and it's 7:01 and we're going to start the board meeting now um thank you for your [Music] patience thank you all for being here tonight uh the board is almost right with that we will move to 2.1 opportunity for the public uh this is an opportun for the public to come address in the past we called students here to allow them to come first but I don't wanture stud um reason I wanted to because the third time math we're seeing resignation and so I understand that open um certainly can only speak for myself but it's my hope and expectation necessary Poss uncomfortable question are being asked behind do by as the district sets out to interview for high school principality asking and I sincerely hope that the interviewers are able to answer that question with

in substance able candidates addressses result now I want to be clear in saying that I'm not implying anything I'm not pointing any fingers I'm standing here because I'm genu curious uh and concerned so with this third third resignation in a very short period of time of red flag has gone up I don't think it's District residents to wonder alow whether this is a systemic problem as oppos to extrem Fortune so our students and our staff deserve continuity of leadership and I'm asking that you please [Music] address but it also ask that to the extent that you're able to thank you for your com would anyone else like to with that we will move to the next item of the agenda 3.1 the up good evening Board of Education and school Community stakeholders my name is

Brianna Olen and I currently serve as the secary assistant principal andon it is my pleasure to be speaking with you today sharing the noteworthy strides that our district has made in strengthening diversity equity and inclusion Dei at the boresville Central School District while analyzing data is an essential component of Dei work including comparing various student subgroups related to topics such as attendance and course P our Focus tonight will be on District goal number five our goal aims to provide safe and supportive learning environment that is nurturing and responsive to the social emotional and mental health needs of all students and staff the topic of belonging is closely connected to this goal according to NYU steinhart belongingness refers the quality or state of being an essential or important part of something in order for our community

stakeholders to have a strong sense of belonging we must create a welcoming and supportive learning environment that is inclusive to all members of our school community and Beyond the Foster belonging our district has actively embraced all perspectives regardless of race and ethnicity nationality socioeconomic status sex gender identity and expression ability faith belief sexual orientation and a this year we are proud to have students from bville participate in the unique Capital District YMCA black and Latino Achievers program a College and Career exploration program for grades 9 and 12 that cultivates equity and education in the workplace by enabling African Aman black Latino and other minority youth to develop and pursue High educational and career goals one of our students shared how much they value the program stating I think the Achievers program is good for our

school giving our color Community somewhere to go and feel comfortable additionally our district has continued its participation in the elevating student voices program this program provides young people with opportunities to engage in constructive and open dialogue to deepen their understanding of issues that matter to them and to create positive connections with their peers across the capital region one of the students attested to the effectiveness of the program sharing elevating student voices has been a great experience for me it taught me to really use my voice and express myself and I made and I made new friends along the way people told stories that inspired me to put myself out there and not focus on the negativity rather focus on the positivity and try to be the best version of myself although our district lacks significant

diversity in relation to race and ethnicity we recognize that our community celebrates diversity through at least 15 different languages spoken by our families while we do acknowledge and celebrate the diversity existing within our district we believe that creating a sense of belonging incompasses more than just rent ethnicity therefore we continue to craft opportunities that create and Foster a sense of belonging in alignment with District rule number five for instance our staff is currently participating social emotional learning for adults with a focus on establishing trust with colleagues and students also students and grades K through are taking part in the second step program which develop social emotional competencies that serve as the foundation for positive inclusive culture we are proud that our extracurricular offerings we are proud of our extracurricular offerings that include the diversity Equity

inclusion club which was originally founded by middle middle schooler the purpose of this club is to Foster inclusivity within our school district diversity in all forms celebrating differences that enrich our school Community we plan to partner with the diversity subcommittee and hosting a community Dei event in the spring this event will showcase diversity within our community including different cultures clubs and interests unfortunately the club president was not able to be here tonight but she did prepare a letter in which she asked me to read on her behalf dear School Board inclusion to me it's not just about inviting everyone to the table it's ensuring that every voice is heard every perspective is valuable inclusion is the celebration of our differences recognizing diversity is not a challenge to overcome but something to embrace it's not merely

a check boox on a list it's the complete understanding that we are all just people it's acceptance and understanding and respect not just because somebody is African American or Asian or different from you inclusion is the complete attitude that you will include somebody because they are a person let's not just talk about inclusion let's live it and build a world where we aren't just accepting somebody because we think they are different but embracing our differences in working together to build a great Community Michelle Obama once said if I learned anything in life it's the power of using your voice that's why I'm writing this letter to you not to get credit or check off the list but to help others feel like they have a place and a voice for their own I intend to

take Dei club and make it into more than a club and more of a safe place and a place to educate I created a Dei Club to be a place where we can celebrate all genders races and religions and communities of people who we don't completely understand a place to hear and speak truth of the rising generation in our community a place to educate where people may lack and meeting people where they are at and ultimately create a safe space for everybody in our community sincerely the president of the Dei Club Karen rer in conclusion we are honored to have this opportunity to share how we how we are supporting diversity equity and inclusion goals within our district specifically by reestablishing the Dei club we are dedicated to creating a safe and supportive learning environment

that Embraces diversity and fosters belonging not just for our students and staff the entire thank you very much for your time thank you very much question with that we move Tod presentation I lost that's the so this is the first round of the budget that we've been able to craft we're again we're using now the governor's roll out here of what been said so that might change as we know I know that you a lot of you heard and you've been a lot of conversations about some districts in the area losing and money to them increases decreases excuse me across the board we saw a little bit J explain a little bit about it but we're pretty much St even where we are um other districts and neighboring districts make the same 3,600,000 so I

know there's further conversations we have as we've been talking to our legislators going through this is again her draft proposal leg now have it and now we'll see what ends up coming out so again this is AR I'm going to kind of to Gemini to kind co-present together okay so our goals is creating a budget our is to provide as many sustainable opportunities emphasis on sustainable as possible for students and adjust to our enrollment Trends and realities we know our population is growing limit the impact on local taxpayers to only one unit and create a fiscally sound budget that uses the rule of thumb that says in a good year you should spend about 97 and half % of your budget in a great year you spend 95 in a terrible year you spend 100

