001foreign Justice I'm gonna stand for just a moment here and um say a real quick couple of words first thing how many in here other than the adults of the young people are 18. don't forget the vote in May when we were elected to the Board of Education you were elected from the population to do a good job and I think we have and each one of us has experienced some positive things maybe some things that are a little bit I want to use the word negative but we had to make hard decisions and when you're elected the president of the Board of Education all those not so great things are left to other people this is one of those things that very very positive that I fully fully have really enjoy and that's recognizing

002outstanding students and tonight we're fortunate to have a great number of people here one of the largest board meetings that I've seen in quite a while which is nice and that is to recognize some athletes some of those folks that have participated in sports this past fall and into the winter and for me to go through all of these names and I do a horrible job in pronunciation I'm going to have somebody else do that for me but before I do that I'd like to introduce our athletic director Mr Roma [Applause] thank you Mr Casey just as Mr PC has said I think we have quite the winter sports season as you can see from the following list of teams and names of student athletes uh was very exciting having our athletes compete at the

003state level and we want to recognize those teams and those student athletes tonight I'm going to call up the coaches um and then they're going to call up their student athletes from their respective teams first is girls wrestling I don't know if Evan Evan Farrell make it here tonight Evan I'm not come on up Evan [Applause] he's here as well okay but I've been competing at the New York State girls wrestling state championship it was the first year of girls wrestling and she was able to go all the way to the state championships and finish sixth there I know she wasn't happy with that final result but I know she's hungry to return next year and do even better so congratulations [Applause] indoor track I'd like to call up coach Palmer and coach pepperon [Applause]

004again another group that qualified for the state championships did exceptionally well there and Coach Pat perone is going to read off their names along with Coach Palmer all right so I'm going to call them up in the name in the order that they ran in Connor ploof [Applause] okay okay [Applause] um this these group right here we returned two of them next year which is great they are they finished third in the state seventh and federations with a time that puts them third all-time colony and this all time section two um with a 130.83 was their time yes [Applause] thank you next is our competitive cheer team competitive chair is a winner sport uh had a fourth place finish at the New York State Team Championships division one large uh in Binghamton a couple weeks

007the North Colony team it's been amazing and with gymnastics being the sport that it is it's opened so many doors for girls to do this for so thank you baby thank you so Ashley Murray and Izzy tramarky [Applause] all right much like girls wrestling for Evan uh this was the first year of colony participating in gymnastics and what a year it was the team finished in second place at the sectional championships and then Ashley and Izzy went on to qualify for the state championships as well so congratulations again to those two uh lastly which I do not believe either of these wrestlers are here unless I saw will walk in late um coach Stewart I know is here as well and I'll kind of introduce who they were who they are um will hoteling is

008a senior at Colony finished fourth in the new Spa Wrestling Championships uh will also won the section two championship for the second straight year and he was also named most outstanding wrestler of the tournament as well um which is very exciting first wrestler I believe in Colony history to be named the most outstanding wrestler at the section 2 championships so congratulations to Will unfortunately he's not going to make it also a freshman Vincent mastriani competed in the New York State Wrestling Championships um did very well he's a second place finish at the section two championships and qualified for the state championships as a freshman also a great job for him great job for both and congratulations to the coaches foreign if the uh would like to move forward and your uh participation in government you

009sign at the end and the people who sign are over here we don't hold you hostage you can do whatever you want but if you're here for participation in government we sign at the end the three of us are the ones that do the signing okay thank you thank you all right we'll move along the minutes from February 28th and March the 7th I'll entertain the motion let's copy and I see your hand up and Mr Ryan a motion by Miss Cogan and second by Mr Ryan all in favor aye opposed item carried Dr Perry any updates yes I just wanted to congratulate uh April belonging in our Multicultural Festival committee brought a lot of help putting that together but the Fantastic event Festival thank you to our community members and to our students I

010was just an outstanding Showcases of the talents University so congratulations to them this past weekend line and cue held a series of Productions of outstanding The Adams Family Thursday through Saturday congratulations to sue de Valero and her cast and crew um production March is women history month we are highlighting some outstanding women's leadership positions and uh other positions throughout the district throughout this month two of our highlights are John arthurton who's one of our teachers at the Spirit attention to Kennedy also all everything we've been looking forward to those highlights there's a podcast and kind of a story behind each one coming out from March one other item of note Ramadan starts tomorrow March 22nd it goes through April 21st it's a holy month lasting for our Muslim Students so I just want the community

011to be aware of that those students and families as well during this time I've lived in this district for many many years and to have a great opportunities to see a lot of the line and two Productions over the years but I have to tell you this past weekend this is outstanding there's no other way I can put all those fancy adjectives on it wonderful this thing was great the time and effort that people put into this singing voices of five or six different actors and actresses that decent that was phenomenal so to those folks that put it together the director of these kindnesses people Mr Harris etc etc nice job planted simple nice job and I think we should bring them folks in here for another president's Spotlight and recognize those folks during the

012outstanding job that they did it was just wonderful and I'll refer to my colleagues and it was also nice to see one of the athletes a major part of the play as well and also I just wanted to mention that I want to thank Mr Tony for inviting us to the transportation department very good Mr misick did I see your hand up um I just wanted to say thank you Mr Casey he's the one who wrote the idea of bringing all the athletes in and that's why all this run is for kids and that is a cool event having all these kids and their parents or their friends here to celebrate them and Mr Casey already alluded to bringing the The Addams Family crew and actors in and all the staff and everyone behind that

013and to recognize them plus the best part of our job is to recognize the kids um so just crazy great job thank you very much at least that'll be able to see who the faces are without the makeup yes yes sir um Multicultural Festival s the board is actually doing breakfast on the roads on the road and we actually met with the Roselle build staff last week two weeks another two weeks and we're going to be delaying around the district just uh so people can talk to the board members um and if I met it if I may what a way to celebrate National Women's month my good friends and wonderful wonderful South Colorado District employee just earned and was awarded her doctorate is Lindsey trezansky congratulations [Applause] well I guess you beat me to

