001Good evening everyone. I call this meeting to order. Please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you for joining us this evening. Please be advised in the event of a fire emergency, an alarm will sound. Please know all emergency exits and evacuate well away from the building. At this time, we request you please turn your phones to silence. Thank you for your cooperation. We have a big meeting in front of us. We have a couple sports teams to talk about their season. We have a couple goodbyes to make as a board. So, I'm going to get right to it. Any additions, deletions,
002or changes to the agenda? Dr. Chanel? >> No, we don't have any additions, deletions, or changes this evening. >> Thank you. We're going to move to consent agenda. Resolved that the board of education upon the recommendation of the superintendent approve the consent agenda items as listing 1 through 8. Minutes, general fund warrants, school lunch fund warrant, capital fund warrant, budget transfers for May, appropriation and revenue status report, extra classroom treasures report, and cse recommendations. May I have a motion, please? >> So moved. >> A second. >> Second. >> All in favor say I. I. I. >> Any opposed? That motion is carried. We're going to move on to communications and we're going to start with points of pride. Mr. Richlicky, if you could start us off, please. >> Let me get there. [laughter] >> You're
003too fast. >> Sorry. >> I'm good. Our uh middle high school has been busy this past month. Our students performed beautifully at our annual spring band and chorus concerts. enjoyed a fun Camp Raider celebration and found success on the athletic fields with two of our spring sports teams capturing sectional titles. Our eighth graders experienced a twoight three-day experience in Washington DC. They visited Arlington National Cemetery, the 911 Pentagon Memorial, the Smithsonian Museum of American History, Steven F. Udvar Hazy Center Air and Space Museum and several other memorials and monuments. They also enjoyed a guided tour of the capital. Thank you to all the chaperones who helped make the trip a success for our Raiders. Six senior candidates presented their culminating projects in Spanish to a panel of administration and faculty members to earn the New
004York State Seal of Biiteracy. Congratulations to Emma, uh, Aiden, Maggie, Kiara, Galora, and Julia for obtaining this remarkable achievement. Our annual breakfast of champion celebrations were a huge success. Our Raiders in grades 6 through 12 who achieved the distinction of high honoral status throughout the school year were celebrated with a breakfast in their honor. Congratulations to all the students on their hard work and dedication this year. This past month has been filled with memorable learning experiences and celebrations for our elementary Raiders. Students in grades preK through 5 participated in our annual Steam Day, engaging in hands-on activities that fostered creativity, collaboration, and problem solving. Our fourth grade students explored future career pathways during career day, learning from professionals representing a variety of fields. Students across multiple grade levels also enjoyed educational field trips that extended
005learning beyond the classroom. Our physical education teachers organized an outstanding field days that promoted teamwork, sportsmanship, and school spirit. >> We proudly celebrate our prek Raiders during a special outdoor graduation ceremony featuring a formal procession and diploma presentations followed by engaging outdoor activities that highlighted our commitment to developmentally appropriate play-based learning. These opportunities reflect the dedication of our staff, families, and community partners in creating such a meaningful experience for our students. >> Thank you everyone. Uh I have a [clears throat] couple of correspondents that I want to communicate. First, um upon board approval tonight, we are going to set the date for our reorganizational meeting. That will be July 14th. Um I want to do a board picture before that meeting. So, if everyone can just plan on getting here maybe at like 5:45, 5:50.
006I'd like to get our picture taken early and post it on the website. Sometimes we're a little slow on that. Um, so we have a new member joining us and so I want that picture up. If anyone cannot make that date, please let me know sooner than later. We completed our board self evaluation as we all know. It's been talked about some. Um, we went to super avail this year and I'm pleased to report that we were effective in all five areas of the evaluation. The five areas that were graded on are vision, leadership and accountability, board governance and policy, communication and community relations, fiscal resources, staff recruitment and environment and ethical leadership. So we came in effective the rating scale is ineffective developing effective and highly effective. We are effective in all areas. Dr.
007Chanel and I will use that information and what we've um heard from the board in terms of what is wanted in terms of some trainings and come up with a plan for August. We have a workshop planned August hang on 13th from 5 to 8. So please remember that. Please get that in your calendars. Um, and we will uh plan the training based on some of the information we learned from this board self avail. We have a scheduled session with a trainer in a couple weeks that we've um scheduled. Anyone want to add anything to the board self avail? >> So like the discussion for the self-evaluation. >> Yeah. just I think that uh we did a nice job uh discussing. I think that I appreciate the feedback that the board members gave. Um I
008think it really does help us move forward and be um what's the word? Insightful like self-reflective of you know how we do business here on behalf of the community and I do look forward to uh working to get better. I think it was a good process using super avail. >> Yeah. >> For a second time >> to that point. any input to that from the board members that I felt the process was fairly simple. We'd already done it with Becky and her super avail input on pros, cons, dislikes, things that you may want to change. >> Easy enough. It's it's clumsy when you first start, but then once you get the hang of it, it's it's fine. >> Yeah, I got some of the same questions across the board from people um about some stuff.
