Good evening everyone. Please rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right. At this time, it is our public input on agenda and non-aggenda items. I welcome any members of the audience to speak at this time. Can you tell us your name and your and then you'll give Teresa your address. >> Absolutely. Uh yes, my name is Paul Ashburn. My address is 152 Marian Avenue, Wineskill, New York, 12198. Are you? >> Yes. Uh I am a South Troy product and a Troy Hide product. I'm here tonight as the treasurer for South Troy, Pop Warner, and I'm here to address a series of issues

and concerns throughout the community. No, I'm just kidding. Uh just >> now, uh I'm sure you get a lot of requests, demands, and complaints. It's easy to focus on challenges, but it's more important to recognize the people who go above and beyond and ensure that our kids have a safe and supportive place to play and grow. Running a successful youth program is a massive undertaking. It's about more than just what happens on the field and during competitions. It's about the infrastructure, the safety, and the coordination that happens long before the season even starts. It truly takes an entire community to support a program like this and I'm here to say we feel that support. I don't want to take up too much of the time, but I'd be remiss if I didn't thank the following.

Adam Hot Tailing, I just want to thank you for con consistently supporting our requests for facility use. Having access to quality fields is the foundation of what we do. Sabina Dinardo, thank you. You directly support our cheer program. It's been instrumental in its growth and success. The principles, secretaries, and teachers at all our schools, thank you for all the help in dist distributing our registration announcements. You're a direct link to the families that we serve and the facilities and maintenance staff who work tirelessly during our games at the football field. Your work behind the scenes ensures our environment is safe and professional for our players. And finally, Troy High football coaches, thank you for me, your mentorship and helping our youth coaches and players develop their skills. The bridge between the youth and high school

levels is vital for our program's future. As we continue to build this program with our players best interests at heart, we're constantly reminded that we're not doing it alone, and we appreciate everyone who goes above and beyond for us. Thank you for being such dedicated partners and helping us develop the next generation of Troy leaders and we look forward to many more successful seasons together. >> Thank you. >> Anyone else? Okay, Mr. Carmelo, >> you got me. I got my pen ready. He's going to list all the issues you were going to talk about. Uh, thank you for that, Paul. Um so the superintendent update on wet skill is um getting shorter but also getting more exciting I I would say. So we did have our meeting after the vote the next day to approve

the results. Um but um Mary we had a meeting with Mary today. We actually talked to SEDD. Mary talked to SEDD yesterday. Uh we expect to get the official announcement hopefully sometime next week. Um but um you know until that happens, we're kind of still waiting a little bit, but I think it's I think it's all academic at this point. They're just trying to figure out uh all the logistics of it. Uh so we anticipate and you'll hear it in the budget proposal tonight. We anticipate that being July 1st, 2027, which is what we've been talking about. Uh but it's a really exciting time. Uh we've been preparing for it in our heads and now it's real and now there's a lot of work to do. And again, we'll talk about it a little bit

as part of the draft three proposal. But, um, thank you for all your work, Mary, and her team. And Paul, I thought that's what you were going to talk about. Paul Paul was a big help on uh Facebook. Um, you know, clearing up any of the miscommunications that were out there at times. So, uh, there were a lot of people and I think Mary was thanking some of us. Thank you, Mary, for always uh doing things that I don't do like giving nice thank you notes and parties and stuff like that and hugs. Um but it it it was a was a long process but it was really a rewarding process and uh uh the benefits to the students for the next 14 years are going to be immeasurable. So really exciting time. Thank you.

