003will move on for the time being to character words of the month. We've got two this month for the December and the January meetings. Uh I'd like to ask Miss Hamlet if she will come up student rep from Tons High School to be first. >> Good evening, Chairman Shields, Mr. Mayhew, school board members, and members of the community. My name is Kayla Hamlet, and it is my pleasure to present the character word from the month of December, courtesy. Courtesy can be defined as showing politeness in one's attitude and behavior towards others. To me, courtesy is showing good manners and respect to others, even if I don't know them. It is something that we can all convey in everyday life. Whether it be an action such as holding the door for someone or a simple please.

004Actions such as these may not always be asked of us, but they should become habits that we express in daily life. These acts of kindness can go a long way, even if they may feel small to you, as you never know what is going on in someone else's life. Having consideration for others can make a lasting impact and can even make you feel good. Courtesy can be shown at school and as we go further in our lives by smiling to those around us, not interrupting others, and being mindful of our words and actions. It can be shown to everybody, even if they are a stranger. In short, courtesy is crucial. So, I encourage you all to go out and show somebody courtesy, not just for a month, but beyond. Thank you. >> Thank you. >>

005All right. January of the month responsibility. Miss Stoler. >> Good evening, Chairman Shields, Mr. Mayhew, and Miss members of the Pennsylvania County School Board. I'm here tonight to present the character word for the month of January. Responsibility. The definition of responsibility is the state of being accountable, answerable, or liable for something within one's power or control. Second Corinthians 5:10 states, "For for we must all appear before the judgment seat of Christ, so that each one may receive what is due for what he has done in the body, whether good or evil." This verse reminds us that we are responsible for our actions, and that any action has their corresponding and inevitable response. Responsibility is taught from a young age and is the characteristic that should be implemented throughout all stages of our lives. In school,

006we are responsible for our grades, homework, and actions. During sporting events, we are responsible for maintaining the reputation of our school and our county. While working, we are responsible for reflecting the company or institution in which we work for. And at home, we are responsible for maintaining our household and managing our time wisely. Needless to say, responsibility is an important part of maintaining a healthy reputation and creating positive habits that the students and faculty at Pennsylvania County can use to build a foundation for future successes. When we hold ourselves accountable today, we are preparing the leaders of tomorrow to lead our community with honor and with purpose. Thank you for your time. >> Thank you, >> Mr. Hill. Thanks for being here, but he said he had nothing tonight from PA. But still, thank you

007for being in attendance. U we'll move on to staff and committee reports. Uly >> please ma'am. Budget request report. >> Yes, sir. Thank you. >> Good evening, Chairman Shields, board members, and staff. I want to give you just a quick update tonight on the governor's budget and on the updated requests list from our staff. Um, Governor Yncan has introduced the 2628 budget. We received that information on December 17th. Um, just a few highlights on that. This introduced budget includes updates to direct aid, sales tax, and lottery revenue estimates along with French benefit rates. Um some key items include um recalculating the composite index for 2628 and I did um share with the budget committee that our composite index number did decrease and I did not write that on my sheet so give me one second.

008So we excuse me I think I said decreased but it increased. It went to um 27.15% for the upcoming bienium. Um I mentioned that sales tax and lottery revenues have been updated for the new bienium. There have been revisions to the Virginia retirement system rates that that is a savings for us as an employer. Those rates decreased. Um there is state funding in both years of the bianium for a 2% compensation increase for um SOQ staff. They are both effective on July 1 um of each year. July 1 26 and July 1 of 27. Um, our ADM projection for next school year is 7,68.7 students and that is about 300 students less than what um our budget was based on for the current year. In board docks, I believe I I didn't look this afternoon.

