there mr stan and mr king being excused i pledge allegiance to america and to the republic for which it stands one nation under god indivisible with liberty jesus cherries new business um i just want to wish you a happy father's day to all the fathers here in the virtual world i hope you have a great weekend anything else new business please drive just a quick update that's something we talked about a couple of times the black topping and the paving at the high school is complete i don't know if anyone had a chance to go through it but it's a great improvement it's in walls after the house right we'll do less striking two is not uh there is no two two two that was done on purpose i think but i can't believe that

any other new business oh business okay just a reminder that as we the rules change for graduation and things like that the rules change all the time between the national and the state and the county and the buildings type of thing as soon as we know we get the message out to the families with the mass we just talked about graduation that we don't know yet but as soon as we do a little bit of definition i'm getting questions about it do we really have to get tested i said jazz up today we really get them tested so um so there was a guidance obviously the governor had uh indicated the state is at a 70 vaccination level but the restrictions on the schools are still in place so the indoor mask mandate for schools

is still in place the outdoor one has been removed for large scale events and venues and year graduation included at the time junior center we're still subject to the guidance that is out there so as of today that is still a requirement for mass squaring we do believe that some of that is changing whether you're vaccinated versus unvaccinated but we will have to work with uh palmie county and the times union center which is our venue for graduation as to what their parameters are for a large scale event as soon as we get that information we'll message that out to families and certainly if the testing requirements change we'll message that out uh cara granada our communications specialist was working on that today and i know mr cache dairy high school principal has also been

in touch with the times union center so as they are able to digest the changes we will message that out to families and i think uh mr cashidorian is going down on thursday with the students to take some videos so people understand so maybe we'll have more information correct one of the things that uh is not only involved aside from the mass mandate was the social distancing requirement so currently the seating plan has families moved together in blocks of five or up to up to a block of five students being six feet apart so that is one of the things that may be adjusted between now and the time of graduation and obviously any changes to plans that have been taking place for months certainly has a rebound effect so we'll message that as soon

as possible has there been any change that we know of in transportation and buses and buses that i know we have protocols now where seating is is uh restricted et cetera i was just wondering if that's changes so the guidance is that uh when you're at current 50 capacity um we are now at six feet on a bus um which was one of the early uh onsets but naspering on buses and inside of buildings is still the same but we are at currently 50 capacity of a lot of losses in most situations we're able to manage our roots with that we have added some additional roots this year and i'm hopeful that those restrictions are at least in next year so we get more students back onto uh training that's what i was asking again

we added some roots we also had sent out a survey which we will again uh this summer asking families if you're not going to participate in transportation that we will remove your child from that seat so that we can better program for those students that are going to write in boston but that's that's still waiting see approaches one time so hopefully by mid july we'll have some plans in place our goal would be to try to adopt our plan by the middle of august and have to approve that at the end of august and then message that out at least two weeks before it started school year thank you any other old business okay any communications i do have a communication from joseph kelly he had indicated that he had planned to address the board

in person today he was informed that that is not allowed due to the law's restrictions so he had created a speech that he intended to read and submit a copy into the public record it's the topic of teaching critical race theory at south county central schools the extreme biases from teachers administrators and viewpoint discrimination he's going to send it via a u.s mail and we'll send some supporting documentation so that it can be considered and addressed thank you for your comment once we receive that information we have been in contact with mr kelly in the past and so we'll address those concerns thank you and that's it okay four committee reports and action items the academic achievement committee mr smith okay the academic achievement met on june 1st we had some guests that came and

spoke to us mr cachadore and mr wetzler mrs den mr barrett and miss wells uh ms penn spoke to us about the k4 level um update in-person hybrid and virtual education she indicated that the open house was a success due to the the fact that people could do it virtually increased hand washing and cleanliness in the building has been a positive and that the mass protocols have been successful in reducing the spread of the typical analysis throughout the year despite the pandemic smaller class sizes have been a positive benefit due to social distancing and lunches were a challenge due to the social distancing and requirements to eat in the classroom on the 5-8 level mr wetzel provided an update students and staff are have adapted well biggest concern is with overall attendance absences more than

doubled throughout the year including in-person hybrid and virtual students that was a challenge in most of them in the 9-12 level mr cache durian told us there was 477 students that were fully virtual which was 31 652 students that were hybrid at 43 and 388 students that were present every day at 26.6 he indicated that mental health was an ongoing concern the staff are continuing additional training on how to support students and families and lastly mr barap and miss wells it gave us an overview of the virtual learning student issues at home can impact siblings working from home he reviews that they review the i-ready data showed that 22 point 22 to 33 percent of the students had not completed the diagnostics it's between two to three times the number of compared to in-person students

