Um, I know I saw some of the uh we had gold, we had silver, we had bronze, and that I mean, they they've had such a fantastic year. Thanks for having us here Today, my name is Whitney Reedinger. I'm one of the coaches for the School Professional Olympics. And here are the here with us today. We went to Fort Washington to participate in our snow shooting competition. We went to Riverhead where we hosted the over 21 Long Island competition for Special Olympics. They most recently traveled all the way to Plage High School very early in the morning to compete with the other 700 athletes in the Long Island

002spray game. Um this year we had six members of our special Olympics team, three of which are brand new this year to the event. We'd like to present them certificates right now of their amazing effort and certification. First I have Justin Kyoga. Randy Kyota. How's it nuclear? This is our 19th year of Special Olympics here at Spring School. Started many years ago with me and Mrs. Bill Bar said, "We really need to uh channel this behavior of our one student kept choking glasses across the street. A better way." So now we're chucking softballs and medals for it. So I'm very proud of them. Um they work very hard without the Seattle of team of teachers that volunteer weekends and nights and afternoon in the freezing cold in February to practice our snowshoeing down in Atlantic

003Beach. Um we couldn't have done without them. And of course their parents who drive them all over Long Island when I ask them to to continue. It's been a great year. And I think Randy, did you want to say one thing that you'd like to have a question with us? What you want to tell them? What was your date? Number and he lined up to run and I looked over at the other athletes and they were all about my height and smoked them. very thankful for the board to continue to support our program because wonderful kids and also our student volunteers who come even back to the high school to help us out on the weekends and we want to be anywhere else on Saturday. So, thank you very much. We're gonna let them roll

I just want to mention we appreciate uh the teachers and all that you do and we are so proud of you guys for all of your accomplishments this year. You should be very proud of yourselves. Well, thank you so much uh for taking care of that. All right, so we're going to go back into the agenda now to uh our second part. Uh at this time, we open our budget hearing. I invite our district treasurer, Jonathan Leage, to review the budget for the 2025 2026 school year. The board adopted the budget

005at our last meeting. The budget is a culmination of months of work by the administration and the board. We are pleased to present a budget that maintains all of our programs and a budget that is tax cap compliant. Uh Jonathan, take it away. Sam. Yeah, sorry, Sam. I thought we were uh All right, you were free tonight. So, uh we're here tonight with the budget hearing. Obviously, the board has spent I think the last meetings put together a budget fluid. It's on our website. this opportunity to time also take comments from the community if you wish. This presentation along with our previous presentations like our budget also are all on the website. Every mailbox in this district should receive a newsletter if you haven't already come and will be an additional budget not to make

006their decision. Obviously there's been some really tremendous accomplishments here in the district this year all out but you can see just in terms of the financial aspect. I think the most important one is that last one council designation from the district fund very generous with you the last two election cycles to allow you to pierce the cap to preserve your programs this year. You are not to pierce the cap. This is a tax cap budget. So uh in summary this is the expenditure budget that we expend winter early spring reviewing. You can see what percentage increase is curious about the increase in your lines we can talk about that but this is in summary what it is and this is the expenditure budget. So the question is how you pay for it uh which is

007that says expenditure budget is supposed to revenue budget and uh this is how you pay for it. You can see top line is that you are properly taxed. Second line I want to talk a little bit about the state budget process. So obviously the state legislature in Delaware was supposed to have adopted the budget um April 1st by like more than a month and so we had to finalize this thing without identifying the state. So the numbers that you see there are the governor's budget. The legislature made a modest improvement to your state aid. We're not figuring that into these calculations changing the figures at this point. Voters so what the governor's budget is knowing that little extra from the legislature. In addition to the budget, the voters are also going to be asked to