009You do have an updated request list. I actually um highlighted there were only two additions made to that list and they are highlighted in a peach color so you'll be able to see those easily and they were both for positions. One was for four middle school band directors and one for a school psychologist. So you can see that we have a little over $30 million in request for next school year and depending on our funding from the county board of supervisors. Um you know we're just going to have a little over $2 million in new money to work with for next year. So any questions from anyone at this time? That was just a quick overview. That's just the governor's budget. um crossover is February 6th and shortly thereafter we will receive information on the

010House version and the Senate version. >> Thank you, Mley. >> You're welcome. >> Any questions on the desk reports? Any of the desk reports you receive? anything before we get to see I see Mr. Stone's come in. Come on Mr. Stone talk a few minutes. Thank you for being here. >> Good evening everybody. >> Good evening. >> Well, I hope y'all enjoyed all this warm weather cuz it's getting ready to change. Uh thank you so much for for having me today and I want to come to just bring some awareness of some of the concerns I have. Uh it's been a few years ago which I have approached the board of supervisors concerning a deep concern that I have concerning school safety. Uh I uh been a licensed bail bondsman now for over 20 plus

011years. Uh so therefore I'm I'm around crime a lot and I see it a lot. And one of the concerns that I have is is that we attend a lot of the sporting events uh in our county whether it be basketball, football, what have you. And none of our participants that come to watch these games walk through no metal detectors. I have a grandson that plays high school basketball at Martinsville. And when I take my wife and we go to watch our grandson play, it's a sense of comfort because I know that when we go in the gym, we have to go through a meta detector. If we go watch GW, we have to do the same thing. Uh we go to Halifax, we have to do the same thing. And we need to be

012concerned because and I just want to make sure that we understand that we're in different times and sometimes that we we sit on boards and we seem to think that uh the world is like our neighborhoods and we must realize that uh these are serious times and children now are not like they were when I was in school. uh they're different and I know this because of the tremendous rise in gang violence that is not just around our county but in our county 20 years I've been doing bail bombing and so I see in the midst of all what's going on every single day and it it bothers me that uh just last Monday We, my wife and I, attended basketball game at Gretner High School. You know, I paid my $8 and walked right

013through the door. And and while I was there, there were people there that I know I got on bond and I know the crimes I got them on bond for. And to see them, to know that they walked through a gate, came in with big jackets, bags, nobody checked, there's nothing there. And I say to my wife, you sit right here. I don't want you moving because I know how you think now. It's different. Children today are not concerned about cameras. And unfortunately, they're not even concerned about or respect police officers. And I want to make the board aware that what we're dealing with now, children or people or young people today are not worried about getting caught. Because to be ranked in a game, it's about bodies. When a kid when when a person

014in a game get a body, that's rank. That's the type of people that are now in our world. And I really believe and I understand that that everything has a funding piece to it. I understand. But I think that it's very important that we need to look at that. What position do we put you guys in, the county in if someone is shot in the gymnasium? Can we afford that? Can we write the check for that? I personally believe that it should be mandated in the whole entire state of Virginia that every school should have a meta detector at every school. Now I I know Dan only has one high school. Marty only have one. We have four and I that that can be uh something that we got to think down the road. But

015I think that an immediate action could say we need to pay attention to the gates because years ago the gun sounds used to be pop pop pop. Well, the guns they told me today are pa. And kids don't wear loose clothes anymore. I mean see some principles here. They they they they see it. And one of the things that we have to also come conscious of children wear jackets all year round. Why? You know, we and I believe that if we understand that this world is rapidly changing, our criminals are getting younger and younger and I don't think that we can no longer pass the buck on this. We must pay close attention to what people are doing around us. Why did GW do it? Why didn't Martinsville do it? And let's keep in mind

016is that when these sports are happening, we're playing teams from other places. We don't know who they bringing. We don't know what's happening. We don't know what's going on when a school plays a team from a whole another city or we don't know who's showing up. We don't know what Facebook arguments are happening. And we're not we we we cannot stop the violence. That's not what I'm asking you to do. But we have to take the responsibility on saying where it's going to happen. And we got to say, okay, it might happen down the road, but it's not going to happen in this school. And how can we assure that? Is that make sure every person that comes through that door has to walk through a metal detector. Why do we think that just not