so they're working on that that's a challenge additionally we worked on updating the committee charges and the next meeting has yet to be determined thank you mr sen mr simon i'm sorry but just point out one thing the what we reported at that meeting about the number of percentage virtual students who signed up for summer school at that time it covered around three percent within about 48 hours of that time it went up to about 45 so we had a big change um and let me ask jen wells why well because the virtual teachers reached out to families personally and said we think you might want to do this so we've gone from having almost none in there uh to getting about half of them and we have the resources to take care of yeah

we're doing whatever we need to do to get everybody in we've been adding staff left and right to make sure we got to cover um a lot of it fits right into honestly what the stimulus funds are intended for summer programming learning loss all of that type of thing so it works out well is that for every grade um well yeah because a6 summer academy is for k-6 and then we do have 712 offerings mostly credit recovery you mentioned the three levels you did not mention the fine growth colony academy were there any numbers on most of those slides one of the things that uh did come up in the meeting that mr ketchum talked about was the aspire program which is the three to five program that they put in has shown uh steady

benefits to those students involved the students at county academy are eight seniors uh are attending all are on track the outreach program uh eight seniors five have completed their coursework three year on track for graduation the rec center program there are 20 seniors 10 have completed the work nine are on track and one is making some gains so overall our alternative programs are doing very well considering the challenges dr perry could you please define the aspire aspire program uh was a program for students that were failing multiple classes we implemented that sometime around the and the third quarter i think in the second quarter um designed to uh provide them smaller class sizes so we had about 10 to 12 students for grade level with two teachers um a targeted audience from three to five

o'clock in the afternoon as well as a targeted focus on on their core class work to help get them uh towards the the end result versus credits for the high school they also did something similar in seventh and eighth grade mainly geared towards eighth graders who would be having to complete coursework to get out to the high school as ninth graders next year so both programs i think the high school served about 53 students at its peak um the middle school was somewhere in the 20s between both san francisco very good thank you any other questions um can you give us the strategic plan yes yes um just as a preface this is a rather lengthy report so i'm going to hit the highlights that i think are relevant and if i'm missing anything please

feel free to to come in so we're making a development of a new strategic plan we're working with nisba which is the new york school boards new york state school boards association and kazda mr johanny he wanted to find caster for the all right so we have a lot of brainiacs around here and we're working on a new strategic plan and if anybody has worked on strategic plans this is not a short process this is a lot of long process it's going to be at least a year so the board has already met and gotten some pre-planning and we already put through the community and staff strategic planning survey and district data review the board met last week to discuss the vision vision values and goals development has there any update on those oh we

did we just met today so we will share a uh updated draft from the friday bulletin and get some feedback uh for folks and hopefully be prepared to adopt that for our media on the 26th standard again all right that is in the listing audience stay tuned because this stuff is super exciting so phase two we're going to have stakeholder study groups movements with kazda group one teachers two non-instructional staff three administrators four high school parents our high school students group five is community and parents and group six is business and community partners so as you can see there's there's six groups of shareholders and stakeholders it's going to be a lot of work phase three the strategic planning committee the superintendent of the cabinet the board we're going to be working on the draft

mission values and goals phase four we're going to have the reviews the superintendent board of education phase five and six five is the district mission values goals multi-year report it's just not one year it's going to be multi-years phase six communication of the plan to the community and stakeholders phase seven annual review and assessment process this uh stakeholder work will begin in the fall of 2021. now oh excuse me the uh recommendations that we got back from the survey we are working we're censoring our work around the four pillars of south colonie and those are academics wellness character and community and each of these pillars are on the website the video about them correct we did a video series over the last uh months leading up to our budget process and so there's a highlighted

video for each of those areas and it defines what each of the four colors are all right and what page would that be on can you recall uh i know there was a initially a story about it and then i believe uh it is linked on the side right take a look and give our items very good uh the next mission the next meeting will take place on june 26th to finalize the mission and the vision statement and the messaging will go out to the community and stakeholders groups that will be formed in the fall of 2021. just so you know a quick tentative timeline of activities march through june 2021 that's when the surveys were done july and august 2021 we're going to establish meeting schedules instead of the meeting format october 2021 group