so we Tred to stick in that 97.5 range if all goes to heck it might end up being since we can never go beyond that that's where we have to set so the process states that are coming up in April and forward uh expected adoption of the budget is April 8th it could be sooner depending on the legisl but doubt it uh April 22nd is the deadline for Bo competitions 23rd after ballots are made available deadline for the official approval is actually April 26th that's the last day you can approve May 13th we hold our hearing and May 21st we have the vote and the board election highlight of our draft you make maintain funds for needed maintenance and upgrade projects at all buildings that's $200,000 in this budget in Prior years it was 325

uh we have taken care of some of the curred maintenance items we're bring bringing that back a little bit this would include internal camera systems at middle school and high school and other deferred maintenance items as they make themselves parents and $100,000 Capital outlay project focused on the high school middle school campus uh we're not precise on that yet because there are a few moving parts we have to make sure we can stick within the 100,000 and like that I also want to say that with that $100,000 this is one that we started a couple years ago so we started with the high school went to the elementary school which ISS and then now back to again this is expens and help figure out one of the things that mention pieces is we have to

also look at how much things are out how far away they are from bidding and how much them so something is going to take seven months to get in and our bid goes out in December we might not have that done by July 1 when we're supposed to so we might have to rethink that process so that's when he's saying there's a lot of pieces it's kind of like how many things are delayed shipping and everything and that if we can get that approved by the state we hope to bid for this uh continuation of funds for professional development for the new reading program that's 25,000 specifically for that program in addition to all the other funds we have for uh professional development potential Staffing increase to address a area of concern and uh the

growth of the district population the details are on the next slide and increased equipment expenditures for music maintenance operations and Athletics to maintain and improve programs what's the good the thing about equipment is it's called a non-contingent expense unless you have the money in there you cannot spend that money on equipment if you don't have the money in there you can't move it from anywhere else it's a Corp but that's how it works so we're trying to make sure we have all the funds we need for all equipment we po so one thing of this budget is maintains all current Staffing so all the Staffing we've been able to increase over the P years that includ money we have taken part fund all um a few years back we had a conversation regarding an SRO

and last year I did a safety audit with the board and I said I could not recommend at the time because we didn't have an assistant principle um now we have an assistant principle put in place we've done all the mitigating factors the lasta factor that would be out if you looking to have anro would be anro that is a Bo decision and if they want to complete one or not but if you wanted to have one and have that conversation you do have to pay for it it does have to be put in the budget so you know that give them the opportunity to have that there as an ear Mark for the board to have a conversation on it um we did have one the past was cut through bud concerns so then

this is just kind of bringing back up that conversation close out that conversation we had last um I did give out a survey off to the staff and students as you can see this is high school students if we're able to financially have a school resource officer 237 responses from 9 12 78% said yes 21.9% said no if you FIS to do it uh the district have a school resource officer for staff have 15 responses 77% said yes 23% said no that's enough for us to be able to say let's put a benchmark or an ear Mark into our budget for that we have forward if that's something I gave it out to staff multiple times that principl it was a paper it was a Google survey also for staff we had printed surveys given

out to our custodial staff Transportation sta Food Service lot of them don't utilize computers lot so they had paper surveys that were given just aded put into the surveys the high school one was given out by Paige Paige our student board member to Mr glad Mr glad is our social studies department chair he gave the opportunity to the students in Social Studies classes and the question was worded as as we're seeing correct y if the schol would able to do so would you want a school resource officer discuss what it is to have a school resource officer what the options are whatever those things it is literally do you want one or do that was the question and there were no other questions about the other question was ased if you had one where would

you want it would it be at the high school would it be at the elementary school or would you want to SP time between the two campuses those are the two questions people know School res officer does I there's a lot of common conceptions of what the school resource officer does and this was just to give that understanding because again people know one thing or another so that personally I don't know what to do with to honest because it's kind [Music] of I just don't know not currently at yeah there was there was a conversation and the curricul committee was talking about opportunties and we' language if theard want social gu can we looked at those numbers before again you could take the SRO and you could say no we're not going to do an

SRO you'd like to explore a social work guidance counselor option that is fine that is an you know you to do so again I'm giving you the opportunity to have conversation and move it forward but when it comes to time that's why put a so the budget was developed with teachers input with depart input at this point in time the foreign language teachers did not say put another staff into that position at this time corre having a foreign language teacher at one time have to phase that in over a period of time so 246 they adding it in at this point in time they didn't see the need of that and they want to continue fur other options we're going to continue toit that next did you have any students about I talked to a

few people I think that people weren't like passionate like I need a story for it's more like if it's available it be a nice thing to I didn't talk to people about in terms of if they want over other things I don't think people were too strong either I know it's and that's I I think what what was expressing was not knowing how I'm the word that I heard not knowing how how to to read this and that's kind of how if it's available sure but it it's something I I we've heard in previous conversations the community we've heard very strong feelings in either direction and you know spent some some of us have spent time reading about it and trying to figure out what what we would get in terms of s so it's

a it's a challenging question to I suggest that this could open up that conversation as you would hope but I think then we need to have I'm call it a proposal say here's what we propos here's why no every other District in this area as an SRO why don't we what value do those other districts see having an SRO things like that I'm not opposed to this at all I just want to know what are you proposing this opens and so the goal of this was was to have this conversation saying it's February 1 Bud doesn't have to be done April 2 April 26 so this gives us an opportunity to have these conversations over the period of time and saying is an SRO where you want to go do you want to focus on

social emotional learning do you want to focus on that growth what efforts do you want me to put into the time I'd be very with you I did no I'm getting I didn't contact All County Sheriff except for sending Emil saying how much so I didn't have a contract conversation didn't talk about what the ru roles would be that I'm not going to do that until the board say I'd like you to look into that so this was really just a placeholder in budget time saying you want that money here's that money that we have put in the budget because we have to plan accordingly you know the money no matter what has to be somewhere in that budget and now it gives us an opportunity over the next few months to say what do

