001foreign that the Board of Education appoint Douglas Phoebe as chair Pro tem for this meeting can I get a motion please Chris and Dave yep uh call to order Pledge of Allegiance John can you start us off thank you sir the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you we have a roll call please here um resolve that the Acting Superintendent of Schools recommends to the board of education to approve the agenda can I get a motion please Patty second second thank you [Applause] excuse me uh I don't think so dude and we'll go to public comment anyone in the audience like to address the board right well thank you for coming anyway I appreciate

002it uh reports we have uh Jennifer Parliament our business manager she's going to give us a quick budget in Revenue expenditure Revenue sheet the one on top is the one in front of you that's in your packet the numbers really didn't change we just I moved a little bit of Revenue and money around because I had made a mistake bottom line is mistake so really really no change but I uh put the wrong number down in Medicaid reimbursement so I had to fix that so when you're looking at that it shows our property taxes that's our Levy that's what we decided on the 1.91 so that's your 23.5 okay so that's the tax levy and then the state aid and other revenues is your 27 million appropriated reserves 225 000 and the appropriated fund balance

003is 2 million so that's where we come up with the total to break it down into smaller pieces is the next group of numbers now I just want to be the state budget has not been approved yet so this is all this is the governor's approval okay that's what's in here it prefers that they're you're supposed to get the approved final budget it's not an election year so more than likely we're not going to get that on April 1st um so I'll be waiting until they approve the final budget I'm saying by April 10th I'm hoping they'll have it done that's my hope um but until then these numbers will not be fine so this is just preliminary this is all based on the governor's purpose so as you can see there's the pilots um

004that I have gotten from the county that's their best estimate at this moment in time interest income is obviously going up because interest rates are going up so we feel you're going to do a little bit better on our interests in our bank accounts um cpsc refund from the county that's administrative fees tuition for foster placements rental property sales scrap um refund from both stations require your BOCES refund for prior expenses some classes of five Revenue share of services income from athletic mergers and things like that uh Pre-K collaboration that's from money from the county that we get from our educated UK program which is very beneficial and then you see your state aid number in green there the 25 million that's what the governor's proposal is right there okay and then the breakout of

005that is down below and it rates it out the big number increase years Foundation the governor has made it fully funded and it looks like the Senate assembly they're going to uh everybody's agreeing to that so feel pretty confident that that's going to happen it's should have been done a long time ago but we're getting there so the rest are all minimal increases you're both due date or high cost excess Aid Hardware technology Library textbook Transportation Aid building Aid all typical stuff all very similar to what it was the year before so the only big change there is which is a good one and if you didn't if you were already fully funded the schools are getting a three percent increase so we did much better than that any questions on the revenue side that

006we want to go with first all right so on the appropriate period that's coming from our debt service so what happens when you have a capital project and if there's money left over it goes into debt service the only thing you can use that service for is to pay off debt that's it there's no other allowable expense so it goes into a fund and we appropriate it every year to offset our our Capital payments or bonds and dances the budget for what is it doing today we're using that to offset our budget for the 23-24 yeah so my next question would be um Apple we can use more um we can use less are typically here in years past it's been right around 1.5 has been your typical we increased it last year um to

0072.1 and the year before I think right going backwards um now you want to try and go back to your consistent 1.5 but if you do that all in one chunk you have a big dip for a big raise in your bread which people don't like so we're gradually coming down and getting back to our 1.5 1.6 million over time which you have seen in our Five-Year Plan as well as your back down so there are four values enough so why do they set Focus now they're trying to get it raised because four percent really is very minimal um but we've been fighting for I can't tell y'all at all from last week in this year's death discount yeah so if we didn't have the extra money coming from the state of fund balance that's

008when the acknowledge has to come from the taxpayers I mean I mean this originally came from the taxpayer so it's like a savings account that was set aside and we're using it as needed so some of it some of it's not Capital fund some of it's in our debt service there are several places that we have money that we put into the high interest accounts is right they I mean we have a fight in it we could fight them okay okay but in the end it is that the county says this company is getting payment and low taxes they're getting a payment little taxes um right they're not fully tasked us if we don't like Pilots because it also hurts your attacks Levy limit as well so I hurt your calculation and you're obviously just

009getting the tax payments from I'm sorry it's miscellaneous traffic so from from Oddball things yes like oh thank you the list goes if it is one year we did a community agreement instead of a pilot um it was 186 000 that went to um there was no classification for it wasn't budgeted for it was not expected anticipated so what happens sure okay yeah understood in a nutshell I never used to ask questions questions and then we get into the expenditures as you can see there's 25 pages of expenditures okay and how I start a budget is I literally do a rollover budget so I take out all the expenses from the previous year and I roll them into the next year and then I look at okay salary increases contractual increases things that we're still

