001i pledge allegiance to the plague of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i'm sorry tana i probably should have asked if you were ready with the internet all right any agenda changes i did have an updated perspective report today i provided you with a hard copy we have the addition of substitute instructional along with the addition of column b number five okay thank you any public comments communications if you want to hold off on the finance audit and facilities report i think ambrose is right all right perfect all right um so we met with um our crew today uh brian harris gave us a facilities update he talked about kind of three key areas for every facility

002um current project status so re-bid and smart start or smart schools excuse me capital project statuses and emergency issues or current building um conditions uh that would include pull fixes heater fixes salt water fixes all that fun stuff um i do have to say that he's got i think it was almost 11 pages of x's and o's that he's going through um it's very organized he's on top of it uh one of the things that ran very clear is that his him and his team are very conscientious about cost of things expenses um even they're moving projects that can wait to spring or summer so we're not battling weather just to cut costs and i was actually happy to hear that he's doing a lot on him and his team they're doing a lot of

003stuff themselves versus calling somebody to come in and do it so i think it was um a nice piece to hear from him and then josh gave us a preview of his presentation tonight so i won't steal the thunder on that but it was a lot of facilities tonight all right thank you for uh pitch hitting tonight of course all right moving on to our virtual data walk and i'm going to turn it over to tina because she's going to be managing the site right from her computer she's going to give us a little virtual tour to show you all of the data that you have available at this website and then as you have time over the course of the next couple of weeks maybe before the next board meeting if you could take

004a walk through in your own time and kind of look through see you know what pops out at you what questions you might have areas of concern and then maybe we can have a discussion at our next meeting and really gather some information from you as to what our team could provide you with you know in the following board meetings what you would like us to kind of go into more detail with um or to explore a little bit further so with that i'm going to turn it over to tina just to kind of give you a short virtual office it's a great website um and every time you go on you learn a little bit more i know that stacy uses it quite often as well as tina so everyone so this is uh

005one one-stop shopping for the district they have added several different uh facets to the site um what you see here is a snapshot of the district itself and then you can actually drill down to each school building uh so it's a it's a really nice repository for as many types of data um you will be getting an email after the meeting with a link to the site and you'll have access and again you can spend hours on this it's pretty interesting actually but this is data at a glance from 1920 this is the district so we have it shows the total number of students and then you know it tells us we're a target district and it talks a little bit about accountability status this is a nice little description of what a target district

006is versus a district in good standing it gives you some acronyms we all love our acronyms so it gives definitions there there's a glossary on the site as well we talk a little bit about financial transparency this is a really neat uh fast extra gosh very interesting this is the board as well but it actually gives you a financial uh transparency report for the 1920 school year and if you take a deep look here i will give you the enrollment of course and it tells the needs resource you know it's districts ability to raise little funds and then you drill down and it talks about the percentage of our economically disadvantaged students with disabilities and so forth then we get down to a little bit of the personnel part and it talks student student-to-teacher ratio

007and then years of experience for our teachers then it gives some comparisons but again there's just so much here uh so if you go back and we scroll down the district page we can see that we have information regarding the district ben's codes and things like that this is where it gets interesting as well because we look at enrollment data we can look at our three through eight assessment needed in our math assessment data and it gives 20 21 19 20 and there's an archive here so if you click here it gives you back to 98. 24 years ago it gives you school report questions you'll see the evolution of the report card from way back until now report card looks much different in terms of format and just the sheer amount of data that's

008in there but uh you know you can see that the volume of the report card increases as we go throughout the years there's just so much data for you to look at and take and really dig into so again that is under if you just that's on the district page so then if you scroll down a little bit more you can see that you can go to each school in the district so each of our eight schools is on the page here at the bottom so i'm just going to go to knickerbocker and uh gives a snapshot there of knickerbocker again it looks like the same as the district but it's just nickerback or school a little bit about the principal there and then again you'll see that you have student data here and you

