Good evening, East Hampton Town Board. We're live on channel 22. We're streaming to YouTube. Phone lines are open. You may begin. >> Thank you, Matthew. Good evening everyone and welcome to the East Hampton Town Board meeting of Thursday, November 20th, 2025. Carol, if you could please read the roll call. >> Present. >> President. If we could all please stand for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> So, tonight we have seven public hearings. If you haven't had an opportunity to sign up, if you wish to speak, I'll also ask for a show of hands and then [laughter] we'll go to the phones. Um that we kindly

ask you to keep your comments to three minutes. Then we move on to public portion and then we go to resolutions. But before we begin, we have our town historian in the house. Welcome, Hugh. >> Thank you, madam supervisor. [clears throat] Well, another era has passed in Amigansit. Mary Curls has passed away. She didn't make it to 102. Now she is part of the first and second generations that came here uh in the early 20th century. Joseph Deopola comes first and his wife was Filyamina Duno. Mary's father Amado Deopola came. Then Mr. Duno, Carmine Duno came, then the Napalo family came and then the Natal family came and all of them had ties to the Long Island Railroad. Um, the only two people left from that first generation, Stevie Napalo and Lucy uh Natal Bennett,

are still living in the places where they lived years ago. Okay. But Mary Curls was [snorts] not the oldest person to have died in East Hampton. Abigail Field, 108 years old. >> Wow. Wow. Abigail Edwardsfield at 108 must be the oldest living resident of East Hampton. Died on Shelter Island. Um, my birth took place at Franklin Farm, a u a mile and a half on the outskirts of Springs Village, she wrote in uh uh in an article in 1998. In those days, a new mother was kept in bed for two weeks. A week or so later, unbeknownst to my mother, my father wrapped me in a little blanket and took me by horseback a mile to Duck Creek homestead to show me to his uncle Sam. Father did not go in, just waited until Sam

came out and saw me and he said, "You better take that thing home before you drop it." [laughter] Her parents were distant cousins. Janette Tut Tuttle Edwards and Daniel Edwards. The 200 acre Franklin farm made up the whole of Maidstone Park in Camp Blue Bay. In the 1980s, when children usually walked to school, those living at a distance were not acquired to attend school until they were eight. When Mrs. Field reached that age in 1906, she attended a two- room brick schoolhouse on the side of Ashawa Hall, as her father and grandfather had done before her. She and her brother John walked a mile and a half along a path through the woods every day come rain or snow. If the snow was deep, her the father walked ahead of them to break a path

until they were out on fireplace road where a team of horses would have cleared the snow. On the way home from school, she and her brother would stop sometimes at the Parson's blacksmith shop, which was which was next to which was then called Miss Kitty's Pond. I have no idea where that was. I thought it was was Pussy's Pond, but that's not correct because the Parson's blacksmith shop was right across from where the Pocrass Center is, and it was moved, remember, in the 1980s. Um, they took turns cranking the bellows handle as Mr. Parsonshaped horseshoes, different types for summer and winter. Few Springs children attended high school, but she and her brother were among them, traveling six miles there back and forth by wagon. Okay. Whenever they went visiting, they had to leave early for

her father to feed the livestock and milk the cows before dark. Now, here's a beauty. She well remembered going shopping at Sar Harbor by train. Now, how did she do that? Okay, a trip which involved going to Amigansit, taking the train to Bridge Hampton, and then transferring to the scoop, right? The train that went to S Harbor. uh your the town clerk gave me a whole bunch of information about I wrote an article about that for the East Hampton Independent. So that's Abigail Field 108. When I come back in December, we will be thinking about 2026, the American Revolution. >> Thank you, Hugh. >> That wasn't on the microphone. Do you want to repeat that? Most of what I said was true. [laughter] >> Beautiful. All right. >> Madam supervisor, if you don't mind, I

would like to make a motion to co-join uh public hearings number one and number two. >> Second. All in favor? >> I. >> Welcome, Scott. We're having technical difficulties, right, with the maps? >> Yes. Yes, we are. Do you want Marina hearing first or you want me to go first? >> Let's have Carol read it in. >> Yeah. I'm just going to stand here and look pretty, [laughter] >> but the camera's going to be on Carol. >> The public hearings will be held live and in person by the town board and will be available electronically by video and teleconferencing and will be televised on local TV channel 22 and available for live stream on the LTV website. The public shall be permitted to appear in person, but may also provide comments on the matter being