009So it was all I think we all sort of pick up in the same places. Um but it was really simple for me as board president to gather that data and look at it. Uh so that that's I appreciate that part of it. Um all right. Anything else about board self-evaluation? All right. So please mark your calendars for August 13th 5 to 8. Um probably when it gets closer we'll coordinate like a potluck. So, like we did last time where we all just bring something to eat and so we're eating during that time and taking care of ourselves. Lastly, we have a couple goodbyes that I'd like to discuss. Um, first, Kiara Null has [snorts] been our de facto board member this year and this is her last board meeting. I want to thank Kiara
010for her service and her commitment to the board. Thank you very much. [applause] With Kiara's permission, she has said I'm asking, "What are your future plans? What are your hopes? And what are your takeaways?" >> Um, >> you don't have to answer [laughter] them all. >> Um, I'm attending Sunni Jio in the fall for archaeology with a minor in political science. Um, and not this is a great opportunity. I think going from like senior year of high school to like first year of college, learning about things that in our community were able to like I'm able to like use this process as like a learning um ability for like the future. >> But if we're able to maybe before the the your school year ends and your um summer gets off, maybe we can meet
011and you can give me feedback on maybe ways we could have done better or helped you more. always open to hearing that and trying to serve the next de facto member even better. Uh so we will have a new person starting in July and so we look forward to that. >> Thank you very much. >> Thank you. >> Um and finally we have a goodbye of Mr. Bickford um our longstanding board member who's been our board member for 32 years. [applause] >> [applause] >> Um, in in true John fashion, he does not want anything said or done and was really reluctant to me even doing this. Um, I called his wife and said, "Hey, Lori, I'd like to say a few words about John. I want you guys to come." Um, and she said, "Yeah,
012yeah, but you got to tell him." [laughter] >> All right, I'll do that. And then I asked one last favor from John. It was second to last favor. And here we are. Uh John has been a steadfast presence at our board meetings. Um especially as there's been a lot of new board members, he was very critical for me and my sort of onboarding. Um his knowledge of school board governance and things that have happened over the course of 30 plus years is pretty remarkable. Um and his uh remembering things is pretty awesome. You will be missed terribly. Um, and there's not a lot that can be said to say how important you are to the board in this community and we appreciate you and everything you've done. With that, we have a plaque that we'd
013like to give you and it's for your 32 years of service. [applause] Um, John was asked to have a few words and I feel like he deserves that after 32 years. Have as many minutes as you want, John. >> First of all, not only was I reluctant to do this, I was reluctant to even come. So, it was uh [laughter] the two girls had a thing and then they dragged my daughters and significant others and all that stuff, but very few things irritate me. One of the things that irritates me, I might as well start off negative, is when you see reporters reporting on news and reading their thing off their phone. >> John Bigford doesn't do that. I started writing down notes last week and this and I'm I'll be brief. I didn't I
014didn't think I was going to get to this part and already be I I was I was raised in a small town >> and I was educated in a small town. There's nothing better to start an education off than being in a small town. The education that you get is it's is amazing. And I'm I'm I'm deeply honored to share my 32-year journey with this district plus 13 years as a kid. So 45 of my soon to be 65 years have been at this district. And standing here tonight, it it is my belief, my firm belief that I am leaving this district in an undeniably better place than I found it in 1998. both myself and the 55 other board members that I served with, not not just me, it was me and 55 other
015board members, this place is better than it was in 1998. 565 meetings later, [laughter] >> I cannot count. I I I can see the living [snorts] breathing music of not only our success but of every student that has walked the halls of Kellom and also graced us with their presence on the football field on a Friday night in June or even the front yard of the school that one year in June. Every single debate I was involved in, every single budget, every single thing that I helped shape around here and gave my two cents on was driven by one single goal and that was to ensure our kids had the best possible keyword foundation. Foundation to build their lives upon. I was trusted to be a steward in this process and that is a debt
016I can never repay. That that is the key. If you guys are going to remember one thing about tonight is the word foundation. That's where it all starts. It starts in this room or the chorus room with these people and these people. That's it's the foundation and that's what it's all about. And I'm I'm just about done. I'm in the I'm in the turn, man. [laughter] Robert Hunter reminded us to let your life proceed by its own design. And while my design will no longer include board meetings, I hope a small piece of my heart will remain right here in this chair or in the other room, the chorus room. For forget me, I don't care. Just remember the word foundation. And in true true grateful dad fashion, [laughter] I close with fair you well.
017Fair you well. I love you more than words can tell. My heart is full of gratitude for the trust that was placed in me in handling the future opportunity that I was given to be part of so many young kids' lives. That's that that sums up 32 years just like that. And I'm I'm glad I'm glad you guys were here. It was cool. That was [laughter] I was uh it's been an honor. It's been it's been a privilege to sit in this seat for 32 years. And uh I I I thank every single one of you. >> Thank you. [applause] >> [applause] >> I'm so grateful that his family is here with us tonight. Um, as everybody at this table can attest to, not just board members, but administrators, as a sacrifice that goes into
018sitting at this table for one year, two years, three years, four years, and 32 years is nothing short of remarkable. Thank you for sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sh sharing him with us for the sacrifices you all have made. Um that is much appreciated and not missed and you can have them back. [laughter] >> You sure? You sure? [laughter] >> Um so we're going to move. We have a couple things that uh to do before if you guys need to exit. I understand. But we have a couple things to do and then we can do a nice exit. Um guest of the board uh we have varsity golf. Mr. Daffhne, would you like to
019come up with your team and speak about your season, please? Cuz it's been very successful. >> Okay. Yeah. No worries. >> You can I think there might be a microphone on there in case you think you need it on the podium. [laughter] >> Be loud. Be very loud. >> Uh, first off, thank you for having us. I have senior Trent Kesler, sophomore James McCall, seventh grader Keegan Mardle, sophomore Liam Mardle, and sophomore David Preston. I'm so proud of these guys for all the work that they've put in. They live I golf quite a bit and these guys are there more than I am. Okay, I can drive by Colony Country Club at night. They're going to be out there putting until 9:00. I'm sure Bob, you see the same thing with these guys. So, I'm
020so proud that all the work they put in paid off for the sectional title. Um, teamwise, as soon as sectionals is done, there's no state tournament for golf, so that was it for us. I'm happy Trent was able to go out on top. He was one of our two seniors. The other one couldn't come tonight was Liam Tagger. Uh, Happy Trent, his last match was his best one of the year. He shot 81 and we needed every bit of it because the championship score was 334 to 337. Um, and we beat Bloomfield in the finals. And then individually, Liam just got done with the state tournament this weekend. uh in Mil Creek. He represented our school and the community very well. Came in 25th out of 99 golfers, the top 99 golfers in all of
021New York State. Um so I'm, you know, I'm happy I get to be with him for two more years. Like Reed retired, I was kind of handed the keys to the Ferrari this [laughter] is a very good golfer and these guys are all, you know, going to be very good. We have a very young team next year and the years coming up. So I can't wait to spend the next couple years with them. >> CONGRATULATIONS. [applause] THANK you for >> Hey, good job. >> Congratulations. >> Matt watched. >> Good job. Good job. Thank you guys. You [clears throat] represented the school really well. >> Next we have This is a fun night. That is a fun night. [laughter] But um we have the varsity girls softball team and Mr. Dickens. You could please come up
022AND [applause] saying thanks for having us. Um this is we we only had really 11 on our team this year for the whole season and we had five or six that came up for sectionals. One girl was up and down with us, but fortunate to have um four seniors, three captains, Shay, Mia, Colleen, and Emma. Payton did not have her hair like that planned cuz I just I asked, "Are you been able to run like that?" So, I'm glad you waited. Freshman [laughter] Tori, something I don't have to worry about, right? I do apologize. The trophies, I dropped them off on Thursday. They have to engrave them. So, we will bring those >> over to you when I get them back. >> Hopefully this week. Uh, the girls did a great job this year. Sure
