013I am uh here to show a video uh on behalf of the Pea uh campaign for collective bargaining and it's about two minutes so can that please be put up um I am I am uh here to show a video on behalf of the Pea uh campaign for collective bargaining and it's about two minutes so you just become great because they keep working conditions thank you very much hello what is your name brother Jones Middle School I have been here for five years now we're collecting targeted I want teachers to get paid what they deserve and it will increase teacher attention okay thank you hello Mrs wolf uh Brennan Johns Middle School in Petersburg Virginia this is my fifth year thank you so can you please give us absolutely um I feel like collective bargaining

014is very important not only for teachers but for admin not only does collective bargaining help to increase teacher morale as it gives us a seat at the table to help us have more autonomy in decisions being made but it also can help to attract and retain better quality professionals to work in the school thank you oh man I stand with pea and then fight for collective bargaining rights all right thank you very much and if anybody want to be interviewed to give a little thoughts on collective bargaining I want to interview anybody thank you more to come here okay all right thank you very much and if anybody want to be interviewed good evening my name is Demi Williams I'm representing Pleasant slain Elementary good evening um chairman Pritchett Dr Sterling school board members community

015and other stakeholders first I would like to give recognition to those divisions that have successfully passed resolutions in the Commonwealth of Virginia first I would like to give a recognition to those decisions that have successfully passed resolutions in the Commonwealth of Virginia first I would like to they have finally Arlington who I would like to give special thanks to because they have pledged their support and show of solidarity To Us by providing us these um wonderful shirts from their campaign no decision about us without us who I would like to give special thanks to because they have pledged their support and show of solidarity To Us by providing us these wonderful shirts from their campus I wish I had a little better news for Petersburg but I do have some data which I know the

016school board loves in regards to the current situation in Petersburg this data comes directly from vea analyst 4.7 was last school years teacher vacancy rate in regards to the current situation in Petersburg 2.9 well above the state average the current school year 6.9 percent vacancy rates since that time the teacher vacancy rate has skyrocketed the current school year 2.9 Wells above the state 3.9 percent is the current year State average in Virginia vacancy rates since that time 30.7 teachers in Petersburg only have a provisional license meaning they are not fully qualified or trained to be professionally licensed teachers 7.7 this is the state average for the number of instructors in public schools with provisional licenses thousand sixty eight dollars this is according to vdoe data this is what Petersburg teachers average salary was this is

017the state average for the number of instructors in public 53 000 796 is what the current year average is and this is below what the pre-pandemic amount was so we're making less than we were before covert teacher's average salary was this means that teachers in Petersburg were on average better paid before the pandemic Petersburg like the state has drawn in more Revenue because of inflation but did not be prioritized using enough of it on salaries to even get to the pre-pandemic average pay levels this helps to explain the mass Exodus of teachers from the division over this time period and that astronomically High number of provisionally licensed teachers that have been utilized as a stop Gap measure Petersburg Public School students deserve fully qualified teachers like myself in every classroom and unfortunately decisions have not

018been made thus far to ensure that visually licensed teachers when Educators have a seat at the negotiating table they can point out facts like how far their current and proposed salaries will go factoring in inflation on the current trajectory Petersburg will keep hemorrhaging qualified Educators unless they take a different approach to maintain the most important variable in students educational outcomes which are the teachers so not passing our resolution is hurtful to employees like myself who have suffered and endured this school year not passing the resolution says to others that Petersburg doesn't value their employees not passing the resolution says to the community and all stakeholders involved that teachers are easily replaceable when we know that's not the case not passing the resolution adds to the general generational trauma that has plagued the city even Charlottesville

019who was known for systematic racism passed it so the question of the hour is what does the school board intend to do with the resolution that you've possessed since January 31st so the question also is what side of History do you want to be on basically that's it just pass it that's all intend to do with the resolution the question also is outside of History thank you foreign all right good evening uh superintendent Dr Sterling uh chair Pritchett Vice chair Pierce and to my Petersburg family I'm Brandon Kimball as Mr Pritchett alluded to I am assistant professor at Virginia State University but tonight I'm here to talk about the distinguished ways mentoring and empowerment organization at Petersburg High School but before I start give you a little back story about the distinguished wave I just

020want to say thank you to the school board city council central office PHS Administration faculty staff and students parents the treat shot RVA men of the new Lambda chapter of Alpha Phi Alpha paternity Incorporated Virginia State University and stakeholders and other supporters of the distinguished ways city council now a little background about how um we created the distinguished wave the tree shot RBA first of all it is the lessons that I learned while growing up in our beloved Petersburg and the Tri-Cities through education recreation athletics along with 20 years of mentoring which began in a boys and girls club in Emporia Virginia in 2003 with the assistance of many I developed and built the foundational structure that has proven successful since launching my first mentoring program in 2015 at Dinwiddie Middle School since in 2017

021built a program a semester a long program with my students at Virginia State University and the recreation the health physical education recreation department at Virginia State University we built a recreational program at Peabody called Camp which stood for come and make progress in 2020 I wrote a book entitled Sunshine after the clouds the village that saved me which I believe will be a guide for working with Elementary student school students and grades uh three through five finally one of my dreams came true and October 22 and that is having the opportunity to start the distinguished way Sunshine but we're just getting started but we've already created a foundation for mentoring and empowering young men for years to come I build them blocks for Success young men or young kings as we call them will share

022a little bit about what that looks like and I also have my right hand man here Mr Nathaniel Henry who's going to share um some of our wonderful treats that he's already shared and he's going to tell you about a few other things that we've been able to do with the distinguished wave um and he's our chief fundraiser as well um but the first two months um in October um uh not sober and and November well really November December um we spent time planning and getting to know each other to figure out exactly what we wanted to do although we had a solid um plan and and we had some dates and things that we wanted to do but we wanted to take time to make sure that we were on one Accord so in

023January we actually started our program and we had a donut fundraiser again thanks to treat shot RVA and Mr Henry which he'll tell you more about that in February we had a successful trip to VSU which we collaborated with the football team at Petersburg High School in the distinguished way and we looked at a documentary on College Kaepernick in America we had and of course our scholar stood out amongst their college constituents and in March we looked at a case study on John Morant whom has been dealing with some things recently and has had some things that are negatively impacting his career and we wanted to look at some of the lessons that we can learn from that that can have an impact on your brand your image your integrity and we learned about making

024sure that we manage our emotions in all situations and making right choices in April we went to Uptown Alley and then we took a trip to the treat shop RBA this month of course we're here tonight so we're grateful for that but later on this month or maybe beginning of next month uh the guys just found out yesterday at our our weekly meeting that there each one of them will get a hundred fifty dollars to go to KNG Men's Warehouse to get some a professional attire and shoes hopefully one of them will allow me to you know later on save a little bit on their budget um well you know we're excited about the things that we are doing but we need y'all's help one of them um and so outlining The Proposal are some

025things some areas that we believe that you all can help us move this program forward um we believe and the young men that we're producing we believe that this proposal might Inspire us to jointly imagine and stall across all schools in the city um specifically now looking and targeting also Vernon John's Middle School to begin some work there so that each one of our young men can graduate with a diploma on one hand and the opportunity in the oven so we just want to say again thank you I'm a lot of the young men to come up and share a little bit about what they're doing and what they're trying to accomplish but again we can't do this without you um but I'm going to move over and allow Washingtonian vice president of North Carolina

026Central and Kimball's Court Nathan Henry come on thank you I'm allowed the young man to come up um superintendent chairman my name is Nathaniel Henry Jr I'm a native Washington Tony I'm a 36 years veteran of the criminal justice system in the DMV area I retired in 2019 as a juvenile probation officer with D.C Superior Court I also ran in Partnership for a success program as a point person for DC Superior Court for seven years under two different mirrors in the city of D.C um I've been all over the country working with you so again I'm proud to stand here with these young men because they're they're an example of what sewn into young men is all about when you give your time and your efforts and your resources um most of these guys are

