001I call this meeting to order. Please stand for the pledge of allegiance. >> I aliance to the flag of the United States of America and to the republic for it stands nation. >> Thank you everyone for joining us. Please ad away from the building. At this time, please turn straight on to business today. Welcome everyone. >> Yes, we do have a couple of additions this evening. So we have the addition of our district treasures report for October as part of your consent agenda and then uh two pieces under new business new business number 10. I would like you to approve a substitute rate for our retired teachers and then officer appointment for Mrs. Murdoch. This is officially her first um her first meeting as district. >> Thank you. Moving to agenda. this board of education
002upon the recommendation of the superintendent approved agenda listed through n >> a second. >> Second. >> Any discussion? >> All in favor say I. >> Any opposed? That motion is carried. We're going to move on to communications starting with correspondence and points of pride. >> All right. Um, our uh kindergarten through fifth grade students have earned over 236 stickers for demonstrating our Raider 5 expectations. They've also received more than 80 morning announcement shoutouts celebrating their positive impact on our school. And the best part is students are now eager to recognize each other for doing great things and have been submitting shoutouts for their peers. We extend a huge thank you to the incredible members of the Mumford and California Fire Departments. In October for Fire Prevention Month, they dedicated their time to educating our prek
003through five readers. Our K through2 elementary students enjoyed a visit from author and illustrator uh Katie Riser who shared her uh debut graphic novel Welcome to the forest and led a fun drawing activity featuring her character Wallace. Thank you to Mrs. Wilson Monahan for organizing this special experience for our raiders. >> And our fourth graders brought their favorite book characters to life during the pumpkin project. After planning and designing their creation with help from families and teachers, students painted and decorated pumpkins to showcase their chosen characters and wrote narratives to match. The finished pumpkins were proudly displayed in our pumpkin museum for all to enjoy. Thank you to our amazing fourth grade teachers for making this creative literacy project a success. On October 31st, the elementary hosted their annual costume parade in front of a
004huge gathering of Raider families. Many students warmed up for our annual costume parade by attending the Cow PTO trunk trunk retreat and costume parade on October 25th. It was a big success with 15 trunks, two fire trucks, face painting, pumpkin decorating contest, and a pick a pumpkin patch. We extend our gratitude to the Calonian Mumford Fire Department, NHS, Spanish Club, PTO, and our community members for their continued support in making this a cherished family tradition. >> On October 28th, our seniors attended their first adulting 101 seminar of the 25.6. They welcome Amber Shepard of ABS Consulting Strategies who facilitated The topics focused on digital footprints cover letters and interviewing interviewing skills. Raers left the session with a set of customiz There's more. >> I'm sorry. >> Okay. Uh we are also excited to share that
005our trap team in its fall season debut won the 2025 1A conference championship in the New York State Clay Target League. This is our first trap conference title in school history. Congratulations to Chad Littleton who ranked number one for the conference and was state ranked number 12. Grayson Milky who ranked number two for the conference and state ranked number 18. and Carter Hel who ranked number three for the conference and state ranked 21. On November 7th, our national honor societies hosted the annual veterans breakfast for kale mom veterans and their guests. Attendees enjoyed a VIP experience provided by Raiders and staff. We are so grateful to serve our veterans and educate our Raiders on what today's holiday is all about. We thank our staff and students who made this year's breakfast so special. And I
006went to that and I had the privilege of sitting with my daughter and her husband who had been in Iraq and he was able to tell the kids about green eggs because if you have powdered eggs, I guess when you make them they turn green. And then we talked about the people who voted in Iraq. They got purple fingers to say that they voted and how proud they were voting. So that was The kids were interested to hear those stories. I have a couple shelves. and talking about her starting calendar. So there's a lot of moving parts invite all of the board members to it. So it's something organized in New York City last month. It was actually great. Multiple sessions with a lot of people, talk with a lot of educators, administrators, um it
007was pretty amazing Dr. So appreciation learned a lot of great things and I think we can bring some of those things back to our school compact middle school compact met and we are still working on the the path like a document to help help guide you, you know, career, college, you know, the steps that you need to take and the um help me I can't think of the word I'm looking for. Um >> just available resources. >> Right. Right. And and what what happens at what point kind of a guide um we met last month and we had talked about getting feedback from students and are doing so through a survey that Mrs. Marcel put together. So that's we meet again tomorrow. >> So seniors, if you haven't filled out your survey, fill it out.
