henderson aye mr mills aye mr moon aye reverend ramsey mrs hancock is reminding me we all need to speak into the mics but i think we're doing a better job tonight than normal and i just recognized i was this is our first meeting with our student new student reps we didn't have them last year so welcome glad we're very glad to have you here last year was not a pleasant year for any of us [Applause] [Music] do we have any additions to the agenda if not mr chairman i'll move we'll approve agendas is motion to approve agenda second second roll call mr burton aye ms croup aye mr doss aye mr henderson aye mr mills aye mr moon aye reverend ramsay aye all right we're two public presentations and that's the problem through the consent

agenda i'll move through i'm sorry agenda mr burden i'm sorry motion for the consent agenda second and second roll call mr burton aye ms crump aye mr doss aye mr henderson aye mr mills aye mr moon aye reverend this is for the folks that want to talk about return to school plan now i want to make a couple comments before we start i know that a lot of folks have been looking at social media and they're here tonight because we're going to make some policy changes about bathroom usage and critical race theory that's not true it's not on our agenda it's not been on our agenda as far as bathroom issue that was passed by the general assembly a year and a half ago so it's been in effect for a year and a half

but they waited a year because of pandemic to make it enforceable in a situation with the county school board any county school board once it becomes law you don't have a choice but to follow the law we have we have approved policies back several months ago that follows the law and is least restrictive as we can do but that still we have to follow the law it has been disappointing to me in the last few days to see this but not hear word from it last year when the legislature was discussing it and passing it and quite frankly if you want to make a change november is coming remind people that and uh everybody in our district all our representatives voted against this but that's not the case across the state you may know somebody

with another district or represented by somebody but you can call your local legislator and they'll give you a list of who passed this like i said a year and a half ago so we're here to listen to you folks tonight but uh there is no policy on our agenda tonight that affects either one of those so if you have questions later afterwards i'll be glad to answer any questions you have uh superintendent you got a thing you want to stay before we start uh necessarily i do not and the other thing is we'll be reminded that you have three minutes stick to your comments uh and we're gonna pretty be pretty firm on that uh if we don't then anybody can speak as long as they want to it'll be three minutes and you're here

to ask about return to school stick to that be mindful of other people's time and the reason they're here too mr mayu is going to be a time keeper mr mayhew will be our time keeper and when it gets to two and a half minutes he will raise his hand and i will see and you should be upset if you get the podium and please wrap it up after that okay reverend bobby bromfield is the first on our agenda i'd like to thank the school board for the opportunity to share this evening i'd like to read to you a scripture from genesis 1 27 god created man in his own image in the image of god created he him male and female created he them the question why should our board decline to adopt the

doe's treatment of transgender student policy first of all it conflicts with our most important responsibility our most sacred responsibility as elected school board members is to faithfully represent the needs of the parents students and families of those who elected us we should not violate that sacred trust by adopting a policy that clearly overrides the will of the majority of those families and puts us in a position to violate parents and students constitutional rights it undermines our ability to protect every child equally as elected school board members you have a duty to support policy that protects every child equally and fairly this policy forces us to do the opposite of that by putting some children in situations that risk their privacy and also their safety it is possible to find a fair and compassionate way to

protect every child without forcing certain children to surrender their safety in vulnerable areas such as locker rooms restrooms overnight trips sleeping quarters it makes us vulnerable to costly litigation this policy puts us in direct conflict with both state and federal constitutional law as a school board member you cannot in good conscience adopt a policy that we know puts us at real risk of violating these core rights and incurring costs of litigation among other things that policy encourages schools to keep secrets from outright and deceived parents mandates that every school must allow boys identifying as girls for instance to use the girls bathroom or change in female locker rooms mandates that all school employees and students must use transistor pronouns or face punishment for discrimination and harassment with our protection from deeply held religious beliefs it

is an irresponsible use of school school district resources this policy is currently in litigation and could be suspended by a court or ordered back to the doe for adjustment to russia adoption would clearly not be a responsible and wise use of the school district's resources especially given the uncertainties involved the family foundation of richmond and the liberty university law has sued the department of education of virginia the court date is set for next thursday july the 21st 2021 due to the policies not being constitutional in the governor of the state of virginia which he implemented the policy didn't gather both sides to sit down and discuss if it went ahead with his own agenda it is unnecessary that we have multiple policies already in place in addition to state law that clearly protects every child