>> Thanks John. Uh Mr. Denovo for our February financials. Uh all accounts have been reconciled. Uh nothing has changed with the projections and we're still on track to break even by the end of the year. Our tax collection season is officially done. Uh all files have been turned over to the city and the county for to continue collection. Uh I wanted to thank Trish for everything that she does. Um keeping everything in line for all the tax collection purposes. Uh this is just a reminder that um this coming Friday is the last day for purchase order entry for most users. Um and that is all I have. >> Okay. Thank you. All right. Draft >> three budget. >> Where's the budget people? >> None of them are here. So we're okay with everything that we

vote on next. >> So there's some repeats in the beginning, but you know, we start with our mission statement that we'll provide a strong educational and social foundation to graduate all students college and career ready. Uh I say it every time, but we actually start all our meetings like that. So we always know what the purpose of what everything we're doing is especially when it's budget time. We want to make sure every student full potential achieve success. There's our highlights from our meeting we had uh earlier in the winter. Um great things going on throughout the district. That was really the state assessment things, but really really great stuff. Things we're super super proud of. Uh and we want to keep rolling with. So that's what our budget develop process is about. How do we

sustain all our progress, build on all of our successes? How do we meet the needs of all of our students? How do we maintain our environment of continuous improvement? We're always trying to get better in everything we do. We talked at the beginning of the year and throughout the year about this year being raising the bar and being better at everything we do each and every day. And how do we do it in the most fiscally responsible way, which I've been bragging about that I think we do better than anybody. And now we're going to be even better at that. Bill. Um, always going through those two lenses, right? We want to be educationally sound. What I just said, giving giving our students everything they need to be successful and at the same time being

fiscally responsible, right? So, always trying to be good stewards of the taxpayers money and balancing those two lenses. Uh, again, to make sure that we're doing it right on both sides. Here's our tax cap history for the last however many years. We always focus on those last 10 for 201617. That zero there through last year. Um there are five zeros in that time. There's a 7% total increase over that 10-year uh time period. Uh again, really really proud of how fiscally responsible we are while at the same time uh giving our students what they need. It's really really been a great balancing act those 10 years. Again, now the future is Quick review of the first couple of drafts just so you can remember where we were. That was the revenues that we talked about

for draft one. Um state aid coming in. We still happen to have a state budget. You'll see that in a couple of slides from now. Our tax levy assumed zero on the first two drafts. Uh with the merger passing, you'll see in a minute. We'll we'll keep that zero. Now, um the only thing that's really going to change on that one is the reserve usage, and we'll talk about that when we get to there was a significant driver of the expenses from draft one and that left us at that time with a gap of $1.4 million and I wrote there even then uh we knew we were in a good place really manageable deficit uh for a budget bigger than there was some changes from draft one to draft two. We had the retirement breakage.

Remember a retiring teacher um upwards of9 some thousand dollars and you hire a new teacher in the low 50s and so you get some breakage every time you retire. You lose experience obviously you lose uh your teacher sometimes but as far as the finances go the savings of that uh is good. So yeah about 10 or 11 both teachers and teaching assistants about $220,000 savings there. the attrition plan. We'll still always thoroughly thoroughly review positions as they open, but certainly we don't need to be as strict anymore with our attrition plan, right? That was really mainly uh because we're watching and cutting costs. But uh again, going back to this slide, we've always been really good stewards of taxpayers money. We've always made strategic decisions. We're not going to change that um now, right? We'll

still continue to make this great decision. And then we had some uh health prescription costs come in less than expected. Uh I think I kind of passed over that one last time. Um that really is a result of uh the Medicare Advantage plan. So we've got a lot of our retirees jumping to that when they get to be 65. And in fact, in our negotiations this last round through all the units, uh we've agreed to that on each unit that that's now required. So, uh, it's cheaper for the employee, for the retiree, and it's cheaper for the district. So, it's a win-winwin all around. And so, that is trending us, uh, the, uh, really in the prescription side because Medicare Advantage plan has the prescription stuff built in. So, uh, it's really been great for

us as far as cost go. Uh, and it's also great for the retiree. So, uh, that that new number actually will also be have trend moving forward. So, uh, good stuff. the negotiations before, remember we changed, for those that were here, we changed the workers comp rules and that really saved us money back then. So, this is just another uh kind of forward thinking thing that's going on. So, that led to draft two. Um, and draft two, our debt deficit was down to 700,000, a little under 700,000. And again, at that point, we still had a zero tax levy increase. We still had the 1% in the state budget uh in foundation aid and we used the same amount of reserves as last year. So uh we knew that we could address that gap uh

