Public hearing number one. [Music] >> All right. Good evening, East Hampton Town Board. Uh we're live on channel 22. We're streaming the YouTube. phone lines are open and uh the meeting is being recorded. You may begin. >> Great. Thank you, Matthew. Good evening everyone and welcome to the East Hampton Tower board meeting of Thursday, October 16, 2025. Carol, if you could please read the roll call. >> Council member Fle >> present. >> Council member Lee, >> present. >> Council member Rogers, >> present. >> Council member Calmont, >> present. >> Supervisor Burke Gonzalez, >> present. If we could all please stand for the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice

for all. So tonight we have two public hearings. One is to amend chapter 240 of vehicle of traffic law and the second is to allow for an abandonment of part of Winslow Avenue. That will be followed by public portion and then we'll go on to the business of the board and do our resolutions. We kindly ask you if you come up to the podium to keep your your comments to three minutes. So before we start, we've got our town historian here, Hugh King. >> Welcome, Hugh. Thank you, Madam Supervisor. If someone tells you they are a victim of a witch hunt, ignore them. They have no idea what a witch hunt involves. A witch hunt involve invasive body searches, loss of property, loss of limbs, dunking, expelled from town, paraded naked through the street, pulling

off the nose, pulling of teeth. And most of these victims were women who were healers. They either unmarried or widowed or owned too much land according to Okay. Now, because of this, many communities were in turmoil during these witchcraft crazes. And guess what? It happened right here in East Hampton. >> Okay. And how did men um gain control of their grievances? How did they try to solve problems? Well, that good old staple of Eastampton history, the lawsuit. Okay. >> It's alive well in living in Eastampton. Between 1650 and 1656, there were 34 court cases as men addressed their grievances with the lawsuits. In the year 1656, 15 cases came before the magistrates, one for every 12 people in the town. That would have kept the town attorney very busy at that time. Now, what were

they yelling about? They were talking about trespass, slander, overcharging in business transactions, damage to crops, and here are my favorites, the petticoat case. Two women were arguing over whether a petticoat they had came from England or not. What did their husbands do? Sued them. Okay. One woman was uh uh was standing behind Mrs. Gardner and making bow noises. All right. Daniel Fairfield, who was the servant to Elizabeth and Joshua Garlic, was accused of not only trying to seduce the daughter of the minister, but also the maid. And then four men were accused of being, this is from the town records. Four men were accused of being the notorious Okay, this was in the town records. Okay, now why am I telling you all this? Because in 1657, Elizabeth Howell, the daughter of Lion Gardner, died

screaming she was killed by a witch. And she named the witch Goody Garlic. Goodie is not a name. It was a title, Good Wife or Goodman. And they shortened it to Goodie. So now what did the magistrates do? Well, they have a inquest in East Hampton. And then other people have other women come forth complaining about things that Goody Garlic had done. picked up my baby and then three days later the baby died. An ox broke its leg while the garlics were on Gardener's Island. So what are the magistrates going to do now? Well, they pack up all these depositions, all these witnesses, and they send the case to Connecticut. And what happened? Well, this is where you get to read Loretta Orion's book. It was well to please the devil was anger and witchcraft

in the founding days of East Hampton. Or to get a head start, you can come tomorrow at five o'clock because the Eastampton Historical Society is um sponsoring a witchcraft tour. We will begin at 5:00 at the Garden of Cottage. We will be going into the cemetery. Many of you will come out and then we will go over to the place where Elizabeth Al lived and we're going to end up in the Thomas Baker house where the inquest could have happened. I think that's all I have. When I come back required for that tour, >> I think you should make reservations right with the East Historical Society. And when I come back next time, I'll tell you what happened. But meantime, you can read Loretta's book. Bye. >> Thank you. All right. So, now we'll move

on to the public hearings. Carl, if you could please read the first meeting notice. Public hearings will be held live and in person by the town board and will be available electronically by video and teleconferencing and will be televised on local TV channel 22 and available for live stream on the LTV website. 008time of the public hearing. Please check the meeting agenda posted on the town's website for any changes and for updated information. Please take notice that the town board hereby directs that a public hearing shall be held on October 16th at 6:00 p.m. or soon thereafters this matter may be heard at East Hampton Town Hall 159 Panagle Road East Hampton to hear any and all persons either for or against a local law entitled a local law providing for the amendment of chapter 240 vehicles and traffic section 58 schedule 8 stop intersections of the East Hampton Town Code to install a stop sign on Westgate Road at the intersection of the causeway in Wayne Scott. Thank you, Carol. And could you just please pull the map up just for a minute? Keith, did you want to >>