010going to do but they've gone up so it's a rollover budget with all of that and then we look at okay now what do we want to add where can we add um and that's what we did at ATM OS so what we do as an administrative team we get together and we go through the wish list what do people need what do people want and then we see what we can fit into probably so I just I know we've talked about this at previous four games too but I'll just go over it real quick so there was counseling AIS in the middle school elementary special education education teacher in the high school middle school art teacher in additional elementary teacher have courses we made polls so that way when the grant money goes away

011we're able to fully fund all of those task forces uh bhsn supplies crisis counselors um that's also been funded by the grants over the last couple of years we put it in the budget because we want to continue those services and actually increase them if necessary we put enough in the budget to actually have one in every building is that the 300 000 Grand again yeah for a couple of new positions is that included in this budget we talked about it all these positions that I'm listing the 300 000 is set aside oh it doesn't look like the set side is going to happen but the AI all history AIS people is for the set aside okay but it's now being talked about that the set of side is actually nice there's going to be

012regular Foundation a money so that it won't be restricted okay so we're talking about putting BHS on people in every building full schedule or partial schedule if if we do move one of the 811s Cumberland headlight has been discussed will they have a full-time crisis counselor and a BHS and counselor or will it strictly be bhsn um that hasn't really been discussed to that level yet we had talked about at a previous board meeting adding a counselor on staff to aside from the vhsn counselors and talking about where that's best utilized yeah yeah I was just curious if we were going to be using bhsn for positions that could be permanent positions for for staff but this is this is in addition to okay more to supplement yeah okay and it has been counseling has

013been hard to fill as well definitely helpful can you say counseling positions have not been hard to fill oh they have been hard to kill yep um and then the last additional text person so those were the wish list items and I know you guys have heard about some of these already um and we were able to get all of that into the 25 pages so it's all in so we looked at a rollover budget and then we went through and put in all the things that people so I know Mr Fairchild had some questions a patient and a half of questions we need to do this job um Connie I know you have some questions I think they're probably similar so I can go over just a few things um and he just had

014some questions about why things are going up and I think well it's really trying to find out you find the same language typically I'm sure you know and there's there's one that really jumped out the one who's got two hundred thousand dollar increase from five thousand dollars and that's the bhsn okay that's a crisis okay yep so so we we want that in our budget because this grant money only goes through September 2024. and in September of 2024 we don't want to say okay now we have no the services are gone we didn't we didn't account for that we'd have no more we don't have the money set aside we have to get rid of those services so we're preparing for that money when it goes away because in September 2024 it's the search the

015money and our money's gone that's what we're preparing for and I would assume Administration those positions now we have very few positions in advance if there's money out there available to Advance Health paid for those we put very few people in it we put salaries in it for doing uh professional development and things like that but we didn't put bodies in there because it's a dangerous game tonight when that money goes away yes but what he's talking about for bhsn if we're talking one person in each building so we're talking four people full-time right from bhsn um I was your question pertaining to what do we do since those are obviously necessary positions yeah so so then it it funds those positions right I don't I don't have any other grants that can sustain the

016200 000 expense nor do that that fit into it sure um but at this time it would be ill-advised of me not to budget it in this budget sure absolutely yeah so when it goes away we will have the funds to to backfill got it yep so um some of the other ones that Mr Fairchild had were account codes and I'm going to talk right to you guys so if I'm not making sense let me know so I'm going to talk in account codes but several areas of a significant increase the cost over yes well your first one was 14 34.90 which was a BOCES poster code Personnel Associates postal code um that did go up by almost 40 because the island closer 602 for our employee benefit FSA HRA program we have to send

017Using preferred group doing our HRA and FSA and it was a nightmare um most of the schools have jump ship and both seats took it over and um is doing a great job we're still got some Kinks to work out on you know this is our first year with them doing this it was their first year taking this on um but it's a shared service so I think there's 10 schools involved because we've heard that just become to the point we were spending more time trying to figure out their billing for them than they were doing for themselves um it wasn't the program people were losing out on money so you switched so that's what that increases for um then in the 1620 code um a lot of this as you can see is over

018time is going up and some of the substitutes are going down but if some are both going up because we can't find full-time employees we are in the ones we find are the people we want but their bodies um so it's becoming a huge issue we've got more today um so what we have are people that are here that have been here with us are covering the duties of the people in this thing so when we're short five custodians of the night our Old-Timers and our maintenance crew are stepping up and they're doing their work in double time so that's why the overtime is going up because I can't fill the regular slots and we just we're trying and it's not that we're not trying and are we looking into third-party companies they can only