from harassment or from harm we all agree that every child including those struggling with gender confusion can and should be protected from harm and harassment but this policy goes far beyond prevention and crosses the line of mandatory promotion i appreciate it i bet the time was up but i appreciate you stopping thank you sir if i mispronounce your name just let me know jimmy miller mr chairman superintendent pennsylvania county school board thank you for the graciousness of offering me 180 seconds to express my opinion of how you are treating the most valuable resource in this world our children i'm jimmy miller my wife jenny's here with me we together have 25 children including biological as well as adopted children we have a 2021 graduate of pennsylvania county we have four girls and five boys now

enrolled in pennsylvania county schools but we do have a problem with this upcoming year's model policies for the treatment of transgender children in all virginia's elementary and secondary schools i have them all written out here but i'm hopeful that you as a school board would would know them better than i would you as a school superintendent would know them i don't have the time allotted to read them to you but we are concerned that many of you do not have the same concern that us parents do some of you sitting here today are vocal about how you feel as the parents come to you and express their concerns you take it as a joking laughing matter because you yourself don't even have any children you humiliate them in front of their peers in front of

their colleagues you don't care about our children you care about your salary what a disgrace to say that a child as young as six years old has the right to privacy from their parents in choosing a life-altering uh way of life that they've been educated in a school system teaching them to lie and deceive their parents what a disgrace it is to even to consider such a thing going before what we call our school board don't we have a a a mission statement a school board have a mission statement that provides a safe secure orderly learning environment how orderly would it be if i was up here floating around in a dress this evening sir and ma'am how orderly would it be if that child walks into class like that and when i was in

high school i had to have a doctor's note to wear sunglasses because i burnt my eyes learning to wear you were four minutes late sir starting this i feel it would be a complete distraction to every other child in the classroom for a male student to walk in in a dress to be expected to stay in the in a room with with with a opposite gender on an overnight stay how proud would you be whenever your little boy's on the softball team and he's playing out there with all those girls and all these parents out here with their children their daughters out there being expected to let them join in in the bathroom and in the locker room can't you just hear little mary say oh i need some more tissue i'm out of here

and paul says i'll bring it to you all right your time is up and unfortunately i must stand and appear before the judgment seat of christ that each one may receive what is due him for what he has done while in the body let me a couple more comments than the next yeah i've got grandchildren's school system and i'm concerned about it but we all took a oath to support to support the law of father law and regardless of what might happen later it is law today forget but then you need wait a minute i'm we're not going we're not going to get into this we're not going to get but if you want the things changed the laws got to be changed and that goes back to the what's happening in richmond but the

law it is the law today it's you can soon later and it may be changed later but today it is the law best scarce best cares don't start my time yet i may be nervous and have to take a lot of extra breaths i'm going to be read as fast as i can and do the best i can to get through this i'm beth scarce i'm a christian teacher of 30 years in pennsylvania county and a parent as a christian i've tried to raise my child with christian morals and values i've instilled in him that we are to love everyone no matter their race gender or ethnic background as a teacher i do everything i can to ensure the safety and well-being of all my students every day and i would be in hopes that

my son's teachers do the same i strongly believe that up to this point they have my son has had many amazing teachers but i feel with the upcoming school year quickly approaching that his teachers will truly not be able to ensure his safety as a parent i have some concerns that i would like to address in regards to the model policies for the treatment of transgender students in public elementary and secondary schools first of all i want to be clear that i have no problem with transgender students being provided restrooms locker rooms and any other facilities that they may need however my concern lies with the fact that if a girl or boy wants to identify as the opposite sex and use that restroom locker room that is going to be allowed no questions asked