Yeah. No, I'll just quickly uh frame this public hearing uh based on um outreach from the neighbors who live in this area, particularly on crossways. and after review and approval with the and support from the uh police department and from town highway um brought this uh public hearing to place a stop sign at the intersection of Westgate Road and Crossways. Um you could see the visual on the map where that stop sign would be. Um there is a it's an odd intersection. There's a tree in the middle although it's not a road end. Um, and there's a tendency, this is a cutthrough street, uh, for folks, uh, well, I shouldn't announce it, but this can be used as a cut through by various people. Don't want to amplify it. Um, but, uh, it's, uh, so

people when people are making that right-hand turn, they're they're they're speeding around the corner. It's a very narrow street. It's a, uh, Crossways is very narrow with very little shoulder. And I believe I I brought this forward because I believe that there's a danger to the residents uh who live there. >> Thank you, Kate. Fine. You can take it down now. Thank you. Okay, so we have two people signed up for that. First up is Arthur French. >> Welcome, Arthur. My name is Arthur French. have lived out here for 37 years and I can't even tell you how many times I almost got clipped walking back from the post office and the road is only 22 feet wide. That whole subdivision at 20 22 feet wide. If you go on to Clyde Road, there's a

sign there says narrow road 15 miles an hour. The only thing we have on Westgate Road is 12 no parking 800 PM to 6:00 am signs. There's 12 of those. no speed signs and we also need a no trucking no through trucking sign. Now I've in July and August I took a count on on a Saturday and on a Friday night and the first night was this 37 cars in an hour between 4:00 and 5:00 and that included three trucks. We have cement trucks that come through to beat the traffic light. And you mentioned it before that it's used as a cut through to get up to Northwest during the summer when they when that traffic light at the post office is red and it's backed up into Bridgeampton. They all come flying up there.

And I've seen in the middle of the road, it's like I said, it's only it's only 22 feet wide. If somebody turns at 15 miles an hour, he's going to go out. He's going to be over on on on the other the other less than less than three to four feet. And it it's a very dangerous thing. And this stop sign is critical. And we hope that uh that we're able to get this here before someone's going to get killed there. In the summertime, we have people walking strollers, little kids on bikes, and they're in the middle of the road. And even today, I mean, when I was going out myself this morning, same thing, almost a head-on collision. And the trees, the trees are a safety factor because if those trees weren't there, the

speed would be increased. I have 24 years of law enforcement, they wouldn't able to judge the speed of cars. And most of them in there are they're they're they're 15 to 20. Some of them 15, but more often 20 to 25. And and like I said, someone is going to get killed. And I and we got to get we got to get this sign in there as soon as possible. But in addition, I request that in the beginning of the street, no through truck. That'll keep the cement mixes off. It's already taken care of damage in the the pavement. Mr. Lynch has the has adequate signs about keeping right, but I don't know if there if it's feasible to turn around and put yellow pavement markings because it's it's not wide enough to do that.

But believe me, and I don't want to be redundant. Someone's going to get killed up there. And I hope we can get this stop sign a ASAP. Drop it in my driveway. I'll put it up. >> Thank you, Arthur. >> And Miss Rogers, thank you for taking on this uh this thing for us, trying to help us. >> Thank you, >> Steven Ra. Welcome, Stephen. >> I had a nice prepared speech. Uh, reality got in the way. Could we get that map back up that you just had for me? >> Uh, for everybody, this is the stop sign. That's my drive. Tonight, on my way to the meeting, I back out of my driveway and I go here. Now, how fast can you go from here to here to this corner? And as I'm pulling

out, maybe 5 miles an hour at most. And I'm about to make the right turn when a huge SUV is on my side of the road right there and barely stops in time for me not to get hit. And then they back up, go back this way, go tearing down the road, and I'm not exaggerating, at least 50 miles an hour on crossways. When Arthur and I came here, there was a woman walking down with two dogs in a baby carriage. If she had been there, these guys would have hit her, and we would have had two dogs, a dead baby, and and a woman. Could you get back on the microphone? Do you mind? So this way people at home can hear you. >> Okay. Thank you. >> Thank you. >> So for us