014the punch on that one so thank you but congratulations I was able to attend uh just a little thank you to the Elijah Field PTA um they uh went to a meeting a couple weeks ago and they are uh they've decided as an organization to donate a hundred dollars per month to the uh license PL office which I thought was nice for snacks for children that come in when they're at a shortage and uh I just like to thank Elijah anyone else thank you yes Union front page was three of our hardest working South County teachers who were over in the Youth Detention Center were featured Patrick did a really nice job on the women over there the women do an excellent job over there being recognized by that they've also been interviewed by Spectrum

015news um that came over did a little piece on and brought it back to their boss instead of going to be a bigger piece on it's a very probable work you're doing they also had a graduation on Thursday but what is unique about this one is our third one it was the first time a student had been with us and has done all their work at the Detention Center so Point often we're piecing together transcripts from other places but this student did all the work at the facility on your South County Banner is getting a diploma before his next placement so we were able to work that out kind of coordinating with the agencies and all of that it was a big accomplishment for not only that young person but of it can vary as

016it always does and the ages now vary so how many we have an educational program versus how many are in the facility can be two different numbers um but we usually talk about about 22 over there at any given time you have three separate dorms and it kind of work out the ages from that same point um what is always kind of ironic is talking to students about the advantages of them being with us longer they don't always see that as an advantage but we we joke with them about that and they do understand it once they get going into a program and see some success so the biggest change has been that raised the AIDS legislation came through to truly change the game over there we have an excellent partnership with Berkshire farm and

017are able to do a lot more thank you very excellent article Dr Perry do you have any online questions communication I do have two requests to speak Miss Kramer please thank you over here Mr Bacchus will be the timekeeper [Music] okay so good evening and thank you for taking the time to listen thanks Serena was over there our daughter Brazilian camera is a student at the school along with two of her siblings which are in the Sand Creek Middle School and the high school um I would like to speak an opposed movement of the established Sand Creek 1212 program now this is an established program not a new creation an already existing program classes that are currently there um I would maybe even show you a picture of her because kindergarten graduation picture but that

018is something I can't actually show you because just like this pose movement she was excluded from her kindergarten graduation that is moment in time she will never get back that we will never get back it was no discussion just like this movement to us prior to this happening I only found out about it later why weren't you there we had no idea that Forest Park had a kindergarten graduation thank you um from a child who has fought for every moment of her life with the league of her being born we're told for by life insurance we don't know if she's ever going to make it she may never walk she may never talk she has come so far and fought so hard with amazing staff and therapists to help her to get where she is

019this includes um are you therapist within the school she eventually was diagnosed with ultra rare genetic mutation called osantias and she has worked really hard to do her best at this point and the schools literally propose them to take all this away from her advocate and move her to an unknown school with an unknown staff and unknown peers she's literally worked all these years in her IEP to be included in her schooling getting pushed into classrooms building those prepared relationships it's literally in her education plan to build those relationships participate in those classes and in those classrooms there the High School Musical literally as soon as that child walked into the doors other students were coming up to her and saying Cordelia Cordelia and giving her big hugs and high attacks because she's in tegrated

020with those students that are at Forest Park that will be transitioning to Sand Creek which is where we've been working all these years for that transition this is something that has been planned and he literally made her decisions this year also on what school she's been attend we have the optional holder back fourth grade or push her through the fifth grade many discussions between the IQ team School staff and it was decided she was going to move with her class with the peer group that she has been with this whole entire time into the middle school going into the fifth grade World War II class at Sand Creek where her sister is every time we dress by she pops up there's her sister's classroom there's my classroom standing we've literally spent years showing her around

021the school learning where she's gonna go who she's going to be with getting ready to participate hopefully the goal is is in the clubs and the drama club with her sister and her older sister friend who know her and are excited for her to join in all of those things will be taken away from her because there's no space at the school these are in existing spaces that you're taking and you want to move to a totally different school on the other side of the district that she literally knows nothing about her school within the elementary school they changed her classroom from this way to a different way in that school and it took her over three weeks of crying in the hallway for her to feel safe enough and this is what staff and

022students and peers that she knows in a school that is familiar with to be comfortable enough it'll pay enough to rejoin the classroom that's also blocked education time and that's literally we expect again two classes what other classrooms that could potentially be used along with this is our future plan for since we want to start this afternoon this isn't we're going to work towards it so you can compare not just for daily we see other students in that program who one of the hardest things they have to do on a daily basis are transitions and now you're talking about speaking about everything that they've literally been working towards that they know um oh do you want to also wish everyone thoughtful and welcoming happy and thoughtful I'm not sure but it breaks our hearts because

023these are things that any of the traditions what traditional students do is there any discussion in those classrooms for those students that maybe at that side of the district to make space is actually a reason or was it just a small group of a few disabled teams all right it just wasn't disabled that's who she would be that her siblings went and that's the New York State what state she should be your child should be educated in the school he or she would have attendance and he or she did not have a disability I would be happy to meet with anyone for further conversations on this for any other even special education or inclusion within the school I would be more than happy and welcome to sit down and have conversations and maybe figure out

024how we can accomplish a solution is there any other classrooms we can move around spaces you can find other roles that we can work for our houses will can we do better for our disabled students Cordelia has just as much of a right to her education where she was scheduled to be and has literally spend years planning on going that cheap more towards any typical student does so thank you very much for taking the time and again I honestly point out that if anyone would like to see to sit down and talk about anything or come up with different solutions or ideas I would 100 be excited and happy this event at that table to find some solutions to this or any other problems or issues thank you that's cool thank you thanks for seeing