heard by calling 351-8886331. Any person or party wishing to be heard with respect to the foregoing may do so in person, by agent, by attorney, or by teleconference to the live meeting, or by written comment addressed to the East Hampton Town Clerk, 159 Panagle Road, East Hampton. Comments may also be submitted to the town clerk by email to crennan eampny.gov. All comments must be received by the town clerk by the date and time of the public hearing. Take notice that the town board of the town of East Hampton will hold a public hearing on November 20th at 6 PM and the town board meeting room town hall 159 Panagle Road Eastampton or as soon thereafter as the matter may be heard on a proposed local law providing for the adoption of a revised community preservation

project plan pursuant to section 64E of the New York Town Law which provides for the preservation of open space, historic places, and recreational areas within the town of East Hampton, including the incorporated villages therein to include approximately. 26 acres of land located at 227 Gerard Drive in Springs, reputedly owned by Lucille E Mascia, akl Lucille E Mascia Forzano, and identified on the Suffach County Tax Map as 34226. Take notice that the town board of the town of East Hampton will hold a public hearing in the town board meeting room, East Hampton Town Hall, 159 Panangelo Road, East Hampton, pursuant to section 247 of the general Minnesota law and section 64E8 of the Town Law of the State of New York on November 20th at 6:00 p.m. or as soon thereafter, this matter may be heard

to conser consider the following. the town's acquisition for the preservation of open space and the improvement of water quality with community preservation funds of a property located at 225 and 227 Gerard Drive in Springs reputably owned by the estate of George V. Mascia and Lucille E Mascia aka Lucille E Mascia Fzano and consisting of approximately 48 acres of vacant and developed land at a cost to the town of Eastampton not to exceed $1,500,000 plus reasonable survey title prrated tax and recording charges said property being described on the Suffach County tax map as 342 2 2 5 and six an amendment to the 2025 CPF management and stewardship plan to include said property. >> Thank you, Carol. Okay, Scott. >> I do so love to share those aerial photographs. I'm sorry I don't have them at

this time, so you can imagine with me if you will. We're driving down Gerard Drive. We're passing over the second causeway and just up on your left hand side are these two properties, one vacant, one developed. Um this is interesting one because usually our practice is to acquire these properties um post removal of structures. In this particular instance um we're doing something a little out of the ordinary. Um, we're actually going to acquire the properties both as is, including the structure, and we will handle the demolition thereafter, um, returning that back to green space. In short, the seller was not in a position to preside over the restoration of this property, but instead has agreed to sell for below market value. Um, we were outbid by quite a bit, but the sellers would prefer to

see it go back to open space. So, Gerard Drive is a fragile peninsula of land separating Akabana Harbor from Gardener's Bay and it's an area of extreme environmental sensitivity. It is widely regarded as one of the most environmentally dynamic land areas within the town. These types of waterfront acquisitions both with or without structures accomplishes a number of goals beyond simply restoring or preserving a scenic view. To name a few, they increase habitat for wetland wetland dependent species. They remove nitrogen sources of associated septic. They eliminate source of nutrients from fertilizer applications and once restored will become storm water buffers for our distressed water bodies. This property falls within the harbor protection overlay district, the New York State significant coastal fish and wildlife habitat, a scenic area of statewide significance and the piconic estray program's critical

lands protection strategy. For these reasons, I would ask the board to pass a resolution one to add the developed property to the CPF project plan and another resolution to acquire them both. >> Thank you, >> Carol. Is there are there signup sheets for tonight's public hearing? Okay. Would anyone David welcome David? It's been a while. >> Yeah, I'm busy playing pickle ball. Um, good evening. David Buddha from the Springs. Uh, first a general comment not directly related to this uh, particular hearing. I know that it's been the practice for many supervisors tenur in this town that public hearings you make an announcement either requesting or directing people that comments at a public hearing should be limited tried to be limited to no more than three minutes. I have to say that that really is inappropriate

and really contrary to the whole nature of a public hearing. Public hearing is to induce testimony to pro allow the public to provide evidence to provide information and it may be a topic that um has been discussed many times by you and by town officials. So, I really think that unlike the public comment period, I really would request that you refrain in the future from announcing that public participation, public testimony at a public hearing should be limited to any specific time. Of course, if someone goes off topic, if you have a a matter that's going to generate dozens and dozens of people showing up to speak, then that's a different story and you obviously have the discretion to limit uh particip participation in a public hearing. Now, with regard to this matter, I appreciate that

