at southwoods happy holidays and stay hashtag style strong [Music] and uh since my office is here in southwoods middle school i can confirm that there is no quiet place in the middle school to go and record your video for the board unfortunately but that's a sign of good things happening in the building at all times next we're going to recognize some of our new york state school music association allstate and all national musicians and we're very proud of the fine and performing arts here we have an extraordinary music program uh for over 20 years running now we've been named by nam as one of the best communities in the country for music education we every year send an extraordinary number of students to nisma and they do extraordinarily well so this really is a moment
for us to pause and celebrate what has been accomplished literally from elementary through high school because the foundation uh that we see for the accomplishments these students have today uh start very very early uh with our music educators in the elementary school so for quan good evening dr rogers members of the board of education my distinguished colleagues and members of the science community i'm michael salzman the district coordinator of the fine and performing arts and it is my great honor to introduce to you the nisma allstate musicians and the nafta me all national musicians for 2021 from syosset high school beginning with luca alexandru a jazz guitarist selected as an alternate to the all-state jazz ensemble maxwell bass selected to the all-state mixed chorus isabelle chen an allstate orchestra alternate uncello [Music] kyle chang a

we move on to audience the public okay we'll begin audience to the public if anyone has any questions or comments to share with the board you must be a resident to do so please come up to the podium there's a register on the podium you'll put your name and address and introduce yourself to the board you'll have an initial four minutes to speak with the board and after everyone has had an opportunity to have their initial four minutes we will try our best to respond to any questions that have been asked of us if at that time somebody wants to come up for a second four minutes and there is time we'll afford you an additional four minutes uh please no speaking about particular uh staff or students because of privacy rules and state education
law we are not permitted to uh entertain those kinds of uh comments or questions and please come up if you have anything to to share going once going twice okay that concludes audience to the public we'll begin with our discussion items and the first discussion item is varsity status of the rowing club as you may recall we've had uh meetings where we've discussed um uh whether the board will agree to um to varsity status of our rowing club and i know that uh finances were a consideration here that the club and the administration was talking through to see if arrangements could be made certainly because of the unique um the unique setup of rowing clubs in general where they uh where they practice where they store their equipment the kinds of equipment that they use
dr rogers can you update the board on the discussions that you've had and where where we are with that uh yes thank you i'd be happy to we've had a number of meetings with uh representatives of the uh science at rowan club and i have a much better understanding of how the club operates uh what is involved in the sport of rowing and crew and uh how we could possibly move forward um although the club practices in the fall winter and spring the official sports season is the spring that's when the state championship is held that's the season that is most analogous to a sports season for any of the other sports so in order to participate in the state championship the season that would make the most sense uh to have as the um
if you were to decide to have this as a varsity sport would be the spring season obviously athletes who wanted to participate in the fall season and fall regattas would do as they do right now which is support themselves on their own but the spring season uh would be supported by the district uh rowing is a little different from other sports in uh that the uh the sport itself uh the competitions are inevitably somewhere else because you have to have a body of water to compete on uh there are regattas that are both in state and out of state so there's some travel involved and obviously there's a very specialized expertise for the coaching in order to keep the students safe on the water so that is handled right now by the oyster bay rowing
club and the club employs the coaches it employs the chase boats it takes care of the water safety and ensures that students who are participating are safe on the water and are also instructed that the equipment is maintained maintained properly and they have the ability to be able to get the equipment the rowing shells from the site where they're stored to the site where the competitions are so um what we talked about conceptually with um the members of our rowing club is the idea that the board would underwrite some of the costs of the participation and recognize the varsity status of the sport but also recognizing that this is a fairly expensive sport the club saw the need to defray some of those costs by doing some fundraising and we talked through some strategies and
