002was really nice compliment from from our can I add one thing just with that um we did have a generator issue and a couple community members me being one of them after generator but also Ryan Smith like when and I just wanted to give a little shout out because he went and got his other generator and brought it so you know thank you to him for for the commun Ste the ones that we just bought weren't working so appreciate that fantastic it was fantastic to be there um with that we can move to item 2.1 the opportunity for the public to be heard again if there's any M of the public who here would like to join us there's a Podium and we invite you to okay all right we will move into our first

003report SL presentation statement want cop anybody we hard copies it's only ailable hello my name is Teresa Ellis I'm the external auditor from Bono group and I was the audit supervisor of this engagement we recently completed the audit and I'm here today to go over the report in detail with you and go over any questions that you may have there are four delial that we provided to you the first is your financial statements the second is your audit the extra classroom financial statements the third is the required Communications letter and the fourth is the management letter comment please feel free again to stop me if you have any questions I'm going to first start with your required Communications letter uh there were no transactions for which there was a lack of authoritative guidance or consensus

004and all significant transactions had been recognized in the proper period the most sensitive accounting estimates reported in the financial statements were depreciable lives of capital assets other post-employment benefits uh OPB liability compensated absences and net pension assets liabilities and related deferred inflows in out flows of resources these estimates are applied to the government why financial statements only and our role as your auditor is to evaluate the estimates and all estimates were evaluated and considered reasonable there were no significant significant difficulties in performing the audit or dealing with management there were no disagreements with management and in terms of management consulting with other accountants we noted the district did not consult with any other accounting firms our discussion with management were in the normal course of our professional relationship ship and our responses were not of

005a condition of retention uh I'm going to go over the district financial statements at a higher level if you're looking at the financial statements there are seven sections the independent Auditor's report the Management's discussion and Analysis the financial statements the required uh supplementary information supplementary information and other other information and required reports under the government auditing standards um so starting off on your last page page 64 is your schedule findings and responses that's a good summary of the results we are issuing an unmodified opinion that the financial statements are presented fairly in accordance with gap generally accepted accounting principles upon the board's acceptance this is the highest level of assurance that we can give you we did not identify any material weaknesses or significant deficiencies in internal controls over the school districts reporting financial reporting

006uh there were no compliance findings to report on so bring back to page one of their financial statements where the independent audit report is and just briefly go over our responsibilities uh the opinion we are issuing again an unmodified opinion that the financial statements are presented fairly in accordance with gap again upon your acceptance this is again the highest level we can give uh Management's responsibility is for the preparation and Fa presentation of these financial statements in accordance with the accounting principles generally accept in the United States of America Auditor's responsibility uh what we are responsible for is to express these opinions on the financial statements based on our audit an audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements and we perform transaction testing over your

007internal controls as well as your transaction testings uh substan over your accounts receivables you know accounts payable cash debt Etc uh pages 4 through 13 are your mdna which stands for management discussion analysis I won't go over this in detail but this is a great spot if you kind of want to get a synopsis of the audit report without going through all 64 Pages uh some financial highlights I want to go over as far as an overview of your financial statements there are two sets of financial statements your school districtwide financial statement and then your fund level uh statements they both present two entirely different pictures the school district uh School District wide statements are on a full cruel basis while your fund level is on a cruel Bas uh modified a cruel basis school

008district y financial statements starting on page 14 you have a net position deficit as of June 30 30th 2024 of 64 million uh what is a primary you know reason for this is relates to the oped post-employment benefit liability which approximately 80 million uh the school district's wide financial statements activities uh statement of activities on page 15 that shows the change in net position and that decrease approximately 2 million from fiscal year uh 2024 some highlights that contributed to that uh in opep opep expense of 2.7 million was recognized there was 93,000 of pension expense recognized uh 3 million of capital assets capitalized 1.2 million depreciated and amortised of those Capital assets approximately 678 th000 of debt repaid and a new issuance of 422,000 for losses uh the fund level financial statement starting at page

00916 your general fund ended the year with 9.2 million .7 million of the restricted fund balance related to various reserves approximately 1.1 million under assigned which includes your encumbrance and [Music] $862,500 of the school district's budget in unreserved unappropriate fund balance and the district remained under that 4% limitation capital projects fund had a deficit of 667,000 approximately this will be eliminated in the future as transfers are made from the general fund to the capital from the general fund's capital reserve uh capital projects fund some key things to take from here is 3 million of capital outlays this year and then again the school issued 422,000 in bonds uh your non- major funds uh include your federal fund school lunch fund Debt Service fund and miscellaneous special Revenue fund um those are on pages 57 and

01058 of your statements um just a high level review of those those special Aid fund your fund balance is zero due to the nature of the fund school lunch fund balance 162,000 Debt Service fund balance 320,000 and miscellaneous special revenue of 21,000 uh the fund level statement of revenues expenditures and changes in your fund balance for your governmental funds I will go into more detail about the general fund later but again your non- major funds special Aid you spent 74,000 expenditures school lunch expenditure expenditures exceeded your revenues by 36,000 Debt Service fund is made up of cash equivalents and uh interest earned and miscellaneous special run special Revenue fund revenu exceeded your expenditures by approximately 20,000 this relates to your scholarships and extra classroom activities your notes to your financial statements begin on page 22

