays across here. Um four of which will have lifts and then we have on this right hand bay here is the bus wash drive through. We drive through the bus wash, drive through three of these bays and then the two here which we access fit all size vehicles, buses and district vehicles. >> This is a view of conference room. um this sort of horseshoe board uh horseshoe shaped tables for the board to meet and then obviously all the public join here. Um we have dedicated toilets up as well. It's got storage for any of the chairs when you want to use this space for something else. And this is just anime view of that portrait as I mentioned and very early
066conceptual view of the building C that uh those three bays I mentioned before and the bus wash on this side and then over here dispatch office building which is that red man. I'll add a few things for stage 2A. It's going very well right now where we are turning over the locker rooms at Kill and the fitness center at the end of the month on target and so the school will be occupying that space come May. So that's it's good news over there. It's going very well with all all prime contractors that we have involved. Beater is also going very well. It's on on target to get Malloy, a local company here. Actually, Malloy's coming in to do all the site work over at uh over at Beater. So, beer is going to be starting
067finishes and things are going to start coming together in the library in the classroom zone uh going in the beginning of the summer taking over the outside so it's prepared and ready for the start of school. We're on track there. Um, and then I just like to uh Oh, Glacia 2. Glacia is has a lot of new paneling that will be going on within the interior of the building. You'll see a much different looking building inside of the end of the summer, which is which is great news. Um, as for 2B, which is what you will be approving tonight, I'd just like to note that all prime contractors that are parent loads that we're putting forward to you for approval are all contractors we've worked with in previous projects at South Colony in recent years
068with no issues. It's it's it's a pleasure to work with the group that we got again. We've had success with them in the past and we're looking forward to another successful project. You remind me again about the IT department. What what's the plan for that of the present district office? uh >> they would go over to the the new uh a building district office area. There would be dedicated space for the IT suite in that that building. Um the existing district office um we would be looking at uh possibly using for uh central registration perhaps student support services. Right now they're in the basement at leill kind of outgrowing that space. Um, so long-term keeping the the current uh district office protects Saddlewood and also has has a good uh footprint there for meetings and
069staff trainings. So, we'll continue to develop that as we go forward, but it is planned to go as part of the transition over to the the new um facility at the old Bosei site. >> Any educational space that we're currently using? >> Still dedicated spaces there, Mr. Keane. Uh, currently we have uh Colony Academy over there. We have some uh potential expansion for perhaps uh some UBK classrooms in the future. Uh we've had conversations about uh EMS CMT courses that potentially go there. Uh that right now I think uh is kind of on the back burner. I think uh Colin EMS has found a site that's working for them. Uh but we are running those classes at the high school uh to meet the needs for our students. Uh so the the A building um
070you know will provide us a lot of flexible space to have not only classrooms, office space as well as the the future boardroom. And then >> I think that this one shows you the scale of the buildings how big a bus is and then see how big the buildings are compared to it. There's a lot of space in those buildings which I think is a great way that >> SEI showed us how big these buildings really are. So we will have a good amount of space starting. >> Yep. No, it's quite it's quite right. >> Your current district office, I think it's about 8,800 ft. Each of these squares is 2500 >> three times. >> It's It's nice because usually we're trying to flexibility. >> Thank you all. Appreciate work you're doing. Any questions for
071the board members? Okay. So later in the agenda, you'll have the recommendations for stage 2B. The contractors, we vetted them. We've worked through that process. They were all the low biders in in these processes. >> Thank you for your time tonight. Next is the budget. >> We do right here. >> I think Scottish is still English though. >> Thank you. I'm just going to tell the the board members that the plan or the thought we have here is that uh now Miss Mallister will be talking about the budget discussion before we vote on it. We'll go to executive session to see if there's anything that we need to discuss of of that. Then we'll return for the actual vote. So that's what we've got to that's that's the plan right now anyway. If in fact
