001Let's wait for six. >> Good evening everyone. I'd like to call the May 26th Waterville Central School District Board of Education meeting to order. Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> We'll move on to section two, preliminary action. Ken, thank you. Do I have a second? >>

002Second. >> Thank you. >> That's fine. >> Any discussion? All in favor? >> I have it. We'll move on to section three, business operations, and I'll read the items as we go through them on the fund warrants and and we'll vote on the end on the consent agenda. Item 3.1, which is the approval of the April 30th general fund warrant in the amount of $721,194.65. Item 3.2, the approval of the May 15th general fund warrant in the amount of $433,9225. Item 3.5, the approval of a May 15, 2026 fund warrant, the amount of $9,126. And item 3.6, the approval of the April

00330th school lunch fund warrant in the amount of $1,21855. And item 3.7, the approval of a May 15th school lunch fund warrant in the amount of $715. Item 3.8, the approval of the treasury reports as noted. And item 3.9, the approval of the cse CPSE recommendations as listed. May I get a motion to approve? So moved. >> Thank you. May I second? Thank you, Caitlyn. All in favor? I >> The eyes have it. >> I think we'll move on to reports now. >> Yep. >> Thank you. Uh so to get us started tonight, just a few things to update as we're as we're still waiting for New York State's budget to be adopted. They have made a lot of progress, which is great to see. They've been releasing some information slowly in anticipation as a

004new state aid runs came out at the end of last week which we were thankful to see that it actually was a 1% increase from what they had previously promised us. We originally promised 1% increase in foundation aid. They have now upped that up to 2%. So that increases our revenue stream by around 105,000. And what that means for us is that our budget gap that we've been looking at, it lessens that by that same amount. So it brings that total gap down to 283,472.50. So obviously, you know, not a ton, but every percent helps. So every little bit that we can have, we're going to be thankful for and be appreciative of. So similar to that, um, when I sent that those aid runs out, Laura, you had referenced the idea of prek and

005that was a really exciting number. like I didn't reference it there because we're still waiting for final approval of this before we we really are able to lock those in. But we also saw an increase in the aid per pupil for prek numbers which is which is really exciting. So therefore when we're running our own programs and what's being projected out that all schools are going to have to offer to all four four-year-olds which could be a really big lift for certain people. We're not far from that. Currently we have two sections. three sections would cover us based on our projected enrollment. Now, the idea is do we have enough people signed up and then do we have the funding to take care of it? That's where all that that balance point really is and

006that's where we're still working at as we had referenced a couple meetings ago. But the idea that they've increased prek funding and they've said that they would give at least 10,000 per pupil and the fact that our actual number is larger than that is really promising as well. So, a couple of really positive things coming out of those updated state aid runs. Um, another thing very much tied to that, again, not completed. However, they've put all the publications out, so it's pretty much there. The EV busing and being delayed five years, which is something that a lot of lobbying efforts have really gone into, and the efforts are really asking for it to to go away or to have different mandates, but this this helps. It's not exactly what everyone's been asking for, but it

007helps delay it so that more infrastructure can be in place. companies building the buses have a better chance of being able to keep up keep up with future demands and schools have the ability to have capital projects in the meantime to actually build up our own internal infrastructure to be able to handle those things. So that puts our deadlines out to 2032 which is when you would no longer be able to purchase diesel buses as long as this goes through as projected and then by 2040 the entire fleet should be EV buses at that point in time. Again, you know, something that can be pretty controversial out there and obviously we have not at this point in time put up a proposition for the purchase of an EV bus. I know some schools have and

008that's been the reason that maybe even their whole budget got voted down. So, it's it's definitely a complicated thing to navigate at this point. So to have a little more time and to have more understanding if and when we get to that point where we are going to put one of those up for a proposition on a budget vote, then hopefully we'll have more of an understanding and a better idea of how that'll really be able to be handled long term because I think that's where the confusion that's where the frustration is right now is that everyone can pretty much see that's not realistic. So maybe 5 years from now we'll have a much better idea of how that could potentially be navigated or maybe those timelines will change or even maybe the guidelines or

009expectations will change. So we'll see as that progresses but that gives us more time to have a better understanding of how we want to attack that in our district. And then obviously as I referenced loosely and later on in this meeting we'll be approving the results of the budget vote that that we held recently. um very very pleased with the support of our community. Once again, we saw an approval of 77.7% which in my opinion shows just the the wonderful support that our community does have for our school and for everything that that we're trying to do here for the youth within this community. So, I was very very pleased with that. Obviously, a congratulations to Steve, Justin, and then Pete Castelli coming on the board for for winning those three seats. And again, just

