I'd like to call the special meeting of the Utica City School District Board of Education to order. Welcome everybody here. And we all stand and say the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Can the clerk call the roll, please? Here. Here. here yeah mr. Brayden there here this is Danielle Padula's excused absence mr. James Paul here okay we do have a quorum we are here to consider resolutions the first is a professional service agreement between the Utica City School District and the Griffith Institute what is being requested is that the board approved the professional services agreement between the school district and griffiths institute which would be effective
july 6 through july 31. i'm advised that this particular agreement has been reviewed by our council there were a couple of technical issues raised They had to do with, I'm sorry, Catherine, do you remember? Well, we had initially the wrong agreement. We were all set. The only thing that we're still missing is the agreement approved by Council subject to we need the 2D addendum signed by the contractor. Okay, so subject to that. Subject to that. And I believe that was submitted. We provided the 2D addendum to give to the contractor, so he just needs to sign it. Okay. And then we'll be all set. So based on that, can I have a motion to adopt that resolution? Move it. I have a question. Can we have a second first? Second. Okay, questions. Where's the superintendent?
He had a prior appointment, so he's not here tonight. As you know, this was called at the last minute, so it wasn't a scheduled meeting. I was not informed he would not be here. Okay. Any other questions? Hearing none, all in favor? Aye. Opposed? Motion carries. Okay, the second resolution is to approve the EPA Clean School Bus Program application. I believe that Mr. Ferraro has some information that he can generally share with us, and then we can consider the question. Microphone? so under the guidelines for ev busing we have to submit annually progress on to achieve the e to have ev busing and achieve that by 27 no buses can be ordered and by 2035 we have to have all ev busing and obviously you know in order to do that it's going to take
years to do that So there's programs out there and incentives that our contractors can utilize to help them offset the cost of EV infrastructure and busing. Some of the requirements in that are, we can't apply for some of them because we don't own a depot and we can't put that infrastructure in. So we're able to pass it off to a third party contractor that is providing transportation services for us. In theory, those costs will be offset for us down the road because if they have to pay for them fully, we're going to end up paying a higher transportation cost in the future. So question. This sounds great. We had this last night, but it was just brought to our attention. How long ago has this been on the table? How long have we had this
information? Because we were just given it yesterday before the board meeting. So my memo is dated May 11th. So May 11th. And we just received it yesterday, which is why we tabled it. But unfortunately, we need to have a special meeting to pass it today because how much money are we going to lose if this doesn't go through today? that's around two million dollars so we would have lost two million dollars if we didn't come in for a special meeting today over something that was tabled last night because we weren't given this until yesterday before the board meeting at 9 00 a.m even though this is dated may 11. and then on this it's speaking of something i'm sorry it's the third party contractor for 10 school buses correct correct And then any additional costs
the provider puts in their own money. To do the infrastructure and things like that? So they're using this $2 million for just to strictly purchase the buses. They're footing the bill for the infrastructure to charge the buses. Well, okay, go ahead. The question is, what happens with other districts that are working with... the bus provider are they doing the same thing so all districts are this is all dishes are doing that some districts own their own people so they do it directly unfortunately we don't and we can't apply for some of them and that's why the EPA and the SCD allows you to transfer to third party the state I would say not a CD you transfer the funds to third party There's probably going to be more of these coming up NYSERDA has a
bunch of programs and as you know the programs expire because it's all first-come first-served. It's not nobody's allocated a Certain dollar amount so when the money is used up It's gone. So you want to apply as quickly as possible? Okay Excuse me Do you have a date, a list of all of those that are coming up due that you could provide the board list so we can make sure that all that timelines are together? Thank you. Okay. Can I have a motion to adopt this resolution? Move it. Second. Any further discussion or comment? Hearing none, all in favor? Aye. Opposed? Motion carries. The last one is the 2026 Donovan Emergency Project water main break. Mr. Ferraro, do you want to just share what this is and how it happened and why it's important that we
adopt this thing? So as you know, we had the water main break discovery early morning on Wednesday at Donovan Middle School, which made us close the school. So we had to do an emergency repair to dig up that line and do a temporary repair to get the school back up and running. In order for us to... Fix the line Properly down the road and pay for this emergency repair We have to do a resolution and emergency project through SCD in order to get aid on it obviously we didn't budget for it and If we don't do this then we don't receive the aid back on that so we contacted SCD as required we get a project number They're also required to have a board resolution When we submit for the aid and it kind of
works backwards an emergency project In a capital project, everything starts in the beginning. In an emergency capital project, it starts backwards. You do the work, and you go backwards from there to apply for that aid. Now, you've been involved with these types of projects in your capacity with the district for a long time, correct? Yeah, this is probably my fifth. Okay, and is this the standard operating procedure when you're doing this? Yep, standard operating procedure, and they do want you to do the resolution as quickly as possible. They don't really want you to wait five, four, three, or six weeks to get the resolution passed. And that's just to get the process started, because without the resolution, we can't really get moving. Okay, so hearing that, can I have a motion? to adopt the secret
review and emergency project resolution for the Donovan water line failure. Okay. Any further questions? Hearing none, all in favor? Aye. Opposed? Motion carries. there being no further business before the board motion to adjourn we need a motion to adjourn we have a second second all in favor aye we are adjourned thank you