072we don't come back from executive session, we do have a chance for another meeting next week if necessary. So that's the the thought. So Mrs. Mallister, please. >> Um so tonight we have our second draft uh proposed final draft of the um of our 2627 budget. Um so we we've talked about our priorities for many uh meetings. Academic equity and opportunities for all students structured sustainability programming continuing preparation information of portrait of a graduate and enhancing our facilities continue with our next generation capital project. Um the things that we know about our revenues uh we we do currently have a late state budget. uh an extender bill was put through today for Thursday. They're hopefully coming back Thursday, but we still don't know. We still don't have a budget. So, all of these um all
073of our numbers in our budget are built on our governor's proposal and input from what we're seeing in the one house um budgets and it all looks very good for South Colony. So, we are confident in what we are putting forward. if something changes, we can always uh pull back from anything that we've added. Um but this is our maximum budget that we would be putting forward uh for our taxpayers in May. Um federal aid, we've talked about, you know, we have talked about um there's changes in department of ed maybe potential for things, but we've seen our grants come through fully funded. We're seeing no increases for next year, but seeing the full funding that we need for an IDEI and title grants for the future. Um, our tax cap is limited to 2%
074while the CPI is 2.7%. Um, and we're seeing our second phase in of our NextG capital project with in additional 1% tax levy that we voted on in 22. On the expense side, we have our, you know, corresponding inflation factor, our health insurance costs, our salary trends. We do have 21 instructional retirements that we are looking to replace and our pension contribution the TRS is going down uh% the employer contribution rate is going down but ERS our um non-instructional employees is going up. So that is a little bit of a um watch there. Just to give you some context, our enrollment, the reason South Colony is doing well, uh on the state aid front is with foundation aid and our um projections for enrollment. So our enrollment's increasing while you may be hearing other districts
075in our area seeing enrollment steady or decline, our enrollment is increasing, which increases our um aid. So every year built it's built on numbers that we submit to the state based on our beds day and our service data, all of these acronyms that Mr. have in his book. Um, but we have our enrollment has been um, increasing since 1919. So, right, for us, we have to supply and provide for our program. So, we need to make sure that we're continuing that. Um, our tax cap is at um, you know, 2% growth factor. Our tax based um, growth factor is going down means that we're we're very average. 1.0 is about average, but it's going down every every year. So, which um affects our uh tax cap and our capital exclusion is the largest part of
076our tax cap population which is what we can uh levy for our capital improvements. So it's our debt that we can use for capital improvements and buses. So that gives us our exclusion which allows us to levy more than the 2%. So when we talk about 2% tax cap, it's um the 2% um growth factor. Our tax cap is uh 3.5128 for decimals and our we're looking to levy 3.49 same as last year with that additional 1% um consistent with years past um consistent with our uh we think that was tight for our community. So our tax levy breakdown we have 100% uh sorry 1.0 we have 100% of our tax levy uh 3.491% 49% of it is um our new capital debt that we must pay for and 2.49% is our rollover levy. So
077that's what we would need to keep programs moving. Um budget development recap. All positions are rolled over from 25 to 26. We're placing all retirements, transportation facilities. We talked about those back in January. Um all the things staying and instructional enhancements as I'm going to go through. Portrait of a graduate for colony. Portrait of a colony graduate is academically prepared, creative innovator, critical thinker, effective communicator, global citizen, and reflective and future focus. We're working on a lot of things behind the scenes on developing what that colony graduate looks like um from the directive of the state, but Tom's working with Mr. Burl about um you know, a data dashboard and things that students can follow along as they go through and you have financial literacy at every level and all these things. I'm sure I'm
078missing Yeah. So, we are um education, all of the things that we need to do um culturally responsive at the center of a lot of these things. So, we need to make sure that we're able to provide these moving forward. Um I have some numbers for you. Um so, 5,139. Anybody guess what that is? >> Got it. Uh so 5,139 is our prek12 enrollment includes our kind our prek kids. Um 1,676. Now you can probably guess 1,522 middle school and we have six grades at the elementary level. So that's 1,941 at our five elementary schools. So that's what we're seeing. That's what we're doing this for. There's our there's our why. Um we also have a very cool thing that we're putting in this uh budget which is free uh college programs and college credits