025me I hope none of you have to stand on this side of the table I have five minutes to explain to you the impact it's going to have on my son moving from a school of Sand Creek which she's attended this year to the extreme opposite end of the district and I should go right now I'm fortunate enough to have a position where I can walk 15 minutes of my calendar when I work from home to be able to catch the puddle of the boy that walks in after his 15-minute bus it's too loud sometimes rocking they can't get his technology to work the monitor that's on the bus lovely woman doesn't exactly know how to support him through those so even when he's had his five star days of school can't hold it together

026anymore the bus ride from our home at the end of Exchange Street all the way to Leicester Hill hope I mean minimize or maybe two different bus routes but even in good traffic and I'm not making stops to pick up other children with disabilities and I think that's a four or five minute window that is of limited for every time you stop at a door to pick up the individual with disabilities it's gotten it's gotten shaking for him because it's always going to focus on because I wake up at five o'clock in the morning now just to get him ready to get on the bus because it takes that long every morning to talk him through don't want to get up with her socks on the bus is still going to come nope I don't

027put my socks on Monday it's not how it works my life so I'm working with kind of a fifth grade son different socks because of the bus ride it's really difficult to stand here again in this time and explain to you the difficulties that my importance right there's numerous other parents that have these concerns we need to do better because our children have IEPs does not mean that they should be able to be moved because of the need the wonderful Athletics program award ceremony that we saw tonight fantastic did any of those children ever think that they've got to move schools did they ever have that experience I hope not and I honestly don't think they do but what I can tell you is that if my son is going to relationship it'll be a

028sixth year in South Colony Schoolmaster transition it's not fair for a child that has disabilities to be treated differently than their analogs I love that we started talking about our diversity equity and inclusion initiatives that South Colony is fulfilling my son our children deserve the same seat at the table deserve the same equity and inclusion in their home environment my son struggles most with social interactions because they can jump quite a few points in reading but his social interactions but we still have to work I cannot tell you what it means to me to be able to walk my son to the pocket park just down the street and have him run into somebody that you saw at school and have them recognize him and him to stop and him to make eye contact well

029I'm not nervous about talking about you but my voice is shaking right now through Christ when we walk through the stewards and Boswell post labs he got to see a group of kids sitting at the table having ice cream and they knew him and we sat down and we had an ice cream I'm getting emotional about an ice cream cone they were talking about again if we're talking about diversity Equity inclusion can we please ensure our children with special needs are at that same table with those things Mr ragus is probably going to pull me off because my five minutes is just about up I have no doubt please know and you're not here to just complain we are here to tell you that we need to do better we have all heard the expression

030it takes a village right we've all heard that it's been around for hundreds of years it takes a village I ask that you stop removing my son from this Village I'm also very happy to sit and talk help problem solve vent whatever the case may be appreciate your time tonight thank you thank you thank you thank you ladies number eight important information to study Aleister thank you it doesn't happen anymore this year we'll start out with a couple of uh instructional highlights we'll start the high school we do five-year averages for graduation to high school we're sitting at 97 we go back to 2015 which is convenient number because we live really good if we compared to that we're at 86 from that standpoint if you look at Advanced reasons diplomas we gave ourselves by

031now 65.4 as recently as 2015 46 percent we continue to do very well at the high school even with some cobit setbacks but also with some uh covet exemptions as well um Career and Technical education success as well we support a group of different types of students who have lots of different past and careers in college we have 39 students that have gone through the career in technical that's a new building since we bought the old building um so they pursue the trains and licenses that they have over there we also have alternate programs off site we have 27 students graduate through those programs a testament to those teachers over there particularly over at Pine Grove and we've had six students going out of that class go on to uh the military so very proud

032of that High School initiatives we've got 19 University and high school offerings at the high school science English language arts Spanish and French the university and high school is University of Albany the other one is University or how high school that's anybody who is a new album all right so 41 of those courses encompassing almost 700 students we got 12 AP classes encompassing about 458 students who still emphasize our College and Career Pathways and have been very big at the high school and emphasizing where we can go with our different programs and we have our sealed by literacy and our seal of Civic radius which is addition to our normal diplomas district-wide initiatives we have our esteem program our science technology engineering arts and math our middle school programs in addition to our kid win

033where we just had I think two or three teams qualified for two teams for Nationals we've had teams win out of Nationals um so we will see how they do they usually show up in June and hopefully with this year we're going to bring a wind tunnel with them um they're kind enough to keep the Wind Tunnel right in the middle of my professional development but you know kid win first and second okay we have paper level steam now uh first time we have two teachers at the K4 level going to all the buildings uh very well received by the students by the families and by the teachers is going very well we also have our multi-tiered system of supports mtss as we start to work with kids particularly coming out of covid and some

034of the setbacks there to make sure we're separating things from Reading intervention and some other supports to help them do as well as they can and use that data to drive some decisions our social emotional learning as well as our screening our second step is our social emotional learning program we've had that implemented we've been able to do that with the support of the board and financing of that I want to say one-to-one Pro bucks again no and certain grade levels but we're going to say there's enough to give every kid a Chromebook and he's okay earlier intervention or Universal pre-k program uh you will want to continue to expand and some options we have there as well as our early intervention with uh reading and math AIS to help identify some needs there our

035continued support for music in the Arts our Auditorium Renovations uh if you haven't had continual tours of the stage by Jeff Dutcher every time we walk in the building because he's really excited about what's going on in the high school on state you may not have noticed that the lightningham stadium the um curtains were different on the stage the sound system was upgraded there's an awful lot of things that people have supported uh to be able to get that in the place the capital projects continue to work on Renovations of the audit programs at both the high school and the middle schools and we continue to look at our support for phys Ed and resource on recess some of our neighboring districts that message recess and it hasn't worked well for them and we have