Scott has explained uh the circumstances where we're not you following the usual rule of a developed property that's to be acquired by the town CPF will have the structures removed in advance at the expense of the seller. But of course, in this circumstance, I understand at least one or all of the sellers are actually deceased and there's an estate involved. And if the price has been adjusted appropriately, then I certainly have no objection to that scenario. I do have one question though. The public hearing notice states, and we all know that it's important to specify why the property is being acquired and for what purposes under the CPF laws, it states that the town's acquisition is for the preservation of open space and the improvement of water quality with community preservation funds. To me that

creates a bit of a problem or might pro create an accounting problem because the water quality designation means that if those funds would come from the 20% set aside of the community preservation fund whereas the general community preservation fund does not have any limitations. So usually it's open space recreation maintaining historical purposes. But when you have an announcement that you're doing it for both purposes, I just wonder, Scott, if you could explain how the accounting will be done for that $ 1.5 million, will it be charged against the water quality 20% set aside or not? And is that just a little bit of uh excess verbiage that can be disregarded? >> Thank you, David. Would anyone else like to address the board on this matter? >> Matthew, was there anyone on the line for this

public hearing? We have uh three callers on the line. I'll put the first caller through. Uh caller with phone number ending in 6925. >> Hi, this is Parmo Manera with housing help. I'm calling regarding public hearing number three, the accessory dwelling units. >> Okay, thank you. All right, I'll put through the second caller phone number ending in 9535. >> This is David Goldstein. I'm calling to talk about the amendment for the ADUs. >> Okay. Thank you. >> That's awesome. Great. >> All right. Uh putting through next caller phone number ending in uh 2341. And we actually have another caller that just jumped on the line, but I'll unmute 2341. >> Thank you. >> Hi, it's Brian Ephra. I'm calling for uh um the ADU amendment number three. >> All right. Thank you. And I'll put

through caller with phone number ending in uh 600. Hi, this is Michael Daly and I'm calling uh to discuss the uh ADU amendments as well. >> All right, thank you. Uh there's no more callers on the line for this hearing. >> Motion to close. >> Second. >> All in favor? >> Carol, if you could please read the third meeting notice. Please take notice that the town board hereby direct that a public hearing shall be held on November 20th at 6 pm or soon thereafter this matter may be heard at Eastampton Town Hall 159 Panagle Road East Hampton to hear any and all persons either for or against the local law entitled a local law to amend chapter 25 zoning of the East Hampton Town Code to modify the requirements applicable to accessory dwelling minutes. >>

Ma Matthew, I think the line is still left open. I have to come to the >> Yeah, I got that. I just caught it. Thank you. It's muted now. >> Okay. Sorry, Carol. Okay, beautiful. Would anyone like to address the board on this public hearing? >> David. [clears throat] does tell it's not David Buddha whenever I have reason to speak out proposals to to increase the flexibility and uh development of additional ADUs. I want to start by reminding you that I am a strong supporter of trying to develop affordable housing to maintain the housing stock for residents who are going to live and be part important part of this community. Um, so I have nothing against the town spending a tremend all of your efforts to find locations where it's appropriate to develop either additional

affordable housing apartments or additional affordable housing, maybe even multiple family zoning, which is something the town hasn't had for a very long time for two family housing. Um, let me first point out something that I'm sure was a glitch, an error, but if you take a look at resolution 20251356, which is the one that schedules this public hearing, and if you direct your attention to page 8 and 9 of that resolution, which sets forth the existing law and the changes that you're proposing to make, including a section entitled uh numbered 2551 1167 additional regulations although that's not really the focus of this uh whole proposal. Let me point out that in subsections A10, it literally says the following that if you were to adopt this without making the corrections and and uh changing this, it

would say that the gross floor area of a single family residence may not exceed 710% of the lot area plus 1500 square ft. Obviously that was supposed to be 7% not 710%. It also continues to on at the end of the paragraph it states that notwithstanding any prior provision to the contrary no single family residence may exceed 20,000 square ft. That is no longer the law and this would effectively reestablish the old law and [clears throat] I'm sure they want to correct that. Now, with regard to substantive comments, I don't know about you, but trying to read all of these complicated and confusing uh provisions gives me a headache. You're trying too hard to force something, two family housing in a single family residences zoning without changing the character of the town. You're not really