we want to do so that's kind of where the reason why this came up Rob S mentioned having survey the students in the past and staff about what they wanted to do I said you know what that's a good idea why don't we start that if I got something back to said it like 5050 or 4060 probably wouldn't have seen that it put me but um really came down to the Sur responses that I received saying all right it's worth the conversation placeholder for months anything else on this I'll just say based on the discussions that have taken place over a number of years on this issue this data is not consistent with the way I thought Community was leing on this issue so it's a little surprising to me but I also think that's

how people respond including our teachers and students are in the building all time yeah and I think we have to take I will be honest I did not expect the numbers to be the way they were um so but that's why you give out the data and figure it thank you for question okay the potential vehicle propositions of course because one of them is really um two large 72 passenger diesel buses we are planning to put those out for a vote uh that's $346,000 those are red over five years of the transportation Aid ratio of essentially 2/3 uh the potential for two large electric buses the estimated cost and we we look at the F electrification study shortly um is a little less than $1 million there are programs to offset large pieces of that

uh the rest of it would be aided over 12 years transation Rao that makes borrowing a little interesting um and I don't think really figure that out we'll we'll cross that bridge when we come to it uh that's the vehicle propositions we're still discussing with our uh providers and with our electrification study partners what we want to do and as we've alluded to a little bit um electric buses there's a lot of conversations still going on regarding this and I know that the legislation is still having conversations regarding this too and the impacts of it and so is the electric company I there's a lot going on here um but we still have to plan you know decisions in the future last we talked about this I think there was concern conern over availability we

go that direction are they even available for purchase so what we were told by our vendor leard Bus Sales uh who handles icy buses uh I have to go back a little bit when you purchase a diesel bus you say yes I'd like it and that's in December and they start make they start putting in for with electric buses they're not doing that they're waiting until you have an approval from your voters and purchas order in place so that moves it out to mayun if it gets approved and then it's essentially 11 to 12 months to actually receive that veh so it's a little longer process but they do seem to have capacity because they do have to ramp down the the conventional buses so they're ramping up you and why do start pay when

order it we get when we receive it we actually make the payment to the bus vendor um and then that's roughly about five days after we've borrowed the money so then you pay it one year [Music] yes how long did the diesel buses last um our Fleet turns over roughly every 10 or 11 years and we've only occasionally had a bus that couldn't make it that far because of perforation rust which is not allowed or things like that but 10 or 11 years is roughly what you expect so with the new like mandate for electric buses would we get the full lifespan out of the bus okay um I G the battery life expectancy of an electric bus is eight8 years currently am I correct be warranty warranty years and then um it goes through

that and we keeping for 12 so that exponentially will wear down that battery charge unless people really aren't sure exactly what that looks like now some of those answers are going to be in electrification study that we're going to talk about in a little bit too so but it's it's much different right now that might change over time techology but right now the numbers are okay the tax cap information uh as we go through every year you start with your base tax levy of the current year then you add growth factor which this year is 1.25% which means our properties were expanded or new 1.25% of what we had last year Capital Levy exclusion of about 126 that's the difference between state aid and what we actually have in debt service for Capital projects and

for buses you apply the CPI factor of 1.02 even though it's 1.04 you come to a number of 20.7 almost 20.8 million that's an increase of half a million dollars 2.63% we have the capital Levy exclusion which is the current years's amount of the capital Levy exclusion which is estimated at a little over $200,000 for this year and then the ERS rate is going up which allows us a little exclusion as well the total being 21 million roughly 21 Milli $113 uh 3.75% increase and that's the amount that we' put in the draft one budget as the placeholder for right now SM and state aid from the executive budget a little over $9 million tax cap maximum $21 million other revenues slightly up because of Interest $600,000 allocated fund balance are 2.5% that we always

talk about to keep us from getting into the negative is $862,000 use of capital reserve which came from the approval of the capital project that we had for the uh Transportation Center and Elementary School uh is $3 million that's a one-time expense and that will come out from the next year's budget and we don't have rep so that increase if you take away the $3 million one type expense is 4.66% comes out to 14.64% then it was about 2% for another four years coming up to 2122 then we had our huge leads to get us to full Foundation of 16% and 31% this current year per estimate in the governor's budget is 1.48% the current law amount as uh Frank implied is a little more at 5, 880,000 so about 22,000 differ um that's because

of a change in how she handles CPI increases current law says take last year CPI and apply it she says let's take the 10year average throw out the high and low so it's it's a slight change flot it basically changes it from 3.9 to 2.4 yeah the tax cap provides a strong disincentive to reducing taxes full Foundation Aid was only achieved after 16 years of it being in effect and we don't know how long this period of it being fully in effect will last to be real honest um we hope but there was something called the uh Gap elimination of custom which was eliminating the states Gap right after they started putting it in place so we have to be a little concerned about that possibility there's no guarantee of any increase in future years

uh 23 24 if you were already at or above your maximum you got 3% this current year she's proposed taking money back if you're over your amount your calculated amount she proposes to take half the amount back this year half the amount back next year until you're back to your so you can imagine how many districts are it's about half the state is getting that propos and cut off the screen but we as we've said before we're committed to only leving the required property taxes to meet our gos projected expenses are 34.4 million projected revenue is 34.4 million assumes the tax cap increase it assumes no change from the current Governor's budget proposal $3 million transfer from the capital reserves to H fund and the allocated fund balance as we said a February questions thank

you guys right with that a few things um Science Olympiad team competed in their regional tournament this past weekend and we won the small school award so it was really great to see that we were able to have that club because it was almost St this year so that was exciting also Dollars for Scholars hosted the talent show for elementary school students it was a night full of amazing performances it was really cute I was impressed there was some poos s act that was pretty awesome and it benefited a good cause also the indoor track team competed in sectionals and a bunch of different students received medals that was exciting and then also last time we talked about the student survey that went out and we had some some concerns about the maintenance of the