easily with those three things. A little piece from each uh and have no layoffs. Then we got the murder vote pass, right? Really really great stuff. I just talked about a little bit but the vote results and our Troy resolution were submitted to the commissioner letter of support from Glattus Dr. Cruz, our rest, our three Bose superintendent. Uh we're waiting for the final order. We hope that's coming soon. We do anticipate now. It might be next week. And we do anticipate a July 1st, 2027 official start date. The expected incentive aid is approximately $241 million. We've heard some whispering that that actually is going to go up uh because the 241 was actually calculated if it started this year. So there will be a uh increase on that. Um you can hire the people you

want. Uh it's great news for the students. It's great news for the staff, great news for the community of both districts. The future is certainly bright and we're excited uh to put that way. The benefit of remember that um those are the three. So, there's still no state budget. Uh, there it is. Great job, baby. Um, let me go back. That's what we talk about in a minute. Um, that would be that would have been an issue for us, right? Because we if we didn't have this merger money, right, we were trying to figure out if we were going to do the tax levy at 1% or or 2.23 without cap. Um, we don't know if it's a 1% increase in foundation aid or 2%. The Assembly and Senate are both saying it's going to

be 2%. The governor's original proposal was one. The thing we are hearing is that it's late for four or five other reasons, not education funding. So, we think they've agreed on the 2%, but no one knows that for sure until the final state budget. So, again, if we didn't have this merger money, we would have to be making some decisions. Um, they just hired uh signed another extender, which is till tomorrow. uh and then maybe they'll get back to work. But uh what I'm hearing is it's not going to be probably till the first week in May. Uh again, for us at this point, it's not going to be an issue, but uh for a lot of districts, it is. And for us, it would have been. We really had to just kind of guess

where we were going to go. We're going to still use the 2%. Great job. Uh uh draft one, draft two at zero. There's our tax cap 2.23. We don't need that anymore with the merger vote. Uh we're going to go zero. Um we talked to Mariel also about her budget. We've heard it in during the um community meetings when we had about the merger. They're going to go zero as well. Didn't make sense to increase taxes and then decrease them by 5% the following year. So I think for both districts that makes a lot of sense. Uh and in draft grade, we're going to assume that that 2% foundation aid is in there. That'll be 700,000ish uh or 628 uh that we're expecting to get extra. If we don't get that, we'll just increase the

reserves knowing that we're going to get 25 million in the following year. In general, we've talked about this a long time, right? And um again, it goes back to being great stewards of taxpayers money. You shouldn't use reserves for recurring expenses. Just like in your own personal household, you shouldn't use your savings account to pay for your car payments each month because eventually that money goes away, right? You you hope that your expenses and your revenues are are equal, at least in a public setting like ours, right? But you can use some as long as it's strategic using them because we're getting that incentive over the next 14 years. Uh we're willing to use them this year. uh we have some things we want to do for budget additions that the principles and directors have

asked for and we also uh have some firstear transitional needs uh that we'll talk about. So um from draft two here uh 144277 we've got about $2 million of things that we're going to propose. So there's the tier one request. That's not every request. principles and directors come and and we tell them ask ask for everything you think is important for your department or your building so that our students can be more successful. Right? So we have those meetings with every single director and every single principal uh and then as a cabinet and further conversations with all those administrators we kind of put them in tiers. So these are the tier one requests. There are also tier two and tier three that we'll keep in mind. Sometimes there are things that we think we can

do the following year. Sometimes they're things that take a couple years to do. Sometimes we can do them different ways and have it be budget neutral. So, but the tier one requests are things that we put into this draft and those are there. Uh some lot of them are specialed uh based, right? That's student need based. So, we have a self-contained elementary section. Um I don't know if that's a co issue. Sometimes people say it is, but our prek kids are needier than ever. uh which means our ele you know our primary K12s are easier than ever. Uh so we're going to add a self-contained classroom that's actually going to be at 14 with a teacher in 2A there and actually speech therapist will mainly be there supporting that as well. Uh two secondary special