027honorable students and student athletes are looking to go to college um I was asked to speak on some of the accomplishments that we were able to um achieve during the course of the year but so it sounds like Dr Kimball had has done a good job with that so he made my job easy but um again I appreciate the City of Petersburg and you all for having me when I moved here in 2019 I'm a resident of Mosley in Chesterfield County when I moved here I didn't know anybody uh Dr Kimball was my excuse me my president of the North Carolina Central University Richmond Petersburg alumni chapter I was voted in didn't ask for it as the vice president and I bonded through that and he indicated that he had a program and he needed

028some help um when I moved here I didn't know what's the program this is the reason I'm here and um again um there's some donuts up there from the tree shop that I bought in so you all can experience it I want to say um give the shout out to them do that the owners are African-American if you will they were able to donate to our first fundraiser so that we can get started get off the ground because we had no resources and they've been from the tree shop one of our stock supporters ever since and we thank them for that and we just asked everybody here to continue to support us thank you to donate their evening it's my first fundraiser my name is Eric Dabney I'm a senior at Petersburg High School one

029of our stock supporters ever since uh After High School to study criminal Injustice for like I want to get all three degrees uh then why that I'll be playing football for them good afternoon um my name is Khalil Peebles and I am a junior in high school and I will and I want to go to college for boys medicine or try to be entrepreneur foreign so I'm gonna give you uh so we started out with uh seven young men and then we expanded to 12. um ideally next year we would like to see um double that amount but I just want to share a little bit about some of our young men that aren't here uh some of you may know Chris field Jr a really good basketball player on a basketball team in Petersburg

030right now he's traveling in Texas uh still trying to get that dream school that he's looking for uh but when we were when we were putting together our leaders in the group and we consider our young men's to be really peer mentors uh they're mentoring each other and um when I left out of the room Mr Henry and I we said we had our seven young men we said all right y'all going to decide on your roles and when y'all are ready let us know we'll come back in and uh Chris is sort of quiet and we came back in the room he's a president it shocked me so so uh so Chris has just been wonderful and we're excited to have him on part and we're certainly wishing them all the best continues to

031you um you know take those steps towards his dream School uh the Sean trebby another senior in our program he plans to attend ODU and major in business management and Entrepreneurship with a minor in real estate of course I'm a fellow athlete he's captain on the football team and I failed to mention he has a 4.0 GPA um Jamar Hodges also a senior a multi-sport athlete you may remember he uh signed in the fall and he will be heading to University of Richmond captain on the football team um and then then finally no I'm sorry gotta back up jaquel artist um another one of our seniors he was accepted into a trade school in Virginia that he will start in in the fall and our final scene is jamonte Chavis asks him to give me

032a few words and he described himself this way and he's coming on a recruitment trip to Virginia state on Monday and so I I told him I'm taking the registrar's office and he didn't that's it um but he's a four sport athlete and he described himself as intelligent grave High character and someone that kills this way and that's what our organization is all about and um we have some great Juniors that are coming back along with we call him KP we have Mr Sheila we have Khalia Brooks and then we have Keon Lewis who will be the future mayor of Petersburg I believe um but before we go we want to share our Creed and then just some of our expectations that are coming back along with on KP repeat after me I am somebody

034that you're doing and we hope to see you in our other schools as well um we have your proposal and I'll get with you and Miss Fields so we can look into expansion excellent opportunities for our children okay next week next we'll have a presentation by Mrs Wanda Stewart over Communities In Schools good evening I'm Wanda Stewart president CEO of communities and schools of Petersburg I apologize president and CEO I mean make that correction thank you greetings chairman Pritchard Vice chair Pierce school board members Dr Sterling Dr Hamlin and Community I bring you greetings from our chair president Miss Beverly Coleman Vice chair Reverend Jameson McLaughlin our board members and our staff today I'm here to give you a little update um on communities and schools and to share a little on the first slide

035we have our staff at um we have Jamal Ellison who's right behind um he's a director of program operations our site coordinators Darian white at Walnut Hill Judith Belfort Petersburg High Rasheed Hines also at Petersburg High Donna Taylor at pleasance Lane call it Blankenship at spring Natasha Johnson at blanford Naisha Williams at Vernon Johns and Mika chase at Westfield early childhood education center our side coordinator Darian Wyatt at Walnut Hill our mission to surround students with a community of support empowering them to stay in school and achieving life how do we do this by garnering the support of our community bringing our community into the schools to partner with us so we can give in-time services for our students and their families our mission is excellent students with a community of support empowering them our

036story it began in the 1970s with our founder Mr Bill Millikin he was then a youth advocate in New York City how did he become that Advocate bill was a high school dropout he and four of his other friends were high school dropouts they spent their time in the pool halls and on the basketball courts and during the day one of um a benefactor who was a youth pastor saw them and asked them why were they not in school he asked him to come and work with him at a youth camp and when he did he promised that if they returned to school he would do all that he could to make sure that they stayed in school and he did just that two remaining School two didn't the two who didn't did not make

037it past age 19. Bill remembered the promises and what kept Him in school and he stated that if he had that in the beginning he would have never dropped out and so he began his name is Journey then to make sure that he brought the community of support in the school system his model has been and always and still is it's relationships not programs that change children our unique model position site coordinators inside the school to assess students needs and provide end-time resources to help them succeed in the classroom and in life Fidelity to the model CIS has afforded in-kind support to Petersburg City Public Schools of 1700 and 13 581 in fiscal year 23. and we are still climbing those are in-kind resources that consist of staff salaries program supports for the schools in-kind

038contributions from our partners and other supports from constituents within the community next slide and we are still climbing ABC's or CIS this is what we believe the ABCs are a national model and we have we with attendance behavior and course completion but in Petersburg we added a plus p and because we cannot serve our children without serving our parents and having parental involvement so we have to have the whole family served in order to make sure that our students are successful we believe in the five basics that each child deserves a one-on-one relationship with a caring adult a safe place to learn and grow a healthy star for a healthy future a chance to give back to community and a marketable skill to use upon graduation each student have these five Basics they would be

039successful post-graduation next slide one relationship with caring adults a safe place to learn and grow CIS service service model this is our model our model starts with our CIS Affiliates site coordinators and our collaborative partners first our site coordinators perform A needs assessment each year towards the end of the year this needs assessments is comprised of CIS assessments from teachers Administration parents and students themselves what the school needs are what they have found that the school needs for them to be successful so in order to get their input and their feedback of what they feel is needed within the school after we received these assessments our site coordinators then compile and collaborate with our program director and then make a school plan the school support plan that school support plan is then given to the

040principal to review and make sure that it aligns with what Petersburg City Public Schools objectives are for that school year then we moved to the stage of integrated student supports that's when our and then site coordinators start delivering and brokering student supports for our students based on the needs assessment and the school support plan and for our case managed students their case support plan we as we move through the school year sometimes there's a need to adjust those plans for integrated support and so once we we monitor quarterly and we are just as needed to make sure that when adjustments are needed or there's something that shifts with our students that we are pivoting with them to make sure that we are giving them end-time resources and then we do an evaluation at the end

041of the year that evaluation helps us determine what our Globes and grows are we celebrate our glows and our students then we do an evaluation at the end of the year that evaluation helps us determine what our flows and roads are we celebrate our clothes goals and impacts with you like director of program operations Mr Jamal Ellison as this false can be his wheelhouse as he's the direct supervisor of our school science [Music] said I'll continue and speak we had for this year goal one place a full time a psych coordinator grow one was the place of full-time site coordinator and Westview Walnut Hill Cool Spring Lakemont Pleasant Lane Academy Vernon jobs and Petersburg the impact is to deliver in time student supports during the school day decreasing wait time goals too was to improve

042the academic achievement of all case management students that actually have academic goals the goal was to see at least 80 percent of the students show Improvement currently we're at 69 percent of case managed students who've shown progress towards academic goals and school behaviors of all case managed students with behavioral goals Improvement so far 84 percent of case managed students have shown progress towards Behavior goals which has been measured by school and school behavior and safety reports and that is out of a total of 154 uh case managed students with academic goals next slide please goal four is to improve the School attendance of all case managed students with attendance goals um again shooting for the 80 percent of those students with goals to show Improvement currently we are at 56 percent of case managed students