some orders of magnitude of what we thought would be doable both in terms of the board's financial commitment and in terms of the fundraising that the club thought was realistic for them to accomplish but in so doing it might be possible to enable the varsity status of the rowing club at an investment from the district's part that would not be uh out of line with what is spent on some of uh our other sports and then the recognition here would be that uh although this is an expensive sport it is a sport that is uh participated in by both boys and girls so where as we have lots of sports for boys and sports for girls this would be a sport where right now you might see on the neighborhood of 20 boys and 20
girls participating so in some ways it reads like uh a sport in both categories although it has the advantage of the boys and girls training and practicing together and going to uh competitions together so there is certainly some camaraderie that comes of that so we've also talked with our school attorneys about uh the permissibility of this arrangement because this is obviously a little different from how we would approach other kinds of sports and uh moving forward in this way would be permissible so it is uh way too uh there is a path forward if it's something that the board wishes to do does anyone have any questions for dr rogers okay is this something where you need a motion or a direction okay then i will uh make a motion to uh make siasta rowing
a varsity um sport here in sayaset with the district contributing funds in line with what they are spending on other varsity sports and with the club to underwrite the remainder of the fees is there a second a security on are there any questions carol um is it just varsity or jv as well so this would include um there are boats that are uh rowing at the varsity level there are boats that would be rowing at the jv level and there are boats that would be rowing at the developmental level what we decided not to do was to have middle school rowing at this time even though there is a middle school component to the club at this point but we felt like it would be more manageable for us to take on the high school
age population first and then um i was going to say get our feet wet but then i realized that was a pun and it wasn't intentional so we would get some experience with this and then having experienced it possibly revisit that at some point in the future so the answer is yes for high school athletes no for middle school athletes are there any other questions dr park it's more of a comment than a question one thing that um touched my heart when the members of the team came and spoke is that um if anyone anyone wanted to row they can that really touched me especially in our um school where varsity teams our students athletes are excellent they do so well and they've been practicing throughout their lives in order to get into varsity teams
they have to be pretty amazing at playing tennis basketball football volleyball you name it in order to get into a varsity team they have to be really really good not many sports in varsity teams can they can say anybody who want to play this sports can join our team i hope that status change in rowing doesn't change that philosophy i know it's expensive and it's going to be become more competitive but i hope some way that can live on anyone else all in favor oh sorry mr gershon yeah i just wanted to add that i had some personal experience with rowing my daughter who's a graduate of syosset uh was on the rowing team one year i had the great experience of attending her regattas and i remember that was that sport put her in
the best shape physical shape of her life and she loved being on that team she loved the people it was very well run i was very impressed particularly the first time i think her first regatta was in philadelphia uh i think it's called the the show kill or something it is the school river and i only say that because my wife is from the philadelphia area thank you for that correction um but it's just a wonderful sport i think it's great that both boys and girls can participate and i urge my fellow board members to support making rowing a varsity sport anyone else okay all in favor the pose and the extensions okay rowing you're a varsity sport and i i just want to thank uh the rowing leadership and the rowing community for being
patient and understanding and for going through what was a very long process um but you were respectful the entire time and uh you just you know really were excellent at letting us know the value of uh the sport and we all felt it up here so thank you congratulations okay uh some of our board members attended the new york state school boards association uh conference it was on zoom this year and we will have updates from lisa cosia with respect to um what that conference was like and also for uh from uh carol chang who attended the business meeting on behalf of the board lisa uh thank you i took notes but i just i had to put it into one page because i think i had like 25 pages of notes by the time
the conference was done and i would never do that to anybody to listen to all that so i just took everything and kind of okay put it into short term on october 25th we attended an online webinar offered through new york state school board association from 8 to 12 30 we heard from guest speakers who address different relevant topics within the school communities the first speaker dr jim baldwin spoke about diversity equity and inclusion and how each school district has different needs in these areas based on their individual community makeup we should reflect on our own current policies to make sure that they address our district's needs as a whole he stressed how we should look at our differences as assets up next was susanna loeb she focused on the issue of learning loss and
