the town historian at one time along with Stuart Vorpal. They were co-town historians and she wrote this piece in 1998 for the 350th anniversary of the founding of the town of Bampton by white people. The Montalkets were here already. Okay, so we got to get that straight. All right. After General Washington withdrew from the western end of Long Island, the inhabitants of Suffach County were urged by the New York Provincial Congress to move away as many of their women, children, and enslaved people at and as much of livestock and grain to the main. And where did they leave from? They left from the brand new warf just built in Sak Harbor. This that was built in 1770. >> Okay. Not only did they bring their enslaved people, they also brought most of their stock. And
you can see why the British wanted to occupy Long Island, there was so much here that they were able to confiscate and they were supposed to pay for it, but of course they didn't or whatever they paid, they paid very little. Um, Bernett Miller was the supervisor of East Hampton in 1776 and he moved to Stonington, Connecticut. Thomas Wickham who was a privateeer. He lived across the street. Bernett Miller lived where the 1770 house is today. And right across the street lived Thomas Wickham. He was a privateeer during the American Revolution. And later on the family that own that lived in this house was the Huntington family. Dr. Abel Huntington, Dr. George L. Huntington, and Dr. George E. Huntington. And the name Huntington's disease comes from this family's research. Also living in that house was
the great Cornelia Huntington, the first published female author in East Hampton. So he left. Also Aaron Issacs left. Aaron Issacs was the grandfather of John Harry P. And he left to go to Connecticut. And then finally um uh Colonel Abraham Gardner also moved uh to Connecticut. And the gu he he lived where the gardener the LVIS building is. That's the Gardener Brownhouse. Um, and supposedly that building was empty during the American Revolution and it was supposed to been the headquarters of Colonel William Tryan, Sir William Erskin, and Sir Henry Clinton are mentioned. I'm not so sure if that's true. The problem with many of the writings about the American Revolution, they're apocryphal in so many ways. We have very few diaries of people who lived during that time period. So, but the important point I'm
trying to make is many people left uh to go to Connecticut. Okay. And then I'm going to leave on this note. I want to thank or congratulate Council Member Rogers for her historical talk using the words of Frederick Douglas and uh Thomas Payne. I couldn't go to the rally because it was a no kings rally. Okay. Thank you, Mr. King. All right. So, Michael, we've got 13 public hearings tonight. Could you please read the first meeting notice? The public hearings will be held live and in person by the town board and will be available electronically by video and teleconferencing and will be televised on local TV LTV channel 22 and available for live stream on the LTV website ltv.org. Would anyone like to address the board on this public hearing? Matthew, is there anyone on the line? >> Uh, not at this time. >> Motion to close. >> Second. All in favor? >> I. Michael, if you could please read the second meeting notice. Please take notice that the town board hereby directs that a public hearing shall be held on April 2nd, 2026 at 6 p.m. order soon after, as this
matter can be heard, at East Hampton Town Hall, 159 Panagago Road, East Hampton, New York, to hear any and all persons either for or against a local law entitled a local law providing for the amendment of chapter 91, beaches and parks, section 5, vehicles on the beach of the town code of the town of East Hampton to prohibit parking and driving on townowned portion on the townowned portion of Jinby. beach in Montalk from Thursday before Memorial Day to September 15 of each year between the hours of 10:00 a.m. and 6:00 p.m. >> Thank you, Michael. So, we have a couple of folks signed up for this. First up is William Jacob. >> Welcome, William. If you could just state your name for the record for the clerk. >> William Jacob. Montalk Surf Casters Association. I
just came down to address the board um about the slippery slope that leads to elimination of access on the beaches, which is where I think the town is headed by limiting driving beach access. The town has been fundamentally available for beach driving for generations. Uh this was a fishing town. It still is a fishing town. I worked out here fishing since I was 16. Um it's a long time but um anyway and I got involved the math >> and I got involved with Malk Surf Casters Association to preserve um beach access for fishing and I think by taking it away for sunbathing is is a mistake because like I said this is a fishing community although everybody came out here loving what this community had to offer but now we want to change it and
I think the town really should look strongly at the reason why we're going to close the for sunbathing, which was never part of anything that occurred in East Hampton from the beginning. Um, sunbathing and hanging out on the beach is a new phenomena that started in the 1900s, didn't exist between the 1600s and 1700s because we believed in sea monsters. So, our sea monsters now are changes in the the way we live our life. And respectfully, we'd like to see that the beach remain open for driving. That was it. >> Okay. Well, thank you. Thank you for joining us tonight. Thomas Paraglia, I hope I'm pronouncing that correctly. >> Great. Welcome, Thomas. >> Good evening. You're >> uh Thomas Paraglia. Um just going to read something. Uh good evening. Um I'm Tom Pragley. I'm a