036new playgrounds um like I said they're coming in the spring and the buildings well they could close now anyways there's only two things Mrs Beck's complaining about bitterly in her 30 years in education and would yell at me in the kitchen if I'm almost class size and the second was whenever we close the playgrounds we close the playground here by a Valentine and Mike O'Neill's name would be painting bank but that wasn't the only time we'll have some more construction going on in 2024 as well as our district-wide enhancements we continue our alternative programs our Colony Academy over at Pine Grove that I mentioned earlier our stride program for our seniors which is off-site our reach program which has a special education emphasis also off-site and our GED our general education development test off-site now

037before you ask subscribe stands for more than one degree stands for just to warn you pay us the information all right we have our senior stride we have our special ed students reach we capitalize in the cool people into thinking that we have something in the same school all right we have rise at 7th and 8th grade we did go to the trouble by Mr a responsive uh intervention for secondary education that is our seventh and 8th grade that is more designed in the buildings for kids to come and go not to be off site but you would see some of the older programs to where the kids need that change we take a look at our average class size our Forest Park our first number is 161 that is preliminary our 191 also includes

038the um special education students and Mrs pet and I are working on other kindergarten numbers would look like that would cause that number as well we're just well aware though of some uh we're just doing for things that we may have to take a look at for as far as also gives us a place as we talk to Roseville and saddle where those numbers come up there because 1990 20.6 19 4 and 22 Knights compared to this year there is not a great difference between the two at five six unless you tell you're at 21 on Sand Creek you're about 21-0 and at seven eight at um the middle schools you're at 23-3 I didn't like them out because believe it or not they're 23.3 at both buildings we are looking at some proposed budget

039changes unlike some years where I sat here and there's a sea of people like many of us had when we're cutting Millions we're not cutting Millions we're adding numbers so we have elementary schools we have three for class five deductions we have two a meter one second grade and one and fourth grade one will be going into roselleville just because of an influx of the NL English is a new language kids the students that are coming back to buildings because back when I started we had 30 now we had 230.50 Plus so we're shifting some students around thank you all right accommodate the Middle School's 1.6 features for class size reduction at Sand Creek um in fifth grade you're adding sixth sense of science um at Santa Cruz Highway Academy to meet the alternative Ed

040program over there looking at excuse me at the high school to support the pathway if you have another tech teachable ads as well as increased art and also increase social studies so those are directly related to making sure that we have courses the courses at the high schools are subscription driven so when the kids sign up for them that's how they end up in the books luckily we don't have to make too many decisions about what we're going to put in we were able to meet one of the things that we're looking to take advantage of is the state history the new amount of money from the full day unique last year it came out some company has the opportunity to expand to 72 additional slots we're going to start with half of that 36

041full day slots in addition to the 144 half day um offer at both roselleville satellite so in order to do this we're looking to expand the offerings that are buildings a teacher and a TA make up our udk sites including students one teacher and one ta to add 36 more slots and had a full day can certainly be a step in the right direction thank you because yeah one of the things that's driving our budget is expiring a stimulus grants you get funds that were used in the district filing cobit sr2 our professor um those are going to expire um some calendar give you the dates we have some coming up here at the end of 23 and then we have the remainder coming up at the end of 24. Once they expire you're able

042to move in because it will increase the local funding a lot of things that recover under stimulus so we will not be losing those which is very good news Athletics and co-curricular let me keep going we got 10 plus coaching positions they're looking at reinstating the freshman team with two coaches at some daily programs golf girls tennis boy pass we also have some lacrosse with assistant Varsity coaching girls and boys and or track adding assistant coaches half the boys after girls modified swimming with Schenectady plus one coach and girls wrestling really want to summarize anything there anything brand new on that list I know there's some things that were fleshing out right uh yeah brand new I guess would be the tennis Boys Tennis other than that things we've discussed previously girls wrestling right now

043is some buying program coaches later through the county we would be looking at higher our own coach to stand that program the offerings for our students modified swimming with Schenectady it's a co-ed program right now they've hired the coach of the Martian level this is for the modified Healthcare modified assistant basically it's been a very successful program has been a good in addition all right also kills me every time we got to get together tomorrow extracurricular recommendations for the points committee um you have sometimes changes and what happens in either the extracurricular the coaches they have increased responsibilities with that we go back and evaluate with the competitive conversation is um update some points for the art collection five six and seven eight also the actual quality high school and access positions um Ski Club

044in high school and middle school jazz band there yeah that's great so keep going there Jim High School we're looking at replacing those Middle School the same upgrading devices and offices as well as tech labs we're looking to get teachers away from desktops and on the laptops and then we pulled out to high school we're going out of the Middle School uh makes sense people are affordable now um those of you to look to be upgraded anyway we have software instructional purchasing state aid as well as BOCES assuming that that doesn't include like um Library databases on these lines that's previews etc etc etc but a lot of the programs we buy are through there they're able where we get them through places yeah yeah we maximize state of soccer funds or group OCS we've

045also some additional funds this ECF which is the emergency connectivity fund that we use and in the 2020 23 24 budget you have state Hardware day you had Equipment and supply lines we're adding to that and you have some things out of your smart school bond app so just different funding streams of where you're able to get the funding maintaining courses maintaining course and speed thank you instructional budget summary so I think it is funny you have actual facts right folks that's what you say 7.32 um thank you um so with the instructional budget this includes administrative um the teaching guidance and attendance area so that's all of those codes there that's an internal thing with Sr codes there um salaries are increasing based on those positions that we need to move in from stimulus

046funds the positions that we need to that we have added with what Mr back has already explained and then also with our salary increases from contractual uh salary increases we are looking at equipment increases just to cover everything that we have purchased with stimulus funds we need to make sure that we can continue with Replacements of items so increasing equipment lines contractual our services under purchase other expenses supplies and materially so this is our textbook Aid um and our library visitors on the next but the textbook is a large portion of that and then supplies for our classrooms and tools uh tuition or tuition for our Charter Schools we have to get tuition rates so that may shift by the second drafts budget does not services that we purchase for our students in our school