011and go to 51 I will not go through in details um next I'm going to go over the budget to actual schedule relating to your general fund on page 52 and 53 your revenues uh 30,4 86,1 of actual revenues uh compared to your 29,45 477 budgeted revenues which uh created 1, 81434 savings or not savings sorry over a budget uh your expenditures 29 m977 390 of actual expenditures compared to 31 m629 199 budgeted um including within that budget the savings is 259,000 of incumbrances this brings you to net favorable result of 1.3 million and your fund balance grew in general fund by 59,000 uh following these reports we'll have the pensions and opep schedules that are all unaudited which I will skip over um page 57 58 again is your nine major funds that are

012in detail page 59 shows the calculation of the fund balance 4% limitation and page 60 shows all the capital projects lastly your required communication uh required report under government AUD standards report Pages 62 to 63 this report requires us to gain an understanding and report on your internal controls over your financial reporting we noted no material weakness or significant deficiencies in the financial reporting over controls the second part of that report is on compliance and laws regulations and Grant contracts that non-compliance could lead to a material effect on the financial statements we noted no instance of non-compliance material to the financial statements was reported um your extra classroom report we issued the school district's annual audit of the extra classroom activities uh we issued an unmodified opinion on the financial statements so you're just quick

013uh recap the total fund balance was 134,50 as of June 30th compared to last year's 116,000 I'd like to thank James sou and christe renberg in the business office for everything in the audit to keep us going uh if anyone has any questions I'd be happy to answer them at this time our former and current audit chair committee chairs are over there okay so so thank you Teresa I think that's the best a report that we've received since I've been on board like very comprehensive very complete so thank you for that um question about school lunch fund we're consistently running at a deficit which I think is common among schools like us that um we're not a high poverty District um are you seeing is my understanding of that correct first of all that we're

014going to continue to run out of deficit and are there other strategies that you're seeing other districts employ to try and mitigate some of these losses um speaking very high level I have seen a lot of schools become C waivered this year which I'm not sure how the school but compared to other schools there are the losses especially with the increase in losses but I don't want to speak too much on that really I believe you guys subsidize your general fund to the school launch fund to help with that deficit and that kind of comes back to budgeting with that we don't qualify with our RS to be able to get the yeah we've been subsidizing I think our plan is to continue to subsidize thank you're welcome good job any other questions that fantastic

015app thank you have a good evening I would Tok well with that we move to our next presentation which is um going electronically is also elect yes so so I'm going to um present something very quickly here but just going to go over um expectations uh last year we initiated small presentations um anywhere between 5 and 10 minutes from a wide variety of groups throughout the district monthly um since we just started let's be honest no one had time to go on and do that at the moment so um you know there's a lot going on a lot of people are really pushing hard to be able to just start an open the school year um one thing that did come up and I know people have asked about it is the hall pass so

016um Mrs Cardella who could not be here tonight and Mrs Goodwin Joey could you push that towards us that one that's right there yeah just push it actually so the rest of us can see awesome thank you um they put together a basic this um video so everybody can be able to see kind of e-hall pass learn about e-hall pass so I'm going to play their video for you and there's a couple staff um items on it too um before we begin I just want to thank the following people Mrs cardello uh Mrs Goodwin Mr tury Michael haran Mr Foley Mrs cassado Mr Karen and Miss f um all of them had a part in in doing this Michael haran actually put together the whole video so he's one of our students here so he

017really M cardillo said that we want to put a video together and Mr tury and and Mike will work together and they put it so just want to kind of give a shout out to them as well for all their participation support so we are one month in of using the e-hall pism here at the high school and we wanted to give you an update as to how it's going and what it's being used for so the E hul pass is a digital hall pass that allows um students to request a pass from a teacher and helps us as Administration um to manage the hall pass request um students can use this from their own device um or their school issue device so some students have put the app on their um phone that's not

018required but some of the features that we're using is pass limits so certain students have pass limits so they're not out of the classroom more than a certain number of times each day um locations can have pass limits so there's only a certain number of students that can sign out to each one of those passes and a teacher can set pass limits so that too many students don't leave their classroom at one time um we do destination checks so Hall monitors or the security monitor can check a pass in real time to see if the does have a pass and if they're actually headed to that direction uh contact check so students cannot be out of the classroom at the same time the system can block both students from having a pass at one time

019it just simply shows that the hallway is occupied at that time um so then they know when it's clear they're free to go um pass approval teachers can approve or deny the passes quickly without disrupting their lesson so their teachers are also setting up Auto passes that allow students to leave without a teacher needing to say anything but okay um as administrators we can generate customer reports on past Grant takers past granters students coming at at the same time and there's a few others that we're looking at in terms of how much time students are spending out of class things like that and then pass types so students can create different types of passes such as teacher passes for bathroom breaks and appointment passes for scho meetings so this just shows the e-hall pass from