017long ago here in the county, I think it's been less than five years, they moved the metal detectors from the courtroom and put it down at the entrance. You know why? Because somebody realized, you know what, we we can only protect them from going in the courtroom, but we're not protecting them from coming in the building. So it wasn't I and I think that what we need to realize and this is please no offense. I think it's just right now it's just common sense to say it's not if ladies and gentlemen is when if we don't take the necessary measures to understand that the children are coming from different neighborhoods and different families and if we don't take the immediate emergency nec necessary steps, we're going to be sitting in a very bad place. And

018I think it falls on us, you and the board of the supervisors to say we need to do something about this and we need to do something about it quick. And maybe the the quick immediate to this is saying, you know what, going forward, we're just going to warn everybody. But what we cannot do is just turn our heads and just continue to let it happen. And I close with this. Let's put our faculty, our students, and our citizens at the top priority as this country has because none of us will be able to fly anywhere in the world without going through a meta detector. You cannot go anywhere in this world and walk in a courthouse without going through a meta detector. So if our airways got to be safe, if we're going to

019protect our judges, I think we should protect our children and our people. So I don't think that it's one that says that we can say we don't have the money for it. No, we got to find it. It's that important. I think we behind time because I would hate to see the conversation that we would have to have with a family. And y'all know how it is. Typically in my line of work, the person that usually gets shot is the innocent one and it's the one that had nothing to do with it. So, let's make sure that we're setting around the table and we're conscious to say we're in different times. We are in different times and we need to take some immediate emergency actions quickly. It's been a concern for mine for numbers of

020years. Reason being because I stand before you because I am in the heart of it. 20 years. I see it. I'm not here to talk to you on what I think. This is not a hunch. This is not a feeling. I know what I'm talking about. >> Mr. Stone, we appreciate you coming. I'm sorry to wind you up a little bit, but I got you. No, no problem. That's the Reverend coming out in it, right? Yes, sir. >> I'm used to I'm used to having that red clock that they got to take down, right? But we appreciate you coming. >> Thank you. Thank you so much. Thank you. to that I'd like to we don't know response but just to let the community know of course children and the youth and and every faculty member

021and every citizen is utmost importance to us the safety of them Dr. Moon is actually already doing some investigative work on some different things so we might come but thank you Mr. for coming. We appreciate it. Um, superintendent going to report for us. >> Thank you, Mr. >> Just a few remarks. >> All right. Good evening, um, Chairman Shields and board members. Um those in attendance just a couple remarks I'd like to recognize since our updates will be put together in December. First of all like congratulations our school members Mr. Fitzgerald Miss Marri their re-election for a fullear term and then of course congratulations to Mr. Shields chairman and Mr. C like to again thank our school members for their service uh for their leadership support of our school system. You guys work together to

022support the students of the state county. We do appreciate all that you bring. I think I have that slide mixed up. Nonetheless, it's there right there for the chairman. Just want to give some updates relative. Mrs. Petty during the work session provided some information about accountability versus credit did a very nice job. And I do want to just draw some things to folks who just understand that because it is different. Um the new way of doing things for 2425 school year is different and you see things um in the news, the paper and so forth. And I do want to just clarify some things. So just keep in mind that the new accountability system for um Virginia is different. It's affected the 2425 school year. Um this slide was made by Brenda Dawson who is

023our director of assessment accountability. Miss Dawson does animals and she likes to use those little things. If you saw this little presentation, you'd understand why. But just want to point that out. But accreditation is very it's what we usually rated how a school did in terms of so testing and things like that. However, the new under the new um standards, it is not the same anymore. Accreditation no longer refers to pass rates. It no longer refers to so testing or VAP Virginia alternate assessment testing. It refers to the compliance with the laws that governs the standard accreditation. It is as Miss Petty mentioned in the work session. It is the inputs. It is what you put in. Are you having the number of teachers in this area? Are you having are you following this particular

024standard in terms of being operate school those are all things that fall under compliance accredititation is compliance accountability is the other side of it that is includes the pass rate and includes so includes the VAP Miss Petty um used a very good term to understand and I think it's a very good analogy to understand the accredititation system based on compliance with legal standards of quality if you were making something it is the ingredients to make it it's the ingredients to make a cake if you have everything there. But the accountability is where you put all those inputs together and what type of product are you producing? That is what accountability is. And I want to make sure people understand that and the public understand that. So first of all, all Pennsylvania County schools are accredited.