school's bathrooms and that has been improving step by step so that's awesome so capital projects so I want to talk about a few capital projects because we have multiple um we talked about the $100,000 Capital project we do those every year we actually had the kickoff for that today um and that is to take care of the elementary school roof now they've been doing some Roofing extra down there already have an outside contractor this is a larger scale project if you go into the elementary school and you look at the wall going up there's a stairwell that goes right up the middle next to the cafeteria between the first grade Wing second grade wing and the building itself so it goes up to thir floor you'll see in the wall you that water coming down

so it's kind of eroded away at The Brick over time and there's a diverter that's in there right now because of that so that roof is basically need to be completely rol so that $100,000 project is actually paying for that Ro so that is actually where we're starting that is getting done hopefully soon but we take off this today it takes a while I know that people want to get things done quickly with schools I have to say unfortunately it's not quick we have budget it we have to give it to an architect we got to give it to the state it's got to be approved for the state then we have to bid it so all those things take time as much as we want to get them done quickly the there's a little

process there that we have to do speaking of another process that we've done last year we did our best deal in our Middle School we make a secure best ofal the high school do not have a secure best as you know that stay dead now been approved as well so we're working on getting that out to bid um we're trying to get that out sooner than later because again we don't want to wait I'm getting all the projects that we want to get done in the summer so the windows and everything we need with that time um but the goal is to have that secondary when uh secondary secur best deal in the high school completed by September that is good news when it comes to that the transportation facility has been approved by State

this went up to bid there's been a slight extension on the bid we knew that that might happen we're hoping that L more extensions so the bids are coming in on February 14th and that will take care of the transportation I know it's about be present um that will take care of the transportation facility itself it has nothing to do with the elementary school and or the elementary school campus just don't want people get confused at all the other moving pieces that are happening um when that is done we'll get that out started hopefully in like early mid spring we can be able to break round on that um as Jim alluded to and said the elementary school is at stad we're waiting for that approval we're hoping that gets approved sooner than later so

we can take the site work make that a secondary package and start that site work early mean starting so that's where our capital projects are there's a lot going on there's a lot of that we're trying to upkeep buildings back on track and so I think we're making a pretty good yeah so almost all the buildings will because we're not sure it's a large amount of s work that they're looking at doing we might not even be able to be on that campus for a while depending on access um so we'll have to move our special education summer school up here Kanas may not have access to it down there but it's one Summer Of Heartache for 20 years and 30 years hopefully of good issues playground again it's going to all depend on the

site work and how they map it out I I don't know how they're going to barricade things or not so that all don't know that yeah thank you guys for stay so the calendar um it's on the forward agenda for February that's actually early for us uh so I'm actually surprised that we're able to get it out there but um we met with the D we looked at it there's a couple things on this calendar that I want to make mention of that we talked about at the district advisor as well um one if you look at the professional development dates go along with our board policy we've actually tried to schedule those along cultural religious holidays and observances as well so if you notice November 1st is the and also happens to be the

day after Halloween but that is the the March superintendent conference day is also e Al so we schedule it instead of having in the middle of March we put it at the end of March to make sure that we're observing those cultural works as far as students may may have community members in school in place as we do with Russ um also Lunar New Year this year it's a state mandated holiday for students so we have that off this here as well if you notice we've taken away some of the half days that was a conversation that started the district advisory committee as well as how that impacts our families and communities so we have taken over two half days we combined one half two half days together the elementary school conference space made them

one full day we're able to do that within the number of days that we have I just have to very careful in watching our snow long as we make sure that we keep our 180 Mark 182 for the teacher contract 180 for the instructional days we're going to be okay we just it's something that Jim and I have to monitor and make sure that we're watching very careful um but that makes a full day so that way we're not impacting families at two days or half days also Mr Veno has looked at the elementary school half day in March and said you know what there's other options and ways to do that for families so he's taking away that half day and we restructure the way that parent conferences will work so we've been able

to remove some of those Happ as well it's a pretty solid very long year uh but it's a pretty solid calendar any questions oh and there's two there's two rating days at the end of the year um typically there's only one rating day for leg exams this see the state putting two so the last two days 26th and 27th are rating days for secondary step gr so parent teacher conferences I'm remembering stely that now there's only one set in stone but you can always one and a half so there's one and a half days set in stone [Music] and right the December fourth and okay so there used to be two in year there used to be so there used to be three in the suer three and then one in March so Mr has

removed the one in March is is going to do similar to what they [Music] second it's on the 27 like I said it's a long year you have to go by and you got still have 182 instruction St I pay seasonal snow removal have nothing to worry about it'll never snow I know those cons days maybe here for a while tomato that is true any other question yes well it's within the contractual obligations because it to be SE so that so it meets the contractual aspects of it we also have the district advisory committee look at it as well and through all the conferen and also it's February change it this is we've went over this a lot of times we're hoping that spot on we check the numbers we check everything we put a

lot of time making sure that we policies and also you know acknowledge the constraints that we put on so the first week of school there's the two days and then there's day week not saying you did I'm just saying and one of the things that we're looking at too is two days Year we're looking at partnering with our na District bur we're looking at how can we maximize a professional development and also L money and be able to maybe like increase in ouring so let say our teacher assist instead of only planing one you know one school district teacher assistance maybe we can work together with three school districts plan a whole day for Teacher assistance Outsource that through BOS have it all eatable and then also maximize taxpayer so we're trying to be creative

and in our future also pulling in resources and working together as a that's still work to be done on the calendar that's professionel okay okay the fleet study I took out a few slides that were probably overly technical but something I love to look at so uh this is just the cover this is from CHR Consulting Group next and as you know this is a grant funded rep 75% was funded by ner okay the electric school bus was based on two main criteria and whether they qualify for the programs that are involved and they should be sold by our preferred vendors so we have crossover between uh flu bird is the smaller buses the van based buses essentially um they're called micro birds and they're called typ a buses as well current cost for an