020the students perspective um the left it has what it would look like when a student goes to start a pass it shows where they're going to and where they're coming from and then this green screen will pop up on their device showing that they have a pass so if I was a teacher and I walk around I can see that student's been out for 24 seconds and where they're headed from the staff's perspective there's two different types of passes uh is an appointment pass so guidance if they wanted to set up an appointment for a student to come in they can set this up for a specific date and time and from what class and they can also just create a pass in the moment so if a student said you know I need to

021go to the nurse they can start a pass for that person where they're going and the reason for that visit this is what the dashboard looks like so as soon as the student is out into the class out of the classroom they pop up on this dashboard uh any staff member can see where that kid is supposed to be where they're coming from and then there's also a kiosk version so for a kiosk if we're in a location such as uh the cafeteria or the gym where they might not have a device available um a teacher can start a kiosk and that allows students to check in and out of that location without needing a device so just some general statistics so for the month of September there were a total of 6,651 passes um

022students used the bathrooms the lockers going to the Java Hut the main office and guidance so the following few minutes are just going to be some teacher um testimonials staff testimonials as to what they're using the e-hall pass system for we've been using e-hall pass for about a month now and I got to say I really like it one of the big things I like about it is that it holds students accountable for where they're going so the way I use it is students can make their own passes and I just have to approve if they go now if I automatically prove it all I have to do is say yeah you can go but the nice thing about it is that the student is saying where they're going to go so if they decide

023to deviate from that and they're gone for longer than they should be I can have a conversation with them and say listen you filled out this pass and you said you remote somewhere and you didn't end up going in there it's really taken a lot of the stress off of should I send a kids somewhere should I not and ultimately I think it's it's working really really well it's making sure that kids are staying in class rooms which I think is the most important thing for them but if they do need to go somewhere we can at least know where they're going and I think it makes the communication between teachers a little bit better too who are using it e allow me to see who's supposed to be in the hallways how long they've

024been in the hallways where they're supposed to be going and more importantly what class they're supposed to be in any apostrophe yes let's see find you there you are and you are headed to [Music] times and you forgot something there right [Music] forgot you are on your way my friend thank you you're welcome right having e-hall pass has allowed me to keep students accountable and also lets me know where they're going and I can talk to them a little bit about why they're out in the hall I'm Jen P I'm a Spanish teacher in high school and middle school um I have noticed that using the hall e-hall pass I have seen less kids wandering in hallways and when I am uh approaching a student in the hall and they tell me where they're supposed

025to be or where they're going I can come back and verify that that story is true um and I feel like it's very helpful with safety in [Music] building so I was a little surprised that I by the way I didn't watch it until just now so 6,000 passes is a lot of passes to go um a couple things that I've witnessed just in general um and wish I had so the contact checks when I was a principal I wish I had that um that is unbelievably useful um from an administrative perspective that I tell you aund things that I could have done differently if I had that back in the day um Joe Mrs go kind of mentioned like I'd like to get your perspective but from the student perspective you're only one student

026but what do you think of it now because you said last time wasn't really working people kind of weren't doing it fully um I think it's working a lot better a lot of people have figured out all the of it it's definitely a lot smother now do you it on your phone I do so that is and one of the other components of that is when Joe came to my office today to talk about the meeting I don't have access to it still which I probably should so I couldn't give him a pass back but he was still there can we get stats on how we compare like there should be like a passes per like student ratio somewhere I'm just I'm just it's just pure curious it is but at the same time I

027think it's invasive and I'm curious also whens are going to theath that being imags are already not going so not to go just that's a really I don't think they use it like that so when I was a high school principal and again I've been out of the schools for a while but I will tell you teachers will break passes and what I would get is I would get a referral for a student went to the bathroom and was gone for 20 minutes like those are the referrals to so this is actually data that can show where you were in half the conversation with student where were you for 20 minutes I was in the bathroom okay great or we can find out that they actually weren't in the bathroom and they were kind of

028wandering around the buildings because believe it or not kids will write passes and not go where they're supposed to and this is an opportunity to kind of help organize it I know one of the things in the district and this is why it was brought up was that there was a sense when staff members that it was kind of a free-for-all for students in the hallway and there was you know not concern where students were and are missing too much time so this is just one little way to add a little structure to it that I believe the staff members are finding very useful because it's limiting the amount of time that kids are not in out of the room and actually spending time on tax I think the one by a source of income

029the I think Lisa said the number one place that kids go on the pass is Java Hut Java Hut and guides but they're getting passes not to go to it instead of wondering I don't think jav's ever going to lose any any other questions that I can bring back to Mrs [Music] cardill it's only the high school yeah it was TI only high schools don't have access to theiron so the security monitor will be like where are you and literally check the kids and find out where they are so because KS can not tell you the truth all the time either right so it's the idea of it of where they're going and how they are and he can kind of help the them that so if you're supposed to be X and you're all