008take a position on two important other valid items. The first is a five-year tuition contract that educated secondary students with locks in weights for the last five years similar to the five secondary come out of and third item on the ballot is a repair reserve that has been a number of years have been asked for about repair reserve. Obviously the board has made exit family services here account and do not impact taxes in any way which just outside the library here done a lot of floor tile replacement done a number of other things this room to reauthorize that for another round so you can see highlights of that there part of that is impact on taxes fund the fund is funded that word excess fund balance that is again from time to time at the

009direction. So uh what we say next time next time is the budget vote that's it 20th in this room from noon to 9 absent ballot is here she'll take that for you obviously welcome to show up items on your website questions contact questions. Thank you. 61 to 6.5 is regular standard nothing will change or significant um talk about there are two items that I do want to discuss um you guys approving the budget transfers budget transfers are um salary adjustments between salary lines due to changes in staff assignments around the year where their salary is pulled from also throughout the We've had various contract modifications. Um this um saved us money in some lines but then we move that money to areas that increase also I talk about 6.8 which is our contract for next

013year. This is just the initial contract obviously throughout the year district. Um this doesn't include cross contracts with public throughout the state. Um and a big majority of this contract. Thank you. Any questions from the board? Both both these are for 6.8. They've it's such a you know we we've had the shared services this year and I think of Boseis it's another cooperative element that really has a whole other pool of resources that has helped our school a lot and uh obviously continuing with them. Very excited this time. uh giving proclamations about an employee that is retiring and I actually had the privilege of working with this person and I'm sorry to give away our ages but decades and um and she was a stellar employee then and she has continued that the best thing for me to be back here and seeing the dedication and love she still has to this day in the shop. So we have a proclamation for her and we want to recognize her. She will be retiring at the end of the month. So whereas Patricia Filibar, a dedicated and compassionate speech language pathologist, is retiring after more

015than 30 years of extraordinary service to the Spring School District. And whereas throughout her distinguished career, Patricia Philar has been a mentor to many, generously sharing her expertise, wisdom, and heart with colleagues shaping the next generation of educators and specialists. And whereas she has served as a steadfast voice for reason, offering calm, clarity, and thoughtful guidance in times of challenge and change. And whereas Patricia Fibar has been the advocate for children, championing the needs and potential of every student, ensuring that each child's voice was heard, understood, and celebrated. And whereas her prestigious energy and joyful spirit have shown that professionalism and playfulness go hand in hand, proving that she's not afraid to have fun and reminding us all of the power of laughter in learning. And whereas her legacy will live on in the countless

016lives she has touched students, families, and colleagues alike through her unwavering dedication, compassion, service, and joyful heart. Now therefore, it resolve that we, the Spring School Board of Education, and I do hereby express our deepest gratitude and heartfelt congratulations to Patricia Filibar on her retirement. And we honor her exemplary career, wishing her happiness, health, and adventure in all the days ahead. Thank you. If I could just say it's been it's been so amazing for it and the kids make it joyful. They put joy in your soul. And I've been lucky enough to work with such great people um that have kept me here this long and um I won't be far. My new job starts uh May 30th as a grandma. Um and I hope that in 2030 I be on Caroline dropping my grand

017substitute teaching as well. Thank you very much. She was just so fulfilling to be the person. Thank you. You're welcome. Okay. And at this time, um, we're very pleased to accept a donation, um, from the Travis Field Memorial Fund. I must say that I knew Travis very well and this is something that does bring tears to my eyes and we're very thankful for the family for carrying on this tradition and his memory. So we thank them very donation. Thank you very I remember playing in the first tournament there to see what it is today was really special. Then just a little a few updates. Uh we did have our New York State ELA math testing um last week. It went very smoothly. I do thank all of our staff, our technology staff uh particularly as

018we had a lot of digital digital testing uh last week. So we were able uh to get it all done and it all did go very smoothly. Uh this week we had a nice plot being administered for our English language learners along with grade five science 8 five and eight science test. Once again I thank the staff for all their hard work on administering these tests, organizing things and really being a support for our kids. Um we we were very very uh thankful for how smoothly everything went. Uh just we have a bunch of things going on. It's a really busy time at the end of the year. We have a lot of events, a lot of happenings. Um, our eighth grade students are going to be departing to Philadelphia this Thursday at 5:30 a.m.

