I appreciate it. So, so this evening we are here and to celebrate our five retirees for the 202526 school year. We have Denan

002Christensen, MPS art teacher. Sandy Manion, junior senior high cleaner, also our information specialist. Kathy Owens, junior senior high Spanish teacher. Larry Stockwell, junior senior high math teacher, as well as distinguished basketball coach. and then Jod Thomas, special education teacher. So, it's a pretty eclectic group that we have here to celebrate. They represent different fields in the district, different years of experience, and different backgrounds, but all of them share one vital thing in common, the profound positive impact they've had on this school and on this entire community. So, we're just going to go in alphabetical order to keep it consistent. So, Dan, we're going to start with you. So, in a day and age when AI and computers can generate so much, it's imperative that we don't allow our children to lose their natural creativity and

003personal expression, Mrs. Christensen has dedicated her career to fostering these exact skills in our students. The pride on a child's face when they get to show someone they love an art project that they created from scratch is something all of us parents have had the pleasure of experiencing. In fact, my own household right now, I can picture three or four projects proudly displayed that were created under your guidance. So, thank you for that. Sandy. Sandy came to us after spending the majority of his career in the construction field. Since his retirement on April 30th, he's continued to step up and help us out, which has been deeply appreciated by everyone. Sandy takes pride in making sure the school looks the way our students deserve. A trait of pride and ownership I've always encouraged in others

004from students to administrators. But beyond his hard work, one of the best parts of having Sandy on staff on staff is his social prowess. He seems to know everyone and has a pretty good handle on what they're up to. He always stops to say hello to everyone he sees and he genuinely means it when he asks how things are going. Kathy Owens. I've had the esteemed pleasure of having been a student of Senora Owens. I believe that Mrs. Owen's greatest strength in the classroom is her unique ability to form genuine relationships with her students. It is that bond that has made students feel comfortable in her room, willing to take academic risks such as speaking or reading another language in front of their peers. It is that bond that she is able to create that

005has inspired numerous students of hers over the years to follow in her footsteps as foreign language educators. Outside of the classroom, she has dedicated numerous hours to helping students and colleagues make lasting memories in Waterville, such as planning, attending proms, creating senior videos, organizing the senior banquet, staff spirit weeks, lunchons, and many more. I can only imagine how many of those lasting memories include Mr. Stockwell. I've also had the distinct pleasure of being a student of Mr. Stockwell, tracing my steps from sequential one all the way through to AP calculus. I can speak for myself and I know many others feel the exact same way that when I entered college, I quickly realized I was incredibly prepared for freshman level math and I have him to thank for that. He was embedding inquirybased and experiential

006lessons long before they became popular buzzwords in education. Not because he saw these tactics in a textbook or heard about them on a podcast. He did so because he intuitively knew it was how his students would learn the concept best. Between the classroom and the court, there truly is no rival for the dedication he has given to this district. And last but not least tonight, Mrs. Jod Thomas. And Mrs. Thomas has spent her career supporting the students who needed it the most. I was at my child's softball game the other night and two parents were discussing how sad they were that Mrs. Thomas was retiring. They had just found out. They openly in public talked about the massive difference she has made in their children's lives. The academic support she provided, the caring nature in

007which she interacted with them, and the confidence she has inspired them. Mrs. Thomas also expanded her impact far beyond the classroom walls through her leadership in the positivity project, something I know she's very proud of. And in that role, she made it her mission to provide opportunities to teach students how to be their best selves. So to all five of our retirees, thank you for your years of service, your dedication, and the lasting legacy you'll leave behind at Waterville. A federal special aid fund warrant in the amount of $853.15. A capital fund warrant in the amount of $2,227.50. the school lunch fund warrant in the amount of $8,57824, the CSCPSC recommendations as listed, and the treasurer report. 009to Superintendent Abby. So, the first thing I wanted to share tonight is officially that we will be opening up a third section of prek for the 2627 school year. I know that was a topic that's come up numerous times throughout our budget process and through the lottery system when we were unfortunately having to tell some families that we didn't think they'd be able to. So, we're really pleased about that. And the reason that we're able to do so, just as a reminder, is the additional funding coming from the state for prek and the additional amount of money that's embedded into that grant per pupil. And you get either 10,000 per pupil or what your district's ratio is, whichever one is the best. So when we had those tenative numbers, we we created a threshold and