043who have shown progress towards those goals which are measured by School attendance records and that is out of uh 94. uh case managed students with attendance goals goal five is to deliver a minimum of four tier one services and uh tier one services are what we call what we call tier one services or school-wide Services which are available to each school with the CIS program uh the impact is that these widely available services and resources are designated to foster a positive School climate address School level risk factors their short-term interventions that are provided on an as needed basis these services or resource resources are open to all students examples of tier one resources or Services include motivational speakers for school-wide assemblies Career College fairs anti-bullying programs health fairs attendance programs and food distributions and we

044are happy to say that we have met that goal of at least four tier one services at each school next slide please all students examples of tier one resources goal six was to deliver a minimum of eight tier two and tier three services to each case managed student at each School uh the impact this is a total of 379 case managed students have been served this is a the tier 3 services are one-to-one service and is more intensified and unique to students um to the students served examples of some tier two Services those are segmented those are Services delivered to segment and groups so um they would include like mentoring groups uh small group sessions uh college tours job shadowing et cetera and examples of tier three supports would be um attendance monitoring for an

045individual housing assistance for an engine for an individual student or Family Nutrition assistance counseling Etc uh goal seven was to connect a minimum of 40 Community Partners to Petersburg City Public Schools at the current time we have connected uh over 65 Partners to pcps for student programs and supports uh next slide please Etc I noticed that we spelled highlights uh incorrectly but um these pictures that you see here are pictures of a uh ship that we did on April 23rd and 24th so there's two sets of pictures on the 23rd we took 27 students from Petersburg High School and the following day we took 22 students from Vernon Johns on a tour of the state capitol in Richmond and also a on a tour of the governor's mansion so as you can see there uh

046pictures of the governor and the first lady uh interacting with our high school and middle school students they really rolled out the red carpet and really did a fantastic job of uh interacting with our students and um you know we got a lot of great feedback from the students saying what a wonderful time they had and you know how this is something that they'll remember for the rest of their lives next slide please and the first lady uh interacting with our and this slide here is a program that we did for a law day um which was on May 1st which was uh which is national law day um for the uh National Bar Association we partner with the Commonwealth Attorney Miss Tiffany Buckner and we brought in uh over about 20 um there were

047four judges from local areas a lot of uh lawyers and others who work in the uh the law field and they were able to come into Petersburg High for the last block of the day and interact with five history classes where they did uh mock trials during that last block and um you see individuals there that were standing there we also had an essay contest for the entire school and those are the two winners they're um there was one uh student yes the first and second place winners there so um you know we are we did surveys and and got a lot of great feedback from that as well um you know a lot of people really enjoyed the interactive uh piece of it and uh there were a lot of students that also said

048they would actually uh now have kind of set their mind on possibly pursuing careers in laws so we were really excited about those and uh I will now turn it back over to uh Mrs Stewart to uh close us out really quickly I really enjoyed the interactive uh peace and just to do a little recap with um our visit with the governor and first lady at the Mansion we had two students who they mentioned the page program while we were there and we had two students that um asked for the application because they were interested in the page program for our students with on law day our first and second prize the young lady the second prize was 200 Visa gift card and the first prize was a 500 of these Visa gift cards and

049the young lady who won the 500 Visa gift card was a young lady who was speaking with the governor and first lady about critical race Theory when we were at the governor's mansion so it was very interesting and they have requested to go back next year so we're working on that um and I look ahead um fiscal year 2024. um this year at cycore news we had one site coordinator at Westview four in elementary two and middle and two in high school next year we're looking to add a site coordinator um to the Middle School to have one site coordinator per grade case managed students will increase from 379 students to 500 students next year and we're estimating in-kind resources to pcps to be 851 thousand dollars we are trying to get to a million

050dollars and the reason why is because if we get to a million dollars there are several grants that we will be eligible for where we have constituents that would advocate for us to bring even more funds and opportunities to Petersburg City Public Schools next slide and I always end with a quote and I love this quote thousands of candles can be lit from a single candle and the life of the candle would not be shortened happiness never decreases by being shared sorry Buddha thank you are there any questions so it can be recorded yeah oh uh I'm in a mentoring group and communities and schools identify about 80 percent of our at-risk youth male males that we work with and uh that really helps us because they're in the school identifying these kids identifying the

051needs and different things like that and we we're servicing about 65 young men right now between the ages of 10 and 17. um this um Saturday will be at the Flying Squirrels game so so we uh that's why I was pushing that's why I like when the last group came up they gave a calendar of the things they were doing all of those groups that you're working with it would be nice if they can present calendars to you and to the board so we can share them with others and everyone can have an opportunity to participate in a lot of these activities that we are doing thank you so much you know with others and everyone can have an opportunity thank you so much and and I would think going to the governor's house although

052that is very important and we have a partnership with the state um I think um the population from this school seeing where I think La Charis might have been the first um I don't know if she was the first African-American woman to receive that a position as delegate but I was there at her the youngest was that it because it at first didn't sound right but I just think that would mean you know it would be a goal that I think they could see really easily rather than the governor you know friends does yes but we hadn't we have a a um at Vernon John's our site coordinator has a a girls group and La Charis air was one of the individuals who came and spoke to their girls group this year yes so we

053are trying to expose them as well to our local area city government and government officials up to 500 people with such a shooting for other students be part of that or is that area well we um we have tier one services and those tier one services are school-wide so they're open to the whole school student population are tiered to our case managed students and our national model only allows us to case manage approximately 10 of the students and that's because um the one to student to have tier one psycho need a ratio begins to be too high and then the impact lessons it was one school that wasn't listed on there which was Pittman do you have any plans to get someone over to pick one anytime soon we have we are in the process

054of next year applying for a grant um to scale our national office is um offering opportunities for us to scale matching 50 of the cost for an additional site coordinator and we have to go into a new school site we are in progress of applying for Grants to match that 50 it would be a three-year Grant where our national office would match so once we get that match because I'm saying once we get that match through this grant that I am writing this week we will have an additional site coordinator that will be paid for for a minimum of three years and then I have received a word that is wonderful news from our department of Ed that we are able to then try to absorb those Staffing positions into our regular funding stream so

055I'm working we are working yes I see the word that is well I'm going to say thank you because actually we are able to then try to absor with our kids I mean because even with the Physicians students disciplinary board we recommend we tell we ask Mr Chavis and we're recommending we are working yes to be on your caseload that needs assistance some type of counseling or things like that but but also one of the things I noticed that you listed was the assistance with the housing can you explain that a little bit how do you go about doing that I'll let you bone okay I'll take that off okay well uh the the main way that we do we have a partnership in place with St Joseph's Villa um so right now it's geared

056to uh students on the middle and high school level so if they're identified as being homeless via the HUD definition they put them on the rapid rehousing uh program to find them stable housing and there's um you know uh well uh the main way things that are done in between to try to you know there may pay for like hotel stays and things of that nature you know in the in between until we're able to locate stable housing and there's also a piece where once they have stable housing it lasts for a year but there's also peace that's been added where the families or the parents are getting like you know receiving Financial um you know classes and things like that and so there's that one piece and there's also for students that are not

057falling under you know the that are not in the middle school or the high school we also partner with uh Catholic Commonwealth Commonwealth Catholic Charities they're actually on the same rapid rehousing program but it's just a little different there's no age requirement and it doesn't have the extra pieces with the financial um so there's that one you know uh training and things of that nature but it's still a role to get uh families you know to stable housing [Applause] training and things of that nature but wonderful thank you so much you know two stable housing [Music] okay next we'll have our director of federal programs Miss April blank good evening chair Pritchett Dr Sterling school board members and community I have the pleasure tonight of just giving you an update of some of our federal