019and they'll be returning Friday evening at 8:30 a.m. And our assistant principal Matt Shis has volunteered on the eighth grade. So, we are we're very thankful for that. I went on many trips as a Is that volunteer? you bring a grill and we really do wish them all a very enjoyable and safe trip. Uh, also next week we have our spring concert coming up parade. It's going to be held in the gymnasium on Tuesday, May 20th at 700 p.m. Our students, as you know, come very early in the morning to practice and uh they're they're doing a great job. I It's a nice thing to walk into in the morning when practicing. Um, it's much better now than it was in September. So, I'm really looking forward uh to the concert and uh we also

020have on that same meeting even of course we got a budget vote. So, we encourage everybody to make sure their voices are heard and to come out and vote. It's a very important uh night for the springs community. The day after the vote on May 21st, we were very fortunate. who had a received a grant from Rew Wild and we're going to be planting in the main courtyard. Uh along with Rewild, we have many volunteers, parents, um and community members who are going to be working in the garden. We're also uh very fortunately we had a tree and a plaque uh in memory of love teacher Mag and we're going to have a little celebration on that day as well. And then very nice is the students in our summer program. We have a special

021education summer program. They're going to help maintain the garden over the summer. So they'll be taking care of some watering and reading and learning about the plants or be mostly indigenous plants in the garden. So that'll be part of the curriculum that they'll be doing in the summer. Also, we're very pleased we're going to have an outdoor movie night and it's going to be taking place in the softball fields uh from the field with a parent who's been very involved in getting this set up for our kids. Um and it's going to be at 700 p.m. and there'll be popcorn, there'll be cotton candy and one of my favorite I love this film that's going to be show is the sandbox. So, it's a wonderful film and appropriate for all age groups. So we uh

022encourage people to come enjoy a picnic uh a nice time on the soft fields and for that Friday evening and then uh just as you see up here just a reminder that our enrollment is remaining steady um and uh we're basically staying with all the same amount of classes and teachers going into next year that we have this year. Thank you very much. Thank you Nancy. There's a tremendous amount of stuff going on. It's I know people count down to the end of the school year, but it doesn't mean it's any less busy. In fact, it's probably more intense than usual. It's a very exciting time. Yeah. Very busy time of the year. And our students are definitely busy. Yeah. Well, we can't thank you, the administration, our teachers, and all of our staff for

023the commitment that you have to our our students and not just academically, but on all of these programs that happen both in school, after school, and around the school. So, thank you to everyone who's involved mention the PTA has been phenomenal and can't say it enough. They do so much for this district and they really provide a lot of experience. I mean I see it in my own children literally every field trip they're involved in and not only do they help fund the trips but through the planning and the thoughtfulness behind them you know it's uh it's really awesome. So thank you to the TA as well. Uh we're moving on to our committees now. I think our final section this evening. Uh I'll take the first one. We have three committee updates. One with

024the communication committee uh our buildings and grounds and our policy. Uh our communication committee has been meeting on almost a monthly basis and some of the latest uh that's come out of that is uh we've established an email address that links the community to the school. I think just as the things that Nancy listed, there's so much that's going on at the school, but sometimes our community obviously is very supportive of our school. Um, you know, they don't always know what's actually happening here. So, we have an email address set up uh and anyone who wants to sign up on that will get appropriate updates from the relevant ongoing of the school through to the community. So, we have a conduit for that. Um, Eric Health is also your sort of the point of contact,

