Good evening everyone. Please rise to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [clears throat] At this time, it is our public input on agenda and non-aggenda items. I welcome any members of the audience to speak at this time. >> Now, we will hear an update from Minister. >> Uh, okay. Thank you. Um so the uh Lions Hill consolidation update, we had a meeting last week um was uh feedback's been pretty good. Uh got about 75 people in attendance. We got through our flyer, which we'll do again tonight. Um talking about uh their facilities, talking about our tax impact, talking about their staffing, and then talking about school choice. Um to today starts the more specific

topic meeting. So tonight after this meeting up in the Troy room at 7:00 is our tax impact meeting where we go into a little more detail than we did um a lot more detail in some cases uh than we did last week. Uh and then tomorrow night we talk in more detail about facilities and school choice. But moving along [snorts] and the majority of the feedback has been really really good. So we're really excited about that. >> I'll [snorts] turn the meeting over to Mr. Telling who will introduce the EFRP group. >> Okay, everybody with us tonight is uh Doug Zimmerman who is um a CPA engagement partner for uh [clears throat and snorts] EFPR group. our external external auditor. Um he's here to present to the board tonight. He did just present in the

last hour to the audit committee. Um in front of you is a [clears throat and cough] couple different handouts. Um it's not the bound handout uh but the small uh staple handout that is uh the full board presentation to look on while he's uh presenting. So with that, I'll just hand right over to Doug. >> Great. Thank you very much, Adam. Good evening everyone and again I'm Doug Zman engagement partner and as Adam mentioned we did go through the uh the financials in detail throughout the committee I'll just give a very high level overview of the results and certainly be happy to answer any questions anyone has u and again it is just a very brief uh three-page uh PowerPoint slide there that we have um so basically uh you know our audit approach uh

we perform a detailed risk assessment of the district uh we take a look at uh the significant audit areas and obtain a detailed understanding of the internal controls in each of those areas. And then we actually do a testing of your internal control system to determine uh which controls to be relied upon if there's any issues with any of those. Happy to report that there were none. Um and then we excuse [clears throat] me based on those tests we develop detail audit plans that we then utilize in per performing the audit. And again, I'm happy to report back that uh there were no issues that came up during the course of the engagement that caused us to deviate from the audit plan that we established. Everything that we had requested was, you know, certainly freely

made available by Adam and his entire team. Um on the next page actually uh is a high level overview of the results of that audit. Uh we issued an unmodified or clean opinion. That's certainly what you would want to receive. Uh there were no exceptions uh noted in the preparation of the accounting records of the union and what's called general accounting principles. Uh we issued two financial statements that have opinions. Uh the basic financial statements which is a larger document that you have uh some 60ome pages of information and then a small document the extra classroom activity fund. So again both of those were unmodified opinions. As I mentioned everything that we looked for everything we requested was freely made available. uh everything went according to our audit plan. Uh results of our test disclosed

no instances of non-compliance or other matters that would be required to be reported under what's called government auditing standards. Uh typically we would be issuing a single audit this point in time. Uh but due to the federal government shutdown, they have not yet released uh the [snorts] 2025 compliance supplement. Uh so we're [clears throat] from finalizing that report [cough] until uh we receive that supplement. So, uh, we'll be in contact with Adam, [snorts] obviously once that, uh, is released by the federal government to be able to wrap up the single audit complaint. That is not due, uh, for filing until, uh, March 31st of 26. Uh, hopefully the federal government doesn't take that long to, uh, to issue it, but, uh, there's certainly a lot of time before that becomes an issue. Uh, the last

page is uh, again just some more of the rest of the audit results. uh there were no material weaknesses, significant deficiencies or non-compliance findings uh over your internal control system. So again, everything that we looked at, everything that we tested was functioning appropriately and there were no material weaknesses, deficiencies or non-compliance matters related to uh the federal uh major federal program audit under guidance or the single audit. Uh the issue we uh indicate there the two programs that we audited the type one and the excuse me the title one and the title four program. The district receives a little over $10 million of fally sourced dollars in the most recent fiscal year. All of that really flows from the state or from excuse [snorts] from the federal government to the state to the district but

it's still federally sourced dollars and so that's why you have to have that single audit performed each year. That's everything I wanted to cover, but I certainly happy to answer any questions. >> Any questions? >> Thank you very much. >> Motion on the floor for approval of minutes from the October 22nd, 2025 U meeting. Second >> discussion. All those in favor >> opposed. >> Superintendent recommendation human resources staff matters unclassified and classified. Uh November 19th uh will be the school 16 principal presentation and then December 3rd here again here in the uh Trim Middle School. Um, future feasibility community meetings. Following tonight's meeting, we will be up in the Troy room at 7:00 p.m. Uh, the next meeting will be November 6th, 2025 at 5:15. That will be held at Wine and Skill. December 2nd at 6:00 p.m. at the Quest R3 Boseies. um December 17th, 6:00 p.m. The Try Middle School and December 18th, wine and skill at 7

p.m. I just say two things. >> Uh so just quick uh November 6, tomorrow, 5:15 is the tour over there. Uh if you're interested in a tour of the Garner Dickinson school, the the meeting will actually the first session of the meeting starts at 6 with facilities, building condition survey, and those things. And then school choice follows that um at 7 if the first one takes an hour. Um and then December 2nd, uh Diana's right. It says Quest 3 Boseies. We have talked to the consultants. That's pretty far away for both communities. So, we are actually looking to uh make a site change for that somewhere in one of the communities. Uh, you know, I don't mind if it's right back to Garden Dickson School, but uh we'll get a probably get a new location

for the December second one as I think that's too far for either. Thank you. Um, now for Troy Triumphs.