meetings october november 2021 working draft of mission value goals with the liaison advisory committee november december 2021 review and revise mission value goals with liaison advisory committee into january february 2022 that's when the superintendent of the board will review the progress made so far march 2020 we are going to work more with the district mission values and do multi-years goals report march and april 2022 we'll be putting the final touches out and communication of that plan will be made and then to top it all off may june 2022 we will be developing the annual excuse me the annual assessment process because once we have this beautiful plan and pro in in place we want to be sure that we're following it where we need to make revisions we will and that will keep everybody up

to date and current on our strategic planning thank you any questions or comments um let's go just answer your question it should be under home and district but i just did a quick search in the search bar for four pillars and it pops up so the problem is displayed for people to find it all right thank you very much welcome mr johanna yes advising committee uh matt 9th thank you to all the uh administrators and principals that came in to help us look at the 5000 area of the policy manual working on the two-year process to update the manual starting with the student section a lot of work was done over the two meetings were views and a lot of uh drafts updates were reviewed by the full team at this meeting we're asking for

a last check on a couple of them by uh mrs downey and it's bernell regard to the health and safety policies uh before that uh brought back to the board um when all the five thousand we finished all the five thousand but we're gonna bring back developer so we worked on about ten of them uh 1900 92 91 uh the skype with the stipends for uh for staff for the extra jobs they do outside the contracts made some minor revisions too some of the things that changed in five five six years adding a couple dollars for different things there uh based on the suspicious input and the budget um that we can what we do what we can afford next year so there's some uh several changes in the policy for that for tonight uh

those two um 1921 had to do with the um non-district employees specifically the voting machines so we updated that because we don't have the county voting machines anymore we brought her up uh 6710 and 40 50 whole bunch of money ones mrs fisher made a bunch of updates um based on change regulations we also updated some thresholds uh for different approvals uh raising them and updating some of the language with regard to expense reimbursements and how much tip you know how much tip the district would pay for what you know it just said normal tip we were trying to find what normal was so we don't see we always give more but going they reverse up a certain amount and the uh the board candidate uh policy and how the elections are structured um we

defer to the next meeting but i will update you that what we talked about last time uh the three options will keep it as it is run for the seat uh second option was to have the uh at large seats so the top three top two candidates would get the two seats if it was two seats and the third option was wards uh ismo reported back that the ward option was not an option except for one district in buffalo so that's off the table but they also said that both ways are done in this area but the board cannot decide this policy you have to present it to the voters to change it so if we want to keep it the same we do nothing if we want to change it to the at-large we

have to have a proposition that the voters should hold up at the next vote and then the election after that would do that so if we don't have enough before next may next date would be that proposition and the day after would be the first if unless we have something right we don't have we'll have a bus purchase in the past okay so that's basically it all we covered at the meeting so basically nothing at this point so it wouldn't be changed earlier not the next day 2023 would be the earliest if if we decide to offer the change the voters would have to prove it next may right for may of 23 right okay the first time that sherry doesn't hear any other questions on behalf of the policy committee and with the approval

of 92 90 92 91 60 700 67 10 67 40 67 50 68 30 68 31 president thank you okay reports for information a summer building news report so um i shared this previously in various drafts but uh before you tonight is they updated on our summer building use this is mainly our camps our summer athletic events and both outdoor and into our activities um as of uh june 8. so effective july 1st our buildings will be open to the public for usage for requests currently uh indoor facilities and the uh use of indoor gymnasiums is restricted through the end of the school year for our current reopening plan come july 1. we will open that up so somebody is requesting to use the gymnasium for volleyball or basketball during the summer time they can

do that we have extended the opening for outdoor athletic facilities already so we do have some community groups utilizing our softball fields in the evening time we'll have uh track and field going on this summer but this is a rundown list of the locations uh obviously the high school is one of the major hubs we do have theater experiences going on at st creek and uh leicester kill will have some uh summer school experiences now summer school at the 512 level for the most part i should say 7-12 level is virtual so there may be some students and teachers who come in to work one-on-one or in a small group but the majority of the 7-12 summer school will still be virtual the k-6 summer academy is going to be in person and that is

going to be uh run by uh miss wells who's currently our supervisor of dla social studies and also our virtual academy principal although mr barrett ms wells will have that program this summer and um so we're we're excited to have uh activities going on both internal and external and uh we're happy to have kids back so we expect a busy summer in terms of the number of students that are on campus for in-person experiences there's well over 300 in the summer academy we have um 150 students roughly at the extended school year programs pen handles at forest park and you know we'll have another 100 plus individual portal at the 712 levels it's tied to all the outside activities uh what's what's the plan for the refurbishment of the athletic field does it take into