019call around nobody has the capability to clean buildings of this size yeah and how to use certain products yeah I mean it has to be um but nobody nobody around here like I mean we have to pay somebody from Albany to come every day to clean I don't know seriously yes it's hard to uh Redan or custodians because we are one of the lower paying school districts in the area yeah but every bus they go to Saranac they get paid wait a bit more yeah well from the business official meetings we've had we're all in the same boat custodians when you can go make 17.50 at Dunkin Donuts pouring coffee or you have to clean a toilet which one are you going to pick you know what I mean it's tough we're competing in a

020very tough market and that for that kind of employee and yeah for the contract that's where we're at um this contract is coming up for negotiations it ends under 30th of this year um we just upped everybody to Fifteen dollars last year can I just do that do that we just did that just to try and keep the people we have I mean so we're still quite a bit lower than the other school district store I'm doing an analysis for that for negotiations so that those descriptive things are where you see over time going up and some of the substitute the one substitute code is because ourselves they don't want a permanent job they're older people that we have voting course they want a permanent job but when you have somebody out almost every day

021they're coming in to fill in so um the people that are here that are committed are wonderful we're lucky that we have these people that would step up and do this for us because they're working really hard um there's a lot there's a lot to come in and work two shifts every day the Lord doesn't have but we need bodies capable bodies would be preferred and it's tough we hire we fire it's just that kind of you know we give a try doesn't work out try again it's about it so all the 16 20 quotes that's really what you're you're seeing for the overtime in themselves yeah in the 60 2462 code um it operations removal is going away and really we're we go out to bed every year but the only person that ever

022visit is to sell like the only person around so it's not like we can go somewhere else or like I said we go out to bed every year for trash every year that's the business unit so um and you get one bid every year um and then the maintenance salary increases same thing to overtime but maintenance guys we've been down to maintenance guys for months and months and months um we do have someone that we're hiring but the rest of the guys pick up the flat blow that position is open so um uh 1981 490 that both is the administrative code 19 yeah page five 1981 490 that we don't have any control over that that's the policies administrative cost they tell us what it is and we have to pay so we are paying

023for their services and their people in their retirements so um around 2020 150s which are on the same page there last year we had um I don't know if you remember but um Mr Villa was split between the two buildings so I only had a 50 salary and the teach coach this year a full-time person in age building so that's why that's um 20 24.90 which is uh that is a closer we added at 50 is probably going to be able to build the Dei diversity equity and inclusion yes thank you that we have to subscribe to that poster to be in compliance correct so that is why that is where that money is coming from and then the 2110 code I know John you wanted to look at those um but the increases obviously

024are these AIS teachers especially are the middle school art teacher the PE teacher and salary induces but only additions were those ones that I listed everything else is salary increases but there are contractual so and then the 21st and 400 the 200 000 increase we've gone over that that was a vhsn especially paid by the public facility oh I don't know if you want to kind of explain it this is this is the Gen Ed portion and then there's also a special ed we have kids that are in residential facilities yes and so that with um lack of available placements in our local BOCES that has also that's increased significantly that we need to use residential places yes so it is but we've realized this year we were underfunded because we're having more kids because

025a lot of services um and then the special ad the 2250 codes that's all our special education code those are salary increases from contractual the only teacher we added and special ed was in the high school for the rest of all the salary increases education we didn't add actually I do have a extra Aid in every building because we found that with kids coming in that require one-on-one AIDS there's more and more as well which is something we can't predict so in every building we put an additional Aid not that we're going to be able to hire them but we'll try where are we at for AIDS right now how many yeah like like what we need to fulfill all of our IEP requirements versus what we have we are still we're four shorter right

026now okay and we're not so we we also so we have PLP AIDS right now are um through the grant obviously helping out with recess and those AIDS end up getting pulled to cover the IEP you need and we go without and you know got it so the only additional salaries in those accountables are one Navigator um 20 to 54.90 which is also special Echo but it's our BOCES special ed so those are kids that actually go to cbes um we this year 2223 we've just about met our budget already so um they're higher cost kids that go there we could have a family move in with three kids that need to go to CVS and our budget budget as well because they're a hundred thousand dollars a piece so um we put in some

027extra money to give us a little bit of a buffer because if we have more kids coming that's um often due to transfer students that come in that are already placed there um 22.80 490 which is on the same page 15. has been doing now for the last foreign I like the averaging you always know what you're going to spend versus you may one year you may have 90 kids that go to CP Tech the next year you have 70 the next year you have it was bouncing all around so one way to keep it consistent was supposed to do this averaging and that way you know what you're going to spend every day has this gone down now put our model services that we offer here we're not sending them to the closest one