008>> Tick tick tick contact with PTO and elementary contact. She's Michelle's talking to the people there about um uh communication and how how many times how often parents would like to hear from the teachers and what sort of way they should communicate and what they're looking for and so that's a work in progress and then we're also going to be working on homework expectations and then PTO talked about other participation reports athletes participation participle Any other guest of the board of the boards? Yeah. So, I've got Melissa on the hot seat for you guys just a little bit this evening. So, um these valleyies is actually getting ready to undertake a capital project and they're not quite there yet. I believe they're getting very very close to is it ready? >> It's very close. >>
009Very close. They're getting very very close to being able to uh launch this capital project. And one of the things that I am learning in my time in the superintendent group is that there are different ways that school boards can can vote and make decisions around how we pay our portion of the cost of construction at Jennese Valley. So, um when we do finally meet and a little bit about the capital project from Boseies and what that expense is going to be for member. There are two ways in which we can go about financing this project. And so today I've got Melissa here because I want you guys to learn a little bit about the financing of a Bosey's capital project before you start to hear about the Boseies project and their request of us
010for an interun. >> Go ahead. All right. Well, thank you. That was a nice little intro there and they are getting very close. So you'll start to information from them over the next several weeks here. So I one more thing you just will you just share with the board what you do on behalf of the district. >> Sure districts so and both these projects you know on behalf of the district. So kind of looking at the presentation that was circulated there. So on the screen here we can go to the first slide we'll take a look at um the overview of of the authorization process the options that um the districts have. Um so the two different sections there you'll see so on the left hand side um inter municipal agreement or IMA as it's
011frequently referred to um is an option that the components of a particular can go through for financing. Um the one caveat with that is that all of the components have to approve utilizing that type of um agreement essentially um or else you kind of default default to the right hand side the um program essentially and issue financing through that and we'll talk about pros and cons both of those but essentially um the IMA portion there on the left hand side that provides the financing flexibility for the district um allows the district to be able to to contribute the share of the project, you know, as needed there, whether that's cash or fund balance on an annual basis for the term of the project. Um, issuing shortterm anticipation not so one year not there or issuing
012a serial bond or some sort of combination thereof. Um if there is new construction you'll see there's a note on there new construction or an addition to one of the buildings that uses then that triggers a white so that's required at that So that's so intermunicable agreement. So financing flexibility really and then um you can just go back to the portion of it. If for some reason any one of the components doesn't agree to that municipal agreement then you kind of go right to type of financing. What that means is as you can see there are higher interest costs um you're kind of locked into whatever picks for repayment term and then you just have to pay that on an annual basis similar to the project over the next couple of years that way for
013this particular project that additional You're here. You work for us, correct? >> Yes. >> You're just here to try to explain to us why we're going to have to pay for the project and how you would suggest that we do it. That being said, don't I'm just curious I've never heard of capital project 100 years. >> Okay, then let me ask you this. This is budget money that this young lady's telling us to >> similar to our capital projects will go out to vote. They will likely hold their vote in location in the region one in the north and one in the south will be responsible as one of the districts. Do you have any idea the parameters of this thing? >> We'll take a look at a couple example dollar values. They're still fine
014that'll come here next that they were talking the last conversation I was part of across both campuses. still general >> basically and in terms of the order of this I will tell you that it is challenging for me when I go out to represent meetings and I start to hear about the capital project how how the capital project could be financed I want to start with you guys on what financing means and how this project impacts us before before the project launches and we're asked to do it in one of two ways right I want you to understand that there are two ways in which we can finance the project and I want you to be able to Melissa what her recommendations to the district are before someone comes with their request. Let's let's understand
015how this financing will work for us before the request comes to us. >> That makes more sense. Thank you. >> Thank you. >> All right. So now you move on to the next one. So for the timing that we're looking at here so similarly here for the intermunicipal agreement on the left hand side on the right hand side. So essentially you know interunal agreement once the ima is signed the the authorization to move forward. In this instance, you'll have a vote either way, whether it's the IMA or the DAN program stands for the dormatory of the state of New York. So just more expensive program to issue the financing for. kind of steering towards the immunity timeline for both what they're working on right now is finalizing scope and that cash flow for the actual