023did. >> Um, last year we won 12 in a row towards the end of the year and then lost to the state champs. So, we had a lot back. Felt comfortable, confident, and the girls rocked it. So, um, fortunate for us. Thanks for letting us go to Myrtle Beach. I think Shay addressed some of you about that. >> Yes. Uh, I think Shay let you want to say a few words. >> Excellent. [laughter] >> Just another thank you for everyone here just making our season possible. We wouldn't be able to be as successful without all of you. Um, it's a great way to end our senior season and I know a bunch of us working very hard the last couple years to finally get it done. So, it's a great feeling. >> Thank you for
024bringing it home. >> Yeah. Thank you. >> Congratulations, John. >> THANK YOU VERY MUCH. >> [applause] >> OH, I FORGOT TO SAY SOMETHING, TOO. I wanted to acknowledge Megan who um coached with me for the last three years. She is the first girl or the first female that won four sectional titles and she came back and coached with us and so it's the first one here that's played and now has coached and won the title. and we are not positive, but she did get hired at Leroy. >> I'm sorry. [laughter] >> I'm going to try my best, but she did an amazing job. Great mentor for these girls because >> it was a good >> um as [laughter] they would attest like she's just a big help and you know as a volunteer she's always
025there. So, >> THANK YOU VERY MUCH. >> [applause] >> MR. OR MRS. MURDOCH, DO WE HAVE anyone for public forum? We do not. >> All right. So, now would be everyone is welcome to stay for the entire meeting, but I [laughter] know that people have lives. If you need to leave, now would be a good time to exit. >> Appreciate it. >> Have a good one. >> Love you. very much. >> Thank you. Oh, >> thank you. Thank you. >> We are going to move to superintendent report. I'm going to bounce it to Dr. Chanel so she can go through her items. >> All right. So, first up for me is the honor roll. Uh, I always mentioned that that final marking period before the close out of the semester is usually the hardest. Uh,
026the children were still in the room, they would probably shake their head in agreement that that is the time of year where we are wrapping up any unit that maybe we got behind on, right? So, I think about a teacher and their scope and sequence. In marking period 7, we are going to wrap up all the learning. uh marking period 7. I am proud to report that 65% of the 9th through 12th graders made it to one of the honor roles whether it be high highest honor role or high or honor role and that is five percentage points above last year this time. So it is clear that the Raiders held on tight through MP7 and finished strong. Congratulations Raiders, right? I feel like they should be clapped FOR [applause] YOU. look at the schedules
027that some of these children have and the kinds of course work that they're taking and the the athletics that they also participate in and the finality of of that for them. It it really is shocking to me to see our honor roles uh continue to stay so high and shout out to our teachers as well. I know that they work really hard to help kids be successful and it's appreciated. Uh next up on my report, I want to talk about two things that I'm going to ask Mrs. Pete to join us at the podium for. We're going to do a quick update on um some changes to our summer reading program and then Mrs. Pete and I will chat a little bit about teacher leadership development and some things that the board uh can look
028forward to at our next meeting uh and learning more from us with with some requests that will probably be coming your way. So, Mrs. Pete, let's start with summer reading program. Will you just update the board and the community on our vision for this summer, please? >> So, I thought I would take a moment. Everyone at the table and probably in the community recognizes and remembers that we talked about every raider is a reader. Uh last summer at our workshop, we talked about our core beliefs and actually at I think our August board meeting, we talked about our core beliefs that every student deserves to grow one c one year in a school year and that we'll use data to drive that instruction and we'll have authentic text [snorts] in students hands. So carrying that
029theme kind of through our summer programming, we're looking um to kind of add think about tier one summer program is all students. Tier two is a small group of students who still are struggling in below level. So some support for that which will be less kids um maybe not as intense support. And then our tier three, which is intensive small groupoup instruction for an even smaller number of students. So, we're looking to kind of provide a an ongoing literacy [snorts] program throughout the summer, partnering with our community, partnering with our educators and our families, and continuing to use Parent Square, the library, and our text to kind of keep reading at the forefront for all of our raiders. >> So, that's kind of the thinking right now around the summer reading program. >> So, last
030year, yeah, we had talked about the summer reading program and we maintained kind of status quo. And so, what I just want to thank Mrs. compete for and of course the leadership at the elementary school which includes our teacher leaders around really thinking about the tiers and how can we now take the philosophy that we rolled out all school year and make sure that we're rolling that out through the summer which is really exciting work actually for all of us. It's probably when we're all in a room together and we're talking about our students and their literacy levels. It's probably when this team gets the most synergy. Uh so I I appreciate um the team staying really focused on that mission. Uh, teacher leadership development is the other thing that Mrs. Pete and I have
031been talking quite a bit about all year and we've been on what I I'm going to refer to as a listening tour. We have um our second series of said listening tour. Uh, so Mrs. Pete, will you just share a little bit about sort of the voices that we're missing at the table, what we're trying to do about that, and a little vision for the future. >> Yeah. So I think one of the most powerful things we can do in a school system is empower our teachers, our educators, our faculty and staff um and build that internal capacity. So we've been working towards that. I think Calony Mumpford has been doing that for years. So if you think about instructional leadership, curriculum leaders, grade level leaders, there's been there's been some support and um structures
032in place around teacher leadership. [snorts] With that, there are some voices that maybe haven't been at the table. So we're a small school. we have singletons or very small departments that sometimes aren't represented. So, we've been working and listening. Um, and really what came out from our first meeting again, we anticipated some things and thought that they might want some supports that they then said, actually, I'm feeling really connected to my department in this way. What I need is this. So, we kind of walked away from that first meeting with the group. And I kept saying the three C's, right? They want to feel feel connected. They want to have communication two-way communication and then also have time to collaborate. So, we're working on continuing to grow our teacher leadership program. And this summer, we
033have two days dedicated to anybody um who is deemed teacher leader to come in and do some professional development. It's time for the teacher leaders to connect and collaborate and kind of build some systems and structures as we move forward. um and really train in some protocols on meetings, meeting agendas, and how to use data to drive your decision- making as a team. >> Trying to think if there's anything else I missed. >> Um the only thing I think I would add is that we did um talk Well, I'm I'm actually going to have you do it since it's your work, but talk a little bit about our Boseies collaboration with our teacher leaders and how we are creating efficiencies in order to add more teacher leadership to our system. >> Yes. So I know
034that you're familiar with Bosey's coasters and aiding. So teacher this year was the first year that Bose's offered um basically uh an aid of what we can aid our teacher leaders. So any of our teacher leader stipen and positions which is around $48,000 in stipens currently was um able to run through Boseies and is aidable and part of that work was um some training and in teacher leadership that was asynchronous through Boseies and our work has kind of expanded off of that based on some feedback and conversations. Um it's really exciting work. I think teacher leadership is probably literacy and teacher leadership are my two favorite things to kind of work through. So, I feel really lucky um to be kind of at, you know, at the heart of this work right now. >> So,
035as a board, we asked you a couple board meetings ago. I lose track of time, but we've done some job description updates. We changed a few job descriptions this evening. You're going to see um mentor, you're going to see twous as we get on down where we're talking about how we're going to pay mentor coordinators. You approved a separating mentor coordinator, one for the elementary, one for the middle high. So a lot of that teacher leadership component that you're watching the changes in the job description is really our way as administrative team of saying this is what it means to be a voice at the table and and again now trying to get more of those voices and doing that in a way that pe to Lindsay's point that not just that we feel prescribed.