030the way over in the gym area he knows that they're not supposed to be there and you can just gently say Oh no you're supposed to be in this room let's get and I believe major there's a lot of schools now that have all switched to this this structure for their passes um more than that I think it's a majority we and last weekend we we home last week and this weekend we had the spirit week and PPP rally that led up to homecoming and the spirit week I think went really really well there was a lot of kids participating and not participating but like every single day like I saw a lot of students every day participating which just makes it more fun as an environment in school um I also like that the

031teachers participate it just makes it more relatable for the kids to their teachers and helps them feel more comfortable as incoming students and even like older students that have been here for a while um uh the pep rally was really enjoyed by a lot of students I know a lot of people really enjoyed seeing the Wizard player professional basketball player um and he was just really energetic he got a lot of People Pumped up and ready for the rest of the pep rally which I also think smoo and both of those week P rally really hyped up the homecoming games there was a lot of people the there and it's sh really well the dance had a great turnout the games had a great turnout a lot of the um organization and club for the

032schools the clubs and organizations had tents at the homecoming games were like merchandise and food items and a lot of them out with that than how your ret how theor Retreat oh that was um we the Senor rat that was a 2our long trip that we just did volunteer service and places about either right here or just down the road and that was a good way to get seniors um started and also just a good way to Friday hang out with some friends while good work had a nice lunch at par superintend so I just want to kind of echo I want to Echo Kathy said about um the business office and Christie and Robin bir and Lori and everyone who was involved in the um the audit I also want to give a shout

033out to Jim um unfortunately Jim is not here um you know he is currently under the weather but we're hoping for a speedy recovery and having him back into the district um but he did a great job letting all together so kind of with that um moving on uh so I'd like to give another shout out to um Kristen Heidi and Claire Marcus they um partnered with the library the book study that they did uh it was the um an generation book study but I want to give a shout out to the staff members because they were here in this room there were roughly 60 people um that came to the event and that's a lot of people to an event and they did an amazing job going through the study having a real positive

034discourse with people allowing people to sh you know kind of voice their opinions in a safe environment so I just you know hats off to Kristen and Claire I told them at this point if they were to ever do anything else they're going to have 100 people here because it was so well attended and I really felt like people really respected everything that they were doing in the environment they created so it was just really nice to see um you know as a parent I really appreciated all the conversations um so Capital project let's talk a little bit about what's going on if you saw at the back there so the transportation facility is moving forward the fence is up the foundation is getting poured so that the foundation for the trans ation facili getting

035poured and on Wednesday we're looking at the panels coming in for the building um it's three track or trailer loads of panels that will be here now that doesn't mean that they're going to be put out so what happens next is after that gets done Foundation gets done the steel goes up the steel should be up in November then we can lay out the panels and everything else and the panels then go up in December so it's going to be some cold work but they're going to be getting it done you're going to see some Paving happening we're trying to schedule out how some of the paving can occur not all the paving can be done but after it's done then we can put the panels out and kind of get the work done um

036we're really still on schedule for this to be done in May and we're still moving forward with the project there where we are so again it's a preab building that's getting done so you know should go up a little bit quicker but work is it Cur uh the EPC so that's the energy performance contract that you got out that has been approved by the state fin positive and we have our kickoff meeting last week about all of the things that we're doing with it so the first thing that's getting done as the EPC what we asked for was the pool um we've gotten multiple complaints over the years about the lighting of the pool how how dim it is how it's hard to see uh so they are FastTrack in that we're hoping to have

037the pool done of October um we had a very unofficial official meeting yeah like in like three four weeks yeah so they've ordered everything they're getting it done so they're hoping one day the company who is currently doing it is out of Buffalo but they're at another school district they're going to take a day off from that school district to come here because I really re like just we need that done sooner than later so that pool I mean if you've been here for a while and you've had kids and swim that pool has been complained about for years on the lighting and it's very dangerous to change out the light in there because you have to go right up to the very edge of the pool to do it so it's retrofitted and they're

038going to take care of that so in October um then in we're looking probably March or May for the rest of the building to get accomplished and done with the EPC and then some other stuff getting finished the good thing which could end up being a bad thing since I say it publicly is that we thought the central the central air system the desert air system for the pool was supposed to be 50 to 60 weeks out they are now saying possibly 30 so if everything goes knock on plastic if everything goes as planned we'll have the desert air system in July we'll only have to close the pool off July and August and we should be able to have the pool back up and running by September that was not what our original plan

039was and what we thought so that's actually really positive um but again we're just in the ordering phases and getting everything done with the schedule so real positive new with EPC coming forward we're still with the elementary school we're still coming together with getting that bid ready so there's a lot of documents that have to get prepared and put out now um to get the bed bed out by the October November so we're trying a lot of pieces of planning that still have to be finalized and to go along with it any any questions on Capital project stff okay uh the last thing that I didn't I wanted to talk about was just transportation and I know this can be one of the most frustrating things in the world is about trying to get kids

040out and everybody doing what they have to do for transportation I will say that our our transportation department is doing the very best that they can if you looked at other school districts and other places around the state in Capital Region nobody is fully floated with Transportation everybody is struggling with getting our students to where they need to be and we're doing a pretty good job not going to plastic again um you know our runs we're not delaying our runs in the morning we're getting kids of where they need to be during the school day um you know which we have runs we have our morning and afternoon runs for the kids to come to District but we also have our our midday runs with our students going to botex and different programs and bosies