016project there. So you'll have more information on that these next several weeks here. So hearing from from them and their team next on the scope itself and cash flow is important work through the cash flow ahead of time that gets locked in into that intermunic what the district needs to pay and how many payments. information up front and then you can make so finalizing scope cash flow attending component board meetings to review the project and go through that um having the components consider and adopt their individual IMA agreements um you'd be asked to as a board to approve that um at an upcoming meeting here um the board necessary resolutions for the vote similar to your own capital projects that have been determined and then pending that positive vote at that point forward. So on
017the next two slides here we'll take a look at um project total examples. So this is just ran on $4 million total project. So we're kind of fine that now um with them and then just kind of illustrating on this page that the share of the project um per component is determined by the current year 24 25 or 25 26 whatever the actual is that there but essentially the ratio um so the breakdown for that $40 million gets set you know based on that current ratio you can in the middle of the page here. If you were to have a $40 million project that share of that would be approximately not to be paid necessarily all up front. That's where the cash flow comes into play. But in total for that full authorization that's looking
018at an example. And then the next Can you remind us real? >> Sure. So the arana is um stands for the res attendance ratio. So it's what you receive your reimbursement based on. So that's a hypothetical how it gets allocated to each of the components and then from there you know we set up payment schedule um it's determined by that cash flow and really is only needed for the IMA option assuming everybody approve that option. Um so it's set up here um for that $1.6 million it would set up the terms of this instance we are showing um different payments possibly being made still worked on like said. So, you know, kind of breaking that up based on when the construction, you know, similar to your own capital projects and making sure you have enough
019financing in place in order to pay the contractors and so forth there. This kind of lays out four different payments and how do we work through that in order to manage that with your capital as well as your budget? Any questions on that break down? You have the four payments. What time frame typically is that over? Is that over four years? Is that over two years? usually annual payments. Um, so that'll be set up as soon as they have that determination, but a lot of the times what we've seen with these projects is that it'll be July 15th, for example, if it's July 15th, 2026 or July of 27, 28, 29, you know, so it kind of gets set up where they're collecting payments once per year. So we just need to make sure that
020you know we have funding for your so in order to pay that there's a couple of different options that we can take a look at. Um some some of them are a little bit more you know aggressive than others but just to kind of show you all the options on the table there. So option one here, you know, if the IMA was approved, um there's an option where if the district or any districts had enough fund balance or cash on hand, you could essentially pay in cash on each of the payment dates and then you would receive the Boseies reimbursement at the end of that year. So essentially kind of walking through you know that example if we're making a payment July 15th of 2026 aid reimbursement wouldn't come until at least June 27 month
021or two later depending on actual payment from state education department. Um so being able to cash flow for essentially the whole fiscal year becomes hard to do to have that amount of cash on hand to be able to do that. is an option. So, so that's that's one option. Um, the next page shows you that uh maybe a little bit more of a comfortable option here, short-term financing. So, similar to the cash option, we're borrowing, you know, as needed. We're borrowing once per year. You'll see the B or the bond anticipation note. So, that's a one year or less financing. So essentially in this instance you would issue a financing um July of 2026 that same example having come due June of 2027 and then managing principal interest from there. So you're not paying these
022huge payments to having to come up with a lot of cash flowing essentially the whole year. >> Would you say this is This is the model we used to finance buses in the past. >> Yes. >> There it just works pretty smoothly and allows for the district to have more options there. >> I have a quick question about the way our capital reserve is set up. I don't know if the resolution is specific, but are we able to use funds from our capital reserves on this project or that did we establish that for only our projects? >> It's established only for ours. We could from what I'm seeing there is legal guidance around establishing reserve that we would be able to use for these projects. We don't currently have a couple question like 82% or
