[Music] i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all [Music] right agenda changes i have so much changes to the personal report the personnel office has been very i didn't provide you all with a fresh copy of the changes and i noted each one is you know it was it was different from what i uploaded on friday okay i think the original is a completely different um all right okay public comments i do have public comments in an email from mr john eisenhower i'm on woodland drive in watertown john writes based on an email communications with superintendent lavar i understand that the school district is contracting with the city for the city to

collect the school district taxes from its residents and we are exploring options to pay other entities to perform the tax collection services with respect respect to the non-city residents within the school district end quote i ask that the board of education and school district as first order of business requests the towns of watertown larae camellia and rutland to contract with the school district to perform the tax collection services with respect to the residents within their municipalities respectfully if the school district is willing to appropriate school district tax payer dollars to contract for the city and for the city residents then based on the principle of similarity situated residents beings similarly treated for the for only fair process is to also appropriate school district taxpayer dollars to contract with the outlying municipalities for the collection of

their residence school school district taxes school district taxpayer dollars should not be used to benefit only city taxpayers for providing a revenue source only to the city for an arrangement that could similarly be made with the outlining municipalities within the school district the board of education should realize that the school district boundaries only include parts not the whole of the city of watertown and towns of watertown moray rutland and camellia they must approach all solutions by treating all school district residents equally and not favoring one municipality over another without a just cause i can think of no reason that the school district should contract with all municipalities within the district for collection of school district taxes at a minimum the effort to execute a contract should be made to do anything else would appear to

be arbitrary incorporations respectfully john w eisenhower okay thank you welcome any other public comments okay communications i have one it's a thank you from our valedictorian annalee landfair thanking the board for recognizing her at the last board meeting so i'll just pass that around okay moving on to uh board and staff reports we're going to acknowledge um our three outgoing board members this is their last meeting tonight so whereas the watertown city school district must have competent dedicated and loyal members on the board of education and whereas since july 1st 2013 beth linderman has been duly elected board of education member whose service during the past eight years has exemplified the attributes of a competent dedicated and loyal board member and whereas the board of education on behalf of the entire school community acknowledges her

role as a board member and her commitment to the district and extends unanimous vote of thanks and appreciation of her eight years of commitment and knowledge that she has provided the district and be it for the result that the board of education extends to beth linderman their best wishes for success in her future endeavors kind of emotion please thank you colleen second susie susie thank you all in favor aye opposed motion carries congratulations and thank you for all your time on the board it is greatly appreciated thank you whereas the watertown city school district must have competent dedicated and loyal members on the board of education and whereas since july 1st 2016 nancy henry has been a duly elected board of education member whose service during the past five years has exemplified the attributes of

a competent dedicated and loyal board member and whereas the board of education on behalf of the entire school community acknowledges her role as a board member and her commitment to the district and extends unanimous vote of thanks and appreciation for her five years of commitment and knowledge that she has provided the district and be it for the resolve that the board of education extends to nancy henry their best wishes for success in all her future endeavors drive a motion please thank you a second michael thank you all in favor motion carries congratulations thank you for your five years of service okay question the compliment for the competition [Laughter] where has the watertown city school district must have competent dedicated and loyal members on the board of education and whereas since july 1st 2016 michael shuken

has been a duly elected board of education member whose service during the past five years has exemplified the attributes of a competent dedicated and loyal board member and whereas the board of education on behalf of the entire school community acknowledges his role as a board member and his commitment to the district and extends a unanimous vote of thanks and appreciation for his five years of commitment and knowledge that he has provided the district and be it for the results that the board of education extends to michael struchen their best wishes for success in all his major endeavors i have a motion please jason thank you second we'll give it to susie thanks susie all in favor any opposed motion carries and thank you for your five years thank you everybody we appreciate [Applause] it we

welcome our new members coming on board okay items for consent agenda resolve that consent agenda items a and b are hereby approved type of motion please okay and the second anthony michael thank you um favor please any opposed motion carries items for board action resolved at the watertown city school district board of education hereby authorizes the establishment of a reserve for tax tertiary as per chapter 588 of the laws of 1988 amended section 3651 of the education law this reserve in the amount of 186 466.30 is for the refund of property taxes of the upcoming 2021-22 fiscal year in the tax tertiary proceedings judgments and claims as on file in the business office unexpected funds must be to the unreserved fund balance of the general fund by the first day of the fourth physical year