as neighbors, whether it's Arthur, myself, or everybody that lives in the area, we're very aware that during the summer, people come out from the city, they think this is the country. They think that there's no city traffic, there are no cabs, there's no anything that's a danger. So they have bikers ride next to each other. They ride in the middle of the street. walk with their baby carriages thinking there's nobody around. The reality is that these intersections are really dangerous and the stop sign would help a great deal. an arrow in the road on both sides on the ground, which they have in East Hampton and they have in South Hampton that directs traffic a certain way would be in addition to that would really make it clear that the trees, thank God the tree

is there because if the tree is not there, people are going to just barrel right through. Uh you've got Cowhill with a 15 mph speed zone. Westgate's the same width. And in the summer when we get the trucks coming through because they know it's a shortcut. It's like if you if you know where um Babinsk's farm stand is in the summer, that's now a a main road. It was never a main road in the past. The traffic on that road in the summer trying to get in and out of Babinskies or going even down to Beach Lane, it's crazy. It's like being on Park Avenue in the city. So, we're dealing with all of that. And our concern is as residents is safety. Just even backing out of the driveway is dangerous. So, you know,

if you guys can really help us as we don't want to see anybody killed. We want we don't want to see anybody hurt. And tonight was a perfect example. As I said, reality got in the way of my parent speech, which was great. >> Thank you for your help. The stop sign would be great. Maybe some arrows would be great. We want to see it safe. Thank you. >> Thank you, Steve. Is there anyone else that would like to address the board on this for this hearing? Matthew, is there anyone on the line for for the stop signs? >> We have no callers on the line. >> Second. All in favor? >> I Carol, if you could please read the the second meeting notice. Take notice that the town board of the town of East

Hampton will hold a public hearing pursuant to chapter 232 urban renewal of the town code of the town of East Hampton section 232-1-70 modification of urban renewal plans in the town hall meeting room 159 Panagle Road East Hampton on October 16th at 6 p.m. or soon thereafter this matter may be heard to consider the following modification of urban renewal map EH6-2 from the easterly portion of Winslow Avenue adjacent to urban renewal parcel 16 in map 119 lots 1-6 and 23 proposed to be unimproved rightway to the easterly portion of Winslow Avenue adjacent to urban renewal parcel 16 in map 119 19 plots 1 through 6 and 23 proposed for abandonment except as amended above the requirements of UR map EH6-2 shall remain in full force and effect. A copy of the map depicting the proposed

changes available in the office of the town clerk during regular business hours of 9 to4 Monday through Friday exclusive of holidays. A copy of the proposed changes will also be available on the town's website. Would anyone like to address the board? David, did you want to speak to this public hearing? >> I'll let Mr. Ba go first. >> Welcome, David. >> Thank you. >> It's good to see Arthur and Steve. I haven't seen them in a long time. Um, I'm David B. I reside in the Springs. I do not have any direct interest. I will not be personally affected by the proposal that is before you to abandon portion of a uh old file map. But as I said in my correspondence and remarks to you at your work session meeting on September 9th, I

believe that this is not in the best interest of good planning, that it is detrimental to at least one neighbor. It is a unusual request because this is not the simple urban rule map modification where a portion of a roadway is abandoned into the front of a property or you are simply looking to move uh the access point to a property. This proposal, this application is in a very unusual area. It's part of the old of the uh affordable housing development that the town entered into and created back in I think early 90s. There are five houses on a what amounts to a common driveway. For those of you who particip who were on planning board, you know that's shouldn't happen. Five houses sharing a common drive. You have one property at 2173 Mahar where

the front of that property faces the side of the applicant's property which is 213 Mahar Road. As I said, although you have the opportunity, you have the full discretion whether or not to grant this application or not. You have no obligation to there's no entitlement to someone to take the abandonment. you have the right to do so, but you have no obligation to do so. I took it upon myself. I read the the legal notice that the clerk just read, and what you may have noticed was there was no mention of in the applicant's name. There was no mention of the applicant's address. There was no mention of any street address of any of the properties uh five properties that are in the direct immediate concern of this area. Anyone that even had the opportunity

to read the legal notice would have no clue what it was about. For years, I've told you that the town code concerning urban map modifications is deficient in not requiring some type of notification to those property owners who are immediately or could be immediately affected uh are adversely affected in the immediate area. So anyway, I took it by myself yesterday to write a letter to people that I don't know, the owners of 27 Three-M Harbor Road, Mitchell and Barbara Lester. There are many Leers in this town. I know some of them, but I don't know these folks. I wrote I said to them, I'm writing to bring to your attention the above caption matter because I believe it may be of interest and concern to you. The town board has been requested by your neighbors