010just very very thankful for the support of the community within that. Um, we've been finally the capital outlay project that's going on at NPS, the work has begun. Supplies all came in. So, they've been working through that. They started a couple weeks ago just with painting door frames, but now items have actually arrived. So, they they've completed the installation of the interior doors. They're working on all of the exterior doors and the hardening of the glass. shipment arrived today of some glass, some of it being damaged. So, we talked through that and what that looks like, they have the ability to install and then once it's ordered and the new glass comes in, then they'll replace it. But we talked about, so what does that mean? So, if there's a crack in there, does that

011compromise the actual safety behind it? And they assured that no, it does not and that it's that it's fine to be in there. But obviously, cosmetically with those cracks, they're not acceptable. It's brand new material, so it has to be appropriate. So, we'll have another lead time before that equipment comes in. But, in case anyone sees any of the new equipment going in and they see one with a crack, that is known and it will be replaced. Um, so >> third party that's actually installing this or is this our our intera like our staff here, the school? >> Nope. That is not our staff. Yep. So, it's it's similar to like the the full capital project goes through a bidding process. So, Kestrel Construction is the the general manager of it. Saws Glass delivered the

012glass today and and they were the one that as they were unpackaging discovered it. So they they worked through that and they let us know right away that they'll put it in so that it's done. It's complete because it has to be completed in this year, but they'll make sure that it's rectified and fixed going forward. So the the last part of that will be the actual full replacement of the door by the gymnasium and that'll be hopefully they're going to be working on that before the end of the week. So that's that's the last piece of that. But the biggest piece of that from from the work that they're doing and then to kick off our our upcoming capital project, we have our first contractor meeting coming up on Thursday, which is a very

013important meeting. And Mr. Chrisman right there, we have we have a lot of information that we need to get out and we need to be able to share. And this meeting will be the beginning of us starting to get that information because we've really been working on tentative timelines and possible projections. And we really need to start getting some hard and fast dates so that one our teachers know what to expect, what they need to do, what they have to have available in their classrooms both for summer enrichment program and what needs to be moved out versus at the start of the school year, what can they have in the rooms that they're going to be able to rotate through. So, so we're working on getting storage containers because throughout this entire process, we're going

014to have to be able to store certain items. So, hopefully once we have that actual contact with the general contractors, we'll have more definitive timelines and then we can pass that along both to to our teachers and to our staff within the building so we know how we have to manage that and then as that corresponds back out to families so that families know what to expect during this time frame because obviously it's going to be invasive. We know that. We've talked through all those things, but again, we want to make sure that people have an idea of what to expect. So, really hopeful that Thursday will open up those conversations where we can know more and be better prepared to to really take part in this journey. There any questions on any of those

015items that I can answer for you? So, >> anything from the business office? Um, >> yep. We just have a quick summary for the month. Um, we have been working on finalizing our purchases, our year-end closeouts, and the prelim preliminary work for the start of our audit, which is scheduled for the week of June 22nd to June 26, just phase one. Obviously, this the second phase isn't till like August, late July, early August. We don't schedule that until this one's all complete. Um, I will presenting next week or next meeting the budget transfers and budget adjustments to close out for the year end at our June meeting because who can believe it's June 30th right around the corner and um yeah, so that's about it for the last month. >> And getting that audit scheduled

016early was >> a must. A must >> because obviously last year we were a little frustrated with the timeline. >> Yeah. Very late. Hopefully everything is going to run smooth this year and yeah, we'll present on time. >> That is the hope. >> Yep. >> But this is a good start toward this for sure. >> Okay. I think we want to move on to the uh principles NPS report please. >> The district one event at the end of April, sorry, delve right into that. Um, at the end of April, we did have our monthly matter meeting and MPS2 council hosted a trivia contest between students and staff and they focused on everything mostly music related concepts and it was a great way to see all the kids smiling and try to trying to attempt to

017beat some of the staff in their musical knowledge. Kicked May off with staff appreciation week. MPSTA did an incredible job just hosting a series of events. The community came out, board of education came out in support of our staff. Came out also just a wonderful week. Um just honoring our staff and all of the hard work and dedication that they provide for our students. New York State assessments in ELA, math and science were completed. And we also had the visit that same first week um by Jerry Campbell came in and to provide two important performances, a prek through second grade and then a third through sixth grade performance. And the messaging was positive, the music was great, the kids response was really well was well received. MPS Smiler started and we've actually had a little