following the year for which the reserve was created july 1 20 25. okay i have a motion please answer in a second jason any discussion all in paper all right i post motion carries we saw that the budget transfers to balance expense codes in the attached spreadsheet for the 20 20 21 budget year are hereby approved by the motion please any discussion this is just a clean up for the yeah for the year if you look i think there's like 35 and the majority of those are going to be because we created new codes for repairs so we can track that separately which one we didn't know at the beginning of the year most of the other ones are going to be pretty close like it might have been in supplies for maintenance but then

we actually when we spent it and we allocated it to the correct building for future reporting purposes okay anybody else comments questions okay all in favor all right any opposed motion carries where is the watertown city school district and the city of watertown desire to enter into an inter municipal agreement for the collection of real property school taxes and whereas the school district and the city are municipal corporations authorized to enter into cooperative agreements pursuant to article 5-g of the new york state general municipal law municipal law and whereas under the agreement the city will collect that portion of the school district's real property tax levy within the city's municipal boundary for the 2021 22 and 23 school years and provide each other and further services related to such collection whereas in exchange for tax

collection services the school district will pay the city 26 to per year and now therefore it resolved as follows the board hereby finds that it is in the best interest of the school district to enter into the inter municipal agreement for the collection of real property school taxes within the city's municipal foundry for the 21 22 and 22-23 school years the interim municipal agreement with the city is hereby approved and the superintendent is authorized to execute intra-municipal agreement and related documents on behalf of the school district this resolution shall take effect immediately have a motion please in a second jason any discussion is this basically what we've been doing from year to year no this would expand on that so if you look at the agreement this would so go through there when it's tax

season the treasurer will usually bring in a re-retiree to cover kind of the county portion and the treasury recovers primarily the city part of the tax collection we're going to be short staffed from in august until mid-october this year i think that can be a whole lot more info this would greatly help because everything will be going there and then when we have to transfer things over at the end december 1st when it's time for the city to take over is going to be much more streamlined if you look at the agreement the amount sounds high but really the base collection is the seventeen thousand dollars and the remainder of it the bill stock the processing and printing and the postage are all sub costs that we incur every year anyway the actual the city

processing and printing is going to go down i think 5 in this agreement community bank wanted to increase their per bill collection from 1.10 to another 50. so that's a 36 percent increase there that we were facing that we won't have to worry about now and then we also have software that we'll be able to get rid of that is only there for the city collection side which is another two thousand dollars so all in all it's less than a realized cost of less than fifteen thousand dollars for us to have a much more streamlined process okay we have reached out to the county and just kind of waiting to hear back on whether there's interest or not to cover the other side but we do have patty bancroft i believe is our former treasurer

so she comes in and covers that side of stuff and she'll help up with verifying any of the real estate closings and text questions there too great thanks any other questions all in favor any opposed motion carries where is that after public advertising for items from the school nutrition department which have been received and hereby awarded for the furnishing of the following products for the 2122 school year milk and juice frenzy brothers watertown paper in supplies hill and marks amsterdam new york resolved that the school business manager is authorized to issue the orders accordingly can i get a motion please go any discussion all in favor any opposed motion carries we solved that a 3.5 salary increase from the 12-month exempt and central office administrative staff and staff for the 2021-22 school year is hereby

approved can i get a motion please michael in a second any discussion all in favor all right any opposed question carries that resolve that upon the recommendation of the superintendent of schools patricia b barr a yearly stipend of four thousand seven hundred and eleven dollars for increased duties related to access management for lisa warden administrative assistant to the assistant superintendent personnel on student services can i get a motion please yeah and a second jason any discussion can you just get a little background on this one sure it's the same as last year so lisa starts her day probably at five or six in the morning and she's constantly looking especially in the past couple of years where we've had some substitute shortages and for example if somebody is in an unfilled position she can kind

of split that person hoping to pick up somebody even for the morning or the afternoon but she's done that faithfully she's on nights and weekends she's always kind of keeping a close look on that and just making sure that our needs are being met throughout the day she's forecasting too to see what it's looking like for the week okay so staff manager or staff management of staff absence not student absolutely that's a whole different responsibility okay any other concerns all in favor any opposed motion carries that upon the recommendation of the superintendent of schools patricia from bar a yearly stipend of four thousand seven hundred and seventy four dollars for duties related to district district clerk is here by approval i have a motion please susie in a second any discussion this is a yearly