going to succeed. There's many things that I have problem with. Allowing non-primary residents to add an accessory dwelling unit undercuts the protection of neighborhood character of single family residence zones. And there I find that there's a need to maintain a required tie between the owner being in residence and the rental of an ADU. in residence doesn't mean that the primary it means that the person who's applying for and building an ADU is a primary resident. That does not mean 365 days, 24 hours, 7 days a week. It means that that is their primary home. That has always been the nature of the town's provisions for allowing any type of affordable accessory apartment, now known as ADUs. It gives the the neighborhood protection that there is someone there if not every day of the week and

every month day of the year but someone who is invested in living there. We have a terrible trend in this town. I as part of my work [clears throat] I track every single sale of property in the town and we are having more and more and more properties purchased by limited liability companies, corporations, all sorts of non-corporal entities. There's nothing in our laws that even distinguishes that fact. How do you deal with the fact that some of these properties will be owned by limited liability companies or corporations or other types of uh business organizations that have multiple members that have no real presence, no real investment in the community. I find that um to allow the rental registry program to be utilized by any owner of a property that is also going to be participating

in the ADU program. The two are really apples and oranges. They're just they don't go together. The the rental register program is market rate. The ADU program always has a affordable affordable comp component. And when you mix those two together and when you allow limited liability companies and corporations to purchase the property, then rent the entire primary structure full-time or as allowed by the rental register program multiple times during the year and then you have a requirement to have a affordable full-time resident in the ADU. It's going to create a nightmare of administration and enforcement. An owner that builds an ADU could be an LLC or a corporation. And this compounds and frustrates any method of protecting single family character in our single family residence zones. Owners of property with ADUs should be residents of

the town, i.e. It should be their primary residence. And eliminating that requirement is going to create a undesirable condition and undesirable influence and a total disregard of our existing single family zoning laws and rules. What you should do is spend as much time as you have trying to craft these complicated, convoluted limitations and requirements. spend that time finding places in the town where it's appropriate to build new affordable housing apartments and even to consider establishing two family housing areas of the town because there's a need for the housing. We need to maintain uh the character of the town and provide reasonable housing for young people to move into the town and to stay in town. Thank you. >> Thank you, David. Would anyone else like to address the board on this topic? Okay, Matthew, if

you want to put the the the four callers through. >> Okay, we now have six callers on the line. I'll put the first caller through with number ending 6925. >> Thank you. Hello and good evening. My name is Parar Moya Mansera and I am the executive director of housing help incorporated a hotcertified housing counseling agency that has served Long Island for more than 15 50 years. In recent years, much of our work has focused on residents of the East End and the town of East Hampton, where we have assisted homeowners at risk of foreclosure, renters facing evictions, and first-time home buyers navigating an increasingly competitive housing market. I am here today to speak in strong support of the proposed revisions to chapter 255. East Hampton is currently one of only two towns in Safo County

that prohibits homeowners from having an ADU based on the size of their lots. The existing minimum lot size requirement of 20,000 square feet effectively prevents several many of East Hampton homeowners living on a smaller lots from ever being able to build an ADU. AUS are widely recognized as one of the most coste effective forms of affordable housings since many homeowners already have existing spaces in their property that can be converted into living units often requiring little or no additional renovation costs. AUS offer substantial benefits for homeowners. Rental income from an ADU can be the difference between staying in the town or being forced to relocate. However, the current 20,000 square foot minimum lot size requirement prevents precisely those homeowners who will benefit the most, those living on a smaller lots, who tend to be lower

income from being able to obtain an ADU. That is why this proposed amendment is so critical. It removes a key barrier that has kept the town's otherwise proadu zoning framework from reaching its full potential and will mean meaningfully expand East Hampton homeowners ability to build an ADU. For the sake of the residents who are struggling to remain in the communities they grew up in, I urge you to vote yes on this important change. I spoke as an executive director. Please allow my last few seconds to speak. As a mother, I am I am the mother of a young adult uh daughter with intellectual and developmental disabilities. The waiting time for someone who is disabled for affordable housing is approximately 10 years. ABUS will allow parents like me to be able to create housing for my

daughter, for our loved ones, for our family members. It will allow us to create the housing that unfortunately it's not being built fast enough for our aging parents or for our adult children. So, I urge you to please vote yes. I know there was a concern about owner occupied ADUs. I just want to make you aware that we work with many homeowners who are at risk of foreclosure on all foreclosures and sometimes these end up being senior citizens that for some reason that that end up having to go to senior housing or to to some sort of housing that they wish to come back. So not always the owner not necessarily be able to live in the property. Also some service members that are that have to travel and serve overseas you know will benefit

