we are so appreciative and grateful for being able to be in the midst of such wonderful children and the benefits that they have brought back to this school division thank you thank you mr we'll pause a moment while some folks are leaving it is difficult to hear in this room when the air conditions on but it's hard to stay in this room with it all so we are working with those issues we have some requests to address the board regarding wearing a mask i'll remind you as we did last month we're going to treat you with respect you treat us with respect you have three minutes we will time you and unlike last month if you continue to go over three minutes we will cut the mic off so be respectful not only the board
but of other speakers too we'll have a time keeper and when they notify me as 30 seconds i'll raise my hand that you have 30 seconds to wrap up with your say miss angela shiffert and identify yourself in the district you're from please angie shifflet my kids go to chatham middle twin springs elementary thank you welcome good evening my name is angela shiflett i'm a mother of six currently have four children in pennsylvania county schools i am coming to you this evening regarding two main reasons the first is in regards to the recent implementation of mass back in our schools before you tune me out i can stand here confident and declare that the majority of those in our community those here and those who couldn't be present would say that we are not anti-mask
we are masked choice senate bill 1303 as referenced by the governor on august 5th 2021 speaks nothing of mass section 2 of that bill merely states that quote each school board shall provide such in-person instruction in a manner in which it adheres to the maximum extent practicable to any currently applicable mitigation strategies for early childhood care and education programs in elementary and secondary schools to reduce the transmission of covet 19 that have been provided by the federal centers of disease control and prevention end quote taking what the governor stated with what the cdc states in their most recent update on august 5th for k-12 schools guidance we find the statement quote due to the circulating and highly contagious delta variant cdc recommends universal indoor masking for all students age 2 and older staff teachers and
visitors to k12 schools regardless of vaccination status and quote by definition recommend means to advise as an alternative suggest a choice course of action etc as appropriate beneficial or delight the definition alone speaks of choice and not requirement the cdc also states that all k through 12 schools in pre including pre-classrooms should implement a requirement for students teachers and staff to wear masks indoors regardless regardless of vaccination status again the word should as defined by oxford is used to give or ask advice or suggestions end quote not requirement now before you try to justly justify saying that the word recommend is meant to be stronger i ask you to continue reading the cdc's guidelines in full going further into their guidelines which by the way is defined as a general rule principle or piece of
advice we find that under their section for mass in virginia the last bullet point states quote mass must be worn on school buses per per a federal order excuse me there are three words here that are dramatically different from the others must defined as be commanded or required by law custom or oral conscience end quote and federal order it cannot be more clear that wearing masks inside our school buildings is not required by a federal order and it is not a must as stated by their guidelines by allowing mass choice we are following what the governor stated he wanted to happen secondly i want to take a brief moment to talk about transparency between board members and the community last month you encouraged us to come to you with concerns to voice our opinions and
get insight on what was going on a number of us in the community did just that including myself only to receive conflicting information i would ask that in the future you make statements that you are willing to stand behind and not change based on who is calling and what their opinions are just to find a favor thank you [Applause] thank you jacob hancock [Music] hey um i'm jacob hancock and i'm from the talons gretna district um talking to the mike sir you're a little taller than rest i'm jacob hancock and i'm from the collins gretna district i wanted to thank you all for allowing me to speak tonight i have been working locally at the community college level for several years my current role as a high school career coach where i serve the high
schools and i'm also running for the school board in the towns gretna district as a high school career coach i work in the high schools directly with students staff and teachers the students i see and work with including many of the teachers and staff do not want to be forced to wear a mask to come to school or work they want this to be their choice and the parents choice with absolutely no questions asked as to why they are not wearing one i have had a unique position in my role this last year as i walked up and down the halls of our schools outlook in these socially distanced classrooms and i was disheartened to see the misery the stress and the sadness in these students eyes students and teachers would tell me how exhausted
they were from wearing a mask all day and how anxious they were because there was little to no respite children especially struggled because there were there were some who relentlessly enforced that these students wear a mask all day and that and if the mask didn't perfectly fit there was people who was even rude to them it is exhausting having to cover your face as you're walking up and down the hallways up and down stairs as you're as you're talking to or teaching students students who are students or who are having to wear a mask outside they're even having to wear a mask outside when they play sports a parent messaged me that today furthermore we do not want a covet 19 vaccine mandate here in our county there are teachers staff students visitors and parents