congratulating all the staff that were tenured this evening i thoroughly enjoyed my visits to their classrooms or their offices in the past few months i really enjoyed some of the in-person visits as was the virtual visit this is a very challenging time for all staff as we wind down with the pandemic but they all just did such an incredible job so i'm really proud um and congratulations to all of our 10-year people this evening you know and also with that said we've been having a lot of you know a few more people retiring each and every time and so i'd also give a shout out to you know some of our people that are retiring this evening barb and kevin ackerman as well as a few of the others they're coming in with many years

of service in our district so you know as we are losing some long time standing members of the district it's also at the same time exciting that we're having new people come in and be tenured so again shout out to kevin and kevin sanders kevin ackerman gladys mason um and barb zenback tonight and that would hold true for really anybody in the past few months that um you know has put in their retirement congratulations to them as well so the district put out some requests for mystery readers at the elementary levels and i volunteered to do that as well as several other staff members and so yesterday i got to be a mystery reader at sherman and i visited a fourth grade classroom and a pre-kindergarten then followed up with a first grade and you

know i had one book picked out and then when i checked the schedule and realized i had a pre-kindergarten and a first grade i had stacy to the rescue because she had some books in her office that were definitely more appropriate for kindergarten and first grade but with that said the kids it's so fun to be back in classrooms with the kids again and having in the k-6 level they're all bad so just the excitement of being in the room with the kids and the kids are happy to be back it was a really good experience last week i attended the public speaking final for 19 students at the high school i'm going to pass around this program so you can just take a look at the list of students who gave a public speech

last week again because of covid it was very different and very limited it's usually a dinner at watertown high school which we couldn't do but the students came and they some of them gave read a poem if they had done the thank-you speeches and the first session of public speaking back in the fall they had done those virtually so some of the kids signed they loved public speaking course so much they signed up for a second session and they had an opportunity to be i guess you'd say more freestyle kind of picking out what topics they wanted to do but each student got up and the speeches were just incredible and i said to mrs chatterton at the end of the evening and kudos to her uh for for doing that i really feel like

all students should have to date public speaking course it is such just an honor and privilege to sit there and watch these kids and get up and stand up in front of the community and get very small this year compared to last you know they were allowed to have a couple family members versus you know inviting the whole family is extremely well done i'm very proud of our students last board meeting i gave you an update that i was meeting with the city and we were talking about an inter municipal agreement with the city to exchange the use of each other's facilities and so we started a draft with our legal team and went back to their legal team this morning i got it back from the city manager and it's back at our um

legal team just a review so hopefully that will be ready for the next board meeting and it makes sense because the baseball fields that we use and having their summer programs use a playground at north i think he worked out something that works really for both parties but more importantly it's in the best interest of our students tina's going to talk in her report about interview season and as you can see tonight i feel like we've been interviewing for the past couple of weeks you know non-stop but she'll update you with that our diversity equity and inclusion committee worked with their small groups this past week in regards to looking at our strategic plan and then they closed out their work and now the next part of that is they're going to come to the

august 3rd board of education meeting to share their work so each group leader will share on behalf of the small group that they work with and then we'll perfect timing for that in august as we start the new school year it will lead into a lot of the work that we've had to put on hold with clovid and the restrictions there so we'll lay all of that out for the board in august and also recognizing the community members that took part in that hopefully at that point i heard the governor released a lot of restrictions today with the exceptions of school so maybe by that point schools will be off the list and we'll be able to actually have people come in in person uh continuing to meet weekly our bi-weekly with uh you know

district administration the jefferson lewis county superintendents uh josh and i are on a call every week for construction in smart schools the office of the state comptroller audit has started we had our entrance interview last week maria got to sit in on that the internet the auditor came the next day and started auditing the it department and then we haven't seen them since thursday i expect that they'll be back in the district maybe tomorrow to continue their work or even next week okay um so work in progress we don't even know what the target is yet because they're still sifting through a lot of paperwork and once we have a scope of what they're going to do we'll be able to share that back with you the hall of achievement is continuing to make steady

progress and for me this is probably going to be i would say one of the highlights of my career as superintendent because i've had the opportunity to um meet people virtually in a virtual space and conduct a zoom meeting and ask four simple questions that will be part of the induction ceremony and that just to be in the space with people that have graduated from our school district and have them tell me about what and what impact a certain coach or a teacher has made on them and knowing that they're now working at the mayo clinic and they've done this research or they've had patents or um today i got to talk with maggie riser and just the realities of being a high school student i think when our students hear from former graduates and