047so that's just a slight increase uh overall 7.300 increase 2.9 Million Dollars um libraries is um just a slight increase over salaries um contractual um increases 3.74 and Equipment it looks like a large percentage but it's just to be able to um keep those purchases coming um Library this year is uh we have um the state provides us to be paid to purchase library books every year so we keep that in there and the other supplies are there uh library book funds you know Supply money for the libraries and then we'll see it's been successful um for it salaries is increasing uh just by Elations before our summer work program our summer programs and the increased position to full-time this year so we need to get that into the budget equipment Hardware Aid is um

048a forty thousand dollar increase I increase the equipment line to cover those um laptops that we're looking at for the teachers and then contractual is those software lines we need to do some upgrades on some servers and get some additional vulnerability testing um filtering those sort of things to stay up to date to protect our cyber um security uh pieces and that also helps us with our rates for insurance for cyber security um that was professional supplies this is the big chunk that we have spent are funds for with ECF and stimulus funds and the block grant that we got from Colony um through the pandemic all of our computers have been purchased through all these other Grant Force funds so we need to build it now into the budget to be able to sustain

049it uh so that's the large increase you see there of the 241 000 that's to cover our Chromebooks for our students and then they're both users um it is adding uh security for more Rafters throughout the security check-ins for throughout the buildings and um some additional like single wire I don't know what it is but some additional um we trigger um alerts across homes um and this also does include so 1680 is our Network Administration and uh data processing and then 2630 is our instructional I.T so I lump them together just as a total icy budget um the policies also includes or these contractual and Equipment lines also include those server upgrades and um phone upgrades throughout the district to be able to use those um security features that we have um Athletics and co-curricular

050you see the salary changes that's for our coaches um equipment is to be able to upgrade some of more windscreens um scoreboards throughout the district throughout the fields uh contractual are the shared sports that we have added this year those shared programs with North Colony for gymnastics we have a wrestling in the North Colony um we do have the hockey program and the um swimming then we added additional swimming with the co-ed both boys and girls this year uh so it shouldn't make that up and next year that line increased there uh supplies we added a supply budget for the strength and conditioning program so that we can keep that those uh items you know refreshing them building up that program that we have with coach June and BOCES is just an increase for our

051additional Hubble cameras that we are adding and those are where you can view the um we have the subscription where you can view games entire moment so that's our Athletics and so I will go into this is our first draft budget so we combine these presentations this year um our budget priorities definitely went through all the instructional it's focused on academic equity and opportunities for students expansion of our English with a new language programs um strengthen our special education consumable services structure and sustainability programs that's where we're bringing in all of the funds um and I can't stand facilities is unprecedented it is allowing us to sustain many programs that we have added over the last few years um it's getting us this is a foundation in phase in and this is from the there

052was a lawsuit brought up by the um by nicer education Equity uh group that sued the state for not funding Foundation aid equitably over the last 10 years 15 years so this gets us to where we need to be and from where we have not gotten aided in the past so there's still Aid um still do if you want to say that but we are closer than we've ever been to being fully funded and this is the this is the complicated formula based on enrollment um academic around average wealth uh also our free introducing price lunch counts so there's a lot of pieces that go into it um this is where I never call us this year we will see this is a projected uh the numbers for the state come out hopefully you can

053go first we pass the budget um but we'll see the actual numbers on that day this is my conservative uh budget number right now but it could change but this is what we're seeing right now uh federally we do have a small amount of our stimulus funds left that we can use next year we have our tax cap which is a allowable growth factor is limited to two percent and CPI use all that um our inflation's all that eight percent so last year revenue is over 113 million 458.85 um the tax cap the few things going into the tax cut calculation it's the allowable growth factor our tax base growth factor and capital exclusions and the difference between um the Capital Solutions where we can um see where we can get over two percent um

054and then our tax base growth factor our tax cap this year is 2.1491 yes it has to go to four decimals um we're looking at a 1.99 in this budget that I'm presenting tonight in our first draft and you can see that the inflation is true is really eight percent but we're limited to a two percent growth for tax levy um Financial transfer expenses um inflation 6.5 depends on where are you up uh health insurance this year 18 increase on prescription eight percent for our high Mark plans 9.74 for our cdphp plans and this is the pursue that our cdphp plans have tipped the scale and more expensive than our high Mark plan that we're seeing for next year um our salary transfer we're working on a few negotiations we have um we're close on

055a few groups and we're the those projections are included in these numbers uh pension contributions TRS or the teacher retirement system is decreasing from the total contribution from 10.29 to 9.76 and that's the employer contribution you still have your employee contributions um the employer retirement system that's bringing when not in future retirement uh is increasing uh 11.6 to 13.1 here so our Productions and estimates our Revenue projections our 121 million 866 177. 24.37 increase in state aid we're seeing and we've had an overall increase in revenue of 7.343 our projected revenue is summarized here our taxes Pilots of payments of taxes or triple payment schedules set by um taxpayers that will be the companies that we would have agreements with in our star reimbursements at 78 million 972 595 and as I mentioned before that's

056um our 1.99 increase in so show 2.01 because our um our pilot so it's all together um State aim we are seeing that 24.37 increase um miscellaneous and Medicaid that's our um that includes its decrease and we're projecting a little bit less because of our YDC reimbursements and um that's one of the major ones that are conducting lower based on this our Billings that we're seeing um Amazon transfer that's 293.946 for last year was it Bond Pro season we were able to put towards the capital project that we've um started this year we do not have that this year it's just to level it out interest income I did want to point out that we because interest rates are offered for people investing it's a great thing for people buying and not a great thing