009know enrollment data i can click here i also want to show you how you can filter the data so this is for for knickerbocker elementary so it gives you enrollment by gender ethnicity but if you go up here to this plus sign and this is on each school buildings site along the wells district site you can actually uh you know drill down the gender and then you can filter by ethnicity and then you can filter by other groups here all right then you just put your filter on and you run the report and the report runs according to what you put in for the filters so again there's just so much information here i know i'm going very quickly but just wanted to introduce you to the interface here because uh again it's it's pretty

010slick and it's pretty easy to use um again it shows uh i'll go over knickerbocker's data a little bit but this is a comparison for gender and then we have enrollment by ethnicity and a couple of different forms here in the percentages and then other groups and then grades the enrollment by grades and this is taken right from our beds data if i go back um we can look at assessment data for ela and math and there's a glossary here but if you scroll down again you can filter but it shows how our participation data for knickerbocker so all students and the percentage of students in the subgroup tested female male and again you can filter this so again just and this is the same for for math as well so you can really take

011a look at the academic data for our for our school district just a couple of side notes here the 2020 21 district and school accountability statuses are the same as those assigned for 1920 because of colbit the graduation rates for the secondary graduation rate indicator using lagged data are reported this is all on the first page of the site and then the june 2020 regions of course weren't held along with the spring math and the la assessment syllabus as well stacy you have anything to add or like to share um if you want to show them the high school page yes um great point i know that you are interested in regents performance data but you can see the advanced designations the advanced designations with honors so you know it it's hard looking at the

012last couple of years because covid has really thrown a wrench into what kind of data has been collected in terms of performance data but there is a lot there i would go to the last time you had regents you'd have to go back to 1819 probably to the archives all right yes right here so yeah the ap i was looking at this today too a little bit it has the ap and the ib report but if you go up to the um so this is the actual report card go back there's just so much here i was actually looking at the regents data today i think there's an error on the main page and i don't know why that google area filtering issues before so but that data is there you can take a look

013at all the regions exams everything from algebra 1. you can filter by a demographic you can take a look at our students with disabilities you can look at ethnicity just you can put all kinds of filters on you can also take a look at our graduation rate data um you know our students taking ap courses and how they perform as well as an interesting report can you move it in there we go pathways this will show you what the regents report would look like it's just this is the pathways data for some reason it's not popping up yeah and we've mentioned that the pathways is an area of focus for us that we want to expand that because you can see from the data that 99 of our students are getting humanities pathway diploma but

014there are you know there's an arts pathway cte pathway math science cdos and there is a language pathway um as well so there's lots of options for students is there any like general disciplinary data on there or like vader report data on there can they typically keep that closer to the best public but i don't think it's on the side but we can put a link to that when we do the email we'll put a link to that data it's for you question any other questions thank you superintendent of school airport um tonight under items for board action we're looking at the approval of the school calendar for 2022-2023 and so i just wanted to point out a couple of things with that um as you know the teachers having their contract start date of

015september first so i am working with the teachers union so this schedule um that is going to be improved tonight is subject to change um because if you look at right now um we're looking at having to come back on august 35th and 31st um and then september 1st for staff development if we as we work through this with our teachers meaning if we decide to go in a different direction and not start until september 1st what we would then do is we would work on september 1st and september 2nd and then we would eliminate december 23rd from the calendar so that we have enough days but at this point the february break is set and i know we've had start feeling a lot of questions from staff trying to make plans for february and

016then for april of 23 so we wanted to just take a you know a look at what's on here right now those things won't change so really the only potential change is when you look at for example october you know columbus day is on there and there's a staff development day on october those will stay the same um we've already booked dr adolf brown to come on october 28th november is veteran's day and the thanksgiving holiday december 8th and 9th would be parent-teacher conference days and then again the december 23rd is kind of in question it's there right now but if we make a change it won't be there january 2nd would be um a national holiday for new year's day so that will stay martin luther king will stay you can see the staff