according to the policy teachers cannot question a student in regards to this decision i do not feel as a parent or teacher that we are providing a safe environment for all students if we allow this to happen i feel that this is opening many doors for false accusations physical physical abuse as well as sexual abuse i feel as a parent that i should not have to worry about my child being safe at school and whether or not he will be falsely accused or worse abused in some other way using the rest in while using the restroom or changing for gym i'm not implying that this will occur from transgender students this policy simply provides open opportunities for all students to engage in inappropriate actions as i said in the beginning my concern is not with

providing facilities to accommodate the transgender students but it's the fact that students can decide which gender that they would like to be and use that particular restroom i do i do feel i do not feel that this is safe at any level i do not feel that it is safe having different genders using the same restroom or locker rooms under any circumstances i was told that the students will have to identify at the beginning of the year what gender that he or she would like to be i do not see this being enforced because teachers will not know all the students that identify as a particular gender and we are not allowed to question them this issue is very concerning to me and i would be in hopes that our school board would do all

this within their power to provide whatever facilities are necessary for transgender students however i would be in hopes that for the safety and well-being of all the students whether transgender or straight that you would oppose the policy recommended by the vdoe as several other counties in virginia have done in regards to wearing this i feel like wearing masks is also an issue that we should address and should be a choice i know my time is up but i want to say that wearing masks is also very harmful to the mask square that cover 19 kills causing severe yeah okay my time is up well that's not great but anyway in closing thank you for your time tonight and for your consideration and what is deemed necessary to ensure the safety and well-being of all the

students of pennsylvania county [Applause] angela's first i would like to say one moment please while i'm speaking please address me and not keep looking at the timekeeper waiting for it to ding so that my time's up thank you i can hear with my ears pretty well members of the board my name is angela shiflet i have four children attending pennsylvania county schools and i am addressing you today in regards to the model policies for the treatment of transgender students put out by the vdoe in response to house bill 145 senate bill 161 i do not claim to be an expert on these bills however i do have several concerns pertaining mainly to the safety and protection of our children one of my first concerns is that i have not been able to find where any

new or updated policies in accordance with the vdoe have been published on the pcs website or school board site as of july 1st 2021 this has gone into effect and vdoe has stated that all districts must create a policy regarding transgenders in a number of different aspects again i may be late to the game since these policies may have already been adopted which you said but i have not seen any specific policies or heard of any public announcements to discuss implementation according to the code of virginia section 22.1 through 23.3 local school boards have the opportunity to discuss and lead discussions pertaining to gender identity i quote involving appropriate community members should help to reconcile sometimes deeply conflicting community views for example engaging students and parents will be critical in developing policies and procedures relating

to student privacy and addressing situations where parents are not affirming their child's identity end quote unless i am mistaken i have not seen where a community meeting has been established to address these important issues i implore you to consider setting up a separate meeting specific to section 22.1 through 23.3 prior to the start of the 21-22 school year and prior to implementing any policies in the event you choose not to do so here are a few more of my concerns let me also state i wholeheartedly want to support and keep safe every child in our schools that being said i ask you to consider what percentage of students in our district identify as the opposite jenner my suspicion is that the number is relatively low also how many of our transgender children have ever voiced

that they have felt discriminated against again my suspicion is that that number is relatively low compared to the number of students in our district if safety is your main concern these policies as stated do not allow for the safety of all students there is no way to monitor who is entering which restroom and if that child is transgender student cisgender male can enter a female bathroom for reasons other than using the facilities with no questions asked by having no effective way to prevent this the door is now open to a greater increase in harassment exposure sexual assault and rape this also will lead to lawsuits from children getting assaulted or raped by students who take advantage of these policies same issue would apply to field trips and overnight trips lastly if adopting implementing policies is

about losing funding i ask you to consider getting creative adopt the policies without adopting the policies [Music] before the next one just it's my i get in trouble by doing this but you're talking to the wrong people where were you where were you lat no no no we're gonna have we're gonna have order or we will remove folks no you didn't let me finish now hold on the question i have is where was everybody last year there was discussion there was a discussion from richmond and no there was covid last year we were not allowed in this auditorium last year let's get it clear it was passed year before last you just before a year and a half ago when it was passed a year and a half ago when it was passed and they