079for our um Colony High School students. So we have a new coaster. Coaster is a cooperative service agreement through BOSIES and it's a new coaster through Capital Boseies. We're able to have qualified university and high school credits be for Frasier students starting next year. So we have 1400 course enrollments that will qualify. 79 of a hundred of our sections will qualify and those are through University of Albany Sunnis connectity Hudson Valley Sunni cobalt skills also here but we don't offer any of those courses so I left it off. We're hoping to see that grow. I have some more numbers for you. Are you ready? >> Do the last one first. >> Yeah, I did the last one. >> A Okay, so let's go back. All right, Cara, re number these for me. All right. 5,841
080is the number of credits that we offer to students. >> Total credits our students have achieved. >> Yes. >> This year. 25.6. >> That cost $332,000. If they which we will be covering for 79 of those 100 courses next year. um if a student went to a Sunni school for those credits, it would cost our families $1.9 million. So we are saving our families by having these uh courses and then we would be saving even further to have us cover the cost of these for our students. So it's very a great program that we're able to offer through >> and because of leverage of state aid, we'll get aid on the tuition that we're paying for students. So we can do this at zero cost to our school district uh leveraging state aid and then
081obviously zero cost to our families. So it's it's a win-win for everybody around. Uh if you've got students that are taking university high school courses through the the three Sunnis we mentioned there. Um this year you're paying $225 uh a course. Um next year you'll be able to get that course for free. doesn't include product lead the way or um they're not part of the program. So the RIT credits and the and around courses are not part of the program yet. The hope is to have them part of the program in the future or with revenue that we're getting be able to cover those those students. That's not all studentu all but 80% of them will be able to be free for our students which is an amazing feat. Um, so we're looking at new
082curriculum for our elementary level. That was high school. Great things at high school. But at our elementary level, we've been talking about, you know, science of reading. We need a new curriculum for our students. So, we're looking at full um implementation K6 arts and letters curriculum. We started a pilot this year. We're looking at full implementation. It'll be split between 2627 and 2728 budgets for a 5year curriculum investment. Um it is crosscurricular between ELA social studies science art and music. It replaces Lucy Hawkins and spelling collective connections. Um we're looking at news Ella in the um 512 realm where it is an ELA social studies and writing digital resource full implementation 512. Um so that's a digital resource that we'll be able to offer for our students and we are looking at a steam portion
083too if we can get it all within the budget. So, that's a great addition that we'll be able to have for our teachers and our students to be able to use. So, those are new programs that we're looking at for next year. Um, program enhancements and special education programs to 612 programs. Um, a co-e section of meter. Those are all using existing staffing. Uh, a half um consult teacher at the high school is budgeted. We also have increased services. Our outside postings have increased. So, we with the the needs of our students, we need to make sure that we're budgeting for those. And then um also enhancements at the high school for us to be able to offer a lot of these college courses. We also have to enhancement to our business program with a
0840.5 business making this a 1.0.5 in this current year. We're going to 1.0 for next year. Um so on my next slide is where the contingent and uh builtin comes in. So uh student support services we're adding an ENL teacher um between high school and Forest Park. We have a 0.5 school psychologist. I don't know where that bullet went. Sorry about that. 5 school psychologist making um a position 1.0 and a 0.5 behavior specialist. So we're looking at those um contingent upon state UPK funding is um where we're looking at. So the state has proposed the governor has proposed to increase our UPK grant funding right now. It's 5,400 per student. They're looking at 10,000. That's the proposal. Both houses have said that they're they agree to something. We just don't know what. So we're
085looking at that. If that funding comes in, we can then support additional positions. So those are where these um contingent positions would come from the literacy specialist, math lab, and elementary teacher. The CLA and that's a a class size hole that we like to have um in case you know a lot of kiddos come in in the summer and we need to add a section at one of the schools, which happens with the growth that we're seeing. Um this bullet did not come down right. It's supposed to be five psychologists in green behavior specialist should be in yellow. So those five those bottom ones are all um contingent. I will fix that. I don't know what happened in the Canva. I'm still learning um to make this uh all that, but I'll fix that. >>