ed teachers that's one at the high school and one at the middle school and then a secondary specialed TA which will be at the middle school. So those are all requests that came either from special ed or the principles uh usually a combination of them addressing for students and then the attendance leaison I think you're aware we have one in every building um right now 16 and 18 share theirs uh and we're talking about adding uh some duties to those positions uh starting next year and so in that vein of A little more thing. Uh, we think that we probably need one in each of 16. So, that addition one will allow now every building to have >> Hey, John, I might have missed it, but what about like tier 2 stuff? Are they completely

off the table or >> um Well, most of the tier 2s we we looked at to say probably next year. >> Okay, >> that's what I was saying. And some of them we're going to be able to do without affecting the budget. Take something out and put something in the thing. Right. So, >> um, you know, one of them was a a additional section at, uh, grade one of SC, excuse me, school two. >> Um, but their kindergarten numbers have always been lower than they are. So, we're going to move a kindergarten to school one or for grade one this year >> with the understanding we have to go back and do. Okay. >> So, uh, we did look at all the tier 2s and tier three. Uh, and again, most of them can do

without. >> Okay. That's about a million dollar with salaries and benefits. And that was a transition, right? Exciting exciting times. Maybe I should have wrote that first. Um, but you know, I think everyone knows how exciting it's going to be, but there's a lot a lot of work. It's funny. Um, that first day of break that we got that call. >> Oh, yeah. Good Friday. >> So, yeah, good Friday. So, um, So, the voter just happened. We did our board meeting. Uh, and then Mary and I got a text and she called back first, which is not surprising. Um, then I called back. Uh, they wanted to know if we wanted to do a dishon like do you want to just have this thing be done? And >> I didn't know that. >> We did

talk real quick. just started. >> I mean, there's a lot to do with the contracts, with the operations, with the student data systems, with I mean, just too much, too much to do. Uh, so July 1st, 2020 be perfect. Plus, that's what we told everybody. I don't want, you know, such a big decision to already have people say, "Oh my god, a >> reneg." We asked to go to July 27. We assumed that that's what they're going to do. She said, "Okay, I'll recommend that." But yeah, there was like an hour doing it this July until I um so we do anticipate it'll be uh July 1st, 2027, but there's a lot a lot a lot of stuff, right? So, uh we think we'd like to allocate a million dollars. I don't have a million

dollars worth of stuff there. Um but you see the last line this is a brand new unique evolving process even say then one of the reasons that they told Mary that it's taken a little longer to get the uh proclamation and that was right trying to is because they hadn't ever written one with a city school and a union free school. Right. So this is new for everybody. So we may find uh going back to your question there may be things that we add along the way but uh I think if we put a million dollars in uh transition piece of this budget uh will be at this spot. So uh we want to be seamless uh integration of the garments between students and staff. This will be student and staff records, all the backend

data systems, all the central office, business office, all those needs, operational stuff, even the time of the school day and all that kind of stuff. all the contracts who have uh all uh you know hourly days you know what they're working and what they're supposed to be doing all of that has to be reviewed and um simulated into ours right and then we want to also begin with some of the good classroom stuff we talking about so talking to Mary today um we talked about our instructional coaches that are in every building we'd like to put one over there just to start that process pre official merger. Uh so we're going to do that. Uh and then one of the biggest impacts that we had with our co money uh for those of you around

for that were our co- teach models at the elementary school. Two >> two certified teachers are in that third grade classroom giving uh individual and extra attention to all the students. So, um, we're going to try to start bringing instead of waiting for the actual merger to happen and try to hire, you know, 25 of them in one year. Uh, we're going to try to hire seven if we can. There's a lot of districts out there that are u going to be cutting staff. A lot of districts out there. So, teachers out there and get that started. So, the transition piece that's the classroom stuff that we'd like to do in that middle and as I said earlier it is an evolving process that's new there may be additional things come to the board asks

