East Hampton Town Board. We are live. >> Great. Thank you, Jason. Good evening, everyone, and welcome to the East Hampton Town Board meeting of Thursday, February 5th, 2026. Michael, if you could please read the roll call. >> Council member Flight present. Deputy Supervisor Lee, >> present. >> Council member Rogers, >> present. >> Council member Calder Pedmont, >> present. >> Supervisor Burke Gonzalez, >> present. If we could all please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. So tonight we have four public hearings. The first is a water quality improvement plan revision for 2026. The second is to accept uh scenic and easement at 136 Town

Lane. Uh the third public hearing is the first time home buyer down payment assistance program for 2026. And lastly, a grant of a scenic and conservation easement for 43 Marine Boulevard. We then follow that with public portion and then resolutions. When you do address the board, we kindly ask you to keep your comments to three minutes. But before we start, we have Hugh King in the house. Welcome, Hugh. >> Thank you, Madam Supervisor. Now, we've already talked about the ballot of Pudding Hill. Remember the woman throwing the pudding down? Then we talked about the East Stamp Town Trustees being a elected government body in 1686 way before anything else. Then I talked about Samuel Fishelook Smolford who complained about the whale tax and taking out a license to go fishing. Well, I forgot somebody. >>

Oh no. >> We had a 20 20 21st century Samuel Fish Molford. Okay. You know, if I say share, you know who I'm talking about, right? If I say Madonna, you know who I'm talking about. Elvis, you know who I'm talking about. Steuart. >> Yes. >> Steuart Vorpal. Okay. Was a modern-day Samuel Fish Mford. Okay. Three times the Bayon was charged with violating state fishing laws. And three times the charges were dismissed. I think they were afraid to go to trial because of the Duncan patent. In August 1998, Mr. Vorpal was charged with one count each of fishing without a license and taking lobsters without a permit. I abide by the trustee permit. Mr. Vorpal said the federal and state licenses are out of the loop. And he's did this for years Steuart. So he

was our modern day. And I'm sorry I forgot him. Okay. Now, articles of association. On July 17th, 1774, a special town meeting was held in East Hampton. Having legally warned by the trustees, Ela Miller was the moderator. The resolutions given below were adopted. And what they did is they said they were going to cooperate with the rest of the colonies. They were going to try to follow the non-importation agreement where the colonies refused to import things from uh England. And then they voted a a group of men to be a standing committee. And then every man in East Hampton who could uh bear arms signed this uh articles of association including Bernett Miller who later became supervisor. Thomas Wickham was a privateeer during the American Revolution. Samuel Buell was the minister in East Hampton. John

Dayton, who you're going to be hearing about later on, who helped save cattle from being taken by the British. Uh, the Mulfords of the Mulford Farm. Okay. Isaac Vansoy, the Vanso from Northwest. Recap Cheryl who one of the founders of Clinton Academy. There's a guy named Abraham Skellinger. He had a landing. Abraham's landing road comes, I think, from Abraham Skellinger. There are a whole series of those landings. Samuel Hutchinson was a doctor in East Hampton. And this may certify that every male in the town of East Hampton have signed the above association that are capable of bearing arms by order of the committee. So there we go. This is 1774. Even before the Declaration of Independence, the people in East Santon were involved in the activities that eventually led to the American Revolution. And now

I'm going to close with my three favorite words. Cranberry Hole Bridge. >> Thank you, Hugh. >> All right, Michael, if you could please read the first meeting notice.
