Thank you for coming. >> All right. Character word of the month of March is fairness. Miss Taylor from Gretner High School. Good evening, Chairman Shields, Mr. Mayhew, schoolboard members, and all those present today. My name is Vivian Taylor, and the character word for the month of March is fairness. Fairness refers to the impartial or behavior free

006from favoritism and discrimination. As the oldest of three children, I know a thing or two about fairness. And fairness isn't always everyone getting the same thing. It's about everyone getting what they need. This means that fairness favors equity over equality. Furthermore, fairness allows people to experience equal opportunities. For example, quality schooling was only available to wealthy families or certain racial racial groups. Children who are born into poverty or marginalized communities had little chance or develop little chance of developing their potential regardless of their intelligent or drive. This wasn't a reflection of their I'm sorry of their abilities, but a reflection of the unfair structural barriers that kept them from reaching their highest potential. When fairness principles were applied through policies like desegregation and public schooling, the playing field began to level. This allowed people from

007different backgrounds to be able to have access to equal resources as everyone else. Fairness is utilized by people every day in their daily lives through avoiding favoritism, taking turns, and treating people how they would want to be treated. Fairness relates to me as a person because I believe that everyone deserves to be treated with consideration and patience with the ultimate goal of sympathizing with others. Treating others with fairness allows you to build trust and respect with them, leading to lifelong relationships being established. This transforms fairness into the most fundamental way people connect with each other. Leading fairness to be a foundational component of justice, ethics, and organizational behavior. At the base level, fairness is all about the choices people make on a daily basis with the well-being of others in mind. I urge each of

008you to take deliberate steps, big or small, to bring fairness into your interactions every day. By making life fairer fairer for others, even in the simplest ways, we can build a stronger and more compassionate community. Thank you for commit your commitment in making Pennsylvania County fair for everyone. Thank you. >> Thank you. >> All right. The PA, Mr. Heel, have anything for us tonight, sir? I'd like to uh thank you guys first for taking into consideration uh Mr. Wagstaff and your vote. It's good to take care of people. And ma'am, thank you for your mention of fairness and equity. I'll actually be touching on that as well. So, uh good evening, Mr. Mayhew, Chairman Shields, members of the board, everyone else in attendance. Thank you for your time tonight and respect for everyone's time. I'll

009be as brief as possible. Uh first in regards to investigating means to implement uh additional security measures in the schools. Thank you for taking the time uh to make our buildings more safe for everyone inside of them. Uh however, as an organization, we the pea vehemently oppose introducing AI measures for school safety. We know that they're just being looked into, but uh we take a hard stance. Um simplicity is a prerequisite for reliability. We need metal detectors. Metal detector should be the goal. False positives, programming bias, logic failure, software failure. There are multitude of reasons to not rely on AI for building safety. Uh lastly, I would like to ask the school board to consider future redistricting. As it stands, Tonsil High School is the largest school by population in the county. Tons Middle School

010is second. The Berry Hill mega site has potentially secured two large investments for jobs. Now, uh, there's a neighborhood projected for 2,000 residential units. That's just the units, not the population, in seven years in Axton, further increasing the disparity enrollment between communities. Knowing this, Twin Springs Elementary should be redistricted into the Chattam community of schools. This action would help even out the distribution of students at the middle and high school levels. The gap between Chadam Middle and High would tighten with their respective schools in Tonsville and Dan River. The benefits immediately are twofold. Providing a more equitable experience for students, reducing classroom sizes in the Tontol area while maintaining comparable class sizes in the Chattam area. Reduced classroom sizes have been shown to increase student achievement while reducing teacher burnout. The better the environment, the

011more viable it is to recruit and retain instructional staff. Please consider evaluating this measure prior to the potential increase in the student body. I thank you for your time tonight. >> Thank you, sir. All right, committee and staff reports uh Miss Worley updates on the budget and a notice of a public hearing. I need to touch that. Good evening, Mr. Shields, board members, and staff. you should have before you a copy of the um proposed budget for the school division as well as the proposed budget for the school nutrition program. And we'll have to um take action on those tonight. The budget that you have before you for the school division is based on the governor's proposed budget that was released in December of 2025. We have received information on the House and Senate proposals,

012but we do not have um a breakdown on those budgets. So, I was not able to um you know, look at either one of those and use those for our proposal. The budget that you have before you um the LCI, we've talked about that before, but that was increased for the um the upcoming bienium by um about 73%. And what that number tells us is what our locality can afford to pay. So for the new bienium 27.15% of our money would be coming from the locality with the remainder coming from the state. ADM for the new um year is down. We are our budget is based on 7,68.7 students. Um just in relation to that the September 30th 2025 ADM that we turned into the state was um I need to put my glasses on.