who vehemently oppose this idea and do not want it to be a condition of employment enrollment or visitation the alternatives such as weekly testing or some other consequence is just as unappealing and unacceptable there are doctors scientists nurses and politicians who have all come out against these issues with science and medical data to back up the fact that these measures are doing nothing to help and even causing more harm than good countless parents students teachers and staff have expressed their opposition to both of these to me and to and publicly tonight i encourage the board to stand against the mass mandate and to not mandate the vaccine in our schools for our employees and students allowing individual individuals and parents to make this choice one that should remain a private private choice and not as
a condition of enrollment or employment that choice is a sacred right and i ask you all to have a backbone and to protect it so listen to us the overwhelming majority of pennsylvania county feels this way and we will stand with you if you show us that you are listening to us and showing action on our part thank you [Music] amanda white i'm amanda wyatt i have who i'm like full of mcdonald's i have three children two of them go to chatham elementary and the other one goes to chatham middle school pennsylvania county school board ladies and gentlemen thank you for giving us a choice to speak i'm here because of two things the first name is my ten-year-old daughter thursday after open house and after being so over the moon about finally getting to
go back to school she burst into tears in the middle of the restaurant once i read the email stating that children would be required to wear a mask she said to me mama i want to go back to school but i'm not going to wear a mask later her father and i asked her why she said they're so hot and they distract me and i won't be able to focus on anything else and i'm going to do so bad in school at that moment her father and i told her it should be her choice because it's her body and we would do everything to have her back on what she felt was right for her we also have our 13 year old daughter who chose to wear her mask all day they were given a
choice my second thing is this six letter word choice i as an american get to make choices i see best fit for me and my family daily so feeling like i no longer have one it just does not sit well with me we should get to choose what's best for our children that we are raising and our children should have the right to choose what they feel is right for them i'm not here to give my opinion on mass vaccines or covet in general i'm strictly here to demand you give all students and faculty a choice i don't care which way they choose just allow it to be their decision you all quickly were able to speak with the county's attorney and make a choice on what to do so don't tell us your hands
are tied because they're not if they were truly tied then how are other districts allowing their faculty and students to have that choice as quickly as you made that decision that's how quickly you can change this i feel very certain there are more of us that feel they should have a choice than there are of you that don't so fix it i have so much more that i would love to say and have rewritten what i felt was right multiple times but given the three-minute time frame i have chosen to keep it directly to the point and i feel that this is sufficient just give them a choice thank you thank you congress good [Applause] i'll run a clock here to try to stay on task and you'll give me a 30 second signal thank
you to our board for allowing me to speak for a few moments and i am here uh to support our parents and to support our parents being engaged and involved in what's happening in their schools one of the silver linings of what's happened the past year and a half is parents learn more about what's being taught in the classroom and i think that is a very good thing i'm actually i advocate for cameras in the classroom so parents can always see what's happening in the school room i don't think washington to mandate that but i think that state of virginia and or the localities ought to do that but i'm asking our school board and encourage you to stand in the gap to stand up for your children and your parents and all families parents
should be the ultimate authority for their schools and for their children and when washington is wrong or richmond is wrong it's incumbent upon the local school board to stand in the gap and not to pass that on but i would remind our parents parents the school board does not care what a congress person thinks i have no authority over you all and i don't think that i should have authority over you all they care about what you think parents and as this cannot be a one-time meeting or a one-month series of meetings you've got to stay and gauge you've got to stay involved because when the school board is more concerned about the parents than they are about richmond or washington then they'll do what the parents want them to do and i would just
ask specifically as some of the topics that have been brought up tonight when it comes to masks it is political theater it makes no difference masks have not been shown to make any difference cloth masks to stop the transmission of the virus and it's literally it's child abuse to require children to wear a mask all day and so i would ask you not to do that secondly the state of virginia is trying to mandate on you terrible destructive transgender policy and i would ask you to resist that we should have compassion upon children when they are confused about their gender and we shall try to support and help them through that confusion and not support or facilitate that gender confusion in a way that deceives the parents which is what the state of virginia is