025if you will, if there's any kind of community outreach that comes in. Eric has taken that undertaking to be the point person on that. So, things that the community offers us, whether it's resources, ideas, or needs information, we now have someone who is committed um and is able to respond accordingly to those types of requests or inputs. Uh we also looked at um nothing's you know a lot of conversation goes on these committees. Uh committees are really about opening lines of communication to stakeholders whether it's uh parents, community members, teachers, what have you and committees are really useful in making recommendations to the board and we try to figure out like what you know what needs uh attention or even things that are going well. So, one of the other things we're looking at is

026um you know, might there be ways to improve our uh scheduling for parent teacher conferences through uh the technology that we're using. Uh sometimes we as a school, we have the challenge of of serving really three distinct grades. We have our our prek, we have our K through five, and then a middle school. And our administration does a fantastic job in in balancing the different needs of of really three schools in one. and our committees are are helpful in in just trying to find ways to communicate as effectively as possible. Uh we also talked a little bit about the budget. I think Nancy did a presentation for the community that was uh that was wonderful. And we've had some some other discussions as well about student safety and and some other things that we I

027know there was a law recently passed that probably doesn't affect us as much with ebikes and helmets and age restrictions. Uh so that's pretty much uh we'll have also one more committee date uh in June and that will conclude the communication committee's business for the school year but some nice things have come out to that and of course at any time if there's anyone who wishes to join a committee uh there's a ongoing invite on our website with both the committees and their definitions. Uh so always look into that please. Our next committee update is buildings and ground. I think there was a toss up between who was going to go over that. J you want to do it? Yeah, I'm I'm going to go over my act together. I had an event which makes

028reading or writing a little difficult but I still not I'm just going to read out what Nancy gave me. um with with the help of the parent and a lot of things will sort of taken care of in the school and we've got the new entrance sign on post. Yes. And I do need to um just say thank you so much to the generous donations. They've been very well received all around the community. We've had a lot of comments. It was really incredible information. My daughter was a little bit jealous cuz third and fifth grade got new lockers. She missed out on that one. Um the old blinds were replaced in a lot of lot of the classrooms. My wife was talking to me about those. She still is blown away by the science of

029them. let in enough light to keep the heat out from the sun and shining. She just she just can't say nothing about 15 doors were replaced. Um a lot of dead trees were removed the entrance into Caroline. Um after years Mr. And I just got a new science demonstration test and that thing was old when my kids started that so long in progress and the ceiling um is that's going to be finished in the summer. Uh for speed demons we'll have exit pumps on the way out. The sidewalks are going be evened up. Um there's many classes about nine classrooms left and they're all going to be taken care of this summer. There'll be remediation done and we file place this summer. It's going to be done the first week right when um school ends.

030So the re remediation is going to be done that first week when there are no students here and then our summer programs will be around it when that's the last of the weekend and the last thing you sanding and refinishing damaged wood paneling in the class. the system old old uh the in the common room the particularly the first grade classrooms and second grade classrooms going inside for many parents there just as was our doors built very uh old chipped uh you know just scratch the work that we're going to say if I can also add to that as well there's the new setup I'd like to thank So the new setup for um our line for pick up and drop off for drop off and pick off in the evening. Um it's not as

031scary. Look at it now as it was. And if I can just go back to earlier on when the kids were here, I know they wanted to get out. I went up to Riverhead to the bowling alley up there and that was that was a pure joy. It was it was the most fun one I've definitely had in the bowling alley. Those kids, they took their job seriously. They lived up to the spring store value store value and they were they were just absolutely amazing and just really really good honest compet. And I um I I'm so proud of all the staff that volunteers and participants really and uh and finally our policy committee. Jonathan, what do you think you want to? Um, so we contracted with contracted with a full policy review. Um, in

032the late to early spring, we submitted the questionnaire they provided to us. This is a very slow process. They haven't gotten back to us yet. Um the next step is they send us um a policy manual kind of tailored to those who submitted and then we kind of review and integrate our policy into the policy that they sent us and we send them back to them again for review and then when they send us back that second draft. The most important I mean part of that is that all the policy policies that rely policies updated right the ones that are you know relevant still do they integrate those as was written or is it a rewrite across the we integrate what is unique to our district and then they'll because they just want to make