at 213 Fremont Harbor and Gloria Martinez to abandon a portion of the paper street Winslow Avenue that currently separates their property from yours. If the Martinez application modify the old file map study plan is granted, that land which now acts as a green buffer would be able to be incorporated into their property and they would be permitted to clearcut the existing vegetation. The portion of the road, the paper street that is directly between the Martinez property and the Lester property is the area of concern. So, I was very pleasantly surprised to receive an email at uh 3:16 this evening. I'll give a copy to the clerk. Hi, David. Thank you for alerting me about the application for the Martinez to obtain the paper road. Unfortunately, I am out of the country for family emergency. I

would not like this to happen as we have been unfairly squeezed out of our property from the beginning in 1990. As part of the whale bone project, the town had a survey done which turned out to be wrong. To our surprise, we lost many feet on the left side. As you look at the house, our house ended up being placed too close to the property line. It's like five feet from the line. Now, those neighbors placed a high fence in my front yard. Looks terrible and feels out of place. We've got fences squeezing me out on each side. If that were to happen in the front, it would look like a maze of fences surrounding my house. Isn't that what a buffer is supposed to do? Protect it from looking to too suburban-like. We oppose

this grant. Please let me know what I can possibly do to prevent this from happening. I'm returning to the United States in three weeks hopefully. I am in Australia. Thank you. Barbara Lester licensed salesperson Hampton's realy group on although I do not and cannot represent them I would think under the circumstances that the board should consider adjourning this matter for a month's time to allow the people that are affected now that they know about it to participate and to give you direct information and directly participate. There is nothing urgent about this application. There's nothing that will would be harmed by a one-mon delay. And that's all I have to say. Thank you. >> David. >> Good evening, chairperson, members of the board. David Kirst from Matthews Kur Koolian Turon, 241 Panagle Road in East Hampton,

New York on behalf of Luis and Gloria Martinez. Um, sounds like Mr. Guda's uh significant part of his complaint is procedural. Uh we've complied with all applicable procedure here as has the board for their notice. Um while the neighbors it appears there's currently fencing along that property line, 6oot fencing. Um our clients are governed by the zoning code. So, the idea that if this does get granted that they're going to clearcut this land right up to the neighbor's property line, uh, isn't consistent with their current actions. The property is well undercleared or with what's allowable under the town code. There's structure setback limitations. There's clearing restrictions that would be applicable to this property as they are for all the other neighboring parcels in the area. Um, this I couldn't tell whose fence it is when

I was there, but it appears that this property uh of Lusters already has a 6ft fence that faces onto this uh paper street. Um, I do have some photos I could submit to the record that shows the fence uh along the Leester property and the property to the south of that. Where do I submit these? I don't really need that. So there there's really no purpose for this road uh to exist anymore. This paper street is not used, you know, obviously was not used. There's fences on uh two sides and the other end actually along um boat steerers. Um it it's not going to be used as a a through fair. The neighbor that could possibly be affected, none of their property rights are being affected. Their driveway is not being altered. Would they rather

a road there than um you know a property owner owning that parcel? Um there's really the the property rights here of the neighbor would not be affected. I understand from their email that they have some complaints with the way that the urban renewal map was done years ago. Uh you know, we aren't here to fix that. We're here for a pretty simple straightforward request to allow the abandonment of this portion of our street of this street to our client's property as the lessers had done pursuant to the adopted urban renewal map that allowed them to abandon half of this street uh along their property frontage. So, we're not asking to be different. We're just asking for the same and I I think it's a pretty reasonable request. Um, and I uh I hope the board

will move forward with granting it. Thank you. [Applause] >> Matthew, is there anyone on the line for this public hearing? >> Uh, we have no callers on the line. >> Question discussion. I I would like to keep the record open for two weeks. Our next board meeting isn't until November 6th. So this way if the leers wish to re reach out to us they amend my motion to uh close uh the public hearing but keep the public record open for two weeks going to November 6, 2025. >> Second is amended. >> All in favor? >> Okay. Let us go to public portion. So I don't have anyone signed up for public portion. Is there anyone that would like to address the board? Matthew, I'm gonna ask you again just because I have to. Is there

anyone on the line for public portion? >> All right. Good evening. This is uh Matthew. I'm calling from LTV on the phone line and we have no other callers on the line, but of point of record, we just want to demonstrate that our phone lines are open and functional. Thank you. >> Great.