028uh yeah right yeah I'm talking about the welding shop the classes that we offer here now we we do offer a lot a lot of those things but they're not the CTE credential item yes oh so we don't have somebody here with credentials actually so there's a problem so I'll speak to the welding program right so I know we have our AG program here where they they do have some welding equipment they do a little bit of welding but like the BOCES program is in line with I don't want to say it's in line with nc3 but it's in line with like the American Welding Society sense program um super super comprehensive and I know we offer some we kind of touch on some stuff here we're like the intro too yeah and I mean

029so I know we touch on some stuff here but I don't know if it hasn't I don't think it's as in depth yes so I can't remember how many kids were going this year it could be but it is nice to know we the set cost you're not yes so it's nice it's a good budgeting tool um 26 3160 which is on page 17. budget 28 10 150 those are our guidance counselors so there is an additional guidance counselor in there and we have all kinds of movement in the guidance office this year with retirements together so there was a lot of budget changes that we cleaned up 55 10 170 that's transportation thank you the salary poles those aren't additional people those are just salary increases um The Mechanics for instance we're going to

030go out for a mechanic at a little bit a little bit right see if we can get one we have one mechanic right now we normally have so we are Outsourcing a lot more means because one person cannot keep up with the meeting we do have some stuff that come in on the weekend if I help out but very good um but they only have a day here or a day there um that's what they can he's tired summer diesel not if you don't have a ton of diesel left most of them are gas so as they get older the noodles are all going on my company stealth electric charging equipment I'm fine with it um and then we go to 9010 taxpayers you're not wrong um page 23. those are um ERS benefits that

031went up and ERS went from 10.6 to 13.1 and of course salary is also went up between the two that's what we're looking at for you TRS actually went down but it is 10.6 to 13.1 .1 his dollars also went up so it's a percentage on a bigger number and then um and then you had a couple questions about budget reductions yes and I can easily explain it last year we had come up with a idea of getting AIDS and putting AIDS in some of the nurse's office um to help out with filing phone calls and all that stuff so we bagged that idea um and we actually have to take this uh that the type is for athletics is shared with the nurses and it seems to be working okay so as a 50

03250 person so that's how we're managing that right now so I took the AIDS out of those budget code because we can't a campaign so yeah that's all right so that was why those went down we had Grand plans um and then the librarian they asked about she was we had one retire so it was a breakage and the Beeman Town Middle School salaries it was breakage between retirees and new people and moving of people from building the building yeah so on the last page this is the general fund capital reserve fund is completely separate and and this is why we're transport transferring from our Capital Resorts capital it's really it's a budgetary thing so I have to pay the expenditures out of the capital fund because we have all these different funds we have

033federal funds cafeteria funds General funds I have to pay the bills out of the capital fund but I have to budget them in the general fund so that I have to move them from the general fund to the capital got it so you came out of the general fund and then you pay them back from the other money to the capital fund because they have to be paid out of the age yep but the money is actually set aside legally capital reserve fund is something completely different times in which we are doing this time around yeah so in our proposal yes in our Capital project proposal we are asking to use a million dollars of our our capital are the funds from uh like our elt grants and stuff like that are those in here

034no this understood so if I did this story on that 52 to 749 123.50 foreign exactly um and I'm being perfectly honest with you and I know a lot of you are on the same page is I would never go down to four percent that's dangerous territory 1.4 million dollars on a 52 million dollar budget said that we were older than four percent so we could end up with a penalty no they never did we have to write the corrective action plan because they gave you a spot on their hand so you get a minor on the audit you write a corrective action right and we keep doing it I'm not nay saying it I'm just I'm just I'm just making sure I understand is that a personal penalty I mean you you get written

035up but there's no there's no monetary penalty and then I did a preliminary and this is really preliminary tax rate guys um I haven't called the county yet I'll probably call them next week the first week of April not that they're going to have a real solid idea of what assessments are going to go up in each town but that's what I do I call and say hey can you give me your wildest mess give me a percentage you know for Altona meetman Town she's in plastic what do you think percentage-wise our assessments are going to go well I did a very cool and I did some low numbers for assessments going up um with our I we know our Levy so the only numbers I'm missing are my assessments and I'm coming up with

036a 16.31 tax rate we were at 1624 this year so that's a seven Cent tax rate that's what I'm looking at right now very preliminary 1631 and what will it be last year 1624 but that doesn't that doesn't mean it's going to be the final number it could be much lower I'm being very conservative because I don't want to be go the other way just say it's going to be lower than it's going to be high ER unfortunately I don't know that until August thank you thank you very much any other questions remember this is my dirty My Moment the opportunity thanks Jen appreciate it we'll move on to minutes resolve that the Acting Superintendent today yeah sorry superintendent of schools recommends to the board of education to approve the following minutes can I get