057uh and going from 50 000 in this budget uh where we did see as low as you know ten thousand dollars and even interest Revenue in the past a few years we're projecting a 500 000 uh interest income and that's factual pretense results of where we would see infrastructure what happens is when we take in our tax levy um our tax living in the in the fall we invest those funds throughout the year to gain that interest income and that helps us so that increases their continue notification that program's bouncing back after covet so we're seeing if any increase there as well and then 1000 number is a good productive well to utilize less my balance of their evalocation um to see if we can get to a lower dependence on that we did see

058as high as 4.5 million in the past and we want to make sure that we reduce that dependency on our outside fund balance so um expenditure summary we have done now three presentations on a budget and we are projected to add a lot of things before school district uh and transportation and all of them we have uh Southwest Riders people Transportation analysts mechanic technology upgrades the bus composition um making those weeks replacement plans and making a program for ceiling leaving for special education and the services we're adding programs so we are having three teachers Associates to the two teachers to be able to have programs at all of our schools online students um Advocate School psychologists we don't supplies to monitors questions 7.6 teachers program to produce class sizes we have two teachers uh EPK

059expansion and administrator those 50 stimulus funding positions that we need to absorb into general fund um coaching and advisory positions Replacements and um foreign [Music] take a lot of time so we need to we need some additional help there we want to continue our papers or initiatives through school front we are in clinician election management software this spring and we have increased all of our additional summer school and Summer Academy programs to bring funded for stimulus we need to get the buildings as well expanded needs for the acquired occp property that's our you know our overhead costs of all new those buildings and then this is an another one that's for safety reasons and we do have to certify these every year replacement of all expired throughout the districts we have this is this is

060a large ticket item on those equipment line items um it's about forty one thousand dollars to replace if aeds to be compliant and also sit up to see um our company communities we're receiving that 6.9 million dollars in Foundation the individual plans to use it for sustainability additional to just reduce class sizes Equipment and supply increases to keep Financial Health materials and Technology going Staffing to withstand our email programs and additional courses and selections and sections to enhance the pathways so if anyone has any comments on our on each meeting please let us know we are open to feedback questions comments you can contact Communications at bestcolony.org and it'll get filtered through uh or you can email me directly so for our expenditure estimates our general support is our operation maintenance Administration um RIT so

061as we go through our we're looking at a one million dollar increase there instruction Is Our Big Ticket item uh 6.3 million dollars and that includes our programs all the programs that we address tonight um those libraries um Athletics all of that is in that line item transportation and 500 000 increase Community Services that's our continuing education program the employee benefits that's insurance and retirement and workers comp and um our social security so all the things that we need to be able to provide for our program so that includes retirements and new staff and the increases that we will see over um the year for year over year increases uh Debt Service that's for our Capital project funds we have a little bit less but it's pretty maintained and that's a pretty good study uh

062that keeps our tax path uh stable as well and we have our air fund transfers that was the 293 000 Excel on the previous slides for the revenue that we are removing out of that for this to come here um so that leaves us with a 122 million 212 673 million dollar budget um that's an increase of 8.7 million 7.72 and so we are looking at a with all of the things we've added and all of the things that we need to bring in from stimulus funds we're looking at the budget cap of 326 000 496 dollars uh to close the gap we can um increase the tax levy to 2.14 up toward cap that'll give us an extra hundred fourteen thousand dollars we can assign our fund balance I reduce the fund balance and

063um in this uh as by 350 we can close that with um assigned fund balance we can strategically select our additions so we can say what are the priorities and what are the goals that the board and the district has as we move forward and what are those things that we want to make sure that we keep as those additions in or one of those things that we want to maybe save for the future um and then we can do a combination of all we can do um some a little bit of tax let me increase a little bit of cyclone fun balance and reduce some of the additions that we put in here and just because there's no cost so it's just it uh reduce the additions um May 16th vote we have our

064annual operating budget we'll be copulation one and proposition two will be a bus purchase and I have those that all the details of the bus purchase uh in the this February presentation that we did um one thing that we do want to point out is that we are doing new polling locations for our May 16th boat we are moving the polling location to the Middle School all of the elementary the elementary schools that feed into those middle schools will have those assigned so later and Saddlewood zones will now vote at midwich middle school and of course park with Buffalo Shaker Road we'll download at Sand Creek Middle School this is an operational change um just for efficiencies um it's technical to stack the vote and you have to and due to regulations we have to

065assign a poll location so community members our voters will be assigned a polling location based on where they live and we'll have information on that out to the public very soon we'll have postcards going out to designate what polling locations you should be voting at as well as have a site online where you can type in your address and find a deploying location is yours so we'll have those and the voting hours this year will be 11 to 8 pm and we have a few more meetings left we have uh tonight is our focus on instruction first after the budget hopefully uh April 1st we get the New York state budget um April 4th because second drafted budget and that will be Community budget Forum at theater the 17th is a deadline for petitions for

066nominations of Board of Ed candidates we have our um final presentation and Adoption of the budget and approval of the property tax report card on April 19th our budget hearing will be back here at Saddlewood on May 2nd and our vote is May 16th questions can you go over there again thank you um already McAllister item nine or committee reports you all had an opportunity to look at the communications meeting do you have any questions um facilities and transportation any questions to Mr Ryan the committee chair S I want to ask uh how are we still pretty much open steady on the hiring for the bus drivers and the other positions that are attracted so that's a big study generator Community we're okay right now an example would be the time that Brian if the

067senator office this year compared to last year I think we're a much better position together we've been but they're not they're not up driving every day foreign the trip to the bus Factory is that still occurring I know there was a lot of no's um if you are interested in just let me remote right now we've got uh two board members who are available there's a parking spot there so I don't would that be feasible to just or would that have to wait for now we're gonna require repainting all those numbers we can uh relocate that one spot that happens around it so temporarily o'clock it's got lots of cars in there there was a question Dr Perry I think Mr Leo brought it up about the speed bumps I think they're working but we