023something like that. >> Depends on the program. I don't know what I want to say, but I don't. >> Okay. So, we write the check for 600 grand, we'll get 480. >> Similar to the bus, right? We buy the bus, we get on the bus. We pay for the bus, we get >> right. >> What's the anticipated timeline of this? Like Brandon, could you get us some? You know what I mean? Let us know what's available. Is it >> right quick? >> Um, so construction start timing or payments >> when when do they have this? So they're looking at over the next couple of months working with the component boards getting everything established so that they're kind of gearing up towards >> if we were to create a reserve for something like this approval that
024wouldn't line up with our budget, >> right? But then so both votech consider establishing a new capital reserve or adjusting all let's say for example let's say their project goes up we have no idea what's happen but let's say it goes up before they can even take that vote we have to decide how we're going to They're going to come to us and they're going to ask us to please consider an interunal agreement. The 22 school districts in our region, this is how we want to do this as a collective. Some have a little bit more cash flow than others. They want they want the flexibility. We have a fantastic credit rating. We wouldn't be paying out if we don't go that direction. they can't move forward until we kind of get ours. >> So
025that's so that's why starting next month and January you'll start to see some of those additional details on that because um everybody knowing the option you know they have to make sure go down that if they do approve that for some reason one of the components doesn't approve it then >> it'll be disclosed All right. So then the last option for tonight um here on this last page of the presentation. So longterm financing. So the the page we were looking at before was the one year or less finances. We're kind of rolling similar to your bus purchases, right? So there's an option where this one's kind of showing you on day one or payment number one, you're going to issue the permanent serial bond for the duration. Um whether that's, you know, 10 or 20
026years, you have some flexibility to timing there, but essentially taking a look at issuing that permanent serial bond right up front and then, you know, waiting for those reimbursements to come from there. With this option, it kind of limits you a little bit because you're kind of locked in on day one. You don't have flexibility to make adjustments to principal payments um as needed. You know, you have a good you want to pay a little bit more down this option doesn't provide that same flexibility um and and could also adjust the timing for when you actually set up the principal and interest structure when that bond is issued and then you kind of have to make sure that the flows as you're expecting offset there so more tied to um some of the the local
027share tax aspects of it. Um, and then there are some options where you can kind of combine options and whe So the first meeting I walked out of the one thing to say that we're going to be good neighbors. It's another thing to say we're going to be good neighbors and be good stewards in our own community. And so I I want you to hear that that research has been done on our feels like the IMA is good for us because if we do end up having to do financing, we have a lot in our favor in terms of our credit rating and our own cash flow and the way we manage our budgets. Um, one challenge I'll have back is that we've also created some of our own goals around our own capital project.
028And so thinking about fund balance as a way to pay for capital project balance as a way to save for our own capital project, how do we now manage that space in between? So that's definitely something you guys will as we try to balance honestly we care very much about those a lot of our students go there for career technical education they're out their programs they need to update their stuff we wouldn't we don't want them to not have what our kids need for career in technical ed you guys want to see Melissa again she'll come back out follow questions but That was my first question out of the gate and I wanted you to have a chance to think through that before you start. >> Just curiosity, how many of the 22 schools do
029you represent? >> Can you a quick idea of what is involved in the capital project. >> Melissa really can't. So Kevin McDonald, our district superintendent, he's gonna he's going to start going out as soon as this project is actually created, right? So like I can say $40 million. They're not there yet. They're getting close. So similar to what we do in design where we we kind of finalize our capital project and it takes us a little bit of time. They're getting closer, but I couldn't tell you that I know the exact things that have made their way into the project. that actually still being worked on this moment. So, they're still in design phase, but they're getting close. They're getting very close. If Kevin doesn't make it to one of our board meetings, he's going
030to start hosting more regionalized board meetings to try to make sure that communities get a chance to come out and hear about the Bose Capital project. He is going to give boards an opportunity maybe in Leroy where we try to draw everybody from this area to one spot to make sure that all the different boards have an opportunity to I also asked him last year for budget development video as that we can learn about. >> Uh, hi everyone. My name is Ryan. I'm a principal with MMD. We previously met with the audit committee and really reviewed the audit in more detail, but here for today is just a quick financial kind of highlight snapshot of when and what was discussed. So on page one or slide one here we have just some financial highlights of