018bit of an increase in participation from the actual report from 115. We're around 1:25 now and the the team of people we have um successfully made it outside for one Wednesday. The first two were pretty wet. So we're going to have our fingers crossed that the weather station for the ones to get back outside again this week. Um but the the energy is really really wonderful. So kudos to our to our supervisors check. We had our MBS art show on May 14th. The family turnout was wonderful. The art booths were great. Student interaction, family opportunities were wonderful. A great ice. You can see um some upcoming dates. I'm still adding to those events, but just as some upcoming dates just to um highlight for June, we do have lots of field trips, but also we

019did add a fifth and sixth grade recognition ceremony at the end of the month. And I've been working with Mr. parody to provide opportunities for recognition of our fifth graders and their sixth graders with vulnerable ceremonies. Also in collaboration with PTA to host pizza party. So, some blended fun new things with some traditional recognitions for students transitioning to the high school and then going to the data pieces for attendance and for discipline and happy to answer questions. And I was laughing and giggling and dancing on the inside when you were talking about behavior. I [clears throat] was controlling myself. >> All right, any questions? Thank you. If we could go to the high school report, please. >> When I wrote the report, I was like, why it's so short? I don't know why I'm so

020tired with it. We have a lot of things going on, even though it doesn't really show. The end of the year at the high school is nonstop. We have all three testings between 7A test, state testing, we have AP exams, nice and reach exams. stuff. So, right now the buzz of most of our stuff here is preparing the things um for the end of the year, but our state testing AP and night splat are all done completed. So, we're currently preparing for regions. Um there are two there actually four new exams this year. New exams are given early. We are participating in two of them. Uh we are waiting for chemistry and physics for a year. Uh we have a grace period so we want to see the test before we start the test. Um

021but ELA will be given in June early June 8th or 9th would be time ahead and then algebra 2. So they're the two exams that are new that are going to be given early and then we have a traditional regent week. Uh by the end of the week I'll be sending home final exam schedules for all non-regious courses. I'll schedule all review classes from now until the end of the year and getting ready for closing out all that stuff for regences. Uh we have been planning and preparing for the sixth grade transition and we talked about by closing out the um elementary school with their celebrations and things and how do we do that and bring the sixth grade up. Um our sixth graders based on our work with the sixth grade team. We'll be

022following a ninth period schedule. You know we're setting up classes. So they will be switching classes. Their classes primarily will be located in four classrooms all right together. So, they're really not going far. Um, we will be making some room swaps and set up to accommodate that. And in doing that, one of my priorities is to try to make that middle school hall all middle school. Try to keep I'm almost close to making sure there's no high school kids be down that way. You know, but we minimize it to the very minimum that we possibly can. We'll check them. will help some parents, you know, that are nervous about things and kids coming around, but you know, there will be some mixing in some places, but for the most part, the sixth graders gonna be

023in Florida things there, and there really won't be much interaction from that. So, we're finalizing all that. We'll be finalizing our schedule with staffing and stuff and working with Mr. Abby and Kristen about that with that sort. Um, FFA, uh, attend the national conference last week did a phenomenal job. Um, again, it's a great opportunity for kids to learn leadership. There has some hiccups on the trip, but they had resilience and bouncing back and where they need to be and what things they need to do. Um, but again, it just shows what the leadership and what that program developed for kids and stuff. Um, our we had our junior high concert. That was phenomenal show. Um, but we did move our high school concert to accommodate athletics. We also had half the band of stuff

024into track uh um conference championship that night. So, we're going to do a fine art celebration all on June 2nd. So, next Tuesday, we tried to showcase some of that and and get support for it. So, at the budget vote, we added artwork to help with that there. And then we also move the FFA plant sale inside. So, we filled that room. We had great plant sales. I think people were going through and stuff like that. I think which has actually made the room look really nice hopefully and people appreciate see what we do here in our district. Um, one of the things we had today um is something new and different that we are doing for our students attending MVCC. We're creating transition meetings with the counselors at MBCC. So they are um coming