036I walked in thinking that we they were going to ask us for something specific and then they did not ask us for what we thought. So it's been really fun to just put the right people in the room, ask the right questions and kind of get that synergy. >> Questions for Lindsay? Yes. Uh the reading um how say for the tier one students, how how will that be pushed out? I mean I heard you mentioned parent square, but then like what? >> So >> maybe it's too nitty-gritty for right now. >> I think there's a couple different things. Right now we're still in the brainstorming phases. Actually, tomorrow is a meeting to get all of the kind of brains in one spot, but I think we have a lot of structures and systems in place.
037So very basic simple example would be just a reading log, [clears throat] right? So, sending a reading log home with students, paper or digital, and asking them to fill out kind of that reading log and set a goal for themsel. Most of our students have power goals based on some of our assessment work that we did this year. So, like they have this goal, they're going to work towards that goal. I know there was the mystery reader, the raider reader that was pushed out. Um, you know, brainstorming some ideas around the mascot, reading a book, like how can we just keep that energy kind of going through the through the summer? um some motivational messages from the principal just different things like that. >> Yeah. >> And is that K12, K5? What? >> Great question.
038So, right now we were talking UPK5. Okay. >> So, in the middle school, high school, the librarian actually sends quite a bit of stuff home with students. So, I didn't think about that till you brought that up, but that's a another great I think I think to add to our list to just kind of continue kind of that momentum through 12th grade for that for the all. >> Yeah. Are any of the books that we have for the classes going to be sent home or >> we talked a little bit about that? >> Not sure whether they're going to come back. >> Yeah, we talked about books in a bag and sending bags home and having kind of swap days to come in and swap. We talked about digital. We also have a beautiful library
039that's right in the village that many of our >> students haven't, you know, been to. Do they have a library card? So maybe one of the challenges is go to the library and get a library card. um you know just any kids in this district could get mur county too. >> Yeah. So Mumford is families may not know that. >> Yep. And even the child library. So trying to just open up I guess I walked into the library this weekend and I was like why didn't we spend more time here? It's beautiful. >> Yeah. So those are some of the ideas at this point. >> And the librarian in Calonia uh has reached out. She's come in to visit with us already. She really would like to connect. So, some of the things that we
040might offer in our tier 2 intervention, we're hoping she will offer some of those same tier 2 style like readalouds, right? Just engaging kids in really great text and talking. >> Yeah. So, can we can we do some of it here? Can we partner with the library? So, they're doing some of it there just to make that connection across our organizations. >> Remember when we used to have a a community book that you read over the summer? >> So, I can actually talk a little bit about. So, it's also summer curriculum proposal time. So, our middle school teacher leaders have put in a proposal. I I feel like if anyone's watching this, I don't want the kids to, you know, hear [laughter] while you'll be gone. So, there's a book that's called The Amazing Generation.
041It's a graphic novel. Um, and it's around creating um a positive digital footprint and actually being able to recognize when maybe you're using technology too much. And so, um, there's a group that put in a proposal. They basically want to do some work around that text for sixth, seventh, and eighth grade. So, that would be kind of the middle school book to bring some community and culture together and spend some time building a middle school identity kind of around that, tying it to the Raider Champions 5, how do we behave respectful? Um, so yes, >> just a little bit of a twist. >> Okay. Yeah. Yeah, I don't even remember what books they were, but I remember >> knucklehead was one I remember was really good at. >> Any other questions? >> Thank you, Mrs.