041and we also have our students at so they're going all these other places as well so we have a lot of things happening all at once add on top of that the extracurricular and activities that go on trying to get all of those people back trying to make sure we get kids out on time and trying to find drivers that can be very difficult especially when you're you know we're having our mechanics drive or dispatcher drive and if we have people who are out sick then we have to cut runs so we it's not like we have the ability to do it um so they're doing a great job but we are struggling we have two new people on the agenda for tonight which is great but it takes a month for us to train

042at least in order for them to get their license so even though we get someone on who doesn't have a license it's another month and month and a half of them being able to drive for us so we're always trying to do that the Transportation facil uh department and I are working on possibly putting together a program where we will help people get their permit so te person here maybe doing some sessions because that's one thing that people say is well I'd love to get my permit and I'll get it and then they never get it so giving an opportunity for them to study with our people maybe get behind a bus and do some permit work we're looking at partnering with a couple other local school districts possibly and just getting the word out

043there is because the more people we get permitted the more people that we can get trained and get you know finally get licenses to bees it is an issue but we're we're trying our best to get through it so as an example go this year parents have' been handling Transportation at least for boys completely on their own without the district in part due to some of these um troubles getting enough drivers and parents being willing to do it but if a parent wanted to get their license and essentially volunteered to show up here anyway which they're already doing load up a bus and drive those kids to Orchard Creek or wherever that is something that we could do yes so let's talk about that it's a really good question so we do have parents that

044are driving students so some school districts actually don't even transport their golf teams they have a completely under parents St um so that is one that we've been actually talking about seeing if we can do it more uh we do we have a coach who's interested in driving students they would be considered an occasional driver so let's talk about occasional drivers or volunteer drivers as what you're saying it's actually called an occasional driver underneath of New York St I called in minute earlier today um but they call it the occasional a volunteer driver and you can actually just actually sent the website today to Transportation um that we have this conversation so a volunteer driver has to still have some approvals through the district they can't be paid to do so if they're paid they're

045considered a driver right and there's specific things so they cannot drive uh a student to and from school they cannot drive a student to program back and forth so they would have to be like a medical component like if somebody need to go to the hospital we could drive them there that would be an occasional driver or an extracurricular athletic event also cannot be what we would consider a bus Road you need a CDL unless they had a CDL that would be different um it would have to be like a Suburban or car kind of car so you have to have the license for the class if they got a CDL most likely in get behind the bus we would want them to be bus driver and then because there's a whole bunch of other

046things that go along occasional drivers are the Suburban class that's what they can get and that's the one of those shorter buses it wouldn't be a short bus You' have to be a Suburban or low okay so you can get at most like eight K correct Yeah we actually the transportation department and I kind of sit down today brainstorming some of these things like there is a number limit there's a number limit that b is looking at so Transportation actually called today and has some questions out regarding how many we can have for an occasional Drive there's a lot of we're not certain the exact number of put so yeah absolutely we we want that um if anyone's interested in learning or volunteering learning they can reach out to me Transportation um but even then

047it's important just to get the word out we can talk about it someone wants to volunteer or parents want volunteer more than happy to try to figure something out yeah I there are a lot of parents driving their kids to and from school and picking them up at the end of the day so if you add a few more in your vehicle right and an occasional driver can't do it more than I don't want to speak the regulations off top of my head there's a certain amount of times you can do it in a month they have two and from component so there's limitations that a district can allow for and then there's also contractual concerns that we have to also make sure that we're found the contract as well um but there's a lot

048there but we're definitely we've been we actually had a good long meeting today about vocational drivers just because we know it's an issue we're trying to figure out brainstorming so I'm glad you brought it up and if there is anyone interested in any of that they should reach out to me and that's all I have four thank you very much Andes of the meeting anyone to discuss them favor right [Music] anyone like to discuss in favor congratulations welcome so we have CSC and CSC recommendations and Su um take those at second favor there's a proposed trip to Spain I think there some questions about that sure um yeah I mean my my concern I know we've done some of these trips in the past and I don't recall there being a coursework component to make

049a student eligible to go on the trip so I'm wondering Frank if you could address that yeah so in The Proposal itself um the world language teachers brought up Spanish 4 and EP Spanish that's kind of like a Capone project to say like this is what we're going to do so not opening it up to the rest of the students saying you get to this point then we can go here for the immersion and understanding the language so that's kind of the idea yeah so I mean we we've done some trips to where we gone like Italy grece Spain in the past um and even when they've been opened up to large numbers of students I think we've only gotten num so I'm a little concerned one that if we limit it liit the eligibility

050to only students who've taken those courses we may end up with only a few students and I think we've got a question whether it's um you know there's the overhead costs are too high for student um and I don't know that the district is funding any of this but I think Cly you're chartering a plane or paying for buses while you're in Spain or you know like those costs have to get spread out over the number of people participating so I think that would be a concern um and then you know somewhat selfishly I guess because I have two students in the high school and neither would be eligible um you know I would I would prefer if this is a district sponsored type trip that would be opened up to more students component being