058programs grants that are coming due and sharing with you some of our new applications that are um coming up chair Pritchett Dr Sterling we started this year next slide um I have the pleasure tonight we started this year um as many of you know in the board communication that went out to you um or this part of the year I would like to say I'm just doing a comprehensive needs assessment um just sharing with you a little bit that is required for all of our esea grants and that's our title one through four grants um the state really stressed that this year they wanted to make sure that we get our stakeholders involved we really have them at the table to share with us how to better utilize our funds or best use our funds

059and so we did that we sent that out to everybody it was a full day of training um that happened on April 12 2023 and um all of these four grants that we're going to talk about at first up front focus on promoting student achievement um providing Equitable access to students sustaining meaningful and collaborative relationships engaging our parents and community and ensuring that our team is providing Equitable access and managing our grants making sure that they're aligned and things are allowable access to students um and in our training we invited um 50 participants of those 50 participants um 31 people came and we have principals teachers Grant managers parents um division leaders Community stakeholders and all of our work sort of focused around the three pillars which really aligned to the school board's goals on

060making sure that we had you know academic Mastery for our students student empowerment focus and just you know digital learning and Beyond opportunities for our students one of the things that we did and made sure for parents that weren't able to participate we sent out surveys to our parents and our students our principals distributed some of those parents in classes to our students and had them fill them out there and we sent parents out via our Communications to team and the focus of that meeting was really reviewing the data and aligning it to the goals and objectives our our staff there as you can see really worked on just developing the goals that we had for each one of those grants so that we could begin writing the grants next slide we're going to focus

061just on title one real quick and we're going to go through a lot of these slides sort of quickly because you've heard of before but we just want to bring before you just the purpose and anticipated funding um Title One is focused on improving basic instruction it is supplemental um and it's to make sure that we have Equitable access um for our students last year we funded at about 3.4 million dollars which was about 36 000 above what we did the year before we do hope to have a little bit of a in a projected increase this year and it focuses on our K-8 students next slide last year we funded at about um our Focus areas here is mostly on staff and benefits as it should be right staff that is really going in

062and just focusing on making sure they're providing quality education support because it is supplemental um to our students for our teachers we're going to spend about 2.8 million dollars there or yeah 2.8 million dollars and then we have about 622 000 that is for supplemental stuff like resources transportation and indirect costs next slide the second Grant which is Title II supporting effective instruction um that Grant last year was about 377 thousand dollars which was about a 49 49 000 increase and it's really on improving teacher quality um and Mentor teacher training recruitment and retention next slide um and this is the one that you know this year we're gonna use a lot of the funding really for Teacher um retention and recruitment efforts um some of the leftover funding will be focused on this area

063um which is really great to make sure that we have quality teachers here um we have some on personnel and benefits for a position that we have in there we do have a required amount of money that we have to set aside every year for private school in each one of those grants and we will continue to do that we partner with that private school and make sure that they spend funding as allowed we have about a hundred and thirty two thousand dollars set aside for professional development from this year's Grant um that we're proposing and we have money for tuition reimbursement licensure programs and mentorships and we use that money for tuition reimbursement so that we can make sure that um teachers are properly licensed and endorsed so if we have any provisional teachers

064we put them in a program to make sure that they're properly licensed and endurance so that they have no reasons to say that they can't get that licensure requirement we have about eighty six thousand dollars there for retention and recruitment stipends but we also have money from this year's money that we put with it next slide program um title three that's always our smallest grant that we have and it just sort of focuses its supplemental and it focuses more on professional development and support services last year it would net went down a little bit um it decreased about four thousand dollars um it was at about eighteen thousand we do expect that one to go up this year a little bit because we do have a lot more students next slide this grant um has

065two primary focuses and it is on instructional tools that we use with our teachers and most of the teachers elevation and lolito software is where we use it and we do have a little bit set aside for our private school that they are required to use with um family engagement activities title IV and if you come down just a little bit that's first um we have student support in academic enrichment as the title there that's what we used it for last year and right now that Grant was about 268 thousand dollars which was a forty thousand dollar increase that allows us to use it in three different areas and we'll show you those three different areas it provides access to students in well-rounded education technology and Health and Wellness next slide 208 000 and so

066the focus has shifted just a little bit for this well-rounded education we are going to continue that with stem Personnel we're changing the focus for the health and wellness just listening to our school board and the needs of our school and we're going to focus that on behavior and mental health because one of the things that we did hear you say is that we do need to put some more more efforts there and so we're going to focus that part directly there listening to the needs of our school board and our school so that's the two areas that we will be focusing on this year with that particular Grant and we're going to focus that on the next slide mental health because one of the things that we did here you say all right and

067those were our four esea grants that we always bring forward now we're going to get into a little bit these next two Grant programs are grants that come out of our um student services department but we have a new Focus this year where all the grants are coming into the federal programs office so we're working with every Grant manager just to make sure things are properly aligned we're training our grant managers and just to make sure things flow properly so in front of you you have our isep grant and so this grant award is for 23 576 dollars um that we're bringing before you it's funded through Lottery funds and so the purpose of this grant um it's an individual student alternative education plan program and it covers small things like providing career counseling and

068guidance support prepare students to be successful to pass the GED test and receive their diploma it provides Career and Technical opportunities for students and provides instruction to help students successfully meet the economics and personal finance course requirements and what that does is just making sure you know a lot of students and Dr Maxey is the person who's over this Grant and Dr Maxey and Dr Lyle's work together to write this grant just to make sure it's successful but it does live with Dr Maxey because most of his students will be the ones who benefit from this the proposed use of these funds is in that box there world where it will cover study guides um language translators for students GED supplies laptops and mobile bookcases to just order house some of the information that is

069there for that program benefit from this next slide use of their world where we wanted to give you an update sort of on where we're at with mckinney-vento and I there's a lot of information sort of out there so we wanted to give you the different funding sources that we have and just sort of give you an update so with Kenny vintel right now we have three current programs just to inform you um the one program that we have is the art program it's the American Rescue plan homeless children and youth grants and that one is really Esser that's the sr1 it was issued back in 2021 for a hundred and thirty seven thousand dollars and it ends in 2024. and so right now we have about thirty one thousand dollars remaining in that particular

070Grant and the Planned use for it is to continue with providing transportation services lodging if needed and as we hear today we will be partnering um our CIS team with lodging just to make sure we're coordinating um and part-time staff that we have that are transporting students back and forth for it um the next one which is our McKinney ventil Grant also known as cares you might hear the term cares thrown around that Grant currently is where we're partnering with Richmond and you probably heard that before but just want to put that out there where a partner with Richmond where we receive funds ahead of time from them fifty thousand dollars and that was awarded to us in March 20 March 20th in 20. 2022. um it was a prepaid Grant and we have about

07117 000 left in that a lot of money and the plan use of that money is Supply kits for students and those will be take-home kits clothing food um graduation fees for our seniors right because that is a allowable expense if they have any graduation fees we can cover those things using the this funding and then the last pot of money there and I have awarded October 2023 that's actually the end of that award the beginning of that award is right because was actually July and that's through Title One and that's a set-aside portion that we're allowed to set aside in our Title One application and so what we did was we set aside some money in case we need it for our homeless families that money we can extend out until September 30th 2024

072if needed and so what we did was we set aside 17 100 and initially we had that money there for our homeless families to have Chromebooks in their temporary locations so that them and their families could work on classroom work at home together or families could work on building resumes or whatever it needs to be at home we were reevaluating with our homeless liaison to say do we need to have Chromebooks in any everyone's house we already have hot spots that we can also issue out with them so we cut that back a little bit to say let's get some Chromebooks out there but let's also get some summer reading kits for students so that they have that along with the Chromebooks for the summer for those who need it so that's the plan use

073of the current funds can also issue out with them so after we thought about this and the top slide there is a typo because I put grant in there twice but um so after we thought about this we said hey you know we don't need to partner any longer with Richmond we need to be independent and applier for a grant ourselves so this year we've decided and just for anyone who doesn't know our division liaison is Roger Carroll we're applying for a grant and usually the duration of the grant is three years when you apply so it would be from 2023 to 2026 if awarded and the grant allocation amount that we're allowed to apply for is a hundred and thirty seven thousand three hundred nineteen dollars and So currently the number of students identified