086I know I'm going to blame Canva every time. Um Google Slides is great for me. All right. Um more numbers. No one's going to guess these. We have 56 clubs and activities that are um in our uh in our >> district. uh 29 at the high school, 15 at the middle at uh S Creek Creek and 12 at Law. I'm doing this all from memory. Uh we have 18 performing groups and we have 78 teams. So that includes the sports. So all the people they saw here today uh 33 boys teams. This next year's budget proposes 35 girls teams. Tip the scale. Sorry boys. Um nine co-ed teams including our three unified teams. We have 108 club advisors that ser help our students, teachers and staff that help our students on the club and activity
087side and 141 coaches. And that's just a really great um statistic as we look at, you know, the things that we're able to do within our budget. Um so on the extracurricular side we have club updates for 2627 and we have um national business honor society to business club was an adjustment to um we meet as a points committee in um December. So these come out of that and come as a recommendation for the following year adding a board box club game day experience productions if they use um the scoreboard at the high school um no place for hay is officially a club now and chess club at uh scene creek. So we have our new sports programs for 26 27 varsity field hockey mod 9 flag football and enhancements. Um so closing when we
088left last we had an $800,000 gap the last meeting that we met at. We worked hard over the last month. I was it was March 10th um that we last met about the budget and we are already to the cap for um our tax levy so we can't go more there. We strategically selected additions. So we prioritized you'll see we shrunk the list of of additions from that first budget to the second draft. Um that was based on having the gap and being able to fill it um filled it fill the gap. So we have budgeted based on the need and district goals. Um we have a signed fund balance and reserves. I have uh in this budget to add 150,000 from assigned fund balance and 94,000 from reserves. It's um aboutund you know 244,000.
089Um I'll show you that on the on the next coming slides. But then in a combination of course we did all of these. We looked at all of the ways that we can close the gap and the strategically selecting additions to care majority of it. The last piece came from um assigning balance and we feel like that's the best um for our district at this time. So the expenditure summary we have a budget of 147 uh 147596900 uh our general support is an increase of 4.86. Our total budget increase is 5.77. Um instruction is going up 3.29 million 4.42%. Transportation 172,3.24. Community service that's our um continuing ed program just going up based on salaries. Uh complaint benefits is going up. Um you know we have those we we have a balance of the health
090insurance and the um prescription drug and ERS and TRS and all of the includes our social security and all of those things. So that's going up 4% 1.56 million. Our debt service is going up 2.48 million. Um that is our capital project debt that we need to levy for. Um and then we have our we have aid to offset majority of that. That's why we're at the 1% for the um and the interfont transfer went down by 4,000 because we're not the 4,000 I removed was to keep 1,000 in there for transfer to food service for student debt. We're not seeing a lot of that because all meals are free. So, we don't need to transfer. I just kept it as a line item in case we need to transfer. We have $1,000. That's a
091decrease in 4,000 that you saw. Yes, sir. >> The instruction cost >> is that including the retirements or pulling up retirements, putting in the um new staff >> instruction is all yes. Retirements out, new staff in, all of that plus the other contract. >> Yes. That includes all contractual increases as well. So 5.77% $8 million increase. The addition comes from debt service majority and instruction. We're building our instructional programs. Um so that's those are the larger the pieces of increases that we see. The 8 million increase. Now on the revenue side to be able to pay for this we have our taxes um going up 2.9 million 87 million of taxes that includes our pilots and our star reimbursement from the state. So those all come from our taxpayers. Um state aid is increasing 5.2
092uh 53 uh million and that does include a large increase for our um building aid to be able to pay for those uh the capital project um miscellaneous Medicaid all that stuff just going down 144 we don't see an increase in um for our miscellaneous it's like you know we have interest in there we have um Medicaid reimbursements we have um rental or services from other districts so in order to offset that We decreased that a little bit but interest is right below it. Um keeping that steady at euro dollars continuing again keeping that at 80,000 fund balance you see the 150 increase there. And then reserves I last year we appropriated 250,000 in reserves and this year I'm suggesting we only appropriate 94,000. So we're um flipping it's going from fund balance is still