02518 of 18 of our schools are fully accredited, 100%. And 96% of the state of Virginia's schools are accredited now. So keep in mind accreditation is one side but accountability is another. So I like to dig in here to make sure you understand and you've seen this slide before. These are your results for the 2425 school year. Every single place you see a red star there. That means that particular school score was higher than the state average. There's a lot of stars there for all your elementary schools. Then you move to your middle schools. every single one you see a star there that means those schools were higher than the state average and then you move on to your high school which is the bottom right. So what I would like to make sure implore

026here folks understand yes we are credited but we are also meeting accountability marks too and so forth because our schools are doing very well. So the Virginia Department of Education recently published the 2025 edition of the quality profiles and that is showing region six. Region six the school system the state of Virginia is uh broken down into several regions and we are in region six and there's 14 school divisions that you see there and you'll see Pennsylvania county schools there. The new the news quality profiles measure us in terms of accountability and mastery meaning how well the students are meeting or exceeding so standards. Um growth which is mean it shows the year year-over-year learning gains and that is for elementary middle readiness which is preparation for the next stage of learning or career and

027then graduation which is for high schools only. The framework uses a 100point scale to assign performance levels, offering an overview of strengths and areas needing improvement for our schools. If you'll take a look there, you can kind of see across the region all the schools. Everywhere you see a number that's in um kind of emphasizing that blue with white for the numbering that shows the number of schools that are considered distinguished. So if you take a look there, you'll see there's 42 schools in the region six. Pennsylvania County has seven um distinguished schools and you kind of go around around to see exactly how we rate. So as far as our accountability, we are credited but our accountability is very solid. We have done very well in comparison to our neighbors. Um and so and

028of course the state of Virginia there are four ratings distinguished on track off track and needs intensive support. I am pleased to to um to to to inform the board and you already know this because information was provided after our last board meeting. Again, all 18 schools are accredited. Seven schools in our in our school system have been rated as distinguished, including all four high schools. 10 schools are rated as off on track. And we have one school that's labeled off track. No school in Pina County School is labeled as needs intensive support, which I think is very important. So what I want just again just kind of close this up and so forth to make sure folks know you know our our our students and our teachers and our faculty do an outstanding job

029with what they do with all our schools and so forth. Um we have done performed exceptionally well. In fact some other just benchmark things to let you know we were rated in terms of when it comes to our schools. I didn't put back a slide for this, but in terms of across the school system, across region six on region six of the five top five elementary schools, Union Hall, Mount Air, and Southside were on that list. Your top five middle schools was Chattam Middle and Tontol. Your top five high schools is Tungsten, Chadam, and Van River. In terms of mastery, Union Hall made that list for reading and reading growth for read for growth in reading. Union Hall and Southside made that list for top five. The mastery school was Mount Eric was top five.

030Union Hall had a a top five for growth. Top five to reduce chronic absence with Union Hall top five and match with Chattam Middle School for readiness chronic absence. The middle school it was Chattam middle for advanced coursework. Dan River Middle, Gretland Middle, and Tungst Middle School made that list for top five. for top five in mastery, TML high for top five in science at high school, tumult and shadow high schools. Top five for four-year graduation rates, highest rate was tungsten for um enrollment, employment and enlistment in the military was TML High, Chattam High, and Dan River. Top three in employment was TS High and top three enlistment was Chadam, Dan River, and Tungst High School. So I think the progress on that we have experienced here has been um very outstanding and I again