electric small bus of about 30 passengers is $300,000 there are two different battery sizes for the large larger bus which will be between a 66 and a 72 one of them is 210 kwatt hours one of them be larger one is 315 you can see there's a $60,000 difference almost half a million for the larger next screen please so they did an analysis and they basically put in what the assumptions are the life expectancy is 12 years uh battery as we said is only covered for eight so that make things interesting degradation is about 1 and a half% per year Peak winter rain production when it's cold outside batteries don't work as well battery Vehicles don't work as well so they put a 40% knockoff on that for winter range you can only use a

certain portion of the battery you can basically go from 100 to 20 they put in 75 get it from 100 to 25 just to give us a little buffer so only get oh you'll see the numbers exactly that's your BR new we'll see the difference are you this ma class okay I think it would be a great exercise for physics person um dead head miles which are basically you're coming back from your loot or things like that they put in 10% safety factor to make sure you have enough juice even if there are issues along the way 30% uh charge rate charge as well and it discharges more quickly in the winter so they put a factor in for that minimum charge duration margin is 30 minutes for that so they wanted to make sure

the if we needed to get from it had already gone out do it'll go out again what can we get in 30 minutes advertised bus range 100 135 or 200 calulated year One Design bus range 45 61 and 90 with all the factors in there assuming it's your worst winter at the end of the useful life it goes down to 3750 74 with the current generation of buses but if you look at multiply by 1. yes so they did an analysis of the routs that were currently used these type of buses on and only four of the routes that we use smaller buses on would work be smaller bus electric bus and if you go on you can see that the uh uh next one is the small battery large bus you go to the

next screen please and they said six of those I think it's 11 or six or 13 13 okay six of those 13 would work with the smaller battery large bus the next one shows the large battery so yes those roots can work that don't work on the other so it's they estimated the energy costs and you know I'm not really going to get into that we spend a little over 100,000 on diesel and gas current year currently so it's not a huge change but it is somewhat of a change um and that assumes the entire fleet School Bus incentive program for a small bus their goal is to try to offset some of the difference between a conventional bus and electric bus when you're purchasing so a small bus they'll give you $114,000 to offset

large bus they'll give you 147 if you scrap a conventional bus when you purchase one of these you can get $475,000 for a small bus and 61,000 for a large bus what that basically means is you have to cut holes into the engine block and you have to cut the frame rate that no one uh so as you can see it's a little over $200,000 offset on a large bus cost of 480 or $420,000 that still doesn't quite bring you back to Conventional but it's a lot closer and there are because we have electrification plan through this study we actually get more for covering the um infrastructure cost for putting in the so that's that's nice benefit there uh National Grid and other providers but ours is National Grid actually provides a lot of the

coverage for putting uh the Chargers in place that's the Make Ready program and that was it and those are our Consultants District be clear it was a 2our conversation about this with consult so he did a nice job conding so we've talked about that a little bit um one of our mechanics actually worked with the electric fle at CD so he has a little bit of experience but it is going to be the responsibility of our vendor icy buses through leard Bus Sales to train them up and they can either do that on site with all three at the same time or they can go one by one training at their actual one of theu one of the issues with some do my colleagues who have electric buses now is that a lot of times

when an electric bus doesn't me can't be done on site so they have to transfer so you're down completely a ro for a while or down you have to have those backups but a lot of times a lot of that means can't be done they has to be done off site they're transferring a lot of places but they they didn't estimate m not significant because there are essentially there are fewer moving Parts not there are fewer moving parts and they're all transferable from two types of so as far as you knows and things like that no signant difference P for mechanics working on it or they're not work generally they won't be able to work on the battery portion of it but they'll be able to work on everything else which is fairly similar to

Convention we had a we've had those discussions uh one of the things that a lot of business officials are talking about is how do we set up coach contracts because they don't have to follow the rules necessarily if they come out of say Massachusetts technically I think this is kind of alluded to this we know it's going to happen we know there's going to be a shi and move for districts and everyone else move that's going to happen us building in our infrastructure now we're very fortunate comparison to some other districts where they they don't have the ability like we do to be able to but it's going to happen the goal is happen with moderation happen with the ability for a district to maintain its GRS be able to do all they need and

have some flexibility um right now there's a lot of rigidity in what has to be done so as long as there's some flexibility so we can move forward in a very slow pace that meets the needs of our community and our funds to because is going to be much different price B $600,000 for referendum or $1.2 million for referendum that will be a little bit of a change um but we're hoping slow down a little bit give us some time we're planning oure of the game making and get us and also knowing that the technology will get better better so that's all we can hope for at this point so by the time we transition our whole Fleet we have a lot more capability would have right now any other questions onri well and the

funny thing is you know they sell diesel heaters for I just I think which is legal by the way which the state does not have a problem with let's just not that I yeah I've heard a lot of different things about them and you know I know that there's there's places that are finding success right now and they're working but they're also finding a lot of issues trying to overcome so I'm happy that we have colle that are doing it for us you know ioke with them all the time say thank you for figing the bugs um but you know it's it's moving forward and you know I think again like I said the district has done a good job planning for the future with our transportation facility doing this making sure that we're easily

moving forward it will change as time goes on and there's groups that we can meet and can make sure that we maintain there's any other thoughts about questions oh one more thing before just added um there's been a lot of conversations right now between our administrators and earth science teacher and the high school department chair about solar eclips and what to do with the solar eclipse so there is we're really not sure they're still working to a lot of different options of what they may want to do or want to do so chair is working with um our principal right now TR to figure that out we did look at the liability aspects just so you know I went through well there are districts doing field trips and there's a conversation about that but it

really is getting the right eyear that you need for that we have our students doing it we also kind of the reason why I want to just preset this is that the peak time is 3:26 and that is right at elementary dismissal so I kind of want to put that out there right now that we may be looking at a change in dismissal time just to make sure that you know we're safeguarding our students eyesight making sure you know having 600 Elementary School cles out say don't look up good Lu that it might not happen so I I just want to preset you and like add that conversation on that we may be switching the time frame just to accomodate early dismiss for just saf guard you know what our our go our number goals