042Pete. >> Of course. >> Next up, we're going to talk a little bit about some changes that are coming to the middle school schedule. So, I will ask Mrs. Marcelo and Mrs. Rogers to join us at the podium. I'll let Mrs. Marcelo get us started and then Mrs. Rogers will share a little bit about some program development that's happening in special education so you guys are aware of some of the changes that are coming. So Mrs. Marcelo talked to us a little bit about middle school art. >> Yeah. So we we came to the table um a few months back and talked about um it seems that the past few years we're really looking at the middle level schedule and trying to maximize opportunities for our students there. Um [clears throat] what we ran into
043this year with the you know the data collection that we were doing surrounding literacy and even some math is that we really struggled to find time in the day to get kids intervention time uh outside of home base which then they're pulled from home base which prevents them from being able to see whatever teacher for whatever reason. Um students receive the art credit that they need. They actually receive more than what they need right now in the middle school level. So when we were thinking about ways that we could shift to maximize um art 7 was the place that made most sense. Um so what we're looking to do next school year is um seventh graders will not take art. They will have an opportunity in their schedule to receive uh enrichment services or um
044AIS or whatever support they need and we'll certainly monitor it to see the success level and then if we need to then shift it the year after we have the flexibility to do that. So it's just a small date for us scheduling >> and we have art club. >> So I just talk about that just a little bit. I've already had one student email me about losing seventh grade art, right? There's already some advocacy there. So, let's just talk a little bit about that. >> Definitely a population of students who really love art and one ticket every year. Um, and >> [snorts] >> ultimately, I think that's a direction we're heading in. We have the arts pathway coming down and we really want to provide opportunities for students who are interested in that to receive
045higher level art courses. Um, so this is kind of step one heading in that direction, too. So certainly advertising that if seventh graders really want art and they they don't have it in their schedule next year that there are extracurricular opportunities in art club that they can take advantage of. So they're still receiving the opportunity to participate even if it's not in their day. >> Will there be a limited number of spots in art club or >> I don't think so. I don't think we ever run into that issue. I think Vick is pretty flexible with with how much she can offer and we can certainly just continue to provide supplies. Um I don't think we would turn anyone away. So, good question. >> And then Mrs. Rogers, you want to talk a little bit
046about some program development at the middle level? >> Sure. So, um, just in the spirit of always keeping an eye on our current student needs um, and the programs that we offer and what, um, what else we might be able to add to our continuum to better address student needs. Um, there's a pocket of students, um, at the middle level that, um, just based on their learning needs are needing more intensive support. um the gaps a little a little wider um in ELA and math um and teachers finding it hard to address those gra those gaps in the gened um co-taught classroom. Um so we are looking to build a what's called a [snorts] 15 to one classroom um for both ELA and math at the 78 level. So 15 to one meaning no more
047than 15 um students with IEPs in the room taught by a special ed um teacher just in those two subject areas they would experience um the consultant teacher services in the gened classroom for science and social studies. >> Will you speak to the certification requirements for 151? So, at the um from 7th grade um up through 12th, if you are teaching a special class um meaning you only have students with IEPs in the room, um the teacher teaching that needs to be either certified in both the content specific and special ed or you need another teacher to come in um and provide one of those certifications. So, both certifications have to be in the room. Ideally, it's a one special ed teacher that also is certified um English, for example. Um and if that's not
048the case, you can co-e that. >> So, as you're planning this out programmatically, our teacher certifications, will you be for the 151s two teachers in the room? We have teachers, we kind of have both going on. So, in in um for ELA, we do have a special ed teacher who certified both English and 712 special ed. um and she's very excited to put uh her um English certification to to good use. And then I don't have um that in math in terms of a teacher that has the room um in their schedule. So for math, we'll have a special ed teacher and a math um gened teacher co-eing their class together. >> Thank you. Questions for Megan? >> Couple. Um do you [clears throat] think this is grade level specific? um like the seventh eighth
049grade uh coming out of sixth grade or is it going to follow this cohort of students? >> Good question. So I think but my goal for it is that this these particular students will have a intense um instruction in ELA and math at their level and really um close some gaps with the intention of the eighth graders then rejoining um a gen ed um with consultant teacher services support in the high in the high school. Um seventh grade if they need two years before they're um can continue. But the moment that we're feeling like those gaps are closed enough and they can return, that would be the uh the goal. But in terms of whether or not this classroom will run next year, looking at like current sixth, fifth, fourth, there is a p there
050is a pocket of students who are likely going to need this. So the current next year, seventh and eighth may move on, but there is um kids that are going to likely need that support coming back through. >> Thank you. Any more, Mike? >> No. Uh, >> the It's interesting that it's seventh and eighth specific and that we're really going hard at the seventh grade level. And I'm wondering if there's an intervention that we're missing. I mean, this is into the weeds a little bit, but if we're missing something in fifth, sixth, um, and obviously you've looked into this where we could start to bridge those gaps there. I know the transition from elementary to middle school is is hard on those kids and if if a lot of the loss is happening in sixth
051grade where a more intensive setting would really benefit those grade level students. >> It's possible. I think if what I'm thinking about the the the students that are going to be in this class, we're talking about students with pretty significant learning disability. Um so not necessarily that they arrived here because of you know lack of tier one or tier two instruction along the way. um just their learning uh needs are are quite different. Um and then the last couple of years it's become it's it's becoming more apparent that those needs are different. Like we're all we're all learning foundational skills together. You know, the pace in which we learn them can you can mask some of that. But then as we get to seventh grade ELA and you're working on still uh mastering sounding out
052CBC words that becomes pretty pretty challenging and we certainly don't want kids to at this level when we become more self-aware to look around and feel um different or uncomfortable based on their own learning. >> Thank you. And last, and honestly, I'm really glad to report out that we have a state budget. I don't know if you guys have noticed that on the news, but we have a state budget, ladies and gentlemen. Um, we, you know, we built a school district budget based on what we thought we were going to have. And I am pleased to tell you that now that that budget has passed, we are actually sitting at an increase in aid from the state of New York at right around 98,000. So 97734. >> That was the increase. That is overall that's
053our increase. And so we saw the increase in foundation aid which we were projecting was going to be 4.1. It came in at 4.37 which was almost 17,000 more than what we thought. The Boseies aid that we budgeted for versus the aid that we received is up uh almost 71.5,000. [clears throat] Our access cost aid we budgeted for 4326 and that actually came in at 441. So in general as you look at some of these larger categories like none of them were massive but each of them enough that by the end uh we are anticipating 97734 as additional revenue u from the state. So right we >> that's fantastic. >> It feels good doesn't it like it's scary it's scary to go out at 0% right you're actually thinking like are we doing what's right