068need to at night it's very difficult to see him and his child we're looking at maybe we talked about maybe you should be striking them and painting them a different color something in that picture the ones that are in the yellow speed homes who have signs and are painted the one that is closer to Sacred Road the smaller one um there are some signs but we need to paint that a brighter yellow that is one that comes up on you pretty quickly and if you're not coming slow and is one of those songs thank you that she was that right all right I didn't go too fast okay I noticed it was working all right item I had to work some recommendations for Action goes through letter A over two pages seven I believe letter

069h so we're getting or Surplus some items yes before foreign have we replaced these items yes is that golf cart the little cartoon building shut the sub usage most recently we used the gator that was produced by that okay this is an older golf cart uh thank you any questions comments that will entertain a motion on item 10 please Mr Ryan motion by Mr Ryan second by Mr Mesick item 10 all in favor aye opposed I have 10 carries item 11 personnel instructions is nine new level questions comments I haven't heard none I'll entertain a motion on item 11th please Mr Keane the motion by Mr Keane second Madness item 11 personnel all in favor opposed item 11 carry item 11 personnel support on page 12. [Applause] we'll do 13 I think you know a

07020-year employee at retirement yeah Terry as part of a trio of monitors from Rose elbow that are all required Terry just based on the timing of what it means she started actually here for a month next year to get to the service credit that she needs but certainly a conversation that came up when we saw the three monitors it's a big it's a big loss any other questions comments entertain abortion please 9-12 yellow Mr Laramie won't you buy Mrs gigliello second medicinal therapy item 12 Personnel support all in favor hi hi opposed I 12 carries Mr Bacchus number 13 resolutions the key resolution is April is National autism acceptance month which has been changed over the years from awareness um they have their hashtag this year is celebrate differences uh you'll see promotions and buildings

071and also included our Global Center second was National School library month there's also people started in 1985. um I don't know if my Search terms worked like I need to help a librarian but they had a lot less than they normally have on there but the theme for this year is there's more to the story there's more to the story about 15 this year you will see the promotions to Communications in which one of the libraries also at contact libraries because they do the district office TV whichever promotions batteries I've heard none I don't understand emotion um second by Mr music and 12 resolutions I suppose I am 13 parents item 14. and as we look through the next future meetings all the way through May on April 4th if you take a look at

072reading locations as a leader please make that note your professional calendar questions or concerns what date was it that you're going to talk about the second round on April 4th so we will have a discussion before uh we need some clarity on such as the administrative positions for example will we be having some discussion beforehand or whatever meaning uh uh yes I understand we have that possibility but it is I don't know if it's something that everybody else wants to do or not right I need to wear Clarity on some of the items that you know yeah we can either do it on the 28th we still work before 15 minutes well it's fully changed to a line x to the 30074 would that mean we could change the wrap at that time absolutely because

073you're not a doctor the information beforehand before this new coach is on today there were just two so you see that's the kind of thing that uh that was a surprise to me um late last week this week due to the enrollment the positiveness that we're seeing a lot with his amount for schools the challenges we need to consider having absolutely a total agreement though just softness perspective so on April 4th we can discuss is [Music] bored as the flexibility discretion to admins either through one balance through additional tax funding or reduce so these are all proposed positions each one needs to be reviewed um that's a very good point that we the board has to have an understanding of what Jacqueline's uh three four points where at the end there what do we do

074about that 360 000 deficit if you will so on the fourth Mr kilo between now and the fourth we'll have some suggestions as to how to close that down um the board can take those suggestions and massage them as if they see fit they you may also have other priorities that you want to look at but there's things that are up there tonight that can be removed again these are items that we think are prayers and priorities in each individual silo or department but they may not only make the final draft to accomplishment I think kind of along with those same lines that I think there's an opportunity to be a little bit more granular with some of this obviously we got an email today that um but you know and that kind of ties

075back to I came back to a meeting last year to look at the um High School Music Theater Awards and how we competed with 19 other schools but they are classified by an a group a b group and a c group and we're in C group because we have the the least budget allocated to programs like that so Mr Hakeem that was a choice though named by those advisors it wasn't not a budgetary component so the the choice to choose one or musical over another this year The Adams Family was a more expensive production so it's only based solely on the production that they yeah some of those numbers request to come in um is uh about the same now there's Revenue that comes in this was a very popular production I would imagine the

076revenue is is greatly enhanced over certainly the year that they had to cancel the year that they canceled when they have a whole production ready to go they had no Remnant and next year as that came in really had a cautious approach as to what they're going to you they're building those back in so that kind of differences to what's importantly around um you definitely think that there are ways to look at the poker at their points uh proposals some things are being addressed through negotiations the committee is designed teachers and ministers to look at the value of those booking activities so we'd like to work through that process but as far as the um board support for those programs there are over forty thousand dollars in support of the drama and musical program between

077middle schools and Mountain High School the example that was shared today with the basketball program was within a few thousand dollars of those programs so we certainly can look at those areas where you could enhance that but there are costs that sometimes are not necessarily paid for by an individual program chaperones as an example is something we pay for as a district we want to travel government but we can certainly get you that information I know that that's very new program last year as well when the map and uh and we'll continue to explode in the Enterprise that's why things what we can try to do the large numbers that you see this year has a lot to do with the conversion from federal Monies to local General companies that's why you see these huge

078percentage increases the good thing is that we've got Foundation Aid increases to a level that we should have been having it for you know well over a decade um that that is a good problem to have but we also want to spend it wisely we want to put it in the best areas that have the best impact for all of our kids and all of our programs um I mentioned MBK as a possibility for expansion although we would be looking at two traditional teachers for the UGK there's a cost so that's that's an iterative example that we would have to look at it great idea to expand ubk there's a cost to that each of these things so the administrator positions all those things we have to start to look at the good thing is