and I know it sounds crazy but that's an issue we want to make for in to put that [Music] out that we'll move the next of our meting item 4.1 minutes of our of our meeting in January anyone like com I just one thing at end I think we have [Music] to with that change does anyone remember um with that changing would anyone like to to these minutes all in favor we'll move to the treasures report item 5.1 any thoughts or questions anyone all in favor Personnel items before we um I'd like to call attention to uh three retirements from more than 60 years of service um our thanks and appreciation for all they've done for the generations of students who come through here go TOS Judy zinsky and Tom glad um as they take

this last year here and go do other fun things in retirement we are grateful so grateful for all they've done for the students and [Music] 5.3 C recomendations questions thought all right want to move it anyone I'll move it second all favor okay substitute teacher [Music] apps it second favor all right our district calendar are questions thank you scenario a lots I gota say thank you to Jess she does multiple iterations so would anyone like to move a so we had a very T we had a presentation from Mr SE enza regarding the Athletics program we started out by reviewing what we discussed in our November meeting um concerning title n and um for those who didn't see the November meeting report here we received some well education from attorney supports the district um to

sort of level set on what is required um so we we just recap that and then um Mr Sapp enza presented uh some summary documents on the number of teams and the number of students we have participating in our athletic programs and then also provided us with some information on athletic spending by Sport and category we also talked about um things like uniform Cycles what happens when we have to do upgrades or repairs to our facilities um and we spent a little bit of time talking about um and really just more not not getting into the RO at all about what's appropriate for a booster club spending versus dist expending and that's an issue that we're going to take up in the policy committee on meeting on Wednesday and then Frank talked a little bit

about future Capital project and what district is do plan for that and at least four years out that's break ground so yeah yeah so um and that of course you know any future capital I least hope um and that then we went to our regular items including minutes claims AIT reports um our claims are auditor has identified eight exceptions thus far this year um amount to 8% of our total warrants which is incredibly low and we certainly appreciate all that work um we went through our function level status document which captures what we spent we we covered the school bu profit and loss fund we were almost in the black for the month of November which was amazing um we did have a supply chain Revenue payment of 37,000 or so that that brought us

almost to Eden um we know that we'll be in the red again as we move through the rest of the year some some short short months in terms of school days thank you thank you for organization conversation thanks just one sorry one other thing for those of you who may have been here to see that the meeting was recorded we'll get it posted um and then the documents that prepared all right um curriculum okay um so we really just discussed two main things um primarily was the ability to increase electives that students can take um it has been brought up in the past that sometimes Juniors and seniors might have some space in their schedule um which is not unique issue to though um so we look to see is there anything that could be

added so students could fill that in with something meaningful as um and so it really comes down to First do we have teachers available to teach electives um so that would require first a teacher wanting to teach an elective wanting to pick up a six instructional period and that would mean also some type of s and increase since it's primarily five instruction the um so the one or two of possible electives discussed was um Latin have year because I new the district Spanish teachers also certif and also digital media um something else that we discussed was is there a possibility to maybe somehow partner or work with neighboring districts like westerlo to see if there's anything that we can do to again help increase our offerings um and the other Main thing we talked about

was Furniture um but specifically furniture for secondary level and not just basic Furniture as far as tables desks chairs um it was more specific types of furniture that can be used um I will say to improve or alter instruction for teachers and in order to do so teacher would have to request that they want this particular Furniture um because it is costly and there would be professional development involved how they want to and we system and also School District doing that distri looked at it so that is something also meeting the cost of that compar the cost of the furniture compared to the cost of let's say refurnishing um it's it's slightly more expensive but I have all furniture is very expensive and so it's it's it's a marginal cost it's not super and also

I think the important thing is looking at the durability of the furniture um the company that we looked at and the personels is compl STS um it's all about durability M multiple function of the of the furniture There are some other places and some vendors that you will have I'm not going to mention schools that Ed those or anything else but they bought furniture and two years later they're buying new furniture because the durability so we have to be very careful on that as well making that we're picking vendors that meet the needs abely so we're looking at Pilot programs and trying to figure that out right now trying to pass out the idea after having we're trying to move forward look like thank you with that iy and you wanted to have a conversation

yes well for policy yes we haven't met since last meeting we Wednesday hours and we'll see if we get through it there's two big groups on our agenda the um 4321 Group which is students with disabilities there's a lot of little pars there a lot of it is just required laws so it's not that controversial so hopefully we can get right through some of those and I know Karen's been working really hard behind the scenes get those ready prank um we also are hoping to crank through the graduation policy group The 4770 through um maybe not one of them out that so within those two groups we do have some policies that will be new and they are required so we're to touch on those we get those ready for the next board meeting um

we also have some just Singleton on our um agenda the boo boers as Arie was talking about the overdose student privacy rights of employees to express prel and retired employees health insurance so hopeing get um and on today's agenda you'll see the second read of our new policy 81302 which is the workplace violation protection and just is reminded that's a required policy um and then I just wanted to Circle back last uh meeting we had a first read on the substitute policy um and there been a lot of discussion at that meeting but we also had a lot of discussion at the policy meetings but it wasn't the January me the December meeting was recorded but the January one wasn't so unfortunately the fellow board members weren't able to watch that to see what the

discussion was and then at our last board meeting it didn't get recorded and we had a discussion here and Barb weren't able to be present so anyway just seemed like it wasn't completely settled so I just wanted to bring it back up tonight for another look and make sure everyone has an opportunity to add any concerns or opinions before our policy meeting on Wednesday so to summarize optional it's an optional policy it was brought forward um at Tim's request I think I don't to speak for you but his desire was to make sure we have substitutes um and I think that's what was behind your interest in this policy um I personally know there's some language on here that I wasn't even clear on and I was at the meeting when we the language so