from this. I understand why we want to have owner occupies but let's be mindful of our service members that sometimes they live overseas temporarily for a year or two who want to keep their homes. Thank you very much. Thank you, Polar. Now, if >> you could put caller through, please. >> Okay, I'm putting uh the next caller, Mr. Goldstein. Phone number ending 9535. >> Evening board members. Thank you for your time. This is David Goldstein. I'm a resident of East Hampton. I'm calling today to voice my support for the amendments to chapter 255 regarding ADUs in the town. As you know, the town is nowhere near meeting the cap of 40 ADUs per hamlet, reducing the minimum lot size and allowing second homeowners to build are changes that will increase the pool of eligible properties.

I fully support the revisions to chapter 255 and appreciate your efforts to make it easier and more appealing for me and my neighbors to build an affordable unit on our lots. Thank you for your consideration. >> Good luck. Second. >> Thank you, David. >> Okay. Putting through third caller. Phone number ending 2341. >> Great. >> Um, good evening everyone. My name is Brian Era. I am a resident of East Hampton. Um, I am calling today to voice my support for the amendments to chapter 255 um, regarding ADUs. Um, I I wanted to second what Ms. um Pilar Moya spoke about, you know, allowing homeowners on smaller lots um to build ADUs. And this, you know, the code changes that you're presenting today um will make that possible. And and you know, it's it's homeowners in

many cases who live on smaller lots that are the very people who will benefit the most from the extra income of an affordable rental. Um, I also wanted to address the um the person who spoke earlier about, you know, not wanting second homeowners um to be permitted to build an ADU and rent it out. I mean, you know, we have a huge stock of the housing that we have in East Hampton um is owned by second homeowners who rent out their house anyway. So why can't we if that's going to expand the the eligible pool of properties that are that can have ADUs on them, you know, why suddenly say, "Oh, actually you can rent out your primary residence, your principal home, but you can't rent out an ADU. Our our town is in such

dire crisis. We need every single eligible lot and person who who you know owns that um to to build an ADU and and make one more house for somebody who deserves to live and work in East Hampton. So uh for those reasons, I fully support these changes. Thank you very much. >> Thank you, Bry. Please put the next caller through. >> Okay. caller with phone number ending 600. I'm unmuting you now. >> Hi, good evening. Uh Michael Daly from Sag Harbor. Um, I am a uh a 26-year real estate veteran, uh, the founder of uh, East End Yimi and, uh, now, um, senior adviser with Trorth Associates, uh, which is a group that helps local agencies, municipalities, and community groups develop community housing for their stakeholders. Um, first off, I'll take uh 12 seconds to

say that uh I totally support the threeminut uh guideline for public speaking. Uh we've all been to town board meetings where uh where people uh stay on for long periods of time pontificating and have no real expertise in the topic at hand. and and I know that any town board will uh respect a person who has demonstrated expertise to make a longer contribution if needed. So uh please keep the three minutes, maybe shorten it to two and a half. Um secondly, I wanted to uh say that I I I see what you're doing with ADUs and I I do support that. I'm not going to speak to the particulars of this legislation, but what I will say is for four years now, I've been encouraging this town to uh and all towns to relax their

uh ADU legislation in order to allow for greater um uh greater development of ADUs. And we have seen that when we make incremental steps, we get no better than incremental results. And we need exponential results. And ADUs are not the answer. They're not the silver bullet to our community housing problem, but they are one of the tools in the tool shed. And as we're sitting here now wondering why people are not adopting ADUs as the cost of them has risen by between 50 and 100% over the last three years when we had an opportunity to relax those guidelines. Um, we're I'm I'm encouraging you to be as bold as possible, not get stuck in analysis paralysis about the numbers of this and the numbers of that, but to make bold steps to relax the requirements

for ADUs. You should have such a problem that you have to worry about the limit in each of the in each of the districts, but we're not even close to that. Um uh we if if you watch East End News, you'll see that I have a segment on there uh every couple of weeks. And in the most recent segment, um I explained that over that close to 75% of residents in the town of East Hampton make less than $200,000 a year. And those that 75% of people are completely priced out of the market, both sales and rentals. Although rentals are seeing a little bit of a softening uh in the last several months, they're still priced out of the market. Our main focus, our main job as municipalities and as as as people in this