010we said if if we can get to this number for our enrollment, then we think that we're in a in a position where it's it's financially beneficial like that we can maintain that with the grant and not having to tap into the general fund and we reach that threshold within the last couple of weeks and maybe even have gotten a few extra. So with three sections, we can educate up to 54 year olds. I almost said three-y olds, not three-y olds, four year olds only. >> So that gives us a little bit of flexibility as well in case we have some additional coming in. Now longterm, you know, with that enrollment, that does create some things that we have to keep in mind. So it's very much in line. If you look at our K

011through three, we're between 45 and 51 students right in that window where three sections is good. So, as long as we maintain that level of enrollment, we're in really good shape going forward with three sections and as long as the funding continues as such, we're in great shape there. Obviously, a dip could be something that we want to be conscious of. If our enrollment were drop in any given year, that's something we want to be aware of. And if we have a spike, then that's also something if we were to go over 54, then we'd have to consider four classrooms. And at that point, then you're at that balance point of where it becomes what can be funded through the grant. Right now, we're in a really great place and we're really excited about 2627.

012But it's important to know that since it is grant-f funded, we have to keep those things in mind. But the state has also said that by 2829, they want all districts to be offering prek for all four-year-olds within their districts. And we've discussed that in the past. And there's some logistical issues for especially for larger districts in my opinion that haven't had prek inhouse. they can collaborate with outside vendors, but at the same time to be able to offer it to all is complicated and we are definitely ahead of the ball on that and I'm very very pleased that we're going to be able to offer that and allow all of our four-year-olds to be able to be in those programs. So that that's a huge win, I think, for us for the 2627 school

013year. We've been working through the logistics behind our our summer programming and notifications to families should be going out for the elementary programming this week by the end of this week. So, we will be offering it once again. Uh it's going to run through the month of July. I believe July 6th is the first date that we have scheduled. So, July 6th through July 30th available for students in grades K through five, incoming K through five. and more details to be shared out with families, but that should be coming out by the end of the week. Again, really excited to be able to continue those programs because those are things that obviously we've had to take some serious looks at over the last couple years and and where do we is it financially sustainable and

014we've made some changes and working with through a coaster to actually make those programs more sustainable long term and hopefully even be able to enhance. And that includes our programming up here where we do our credit recovery in the secondary building as well. And that's one of the areas that we're really kind of hoping to work through and know in the future make future plans to actually enhance that program. And then for anyone that pulled in the parking lot here tonight, if you haven't noticed, the capital project has begun and and it's beginning quite quickly. So yesterday they dropped off an excavator and a bulldozer and now today they have the entire back property fenced in. So, just so everyone's aware of what that entails, like what its purpose is, is the back property here

015is receiving quite a bit of drainage work. And then our practice soccer field, which also is one of our modified fields, that is going to be completely scraped down, new drainage, and recrowned properly to hopefully not have problems with in the future. So, the entire middle part of the back property is all fenced off right now. So they have it so that all of our ASO fields because ASO is still going on until the end of June. All of those are still available for all the kids. We've been very particular about where the temporary roadway is going to be. It's going behind the modified goal and between the AU field. The AU field is going to have to shift one foot probably just to make sure they're not on the temporary roadway. So I called

016uh the ASO coordinator today gave her a heads up that if we just shift the lines on that one field one foot in the direction towards the school everything will fit and we'll and we'll be in good shape. Now so now the next questions are how quick can they start working on the drainage and then what is our timeline to get back on those fields. So that's that's where our next couple weeks are really going to kind of pan out and give us better dates so that we can communicate that especially with anyone that's looking to use our facilities over the summer. We know that that hard start date of August 1st for Pop Warner when they show up and then they're here every night. So we we need to be ready to be able

017to communicate and share with them what spaces will be available and work with them to create additional options if they if they so need throughout the summer. And then simultaneously, obviously, it's not begun yet at the elementary school, but they are ready. They are planning and getting things ready to go for June 29th, the first day that students are there. They're looking to tear up the student drop off parking lot. And that we've talked to them very specifically every single time. That's non-negotiable. That has to be back up and running for the start of school. And that they've been very clear with that. and they seem to be very understanding that that is a top priority there. That has to be back up and running for the start of school. So, they plan on starting