I already know that but I don't want to take up the space if other people have comments or concerns about this um sure I know Rob right off the top my like I knew what we discussed in our meeting and then when I was reading what was written I wasn't even clear but it says one of the qualifications are two years of postsecondary education or vocational training is required for substitute teachers now my walk away from our meeting was vocational training just met two years in the workforce like doing anything um and I don't know if anyone everyone reading this policy would understand that that's what we are trying to say so I if we decide we want to keep this pretty much as it is I would at least make sure we clarify that

language personally I don't know if everyone else AG that would be a discussion the last meeting people from the audience came up and spoke to this and I offered you the alternative L well we haven't have a meeting yet okay so that wasn't in public yeah right so this if you want to talk about that in public or I just I can't don't have it in front of me but I sent you but it was something like or two years employment or something to that effect I don't it was as broad-based that I thought you know we're really talking about some minimal qualifications here and we were taking it from I can't remember what the Lang two years professional it says two years of postsecondary education for vocational training is required add the language for

two years work experience or something like that I offered you Lang talk but it was really that kind of really set that it can be pretty flexible it's flexible you can be but to offer that there be some level of background maturity associated with somebody who's going to be FR kids for a period of time would you mind would you mind running through how Subs are yeah I was not ready to talk about that policy you're throwing me on the spot now I'm sorry just whatever [Music] not the service I just wouldn't want to miss be absolutely yeah it just do I but I just reget I I did offer some language I think really makes it can I can I ask a couple questions I've got one in my mind and one that's like

first is we have Subs that have worked for us like in terms of theyve worked here and they've also worked out like it's been it's been a positive experience um if they don't meet those qualifications let's say they don't have for two years they're only one year out of school would they befa we've talked about this in policy a couple of times right and that was one of our concerns was we didn't want to potentially lose someone who's been employed with the dist we have that but it it's possible that we could have which means that I'm just saying is it possible that we could lose highly qualified Subs that go on to be teachers that they're just kind of taking some Gap years before they go to school or whatever their life's path is

but they could be highly qualified I mean I've met people who have not those those two different qualifications have just graduated and would be fabulous in front of the classroom maybe they've been Camp counselors or something but I'd be concerned that we you had the words or two years work experience yeah work during High School minimal qualification going to be in a classroom with kids I really think we got to make sure that we have something in place that says there's a minimum qualification we do though I mean there are procedures continue to erod it if you don't and and Frank say this would not have a negative impact on put currently it wouldn't but I don't I think that we have procedures that are in place and I'd be concerned that we would limit

ourselves from hiring potentially great people who don't need a certain basically a certain Aid because that's what but what if someone graduates at 19 and what if someone graduates at 17 so if if it's an age requirement that's one thing if it's a an experience requirement you can have two years of experience but not be the right fit and could have no years technically within those two two either or and not be the right fit so I think that we have a vetting system that provides possible options and we don't want to exclude anyone Subs are so hard they're like go and so hard to find to to do anything that would filter them out before we get to determine if they we'll agree yeah that's totally okay um I a different perspective is great

and I I'm just saying I I would be concerned that and iy just look forward see what policy yeah that's my question well the one I just want to say there there's not agreement during at the poliy meeting either so we don't I I'm not now I totally not quality Subs I don't feel like this written policy ising quality adding qualifications but I understand what you're you're attempting to do I just don't see how this does it and I don't love having policy I don't feel good about but it came up through policy and I was the only one that wasn't interested in not bringing it forward so was 3 one therefore I bring it to the FL board because I just want people to understand that it wasn't um the policy we all comfortable

with usually when I bring something for it's 100% it's kind of obes and then it wasn't record so people wouldn't have been able to I think if you were to talk to people who have kids in the school talking about like a daily I'm talking about parents okay and asking them how do you feel about the fact that your kid has a sub how's that how's that feel I talked to that who said they're not comfortable with the fact that their kids have sub too frequently or kid goes home early because I go back we got a sub today I hear thatu I'm not saying that [Music] it's level of is expected but I I'm a little confused and I don't want to go back and forth Tim but we just heard that we don't

have any subs limited by this policy but you're also saying you're not happy with those sub I'm not saying I'm not saying I but I've heard from people who are not but this would do nothing to change that don't I don't it shows that we are we are interested in making sure that we have that's all I would say no I'm sorry you're saying this is going to make us have high quality well it sets for some sort of a standard we don't have one now of course we have standard now yeah how do you think they bring fs and decide who to call every day you don't think that Administration is working but it's not in writing there no I just don't we can bring it back we don't rules on this whoever shows

up got a pulse you're in that's not very kind to right now I'm not trying to say it individ this isn't anymore I just feel like you you kind of took this on right here at this meeting I didn't expect this you decide you want to have this convers well I'll keep having it but I don't want to board everyone here I'm just saying there's not consensus and I wanted the full board to know that and have OPP to talk to it and a lot of people couldn't see what we talked about because it wasn't recorded and then bar wasn't even at the meeting and neither were recorded opportunity bring speed and if we have to vote on it with the pro Bo that's CH I have concerns about substitutes but I'm not sure that

the policy measures we're taking are necessarily the most effective way address well then there are other things that we should be talking about Rel to this policy I'd love to know what they are I think it really just comes down to the hiring process and I feel like I trust the administration to take care of that but I think an arbitrary rule just kind of limits that I'm trying to make it as flexible as time but if it's just like we can have somebody right out of high school who's ready to go into the sub category or somebody who has never worked day a day outside of uh in any sort of capacity whatsoever ready to go into a sub category I'm concerned about that I think the people hiring would also be concerned two

and a half hours inste um yeah you guys might want to take a break and look at not look directly just plan for a little walk around hopefully it'll be recorded all right um I think can we give you the last word on that one is that okay I just feel why introducing it to me I would immedately think why was there nothing in place before um and again there is something in place Poes does have a sub list everyone is approved after you know there there is a procedure that's followed and again I do not want to make it more restrictive Subs are incredibly difficult to find I don't think there's an administrator in the capital region you could ask them are you always fully stacked are you ever short do you need to