asking you to do to steve the parents and to support a child who is confused about their gender by supporting them with supporting that gender confusion i ask you not to do that thirdly when it comes to critical race theory or any teaching like that under whatever name it's taught under that teaches a dishonest history of our country that teaches that we're defined by our race that we are responsible or guilty for the sins of our past or that america is institutionally or systemically racist or that america was founded as a racist nation and i've been told oh that's not true that's not happening you had 5 000 teachers across the country sign a commitment to teach critical race theory regardless of the consequences you had the largest teachers union say they would provide legal
support or defensive teachers who teach critical race theory and i am on the education labor committee in washington our president joe biden has is planning to force critical race theory on our school system so i would ask you here in pennsylvania county to stand against that thank you for my time thank you martin fisher hi i'm martin fisher as a grandparent and taxpayer for education excellence together we are pennsylvania education excellence project needed as we face falsehoods regarding health issues masks cloth masks that are totally worthless also crt indoctrination and the lie of transgenderism in libel law truth is an absolute defense if truth is an absolute defense for the news in education truth is an absolute necessity always truthful education excellence requires instruction to be always truthful instruction must never lie semper veritas non-mentioner
a great motto for a school semper veritas we can maybe add that to a future conversation sometime pennsylvania education excellence project seeks representation for our school which could be named the pennsylvania county taxpayer-funded schools again a great topic for future conversation representation includes ongoing conversations with attorneys willing to help our school establish legal standing in a virginia court seeking the abolition of wrongful virginia law that requires implementation of what we know to be an abominable practices agenda we are here to help our school board however we figure or reconfigure our school board to be yes you will hear much more in future conversations from the pennsylvania education excellence project we are here to help you or whomever we replace you with two more things we are parents grandparents and taxpayers who shall require our school
system back that is not negotiable in free society [Applause] secondly in free society no one is ever required to play along with the delusional charades of sexually disoriented people i'll say that again in free society no one is ever required to play along with the delusional charades of sexually disoriented people transgenderism is based on lies there is absolutely no biological science supporting transgender assertions [Applause] any board members everything they want to say i'll make a few comments nobody else will we have policies in place in procedures that have worked very well for years and we continue to update them that's reason we have a three minute limit and ask you to sign up ahead of time we'll have some idea what you want to speak about so if you have a question we can answer
mr fisher i didn't hear anything about mass i do appreciate you coming and i do appreciate people coming whether we agree or don't agree but several things and i'm going to take this off you hear a little better [Applause] i don't think any of you folks have said much that majority of this boy don't agree with we're in a little different position than you are the practical thing of not following something that the governor has called a law but the state has called the law is hold on if you i'm not going to put up with it i'll let you speak i don't want you to listen to me every staff member that we have if they do something that the health department says is not agreeable or breaks a law in the last month
they were talking about breaking laws not to follow the law that was passed in the state ruled on by the courts that's the person that's going to be charged and arrested not me not the superintendent but where the incident occurs so yes we're looking out for the best of the students we can also the staff members now when this governor came out last week and he claimed it had become a law through the general assembly the lady that wrote that law said it was not and the position that i've taken personally until a judge tells me different i've got to go by what the governor of the state has said because he turned and said you better call your attorney he's got to tax money of all the state to do whatever he wants to
and we don't and he doesn't have to come down here and take our funding the department of education if we don't follow department of education guidelines can come over and take over the school system so that's a far-fetched thought but it's not as easy as people think we're trying to protect the students we're trying to protect the staff and we have been charged and swore when we took this job to uphold the laws of the state of virginia and i still appreciate about coming we agree or don't agree but that's where that's what we're dealing with that some of you folks seem to don't understand what you say and do sometimes may make you feel real good but if you really want to help show up in richmond they've been in richmond on their and