074as being homeless um is a is approximately a hundred you know and of course they can move in and out of that status and so this is how we propose to you utilize the funds 87 000 is proposed for personnel and benefits and that's for part-time assistance and then the other fifty thousand three hundred nineteen dollars is proposed for purchase Services Contract Services materials supplies workshops and all those types of activities um what will the grant support transportation resources School environment supports such as that and that division liaison will oversee and manage that our department will help train that person just to make sure that they understand you know exactly how to manage and run that Grant right and we'll work with the state agency and all that and give them the proper training next

075slide so for these first slides my recommendation tonight Dr Sterling that we move these first grants for approval or action as an action item for approval um to proceed if that is your will so for these and then another slide my recommendation tonight doctors next slide would be that we um and then what I need to do tonight is as you all may remember every six months I do need to bring forward as a requirement from vdoe just an update on sr3 just where we're at with our spending just so you all are aware and our community is aware um of our spending plan and how it aligns to what we've said in the past and this just gives you an overview of the 22 million dollar grant that we have out there for um

076sr3 and how we have planned to spend it um and what we did here is just sort of giving you an update it gives you a little update on like the capital Improvement because that's really just sort of laying out how we have 14 million dollars out there in capital Improvement and that includes the roofing that we have out there all of them are under contract now majority of them have started we have our buses out there we have two spare buses six regular buses and three of the activity type buses out there we have some technology I think we have like one point three million dollars worth of technology stuff that we have on order for our schools and that's what makes up that 14 million dollars we have eight million dollars in positions

077out there and positions and resources and so that's really how we're using the 22 million dollars to support our School Division and so we always want to bring it forward to our school board just to be transparent we're also going to put this on our website so if any community community member has any questions or and we'll put a little Link in case they want to provide feedback that they can do that but um this is really what our spending plan looks like as of right now next slide any questions Community member has any questions yes they want to provide feedback that they can do that but this is really what our spending plans looks like next slide any questions yeah because did you say no if we talked about the lectures I didn't even

078know we were getting six new buses when did we talk about it that's what I'm asking yeah because yeah we can y'all check on that to make sure that we did approve that no no so go check on it oh I don't know no we're not seeing Center back we have to approve what we'll check on it I know we um presented it initially when we presented the application um I don't know if we presented it separately but we presented it as an item in the application um and everybody sort of gave us thumbs up saying we needed new buses in our Fleet so but we'll check on it to see if it was foreign when we presented the application oh yeah I mean we need I don't know if we presented it separately but

079we presented it as an item in the application no I didn't have a question about that but I had a question uh the grand proposal uh when we think when we talk about Westview Early Childhood Center can we in the can we get to be independent of Richmond we're under Richmond can we get Oh you mean for a head start yes we we do need to look into that so um that's probably the next thing we we might may need to look into right because guess what I will I will look in to see why because I don't know the reason why we were under them yeah um that's how some of the monies are dispersed but by now we should be independent right I have a meeting coming up so I will look and

080I will look into that thank you thank you how much of the funding goes to the private sector so it it just depends so we don't have a lot of funding and it goes by it depends on with each Grant it just depends on how many students that they have so for example for title one they have to send us by law how many students of ours that they have and how many are eligible based on income and for title two through four they're allowed to get funds based on all students that participate in grades kindergarten through eighth grade that is enrolled there and how many are eligible how do we take care of the licensure and the teachers like it Saint Joseph we can yes so they they're allowed to use their title to

081funds for licensure um all of their I I would have to inquire to see if all their teachers are certified and I can do that I mean I can ask them I like it St Joseph they honestly if I'm being honest they have been given back some of their money because they can't spend it mm-hmm thank you you're welcome the only thing that I was interested in is the mckinney-vento how we um how um those services are honestly if I'm if amen but Doug but you wouldn't be the person to answer that because I think it fall under Dr um Manson the McKinney get Bento the way they reach out to when the kids kids are hot who doesn't fall on you Dr loud it's under his office yes sir it's under his office okay

082because I know when we had a family um but five months ago I thought we went through somebody else was lousy or five months ago yeah I know we had a problem getting them to um getting them after the Red Cross did their two weeks and then they needed services from um and they said McKinney Bento was available and it was a process was what I had a question about because it was it's a timely manner when you had somebody in desperate need so it's about how fast can we react and whether or not the process is going to benefit them in a timely manner that's all so you know you're not dancing anything we're good thank you and if there's anything elseap and McKinney so one two three four five six is that right

083yes okay so it's already under access so we'll vote on it when we get to action okay thank you thank you for the detail report thank you appreciate it awesome Dr Sterling next we'll move yes we will have our Director of Finance Mr Jeff Ryder quickly present his financial thank you good evening board superintendent um okay well it's time now uh last night uh on May 16th the City of Petersburg adopted their budget and inside their budget is our funding so they did adopt uh the funding for the Petersburg School Division for what we asked for in February so um therefore uh with the next slide last night uh well I would like to you know thank the Petersburg Board of Education the superintendent and the finance committee for all the work that you folks

084have done over the past few months we would like to thank the City of Petersburg for their continued support of the school division as well and for uh the funding request for fiscal year 2024. so thank you City of Petersburg the HR staff and the finance staff dedicated to the completing this project in a severe time constraint that was imposed so thank you all I usually have acknowledgments once in a while okay next next slide so this is the this is the overall income statement um there's the city appropriation on the top line um the federal funding will of course you know be a little quite quite a bit lower as the Esser funding runs out and then the state funding is straight out of the calculator so it's a balanced budget we have every

085uh an expectation of meeting this budget in fiscal year 2024. the rest of the slides are nothing more than the detail of this that I've shown you folks in in March so um if you can go to the next and then the slide there's the operating fund the city Revenue uh approved last night the final state budget is expected at the end of June so this might be amended but I don't think so um next slide is probably the yeah the grant funds so this is nothing more than what we didn't spend from the 2023 budget it'll get spent sooner or later so so that's also balanced and the final slide will be your cafeteria at the end of June so all right so it is the superintendent's recommendation that the um fiscal year 2024

086budget be adopted as presented there's nothing more than from the 2023 budget it'll get spent sooner or later so uh so that's also balanced and the final slide will be your cafeteria all right so it is the superintendent's recommendation that the um fiscal year sorry were there any questions there's another presentation after this okay I wanted this to be a separate one because this is something you vote on as a and I wanted the future document that I can go back and just grab them adopted budget yes thank you okay all right so the next presentation um there's a teacher pay scale review the transportation plan and the longevity stipend so these all have to do with pay rates for individuals inside the division so the first one will be we'll start with the teacher

087pay scale review next slide so the points to consider is that the teacher pay scale is um something that we use for um initial placement of teachers um we don't really Advance teachers along the steps uh because of a couple of reasons number one the vdoe imposes percentage increases that our scale and no other scale in the in the entire Commonwealth would could contemplate so if they say increase in three percent or two percent or one percent everybody's scale is not aligned with that so um and then in in Prior years pcps has not always been able to give raises so you can't Advance people on a step scale if you can't you know afford that so the end result is this the schedule is basically a recruitment and an initial placement tour um and

088for everybody to remember that the steps are not necessarily equivalent to years of service and then when you read this thing okay next slide um so just to give a little context these are you know it looks a lot of numbers but uh it's just the other scales of the other school divisions in our area um so the fir the first scale is the steps uh they all increase by exactly 1.5 almost exactly 1.5 percent each step and then the next one is you know Chester and Dinwiddie Richmond City Prince George and Hopewell so their scale this is all for this year by the way fiscal year and so where you see all the red numbers uh the red numbers are are that's how much that that particular division is paying less for that step

089so if you take step five uh here in Petersburg is 53 000 515 in Chester it's whatever that is because they can't read it it's too small and uh so yeah and it's so that that person if that they were on that step in Chester they'd be making 993 a year less than if they worked at Petersburg so the red numbers mean that that particular division is paying less than Petersburg so the reason I have the circles there is because those are the division near us that for some of the steps they they are paying more and then it flips to where Petersburg is paying more so Richmond you know on step one there are about thirteen hundred and sixty dollars more per year than Petersburg but by the time you get to step 10