0137,225 was that number. And um so we're down about 150 or they're proposing that we're going to be down because we're not going to meet that 7,225 that we turned in in September. That's something that we're dealing with in our current budget. um the new state funds in the the governor's proposed budget. Basically, there was money in there for a 2% um salary increase and then the the remaining money that we have to work with comes from a decrease in our Virginia retirement system rates um for the upcoming year. So, um the local funding, we are receiving a little bit of local funding increase and that is due to the LCI. We shared our um budget priorities, Mr. Mayhew did, I believe, on the 18th of February with the um board of supervisors and we

014are asking them for a $2.2 million increase. That is about 1.2 million for them to maintain their 6% above the local required minimum. And then we had other priorities and we asked for the the funding for those as well. And as far as I know at this time, that is the number they are working with. And that is the number that you have in the proposed budget before you tonight. As far as expenditures, that budget does include a 2% cost of living for all contract employees plus a step if they are due one on the salary scales. and it includes most all of our budget priorities that were approved by the board um except for about $220,000 in some maintenance projects. And we will look at year-end funds um to be able to do that

015if we can. Um I said this in the budget committee meeting, this is a very tight budget. There are no funds in there right now if we were to have a health insurance increase. um listening to other divisions in the state, they're looking at about 7 to 25% increases in their health insurance. Um there's also a minimum wage bill that has been passed by the House and the Senate, most likely will be passed by um or signed by the governor. Um so we're going to have to come back to the drawing board with some salary issues as well. The Senate um budget does include an additional 1% salary increase for staff, making that 3%. Um but we're not, you know, we don't know if that's going to um be approved or not. So, um general

016assembly adjourns this Saturday on March the 14th. We have fingers, toes, anything cross your legs as you're sitting there tonight that a budget will be adopted. If so, um, the Virginia Department of Education has 10 days to provide detailed information to us. And I don't know if that's 10 working days or, um, you know, 10 calendar days. At 10 calendar days, we would be March 24th at the earliest. So, right now, we are scheduled to have our public hearing on these two proposed budgets on March 26th, and we will adopt the budgets at that time. um we discussed that at budget committee but decided to move forward with that because we really have no idea if we'll have new budget information before then and then we'll just um we'll be watching that and if we

017do we'll have a meeting and we'll amend this budget moving forward. Um you also have in front of you the school nutrition budget that is a just a one-page pretty simple budget and you can see that um from that program the majority of the funding comes from the federal dollars for the C program um the community eligibility provision that we are operating there. So, any questions regarding the proposed budgets or the public hearing for the 26th? >> Prime Min, thank you so much. Appreciate your hard work. >> All right. Um, teacher job fair are successful when I hear and Dr. Anella is going to tell us a little bit about that this past Saturday. Good evening, Chairman Shields, Mr. Mayhew, and distinguished members of our school board. This evening, I would like to provide you

018with an update regarding our ongoing recruitment efforts and our recent PCS job fair. These initiatives play a crucial role in attracting exceptional talent to our schools and offering opportunities for those eager to become part of our school division. Tonight, we were able to see many students be recognized for their achievements and I think that's in part to the dedication to the teachers and the administrators that support them. Our goal in human resources is to recruit, induct, and retain the best for PCS. We believe if we invest in those who wish to invest in education, our students will ultimately be successful. And this takes a team effort. Thank you so much. It's on red. Okay, let's try that again. Okay, there we go. Thank you. So, speaking of a team effort, thank you team. We have