054by our community and we felt very strongly that we could do that and feel and feel good about it for this coming school year. So to end up with $97,000 more dollars, like we we're really in a good spot coming into this next school year. So >> you know, thank thank you and the community for your support. [laughter] Uh yeah, it's rare that an enacted budget is better than what we anticipated, but we'll take it. >> Can we get the STEM teacher then? >> Can we get the STEM teacher? Guys, we probably could have gotten the STEM teacher. We should have rolled the dice for Look at that. [laughter] Well, in the in the end, right, in the end when we're budgeting, so I I say that in Jess, but yes, it was very challenging
055not to hire the STEM teacher. So, I think what we need to do is next year we probably need to roll the dice with the STEM teacher, right? We we've seen for a couple years now that I think we I think we could have handled it. >> And so, it's probably time to say that we can do it in any you could >> I I worry about I worry about the state. We've talked about this on a few slides, right? We got we just got 97. I feel bad even saying that out loud. Community, not to our community, but to the communities around us that we got more in aid than what we were anticipating. Um, we the state is fickle. >> You know, I I don't know what what it will be next year
056and and neither do you. I think in general, our 4.37% like where we're at, I can tell you that our increase in money actually came because we talked about that wealth ratio. like we're starting to have some needs within the walls of our school that are slightly different. This money actually was driven by homelessness and English language learners. So what they did is they increased in the foundation aid formula the waiting for those two subops. And so we saw our $16,900 increase there actually is coming because we do have some increase in homelessness within the district. So when we have kids that need the state foundation formula actually generates around that. So that's what you're seeing. Um so just in general we t we've we've talked about that a little bit but I think it
057is imperative that we continue to talk about the fact that our student body has needs that they bring with them from home and that as a school system we have to mitigate those needs in order to make sure that they can learn to read and learn math and science and social studies. So the needs of our students is what's driving that money and we should acknowledge that those needs are also driving some of our teacher frustration and the needs for our system to adjust and focus a little bit differently and make sure that we're providing the supports that our buildings need to be really successful. So it's both a celebration and for us and aid and and an acknowledgement that that money is coming because it is clear that the needs of our population is
058also changing. Thank you. Questions? Questions. >> Thank you, Dr. Schnel. We will move to old business. Adoption of code of conduct. This is our second read. Resolved that the board of education upon the recommendation of the superintendent adopt the code of conduct for the 2026 2027 school year. May I have a motion, please? >> Yep. >> Second. >> Any discussion? All in favor say I. I. Any opposed? >> That motion is carried. We're going to move to new business. Number one, first reading of two policies. Number 7513, administration of medication, and number 7521, students with life-threatening health conditions. Dr. Chanel, would you speak on those quickly, please? >> I will. So, we actually looked at these policies the last time that we were together, so you're seeing this again. This really is about the fact
059that medication for students that have severe allergies is changing. So, we're all familiar with an EpiPen and how the EpiPen is delivered. Students with severe allergy have been allowed to carry their own EpiPen in order to self-administer. This is actually granting permission for kids to self- carry other forms of epinephrine. And so, doctors are beginning to prescribe like nasal sprays. When our kids need that, we want them to be able to carry. So that's what you're seeing in the policy of um these two policies being remedied. >> Thank you. We're going to move to number two. Approval of summer wreck program transportation resolved that the board of education upon the recommendation of superintendent approve the summer rec field trip transportation request for the 2026 summer program. May I have a motion please? >> I'll make
060it. >> Motion by um Becca. Second. >> I'll second it. Any discussion? I >> think it's really important that we do this for the wreck program. They are a great service for every one of us. >> Second that. >> All in favor say I. >> Any opposed? >> That motion is carried. >> Number three, date of the annual organizational meeting resolved that the board of education hold it annual reorganizational meeting per board policy. Number 1620 on Tuesday, July 14th, 2026. May I have a motion, please? >> I'll make it >> a second. >> Second. >> Any discussion? >> What time do you want to do that at? >> 6 p.m. >> 5:45. >> We're going to come a little early to take a picture at 5:45 5:50 and then the meeting starts as scheduled at
0616 p.m. >> Um, all in favor say I. >> I. I. >> Any opposed? >> That motion is carried. Number four, acceptance of bid cleaning services. Resolved that the board of education upon the recommendation of the superintendent approve the cleaning services bid for JV cleaning services for the 2026 2027 school year. May I have a motion, please? >> Yeah. >> Second by Becca. Any discussion? >> Can I just say that this is the s this is our cleaning service that works for us in the evenings. They clean both of our buildings. Um, we go out to RFP for this service in the spring. So, the RFP then draws back in those biders. Uh, they bid by square footage and then we award the bid to the lowest responsible bidder. There is a process that we
062go through around responsibility. Uh, we budgeted $230,000 for our cleaning and the and our um the bids came back lower than that. So, we did really well in this bid process. So, congratulations to Brennan and John Walther and the team uh and making sure that our our schools are set up for next school year. Well, >> yeah, >> that's not is that that's not the company we're using this year. >> It is not the company. We did use them in the past. Yes, they were with us. They were very good. >> They were great. They were great. They are uh I would say owner operated. The owner of the company is here each night cleaning and so we I feel like we we will enjoy having them back. It was nice to to see their
063name pop up as the lowest responsible bidder. Thank you. >> All in favor say I. >> I. >> Any opposed? That motion is carried. Number five, approval of transportation request to out of district non-people schools for 2026 2027 school year. Resolved that the board of education upon the recommendation of the superintendent approved the transportation request to out of district nonp public schools for the 2026 2027 school year. May I have a motion, please? >> I'll make it. >> A second. Second. >> Any discussion? All in favor say I. >> I. Any opposed? That motion is carried. Number six, authorization of board president to appoint impartial hearing officers. Resolve that the president and vice president of the board of education are designated and authorized to appoint impartial hearing offers from the New York State Education Department's
064rotational list of impartial hearing officers when a request for impartial hearing has been filed with the district. Pursuant to part 200 of the regulations of the commissioner of education and board policy number 7670. May I have a motion please? >> So moved. >> Second. >> Any discussion? >> Dr. Chanel, I had a question from a community member about this. Okay. >> Is this not for uh suspension hearings? >> No, this is not for suspension hearing. This is actually a function of special education due process rights. >> I was wrong. Okay, >> this is a good question. I asked the same thing. >> Um, all in favor say I. >> I. >> Any opposed? >> That motion is carried. Number seven, approval of impartial hearing officer compensation rates resolved at the board of education of the