051an aspect of it I think that I do think that's valuable um but there's a whole lot of other experiences that kids on the trip will benefit from that are not necessarily language based yeah so other questions it's not uncommon for trips like these to only be available to students in the upper levels of a language and often times it's seen as an incentive to keep students in the program um because otherwise you're looking at incredibly small numbers in 11 12th grade and then you're endanger the program being cut so I'm not saying this is the only reason but that's often why schools will keep it to students who have reached that level in hopes of retaining students en entic Frank in The Proposal I didn't see any potential cost do they have they have

052to wait till they get the numbers yeah so the potential cost is it's it's student by student I think it's important I want to just kind of hash back before I talk about cost a little is you mentioned the other trips that we do so this would be the first trip that the district sponsored in District oversight which I know and unfortunately this is a time constraint right because we talked a little bit about last year that I was TBL into a new principle came in and we brought the pring committee and so there's enough there's really not a ton of time to kind of vet through any changes in anything um this would be District sponsored event the other ones are through EF Tours which really are not District sponsored so they happen outside

057was presented was the World Language Department was there and they did present this proposal for the trip just heard some about um the next thing that we covered was any cour work um professional development that happened over the summer uh one nice thing that happened over the summer was the tutoring program um there busing was available so more students actually about they other um we had 14 special ed students here for six weeks two and a half hour today um for professional development for staff there was um a meeting to discuss a transition program for Ade to and another one was professional development oning make for opportunity and Equity um the big conversation we had was regionalization not the same as merging um so regionalization is just uh sort of a plan that the blue

058Riven commission would like to move forward for districts to kind of share resources so that way um it could increase opportunities to students essentially looking at what what do districts have to offer and then what do districts need that we can kind of match up needs um we discuss media literacy um which is Big topic right now um currently n is working with Department of Homeland Security develop a standard uniform toolkit so every school is kind of doing the same thing um we looked at internships that's something that has come up how students can complete internships um and it gets a little tricky if they're doing it over the summer because is it tied to the school is it something Department of Labor needs to be B we talk about some of that um and

059then the last thing we discussed was the flex Lun yes uh So currently grade six and grades 9 through 12 all have a full Lunch Period um grades seven and eight it works a little bit differently for seventh graders they go to fleps which they have a couple different options of what to do during fleps and then they have 21 minutes for lunch um eighth graders they have a 20 minute lunch and then they move into Flex time um Flex time they could use to meet with a teacher if there's something to catch up on they need extra help um or um very nicely this year they have the opportunity Tobe go outside WEA dependent so that's been a big Lun so lunch is 21 minutes and you have to get to lunch and get

060your LUN I I have heard in my house a lot of complaints about the 20 minute launch period whatever you want to call it want to call it time so Mrs Olen is um going to come to the November meeting again she's brand new principal this year she cannot make changes to the schedule coming in as a new principal you want to understand your your processes and everything but she does have some suggestions and ideas that she wants to go over with the board at the tring committee in November so we kind of talked about that so she is going to be coming in and talking about some options and suggestions and hear from you so if there's items and suggestions that you'd like to be brought up that you're not part of the cing

065on a field where people are playing where should become so both from the stability of the turf perspective as well as the perspective start safs I know you're giving me a look but then if we're warned that you know you could have uh issues like that we have an issue like that in the future look act in a precarious position um so it's at the point now according to folks it's got kind of out of control I think I think NE had a good some not person but I think he talked about mowing low crab grass this time Cass so you overse can out that but um if we he was able to distribute more soil the soil specifically we're talking about satellite field the softball field over there C so I think and he

066applied you know kind of the minimal required to do the job it's not like we're going to continue to do this and the fields would be closed for two months minimal what for closure of the field so nobody the exposure you would apptide to handle the problem well it's not well if you overse at the same time you could out comp not the hav't been [Music] again we talked about and I guess maybe we should take a filter I mean honestly because I don't know what else if you look at the condition of the fields one of the things that Neil said too was that we were looking at enough consultant come in um to look at that and then make a recommendation I do believe that NE is going to make a recommendation facilities

067for the board to consider nervous um we did want to have an outside consultant to come in and give us other options to look at so I do believe that we'll go through facilities and end up putting something to the board to look at and consider in the future I understand both components of it looking at it I am not a green grass person I don't know how to do it or I can't grow things myself in my own house um but I know there's different options and one of the things Neil said was if we did have a better system and a better place but we're starting at a place where it's not and again I'm not a person that you were well educated and this more so than any of us at this

070the 2026 is December 2026 so Jim was looking at um and I don't have the numbers to but he kind of put up some numbers and understanding of the secondary project so a sec a campus project here in middle school high school um to address our facilities needs both internally and externally um you know run about estimate again you can't do these things right away people are like well let's do it now so they need to understand like we need to first off have enough Mone Capital reserves to pay for and that means that you know it's roughly $4 to5 millionar that we have to be able to save in order to do it which we don't have it right now I can't remember which I'm said um but we don't have it and we'll