031will continue to say that the students that the faculties the employees so far certainly work to make sure that we have nurturing very proud of the hard work that are that our students have performed and again they continue to show that the F County schools is a great place to truly learn and work. Just a couple recognitions I'd like to provide for you since we last met. We did have DA High School students participating in the 41st annual Rotary Youth Leadership Award. I think they attended this in when it was bad weather. Um we had some Christmas time fun at Chris at Chattam Middle School. Some band concerts and so forth and some plow painting by one of our schools. A lot of our schools were doing that. Um recently we had also um some

032STEM events um located there as you can see right there. That was a STEM um activity recognizing our award winners at the STEM Academy for the fall. Recently, George Flickinger, everyone knows him. He is the um the chief meteorologist at WCT. He visited Cadam High School to talk about science and weather and how math is involved in forecasting. Um and then our um career and tech center arts students hosted a Christmas lunchon and they hosted the central office staff did an outstanding job. The the young people in that program under um Mrs. Bradley um just performed very well, very professional. Um their presentation was wonderful and the food was certainly delicious. And then Union Hall Elementary School conducted a family day. Mount area conducted STEM days and a local veterinarian from Dr. Susan Nukem visited

033Breton Middle School's career connections lab provide those students some um opportunities for their you know what she does and to boost their in terms of that particular program. upcoming events. Um we have um all county band Thursday, January 15th, 2026. That is this Thursday at 6:30 at St. Gret High School. You'll get to see the showmanship of our band students. And then 2026 DSBA Capital Conference in Richmond is January 26. I think you're aware of that and you are signed up. Those of you are planning to attend. And other than that, those are my remarks. Chairman, >> thank you, sir. >> All right. on a new business. Uh you each should have the new committee assignments for 2026 at your desk. Very very little changes that we made on that. So I think everybody is

034good with that. Any questions from that? >> Um the board scheduled a joint meeting the board of supervisors. Uh Mr. May he was already working on that. We have a tunitive date midFebruary but he is working for that. So that will be upcoming. >> Yeah. If you you know I asked Mr. Shorter last year we did it February 18th and so he looked when the board is meeting um and he look at February 17th at 2 o'clock. It's tendedly they should confirm that he will get back with me and I will notify you both. we can publish that meeting that's considered a meeting February 17th 2:00. >> Okay. Then we will move on to we've got recommendations uh from the building committee. U so I got a few motions to make on that. Uh accept

035a re recommendation to request for naming of school for property because it fails to meet school board policy requirements. Can I have a motion on that, please? >> What are we talking? >> It's from the building uh building committee. >> Second. >> All right. Any discussion? >> You want to go over? >> Um softball team from from Tonville High School had recommended we uh name the padding after the 2016 17 whatever year it was and that does not meet the criteria for what what school board has on that. So, we denied that request. And then, uh, there was another request. Um, >> it's in here. >> No. Um, at some point last year, one of the, uh, maintenance workers from >> discovered found a bronze plaque somewhere in Whitmore School. Not sure where it was.

036Real nice plaque. uh real heavy plaque and so he brought it to us and uh Mr. Pay who had a a frame made for it and it actually was given to the Whitmore school in recognition uh from World War II veterans who served uh and were members of the Woodman community. So we determined or we decided what we might want to do with that. So, we discussed it the other night in the meeting and we uh passed the recommendation that we present it to the Whitmore Community Church of Faith which is directly across from Whitmore School. They have walls in their church that they have different plaques uh pictures, photographs of past principles, workers and etc. And they wanted this. So, we passed the we made a recommendation the other night that we donate it

037to the Whip Church of Faith and a real nice plaque and there really >> Oh, yeah. two just >> dedicated to the memory of our boys and girls who served in World War II, the Wood Alumni Association. We don't know who they are, but this is a nice plaque that they put in the school there. So, it will be on display at the Whitmore Church. And I think they want to do that. Um, Mr. May somewhere around the end of the month. I'll let you know if you'd like to participate at the church presentation. >> One one separate. Yeah. So, thank you, Miss Henderson. We'll go back. We got a motion and a second on the first uh request to deny. So, real >> can I ask what criteria it failed to meet? Like why