065Calon Mumford Central School District upon recommendation of the superintendent of schools shall compensate impartial hearing officers who have been certified by the commissioner of ed of the state of New York to serve as impartial hearing officers in accordance with education law section 4404 and 8 New York CRR section 200 at the following rates for services and expenses. Number one, certified and partial hearing officers shall be compensated at the rate of $100 per hour for time spent in pre-haring, hearing, and post-hering activities of researching and writing a decision. Number two, certified impartial hearing officers will be reimbured
066for reasonable and customary office expenses of photocopying, postage, faxes incurred, and travel time to and from the hearing at the rate of $40 per hour. Number three, automobile travel shall be reimbursed at the then current per mile rate, which is established from time to time for travel by district employees and representatives. Four, airline or train travel shall be reimbured if the crude actual reasonable cost incurred by the impartial hearing officer. Number five, the district will reimburse impartial hearing officers for the cost of the lodging up to $80 per night with receipts submitted or $50 per night without receipts submitted for hearing dates that fall on consecutive days. May I have a motion, please? >> I'll make it. >> A second. >> Second. >> Any discussion? question on uh number one when it says the German
067is on two or more business days notice. So if it's if they give three days notice but not one day notice. Am I misunderstanding that? >> I am going to maybe defer to Mrs. Rogers. Mrs. Rogers >> quickly trying to reread it and see what it says there. It says um >> the district does not and will not pay for hearing dates which are adjourned or cancelled regardless of the reason when the adjournment or cancellation is on two or more business days notice. >> So if the way I interpret that is exactly what you said to begin with. If there's two days notice of the cancellation, we're not paying. If for some reason it's the day of and there's a cancellation, the hearing officer is prepared for that day. They're going to bill us for
068the for for the day. like as long as the cancellation happens two business days prior to that date. >> But then what's the bill? >> What's the or more? >> So if I cancel on three days before, >> so we have in this particular case, we have a hearing set already. It's set for the 11th or the 12th of the month. So as long as it's canled between now and the 10th, right? We aren't paying for that hearing. If we don't cancel it, if we don't cancel it or it doesn't get cancelled, the hearing officer is already prepared, >> right? They're ready to roll. So, they're going to charge is how I interpret that language. >> Megan, do you concur? >> Yes. >> Okay. All right. >> Thank you. >> Sounded like a puzzle. [laughter]
069>> All in favor say I. >> I. I. >> Any opposed? >> That motion is carried. Number eight, approval of contract for specialized consulting services. Resolved that the board of education upon the recommendation of the superintendent approve the contract for specialized consulting services between the Summit Center and Calonia Mumford Central School District for behavioral consultation up to 10 hours for the 2026 2027 school year. May I have a motion, please? >> Yep. >> Second. >> Any discussion? I I would just add that this consulting service is for a particular student and um we appreciate you all approving this this evening instead of at the reorg. It gives Mrs. Rogers an opportunity to get dates and times in place. So you'll see that for both numbers eight and nine. So thank you. >> All in favor
070say I. >> I. >> Any opposed? Motion is carried. Number nine, approval of contract for specialized services. Resolved that the board of education upon the recommendation of the superintendent approved the contract for specialized consulting services between the Summit Center and Calonia Muffford Central School District for behavioral consultation for special education services up to 10 hours for the 2026 2027 school year. May I have a motion, please? >> Sure. >> Second, Becca. Thank you. discussion. >> Yes. When they say 10 hours, do they mean 10 hours over the whole school year or what? >> Yes. 10 hours across the school year. >> Oh, okay. It's to deliver on services required within the individualized education plan. >> Okay. >> And the plan, the individualized education plan will specify the the frequency and duration of those services. >>
071Oh, okay. >> All in favor say I. >> Any opposed? That motion is carried. Number 10, approval of school to work. Did I miss one? Dr. Chanel, am I good, guys? >> I think you're good. >> Okay, thank you. >> Oh, wait a second. Yes, you're good. Okay. >> Number 10. Approval of school to work job description. Resolved that the board of education upon the recommendation of the superintendent approve the schoolto work job description as attached. May I have a motion, please? >> I'll make it. >> Second. >> Any discussion? All in favor say I. I. >> Any opposed? The motion is carried. Number 11, approval of agreement. Music Therapy Pathways Creative Arts Therapy, PLLC. Resolved that the board of education upon the recommendation of the superintendent approved the agreement between Calonia Munford Central School
072District and Music Therapy Pathways Creative Arts Therapy PLLC commencing on September 1st, 2026 and terminating on August 31st, 2027. May I have a motion, please? I'll make it >> a second. >> Second. >> Any discussion? >> All in favor say I. I. >> Any opposed? >> Are these um time periods like with one individual student or could it be a group kind of thing? >> Um I will ask Mrs. Rogers to weigh in on that. Mrs. Rogers, your music therapy pathways students individual therapy or in groups is the question Mrs. Ro is asking. >> There's both. It's just dependent on the students particular IEP. Um, but the therapist comes in and sees some students in a group setting and she sees a couple other students individually. >> Okay, >> I'm going to do a vote
073again. All in favor say I. I. Any opposed? >> That motion is carried. Number 12, approval of contract aiology services. Resolve that the board of education upon the recommendation of the superintendent approve the contract between Calonia Mumford Central School District and Hearing Evaluation Services of Buffalo for the 2026 2027 school year. May I have a motion, please? >> I'll make it. >> A second. >> Second by Becca. Any discussion? >> What What role do they fill for us? >> So, aologists actually handle again things with inside special education. So I will let Mrs. Rogers just talk to that please. >> So this um service is for students with like central auditory processing disorder. Um so the aiologist comes in does the evaluation to determine need makes recommendations um outfits them with any technology. Um and
074then comes in monthly to check the technology and work with the team the teachers to see if there's any environmental accommodations. >> Great. Thank you. >> All in favor say I. >> Any opposed? That motion is carried. Number 13, creation of workers compensation reserve. Resolved that upon the recommendation of the superintendent of schools, the board of education hereby establishes a workers's compensation reserve fund pursuant to section 6-J of the general municipal law. May I have a motion, please? >> So moved. >> A second. >> Second. >> Any discussion? >> I would like to and of course board members can speak to this as well. We had a work session with our auditor and our financial planner to really talk about our reserve plan. Um, and inside our planning for that, the recommendation was made that
075we should create a workers compensation reserve. Uh, right now we are asking that the district consider funding or creating that target as we've been doing with all of our reserves that we set a target. We're going to set the target at $200,000 for that reserve. That would give us four years worth of invoice paid. So we're we're in in this particular um reserve, we would be billing back invoices uh for workers compensation. So that gives you an idea of the average cost uh that we're paying each year in workers compensation claims. This also is going to allow us to address the comprollers's concerns about the unemployment reserve. So we're going to open the workers compensation reserve tonight. As we get into the summer, you're going to see us coming back and asking you to take