090Petersburg advances ahead of Richmond City and Prince George first couple steps and then hope well the first two steps but then Petersburg pays more than in Hopewell now this is the teacher scales for 2023 just to give you an idea the next one should be Alva scales go up five percent in accordance with the state calculator when it comes to comparing it to the other the teachers are better off but the uh the the scales the Richmond City still you know uh is higher than us for the first nine steps and then Prince George and then Hopewell same thing so uh in when it comes to other divisions where you know we're ever if everybody goes up five percent we're no better off than we than they were comparing it to the other so what

091we've done here is um in the next slide well you know oh okay so that's that all right so go back to the slide we were on so that is this teacher scale right there uh for the fiscal year 2024 increase under green there uh that's five percent higher than the existing scale that we're using now um and that's how that's how we stack up to the other divisions so go back to the slide we were on so that is this commercial scale right there okay that's a lot of numbers but pretty easy to understand once you walk through it so that's the teacher scale up five percent in accordance with the state calculator and that's how that's how we so the next slide uh Switching gears a little bit uh is a specific area

092that uh Dr Hamlin uh had actually it's been a good deal of time uh designing this is the transportation plan to recruit and retain you know more bus drivers uh so he has a he has a scaled recruitment bonus program uh certain dollars are paid out after they have stayed with us for a certain time there is a component of attendance in there so these these bonuses would be paid um let's say after 120 days after 180 days and it's a tied to their attendance um so they you know the goal there is 90 attendance you'll be paid the bonus if you're not here at least 90 percent of the time and 90 is generous you know that's that's quite a few days off still but we gotta we gotta you know walk before we

093crawl and then and so it's this whole this thing here is the entire transportation department it has uh 10 new hires it has retention stipends for the drivers we have recruitment stipends for the drivers we don't have yet and the uh the five percent increase and the additional drivers we hope to attract so the cost of this entire department uh is budgeted for a 522 thousand dollar could you scroll up just a little so we can see the bottom there we have in the yellow uh 552 thousand dollars uh for fiscal year 2024 that was in the budget that I showed you earlier this has been budgeted so cost of this entire department is budgeted for a 522 thousand dollars and then um in addition to that that bottom line figure there are all other

094raises plus the equity initiative that figure down there the eighty four thousand dollars so we'll go to the next slide to show you the equity initiative I've showed you this before uh brought it up with a couple of finance committee meetings um I've obviously cut out a lot of information because there were names and employee numbers and stuff like that so so what we did was earlier in the year we presented um you know we did discover there was a quite a disparity between how long somebody was here and what their hourly rate was we found that you know 10 year 15-year veterans here were making the same as people who are just hired so in order to bring more Equity to the hourly rates we put in uh the equity initiative up in the

095upper right corner uh that was fully vetted at the finance committee and so that too the impact of that has been is inside that Transportation plan so what we're on the next slide I believe we are recommending rates oh there's one more thing um so effective I brought this up at an earlier meeting but we wanted to make sure it was all wrapped up in this one presentation um the longevity stipend for teachers or actually employees who have been with this division for 10 years or longer so they will be receiving an additional two percent on top of their five percent so those folks will get seven percent and so this is the this is the impact again one of the board members that asked for that and so um so there's a roughly 44

096teachers and uh roughly 81 other folks that once you add the two percent it's about 131 000 a year added cost in 2024 and that too has already been budgeted for and so ask for that the next slide so the recommendation was to approve the fiscal year 2024 teacher scale the transportation plan and the longevity stipend as presented and that any questions for me the next slide we met last Thursday um just look at that to see how we can fix that scale yes across the boat yes yes I had brought a rather different kind of concept to the finance committee but we that's why we have a finance committee here yes yes no yes no so but yes we will continue to work on that any other questions yes okay yes yes um is

097gone what was it that was um I was going to State what it was what was it it's gone he took a day that's it no uh it's a teacher's salary it was two recommendations because you had two you had two recommendations one was dealing with the teacher's salary and then one was dealing with the budget an actual budget right here uh Japan and Longevity yes so those would be your two years okay okay I'm gonna need a motion to move five yeah five deep okay is there a second second Mr Daniels moved by Mr mouth sucked by Mr Dan's all in favor opposed promotion caring but now come to 6gi actually items Dr Sterling 6E preventative maintenance yeah we're doing the budget first oh okay I do apologize for trying to we're in chairs

098meeting okay all right it is the recommendation of the superintendent that the board of that the school board adopt the fiscal year 2024 budget as presented okay and approved the fiscal year 2024 teacher scale Transportation plan and Longevity stipend as presented thank Mr chair mood to accept motion carries thank you Mr and approved the pistol year 20 years okay next we will move Dr Stewart into five e thank you chair we'll have updates on preventative maintenance and custodial Services by Mr Hamlin Dr Hamlin I apologize it's all good Dr Sterling board chair Vice chair board members community means family all the symbol um this presentation is too too fold it's pretty much no action here it's just information purposes for now or we uh have put out our annual HVAC preventative maintenance RFP we're currently

099do have a service provider on on hand this um this is not under contract so we want to make sure that we have an opportunity to provide and a competitive opportunity for vendors to get on our preventative maintenance services this board and also our Ops committee has expressed the interest in making sure that that we have an opportunity for to keep our HVAC systems up and running best interest next slide competitive opportunity the intent routine maintenance designed to ensure that our course all of our operational equipment related to HVAC and heating and AC is is running efficiently primary objective is to prevent downtime we know we we definitely have all the buildings and aged equipment we have gotten more than its expected life out of much of our equipment and that has been a testament

100to at least their team's effort and our boards boats to continue to keep the wheel moving third bullet efficiency availability again production equipment as well as utilities are related to facilities on the satisfactory conditions quality safety and protection a testament in terms of the timeline with this back in April we wanted to make sure that our current provider provided us with an updated equipment list we built the scope and we knew what we needed April 23rd scope was packaged prepared for our Board of turning to review the seventh on the 8th so the actual proposal document and issuance on our Eva system as well as a public posting required as we've done for all on our website we recently had our pre-proposal conference we had several vendors to come on out and give them an

101opportunity to pose questions about what we need to include our current provider was here it wasn't a required meeting but we always wanted to make sure we provide an opportunity not only answer questions but provide access to our facilities to review equipment and get any additional questions they may have before actually submitting proposals May 25th those proposals are due relatively aggressive plan June 7th why because at the end of and end of June our current preventative maintenance plan expires and we just want to make sure that we have a contingency it is feasible that you know even our current provider may have an opportunity to provide a a proposal and based on foreign criteria could be eligible to win we plan to bring that recommendation back to to our thank you in any event um

102in our RFP the primary I ask is again to make sure that we have daily uh Personnel from a vendor on site to make sure that we can accommodate the support our all 11 facilities that we have um and those conclude our bus barn as well as our nutritional service facility equipment building and central office most importantly our school houses our routine equipment inspection maintenance and repairs boilers AC units split units yard units condenser units that handles etc etc right all of our equipment on occasion we we have equipment that that may need full replacement and we've we've utilized the support of our state and federal funding to help support emergency repairs things we know again we've gotten uh quite a bit of life out of out of our original equipment we've been able to

103uh to to uh really stretch it and but on occasion you can't even find fine parts and if you can't build it you've got to replace it and sometimes we have to tap into some emergency security funding to take care of those so next slide quite a bit of life out of that concludes where we are with RP I'll bring that back to the recommendation after our committee reviews we'll move forward next piece um with us today we have a representative who's a VP uh uh for hes Services XDP of operation so he'll be here to answer any preliminary questions just want to introduce A New Concept um our board adopted goal number four and it is our primary objective even before this this year's adoption of that goal is to make sure that we