079we have money to be able to do those things we're not saying in compositions but we want to make sure put the positions in the right position break locations and be able to sustain them foreign [Music] where which changes is the number of points attributed to a club or activity that's where the committee comes into play that committee looks at the length of the season if you will whether it's Athletics or a club it looks at the impact for kids involved whether or not there's um public participation of prepare involvement how often they meet and it also looks at things like postseason so in the event of like the the drama club the awards is a newer second we didn't have that several years back we're happy that our kids are being recognized on our

080staff so if that continues to happen that's like a full season you saw a lot of the State uh finalists this year those are all things we have to budget for and contribute so I think the request to review the points to a drama program was valid we do a processor so so Dr Perry the featured contract has the ability to mentions the point system we have the ability to change the point system without effort going through a dissociation process you have the ability to adjust the points for a activity based upon recommendations and that's a joint effort which is a series part of that Community as well the point value is what is negotiated so that particular I don't understand that but we can recognize a an activity that may be more often modified

081track was one that have been reduced and then increased as an example modifying track at one point in time they used to have a friendship day we were no longer doing that so the number of activities or number of sessions was reduced therefore the points were reduced that has now grown back to where they're having uh you know track meets up into that so those points would have been reinstated so oftentimes there's appeals and the teachers go through the appeal process the committee needs and looks at that the recommendations that were presented tonight were were recommendations of that committee were sustained from teachers and administrators it was a proposal placed in a justification uh identifying group league parties are that will be impacted by adding something like ski club and then again that's up for

082discretion whether or not the war chooses to use the is a Pinterest leaned and we didn't have a lot of snow for a number of seasons and therefore uh pandemic pretty much voted out now it's starting to requests any other questions so so did we I'm sorry are we going to meet the 28th here we're going to settle down or are we going to discuss in this especially on the fourth would be better if we met on the 28th to have a conversation and a discussion and then look at the fourth to hash out any other minor questions [Music] would there be any any pressure any additional information if we waited till before uh you may have a bunch of proof of them first that's our hope again I would suggest then that but I

083want to leave enough time Mr Ryan to have conversation over at the points that Mr Keel brought up all right and then if we get this budget if the budget is approved by then and then on the fourth we can have more conversation yes I think Dern Jacqueline's uh presentation on the revenue side I think she mentioned conservative the word like is that going to be more refined by next Tuesday or Tuesday streets have gone that upk funding right now there's proposing them both the Senate and assembly to increase the allotment per student spot for ubk money it's fifty four hundred dollars roughly per child that amounts to the grant we have 583 000 in new monies that we can't fully access if the state provides some flexibility in that then we can access the

084funding that can completely pay for TAS and the teachers out of EPA group and narrow that I don't know 100 and it could potentially like break the whole map out you just don't know we don't know yet but those are areas that as she mentioned in the foundation Aid component will know that when the budget is finally approved we're hoping to take them versus the rest of the state into reduction it's always a little bit of a moving Target the I guess the better the situation we're in now is we have a we have a matter of Hallmark is to what we're looking to add or sustain as opposed to cutting really were a few years ago we were having to look at them you know tiers of reductions we're looking at earlier tiers of

085additions in terms of veterans um yeah I'll find you next Tuesday but might be we know more information in two weeks and I just don't want to be rushing on the fourth trying to make a decision yeah I think we're going to have a we could have a lengthy discussion about some point that Mr Council brought up about that that Gap that we have what are we going to do about it and we don't want to make that decision quickly we've got to talk about the tax number we've got to talk about fund balance we got to talk about you know whether we need all the items that we're going to be adding I think that discussion would that actually make more sense if we need the 11th to do a second you know have

086the presentation on the fourth and then any refinements for the 11th because success again my personal opinion I don't want to rush this 300 some thousand dollars is a lot of money a lot of additions coming in and I'll use the example that the coaches and things I just don't want to be rushed on the floor trying to figure this out and then if the budget's not approved right then just you know push us back a little bit the fourth is part of that conversation that's right between the fourth and 19th that's really the time training committee Industries that's the fourth or subsequently even after that um the 28th we may not have our poll numbers for that so we certainly have the discussion we may not know if our aim increases or if you

087can pay funding is increased by that time so it's still a little bit of an estimating at that point but the question is Richard key will have a question as far as he's hearing for the first time the two extra coaches I think maybe you want a little more information is that what I was hearing yeah that's an example of something that we we don't want to I'm I'm the uh well but if it were that we would want to have some new things on the board that we hadn't heard about foreign for another couple weeks after that to to work thanks to everyone I can't be here on the floor all right um uh I'm fine forth because they will have two weeks after that to get the room together um I'm waiting to

088see if that passes to see what our Gap really is so there's a budget meeting Eric too is it the Board of Education meeting at seven we met at 5 30 or 6. thank you that'd be what we call a uh almost there that's fine oh actually you know talking about the Florida I think the next week I would actually talk that we have one on the 19th but I would be available Monday the 17th or Tuesday the 18th too I know but that's when I I think next week is not going to make too much sense until we are we actually expecting clarification are we not allowed to meet during the school vacation we try not to because if there's availability I I think I can get the information you're looking for the Patriots

089to give you better details position because we wanted so there is a good set of music on balance tonight to close the gap have zero discussions we want to make sure that money is [Music] we're going to suggest between we now those that we provide those suggestions and you can certainly come up with your own as well super literary conversations uh the latest this afternoon to say what is our suggested you mentioned what would our suggestions and service positions that we can say this could be unauthorologist that we have an official Aid to get some of these numbers and times our floating numbers which you don't know what's possible connections for example the things the example you used to uh change the tax limit that was just an example it could have been the other

090as well which gives us 111 thousand dollars what what number did you have 1.99 that you also said that a possibility wasn't changed they can talk about this all night we had April 4th at 5 30. all right for the best you can okay April 4th 30. Peter Peter anything in any other room for future meetings any other conversations all right very good the part where you focus and get some sleep because we're going to be going into executive session and I'll entertain the moment for presentation all in favor reports