031the general fund total fund balance increase that $150,000. So by fund balance we mean restricted fund balance, assigned fund balance, unassigned fund balance. So your reserves, your assigned fun balance incumbrances or purchase commitments appropriated fund balance as well as unassigned which is effectively what's left over all that shook out to about that $150,000 surplus taking a deeper dive at the different fund balance category so you're unassigned that's what's subject to real property tax law you often hear the 4% rule so that needs to be 4% of the next year's budget to be in compiance you are at your current threshold of that value. Uh looking at reserves, you utilize approximately $670,000 worth of reserves that was built into your budget as appropriated reserves. as as expected, as planned, that was pulled out to cover those
032expenditures. And then on the other side, funded back in. So $900,000, just as a reminder, $670,000 of that was pulled out of reserves effectively refunded. So your overall change in in reserves count the net the net of what funded in funded out interest earned on these reserves approximately $370,000 increase. You'll notice that's higher than your overall change in fund balance. There was a a shift in your assigned fund balance. Some incumbrances were recognized. So those purchase commitments for the following year were made reducing your assigned fund balance effectively realigning that that bucket into reserves. Um the bottom two points here is just a look at your revenue to actual. So where did you expect your budget to land where your actual revenues landed generated about a 6% surplus a lot of that was in interest
033and then a Bose surplus. So it's very common to not budget for these OC surpluses as you don't want to depend on these surpluses year-over-year. And then on the expense side, about a 3% surplus. One thing I just want to want to, you know, bring to your attention when looking at these surplus numbers is these are net these do not consider what you're appropriating. So you're generating these large surpluses on the revenue expense side. However, you had planned spending of reserves, you had planned use of fund balance, and then also that use of or the decrease in assigned fund balance. You go from that $1.7.8 million surplus down to $154,000 overall change. So special a fund, this is really where your state, local federal grants sit. Um you had very little stimulus funding left over.
034Happy to report that has been fully exhausted and no longer no longer there for you in the future, but you were able to take advantage of those funings. Capital projects fund those will vary year-over-year depending on phases of those capital projects. You have some spending in your current 2025 capital project. You also take advantage of the $100,000 outlay every year. And then your buses also sit here because they're funded with short. Next slide here. School lunch fund um have to report an operating gain of about $90,000. Um due to a change in the federal regulation, you are now in compliance with that threshold. So previously it was three months operating expense that recently moved to six months operating expense. So at your current spending threshold, your fund is in is in compiance with those levels.
035Statement of net position. This is really everything consolidated financial statement. It's a required financial statement in the big audit packet and what it does is it combines general funds, special aids will launch your long-term fixed assets, your long-term debts into a more quote corporate style presentation. Um, it really isn't how schools operate. It's not how schools budget. So, I don't like to really hone in on the dollars. The the position decrease last year, it's really nothing to be concerned of. Frankly, it's a lot of that is depreciation on your buildings, which everybody has. Investment capital assets, that is your buildings, your equipment, that depreciation, less any debt on those assets. And then unrestricted is really everything that's left over. On the next slide here is the management letter or letter of communication. Um, so we
036had a couple minor uh control deficiency items that we reported. with the audit committee. Prior year deficiency just means that this was a comment from last year that is still applicable today. There was some uh timing a few years back related to the bus purchases where a bus was purchased that wasn't actually covered under the rolling ban. The district made the decision to kind of true everything up this year set everything straight. So the funding has occurred. I guess this will be corrected for next year. On the next slide, current year deficiencies. So these are new for this year. um supporting documentation. We're we're certainly sensitive to the a lot of turnover in the business office this year and it was our understanding that these supporting documentation occurred. They just were not available for for
037our eyes for examination. So it was a missing bid and some quotation vendor change reports. This is really just best practice streng strengthening those internal controls. It's really a good idea to have, you know, the person that's processing your AP if they're also responsible for changing remitten addresses, vendor names, histories to having that second set of eyes on those changes. Smart schools bond. Um, again, this this also was really a few years back. There's been some cost under the smart school bond act. General general fund uh funds those costs and it's really on the district to go out to the state to submit those claims. It's really just a reminder to get those claims submitted to get your cash flow door. And then uh claims auditor. So we sit down, we talk with different members