076care of moving money out of that unemployment reserve and into this one in order to fund it. So, we're not asking that you make any deposits into this reserve this evening. >> This was our meeting with Mangle Mezer Bar. Yes. And this gentleman uh met with us and he really provided a road map to different kinds of reserves that the district should be utilizing. He identified some reserves that are kind of a thing of the past and and really helped the district or or John, Dr. Chanel and myself um and Mr. Cwell um make decisions on what we should do with this and that was a prudent choice for for us to make. >> All in favor say I. I. >> Any opposed? >> That motion is carried. We're going to move to number 14
077creation of Bosey's capital fund. Resolved that upon the recommendation of the superintendent of schools in the following voter approval of the Boseis capital project on June 9th, 2026, the board of education hereby establishes the Boseis capital project in the amount of 1,721,173 representing the district share of the approval project. May I have a motion, please? >> I'll make it. >> We'll do John second. Arie >> Arie. >> Uh discussion. Yes. So, we talked also at that same meeting. We and and we have as a board you had um Melissa Kirkland from BPD came out and talked to us in November about the financing of this project. Uh basically to understand the Boseies capital project financing. Um I just want to make sure I say this again that we are going to pay our portion. So
078we're going to pay three payments to Boseies across three years. And the way that ABOS's projects work is that we make our payment. Let's say we make that payment in July, we actually are going to get our aid back within that same year. So by June, we're actually going to get our aid back, right? So thinking about um do we have with the support of our reserves the ability to manage cash flow, right? Can we can we manage cash flow that way and end up just with our local share um being cost to the taxpayer in terms of what is not aidable at the end of this project. So this Bosey's capital fund would be you're you're establishing it in the amount that was the IMA. So if you all remember we establish an IMA
079with Boseies. The IMA had the purchasing of the building in Leroy as part of the overall cost. So when you are watching us create things, we're going back to the language of the IMA. We know that Boseies is not going to purchase that building, right? So what we will actually pay and what you're seeing in the communications um from the district around our portion has been reduced because the purchasing of that building is coming out. So I want to talk about what happens if we fund this H fund all the way to that 1.7 million. No matter what we do at the end of the Bosey's capital project, this particular fund just moves right back into our general ledger. So this isn't guaranteed money to Boseies. It's just guaranteeing that we have the ability to
080set aside all the way up to what that IMA was approved for and it's contingent on a successful vote this evening. >> Questions? >> So that's where the the Humphrey building coming out of that or whatever it's called takes it down to the 1.5. >> Yes, sir. >> Thank you. >> Yes. >> And the 22 districts all agreed on the I >> We did. We did. All 22 boards of education voted yes on the IMA, which allows us at the local level to now make decisions around how we will fund the project, allowing us to take care of our taxpayers in the best way we can. >> Good. >> You will see a resolution come July uh asking for your permission for us to bond for this um project as well. that will actually be
081required legally that Boseies now we basically have to prove or that we have the ability to pay our portion. So should that vote go up yes this evening we will still be balancing can we pay cash or do we have to go out to bond in which way benefits us the best in terms of taking care of our community and keeping our own tax burden right as as flat as we can keep it. questions. All in favor say I. >> I. >> Any opposed? That motion is carried. Number 15, transfer of funds to Bosey's capital fund. Resolved at the upon the recommendation of the superintendent, the board approves the transfer amendment in the amount not to exceed 600,000 from the general fund to the Boseis capital project in lie of issuing debt. Therefore, the district
082increases the inner fund transfer code 9950.9 transfer to capital fund in the amount of 600,000 to be funded from a transfer from the appropriated fund balance in the amount of 600,000. May I have a motion, please? >> Yep. >> Second. >> Discussion. I will just say that the amount that we're requesting here. So, as we now kind of work our way through the reserve accounts, you're giving us permission to deposit an up to amount. We will not have enough money in fund balance to fund all of these at those highest levels, right? That's not how this is going to work. But you're seeing our priorities here where we want to try to get some fund balance over into that Boseies project. The reason we're saying 600 is because that is really our first payment. So,
083we want to try to see could we do that to mitigate our issues for next year coming into tax season. >> Dr. Chanel, I had a late question come in from a community member. Um, >> they wondered if it was smart to do this now before the vote passes and if the vote is not successful, if we can still reclaim that money from the fund, >> We can because all of these resolutions are pending the success of that vote, which is also why you'll see some of the other. So, like for example, our in our reserve plan, the board set the target for our capital reserve at 400,000. You see me right now putting that at 500,000 because if the Bosey's vote doesn't go, we're going to take any of that money that we have
084in fund balance and we're going to distribute it back across our own priorities inside the other reserves. So, yes, we are not capped at that. If it is not a successful vote, there will be no H fund created in the capital line and there will be no per no way then to transfer money to it. Good question. >> Thank you for asking that, Mike. Um, I think that's important to note. All in favor say I. >> I. >> Any opposed? >> That motion is carried. Number 16, transfer of funds to reserves. Resolved that upon the recommendation of the superintendent, the board of education hereby approves the following transfers from 2025 2026 unappropriated fund balance to capital reserve not to exceed 500,000. Vehicle and equipment capital reserve not to exceed $273,83. Employment retirement system restricted reserve
085not to exceed 27400,000. teacher retirement system resed reserve not to exceed $135,600. May I please have a motion? >> So moved. >> Second. >> Any discussion? >> All Becky. That was Yeah, I will just add that that is us re, you know, putting money back in reserves where we spent and trying to make sure that we took money out of the equip the vehicle and equipment reserve to buy a bus and now if there's fund balance, we're going to put it back because we've created that cycle for oursel to use that reserve. This reserve will actually if we if we're able to make a deposit of 275, that actually taps this reserve out, meaning we have now deposited a million dollars into it over the course of its life. So when we get to next
086next budget season, we will have to ask the community to open a new vehicle and equipment reserve because we will no longer be able to make deposits into this one. So just to give you that heads up that that's that's in our future. >> So on that topic too, how about the uh great news that the electric bus >> Isn't that amazing? [laughter] >> So it takes a lot of heat off of our our decision-m process. >> It really does. >> Great job. >> Thanks. >> Yeah. Thank you. >> All in favor say I. I. I. >> Any opposed? >> That motion is carried. We're going to move to executive session. I ask that after I do the motion for executive session, everyone just stay around. I'd like to get a Sherry to take a
087picture of the board administrative team with John. if everybody would be so willing. Um, after we do this motion, resolve that the board of education adjourn to executive session at 7:09 p.m. for the purpose of discussing the following matters pursuant to public officers law. matters leading to the appointment, employment and employment history or discipline particular discipline of particular persons, confidential student records protected by furpa and the contract negotiations with the CMSSA and CMA.