gaps in learning due to the pandemic she asked how can we bridge these gaps she discussed multiple studies showing how specific tutoring programs resulted in substantial additional learning for students these programs focus primarily on reading and math skills and could be implemented during the school day or after school depending on the student's individual needs as well as their schedules she also talked about how remote tutoring can be just as effective as tutoring received in person the third segment addressed the second highest concern of both schools and parents which was the mental wellness of our children as they headed back to school this september scott lamurry discussed the importance of mental health and how it can impact social and academic areas in students lives he offered ways that districts can be proactive for their students such
as hiring more mental health providers like counselors and psychologists weaving positive mental health discussions into relevant health and science classes and fostering a school environment where students feel comfortable and know that it's okay to ask for help if needed the fourth speaker was attorney kristen o'neill she reviewed important topics within the laws that govern the local school boards such as the open meetings law she offered a brief history on these laws to help explain why things are done in a certain way she explains various legal terminology and vocabulary that is used and then answered specific questions that were asked by attendees in the conference the final segment was titled a message of cohesion and hope and was led by guest speaker of the day american television journalist juju chang she shared her own family's personal
experiences and struggles as immigrants she pointed out that everyone had stories of generational experiences that we can learn from i think the biggest takeaway here was that everyone has a personal struggle or story that we may not understand but if we lead with empathy and compassion for each other we will have a more cohesive society and she stressed that empathy empathy is a superpower which i completely agree with so that was our four and a half hour conference in a nutshell all right thank you um the new york state school board association held its 2021 live virtual annual business meeting on october 18th nearly 300 delegates heard 23 resolutions 17 recommended by the resolutions committee and 6 not recommended of those 23 resolutions 17 were adopted delegates also consider and ultimately opposed one by law
amendment the nisba officers for the 2022 calendar year were elected a full list of the adopted position statements and the slate of the newly elected officers can be found on the nisba website thank you do we frame thank you okay so december 16th for the orientation and january 13th and 27th 7 p.m for the meetings do we have any volunteers even just one okay we'll table this one everyone check your calendars okay unfinished business is the installation of field lighting at the turf field so for those of you who did not attend last month's meeting the board discussed whether to improve installation of field lighting in the turf fields and i think he must be sorry about that that's okay again uh last month we were talking about installing uh field lighting at the turf
field and some of the issues that were raised is the fact that um due to bus driver shortages and delays with teams getting to our school and us getting to other schools the fall sports teams were not able to function the way they were intended to function they had to cancel games they had to cut games short because it got too dark the game started too late in addition uh where we normally [Music] try to spread out the practices on turf fields so all of our students get to practice because we only have one field that's difficult so we would normally bus students to other turf fields uh that are local we were unable to do that this year because of the bussing and had lights been at the field we would have been able
to hold practices for all of our teams on the turf field during the day we had a significant number of the public come to uh advocate for uh lighting and we heard about the sense of community um that um that surrounds evening uh games that it would allow other members of our community to use the track after practices are finished because the lights would be on and right now they aren't able to use the track during the day obviously because we're using our fields and for safety reasons and so with that the board indicated a unanimous support for turf lighting however there were other items that we still needed to flesh out for example we needed to figure out whether we could install the lighting in time for the next fall season if we were
to do that consideration would be whether we could wait till may for the budget vote or hold a special election in february um and uh we were looking for the costs of holding a special election at that time so we tabled any vote until uh today's uh meeting so um we have been told since that meeting that a special election would cost about 28 thousand dollars uh correct dr rogers okay 28 000 for a february vote um and during the course of this last month can you just uh talk about some of the things that you've learned about the state education department's wait time materials and labor issues that may affect whether our fall season can be preserved if we hold a vote in may as opposed to february sure so obviously um the part