community who are focused on community housing is to address the needs of that 75%. Those are our teachers, our firefighters, our healthcare workers, our fishers, our farmers, our people who work in the arts, our people who work in tourism, our people who keep our towns and villages running. We've got the the luxury market is fine. They can do whatever they want whenever they want. It's but it's 75% of our community members need our focus and need our commitment. And I encourage you to keep doing that. You've done a great job and I continue to keep uh I encourage you to keep moving forward as aggressively as possible. Thank you. >> Thank you, Michael. >> Okay, Matthew, you can put the next caller through. >> Okay, putting caller with phone number ending in 4221. You're on

muted. >> Thank you. Good evening, town board. This is Jane Miring in Amigansit. I'm sorry I couldn't be there tonight because this is such an important topic, but I'm calling in. Um, and disclosure, I'm speaking as an individual resident of of East Hampton and not as a member of any appointed board. Um, so I'm going to speak a little fast and write techniques here as I'm just going to kind of scroll through certain parts and comment on the um legislation in the res in the um public hearing. Um, and I'm going to go fast, but I've sent you a mocked up document that has all this in it. So, um, I just want to start with, you know, two quick quotes from legislative intent. The town of East Hampton finds and determined that there's exist

a critical shortage of affordable housing opportunities within the town. The lack of affordable housing opportunities threatens economic and social diversity of the town. the content of my comments here in support of code facilitation of accessory dwelling units. Um, ones that are actually directed at creating affordable housing opportunities that are stable, full-time in nature, and accommodate those in need of affordable housing for residents who live and work here year round relative to the critical needs, shortages, and opportunities cited above. Okay, I'm going to go to section two um and go down to site requirements. I thought this was interesting. It says, "No accessory dwelling unit within an existing single family residence shall be constructed or maintained on a lot with a total area of less than 1500 square ft." But then it says, "No accessible dwelling

unit within a detached structure shall be constructed or maintained on a lot with a total area less than 20,000." I thought the point of this legislation was to take the minimum lot size for an ADU whether it's attached embedded in the full in the single family residence or standalone detached down to 15,000 square feet which I would support. This seems to have a dual structure here and I don't actually understand that because detached are limited to 600 square feet in building or 1,200. So, I think all ADUs should be have a minimum of 15,000 um not 20,000. Um then I get down to permits required. Um it talks this this language comes up a lot in this uh resolution. The accessory dwelling unit is rented or occupied by either a a person who qualifies as

a resident or a member of the owner's family. I actually think it's just a person who qualifies as a resident. It could be a member of the owner's family. Again, I think we want these ADUs for folks who are residents and live andor work here full-time. Um, so I'm not calling all the rest of that out, but just being a member of an OMR's family should be a non-starter, especially now that you are opening up ADUs on second home or non-pary non- primary seasonal resident properties. Um, the thing about the rental registry, I just wanted to be clear, the rental registry should not be uh prohibited for the primary family residence, but I think it should be uh clear that ADUs cannot be rented short-term or seasonally. Um then there's a whole section um there's

a whole section about building permit application and then after that you get down to issuance of affordable apartment accessory dwelling unit permit. Um the way this code is written I think is problematic. It seems to say that go ahead and get a building permit and build your accessory dwelling unit and then after the fact apply and qualify it as an ADU. I really think this has to go the other way. An ADU building permit should be dependent after it's deemed the project is deemed to qualified as a register ADU via the town um and the standards. Otherwise, I think you're going to get into a whole world of things potentially being built and then they don't qualify. Um, going down to design requirements, um, at least two off street parking spaces shall be provided in

a driveway on the lot for the accessory dwelling unit. Uh, I recommend that for a 600 square foot max detached ADU, only one extra parking space is required. Perhaps anything 600 plus to,200 square foot, but that's within a single family residence ADU would require two. It seems like two is just too much for a small detached um ADU. So that's, you know, basically the bulk of it. Again, I've sent this to you. Oh, and lastly on the second home owner now provision or seasonal or whatever, I actually agree with a lot of what Mr. Buddha said, and I'm not going to repeat it. I'm not against it. I do think it's important because of how many housing units are on, you know, non full-time residents properties that we consider it. So, but I am going