on call session for the last two weeks they can change these things they can change the governor if enough of them will do it now people in this district seem to be the faith of the same thing say in favor of what we favor but they can put pressure on other districts and you can too by contacting those folks now this is not this is not a public hearing man we've listened to the people this is a business meeting held in public and i'm just saying that as myself not the rest of the board take it for whatever it's worth but i do appreciate y'all coming whether you agree with us support us or not it is time to have more people interested in what's going on in education because that's the future of our
state thank you carter chap kurt if anybody wants to ask me a question i'll be glad to do it after not during the meeting it's a business meeting if you want to stay there after i'll be glad to talk to you charter character word of the month mr harrison you're going to take care of that to chairman burton to dr jones and to our school board good evening earlier today we officially begin the 2021-2022 academic year i am proud to introduce the character word of the month of august our student representatives will follow each month with a different character word tonight i'll be focusing on the word courage let it die down where we hear you yes sir now go ahead the courage to choose right over easy when you're able to save one life
it matters but just imagine if you are able to save hundreds of lives just because you had the courage to do the right instead of the easy a few years back there was a ship that was in the midst of a ship wreck and another ship became its lifeboat that reached that wreckage in time when the distress signal was being sent by this ship there were three other ships that was around the sinking vessel the first ship was named samson sampson was approximately seven miles away from the sinking ship just seven miles away they could see that the ship was sinking but they turned their backs why because the crew aboard the samson had been involved in illegal hunting of seals they turned their backs to shipwreck because they did not want to get caught
in possession of the mammals that they had on board of that ship sometimes courage is not about insane bravery it's just simply about having the guts to let go of what is important to you because someone else is in dire need obviously the crew on board the samson did not possess this quality the second shift was approximately 14 miles away from the sinking ship and it was called the california they saw the distress signal but they were surrounded by ice and it was nighttime it was uncomfortable for them to move at their present time so they decided to wait until the morning for the conditions to improve before they would proceed to help finally the third ship it was approximately 58 miles away and it was by far the furthest and it was already moving
in a direction that was opposite from where the shipwreck was but when they heard the cr their cries over the radio they decided to be the lifeboat the captain of the ship just prayed to god for direction and to turn his boat around they waited ice fields in the dark but they kept going toward the wreckage this lifeboat was called carpathia and the shipwreck was sailed to the non-other than the unsinkable titanic they saved a whopping 705 lives that night those 705 lives were saved because one man chose the right over the easy that one man had the courage to look beyond his comfort he was captain arthur roston when asked how was he able to guide this ship that frigid night captain ralston simply responded another hand other than mine was on the wheel
that night consistently us leaders took the courage to choose right over easy this board had the courage to look beyond what would be comfortable in an easy decision and choose the right decision at this time i would like to share with you a one minute video of our 2021 pennsylvania county middle school poetry slam individual winner mr robert rosman iv robert is a courageous seventh grade student at tulsa middle school and his porn is entitled a leader of course we have to have technical difficulty and we'll go ahead and resolve that in just a moment i'm sure they'll work on it so please bear with us robert w bossman iv and this is my poem titled a leader a leader must be ambitious but not too aggressive a leader must be stubborn but not too
inflexible a leader must be empowered and fueled a leader must be a visionary but not too impractical a leader should communicate and be experienced a weeder should be wise and skilled a leader should be professional and formal a leader should be tough and strong a leader should be perceptive and loyal a leader must be smart and inspiring a leader must be considerate and careful a leader must be unrelenting and driven a leader must be tactful calculated a leader must be courageous and daring a leader must be respectful and persuasive these are the qualities of a distinguished leader we thank him and we thank you for your leadership to our school division good evening [Applause] to any of you folks that this is your first time meeting from now on you'll be the character word will
be presented by one of our student representatives and those that don't know this board has one from each high school and has had that 10 15 years now they take a big part as the year goes on but they're representing each one of our high schools dr jessica jones why are you hiding outside dr jones representative teachers association pennsylvania county education association so uh chairman burton can you hear me yes uh we wanted to make sure everybody had the opportunity to sit down so we actually just stayed in the hallway now you need to speak a little pull it like that pull down just a little there you go how's that up a little bit one more time right there perfect so uh we wanted to make sure everyone had an opportunity to sit down