account here so that we can be done we will certainly rotate it around so the fields that we are looking to remediate and do the pesticide application will be done prior to anybody utilizing those fields that is right now scheduled i believe for the last week in june make sure that all students are out our staff are out prior to any of the outdoor track and field events going on so we are working around that uh we've communicated with both mr gardeno and mr romer who will be uh replacing mr gardino and gordon webster is uh handling that messaging will be going out through our communications department on the specific dates that we'll be doing any kind of application so we have three fields that will be remediated um in addition we are looking at

some additional um upgrades so we have purchased a water cannon as as you are aware um so they're making some connection points to get water to our fields as well i talked to mr webster today the fields that are earmarked for that would be the girls softball field in the front field towards sand creek and then they're looking at some opportunities to develop the baseball field with possible irrigation so they're working on that component we'll be touching on both of those subjects at the facilities it'll be part of the facilities meeting on friday we'll discuss that and make some more fun do we have any folks for water belief visiting us this year for so much fun we do not they have not reached out to us i'm not certain if they're running their own

summer school or at one point in time they didn't partnered with north county but i knew north county had gone through their construction project uh several years ago so we have not had any interest at this point in time it's usually well advancing now right so earlier tonight we had our communications meeting and the communications committee went over the budget exit survey results we will be releasing those survey results to the community tomorrow but just some of the highlights that we discussed we had 375 responses so we thank those presidents who came out to vote first of all and those 375 who took the time to fill out the exit survey that was an increase of 184 the previous year and so this is done both electronically and uh paper copy we did have some

students that were at each of the sites this year um that was appreciated and we will continue to build on that momentum and try to have more messaging and signage that was probably the big thing that we heard was that it was tough to find the surveys but also some of the voting locations needed better signage so that's an area that we will work on for next year we maintained our five voting locations in the same time frame but i think because we had the um absentee ballot process the previous year we were out of the the typical process of in-person voting so i think that caused some initial confusion uh but overall um the age group that uh filled out the survey to the greatest extent was uh age 31 to 50. uh that

was 45.9 percent of the respondents followed by ages 50 to 64. so that's a little bit on the demographics of 28 of those individuals that fit into those age ranges respond to the survey about 91 percent of the almost 92 percent live in the town of colony are other portions of families that live in moscona made up about eight percent and in our families that were the mealwormism about one percent of the respondents um overall it was about split about 52 percent currently have students attending south county schools and about 48 of the respondents do not uh but out of those folks that do not uh 100 people responded that they will have students in the district in the future so those are some things that we gained from the survey overall the results did

indicate that information related to the land proposition were available that they found information related to that mostly through the district newsletter about 67 indicated the district newsletter followed by family friends and neighbors with the next area and the district website so those three errors were the predominant areas that people got their news about the budget about the candidates about the land acquisition some comments that came through were related to finding out more detail about the board of ed candidates so that is something we're going to take a look at for next year we always provide the bios we can actually have the bios at the voting sites as well that was a suggestion and that's something that we can do as well um so as long as we have that for for all we can

make sure that that works that was good feedback we appreciated that and finally uh about 64 indicated if we had an economic downturn and needed to uh exceed the tax cap levy uh that they would be supportive of that so we would need um a little over 60 so 64 indicated they would be willing to exceed the tax cap about 25 that they need more information so if we were able to consider that in the future we would certainly message out the reason for that and get information um we appreciate everybody's uh feedback taking the time and we'll continue to build and try to make this uh you know as creative input as possible thank you any questions okay nine reports recommendations for action you'll find that pages four through nine and [Music] i had

a question on uh letter i uh actually two questions we're declaring the uh our old voting the older voting machine as surplus would it be wise to keep those for backup anymore they're not going to be even if we have uh just any type of election yeah they gave they gave us an extension to be able to use them for it was two years after they were not allowed to be used in lake county and in statewide boats but we now have to use the electronic we can't use the lever machines anymore okay and my second question uh we're declaring three vehicles surplus i know we've been next to nothing for when we did them out uh at least one of them you know under under 90 000 miles on it does this fit into

our our uh replacement plants in that these are actually the process we were going to surface last year and we decided um and we do um put them out on auctions international and we've gotten much better pricing options international as opposed to doing our own bid or trading them in and one thing that we used to do and i think we did recently a couple years ago we did an exchange with the town for a car we've done a couple that we've done that a couple of times um i'm not sure if they i don't think they've asked for another vehicle at this point okay um i think we've had we've had two vehicles in the exchange repair over the past few years okay just i'm just wondering that's it thank you any other questions