071probably have to create another capital reserve fund to help put money into so something that the board's going to have to look into uh there but then we look at our our project and that would include athletic fields the pack um instructional capacity in our building cafeteria so anything that we'd want to look at again there to be the things that aren't so fancy so new roofs you know for example one you know one roof can cost anywhere between 1.2 to 2.2 million the roofs you know if we wanted to redo our our ceilings you know because they're really bad our ceiling grids in our middle school and and our Middle School you know in high school hallways are not good it's going to be rough million so you talk about air conditioning or un

072events like all of those things are money that go into it and you know you look at our track our Fields everything El that goes into but that is a large scale project anywhere between 25 to $30 million is what we were talking about so if we're looking at a large scale secondary project 25 to $30 million within the five years of doing it so that's our debt Services again not as smart as do when it comes to the stuff I can just do the over Basics but you you know balance out our debt Services uh we look at 2026 to develop the project that gives us a year and a half to take our time to really figure out what we' be going up to the voters with um um and then do the

073project in have vo approval 2026 go to the state that takes roughly a year to get it already after that point so you're looking at breaking ground 2020 so and I know that's where Rob goes we do quicker um one very specific concern right is our track P good amount of money to bring up to you know five years maybe s some of the dates we look at we kind of outside of where that's going to fall we'll be banding really quickly on a lot of issues so understanding the of the processes we're looking but may it but that is the rough scale of it and the other the other component of it was a taxer component into it similar to what we were looking at here um Again Jim I believe he said anywhere

082would [Music] replace that one uh nine is asking for more timely decisions Ono govern support wishing if wishing made it so 10 is supporting hybrid electric buses as an alternative now just so that you know I what I did was when I reviewed these I picked out those that were recommended for passage that I have some some thoughts on um so 10 would be the first one on that list that I picked up on um just wanted to get people's thoughts you know that one wants you what they want to do is they want to EXP and the the mandate to to allow the purchase of hybrid buses in order to satisfy the the fleet requirement um you know I guess maybe one might think that that could create an exception that's going to swall

083the rule um but I don't know is that something that anyone has thoughts on currently our challenges we we've had some presentation we've had some presentations on it and currently in cold weather an older battery would have a rout length that would not serve a lot of our groups and in our relatively small Geographic District other districts will be severely hampered by having to have an all electric Fleet with current electric all electric vehicle capabilities I am very much for the use of lower carbon emissions there's also the question the life cycle analysis of this but pushing that aside assuming it's assuming which is uh it this might Bridge some districts which have long um long bu and need to go greater distances than would allow it to do at colder temperatures especially so with

084the Bridging the Gap point I wonder if there if there's an opportunity for questions or for one question that I have is whether or not there whether or not they' be pushing for this this car Val with a sunset on it you because my because my concern is as I said is the hybrid then becoming the exception of the rule everyone's going to hybrid forget about the full electric and essentially negate negate the Mandate but instead you know would this be would this be an idea where they would allow the purchase of H for period of time you say BR I don't know that percent and the question is also what is the availability of a hybrid bus I don't you know are there h i The Proposal I was having a conversation this morning

088like like ours may end up with for this this doesn't do that says like we had or any District had kids apply spots they instead of lotter system I get I get that but I'm saying the the what happens when that takes place is people then logical step is to pull funding from the districts that don't need it and give it to the districts that do because their population cannot afford private prek so I think it I would be neutral on this one because I don't think I think over the long run it hurts us I I I completely understand the rationale and I'm supportive of it I just think the pot is lied got to get split up somehow and we're going to lose good um go 14 is direct funding for students who

089enter CTE program for postgraduate licens or certification and that's interesting here we come to swimming we discussed this one ouri langu seems 16 opting out deining transportation services I'm I I don't I don't support that that this is being recommended by their resolutions committee but it is opposed by their Dei committee which all their all their proposals now um essentially what this says is uh a lot of parents we've discussed a little bit already today a lot of parents will already Drive their kids to it fromont school so therefore allow those parents to oped out of of the transportation requirements so that the school can then as I understand the proposal reallocate the transportation resources where they're needed um I think think that's problem problems uh 17 is reviewing anding 18 refrain from putting it

090into computer system that exam others into computer system until it's F tested that the computer system works uh and then 19 is the publicly funed stud of found yep 20 um additional state or federal funding for English language student education to reflect costs associated with it 21 is giving more money per student for upk which has been the same amount we've been getting it and I don't know the am can I add something to that one abut so last year the state allowed for um the ability for schools to apply for a grant to increase the rates to the rates that are here $7,000 or $10,000 based on a PE purle uh for a certified teacher um some school districts were able to get that some school districts were not so it's not it's not

091Equitable across the board so again I believe heard was that Grant is going to come out again then it's still a base by base and how much money you have and how many students you have everything else you know everything that would go into it um I believe what this one does is basically says no stop it don't make everybody have the grant just up the prices so we can get our ukk programs um so I just want to kind of clarify there is that money out there is just not uniformly added to everybody across the and there's aess there's need okay umos the proposed amendments to mixed competition extra class activities that regulation has been withdrawn is no longer in front of the regions however as explained clarification session that we had already with