017development on january 27th would be there as well so pretty much everything else that's on the calendar um should remain and i'll work with mr todd who happens to be here tonight and hopefully we'll be able to go forward as is but if not subject to change we'll change it within the next couple of weeks um just what parents know that and then the other thing that i shared with the board was um i work with antina and stacey do as well we work with educators from all over the state of new york and we do professional development meetings on thursdays at 8 o'clock for 45 minutes and this week i was able to attend for our team this past thursday morning and they brought out the k-12 leader pulse survey and education elements sponsors

018these meetings uh every thursday and we get a lot of professional development with them but i thought the timing of this survey and the discussion that we had last thursday and it's going to be ongoing in the next several weeks was critical to bring up tonight because when you take a look at the survey and we talk about our nation right now our educators are facing challenging times that's a vast understatement you know complexities around schooling during a global pandemic coupled with shifting regulations needs and opportunities make the start of 2022 a landmark moment in education history the good news is that education leaders are not alone in tackling these challenges so when you take a look at the post survey sharing the top concerns as well as strategies for overcoming these challenges that's really

019what it's all about and it was kind of surprising when i saw the results at first because it was but it wasn't you know given the dominant narrative of the past 24 months covet's impact on learning was not the number one issue and i think that's what we hear a lot and talk a lot about learning laws in fact although that ranked highly the more systemic issues around culture and staffing rose to the forefront of administrators mind as they started to look forward to 2022. so you know when i think about the key finding district leaders across the country are worried about their staff we're worried about the climate and culture and people are often looking to the school for the answers that you know as a district for example we follow the rules if

020public health has said this is the mandate or new york state ed department we have to follow the rules and you know we get phone calls and emails daily well questioning why are you doing this or why how come the school district you know down the road is doing this we're going to worry about what we're doing in our district but this is the time right now when our staffs and our students and our families have been through two years almost two years of living in a pandemic and it's really the responsibility of everyone to step up and start to think about okay we've been through this i think we're hopefully getting to a better spot now but what can we collectively all do now what can one person or two people or the administration

021do in each building or what can the teachers do let's start thinking about from the moment a child gets to school whether it's on the bus and thanking that bus driver for being there i know that parents are often upset because we they their student may have a different bus driver and right now living in covid the bus drivers are doing the best that they can to ensure that kids can get to school so we need to start to flip that switch instead of saying you know how can we we don't have how can we don't have the same bus driver every day we need to be thankful that we have a bus driver to bring our kids to school we need to be thankful that our teachers are working very hard and that the

022administrators in their buildings are working very hard to ensure the safety of those students and so there's been a lot of issues in the last couple weeks about mass mandates the bottom line is right now we are under that mass mandate when that changes then we can we can have a different conversation but i think it's time that we all start working together and thinking about what we do have and saying thank you to the bus driver for being on that bus in the morning starting right off in the morning with kids being excited to come to school thanking their bus driver and the bus driver in return thinking the student for coming to school that day because it's been hard on everyone then once we get into the school setting we need our students

023to step up and do their job we need them to get here the attendance hasn't been great and that's something that we are worried about and that needs to change so reading this survey really did kind of strike a nerve with me because that is a huge issue for us right now climate and culture but i think it's everybody's responsibility to step up and say what can i do to make this a better place what can i do to make this a better day there is a lot of negativity right now and that's not really going to be helpful to any of us we need to figure out ways to work better together and to really if you have questions or concerns i'm always saying please call us because we will work and work with

024you and we will help you the guidance is crazy it changes from one minute to the next and it is upsetting and it is confusing to parents and to our students but we will work with you to help get you through those confusing moments and those upsetting moments because each step that we take and i think we're making some great progress this week you know when tina shares out numbers i think we're getting better last week i was kind of worried this last three weeks the numbers have just gotten bigger and bigger and bigger but i think we're almost to a turning point and now is the time to say okay yep it's been tough but now we're all going to lean in together and we're going to work together and we're going to take