>> questions on any of those >> a lot of that will be again in Adam's department the business office stuff >> so John, this is an additional million to the other million talked about. Okay. So, this is going to be in this draft of the budget to do all that. Got it. >> Yes. >> Okay. Perfect. >> So, we think we need >> All right. >> And we think we need for next year to go through. Some of that will be staffing getting people that are dedicated to making sure that they're reviewing all these things. A lot of work. >> So, yes, Josh with that. >> Right. So, the draft two was 144 277461 and we are proposing a final draft of 146. So a little over $2 million more than draft two. Uh again

and that will come from reserves right now. Well, we think we're getting that 600,000 from foundation a but the rest of it will come from additional reserves. But again, not worried about questions on that. >> Good. >> It's like a 2% increase year-over-year. Now, that doesn't factor in the small city outlay that we have, but still again pretty financially responsible responsible, but also adding great stuff right off the bat. And then the capital reserve reminder. Um I think this is the same slide except we added uh something in that first bullet that reminded people we had a 98% uh building a ratio for the next 10 years. So any capital projects we do in any of our buildings and we certainly got planned for the Garner Dickinson building. >> That's awesome. going to be almost

put $6 million uh into that reserve which will allow us to leverage $300 million not all one project but over the 10 years $300 million worth of projects to make our buildings the best that'll be on the remember when the reserve is voted on that'll be part of the budget there's nothing there's nothing cost to creating a reserve is just allowing us to create that same part of the nature. So if you're okay with that question budgets over the next 10 years are going to be pretty easy but um we'll adopt it next Tuesday. Remember we got to come back next Tuesday because the most budget is always Tuesday that week and then We got a budget hearing and meet the candidates if that's necessary. We're only going to meet candidates if we have extra

people running. Uh and then they're all current. >> I forgot her sheets. Diana's sheets. >> Sorry. Yeah. >> You got time. And then the budget is May 19th certified on the 20th >> question. I'm I want to ask a question about So you talk about a lot of these districts that are going through challenges and so are we allowed to actively recruit or like pinpoint those people who we want to go and get. And I think of it like this, right? So as we get this money, right? No, hear me out. Hear me out real quick. as we as we get this money. You see, I'm going to liken it to sports cuz that's what I usually do, but the New York Yankees, the Dodgers are always the best teams because they have the most

money. >> Yeah. So, right. So, how do we we already have No. So, we already have we already have excellent teachers, but how do we how do we use this funding to go get better and attract these people into our community so it becomes >> best? Yeah. The destination. It improves our community, right? where people are moving into the community because of the school district, right? Everybody wants to go to Colony or they want to go wherever because the school districts are so good. Well, there's a lot of challenges that these other districts are facing and right now we're in seems like the pole position to be able to put this community into, you know, one of those types of areas for the next 20 years. So, how are we and I'm sure again we

just got the vote through, but thinking about that stuff, can we recruit? Can we find those people? Do we or do we have to wait for these people to come to us? >> Yeah, I think it's a combination. I I don't >> I mean there's no rule against either, but going out and actually recruiting other people's people, you know, >> it's not it's not done here. Yeah. Okay. >> All right. >> Well, I think what we'll do is >> continue to make our school great and attractive and we'll market. people will be out there and okay you know people like Paul coming and not having a list of issues but having >> having good stuff to say about >> we'll have to also figure out I don't know great to talk about right now but

uh when we have our retreat one of the things a lot of people talk about is how do we >> um we can't really just increase everybody's salaries eventually the money goes away >> it's got to be you got to be fiscally responsible >> how do we reward people without >> putting it right in their salaries, right? So, we used to have that attendance bonus which really was effective. >> Uh so those kinds of little bit out of the box thinking that gets around, right? People people talk about that when we were doing that especially >> uh people talk about right now that one of the things we negotiated for the teachers was the free uh maternity leave for the for the new teachers, right? Long have been here a year. So being able to