resident of East Hampton. I'm here to oppose the proposed amendment to chapter 91 restricting vehicle access at Jim Beach. While framed as a limited daytime restriction, an eight hour ban from 10 am to 6 pm effectively eliminates meaningful access during the very months the beach is most used by residents. It functionally converts a drive-on beach into a walk-on beach for the very resident residents intended to serve and undermines long-standing traditions of responsible beach access. Um, importantly, chapter 91 already provides target and enforcement tools, including penalties and the ability to revoke permits for violations. Uh, those should be used before eliminating practical access for responsible residents. Um, I also respectfully urge the board to adjourn this vote for tonight and work with residents to develop a reasonable solution that uh, addresses safety concerns while also preserving
access and respecting the long-standing use that we've enjoyed. >> Thank you, Thomas. >> And just so folks know, we will not be taking a vote tonight. We will we will be bringing this back to a work session for an after hearing discussion. Anyone else would like to address the board on this public hearing? Matthew, is there anyone on the line? >> Uh good evening. This is uh Matthew Chiron calling on the uh phone line from LTV. Uh we have no additional callers, but I just want to uh demonstrate the phone lines are open and working. >> Thank you. Great. Thank >> Motion to close. Second. All in favor? >> I. >> Okay. Michael, if you could please read the third meeting notice. Please take notice that the town board hereby directs that a public hearing
shall be held on April 2nd, 2026 at 6 p.m. or soon after as this matter can be heard at East Hampton Town Hall, 159 Panagle Road, East Hampton, New York to hear any and all p persons either for or against a local law entitled a local law providing for the amendment of chapter 26 waterways and boats of the town code of the town of East Hampton. Thank you, Michael. Would anyone like to address the board on this uh amendment to chapter 246? >> Matthew, anyone on the line? >> We have no callers on the line. >> Motion to close. >> Second. All in favor? >> I. >> All right, Michael. Public hearing number four, please. Take notice that the town board of the town of East Hampton will hold a public hearing on April 2nd,
0132026 at 6 PM or as soon thereafter as this matter may be heard in the town board meeting room, East Hampton Town Hall, 159 Panagar Road, East Hampton, New York, to consider awarding a grant in the amount of $29,000 to Windmill Housing LLC for making energy efficiency and safety improvements to senior housing units at the Windmill to senior housing complex on Akamonic Road, town of East Hampton to maintain the premises as safe and livable for community housing purposes. >> Thank you, Michael. Would anyone like to address the board on this public hearing? Matthew, anyone on the line? >> We have no callers on the line. >> Motion to close. >> Second. All in favor? >> I. >> Okay. Michael, >> number five. Notice is hereby given that the town board of the town of East
Hampton will hold a public hearing at Town Hall, 159 Pentagon Road, East Hampton, New York, on Thursday, April 2nd, 2026 at 6 p.m. or as soon thereafter as this matter may be heard to consider comments of all persons of the proposed springs park management plan update dated February 27, 2026 Suffach County Tax Map 3000-61-4-4.2. The full text of the management plan is available for inspection in the office of the town clerk, 159 Pinnacle Road, East Hampton, New York, during regular business hours of 900 a.m. through 3:30 p.m. Monday through Friday, exclusive of holidays. >> Thank you, Michael. Scott, did you want to introduce this public hearing? >> Sure, I could. I'll say a few words on it. So, so this is a 42acre property that a former town board uh passed a resolution to acquire
back in 2001. Uh at that time it had a very small user base and as it grew uh into 2009 the town board then decided to adopt a management plan to sort of give some rules and regulations um give some expectations um discuss uh invasive species and as the author of that particular management plan. My focus at that time was primarily the removal of autumn olive that was the uh primary invasive that was marching across the property. We even had complaints from neighbors and so my f my focus was probably biased by some of those complaints. Um recently we are considering um some remediation and uh and restoration on the mugwart side of the park. Um as well as the acre that we cleared last year. We were thinking about planting some potential trees and
shrubs. And so our current management plan was not in keeping. So, we're making uh or proposing a modest uh uh clarification um and modifying one particular paragraph which I'm glad to read quickly and and that's the only change that we're proposing in this particular plan. So, the new revised proposed uh paragraph reads removing invas invasive species is crucial for protecting native ecosystems, preserving biodiversity and maintaining the health of our environment. Autumn olive, black locust, mug wart, and other highly invasive species have been a major concern for the park. Loss of scenic views along with habitat for bluebirds and other ground nesting birds is pervasive. Biologists consider invasive species such as these to be one of the two greatest threats to native plants and animals, second only to the outright loss of habitat to urban sprawl,