025this and make it a positive experience especially when i think back to march of 2020 when the pandemic first started and that first week it was so difficult to figure out how are we going to make sure that our students have chromebooks how are we going to make sure that they all have food and you know while some parents were a little a little bit upset about making sure that you know their academic need was in place we were worried about making sure that we had food for all of our kids and i think about the response that we had from the community and there was a lot of positivity even though it was very trying time and a tough moment there was a lot of positivity we need to get back to that and

026we need to start working together in a positive manner because we're almost there and we we have a lot to celebrate we have great staff they've been through a lot we have good students and everybody just needs to start leaning in and saying you know what we're going to work together and we're going to get through this we're almost there so the negativity though is not helping any of us and and that's my message for tonight the survey was great because it really drove home the fact that climate and culture are so important those other things will fall into place we've got that but we need to really promote a positive climate so that's it thank you assistant superintendent for instruction um well i guess um to follow up with patty's emphasis on climate and

027culture and positivity um i've met with all of the building principles and we've talked a lot about planning for summer school um our tentative start dates uh for summer school will be july 6th for watertown high school and then july 11th for our k-8 programs but we're going to take a little bit of a different approach this summer for our ka programming instead of focusing on you know really drill focused content acquisition we are going to focus on enthusiasm and engagement so that hopefully will have a positive impact on attendance in fall 2022. there's a lot of research that shows that summer learning programs support students not necessarily regressing but it doesn't necessarily close gaps when we talk about skills um and needs so there will still be skill building built into it but we

028will have two week camps that students can sign up for at k-6 including art theater creative writing nature and ecology cultural studies and math they'll all be hands-on and they'll supplement what stem camp also offers to our students in the science and engineering areas so we're very excited about offering that portrait of a graduate meetings for a high school continue the committee is working on putting focus groups together for february and march and we've had a really positive community reception especially from our employer group which is our first focus group that we're conducting um so we're excited uh to start those and really appreciative of the support that we've received from people thus far um we're in good shape with food for families currently we did have a check-in meeting last week uh just to

029sculpt out the next part of the school year and planning for breaks and making sure as patty mentioned you know we do have a sustainable concern in making sure that our our families have accessible food options um right now we're currently serving about 80 to 85 families a week but we are working on steadily increasing that number we certainly have more capacity to do so we submitted our impact 8 application we had a federal flexibility waiver this year that allowed us again to use the same numbers from the previous fiscal year so we did repeat those because the return rate of our surveys this year was quite low um and that is to be expected right now as as we talk about culture and climate but that's something that we will keep working on expanding

030those return rates next year um attendance letters are going out with uh our 512 report cards again uh this week um i when we sent them out last time i did receive a couple of phone calls about uh people being concerned that the attendance awareness letters were being sent out despite coven being a circumstance and we know that illness impacts student attendance whether it's quarantining or isolation or just general illness that we've had in the past our goal with those letters is to make sure that everybody understands that missed instructional time is missed instructional time and we just want to create a communication mechanism between families and us so that if there are extenuating circumstances that there are ways that we can work together to support student learning and making sure that they stay engaged

031with with school so those will be going out again and then around that as well we've talked throughout the year about getting an attendance committee started we do have a small number of staff and administration who are interested in that so um our first attendance committee meeting is going to be in february um i will get you the date i am pretty sure that the date i sent out i've double booked myself so i'll follow up on that um but if anybody is interested in serving on that committee from the board's perspective just let me know and i will include you in everything and then lastly uh we had our third session with dr lee from the child mind institute on friday at our staff development uh the focus this time was on resiliency um

032and the staff feedback from that was resoundingly positive and she presented some very easily implemented strategies into the classroom to really focus on helping students work on coping skills around overwhelming emotions as well as you know long-term focusing on how do we build up resilience and skills overall thank you assistant superintendent for personnel and student services working out the dovetails of paddy's um report she said work better together and that's what we're constantly trying to do i'd like to just send a couple of groups some everybody's just working so hard and everybody's so positive our nurses for example um today we tried something new i talked to one of our nurses this morning 11 or 6 and we talked about testing of our athletes traditionally we've been doing that after school at 2 30 and