[Music] mr ryan is 17-22 i do have a question okay um does this bring us up to speed or close to uh full speed with as far as replacing the teachers and things we're pretty close yeah there's only a couple hanging out there that still have some paperwork to finish up i believe and there's a couple more interviews lined up next week there's maybe less than a handful left but if we bring any back that may uh we'll let go before uh those opportunities were offered okay thank you any other questions made by mr casey seconded by mr samantha all right personal support uh we do have two uh two individuals who've been in for retirement they would be down the road they're six months out so we stuck some time with these staff members

but certainly a significant amount of years i think over probably 50 combined per year 50 divided but um we still have several months to enjoy the work on these individuals yeah any questions or comments on the motion made by mr ryan the second time this is casey all in favor one acquisition any questions on this all right roll caller brian casey yes stephanie hogan yes rose gigliello yeah colleen gizzy yes neil johanning yes mr tina's excuse david kiel yes james c ryan yes edwardson yes vote carries eight to zero thank you next resolution is authorization of personal social source procurement for page seven to twelve languages any questions oh wait um yeah any questions bye i skipped the page i'm already up to you okay i'm the motion made by mrs gizzy second by mr

ryan same carry eight to zero number 14 resolution for replacement of electrical transformers just out of curiosity why is this one a roll call and previous ones or not um that's what mr ryan recommended is it's capital project related okay okay all right exactly i have a question for just a second sure why my understanding that we have to uh pay to have the wire run from the pole into the building okay yeah um national grid is the only individual or company that can supply that to us so and because it's way over the competitive any limit we need to do it as a sole source 800 feet so they can dictate to us when they're going to put it in yes and how long it takes one of the reasons we wanted to get

this done is we want to get on the pipeline i'm sorry amber yes what's up okay brian casey yes stephanie hogan yes rose giglio yeah colleen gizzy yes neil johannes yes david keough yes james t ryan yes edward simpson yes all right faux carriers 8-0 okay everybody just look at the next few days future meetings any questions yes is the uh 10 a.m on june 18th does that change it's correct that's 10 a.m uh yes because it's been 8 30. it's been advertised as 8 30 elsewhere i mean that um um so yeah i think it was a special meeting of our facilities and trans committee okay i think originally we did them at 8 30 but i don't believe the uh real quick decks or the uh lancer they are nailed in the same

questions a little bit later um found the person from the la group i think had a conflict in that one so we're going to run from about 10 am to approximately that day to talk about the land acquisition process it involves the transportation facility and district office we'd like to get some preliminary plans so that we can overlay on a map what our footprint would look like compared to the acreage that we're purchasing and then there's a series of conversations we had with a number of partners so this is a land that is in both the village and town of colonies we want to reach out to um our municipalities that involve that it also has some acreage that borders the uh bush preserve so he wants to be able to report for those individuals

and then there's a variety of factors that go on with the land there's some army corps of engineer construction due to the creek that runs through the property so we'll discuss all those factors and also a discussion of a timeline to involve the expertise i think the next step is to develop that draft of what the plan could look like and then present that to the village initially for uh review of the zoning applications promised breakfast too only for you i i had one uh one thing i just want to uh recognize and thank the south colonies pta council for the recognition of us uh this evening uh very nice of them and we appreciate it absolutely thank you very much um one thing i will mention the future meetings right now we've got the

strategic planning session board retreat which is on the 26th that's saturday after graduation is scheduled at 8 30 we have it listed as district office we can do it in either location i think if everybody agreed the room 105 of the high school worked out pretty well we can consider using that location but i'd like to just get some feedback on the yes very similar uh both uh jamie and darcy will be back to help us over the next step which is review the mission and vision and then uh work on the goals perfect okay that's that's that will be the full um what three hours or so that'll be about a four hour process the first 45 minutes will be our business meeting so we'll review some of the committee structures and recap the

year and present some planning information the majority of that will provide folders for so that the board has that information and then the remaining three hours will be part of that process so it'll probably run until about 12 30 that time dave just uh i mean normally our meeting for the first part takes quite a bit longer than that so i mean that's going to have to be streamlined so you don't run that yeah i'm going to try to front load as much as i can in pre-planning the year reached out to all the board members currently about committees and available locations so if you haven't responded back to amber please do that and then we'll be reaching out to our future board members as well to solidify that information from the court officers to

put that together and have that so everybody is ready to go for the 26th so hopefully we can be proactive and save us some time on that anything else i need a motion to go into executive session it's ryan and this is cogan fall in favor opposed staying here to zero at 7 44. thank you mr casey just in case you're wondering what cost would be