092misso according to misso council uh deput deputy director there keeping it on agenda in the event that resurrected they to work on personally um I my my reading of it and my understanding of the regulation my inclination is to oppose the opposition of of the regulation um so unless anyone has any this point [Music] uh resolution 23 opposing efforts to establish additional School closure holidays without adjustments to the school calendar seems like school calendar needs to Beed because we're crating fourth of julyo so I oppose this personally but I also think to 24 field testing so you give the test or the questions to students um but it doesn't count so you have to give out the exam so then they can basically wrate and say how well the students did on the questions test

095the time to discuss them and then people vot you sound really excting I will will buy tomor whichever is yes um Foundation formula to be voted on not through regulatory actions um oh fascinating number 29 repealing the law that removed the religious moral exemption to immunization um advocating for local control of Education Administration to the count for school appropriate opposing legislation run number 31 um regulation mandating comprehensive K12 gender and sexuality education 1232 opposing legislation that would allow biological males to participate in female Athletics 33 mandating regulations from the BL commission opposing any regulation legislation that mandates recommendations from Blue rib commission including mandating the culturally responsive sustaining education framewor surprisingly Dei oppos that uh 34 urging n said to resend unnecessary early dismissal mandate that be have to do it um 35 granting bail

096in cases of viol threats against school districts or staff and or staff and or students oh to require bail excuse me um it's granting a judges the ability to require bail 36 state law that requires school boards to conduct at least three member trainings during each school year on topics determined by the board and other relevant stakeholders I'm actually going to say that this one I hope they still are on the call for number 37 advocating for 30 to 40 minutes per day of recess time officially recognized in alternative form of instruction time elementary schools counted mandated minutes and schools can then adequate Time For Recess each day to ensure the social and emotional wellbeing and whole child development of their students I also have a note on that one that I I actually faor

099share how I feel um these These are fireworks that are that the schools resources are used no so let me let me it all started let me give the history a little bit that's all right anyways flashback sorry uh day um so in 2020 when we had when Co happened they canceled the fireworks for the memorial for Memorial Day thank you it was for Memorial Day uh for Memorial Day and when we did the outside uh graduation they were generous enough to donate those to the students for that time so they were booster funded or donated into the district at that point in time um that occurred again and then at homecoming the booster club for soccer I believe then gets donations and then they have now donated the fireworks as part of that so

100it comes from booster clubs or donations from outside the district no General funds are coming from it uh district has allowed fireworks to happen on campus and I also want to clarify um we also allow them to happen on Memorial Day uh so even though the district doesn't do it but we do condone the use of fireworks on campus um and that's been a longstanding tradition I believe right Ian I can remember 20 years back but so just with that if you're saying no fireworks on campus I do think you would also have to consider the larger extent of that as well just brain yeah but it is otherwise possible to kind of I think le as I say here legitimately Divine between school functions and non-school functions we could do that you know uh

101I I think it's a discussion worth worth having I think that that things you know uh change is not easy and to be the first or even the second or the third is not it's particularly not easy but change needs to start somewhere and um I think it's a discussion you know worth having whether we have an entire discussion here today or We Carry It Forward which I think is probably more realistic but uh certainly I think it's a discussion worth having we're all we're all elected to be here on the board it gives us time to hear from from people and what they have to say about that um but I I welcome the discussion most certainly because I I recognize that not only the the scientific environmental impact that fireworks have but um

102I guess I call it the nonscientific environmental impact of of animals and hum and and PTSD uh uh impacts which which is is certainly an laughing matter um so I think it's think it's an important discussion to have that AG I would be interested in hearing what comes out of your confence but I think you know say if you know better you do better and I love Fireworks too but I've also been made more aware recent years you DSD and those are real issues for people and so you know I think we need to dive in and see what we can do to be a role model and change agent and yeah there's going to be push back you know memoral always been years iated that so that's then see will you know people are

103willing to entertain new information and and make changes based on it I've also been to some really fantastic drone shows and I would love to see a student designed and hosted drone show I think that would be awesome um I don't know how feasible that is I'm sure it's expensive but I think that would be really cool um but you know the pesticide topic and then this topic you know similar we when we were considering uh exemptions strikes me as a topic where I'd be good to hear from the community um so maybe we need to host a forum before a board meeting um to address environmental concerns and not just um the two things I mentioned but other concerns that people have that I haven't even thought about I just want to I Googled

104quick Jo show near me well I'm not going to say that I'm going to say that RPI though celebrated their 200 years with a drone show on fireworks so September 27th 2024 they they did a b Centennial drone show so yes expensive but I just want to sayp what we have done is we' kind of put it out there to ask people to comment and um send us an email surve responses very percent respond and that gives us no I I'm just going to say I me I agree withg it's probably for for discussion right de I'll put that on the list so I wrote down form for environmental conversation but you know talking communication we can look at you know a plan to be able to get out what the board is looking to