just really get to hear their stories it's it's really just incredible i i told tina like every time i have one of these interviews today it was with maggie reiser and you know i was in other interviews i had to take a pause from that and come back to her she's like how it wasn't i said it's just like the greatest thing for me to be able to hear from a former watertown high school graduate and what impact they've made on the world and i will have to know everyone that i've interviewed they are so humble that it's it's just amazing like they don't want to be recognized or known but i think if our students could hear all the great opportunities and it's really interesting because some people share their personal stories when they

were in high school and how maybe their dad died or how they lived in poverty i think it gives all of our students an opportunity to just hear different perspectives and views amazing and then finally this is a hard one for me so i want to thank beth for her eight years of service nancy for your five and michael for your five years of service to our district we all know that board service is probably one of the toughest volunteer roles of all and each one of you perform your duties with dedication and tenacity you distinguished yourselves as really stewards of the watertown city school district and never really skipped a beat in the face of difficult decisions always putting our students at the forefront whether it was the strategic plan and i really started

thinking about today like you know eight years five years five years this is my fourth year as superintendent so i've had the pleasure of being with you for my all my four years and i've learned so much from all of you but i also thought about all of the work that we've done in those four years whether it was the strategic plan or having paul cerverski come in and do some work with our community advisory committee you know you serving as the board president or or even the vice president prior i think my time um the committee work on policy um for nancy i i remember a lot of the conversations that we've had over the past couple years where you've come in with some really great ideas to put forward you know with our

work in the policy committee or you know michael and then this past year about having you find the finance audit and facilities and then michael you serving svp this year there are so many things that i could sit and talk about what each one of you have done to contribute to our district into our students and i'm just i am beyond grateful for all of your support moving our district forward forward a famous activist once said wisdom is knowing what to do next virtue is doing it and all three of you prove to be wise and virtuous and so we wish all three of you the best of luck in your future endeavors and personally i will miss all three of you um i look forward to you know the new board members that are

coming on it's kind of like the the teachers are retiring and the new teachers are coming in but i just wanted to say i appreciate all the support you've given me over the past four years i feel like i've certainly been thrown more curveballs in four years than most should serve in a lifetime as superintendent but it's been nice to have really all seven of you um alongside me for part of it and i wish you truly the best in whatever you choose to do so thank you thank you for those words um assistant superintendent for personnel and student services good evening everyone i had the opportunity to be a part of the mystery reader book finance program as well i went to a third grade classroom yesterday morning and i told when i walked

into the classroom i told the students i said this is the best place to be right here in the classroom it felt so good to be with the students and i was just so impressed with how um how responsive they were i also gave them kudos i said your teacher and you you're all wearing your masks i talked a little bit about colby with them just highly impressive and they were very uh participative and i looked for a book too and i found one by actually joanna gaines and had to do with the world needs who you were made to be and it was about different people's differences and different talents and some people are quiet and things like some people like music some people like science and math but we all have something to

contribute so it's been a really nice discussion and it was a great program so it was a pleasure to be a part of that as patty had mentioned um you've been doing i've been on zoo more than i've been out about uh for the last couple of weeks um and i just first of all i want to go over the hiring protocols but i want to thank all the teachers the administrators and you've been a huge part of the interview process my assistant lisa ward everybody who's taken part because it does it's a huge time commitment to do interviews but it's such important work because those are the people who work with our kids in food service maintenance our teachers um support staff you know tightness everyone we all come together to make a part

of our school community so it's a very thoughtful process that we take part in and i just appreciate everybody's input in collaboration on that so just to briefly go over what we do when we hire we do an internal advertisement we also put it out on all olaf's all of our openings which has been a great program for us we've interviewed people from texas uh we just hired somebody from vermont so we're really passing are not far and wide with olaus which has been a nice um experience and they're very responsive and helpful to us technically as well um and then applicants are certainly mandated to complete that last application resume transcripts certification documents letters of recommendation fingerprinting all that pertinent information and then we put an email out and we have it members of

the interview committee we have administrators we have members of our bargaining unit we have different individuals who take part i take part i facilitate the process patty and stacy both the rider take part in those we also have like brian arias and i uh we interviewed um maintenance worker and cleaner physicians last friday so brian was a part of mary and craig from food service and run about their part there we did we did the gamut on friday we did food service we did maintenance we did some teaching positions so it was a nice group and then after we do that we go through the applications and we do a screening uh and then we get down to interviewing we pick a time to interview before the interviews take place lisa sends out an email