093a very small percentage of our budget overall compared to where we've been in years past um for the assigned fund balance. So same um I'll show my balance budget slide but this is the aid categories interesting foundation aid is increasing. So on the left is our 2526 actual aid and our budgeted aid is on the right. So we have our building a increasing and our foundation aid increasing and that makes up the majority of what what we're seeing the increases on for our state aid and we have a nice balance budget. So, uh that's the way we have to present it to the voters and that's the way we have to submit it by law. So, that's a revenues and expenditures match no tipping the scale and um on the ballot we also have proposition
094two the first proposition will be our annual budget. Um proposition will be our bus replacement. No um EVs on this one because we don't have the transportation center yet. We are doing all diesel combustible engine buses. Um we have an update to our capital project. We asked for or we we included additional cooling expense in this in this current project. Stages one and two include the 30 classrooms at the high school, 29 classrooms at L Middle School, six classrooms at Sher Road, and the auditoriums at L School and St. to come um will have cooling. This was an additional scope that wasn't part of our original 112.5 million that we asked for. Um we currently have 4.7 million in capital reserves. We would like to use these funds to offset the cost of our air
095conditioning and cooling costs. Voter is voter approval is required by New York state law to utilize any reserve funds. So while we're going to the voters, we'd like to ask to leverage that 4.7 and make it 13. How does that happen? Uh the one um we have our building aid ratio uh 69.2% that is of aidable expenses. So when we look at that 60% we can say is from you know um building aid and then that's our state building aid and then our local share is 4.7 and we say local share that's what would go to the taxpayers but because we're using reserves it's our savings bank that we have used um we do not have a tax impact so there's zero taxpayer impact to leverage that state aid so we're going it's really like
096a two for one I think is what D uh Dr. references as like your post cash kind of thing. Um, but we have, you know, buy one get two free is basically what we're doing. So, um, the hope is to be able to to leverage the state aid, use additional funds, complete the work that we have done or plan to do at the transportation center and be able to get to the classrooms that we have left at Saddlewood, Forest Park, um, some work at Forest Park and Roselville and those Roselville. Yep. Um and then the transportation center and then if we have any funds left, it would hit um you know, anything that we would need at the uh district office. That's last on our list. So um that's proposition three. And proposition four is
097to as we're spending our capital reserve and we have um saved up and then spent um we'd like to establish a new capital reserve of $10 million. Not saying we're putting $10 million in today. is to be able to add to it as we um as we have surpluses. So if at the end of the year we have a surplus, we can add it to our new capital reserve for future projects. It has done us well to use the capital reserve to offset local share um in the last few projects and that will help us um in the future when we look towards more work because we still have although we have done or will be doing 112 million plus possibly the 13 million we still have you know so much work to do in
098these buildings. Um, so when we look at that, we can do um, we're just looking for approval to establish a reserve. Not adding anything to it, but when we can, we will. >> Um, and the last one that we did was in was 2017, so we're almost up on that one. It's a 10-year reserve, and it was also 10 million, so it did us well at the amount that we did. >> Y uh, so there's our summary of our propositions for May 19th. One is annual operating budget, two is the bus purchase, three is capital project, and four is the capital reserve. And in addition to our two open court seats, I think that's it this time. Um, next meeting is at Saddlewood May 5th for our public hearing and then we have our vote
099and then we certify at the high school. Any questions? >> Yes. Mel, in the past you have reluctantly told us what happens if something did not pass. My question is about if the uh proposition to take the money from the capital reserve did not pass >> and we're saying we're going to spend that money on air conditioning. What what would be the >> we in terms of the the if the capital reserve proposition didn't pass then we would have to look at what we're doing in some of the spaces. In past projects we've had to delay stages. So, the roofing at Sand Creek that they architects talked about today was back in a project that was part of the 2015 project. Uh, it was part of stage three. It didn't make it in stage three.