pull does a teacher choose to pick up another period to cover it's happening everywhere we don't want to exasperate that and particularly at the secondary level there is nothing that you could put on there for the majority of secondary teachers or someone to come in and be prepared to teach their class there's nobody walking around ready to come in and cover a physics class my IB Spanish class or any of the others and again I don't want to make it more restricted there's no need to do that and quite frankly just adding different language in there won't change a student or a parent perception of what they feel the substitute is doing I am happy if there is a substitute in the room keeping my children safe that's really all that I can ask for

are you saying that it's teacher both I do have children in the district um so I do care about who in the classroom with them and as a teacher I am very much aware of uh making sure we have quality instruction I could have also that's okay said my all right um with that have fun on Wednesday um with that we move to item 7.1 acceptance of donation um there are two items here are there any conversations or questions thank you all for the previous conversation uh would anyone like to move this one forward I'll second on favor thank you and thank you very much for um these two very valuable ning different I don't see anything ass it's adjusting so that we can I think usually AC well that is there any question thank

you to the amendment to the budget for the um acceptance of the previous all right who like to move in and with that we go to item 7.3 addressing workplace violence prevention are there any questions or comments about thisy which anyone like to move it we now have Thea regarding um would anyone like to have any discussion about this questions or comments it all in favor thank you again with that we move to other the opport this the time to reflect or address something that was covered during today's meeting so if there's anything that U Falls in that c good evening everyone my name is m brein I'm a parent of two girls in the district and a member of the Boysville lacrosse booster club um and I'm very excited to hear the information was

presented to the audit committee today I would just like to um for those who who don't know booster club sent a letter to to the to the superintendent to uh the athletic director and to the board this December asking for some of this information asking for more transparency in the planning in the budgeting as as we all know here for tonight that budget set priorities I just tell the story of what we believe and what we want to do um and many of you know that the lacrosse program has grown from zero students to a fully robust K through 12 program in our community there is support from all aspects of the community and and I ask for the board's continued support of that and continue transparency from the athletic department about um you know

I appreciated the numbers I asked some more clarification um the budget projections whether they are for this year asks they were historical spending and also for the person cost because the coaching costs were not included in those numbers um and ask the board to continue to look and and plan for more than next year we know we have I know you're doing this with enrollment everything but also on the athletic front you know I also saw the budget priorities that was about sustainable plan what can we sustain why we're not being reactive so I would just ask the board to continue that discussion and and share that with thank you for getting engage thank you very much for your coming hi I'm I have two boys in the district and a graduate the district um

I had two questions quickly I was wondering on the athletic numbers um I know ti9 is a factor and I wonder if the board discussed it I know that the law is that we need to progress towards equality in boys and girls Sports and um the last thing I heard was a few superintendents ago that we were making progress but we're not required to have equality and I feel like why not let's have equality um so it might be helpful in those numbers to look at boys versus girls because I saw that there were like five fewer sports for girls in school than there are for the boys I didn't write down the numbers because I just saw them a little while ago but the other thing I want to talk about is the SRO

um frankly I was kind of surprised that that was a possibility because we hear a lot in this dist District about sustainability and the fiscal cliff that seems to be looming and maybe it's just the H I'm not sure but um we never seem to have money for mental health professionals because it seems like we have a big crew of them but I think they're they're drowning you know if you have a student who has been looking for a therapist privately you know that kids are struggling right now there's a lot of mental health needs I think that would be a great benefit to students in our district um and what about the second cor language um component you know that we we cut a few years ago um one of the reasons for having

was everyone else has one all the other local districts but they also have a second language um and also everyone else has one never really worked on my parents at home so I don't think that should be how we're making our decisions also I think with um SOS there are a lot of unintended consequences you know we talk about the school to prison pipeline we talk about increased suspensions and there is no data that says having an SRO in the district reduces our life of a catastrophic incident whether school shooting or something else I think it's a a placebo who scared parents and everyone every parent has those moments where they're where is my kid you know there's a lockdown drill what's happening you know I understand that but I don't think it's a solution

I think it's a um and I would like to see us putting our money in education because that's our job so those are my two thoughts thank you thank you very um just a couple quick comments on the electric school buses it may be important to take a look at what private mry is doing um for example Herz uh sold off one3 of their electric vehicle Fleet cting increased cost and and uh not demand not a lot of demand from customers and also auto manufacturers including Honda Mercedes Ford and others are backing off in terms of production and in terms of um uh providing for repair so I just put that forth as something to consider especially talking about things like Health crises in terms of budget allocation thank you so I'm G school princip

and I am pleased I was able to that here in time this evening I do have a letter going out tomorrow for the community but I certainly wanted to my friend and all the members of the board for giving me this chance to retire a little earlier than expected um but for the record it has been 32 years so 32 um all but one professional decision that I've made 20 years ago chose to move districts um I have made for my family anyone who's in education um better be there because they want to make a difference and in the lives of their community and children that they work with but ultimately it is your family that you have to put first so um that's where my piece came from I I can't thank Frank enough

for understanding that and supporting it and speaking to you folks about it and um you supporting it for me believe me I understand that it's probably not the best time for the district to be back looking for two side princip but you know he did pretty well n years ago H that part um and I'm confident that for the middle school that we will find the person that will be Middle School Center and stay and have that consisten um so I appreciate you putting you know the thoughts of me as a person and my family first and that's what we always say because I doct I said to Frank um here publicly I will do whatever I can transition new person not only in my position but in high school um even after I because

you know I already picked the open house for next year totally true totally here's my dat and but I again I thank everyone's support on that I know it's not forun and believe just I just want to take a moment to acknowledge um what's stated in 2.1 where there's the first OPP of the public we heard that the board does not address specific comments but if you do have followup please um give us your contact if there's no other like to come forward then we'll move to item nine uh the DAT remember the next meeting is March 4 all in favor thank you thank you all for being oh sorry guys