delayed one more time and i will call for a deputy to remove folks i see it when we start this meeting we're going to be cooperative for y'all if y'all are cooperative for this we're not going to try to talk over each other but that's one point i don't seem to be able to get across to people it wasn't this past legislative it was a one before that and they delayed it a year because of that pandemic but nobody seems to pay attention until it comes to their front door and again when they when they send the policies down and you're y'all are looking at the model policy from the department of education we don't adopt it word for word if you look at our policy basically you will see under our discrimination policy that

we don't discriminate and if that controls covers what the state says we have to do that's what we've done next speaker please milly crawford not here abigail kendrick so good evening my name is abigail kendrick and i am the mother of a kindergartner at gretna elementary school due to our religious beliefs we ask that you the board vote against adopting the model transgender policies that are being mandated by the virginia department of education while i understand that those at the state level voted on these policies i believe that you the board still has a choice your hands are not tied you can't say no in fact other counties have said no bottatak county warren county lee county and just last night our neighbor franklin cannon they believed that their current policies already protected all students

i believe that pennsylvania county schools does as well you already have protections in place for all students for this reason i believe that these policies are instead being mandated by richmond to indoctrinate our children even worse to its core these model policies are taking away parental rights i pose this question to each of you when will enough be enough make no mistake we the parents the teachers the students and you the school board you're being bullied by the virginia department of education if we don't say no now what's next critical race theory socialism we all know that this bullying will not end with child transgender rights do not enable confusion do not enable fear and do not enable propaganda in our schools uphold parental rights respect your own teachers and staff's beliefs but most most

importantly protect our children at this point only you have that choice be the leaders we voted for the leaders that we trust the vote no to the model transgender policies thank you earl glass good evening dr jones members of our central office chairman burton vice chairman moon and other members of our school board all those in attendance tonight thank you to the ones that have preceded me first of all thank you for all your previous leadership especially last year doing covet thank you for that leadership shown thank you for the invitation and that's what it was thank you for the invitation to come tonight and freely express our concerns and comments over various policies or proposed would-be policies my name is earl glass i'm a proud parent of seven children and i am also a

proud teacher in pennsylvania county schools but first and foremost all i am or ever will be is all because of the presence of jesus christ my lord and savior my faith has been my compass guiding me not only doing my teaching career but through the last 45 years of a 56 year life even leading me here tonight my compass i am an imperfect being but i am a blessed man with with completion of the 2021 school year i have now taught 31 years 31 years of public school physical education i have loved it and all the students that have graced my presence people here tonight it's not my job it's my calling it's my career ladies and gentlemen the world has changed it is changing all facets including education so the question we want to

ask is how did we get here albeit an important question the more important question is what do we do now we can't put toothpaste back in the tube but on a cusp check this out on the cusp of a brand new 21 22 school year school board members community members anyone can hear my voice tonight we need sound thought out policy that does not hinder us but empowers us policy that does not weaken us but strengthens us policy that doesn't divide us especially now but begins to unite us wake up i've cut you off mr glass i hate you i i left out a lot of good stuff i'm sure you did and i really appreciate you coming haven't seen you in a while thank you for your time yes sir [Applause] tim robinson thank

you my name is tim robertson and i'm here tonight to speak on the behalf of the concerned parents and most importantly the children of pennsylvania county schools i'm here to unequivocally object the adoption of critical race theory and the model policies for the treatment of transgender students in virginia public schools put forth by the commonwealth as a product of pennsylvania county schools i can attest that pcs has always served as a fantastic example of education leading to opportunity in fact pcs serves as a safe haven for many of our students what pcs cannot become is a place to indoctrinate our children with divisive and hateful rhetoric pcs also cannot become a place where the physical and mental health and well-being of our students are put at risk by adopting reckless policies this is not simply

a budget to mull over this is a decision that will have ripple effects across generations i along with others are challenging each one of you to act and reject the adoption of these policies in this scenario no action is action i appreciate the difficult situation this may cause you but that's what leaders are elected to do leaders are elected to have the fortitude to take stands and make difficult decisions i believe a person's true character ideals and beliefs are clearly demonstrated during difficult times and while making difficult decisions reject the policies and protect our children the policy was adopted last year but just as we teach every student in pennsylvania county school every school year presents opportunity each one of you serve as the final line of defense for our children we need to ensure