019collaboratively assessed our year-end resignations and retirements, working closely with our instructional staff and our principles to identify the positions that need to be filled for the 2627 school year. All available roles within our division are now listed on our website. We invite all prospective applicants to explore the site, thoroughly review our job openings, and complete their applications for any positions that interest them. This process guarantees us that we find the best fits for our schools. Currently, we have about 50 positions that are not substitute or coaches positions. Half of these are teacher positions. And again, this is as a um we anticipate from retirements and resignations at the end of the year. The other we have uh four counselor positions that will be open next year. And then we have classified positions, administrative assistants, teacher

020aids, custodians, cafeteria, and bus drivers. In addition to our website, we have actively promoted our job fair that we just had this weekend on social media. the news outlets and recruitment incentives such as Handshake. We have registered and attended multiple job fairs and they are listed there throughout Virginia and North Carolina that offer teacher prep programs as well as participated in local career fairs specific to our region. Today we had two E-RIP colleagues that had a PCS table at the Liberty job fair and next Thursday we will have one at DCC so representation locally. Additionally, we post specialized positions on Indeed to ensure that we attract a broad range of candidates and this contin continuous effort enables us to connect with diverse talent. Just today we also had an article in the register and be

021thank you Mr. Wbert for our job fair that we had on Saturday. Speaking of our job fair, our uh ninth PCS job fair was held at Chattam Middle School on Saturday. All of our elementary, middle, and high schools along with PCTC and the regional alternative and STEM schools were represented, allowing candidates to meet with school administrators and teachers. This year's fair was open for applicants interested in both certified, so teacher and counselor positions as well as classified cafeteria custodians, nurse, administrative ex administrative assistants, and bus drivers. Participants were able to discuss transportation with Mr. Barts. And let me tell you, he tried to recruit everyone who came in to ask, "You want to drive a bus for us? loved his enthusiasm and our applicant our uh those who participated could also talk to Mrs. Parker

022about lensure pathways such as I teach. We also had the option for participants to pre-register for our fair. We asked them what to identify who they were, what they were interested in, if they were interested in teaching, did they have an endorsement, if not were they working on their endorsement, if they were interested in transportation, did they have their CDL? We had as of the day of the fair, we had 70 individuals that did pre-register. The day of the fair, we had 50 that attended. We also had computer stations that were set up. And I think those computers stayed. Uh there was someone at this at the computers pretty much the entire morning um filling out applications. And thank you to Dr. Moon who helped assist to make sure that if individuals wanted to go

023ahead and submit their applications, they could do that before they left. Thank you to Mrs. Waller and to her staff at Chattam Middle for continuing to host our fair. Since Saturday, we have had 50 applications for all various positions be submitted, and we know our principles are eager to interview and fill these anticipated vacancies. Last year we hired 18 individuals who attended the job fair and we are looking forward to our principles making their recommendations for the 2627 school year. We are committed to attracting the best talent to serve our students and our schools and we want to thank you for your continued support. I am here if you have any questions. >> Dr. Dr. Ronaldo, thank you very much for well planned event. Looked like it's very successful. Thanks so much. >> Any questions

024on any of the desk reports? >> If not, I'll turn it over to the superintendent this time. >> I've got a presentation. I'll kind of follow along if you've got that. Are you ready? Got to scroll a little bit. Okay, Chairman Shield, school members, I just want to provide some remarks about some updates and of course I'd always like to talk about good news in our schools. So, first of all, I have a list I'd like to share with you. These are acknowledgements for district 6 all district middle school band. I don't have pictures from all these students, but I do have their names. I like to provide those as they were provided to me. Chattam middle school had Kelvin Ins for percussion. I'm sure we'll hear more information about these

026students at a later time. PCTC culinary arts program continues to wow us with their talent. Um, they were recently participated in a competition in Williamsburg with two teams. first time they ever did something like this and they earned seventh and 12th place. Very fierce competition. Most of the programs that they're competing against um they have a dayong program. They have half days. So, great job on the students. If you have an opportunity to stop by and see them in action, they do an excellent job and their their products are also very tasty. Psylvania County Schools held a pre-assessment concert on Thursday, February 26th. The performance was excellent. My best description would be this. Um, you could close your eyes and listen and you thought you were in a movie. That's how good the music was.