100It was part of stage four. Now, we're into the next generation, stage 2B. We're at the point now almost uh seven, eight years later, it needs to get done. So, you have to start to prioritize. we would have to prioritize what things couldn't we get done just like uh past boards had to say we can't do the roof in 2015 we're going to do it in 2026 2027 you have to make that decision so it would probably be classroom renovations at some of the elementary schools that are upgrades the air conditioning those spaces the classroom renovations are certainly nice additions to our spaces but they're they're not mandatory the big things that would happen if a school budget went down is the by the numbers those coaching staff, the clubs and activities, those things are
101non-required. They would all be one of the first things to go. Um, so you'd start to look at your summer expenses. Uh, summer schools are non-mandatory programs. Those were things that you start to take out. So it'd be a triage of that. Um, but you can't levy more than the prior year. So we're looking at an increase of about $3.4 million in program and and debt. you're still going to pay your debt, but that 2.5 million in program would have to be excised out. So, instead of hiring a business teacher, instead of hiring an ENL teacher, instead of replacing all the retirees, we'd have to go back to the drawing board and really triage what we're looking at. Um, we think this is a sustainable budget. We also think it's one that helps support our
102our teachers in the classroom and our students. Um, the coser for the the university and high school classes really is money in, money out. It's a it's a win-win. Um that that has no real financial impact the capital reserve. So just so people understand that we are uh we have money in a essentially a savings account. The reserve capital fund is exactly to be used for those things. It requires voter approval, but it's meant for capital improvements increases in in uh helping your buildings out. The state aids each school district based upon their wealth ratio. Ours uh is a 69%. So for every dollar we spend, we get 69 cents towards whatever the purchase is from New York State. It's essentially free money from the state. Every district has the opportunity to gain that money.
103And uh if we don't reach out and ask for our fair share in Colony, other districts are going to do that. And so this leverages the the state aid that's available to us in addition to the capital reserve. So, we could do $13 million worth of work at zero cost. Can essentially pay back the air conditioning that we we provided. Um, we we wanted to do that not only because it's it's good for our students. It was more costefficient to do it in today's dollars than to delay it 5 years from now. And we've got a lot of classrooms that don't have air conditioning. The the temperature bills and the temperature laws are requiring that in modernization of our facilities. So, we want to make progress in that. We're not at 100% air conditioning in
104all of our spaces, but we need to make progress. So, we're we're getting to a point where we probably will have close to 25 to 30% of our spaces air conditioned. And our priorities have been our large spaces, middle school auditoriums, high school auditoriums. We're starting to make the way down down to the elementary buildings. So, you take a building like Shaker Road. Um, in the past two years, we've done not only site work, but we've done interior building work, and we've renovated, I believe it's six classrooms built, um, in in the, uh, 20s wing here. And those rooms are are are not only state-of-the-art, but they also have, uh, the comforts of of central air conditioning and heating, uh, more efficient, but also creature comforts. Um, so those those are all good things for
105our our district. Um, you know, the proposition in terms of the bus vote, we do that each year and uh we need to have our fleet uh healthy. We need to make sure our our our buses are modern. We have an 8-year replacement plan. If you skip a year, you're you're basically delaying that. It's like not doing the oil on your car for more than 3,000 miles. You may be able to skip it once, but if you keep skipping it, eventually you have bigger car repair bills. The same thing happens with our fleet. If we have an older fleet, we have more repair costs, requires more mechanical parts and labor and uh you know it continues. So having a modern fleet, safe fleet, not only beneficial for our students coming to and from, but making