that pcs is a beacon of reasonable and responsible decision making in the commonwealth of virginia thank you thank you sir [Applause] amber cosner she must not be here reverend charles miller to the pennsylvania county school board lady and gentleman of the board i stand before you in total and absolute opposition to the proposal to allow transgender bathrooms in our county schools as a career educator and as a 14 year member of the school board i stand and i raised my voice to declare that this proposal that has been adopted already is completely out of sync in harmony with the population of this county and the state the pledge of allegiance which all of our children have been taught as you know contain the words one nation under god i as a pastor and minister of

the gospel of jesus christ for 40 years declare that the word of almighty god stands totally against this idea as the bible states in the very first book of genesis god created adam and later fashioned eve in the beginning there was god's design for separate genders each with a role to play according to his not man's plan i make you a solemn promise on this day and i say so respectfully if this continues in pennsylvania county as a elected member of the board of supervisors in the bannister district i will not vote to support another school board budget or raises for school personnel in addition i advocate and i will advocate for the replacement of any and all elected personnel who support this egregious proposal as i close enough damage has been done to erode

the principles which have made this county what it is and this country what it is yes we have a long way to go yet be a board member with the courage and the intestinal fortitude to stand up for our children in future generations and i'm gonna i think that was me and i'm going to close in this way as we see the motto a great place to learn and to work we cannot allow our children to learn unfruitful works of unrighteousness and we cannot effectively work with our children seeing practicing and going forth with things that will not bode well for their futures i was a part of you for 14 years and if i were a part of you now i would be standing up saying exactly the same things that i'm saying now

i respect each of you dr jones chairman vice chairman thank you very much that concludes that part of the public presentation mr burton can i can i speak oops mr neil's over here yeah i was going to ask any board members have any comments okay can i go ahead and go now yes okay when i ran for the school board in i had three main platforms one was bullying the second was parental rights and the third was transgender issues what i said was that public schools should be a place for practical education and not political indoctrination and i still feel that way at that time it was up to each individual school board to make their own policies but now the state has made its policy and passed it into law for all the virginia

public schools but here here's how i say it as a school board member i have a responsibility to do what's best for the students not just a small percentage who have personal identity issues with all the students not only that but i was not hired into the into this position i was elected and i was not elected to go against the will of the people who voted for me so i also have a responsibility to listen to the constituents and make decisions on their behalf and these students are their children so they have way more at stake than any of us do i know these policies have been made into law but there are at least three school boards in virginia that i know of who have rejected these policies and they did it because

it was what their constituents wanted and because it was best for the students so as an elected school board member on behalf of my constituents and the students of pennsylvania county i would at least like the opportunity to vote to reject these policies so can i make a motion to do that tonight [Applause] i think absolutely he can and i want to second the motion any other comments before we move forward to this i would just like to thank everyone who showed up tonight it's unusual for us to have anybody here and i hope this is a trend that will start y'all start here but please end in richmond with this because i we getting tired of stuff forced down our throats too and that's exactly what's happening for us sitting here when we have

to have it forced down our throat and i don't like it any more than y'all do just just for your information and let me say this this doesn't have anything to do with critical race that's not an issue transgender is the issue tonight okay the critical race will probably confront us sooner or later but not tonight okay so what we're doing i hear you we all hear you and just because we set up here tonight and have not kept our hands and we have not smiled and we have not doesn't mean we don't care because we do any other board member so can we vote on it wait a minute wait a minute mr superintendent you got some comments uh yes sir mr burton school board members and on the audience greatly appreciate the audience

that we have this evening and your concern for the children we truly um care for each child that enters our building and want the best for our students and their families um you know my tenure i've been a superintendent now 14 years and this is a rare occurrence in the school division divisions that i've been in when we have to work with families we work with families through different circumstances but there have been several times in my career where i've worked with usually a high school principal on the issues that families are dealing with and and when you deal with families discreetly and confidentially you work out ways to to help children get through things and so i've been very fortunate to work with a skilled group of teachers a group of caring teachers who