104have high efficiency this board and our Ops committee we want to make sure that we have our our team cross-trained and an interchangeable Personnel we have good people here in the division we want to keep with people um so retention of all all our staff but we want to make sure that all our staff are standardized in terms of our training we want to make sure that our equipment is standardized across the board we want to make sure we're giving all our team members an opportunity to to meet the expectation and and be graded accordingly yeah it's definitely about account ability we know what the outcomes are you talk about uniformity in terms of providing a uniform PD and training again standardize everything from equipment to uniforms we want our folks to look good when

105you look good you feel good and we expect expecting the performance outcomes as well um on on those projected outcomes you know when you talk about efficacy you're providing enhanced skills marketable skills we talked about a tiered uh way to to show if you attain certain credentials and criteria it'll put you in a class tier to really come up for an increase so if we can standardize and adopt a standard tier scale it simplifies you come up to the to the mark and you're eligible but through cross-training and support at the end at the end of the day um we have a fine finished product cleanliness of building grams you can't leave out a ground it's about boosting Pride morale and and um you know for us again this is for informational purposes but we

106want to explore the co-op options and be able to provide on June 7th an update and I would love to open the floor for for Russ liebaugh of hes to to talk about some of the preliminary discussions we've about we've been having options [Music] we want to look into potentially exploring the co-op process is it something that's going to go out no it doesn't have to go out it's an it's an existing contract that we can we can procure through a co-op agreement and I can answer questions on the co-op as well right I'm just trying to make sure that board don't get into trouble because we don't want to bring him after somebody said you all had him here but you didn't give us an opportunity and because there's existing Co-op language and and

107they are on the state evil system right which I understand we can go this route okay absolutely okay let's next time let's make sure we have that conversation before the board meeting yes sir sir yeah because we want to make sure that we don't get into the troubles and and I can answer any questions if you want to we can hold on go ahead if you say you've already talked to the attorney go ahead Dr Sterling Jared Pritchett and members of the board again Russell lieboff vice president operations with hes I have a newborn son at home that's a week old so I'm running about two hours of sleep but I don't talk as smooth as Dr Hamlin here but I'm happy to answer any questions that you all may have hes has been around

108since 1976. we specialize in partnering with school districts to provide efficient solutions to actually getting these schools staffed so I wanted to answer any questions that you all have about the the program The Cooperative that we went through is called equalis and what that is is the public Cooperative that we had to bid on so multiple vendors had the opportunity to bid on this and we won that award uh through aqualis so they did have the opportunity to win through that award but we have to actually maintain the standards of that Cooperative throughout every school district that we utilize so that's pricing that's the scope of work we have to utilize so that standardized across the board just to answer that question but any other questions that you all may have for me please let

109me know so they did have the opportunity but we have to actually maintain the standards of that Cooperative throughout every school district so what we call this model as an attrition model and the objective of that is to make sure that everybody that's working for the school district that's been working there for years they're protected right so we don't want to come in and change any benefits or any pay scales for District employees they are completely protected what we do is we actually fill the vacancies with hes employees we don't subcontract those employees they are they work directly for hes and we'll also have a custodial manager that works hand in hand with Petersburg City Schools to make sure that we have an efficient program that's Best in Class yes sir so we do is

110we actually fill the questions previous employees there they work directly for hesitant employees that we already have in school they will not be hired by HCS it will remain uh boys of the school district but your your vacant positions would be hired as hes employees what would they what would what is the risk of them not being employed they will not because I know when this was done at one time another decision but there was a lot of trouble yeah those individuals that were working end up not having jobs yeah so that's why we're doing this attrition model right so we want to protect the employees that are in place so they keep their their pensions they keep their their retirements none of that changes they remain employees of the school district the vacant positions

111would be filled by hes positions right so what we found and we do this a lot through North Carolina um this attrition model is the District employees actually they really like it because a they have a manager that answers the phone they get the support that they need from a company that that knows cleaning that's what we do for a living but they're also fully staffed so instead of running around trying to cover zones because they've been understaffed all year they have the support and the help that they've been looking for really since covid started we saw a lot of these staffing issues happen during covert so we're here to provide that staff that help that they need in the schools to get them to a to a maintainable level we're also here to provide

112support and equipment to make sure the job can get done issues sure so it's comparable um I think it's around 1650 is what we have quoted um of course it doesn't come with the state benefits because we're not a state organization and that's that's customizable as well right so if you all would want to you know pay more we can do that we can sit down and discuss what kind of wages you think we should pay but we did partner with a third-party Consulting Group that studied this area and helped us confirm what wages we should pay in order to get good people to come work in these schools and that's that's customizable as well right so if you all would want to certainly pay more we can do that we can see yeah what

113type of um challenges would it present when you when you have people um you're going to provide the supervision that's correct yes okay and um in um work workers some workers okay um [Music] trying to mix the two I think I think it's a phenomenal question and it's something that we have faced in the past right so we have one manager that we really want to be helping the district custodians have an overall plan and work as one team and that sometimes can be difficult to do but what we've seen in the past and I encourage you to call our clients in North Carolina to confirm this is that they they eventually see that we're here to help them um as far as Personnel issues so if we have an employee that's a district employee

114we're having some issues with we will not do anything on that level right that's for your Human Resources Branch to handle that's not our place we're there to provide guidance and to provide tools to to your employees and of course for our employees we will be managing them [Music] what it is for example if if at the high school you put two people two three people up there um I would like to say for example if a if they were saying something I wanted I want to know what it is that they assigned so I can see the quality of work the effectiveness without it being mixed in with what we already have at Petersburg for example if you had the gym the gym floor the gym lobbying those two bathrooms you got the cafeteria

115floor the auditorium and those two bathrooms out there that serve the public those are public areas that we served the public all the time and if if your company had that we can see the difference between the work that you do and the work that had been done yeah absolutely absolutely and the quality of it but if we mix all of them together and he said okay I got this and your guy did this together and stuff like that now to supervise them to put them in areas where you know classroom areas all areas and stuff like that but I would like to see the effective difference absolutely absolutely but if we mix all of them so we can see the quality of work that you are providing to to us and the public absolutely

116and I think that's a great point and one thing that my team and I will do is a business value review and we can do that up to a quarterly basis where we come in we we show what work we've done in the schools we show before and after pictures we show kpis inspections how that measures up to other school districts we show production rates how many employees we have per square foot does that measure up to other districts so we can come to you and provide data this shows the progress in the schools and the other thing that we do is is we don't look at it as hes employees versus District right so we want this to be one team or it's not going to work so our incentive programs are fully extended

117to not just the district custodians but your staff as well so during covert we had to get very creative with Staffing and some of the things we did was increase our incentive program so what we'll do is we'll have employee referral bonuses 200 for every employee that you refer that's not just our hes employees that's not just your District custodians that's teachers that's teachers aides that's principals it takes a community sometimes to get this fully staffed right so that's what we learned during covid we uh we adapted to it I think we came out stronger so who takes care of it So currently what we've been working with Dr Hamlin on is that would be taken care of by us because we are a sizable company we have economies of scale and we can provide

118savings to the school district by purchasing through us and those supplies would be comparable or better than what you currently have Jim yeah I've had it on one occasion okay and that one occasion was an employee named Lourdes Martinez one thing that we do when we we come into a district with your permission is we like to sit down with the employees on a one-on-one basis and say hey what are you not getting right now that we can help you get we also ask them what they want to see in their career for the next three five years well this specific employee she wanted to move up and she was able to do that with our company so she came and talked to me and said hey I really like ATS I like working with

119you guys I'd like to maybe think about a management position so that's exactly what happened she's now a district manager for us down in Randolph City Schools North Carolina but I approached the district said hey this employee is interested I would like you know I'd like permission to talk to her if not that's totally fine so that's up to you all right we certainly want them to succeed and move up if that's something that they want to do but that's that's the one instance that I can think of Powhatan County Schools is our only other K-12 business currently but we also work with Avery University out in Danville just in Virginia yes sir and we're also working with Chesterfield County schools that hadn't been confirmed or anything but we are working with them they're they're