to tell you that I think the way it's crafted now, it's just not ready. So, what I'd like to see is the change made for the lot size and all the other things, I just think it's rife with potential problems. look at all the things we're dealing with, the LLC's, the short-term rental platforms. I just think that needs really more crafting. So, again, not against it. I think it should come out now and pass past the rest of it. Um, I think that is basically it for now. So, thank you for hearing me. Again, I'm sorry I couldn't be there this evening. >> Thank you, Jane. >> Matthew, if you could put the next caller through. >> Okay. And it looks like this is our last caller. caller with a phone number and 6389. You're

unmuted. >> Thank you. My name is Dr. Carol Bandini. Uh, and I want first to thank all of you for showing up for this effort and for the subject matter that we're trying to cope with, especially Brian and and Michael Davis. um I share in their opinion and I would really encourage us to bring about the changes that this um effort asks for. So many people ask if they can stay in my house if they can rent a room for me. There are so many things, but adding to the property in a legal way, in a um lawful way, will help the whole community at large. And thank you again for your efforts. >> Thank you. >> So, is that it, Matthew? >> I'm doing just a quick scan. Uh, yep, that's it. That's all

the phone uh callers we have for that. Uh, So >> for this uh title, thanks. >> Great. Would you like to address the board on the adus? Please. >> Yes, please come up to the podium. Welcome. Hi, my name is Patricia Tobin and I live in East Hampton and my concern is the um nonresident homes, the second homeowners. I live in a neighborhood where there are a lot of LLC's and my neighbors and I see different people very very often. So, um I think I have a trust issue with them. So, I would strongly suggest you work out the details, keep that part off it and if if you can't fill those slots, which I have a feeling you will, then go to that. But initially, I disagree. I don't think I think the land

owner has to be present. Thank you. >> Thank you very much. Okay. Do we want to close this hearing? >> Yeah, I'll make a motion to close. >> Second. All in favor? >> Okay. Carol, if you could please read the fourth meeting notice. Please take notice that the town board hereby directs that a public hearing shall be held on November 20th, 6:00 p.m. or soon after this matter may be heard at East Hampton Town Hall, 159 Panagle Road, East Hampton, to hear any and all persons either for or against the local law entitled a local law providing for the amendment of chapter 240 vehicles and traffic section 24058, schedule 8, stop intersections of the East Hampton Town Code to install stop signs. Stop sign on Timberland Road in the east direction of travel intersection of

Timberline Road and Cordy Court on Cordy Circle Northwest at the intersection of Cordy Circle and Cordy Court and Cordy Circle Northwest intersection of Cordy Circle and Cordy Court. The public hearing will be held live and in person by the town board and will be available electronically by video and teleconferencing and will be televised on local TV channel 22. Thank you, Carol. Would anyone like to address the board, please? >> Welcome. >> Thank you. Uh, my name is Dan Terasi. I'm resident of East Hampton and specifically the Hans Creek Farm community for the last 27 years. I'm president of the Association last years. Um, I want to thank the board on behalf of the town, the home of the community for putting the effort into putting stop signs in and helping us control the traffic problems.

I realize ours is not the only community where you're dealing with this issue. I attended a town board planning meeting, I think last year, and hours were spent on this topic alone. And uh the the solutions and the challenges you guys have to solving the problem is um is it's not easy. So, I want to thank you for what you've proposed for our community. Um when we received the proposal, I shared it with the board and some of them had some questions about it. So um Kathy, I reached back out to you and um and you came back with a great answer which people were responsible of that. Just putting stop signs in does not curtail traffic. In fact, people stop and then they speed. I might have done it once or twice myself. I

don't know. Um I actually took your response, Kathy, and I said, "Let me check the AI models out there." And within five minutes, every AMI model I checked confirmed 100% what you said. >> I'll take it. [laughter] >> Unless you went to AI in the first place to determine where place to stop signs, I don't know. But anyhow, thank you for that. Um I I we do have one request though. Um, we while we accept this proposal as is, we do ask maybe you consider that at the placement of the Timberline and Cordy Court intersection, changing the placement of that stop sign to be placed on Cordy Court. 3/4 of the community exits from that section of Cordy Court approaching Timberline. And we see cars just come to that intersection, cut the corner, and head