106sure that we can maintain um the thousands of miles that they drive each year. So one thing that we we mentioned tonight is the second draft. We do not anticipate that there will be changes between the second draft and our final draft. the state numbers are the state numbers. They're not out currently. Uh the projections are are pretty solid and we feel that uh to there is no real value in delaying an adoption of the budget. Uh we had planned originally to adopt on the 21st of April. Adopting on the 21st, we won't have a state budget potentially by the 21st either. Uh so our our numbers are are pretty solid. As Mr. Mallister said, we've got a balanced budget between expenditures and revenues. We think it's sustaining our programs and it's also providing some
107enhancements. We have some really nice things for our students at a variety of levels to help support our our kids and continue the growth we've made in our programs. >> Thank you. Nice job. >> Excellent. Excellent. >> Thank you one and all. Any questions for that portion? Oh. Okay. We will return to that discussion later. Right now we're on to number 10. Reports and recommendations for action. Please look those over. See if there's anything you'd like to ask about there. >> Then let us go to the motion. Mr. Keane makes the motion and a second from Mr. Larabe. Any further discussion? All right. On the motion by Mr. Keane, seconded by Mr. L. Larabe >> Larabe uh that the the above stated reports and recommendations be approved. All in favor? >> All opposed. Passes six
108to nothing. Thank you. Number 11, personnel instruction. And we typically turn to Mr. Robelotti to tell us anything about those uh pages. Um, as I've kind of mentioned all year, these appointments are seasonal. We're at the season of new hires, replacing some of our retirees. We hit the market pretty early, and I commend the administrative team and the teaching staff that have got together quickly after those postings close to try to get some of the best candidates that are out there. So, thank you to them. Um, we're going to get those rolling in over the next couple weeks. They'll be on the agendas as we move forward. And, um, so we welcome our new We said goodbye to a lot of our old co our older colleagues who are retiring over the last couple agendas
109and now we're welcoming on new staff uh to our buildings. The the rest of not the rest of it, it's a lot of business on there, but we're also getting into the summer school piece where we're going to appoint administrators and teachers shortly thereafter. So, we're in the the wave of new and summer. >> So, and you you mentioned the summer school piece. I'm seeing names that we typically haven't or so it looks like we have more internal folks that are working on their administrative degrees >> and stepping in to fill some of those. >> So people are doing different things. They've you know put in their time with summer. So it's turning over into some uh different staff getting those opportunities >> for them. >> Any questions? Then a motion please. Mr. Blakeley makes
110the motion and a second from Mr. Misik on the motion uh made by Mr. Blakeley, seconded by Mr. Misik. All in favor? Opposed? Passes six to zero. Now we're on 12 personnel support. Anything you would like to say about that? Always happy to see a support agenda that has more appointments than anything else on it. That's always good to see. And again, hiring more staff for kitchen or custodial or monitors. These are all valuable positions we need to keep our buildings moving in our district. So, >> a lot of business on here. >> You want to talk about the title changes? >> Couple title changes. Um, we have to create titles before we appoint them. So, Um, we had talked a couple agendas ago about the Cap Region Teacher Center and some changes that were
111there. This is the title that matches those changes for that employee. And then there's one title change in my office to kind of match what that individual was doing a little bit more tech based than just clerical work. No other changes other than title. >> Any further questions? Then I would like a motion on number 12. Mr. Casey, >> just one more thing. So why these are happening now and there's two more at the very tail end. Employees at the district office. The New York's health program as these titles come through the New York helps program and eliminates provisional periods and testing periods is the time that we make those movements. So there's also some other changes that have occurred previously that now the titles can match um other um changes that we've made >>