025here to meet with any kid who is going to MBCC, work with them, review their schedule, review things they need to do, have a point of contact for when they go to MBCC and help bridge that school to college um experience for that. We're also looking to try to set one up possibly with UDU to do that stuff like that. So so our kids are going local, you know, they feel that connection and try to make that transition as smooth as possible. >> That's great. So that's something new that we had we just started this year. Um so a dates there. So um the originally there's showcase on the district calendar for civics. We are are not having it this Thursday night. We're doing it's going to be inhouse for the students who are doing

026it that are going to be uh your panel um later in June. So that will not be Thursday night. So if you're planning on it, you can free yourself up Thursday night. Um apologize for the short notice. Um but next week we have our our senior high concert and fine arts show. Um we also um June 3rd will be the senior high school recognition. So there we started a little differently last year. So we'll be recognizing set grade 7 through 11 for high achievement outstanding effort and character awards. And also that will be the night that we recognize our seniors who are graduating with honors high honors and highest honors. So Mr. Abby will bestow on them their stole to the award at graduation. We'll be announcing top 10 and validator tomorrow will be that

027evening. Um so we'll take care of all that that night. Any questions? Oh Thank you. Uh Thursday we came in. If you do not I got hurt next to me. Uh Thursday uh thank you to the athletic sports boosters. We had a great brunch that came in. Tons of food. But recognizing our scholar athletes, uh, General Sullivan and Tom Gilford and the athletic boosters did a great job of putting it together. We haveund almost 140 people here for that to go through and recognize all our scholar athletes and stuff. So you all came in on a snow day and participated stuff. So it was great. So congratulations to all the student athletes. It really was a great great experience and I I was a little worried about it. I didn't know how the attendance would

028be with it being on that day, but it was fantastic. >> Like the whole cafeteria was packed. They really enjoyed themselves. >> Congratulations, Oscar. >> Yes. >> Yeah. >> Well, speaking of which, that's a natural segue to our student representative. Oscar, do you have anything to add? >> [laughter] >> Good job. Good job. >> Good job. >> Oscar marched in numerous parades yesterday. >> Nice job. >> Good job with that. You and the rest of the marching band as well as NPS marching band. >> We'll move on to committee meetings. Are there any committee reports? >> There are not. Okay. >> Okay. Well, that makes that easy. We'll move on to section five board discussion. There any items we want to discuss in the public right now? >> I thought that as usual >> and

029the rain held out. That was huge. The rain holding off was big. >> I guess I'll take the opportunity to thank both of you publicly for all the hard work that you put into the budget. I think the 77% passage is a reflection of the hard work and transparency that you put into preparing it and communicating it out to the public. So for that, thank you very much. >> Thank you. >> Agree. Well done. >> Thank you for that. Any more any anything else? Okay, we'll move on to section six public comment. I don't see Patty here, so that's our normal public comment. >> [laughter] >> Not at all. I got something. With that noted, we'll move on to section seven and it's the new business and it is a uh consent agenda. I will

030briefly summarize the eight topics listed here. Seven item 7.1 which is the acceptance of the budget results. And again, congratulations to Justin, Steve, and to Pete. Uh [clears throat] item 7.2 the approval of the school bus bond as explained in the uh agenda item. Item 7.3 the approval of the board of education meeting schedule. I know that's really important for a lot of people here. Item 7.4 >> the approval of Omosi's contract for rental facilities. Item 7.5, the approval of the contract for rental of facilities with Ombosis for the distance learning classrooms. Item 7.6, the approval of the Mohawk regional information center request form and contract. Item 7.7, the approval of the Bosey's final services commitment form for the fiscal year 2627. And item 7.8, 8 the approval of the elevated service agreement. May I

031get a motion for the approval of the consent agendas listed? Solo. Thank you. Can I get a second? >> Second. >> Thank you. Any discussion? All in favor? All right. The eyes have it. We'll move on to section eight, which is the public comment on non-aggenda items. I think that's going to be the same as section six. >> No takers. >> You're not limited now. You can you think you want. I'll put on my Optimus hat. Um, thank you to MPS for that. Um, I know one of the funding things this year finus to that class with the youth. So, thank you for that and everybody involved. Thank you. [clears throat] And then we have item nine or I'm sorry, section N. Are there any board questions? I think we've pretty much been uh been

032through that as well. Section 10. I don't believe there's a need for executive session tonight. >> No need. >> I will go on to to section 11, adjournment. >> May I get a motion to adjourn tonight's meeting? >> So moved. >> Thank you, Justin. Thank you, Caitlyn. Any discussion? All in favor? I meeting adjourned.