of the next season that we we would be most concerned about would be the second half of the fall season of the 22 23 school year and what we've been learning is that um i should take one giant step back in order to do any school construction you have to have a building permit in order to get a building permit you have to go to the state education department in order for the state education department to give you the building permit they have to review your architectural drawings and engineering plans in order for them to review those plans the architects and engineers on staff at the state education department have to go through them they do this for all of the 700 school districts in the state that are serving the roughly 2 million children
that are outside of the city of new york so with that said um they have had some staffing losses at the state education department that have not been backfilled and um two years ago there were some projects that were taking 42 weeks to get approved by the state education department we saw those lead times improve actually over the course of the last couple of years and i had shared with you at a previous meeting some optimistic timelines of how we might be able to really push the project if we could get an approval from the state education department in say the four to six week time frame instead of a 42 week time frame but what we're seeing now and what we saw with the very last project that we got through the approval process
is that that approval time has now slipped to about 12 to 14 weeks so not just with the state ed department approvals but what we're seeing right now with the bids that we're putting out contractors we're seeing prices start to escalate as time goes on and we're also seeing contractors that are having trouble meeting the schedules that we anticipated would be possible for them to meet all of which is to say i don't think that it would be realistic if the public vote was scheduled in may to i don't think it'd be realistic for us to assume that we would get the project finished in time to pick up lighting for the second half of the fall season next year my concern with having the early vote in february is that if it is passed
we're not necessarily guaranteed that the timeline will will run on the timeline and that we would have let's say the product available that the lights are able to be delivered to us in time that the installation could be done on time and then also we're at the mercy it sounds as if we're at the mercy of new york state as far as getting that paperwork through so i would love for especially the seniors next year to have a great season in the fall on that tar field i would really love to have that my concern is that there's no guarantee with time um so that's the main thing that runs through my head is whether or not we you know you spend the money on the separate election but then if we fall short time
wise anyway it's kind of you know you're taking um a risk that's my concern dr park my concern is it's going to draw negative attention if we just put this one item for february vote then it's going to draw a lot of attention on why this is you know it's not going to be just parents who have children in school who's going to come and vote just use this is this better oh that is better we are going to be whether it's in may or february um putting out as much press as possible to let everyone know about the vote about the fact that we don't have to borrow in order to um get these field lights done that we already have the money that there's no increase in taxes there's no borrowing there's no
interest that we have to deal with with the project like this um and uh dr rogers remind me is it about hundred thousand dollars that we're looking at outside uh yes right now our estimate is uh six hundred and fifty thousand dollars the fact that that number could go up if we wait i think could bring a positive positive feedback from the community because by holding the earlier vote we're trying to save money and get the most return for our investment by getting another season in um so i'm not i'm not worried about negative because anyone who's going to be negative about the project is going to be negative in may or negative in february but we're doing this for the kids and for the community and um you know we've heard over months and
months and months not just since now but when we were talking about stillwell how how very critical um the lights are to the running of our uh full programs and without any kind of indication that the busing scenario is going to be any better this coming full than it is now um the lighting project is a very important project to undertake and not very costly in the grand scheme of um what we do here so um that's my piece mr greco i agree it's a wonderful project uh and in the grand scheme of things it's a no-brainer to do it i'm wondering what the cost of the special election is not just not just in dollars but you know dr rogers are you going to spend a lot of time in february is your is
your staff going to spend a lot of time conducting this election and i'm also wondering i know we had a special election in 2018 for the phase two construction projects but have there been any other special elections since it in the in recent memory so the answer to your first question is yes will we do a lot of work yes we will do a lot of work but no matter when a special proposition comes out we did a lot of work trying to educate the public on stillwell with this proposition we would do a lot of work to educate the public uh with the phase one and phase two propositions we also did a lot of work to try and educate the public obviously we want the public to be fully informed and uh if