112more modern and as far as >> more titles and also >> from a secretary to to a specialist is >> correct. Not only that uh it's also um allowing people advancement without having to continue to take exams. The New York Health program has allowed people to fill roles that are vitally needed. Um, and uh, if exams are not available, they don't get delayed in those spaces. It's allowed us to >> internally we've been using some of these these uh, titles like we've called Cara the director of communications all year. Now we can officially make that move because it hit the list and she's not >> just to let everybody know that that program is supposed to be ending in June. Uh, >> make it count. It's uh so if you're gonna get something through, >>
113now is the time without >> there is a battle back and forth with uh civil service and the unions to continue it, but >> any anybody else? We have the motion by Mr. Casey. Could I have a second? Mr. Keane on the motion number 12 by Mr. Casey, seconded by Mr. Keane. All in favor >> and opposed passes six to zero. Number 13, the resolution capital improvement. >> So these are the contractors for stage 2B that we saw the presentation on tonight. general contractor, mechanical, plumbing, electrical, roofing, and uh network cabling. Any questions? All right, I'll take a motion, Mr. Larabe. And a second by Mr. Blakeley. Now, should I read this be resolved? >> It's not necessary. >> Okay. So, the motion is on this number 12, the resolution about uh capital improvement project
1142B. All right. So, Mr. Larby made the motion. Mr. Blakeley second it. All in favor? >> Opposed? Abstain. Passes six to zero. Now 14. We're we're going to, as I kind of indicated before, go to a to a an executive session for uh fiscal and employment matters. The intention is to return after which we will, if everything goes right, well, we will adopt the budget, but we're not going to do it until we have a a executive session. So, to those folks in in attendance, um we're going to go to executive session. We'll probably take a few moments to uh talk about some topics. We will come back from that and hopefully we'll pass the budget. So, I don't know if you want to stick around, but uh I don't think there's a heck of
115a lot of sense of doing that. So, >> listen, it's a record crowd. So, we >> we do we do appreciate >> because nobody's getting pencils are something to give everybody for staying so long. Thank you all. >> And if something else happens funny, we'll call you. >> So I would like then we're not going to look at the future meetings. We'll go come back and talk about that after we decide whether April 21 is necessary or not. >> Have a good night, folks. >> So could I have a motion to go to executive session by Mr. Keane and a second by Mr. Casey? That is a motion to go to executive session made by Mr. Keane, seconded by Mr. Casey. All in favor? Opposed? Passes 6 to zero. >> 8:13 is the time. So
116could I have a motion on for number 15? That's Mr. Blakeley and a second for Mr. Larabe. That is to adopt the annual budget for 2627. Any questions? Any comments? Okay, a roll call. Go ahead, Mrs. >> Yes. >> Brian Casey, >> yes. >> Stephanie is excused. Jennifer Huligans is excused. Michael Keane, >> yes. >> David Keel, >> check. >> Christopher Lar, >> yes. >> Robert Mik, >> yes. >> Motion passes six to zero. >> Okay. Thank you very much. Congratulations again everybody. >> So number 16, real property tax report card that needs a motion. Mr. Larabby, Mr. Keane, anything you should tell us about that folks? >> It explains what our um tax levy will be and what our current reserve levels are. It's attached in the attachment for the board. will be submitted
117to the state tomorrow. Has to be submitted within 24 hours of board adoption. So I will submit that to the state tomorrow. >> Any questions from anybody? All in favor? >> Excuse me. That was a motion by Mr. Larby, a second by Mr. Keane. >> All in favor? >> Opposed? That passes six to zero. Resolution notice of annual meeting. And it goes along all the way over to page 16. Once again, a motion, please, by Mr. Blakeley and a second by Mr. Keane. Any discussion needed for this? Anybody? Yes, it's just get posted officially in the papers for legal notice for the budget telling us or the um the vote for May 19th telling us the public what our propositions are and what our seats are open for >> and that uh ex explanation of
118the the new um >> establishment of the capital reserve >> capital reserve is crucial. >> Correct. >> Okay. though cuz it's it's it's sounds like smok and mirrors but it isn't. >> All right. So, >> we have a great Q&A on the website. >> Anybody else a question about this one? All right. This is then the motion to uh accept this resolution and it was proposed by Mr. Blakeley and seconded by Mr. Keane. All in favor? >> Anybody opposed? Passes six to zero. A motion to adjourn meeting. Mr. Keane. and a second by Mr. Casey. Regular meeting be adjourned. >> Anybody object? All right. All in favor? Opposed.