038didn't In general, when when there's a request made made to name a property, it uses the criteria in terms of someone who is honored because of significant contributions if they um so forth there. This was named for a particular group of individuals that were on the 2009 softball team and in general it's usually named you know usually on situations like that if you're going to name property it's going to be something you know that's a significant contribution and so forth. in typical team or something so forth what you might see is it would be something like banners and those different things that you would do. So that's that's what's been asked of the building committee to consider. >> I think the building committee recommended not approving. >> Okay. >> All right. Any other discussion on

039that one? All right. Again, the motion is to deny. Roll call, please. >> Mr. Daws, yes. >> Mr. Der, >> yes. >> Mr. Henderson. Yes. >> Miss Merrick. >> Yes. Mr. Mills. >> Yes. >> Mr. M. >> Yes. >> Miss Shields. >> Yes. Second. Mr. Henderson. This one over. We have got a recommendation from a building committee to donate plaque on formal Whitmore schools uh students who served in World War II to the Whitmore Church of Faith. Motion on that. >> So moved. >> Motion and a second. Any discussion? I might say one one item there. The reason that we the reason that we wanted to put it in the Whmer community is because it came out of the Whoop. >> That's where it was placed somewhere after World War II maybe in the late

04040s early 50s unfortunately. That's 80 some years ago. Nobody around so to speak that can tell us who the alumni is. But it was good gesture. >> Yeah. And just a comment when they when they found that brought that to my attention and I and I immediately spoke to Mr. Henderson being the board member of the area and you know Mr. Mr. um Hudson maintain director is the one who saw that and his maintenance work got that and cleaned that up and put that if if anyone want to see it against you. It is a heavy piece of um um um memorabilia I guess you would say, but it's it's it's a very honor. I think the church would enjoy that because Whipple no longer open a lot to that community. >> Any more discussion?

041>> Motion to second. Roll call, please. >> Mr. Dos, yes. >> Yes. >> Mr. Henderson, Mr. Mr. Mills, yes. >> Mr. Hills, >> yes. Uh lastly from a building committee uh schedule a building committee meeting uh March the 5th 2026 we call the time >> well originally we called four budget committee at six that's what we're thinking capital privilege so really have a meeting stand at four but just just confirm it to be at 5 roll Mr. >> Yes. >> Mr. Henderson. >> Yes. >> Mr. Hails. >> Yes. >> Mr. >> Yes. Uh I need a motion to reschedu the January 27, 2026 Bush committee meeting uh to move it to um January 29th, 2026 at 6:00 pm. A lot of us will be coming back from a capital conference then. And so that was

042the reason for the move on that. So be a motion for that, please. >> So move second. >> All right. Motion and a second. Any discussion? >> All right. Roll, please. >> Mr. Dolls, >> yes. >> Mr. Fish, >> yes. >> Mr. Henderson, >> yes. >> Miss Mr. Mills, >> yes. >> Mr. Mr. >> Yes. Uh lastly, revision of school board policy LBD home instruction. Um you got any comments on this? >> Sure. This this just came to us today. We went ahead and made the change. It's very minimal. It's really just a couple words and it doesn't really change a lot of the policy, but we wanted to go ahead and get that all if you if you had a few things to look at. It's just simply changing a few things in terms

043of instead of saying are compiled just saying for instance the syndicated school would recognize that when requirements entered to the code have been satisfied um instruction of children um is an acceptable altered form of education of the commonwealth when they and it says any parent of any child who is five years or older. And so it it just clarifies some things. They really did not change the content. This is the BSBA school association made recommendation. So just I would just you know just say to the board this, you know, this is a minimum change. I would say, you know, if you are agreement with it to make the make the a waiver second reading, we're going to implement that policy move forward. If you're okay with that, >> any discussion roll, please. >> Mr. Ms.