to all the interview committee members and we ask for questions so everybody's able to give their input there one or two questions um she puts everything together and uh then we interview the candidates and we debrief after and we have a very those discussions are wonderful uh we have really lots of good discussion there everybody takes part and we narrow the list down um and then the list is i take the list and i do reference checks on the individuals i call references that are listed uh and and that that's a process that takes some time but that's a very important piece of the whole puzzle um and if you know we agree on the top candidates and then of course those names of the reference checks check out uh and they sign a letter

i sign it they sign it and then we put the names before you and they're approved uh so that's the the process for beginning and then and we're proud of the fact that it's a it's a really a process that's a shared decision-making process so we like that fact and um again i i want to thank everybody who takes part in those we're not done yet we have more openings and more interviews to do but but we're certainly we're trying to fill those positions as best as possible thank you school business managers report so there's quite a bit i'm going to roll through it pretty quickly medicaid cost report that has now been filed actually due doing a few days but we got that one in and squared away early and thank you for now

the budget adjustments obviously that was you saw the list there's over a thousand codes for us to go through there and budget 2122 budget has been uploaded as patty mentioned went up to the city and the you know equitable time on the fields versus facilities and also working with legal to kind of finalize the agreement that was approved tonight smart schools is very mentioned we meet with them every week we now have as of today and schedule values in for our phase two work there which means all the contractors can now start cutting their videos and getting things in and delivered here at the e-rate kickoff meeting i wasn't able to make that one but i did talk with dave so we got the po out as soon as possible in order to make sure

everything's received here as they upgrade the wireless access points inside throughout the district and we have our kickoff meeting for the capital project coming up in the first week in july we finished up our title nine on it george and i met with them last thursday within the next few weeks i know she had some vacations she had to use up so the auditor so we'll be getting the prelim there but overall i think it went pretty well like what he was there for games played fields offerings there were some discrepancies but nothing huge such as stipends were higher towards the boys uniform expenses higher towards the girls i know the stipends are more contractual with the wa contract osc started on six nine bowers is going to be starting their external audit on 712

trs audit stuff is due back july first we have the two federal grants with cersei and harpa is pretty much ready to go i don't know stacy i don't think we've hit submit yet would have been due today but they extended that out to 6 30. um arpa is probably about 50 to 75 but we're still waiting on guidance from the state questar has a couple meetings coming up soon over the next couple weeks on their maintenance effort maintenance of equity i think we have pretty well squared away since we allocated and planned on spending through the title one allocations and stacey had her federal grant advisory committee as well so we needed input there as far as the learning loss or i don't even think the state makes calling like that so they started

saying lost learning time stuff and just one final thing and a huge piece as well too thank you to the board members of course i'm doing my whole career here so it's been good working with you and getting to know you another big thank you to the girls in my office this year i test them with really hammering down on um procurement process chopping things out and just kind of improving their purchasing stuff and so i'm happy to report we finally crested into the six figure mark and just shy of 104 000 right now which is about 14.3 this is primarily on supplies it doesn't count any of the stuff that's competitively built it doesn't count anything where we just look at it and say do we really need this and it ends up getting

kicked out this is you know either like and kind say within cartridges or i know maria was able to something where we would have spent 15 16 thousand dollars on that depends in years past and she was able to get them for free through a grant or getting 25 000 off shipping on some of our books and stuff like that so they've really done a really great job i was surprised i know i never told you that number yet because when i tested one that i wasn't sure how the experiment would go over the course of the year i really liked it so over that hundred grand ultimate goal would be for us to cover our own costs on the whole business and that's okay just because i never told you i certified in submitting

that even though it was due it was done and they they both were satisfied with it so i went in and took care of that yesterday but it just we're all very busy at this point in time in the year and so uh it evened out certainly a lot going on okay thank you so just a couple quick upcoming dates building is closed on monday july 5th for observance of independence day next board meeting for those of you that will be here is july 6th and note the change of time our summer schedule is 4 p.m for that meeting instead of 6. so that'll be the meetings in july and august i'm going to go around the room i'm going to start raining this time and um i have nothing to say are you sure

you know when when you think back over eight years i mean there's there's a lot that you could say but it's you know it's been an honor to serve and um i think we've got a great team leading and we have a big plan that's going to help point the way so i have a lot of confidence in all of you to keep it going okay sounds good jason michael oh i know that's confidence i really don't i think that we are leaving with a very practical direction in play such as the federal projects that has been long necessary and i think you have tangible options for further possibilities so i think you combine the practical and the tangible you need to have both in hand not to get too technical but i think that