033we chatted about the fact why don't we do it during the school day when students have study halls and things like that they got everybody done today during the day um by the by 2 30 so we didn't have anybody after school they just integrated into the school day so we're trying to work smarter and not necessarily harder with doing the testing and that's going very well we are you know working along as patty said i am starting to see a decline in numbers we had 122 last week which was high but the first two days of the week this week we are under what we've been the last couple of weeks with cases in the district so we're very hopeful um that we're turning the corner here uh and we're able to uh you

034know come back to some kind of normalcy and again i have to say um our counselors and our whole school coordinators and our psychologists and our support teams are really just trying to uh work positively together to help families and students um and i just like to give them the pros as well as long as our follows our teachers and all of our staff um because it hasn't been easy the last couple of years to say to us and um we appreciate everybody's efforts uh since the last meeting uh we've uh done some interviews here and i appreciate your patience for the personnel report we had a couple of interviews on friday and we have a couple of new hires so so that's exciting um we'll be doing some interviews coming up uh we have

035openings that we're you know still trying to fill but we're working towards that i'm also uh attended the safety meeting the district wellness committee meeting last week and also involved in the five practices for our equity focus school book study looking forward to stacy's book study tomorrow that she's starting uh tomorrow afternoon at 3 30. um getting back to the kova testing um as patti said we're working through the the mask mandates and constant flow of information we are abiding by what you know doh and state ad have uh asked us to do uh you know we're still giving out test kits uh we're actually just notified that both seats has several boxes of test kits for us i both these will be delivered tomorrow to our high school and then distributed throughout the district

036so um we're very fortunate to be able to hand those out to parents and families and uh doing a lot of uh you know as patty said please please please if you have questions please call um that's the best way uh you know talking to people on the phone been doing a lot of that lately because things are changing so very quickly and there's a lot of confusion out there but the best way to do that is to pick up the phone and call and have a discussion about it because we can work through things uh and uh you know get any questions answered that you have so uh again busy time uh but but we're very hopeful that uh things are turning the corner and we're going on two years here so onward and

037upward for sure all right thank you and our assistant superintendent for finance hey everybody um just to read patty said we're here following the rules and five days in the break but i'm out tomorrow so that's uh that's a good thing so we'll go over the can i share yeah take a prelim look at what the revenues are looking like right now so here we can see here's your pie chart of what we're looking at so far the of course you can tell the state is our biggest funding source two-thirds um appropriated fund balance is currently i haven't committed to that quite yet that is still that's the number we carried over from last year it shouldn't be too far from that but um that is still prelim um property taxes coming in just over

03817 million there and that's going to represent a 0.67 increase which is the lowest we've seen in quite some time at least five years um federal sources right at four hundred thousand that's going to hold steady that's primarily impacted and medicaid and our other revenues that's going to be the majority of that is from our pilot revenue payments in lieu of taxes that should go up we're anticipating somewhere around sixty thousand dollars but is going to be offset by anticipated losses or not losses but reduction in the interest earnings that we'll see you see our reserves there at zero although they're typically we usually are using reserves to offset the amount of the tax levy increase this year trying to shoot 4-0 out of reserves for that you can see our variance year-over-year again appropriate

039fund balance that will change this is just kind of the first draft and look at it federal sources left those the same as they were is is usually pretty close to those numbers medicaid varies a little bit but it does lag a couple of years when we actually get the payouts we did do the medicaid desk review this past week so that's in and submitted um our other revenues that's where you see well that's the net of the increase in pilots and reduction in the interest and earnings revenue the real property taxes that is what the 0.67 percent increase would represent only 114 000 of additional revenue that will get there reserves is showing as 160 000 loss but that's because we used 160 000 well for this current year to offset the tax levy