so we just stayed in the hallway to let everybody have a seat with that being said uh chairman burton um ford dr jones out of the interest of time and respect of your time we're going to wave our session for this evening and just pick up with you next month thank you so much you're quite welcome sir thank you staff committee reports are on desk reports do we have anyone that has any questions on any of the desk reports no questions can we have a motion to approve these i'll make that note i'll say roll call mr burton aye ms krupp aye mr doss aye mr henderson aye mr mills aye mr moon reverend ramsey all right thank you mr superintendent you got five minutes yes sir i think i can do it five minutes
first item i'm gonna kind of skip and go to item number three first but i like to talk about um summer school kind of backtrack a little bit on a desk report just because of the numbers of students that we had this summer in summer school we had 489 students in the elementary program 479 in the middle school program and 479 the high school program a total of 1447 students in summer school this summer we ran buses and it just it speaks volumes to our staff and our students and the concern for a good education in pennsylvania county so i just wanted you all to be aware of the good work that our staff did over the summer the next item i have on the agenda we'll go back to number two we are in
the process right now of of talking about initial discussions regarding this the one percent sales tax referendum that's going to be on the ballot in november and we have convened a planning committee and our planning committee last met august the 5th and we have a campaign committee which will meet on august the 19th in your packet this afternoon this evening is a trifold flower flyer and a powerpoint it's a both of drafts both will be revised but it's a starting point for our campaign committee so i just wanted to bring you all up to speed on where we are with that any questions regarding the 1 sales tax that is a sales tax for school capital projects that only certain counties in virginia through the general assembly were provided that opportunity and all the proceeds
of that one cent sales tax goes for capital projects for school buildings you know you all are aware that we have 21 schools in the county and eight of those elementary schools were built prior to 1960 and our newest elementary schools were built are 25 years old so we have quite a bit of renovation quite a bit of maintenance that we need just to upkeep on those buildings yes those in the audience that live in this county if you're not sure which side you on this please get informed ask questions of us and others and there will be some acute immediates that will go out and share information but become informed of how what it would mean to you as a taxpayer thank you yes sir next item i have of opening schools uh today
we opened first day for students and just had a little over 7 200 students for the first day of classes that is down about 500 students from last year but as we work through the days more and more students so we look forward to over the next couple of weeks all of our students will be back in our buildings as is historically that's what happens over the first two weeks of school to get back up to our normal operating numbers any questions regarding numbers of students we very good day-to-day operations were very smooth we were all out in schools assistant superintendents kind of look over at the students just thumbs up good day-to-day students good day i think students are glad to be back open house last week just a very good open house so
i think i think we're looking forward to a good year this year the last couple of items i have we were very fortunate to have the paths mobile clinic available at our middle schools during orient before the first week of school for teachers and we vaccinated a good number of students we vaccinated 244 students using the mobile clinic and those students were given the tdap the optional hpv which was an optional vaccination for students and then the meningococcal acwi vaccination along with optional covenant vaccine if the parents wish to do that that was for 7th graders and 12th grade students this year and the last item i have we received from the vhsl just today and i put that in your packet of information regarding extracurricular activities extracurricular activities do not fall under the governor's
order for mask and so it requires a school division decision regarding mask wearing for extra for extra curricular activities that take place both in gyms and on our fields so i would like to ask the board to consider for those events you know our student athletes will not be wearing masks for those events i would i would like to ask the board to consider that for those events because we can socially distance we have volleyball that will take place in our gyms and all the other sports are outside i would like to suggest to our board to consider that we would not require mass that mass would be optional for those events get a consensus of that you need a motion for that that would be good yes sir okay i'll make that motion if
we don't require mass it'll be optional motion made in a second roll call mr burton miss crump aye mr doss aye mr ramsay aye mr henderson aye mr meals aye mr burton i'm sorry you said birthday the last items i have upcoming vsba conferences the legislative advocacy conference is on september 23rd the vsp live webinar is october the 1st and the annual convention is november the 17th through the 19th and that's all i have this evening spartan new business minority advisory council membership i have a motion to accept that i'll make that motion i'll second motion made in second roll call mr burton ms crump aye mr doss aye mr henderson mr mills aye mr moon aye reverend ramsey aye authorization for grant application for fcc emergency connectivity fund grant i'll make a motion second