out. So, we asked that maybe that might be a better placement than actually on Timberline itself or add a fourth stop sign. Now, we don't want to add too many stop signs. We we don't want that either, but that is a very dangerous corner and we just ask for that consideration. But if you end up with just saying this is the proposal, we recommend as is, we fully accept it. Thank you. >> Great. Thank you, Dan. Would anyone else like to address the board on this topic? Matthew, is there anyone on the line? Uh, >> we have two callers on the line. One's a hold over from the last hearing. Um, but we'll unmute them first and uh see if they want to make comments. >> Sounds good. >> Caller phone number. Oh, someone just

left. Okay. Caller with uh and they left too. We have no we have no callers on the line. >> Out of the room. Motion to close. >> Second. All in favor? >> I. >> Carol, if you could please read the fifth meeting notice. Please take notice that pursuant to section 247 the general municipal law of the state of New York and the provisions of the East Hampton Town Code, the town board of the town of East Hampton will hold a public hearing in the town hall meeting room 115 on Panagle Road, East Hampton on Thursday, November 20th at 6 p.m. or as soon thereafter as this matter may be heard concerning the filing grant of scenic and conservation easement to the town of East Hampton. The grantor is Susan Layman. It's a scenic and conservation

easement dated October 24th at 7 Outlook Avenue in Springs, Suffach County Tax Map 35747 and the reviewing agency is a ZBA. >> Great. Thank you. Would anyone like to comment on this public hearing? David, >> welcome back, David. >> [cough] >> Just a general comment with regard to the frequent uh acceptance of required granting of scenic and conservation easements as required when there's a development and has to go before the planning board or the CBA and they specify this as a requirement. It's my understanding and I know historically it's been a problem that sometimes these approved uh scenic easements never get recorded. I just want to again, I've said this before, suggest that the town utilizes services of some type of title agency to record to to collect the fees from the grantor and to

ensure that they get properly recorded and returned to the appropriate agency filed with the building department and copy sent to the board that required it. If that's not done, I'm afraid as has happened so many times in the past that we are not actually getting the benefit of what you're requiring. And I don't think it's a I don't think it's cumbersome. I think it's the better practice is to have some town intermediary, if not the town attorneys because they may be too busy, but a professional whose job it is like a title closer to take the documents, collect the fees from the appropriate party, get them filed, and properly distribute them. I haven't actually looked at this particular notice and this hearing notice. I'm not sure how it reads, but usually you have language that

says it goes after it's executed. um by the town or accepted, you it goes back to the grtor and they're supposed to deal with it and they're supposed to record it and then they're not supposed to get a building permit or CFO until it gets done. But frankly, too many times that hasn't happened. Thank you. >> Thank you, David. >> Matthew, is there anyone on the line for this public hearing? >> We have no callers on the line. >> Motion to close. >> Second. All in favor? I. >> Carol, if you could please read the sixth meeting notice. Please take notice that pursuant to section 247 the general municipal law the state of New York and the provisions of the eastampton town code the town board of the town of East Hampton will hold a

public hearing in the town hall meeting room 159 Panagle road eastampton on Thursday November 20th at 6 p.m. or as soon thereafter as this matter may be heard concerning the filing grant of scenic and conservation easement to the town of East Hampton. Thank you, Carol. Would anyone like to comment on this public hearing? Matthew, anyone on the line? >> We have no callers on the line to close. >> Second. All in favor? >> Okay. So, now we're up to public comment. Would anyone like to address the board during public comment? >> Please comment on an issue that I'd like to bring forward. >> Sure. Now's the time. Welcome. >> Thank you. Um, I live on Swamp Road. My name is Susan Hollander. I've living there eight years. Um, I'd

like to bring to attention, as I'm sure hopefully you're all aware of, that Swamp Road has become a very busy road, uh, much busier than when I moved in 8 years ago. [snorts] Um, I'm concerned for the safety of the road. I'm concerned for people who live there. Um, I'm not sure how you can stop people from speeding on the road. Um, but it's it's become a dangerous outlet where people know they can get to other roads. People are speeding on that road and I think it's really something that needs to be looked at and addressed. Um, I don't know if you can put speed bumps in, but I'm really asking uh for all the residents who live on Swamp Road that it needs some attention and some address. Um, I'm afraid at some point

there's going to be a serious accident on that road at some point. If if the speeding is not addressed on that road, um, it's it's it's hazardous. Um, I can't walk on it anymore. I can't ride my bike on it anymore. um like I used to and and like I said, I'm afraid at some point there's going to be a serious accident on that road. >> Well, thank you, Susan, for bringing that to our attention.