040increase and in the coming year we're planning on using zero so you see that drop in our state sources you see go up just under four million dollars but you'll i don't want to confuse anybody on the next slide we'll go over i think it's the next slide is the governor's run where it shows our foundation it is going up significantly like 5 million but it will be offset with some of the building aid stuff that we're losing and here you can see this is what came out right at the tail end of the last meeting nice board meeting there transportation aid is going up hopefully and if we keep saying and it's going to happen as we return to normal we'll see the increase in athletics and field trips extracurriculars that kind of stuff

041ocs aid they say it's going up 975 000 a little apprehensive there it has come up short in the past and we did just fill out our isr when you couple the is isrs the initial service request for boces that we just submitted it was due on the 31st um based on the actual percentages that we went over at the last meeting for boces 8 and what we truly receive i don't know if we're actually going to see 9.75 but for right now that's what the state's putting in there so that's what we have in our textbook software library materials hardware and tech those those are all largely based on our student population the textbook aid those it appears as though it's going up but we just didn't get as much this past year we

042ran into some supply chain issues and a lot of our other stuff went towards the electronic formats foundation aid there's the big one a five million dollar increase as we see it um as they get toward the full funding of their their formula there building aid in reorg incentive building eight both of those you're seeing the decrease of the 1.4 million dollars for um our debt we had a bond i think it was a 2008 capital project that is coming off so we should be paying the rest of that off this year but it also means our paid is dropping off as well and then your high cost public access and that is going to be on the special ed side of things hopefully you'll see that when that was about 250 000 and this

043is just this is just the trend line showing what we're doing for the tax levy how it's been in the actual increase the dollar increase on the on the bars in your percentage that has been levied so you can see it's trended down the last two years and a good chunk of that you know there's really going to be three three things first the tax growth factor that watertown received this year was 1.00 so we kind of get they won't go negative so that's as low as we could get um we have see inflation is through the roof right now and this is where when we went over the tax cap calculation i don't know a month two months ago that is where you can take the max of your two percent that's where their

044tax cap is or that's what is commonly referred to as the tax cap that's the two max of two percent or the inflation rate so we're capped at that two percent there as far as the levy calculation goes then we also have the debt falling off which is reducing our capital um levy exclusion so keeping it low um and not actually we're not leaving any money on the table this year as we have in years past so that's a positive and that's really it as far as the revenue side of things goes then we're probably gonna as it stands i'm looking to hopefully cover expenses either next meeting or the one after that are there any questions on the revenue side would you mind sharing that with us by email please yeah i can send

045that over so in addition to that i i mentioned the medicaid desk review has been completed we have well you saw the governor's run was there we held our budget budget meetings at the building level the tax levy the calculation should be good to go now i met with joe he gave it his blessing um in the last piece came late this afternoon for the boces red and their epc so those have all been plugged in there and that should be all set it will be on the agenda to for um if you guys want to approve for next meeting meeting with fiscal tomorrow to go over the long-term debt picture and i know we haven't even broken ground on this capital project but it's time to start thinking about the next one that when

046it's likely going to be i would assume it's going to be tied into paul siverski's work that we had received we have debt falling off in the 24 25 time frame so that's probably going to be a good target for us to start thinking about it and try and get the you know the amount of work that we want to tackle and the amount we want to try and start thinking about that and get the ball rolling then there's also a couple change orders that you'll see tonight from smart schools these are good ones it's using up one is to simply remove the field allowance and the other one it was the change order that you approved at the last meeting regarding the pass-through boxes but it's also using the field directive allowance which is

047going to reduce the amount that we actually have to pay and that's all okay thank you all right moving on to items for consent agenda results that consent agenda items a b c agenda in favor items for board action resulted to change order from dallas to general construction for the bed phase of smart schools project to replace two elr exit devices at starbuck elementary for three thousand seven hundred sixty one dollars and sixty eight cents is hereby approved i have a motion please jason any discussion on that result of the change order for black rubber plumbing heating and air conditioning incorporated for the re-bed phase of smart schools project to deduct the remainder of the field directive allowance for 10 000 is hereby approved have a motion please ambrose second lori any discussion on that