agriculture, and and industrial development. Loss of uh recommended control methods may include but not be limited to uh removal in full including root systems, annual cutting or mowing and native re vegetation when practicable uh to support reestablishment of native habitat. >> Would anyone like to address the board on this public hearing? >> Matthew, is there anyone on the line? >> We have no callers. >> Motion to close. >> Second. All in favor? >> I. >> Thank you, Scott. All right, Michael. Public hearing number six, please. >> Let's take notice that the town board of the town of East Hampton will hold a public hearing on Thursday, April 2, 2026 at 6 p.m. or soon after as this matter can be heard to consider any and all comments in relation to the a upgrade and improvement
of the sanitation building at the estimated maximum cost of $241,800. B. Acquisition of a payloader with grapple bucket at the estimated maximum cost of $126,000. C, acquisition of a hauling vehicle at the estimated maximum cost of $124,900. And D, replacement of the fire sprinkler system at the estimated maximum cost of $300,000. The estimated total cost of the foregoing is $792,700 for the use of the East Hampton Sanitation District, also known as the district. >> Thank you, Michael. Would anyone like to address the board on this matter? Matthew, was there anyone on the line? >> Uh, we have no callers on the line. >> Motion to close. >> A second. All in favor? I >> All right. Public hearing number seven, please. Please take notice that the town board hereby directs that a public hearing shall

All in favor. >> Okay, so we are now up to public portion. And Brad Brooks, you've signed up. Welcome. Didn't expect that to go so quickly. >> Fortunate. I didn't realize I'd picked such a busy
day. I had 13 topics. Uh I'm following up an email I sent to all of you last week about an issue I think is probably more important than all of these other issues you just discussed or had to approve of. Um and that's the deer tech issue. Um this is something that I think the town has known about for about a dozen years. You've had a deer management committee for 12 years that's done, as far as I can figure out, nothing. We have a tick action committee for two years which has done nothing. Um, I don't think it's a a faroff statement to say we probably in terms of tier and tick some of the biggest problems in the county, the state, and perhaps the country. I'm sure all of you must know somebody that's
come down with deer uh tick tick dearborn diseases. My wife has it. My son has had been tested multiple times. This is a serious issue that the town has to spend some money on. I realize there are a variety of things you can do, but I don't understand why it's so hard to do tick reduction machines. The town's known about this for years. North Haven spends several hundred,000 on this. It's a town the fraction of our size. You've not allocated any money. When I've approached the town about this before, I've been told it's too expensive, which seems a bit odd when a town of a budget of 108 what's it 108 uh million dollars. You can't spend a couple hundred thousand dollars for health. It's very I mean I find it very confusing. I've been
coming to town for four years. I'm hoping for reading the papers that there's going to be some sort of decision next month by the board. So I hope you allocate more than what I've been told is $45,000. I hope that's I hope that's incorrect. As I said to Tom, I think there should be a zero added to that. I'll point out the town just spent $5 million dumping sand at ditch plane that a big chunk of it just washed away. So if you can do that, you can spend several hundred,000 to try to reduce the tick problem. Uh the last thing I will say, um I wasn't going to talk about this, but I'm not sure the Jin Beach issue. My son was almost hit six years ago in Napig by somebody who was drunk
driving on the beach in the summer. I my personal experience, nobody should drive on the beach in the summer. So, I'll finish with that. Thanks. >> Thank you, Brad. >> Brad, just to let you know, we're going to be having on the 21st the wildlife committee will be presenting on deer management as it relates to ticks. >> Tom, I'm not sure it's going to happen on the 21st, but it's it's coming up very soon. I'll keep you updated. April or May and with what interventions the town should possibly take on. >> Well, I mean, the other thing I should have mentioned is I would appreciate a chance to talk to the ticket committee. I asked for this four or five months ago. I think >> the ticket committee or the wildlife committee. the tick action
committee. >> Tick action committees. Yeah, you can you can come to the next meeting but if it's to do with reducing the number of ticks is actually coming through the wildlife committee >> just to be clear because from the I don't know if you saw the tick action committee presentation uh last month but yeah >> so so that basically identified deer as the primary host that we have to target. The wildlife committee will be presenting on methods by which it recommends the town should address the deer population and the town to impact ticks. You know, I think these two things are clearly related. I realize it's tough to do a call, but let's be honest, the DEC told you to do this 12 years ago. I realize none of you were on the board back
then, but 12 years ago, you were told. Most a lot of other towns do this. Once again, we probably have some of the highest deer collisions, cars, tick born diseases of any place in the country. Not the county, not the state, the country. So, I really hope something is finally done. Thanks. >> Thank you, Brett. Would anyone else like to address the board tonight during public comment? No. Matthew, is there anyone on the line? >> We have zero callers on the line. >> Okay. So, we are going to move on to resolutions. Tom, >> thank you, Madam Supervisor. I will start with resolution 2026542. Uh this is uh warrant number 4 a approval of claims in the amount of 3,232,53283 and $109,558.18 respectively. Second. >> All in favor? I >> I >> 2026543 is a