038of the district. We sit down and talk to your claims auditor. Um it appeared that electronic payments may not have always been reviewed and within those are your credit card procedures. So making sure that you know all relevant dispersments are kind of in that And then on the last page here is um you know the huras you know these things were previously communicated that were successfully corrected as mentioned the fund balance in your school lunch fund is now in compiance. Then lastly purchase all examined purchase orders were properly authorized meaning was approved prior to that. Any questions? >> All right. So, I'll get started by talking about the honor rule. Um, as the board has seen this data already, we're at our total overall percent for both honor roles across the 9 through 12 at
03966%. Uh November of 2024 for our comparison was at 71%. So we do have a little bit of a decline in overall number of students reaching honoral breakfast champions you guys as well honors for marching period one. So they have now actually received their first series here. Um you have same total 66% uh for both roles and last year at the same time is 77%. Total overall across the building 6 through 12 middle high school you are averaging 66% on the roles and last year was at 70%. I want to talk a little bit about some updates on shared services. So, as the board knows, I I shared that um Leroy and Calon, we were going to try to work together to see could we come up with some solutions, some administrative structures that would
040allow us to share a little bit differently across our two two districts. So, we've been sharing sports, which has been working really well for us, but can we begin to extend our shares in places that grow program? So I mentioned to you that we talked a little bit um in our shared services about maybe sharing a director of curriculum instruction and a director of technology. So to take that job that's very large trying to split it in two and see if we could hire. So we actually did attempt that uh we posted a position through edge tech that would be a share across the two districts for a director of technology. We did have some great applicants that we met during during the process. Um when we kind of got to the end of the
041process it was a matter of whether or not that was going to be the right fit for Leroy and member given the job at hand. And so even though we found someone that we thought was very talented and could do the job if mentored and given an opportunity to really grow into the role to not have building level experience and then try to step into districts at the same time just really seemed like we were going to set somebody up to not be successful. Um so we kind of closed out that chapter of our investig another round of shares. That's just my update there. It does not it's not our last chapter. So, think about sharing for us and shared services as a piece of complexity. We're going to continue to try to climb the
042stairs to see what else can we do across our two communities to be fiscally responsible and really to create opportunities for kids and build strong programs. But that is that is an update that that definitely is not it's not going to happen for us. It's a win in that we don't have to share, which I know we were all worried about, but big picture, just understanding where our community is, making sure that we are developing programs and doing so in a fiscally responsible way. Um, next up, I want to just do a quick update on cell phone policy. Um, I am going to put Principal Marcelo on the spot a little bit. So, I'm gonna just call on her to share a little bit with you on how that's going. And then I know that
043she's going to rely on our student exist to also share out a little bit on this topic. So, thank you both. >> Yeah. Um, so real quick, um, I would say overall, you know, our cell phone policy implementation has been successful. We have had eight total referrals that have come through this year since the beginning of the year, which, um, when you look at how often we're here every day and how many opportunities students have to have their phones out, but are choosing not to because they're following the rules, I think that we're doing a good job. I would call it a success so far. Um, the dates of these referrals um, to the beginning of the year starting September 8th. We do not have any repeat offenders, which is good. You know, they they
044made a quick mistake once and then have learned from it and made a better choice. Um, so eight total referrals. We had three seniors, one junior, one sophomore, two freshman, and one second grader. So, no eighth graders, no sixth graders. That's good news. Um, the only other piece that I'll add from my perspective is October, we did do what I will call a little reset. Um, some reports were coming in that students weren't necessarily on their cell phones in class, but they would go to their lockers and their phones would be in their lockers and they would kind of be on their phones in their lockers. Um, so technically they're not breaking the rule because the phone is in the locker. We had to navigate that one a little bit. Um, >> very smart. >>
045Yes, they are. They are brilliant. So, just a kind of a reset of it's bell to bell and you're not supposed to be on them. And again, the response So that's my perspective, but I do want to give a chance. We've talked a little bit to share kind of some of the things she's hearing from the student. I think most And as I don't have All right. All right. Um, so in comparison, same thing. If you're looking at that overall data for fall sports, we'd like to take a look at the percent of our students that did participate in fall athletics. So last year, our overall data for 2024 was a 56% total participation rate across the the district, the the 712. This year we're at 52%. Uh just kind of going across each of