027It really sounded like a soundtrack. They did an excellent job. Our band directors do a fine job and they do our students perform excellently. So, just good job. Like to show you how showcase a little bit of our a programs here. Now, that doesn't look like a but really it's a community effort. That's the DNA high school a program. They are working collaboratively with their community school of Kent Tuck. Ken Tuck's going to put a program called Frozen and they needed some help with some set design. So the A student at D High School immediately jumped right into action. We're willing to assist. We're all about working together and they use their skills in woodworking to make that happen. So I expect that's going to be a real nice event once they have that plan.

028And also you can see they like to go and refurbish things. That's an old um building that we tractor in at DA High School with you. See the um the kids at DA High School repurposed and redid the whole thing. So did a nice job there. So excellent work. That's just um work in action that you can't just learn from a classroom. They're actually putting it putting it forth. So, accolades to that program for all the work they do there. There is Bryson Kitchens. He's a Chadam High School trumpetist. He represented PCS in the all Virginia auditions at James Madison University. If you don't know anything else about Bryson, he's a good trumpetist, but he also has a great voice. He is the voice at all the basketball games and he does a nice job.

029Bryson, let's see. John L. Hurt Elementary School music teacher Madison Kirk auditioned and was selected as a second violinist to perform at Carnegie Hall for twotime Grammy award winner Lauren Dagel this p this was a few weekends ago. Congratulations to her. And what can I say? I didn't have a slide big enough but those are all our Beta students and they're all there. They're from uh from elementary. We're going to do the same thing for our middle and high school. But just great job. PCS really really did an excellent job at Beta. I think if you count on the awards, they're over 400 when you really count all the awards that they received. But just great job, the sponsors, all the work that the students do and the support from the principles administration. Our beta

030program certainly shines in Virginia and to the national states. Congratulations to those students and those sponsors. Art contest winners, you'll see those pictures later, but I do want to acknowledge those names there. You have at Kinuk Elementary School, um you have Antonio Roberts for first place. Second place elementary was Ava Cobbs. Third place was um Anie Dulan. For middle school, Chadam Middle School, you had um Haley Bray. For second place, you had Audrey CR. In third place, you had Jaden Alderson. In high school, you had made first place with Madison Karns KS rather. Second place you had Riley Parsons and third place you had Ariel Reynolds. I'm trying to see from this this distance right here. I didn't have it written down here, but congratulations all those individuals and you'll see their work later when

031we also bring that forward to our next Southern Region meeting on the 25th. So congratulations to them. Congratulations to our AR contest winners and they'll be showcased at VSBA. And those right here, what you see here are also our all county high school and middle school course program was held on the same day. So very nice job there. Those are our two wrestlers. Congratulations senior Bryce Jones of DA High School and Michael Ortiz of Chattam High School on the right. They were a performance at the VHSL state wrestling tournament. Bryce was the state runner up for class 2 138 and then Michael earned fifth place for class 2 165. a great job there. And of course, the Chattam High School girls basketball team, they were region 2C champions. They also um ended their season at

032the quarterfinal last week. Excellent job. They finished their season at 26 and1. Congratulations to the girls. I think they're being called the Magnav 7, I think, is what I'm hearing they're being called. So, congratulations. Just a great season. Great support by the administration. Of course, Coach French has done a good job with that team. They've done an excellent job. Also, we have our spelling bee winners and runner-ups. They're all going to go straight to um the um regional meeting that will be held on March the 21st. I know I've got a lot of them here. I think I mentioned this one already. So, right here we have our 10 elementary schools participated in our elementary all county course program. Um those students um had their program this past Saturday, March 7th, following the job fair.