120currently out for a bit North Carolina we have six districts that we're working with you no sir just in Virginia yesterday yeah yeah I think Powhatan would be great again Chesterfield's not our client yet but we're talking to them well we're trying I mean we like to partner with with people that will be good partners right so we are selective with who we partner with we want to make sure that the program the solutions that we're providing we have the support from the school district so we are a little bit choosy about who we partner with and we think Petersburg would be a great partner well Dr Hamlin's been a great resource for us thus far he's provided all the information we've needed on a timely manner and based on the vacancies that we've seen

121we think that we can come in and really provide a big difference to your District and we're local sure okay so um partnering with you that would uh alleviate part one of the supply chains which is uh cleaning supplies right yes you'll provide the cleanest materials yes so we provide all supplies uh we're in a contract with someone for those type of materials right now we're not in the cup so we're not obligated to someone contractually for cleaning supplies okay I just wanted to make sure because I didn't know where you know I didn't know where we stood and that that thing but um how about training so we have a very robust training program um and and you all do as well so what we like to do is we have to partner with

122you all we like to show what our training policies are in tandem with the school district to make make sure that they're getting both sides both sides of the um okay all right well but that that's that's that's why we're here today and um chair Pritchett and Mr Lundy I know that you said you'd be a tough sell okay but I'll say this I've never ever lost a partnership with the K-12 School District in my career I've been doing this for over 10 years I also say we have a 30-day out clause in our contract so if we're not doing our job you can utilize that at any time and say look this isn't working this is not what we thought it was see you see you later why do we put that in there

123because we're confident in what we do and we want you to have that option we want this to be beneficial for you and not be stuck in something if it's not something that you truly want so we do include that in our contract and we're confident to do so and the reason why I asked about training was because I was just talking to the superintendent and um chairman a little a while back about um this our CTE program training kids and janitorial services and uh so if you have a training program where we can Network to get some kids trained and uh to to go out there and work in the workforce you know and you know that's something that uh I would be interested in to look into it with the board to see

124if we can set up some type of program for training for janitorial service yeah it's important and it's it's a very robust program I could I could talk about it for an hour up here if you'd like me to but it really it really is it's it's focused it's focused on on the job training right your Hands-On training our managers actually getting in this schools working with the employees and showing them hey this is the proper way to do the job and then they could get some type of certification for being trained absolutely we call that Compu clean it's it's an in-house system that we have to get certifications [Music] any other questions excuse me I had to step out for a minute you may have already answered this question but what's the cost compared

125to what we're paying our Genesis now that's a great question so we're looking at two different options right one was also filling vacancies on the facility maintenance side which those employees would report to the school system they'd just be hes employees okay the other side is the custodial side which initially would cost about a hundred and thirty thousand dollars but as you added employees as attrition occurred you know through retirement or people leaving you would actually save sixteen thousand dollars per employee that eventually would come over to ATS so it'd be cost neutral um once we got to about 12 employees for custodial and that doesn't include the savings that's on the facility maintenance side I need a little bit more data from Dr Hamlin on what y'all's cost is on the facility maintenance side

126for those three vacancies that you have now so do you know um Dr muham how many vacancies do we have now overall I need a little bit more data from Dr Hamlin on what else cost is making aside for those three vacancies that you have but um in fact uh situation over Cool Springs today we're going to follow yeah and we do have a great attendance program as well and some incentives behind that I can't give it all to you today because I can't give away all my secrets today exactly but but we take that seriously as well because if you're fully staffed on paper you have 100 staff on paper if 20 aren't showing up every day you're not truly fully staffed exactly so the people that you're bringing in are people that yeah

127already it's budgeted but we have victims so they're not we're not paying anything actually we're just paying for we would have been paying if if someone was dead and you'll be feeling those positions yeah and it's actually a little bit less um because of the the benefits thing we were talking about earlier I had another question yes sir um I was wondering if we could see something on paper and we could you know maybe do a comparison what we have and you know what you can present so we could pattern absolutely yeah yeah yeah Dr Hamlin can get that for you and and just so you all know I'm not a sales guy I'm the operations guy so I'm not sales at all but I'd be local I live in Richmond Virginia so I'm local

128to you guys you'd see me on a regular basis we saw we'd also have a regional manager that would be invested in Petersburg City Schools to make sure that things are going the right way so you'd have a lot of involvement from the management level to make sure that this program's head in the right direction thank you because they have to be some money that's going to be invested well so there is money that goes to the company right so as far as like I don't make any extra money our management team doesn't make extra money but we do have a profit I mean that's that's why we're in business so but that there's no number I can give you as far as managers go I don't make any more money off of this [Music]

129to come up that is right because we're stepping through though okay and I just wanted to add that I don't look at hes as a Outsourcing company I look at hes as a resourcing company and the the thing that sets us apart from a cleaning company per se is we only focus on education so we're not out cleaning hospitals or industrial sites or commercial retail all we do is education we understand education and that's you know our management team that's all they understand so we understand the idiosyncrasies that come with education there's a lot of things that happen we're flexible we know that we have to be flexible as well so um I wanted to point that out and if y'all had any other questions this is just a scenario okay we know your company

130is there we know that your company is bringing in the product okay we have our people coming in we're flexible when your products are brought into the building where where are your products because I'm looking at a situation of what people may do you know so when what do you do you are bringing a a lot of products at one time and you store them in our facilities yes sir yeah great question so it'd be very similar to the process that you have now we'd have deliveries made to the schools on a monthly or bi-weekly basis and they'd be stored in schools probably similar to what you all do now you might ship it to a central warehouse and have someone else send it out to the schools but this would actually skip that so

131you'd actually have someone saving some time because we begin deliveries to every location and the reason I said this is because if this were to happen then I want us to still be friends yeah in case those um absolutely you don't know what will happen in this type of setting especially because our products disappear now right and you have to understand that it would would be our fiscal responsibility to maintain that inventory right so we have to buy the products necessary to clean the schools and have toilet paper and paper towels so if we are having to spend more money because that product's leaving the building that's on us right that's our dime that where I have to go pay more money to get the supplies no no no no no sure absolutely but yeah

132that'd be all on us to maintain that thank you sir yes sir thank you any other questions okay well I'm gonna get back to my newborn and my wife but thank you all so much appreciate that thank you sure absolutely yes sir thank you questions are you still on the maintenance you're still under maintenance it really wasn't about this particularly but maintenance within the school okay I was I was wondering when will we start trying to get uh our bathrooms together those urinals and all we have people getting ready to come in we got a trap we have track that's being put down but when uh outside persons coming here from on the schools our bathroom need new equipment in them and I was just wondering it that's a disgrace when those students come in

133here from other places we have a large number of things that are on our CIP okay and uh we have to request some Appropriations to be dispersed but we have a number of items um CMP I just don't I just don't want our visitors to to come in there we're not prepared thank you in that program I mentioned doesn't include all the equipment students yes Williams you know it's just and I make sure it's on the record it's just that I have concern because they only have one school in Virginia [Music] um right the way the upper rate is more like a temp agency where they're going to put fill in the uh the positions where that we're missing or that we're short and at the same time you might not I'm not sure if

134you're gonna get the same people from time to time because you know because of the way they might operate so you might it might not be consistent that even with maintenance we get a maintenance person but it's going to be the same make this person in that position all year you know you know so so we don't know exactly how it is that they're going to operate because because the way they set up it is they filling in the Gap so the thing is is that how they feel in that Gap are they going to bring somebody in here for a month or so with this position and then you got another person next month another person next month you don't know so but the thing is they got Personnel to do that but how

135they rotate their personnel how they use their personnel we we we're not familiar with that at all so it's a it's interesting but we definitely got a need there they need to be a guy to demand there that need to be supplied and the good thing about it is um we can put every 30 days of every so many days in the contract so we'd be not happy with it you can end it that's for sure but they're going to make their money off off of some slides yeah right now for us as always we always look at one one year at a time let's see what you're gonna do well anyway you know proof is in the book thank you Dr Hamlin I have six to eight Dr Sterling six a is an overnight