046our programs, I would say compare in comparing last year's numbers to this year's numbers, we're still holding very steady. Uh a couple of those data points that I think you'll continue to hear coming out of shared services is just like the number of students that are participating in some of those shared sports. Uh football in particular where you're going to watch numbers that continue to decline within the share. So that's kind of to watch. We are going to have a shared services committee meeting here very shortly. We put another series of dates out around the athletics in particular. So once we get an opportunity to debrief a little bit with our coaches around some of these numbers and the expectations across our program. We look forward to sharing that back with the board. But our
047percentage of students participating in athletics is still very high. Fantastic place to find our student body. Any questions? Number one, approval of new position of education position. I have a motion to hold a second. Any discussion? I just It's okay. I'd just like to add that we have been posting for bus drivers with no fruit, right? We really need two bus drivers to keep us moving. So, right now, what you're going to watch me do is try to get creative around some position development that might draw or create a career ladder. Right now, the folks that have applied to be head bus driver are people that are licensed to drive. They don't currently drive for us. So, if we can be successful with this position, you would basically a bus driver. They be the first
048person in the chair driving when you need a driver, but also taking on some of the um the managerial components of the bus garage. So, starting to even think about what we look like in three years or four years. You know, how long will Brian work? How long will we be here? I don't know. We can't be independent. So, one thing I will just continue to share is I really hope that my third year as superintendency doesn't look like my first, right? That everybody is not leaving at the same time with a lot of capacity at the You're going to watch me seeking capacity within the district. All in favor say I. I. Any opposed? That motion is carried. Number two, approval of agreement for special education program. The board of education approved the cash

050created with Dr. based on the deposits that were made. So I'm going to toss it to Brennan and let him just go back through this couple things. just >> All right. So, quick brief on the reserve plan and the deposits to capital reserve and vehicle equipment reserve. Um, this year for the capital reserve, the district deposited $400,000. Um, this deposit is fully aligned with publicly posted reserve plan and fund balance plan which on our website identifies this reserve as a primary tool to offset local share for our next capital improvement project we talked about in the last workshop that was focused on this goal was $400 a year that's what we were able to get to this year fund balance building this reserve reduces this is in our plan the goal is to reduce the
051amount we will need to borrow later. Longterm directly lowers the longterm tax not only offset the need for borrow. The next deposit um we were able to make was resve that was for $121,71. Our reserve plan identifies this reserve as a mechanism to support long-term transportation replacement. So our goal here, our plan is we buy one bus every year. We either ban for that bus, which is a one year bond anticipatory note, which Melissa just went over, or we try to pay cash. district's goal is to try to mitigate financing as much as possible with this reserve. This approach ensures safe reliable fleet predictable budgeting lowers longterm maint. So this year in 2025 paid total cash for that and we get to offset that purchase with the $121,71. Hopefully we close to that again this
052coming year or we will have to finance less. Um this puts us in a position to either like I just said just to reiterate pay cash for future bus purchases or significantly reduce the amount we have to finance. Um these highlight that we're in alignment with our exact goal of our reserve plan which is stable planning minimize borrowing and protection of taxpayer dollars. This is in our opinion long range financial management which help the district to prepare for capital needs maintain our transportation fleet reduce reliance on debt stabilize our tax over time. Any questions? >> I have a quick comment about the vehicle equipment reserve. I think uh was it last week we saw Governor Hokll finally cave on the gas natural gas fan on construction and I think that's probably very promising for the
053deadline we have for so good news >> oh just that's it >> yeah let's >> I agree >> been talking about for years >> so we used this document in order to create the board workshop to take what had been sort of described to the community and I'm going to call it pros right paragraph format instead of looking at the data this document now is going to be listed on our website so it's going to show the community exactly what our reserve plan is really looking at the numbers and looking at the so I think we should take a moment to celebrate right we build a conservative budget we manage our budget to be conservative we end up with the ability to make a deposit in that reserve account of $400,000 the capital reserve. Our
054target number for that reserve is sitting there over in the comment section at about 3.6 almost 3.7 million to get to our next capital project and not just the next one, but we're trying to forecast ourselves out 10 years. We don't want to deplete our entire reserve. So that's what you're seeing here is our goal as a board to make sure that we're giving the community a nice target when we make this deposit. Cate for us. Our reserve is growing in exactly the way we all want it to.