018that June 29th. They're actually going to drop off their excavator for that probably next week in the evening so that it's already here on site and as soon as they're able to do so, they're going to get to work on that simultaneously. They're also going to look to get into classrooms that same day. And so that makes our job in the district, our our maintenance people, that makes it very difficult on them because they have a very short window that they're going to have to start moving things out of classrooms so that construction can begin in there so that they can get their preliminary work done throughout the summer. Mrs. Cresman and I met with Mary Kate Ruain from CNS yesterday, and what we thought was going to be a halfhour meeting was about a

0192-hour meeting, but it was really important because those are the details that one, Mrs. Chrisman needs to be able to share with her teachers so they can plan accordingly and make sure that they have the materials they need for their summer work and for their kickoff work for the start of the school year whether they'll be housed in their classroom or not. So that's important information and then also to make sure that we can still operate our summer programming as well as summer rep. So those are those important conversations that are occurring right now to make sure we can get all those details out there. But the biggest thing as always is product. Is the product going to arrive on time to meet the to meet the schedules that they've proposed. So as they get

020into their ordering process, that's when we'll start finding out those dates. And if we need to adjust, then we will. But for right now, we're basing it off of the estimates that we have and we'll keep working and keep communicating as much as possible. up. As soon as I start to know more, that's when I'll start sharing more out publicly with the community so people understand what's going on in our back fields here and they know what's going on in that student lot because those are the parts that are going to be really visible to the public. There's going to be a lot going on they're not going to know about, but those are the ones that are probably going to be most impactful for them right away. Is there any questions that anyone has

Um, I included in the treasures reports a uh year end projection that we had talked about at the last meeting that we were going to present. And that was just so that you had it in time for tonight. So, you had time to review it before I presented it. Um, I'm going to review it right

022now with you and then feel free to jump in if you have any questions. Um, so our revenues to date are 20,396,23747. From that we have to remove the reserve interest. The reserves are allocated to what those reserves are. And so when they make interest, we are not allowed to spend that in the general fund. So that is 127168,085 that we remove bringing us net to date 20,269,6862. So we have um interf fund transfer from capital that was the amount you approved for us to move from capital reserves into the capital fund to uh do the local share on our project 700,000. And then the appropriations from prior year is money that we had uh promised out through POS but had not spent in the year but we because we had promised it out we

023have to bring it over into the new year because we'll spend from that. So that is $785,72289. Um the state and Boseis aid that's due us at this time is $2,181,161. And then tonight later in the meeting, we're going to be recognizing uh new revenue. Uh it's part of the one-time educational contribution from um the uh I've got it on the agenda. Hang on. Forgot the name of it. It's a LLC for the pilot that for the solar, not a pilot. It's a one-time educational contribution instead of a pilot. Um, that is from, let me see, what is it? It's the LLC right there. >> I don't either. I should have probably written that down. Oh, Marshall site one LLC. So, there was three sites. That's a part of that um contribution. So, we're adding

024it as revenue so that we can spend it this year on the purchase of furniture. Uh projected year-end revenue that would bring us to 23,286,811.32. down for expenses. We've spent to date $18,374,892.37. We have incumbrances or promises to pay of $2,337,928.16 and outstanding expenses that have not been paid, but we know they're going to come due in the next three weeks of $2,317,937. for a total expense of $23,30,75753. So net revenue to expenses for the year-end projection would be $256,53.79. We add to that the remainder of the one-time contra educational contribution which was $372,212.70. It was 423,000 total. So, we're going to recognize 50,000 as revenue this year so that we can spend it and the remainder will go into unappropriated fund balance. Unused unappropriated fund balance from the 2526 budget. We had um included