the project is meritorious then the project will end up speaking for itself um when i arrived at siosit seven and a half years ago uh i was surprised at some at the amount of facilities work that was apparent that needed to be undertaken here sayasa had not done um a bond proposition whether a special election or uh something at the regular may vote for i believe over 20 years and so that's a little atypical school districts tend to be on a more like a 10-year cadence where you do some work and you work through that and you do another 10-year project and because you're paying them all off over the course of 20 years you kind of have one that's halfway done and one that's just starting at all times but sayasa was a little
behind we did a building condition survey obviously identified a lot of needs uh as a result of that survey and then have been working away at uh trying to uh to deal with those needs and upgrade the physical planet here ever since so to answer it's a long way of answering your question which is when was the last time we had a special election you'd have to go back a long ways to find the last time we had a bond vote of of any kind other than the phase one and phase two votes that we just had recently yes anna just a question um dr rogers do you anticipate um given the scope of potential cattle projects and and you know a lot of work on the buildings that as you say um you know
way overdue do you foresee us having to run start this new trend of running special election for each project every you know we're looking at um increased number of such special elections potentially or you know concerned about that going forward well you have old facilities most of the buildings here are in their 60s and 70s and they are going to show their age it's a good physical plant it's a very solid physical plant the construction is solid but you know given the age of the facilities they're gonna they're gonna need a constant state of attention i do think that the strategy that most school districts use of getting into sort of a regular cadence would make sense for us as well it allows you to keep the debt service level uh one of the things
i'm personally proud of and i give a lot of credit to dr rufo for putting this plan together that allowed us to do a tremendous amount of work and time it with roll-offs of previous debt so that the debt service meaning the annual mortgage that we pay stayed level even as we did all of this work including fitness center and the changes to the high school campus and the upgrades to parking at berry hill and bayless and walt whitman so we managed to take care to take advantage of one of these borrowing cycles expiration in order to do a lot of that rehab work and so i think going forward uh two things are going to happen uh one we're going to be required by law to do another building condition survey undoubtedly things that
have deteriorated in the last five years since we did the last one will present themselves but i think we can get into a cadence where this is just part of the work of keeping up our 70 year old physical plant and we'll try to structure that in a way that keeps that service as level as possible anyone else okay so uh the first motion would be for a resolution to hold a special vote in february let's put in turf field lights is there a second mr gershon are there any questions all in favor okay all opposed any abstentions okay now for the votes in may um you should know before um you decide that the only way to use the capital reserve is by separate proposition so um we can use the funds that we
already have in the budget that would be the first motion would be to embed the turffield project into the budget the second would be to make it a separate proposition in which case we would be using money from the capital reserves okay all right so uh there this next motion is for a resolution to uh embed the turffield lights uh project into our um budget for a vote in may are there any questions is there a second mr gershon all in favor opposed any extension okay we will have turffield lights everybody but the vote will be in may for the public and we are going to make sure that the public is aware of uh everything that they need to know in order to make their decision okay the following are new business items a1

facilities purchasing consortia may have a uh promotion please mr gershon seconded by ms chang are there any questions mr rotolo yes dr rogers when i looked through this i was confused about what part of their cooperative bid were we agreeing to because the one that was there um had a couple of different facets of it was it just the maintenance because there was a new scoreboard i don't understand how that worked so um new york state has a law that's called the piggybacking law and what that means is any bid that is publicly bid in accordance with new york state's rules for public bidding any other public entity can take advantage of that bit so there is a consortium of directors of school facilities and that consortium will go out and bid for lots of
things and make a list so we can take items off of that list but we're not required to take every item on the list we just take the ones off of it that we feel meet our needs it is we can buy things off of a state contract off of a boces contract or off of this consortium i don't know which specifically we were anticipating using dr rufo do you know which items we were planning on using i believe it was the maintenance of the scoreboard because we had purchased scoreboards it was rates for repair wasn't it i'm looking a little bit at greg for that one i believe that there are rates for repair but it is repaired no when when you participate in those you're you're generally securing the pricing it doesn't obligate