take care of our people >> in fiscally responsible ways, but also because we have this money doing it in a good way so people are are happy with what they're getting. That gets around, >> right? And we'll do a good job of making sure we sell how great our school is. And listen, the things we're going to be able to add as far as resources and supports and staffing and programs, >> our kids are growing. I mean, we're already proud of all the stuff our kids are doing. It's going to keep going up and as that goes up it builds on itself. >> Yeah. And hopefully that makes the staff's job a little bit not easier but you know enjoyable and they want to be here and rewarded and you know and >> you know

they're not struggling every day in some of these other districts like I hear where you know teachers are struggling to just get through the day sometimes because of the lack of resources. So >> it will take a little bit more time than just going out and grabbing people but >> yeah I'm used to I'm used to more of the private where you're You're headunting, you're doing that kind of stuff, right? So, you know, >> naturally by us doing the good work. >> Yeah. >> Great question. Anything else? >> Are we good with that draft free number? >> I'm good with it. >> One member of our uh citizens advisory committee 0% tax. >> So, say worth it. >> So, the two million that we borrow from the reserves with anticipation that money when we get

the money, does it does the 2 million automatically go back to refund that? The answer short answer is yes. >> Yeah. >> Um you know over this next year we've got to come up with a lot of plans. >> Um just to put it into perspective for people you know the co money that was over three years is 22 million >> right? >> Uh that took a lot of planning to spend 22 over 3 million >> or excuse me 22 million over three years >> over three years. Yeah. Um, so there's a lot to undertake and plan and come up with a good plan that's well done and well implemented. So I think there's going to be >> funds to replenish >> and, you know, there's going to be a lot of questions and and

uh uh priorities and those are going to be, >> you know, needed to be flushed out, >> right? >> At least in year one next year. Um, which is pretty much like a small school budget in and of itself, >> right? >> So, so short answer is yes. I think easily replenished. >> We did make, you know, some guarantees about long-term tuition and things like that. I'd like to take care of >> Yeah. >> So, but it's all be a part of the planning session and we're going to have to come up with a team to plan how we're actually going to do that. And one thing that Mr. Carmelo said about like hiring those seven co- teachers this year is you can't just go out and hire 200 people, right? >> Um, I mean,

you can, but you just you want to the right people >> right >> and at the right time and be able to manage it all. So I think this is going to be all >> extension. Mhm. >> I mean, we could talk about this probably forever, but so you talk about the team that you're going to put together. Has it been discussed on what that looks like? And is there key stakeholders from each level of the district that's going to be involved in that so everybody gets a say? Like how is that all? And I may be asking out of turn and again we just started. All right. Perfect. That's all right. Fine. Fine. >> Just going to be me. No, I I I think any investment we can make in the in in the

combined school district um you know and show our our new friends that we're committed before the effective date is anything we can do to invest to bring um gardener Dickinson at par with our schools even before the effective date. >> One of those things um she had a couple of other requests we talked about today. We didn't want to start picking and choosing. Um I mean I don't think I'm saying anything wrong to say out loud, but yeah. Uh when we were meeting with the staff, the music teacher, you know, she feels overwhelmed because she's trying to do all the different grade levels. So at some point she'll need help. I didn't we when we talked, we didn't think it was right to pick that one >> for next year, but that will happen certainly

when the time comes. >> Uh our code teach model. Um, we're going to add those for ours, but >> the following year we'll do that. Remember, we're already helping her with our UT and his team are taking care of her for that. Our maintenance staff went over and took care of some things she had. So, that will continue to happen. >> Um, we talked about transportation today. So, there are some things we're already over the day before vacation. Can you hand it out? >> Oh, I saw the pictures. Yeah, that was awesome. >> Sunglasses to everybody. I think they were pretty pumped up. >> Um, >> uh, we talked today, Roy and Mary talked today about, um, them being part of our opening day. You guys have come to know speeches and stuff. So, >>

they'll hopefully be able to fit that in their schedule when they get back to school. >> So, we'll do a lot of stuff together.