033sure that we have everything set up. Right. I'm really happy we're doing this check box that we needed to do. Um, was there anything else with regard to the policy? The beginning of the year is also much easier to Yeah. I mean, even for me, if you don't know the codes of that, you really have to I think it would be wonderful to have that be more readable. And that clearly seems to be part of the intention of that engagement not only current but readable to anyone expansions. Yeah. Um no wonderful. I'm really happy that that we started that. Um and thank you for sharing that. So with that said, we'll move to our final public comment. This was the one as promised that can be off agenda. Is there anyone present tonight that I'd

034like to come up make any comments and LTV of course if there's any calling in let us know we have no callers at this time I didn't come here yeah come right to the podium yeah I didn't come here tonight to make a comment but I will uh my name is Joan Bound I live in Clearwater uh for 30 years. I was a teacher of English at the City University of New and I have for many years until recently been a strong supporter of the spring school. I write for the local papers. I've written up the opera which is fabulous and I always support the garden. I want to say something that is general and I hope it's for everyone's satisfaction. I'm disappointed as my friend here noted too that this meeting isn't better intended.

035This is a disgrace. And of all the issues that face this country right now, regardless of your color on the spectrum, education is, and it's not a cliche, the most significant. And I'm thinking already of November when there's going to be various races, particularly congressional. And I bet our potential candidates know very little about education issues or even more serious think they know something and are reluctant to speak out and we are reluctant to challenge them. This country is in trouble from an educational point of view. And I'll just make the point in one way that's a little applicable to grades slightly beyond ours. The National Council of Teachers of English about a month ago, it was in the Times made a statement to the effect that in response to data that showed that most

036high school graduates get out of school without having read a novel. They said the National Counselor, they want to do something about it. They teach fiction. They teach short stories. But they don't teach any sustained narrative so that people have no sense of what it means to go through a sequence logically. Spelling is important. Commas are significant. the basic basic art of education in any discipline. So the sound is going on totally but I am taking listen 30 years it doesn't wipe off uh but to have that condition exist without people being outraged so that critical thinking is at stake. It's a cliche for everybody to moan about phones and phones that are opened inappropriately and particularly in schools. No way. Parents must speak. This community is growing. It's growing with a lot of people

037who came here from the the pandemic and they know very little about the spring school. I follow your newsletters. I try to, but I have to say I came here tonight and I know nothing about the budget. I know nothing about the priorities first balancing administration and curricula and function of programs. I know nothing about what this board supports. I know nothing about your response to what is in the mix or the curriculum and I should and more so the community real quick. Yes, sure. You um you make a wonderful point. I I want to point out that uh all of the board meetings are online and every we went through Sam how many budget presentations did we do? Five. So in those meetings which you actually can go back to the website and watch

038in full uh and to your point about attendance we always want to have a strong that's why we leave the students we want to have that kind of engagement we do have a somewhat robust followership I' I've come to find out on YouTube where people in this day and age get to watch from home but to your other point I encourage you to watch those very rigorous budget presentations that were made that contain a point of view you positions from the administration. We will see where their funds are going to. Um there is a tremendous amount of information with regard to that topic. So we we went through months and months. Tonight was the hearing for the budget, but it was simply the tip of the iceberg of a culmination of a tremendous amount of

039work. And uh luckily even if you miss the meeting you can still listen I I confess a burden is on me when I say you know opening up this is a short and small gathering I include myself may but I think right now it is such a critical time and I'll say the word political and I don't mean by that a partisan position. I mean literally policy and procedure that follow and are related to the budget. That's what I want to hear. Where are the priorities and why? How will they be implemented and how will they be analyzed and evaluated? you should come to our two meeting where we're going to have our district goals which is what I what I'm listening is where we come through on that is at the beginning of the