033Excellent job. Um Dr. Lynn Relle from um from one of our local universities was there. Shannondoa University rather was there and did a very did an excellent job. Students were excellent and the the performance is always um brings smiles and tears from their parents. Like to recognize our United Way contributors elementary top was Kent Elementary School, Middle School Dan Middle High School, Chadam High School. other areas with central office ECC victory and our skyrocket means the most improved most earned in a very short amount of time with Gretina High School. 034of our gifted resource teachers. So great job. The work that they do is just um excellent. They support everything here in Panic County because you know everything we do is so related to technology and they make things happen working with our teachers every day. So we appreciate all their hard work. And lastly, I want to again accolades to Dr. Reella, her staff for for all their preparation and planning for the job fair. It was definitely a success. um good job. The student, excuse me, the the employees or individuals that come to those programs want to be at Pitani County Schools. Mr. Mayhe, thank you for outstanding report and and your leadership. We appreciate it. Uh we now turn to new business. Uh we need to approve the 2026 27 uh draft budget. Uh we're going to do this in

036two parts. Uh we've got the proposed budget and then we got the school nutrition. So, first we'll do uh uh the 2026 27 uh drafted budget uh for a hearing review and submission to the board of supervisors. So, can I get a motion for that, please? >> I'd like to make a motion to approve the draft budget for the school division. >> Second. >> Roll call. >> Mr. Fitzgerald? >> Yes. >> Mr. Henderson? >> Yes. >> Mr. Mills? >> Yes. >> Mr. Moon? >> Yes. >> Mr. Merrick? >> Yes. >> Mr. Daws? >> Yes. Mrs. Shields. >> Yes. And also approve the 2026 27 school nutrition for review of public hearing and submission to the board of supervisors. >> I would also like to make the motion to approve the school nutrition budget as presented.

037>> Second. >> Roll call, please. >> Mr. Fitzgerald, >> yes. >> Mr. Henderson, yes. >> Mr. Mills, >> yes. >> Mr. Moon, >> yes. >> Miss Marri, yes. >> Mr. Doss, >> yes. >> Mr. Shields. >> Yes. Um the 2026 VSBA Showcase Success Award is a recommendation from Mrs. Janelle Brooks um our CTE director for showcasing our CTE program, particularly our pathway. I think she has a very solid plan um to send to VSB and they'll feature that in um some of their publications. As you know, CTE is a very strong um pre has a very strong presence with Psylvania County Schools. We have worked very hard to have our pathways very solid from elementary, middle,

039and high school. So, I would recommend um moving forward this if the board would like and then just have to get a signature from you, Mr. Shields. >> So, move second. Motion and a second. Uh, roll call, please. >> Mr. Fitzgerald? >> Yes. >> Mr. Henderson? >> Yes. >> Mr. Mills? >> Yes. >> Mr. Moon? >> Yes. >> M. Merrick? >> Yes. >> Mr. Doss? >> Yes. >> Mr. Shields? >> Yes. And then from the building committee, Mr. Henderson, would you like to present something to us, please? >> Yes. Thank you. Um, Chairman, we have in front of us a uh nomination form to rename or to name the baseball field at Dan River. Uh, and the person being nominated is Sammy McCormack. I have been on this building committee for 10 years and we've

040named a lot of uh buildings and yards and etc. This probably is the most important one to me that uh that I can bring before the board. I can only speak uh basically from a friendship. I've known him for about 40 years. He's one of the finest gentlemen that has ever walked the planet. He's just he's just an ace of a guy. From an umpire standpoint, uh the Danble umpires association was we were just so in awe of Coach McCormack when he coached the baseball teams at Dan River. He never would show you up. If he had a gripe, he had a complaint, he would come out and he'd whisper in your ear. But when he whispered in your ear, he told you what he expected you to do. And we did exactly that. But

041he was a gentleman on the baseball field. He was a gentleman in public. He's a gentleman in everything that he's done, every walk, every devotion, uh every dedication. And I think it's just uh um it's an honor to bring his name before you tonight and request that we name the baseball field at Dan River High School in Sammy McCormick McCormick's name. >> Thank you, Mr. Henderson. That come from the committee as a form of a motion. Do I have a second? >> Second. >> Motion in a second. Roll call, please. >> Mr. Fitzgerald, >> yes. >> Mr. Henderson, >> yes. >> Mr. Mills, >> yes. >> Mr. Moon. >> Yes. >> Miss Merrick. >> Yes. >> Mr. Doss. >> Yes. >> Mr. Shields. >> Yes.