025that in our budget for this year. We are not spending it. $830,589,000. unappropriated fund balance when we finished last year was 2,30,667,000. Um, and then we subtract our appropriated funds that we are putting from this year towards next year's budget, $388,149,000. So that brings our projected 2526 unappropriated fund balance to 3,11,37349 of that we are planning on moving later in the meeting. I have a resolution to move amounts from unappropriate funds entire capital reserve to fund future purchases in um equipment. Oh, that's >> classroom furniture. And this and just thank you like Tim said, but this helps us be in the right position to build off of the discussions we had in the budget process on what's our long-term three to fiveyear plan look like for the school, knowing the challenges on the horizon. So we can be really intelligent about how we preserve fund balance, strengthen our other reserves, and keep us in a really strong fiscal position that unfortunately a lot of other districts are not in as we saw by their budgets. So really appreciate it. Job well done by everybody. And I told principles they didn't have to create reports because we literally just had a meeting and they're in the middle of end of the year stuff and

027they're going to have their much more elaborate end of the year stuff coming up the summer that they'll report out on. >> But there's definitely a couple things if either of you want to pipe in. So, this morning uh the first students took the ELA exam for the first time and tomorrow morning we will have our first round of algebra 2 exams. So, that's

We got this brother town recognizing our seniors tomorrow night at the brother town and grateful for everything that they do there for the the thousands and thousands thousands of dollars that they've done to help support them is absolutely amazing. It's a great night, great dinner, the great everything and stuff for that. Uh Thursday we'll recognize our underassman. Also on Thursday we'll recognize our valictorian saludiatoran and give out stos for kids for graduation. It's hard to believe that all that stuff just coming right up, you know, and and that doubles up the same night the seniors have a um senior banquet, which I do think is one of the nicest traditions stuff here is that the seniors do have a, you know, low-key casual banquet in the cafeteria that's catered. But what's

029unique about the banquet, it's a senior and a senior can invite one person to impact their life, you know, and so they they'll bring a teacher, a coach, a friend, a community member. they want to recognize it's somebody that's important to them and and share that meal and they go through their time capsule and they you know have that night. So I think that is one of the great traditions that we you know be um and then with with all the stuff we have seniors going on Friday on their trip seventh graders going on their trip on Friday. Uh we're moving our walk so we're excited for um graduation h and everything is going to be on senior day which ends on the 16th so it's a little bit different. And so they're going to

030walk NPS in the morning. They're going to walk the high school halls and meet up. So get the grand caps and gown rehearsal and do all that sort of stuff. So it's just a really exciting time. I missed musician sixth graders. So we're doing well. We are doing well. >> Oh, several events. Um >> and you don't have to list them all. I just didn't if you had something please. Monday we're finishing high five presentations with on child advocacy center field trips you get a field trip then

031you get a field trip field trips everywhere not really but tomorrow and K are going well are planning to go to Fort Ricky and second graders going to went to the most on Friday lots lots of action be the I was just looking at the list to see and it's lots of stuff going on um but the end of the year exciting. So, if you transport yourself back in time, six years, that was uh a unique time to come on the board literally uh right in the middle of COVID. Coming on the board, I I cannot remember how we even swared him in.

035we were doing all virtual. I was taking meetings from the front porch, from the kitchen, from our bedroom, wherever I could. Um, but I would just say Tim's been a tremendous board member. He served as president. Previously, he's vice president. U, he's brought some really great perspective to the board. Uh, behind the scenes, which is a lot of what we do. uh he's been a great advocate for supporting teachers in keeping the focus on core academics. He's been a strong advocate of fiscal policy. Uh making sure like all of us that every dollar is spent appropriately on the right priorities. Uh he's very calm, levelheaded, and objective. Uh always manages to bring his perspective into difficult conversations in the right way. uh and has been a key part of hiring two superintendents. Uh you know

036that was like year one there was a lot going on with COVID and we were we had uh temporary superintendent and Dr. Kathy Davis and then we hired Dr. Spring in the middle of the year and you know then Tim became president a year and a half after that of the board. uh right away. He didn't wait very long. Got right into the fire and then helped us in the search uh where we hired uh Superintendent Abby and just really appreciate his time on the board, his support of me personally as a board member um this year as president, but just in general. And we're definitely going to miss having you on the board. But as he said himself, he's getting to wrap up a bunch of things all at once. And >> yes, I

So, we're not quite wrapped up with spring sports, but we've had a great year. I think a lot of positives especially at the younger levels. Uh nice to see things moving in the right direction.