040year the board works through the administration through to the rest of the school by establishing district goals there are four that we have and those metrics if you will or those key performance indicators towards the end of the year will be reviewed intermediate we'll get to see some of the substance of the efforts of the school and the narratives that when I'm sorry Yeah. Performance indicators. Yeah. Like uh the qualitative uh you know elements where you know what uh extra supports have we put in? What were state test results? What student attendance was like? What social emotional learning initiatives happened? What uh you know there's there's quite a bit of indicators and it's going to be exciting to get the readout of that. And then towards the beginning of the school year the board is

041charged with setting the next set of district goals based on the lineage of that data. So, um, you'll have all of that as well. What you're asking is is good, but we we do provide it. I'm just curious, have has the board had any reason to discuss banning books, for example, when we're talking about or I am mouthing off, I'm sorry, but the relationship between daily news and what schools respond to public schools. Yeah, absolutely. I I think every district is in charge of themselves and obviously there's a climate that goes on where people have different positions but thankfully in this school I think we have a pretty unified point of view on that. Uh no books have been burned here. Uh and we certainly don't don't expect to but but luckily you know that

042is part of the board's job is to listen to points of view which is why we open up the forum and when uh when someone is passionate about an issue they have a venue to speak about it and sometimes as much as we want tremendous amount of attendance uh it can also look to low attendance in some situations as people can be content with what's going on as well sometimes the neutral But I I always encourage the attendants as well. I want to support the schools strongly and I want to support people who say I'm going to go vote and they will soon and they really don't know what they're voting on. Well, the budget news general sense of no more money. We're hoping that everyone reads the budget newsletter which you know I don't

043have any points of it already but that that's going to also list a lot of where the money has gone to. uh and I think in in the material efforts that you've seen from the school uh you'll actually see the narrative that follows that like you know the programs that were funded the activities that our students are going through um it's a very rigorous environment both from an academic perspective from a sports perspective from an extracurricular perspective so read that newsletter which if it's not in your mailbox already it's going to be there more but well you can only do so too much information isn't that good either. But luckily, if you are one to want information, I would go to the district part of the website and you'll see past board meetings. You'll get

I've been in the community since 1972 and many many years inadeucation I appreciate I You never know what's going to happen. I know about reading. I know about mathematics. I think that's really wonderful. the community a little more about the academic situation in the school that I know about. Oh, thank you. Thank you so much. Well received. uh and possibly in in June as the administration built us through some of those districtals data that we might get a read out of that. Um and in fairness to your comment as well,

045I don't know if it was four or five board meetings ago, but I think we did report on some of uh the testing the state testing standards that have come out and we gave the full presentation in terms of the school's performance against the state standards where we fell both from elementary level. In fact, in that board meeting, uh we were uh encouraging parents to uh to have their students take the exams and and not opt out if if they were open to that. Um and certainly don't want to force anyone to do anything, but as a parent, one of the things that I learned uh in that meeting was that in the middle school level, you have the opportunity to test out. I think at the elementary level as well, but in high school,

046you have to take those tests, right? So um you know so as a parent who you know sometimes you want to shield your your children from the pressures of testing or everything uh I didn't realize that that they were sort of destined to do that when they got to high school. So from my own parent not board perspective but parent perspective I realized that uh you know that's definitely something to think about where you know to have your student take that test can better prepare not only that student as an individual for their high school standards testing but also provide more of that data for the school so that we can have a better fingerprint in terms of our students progress but I don't think you can have too much of that and I think

If I remember years ago there was a lot of discussion about people in some places my brother was But I think I think you do show the work that you're doing, right? It's always a balance, right? Yeah. So yeah, that's impossible. I just can't resist one more comment. I started to tell you about the National Council of Teachers of English reporting that people are not reading novel. Here was their response. This national organization, they're going to introduce novels, but they're not going to teach the whole novel. They're going to teach the

048beginning, the end, and then invite students to look online at movies that were made of the novel or tell them what happened in the middle. And that's our national organization.