care for children deeply and administrators who do the same and we've been very fortunate to work through these issues the unfortunate thing about this meeting this evening is is this issue really is is something that our board is reacting to this is created in the law in two different ways through the general assembly in 2019-20 and then with the circuit court case in the fourth district of federal courts case out of gloucester virginia if you i'll do that very briefly but kind of give you all a kind of a recap of that in 2014 a student in gloucester filed suit against the school board that case went to the district court the district court upheld the school board and then from that it was appealed to the circuit court the 4th circuit the 4th circuit

found in favor of the student then the school board appealed that and went to the supreme court the supreme court if you've been watching the news lately it was just kind of a brief clip this past summer about two weeks ago the supreme us supreme court decided not to hear the case so the decision reverts back to the fourth circuit the fourth circuit indicated that that transgender student would be permitted to use the restroom so we have a case we have case law the fourth circuit decision and then we have the general assembly and then the general assembly so someone mentioned i think it was senate bill 161 and maybe house bill 145 both were passed in the general assembly the governor signed those in signed those into law and so then the statutes right

now and so that's what our school board is working with the school board when they're elected the first item of business is that they swear an oath to uphold the constitution of virginia and the laws of the commonwealth so that's that's what they are responsible for as well so again they are responding to a law in virginia and they are doing their best to work this out with the communities that they serve i wanted you all to be aware that that we as a division and we as and and i don't want to speak for our school board but i can only my impression of them they are trying to do what's best for everyone involved with the under the laws that they must work with at this time and and uh that's in my

comments tonight i just would like for you all to be aware of of the laws and the requirements of our school board mr burton that's all i had this evening and and and to say again some of these other school divisions haven't done anything because they feel that their policy is already covered and this board voted unanimously a few months ago to make changes that was necessary to come in compliance with the law so it's been voted on several months ago but that compliance in our view was make statements that we don't discriminate we did not take word for word with the department of education okay we basically said we don't discriminate feneries and that's why you have difficulty you're looking for the exact policy that the department of education had to put in errors

that's you won't find it but we voted not to discriminate wait a minute i'm not going i'm not we're gonna vote in a few minutes but we are if we vote to undo this policy that we voted for then we are outside the law and i'm gonna depend on mr miller to get us the representation we need from the board of supervisors to make sure we get the funding and defend and defend our position but that's basically what the board will be voting to do if you do that but right now they do they're very minimal and if you listen closely we've had this situation several times over the last few years you haven't heard a word about it because the superintendent his staff has taken care of it they've done it the way they

can and you keep pushing it and you'll have somebody that will just come from somebody where else just to challenge it and that will be extremely disruptive what the board has done the minimum it has to do for the time being and yes mr henderson uh mentioned that critical race theory is coming in two years if we don't change the way things are in richmond but that's where it's got to start and if that happens then some of this other can go away too but it's up to you folks to be talking to the right people the people that can do something about it now any other comments from the board members you have a chairman i want to make sure i understand we're voting to not adopt the 27 page article com of the

report from the state correct what was his motion to not my motion was for us to reject the policy so i voted hold on hold on so a vote of yes would mean that we're rejecting it the 27 page report from that was put out yeah is that correct if you remember last month when we voted we voted on really a watered-down version of what uh we voted not to discriminate any child for any reason and then yesterday and i want to uphold that vote because i'm not going to discriminate any child i agree i'm here for all children now that's why i want to be clear what we're voting for tonight we have not adopted the policy we have we have not voted to adopt that 27-page policy we were given yesterday 27 page

document on this and expected to learn it teach it adhere to it in less than 30 less than 28 29 hours i'm sorry i yeah okay last month we agreed and we voted to give you a watered-down version of not bullying and being inclusive and stuff like that but what i saw yesterday that 27 pages it takes 10 philadelphia lawyers to understand it so so my question is again are we voting to reject the 27 pages but yet we're going to say we're still not going to discriminate any child right yet i think if if we reject the state's policies we still have our own policy that we go by okay i just want to make sure i'm clear on that yeah it seemed to be confusing because we've never adopted what you're talking about

we didn't vote we haven't voted to we have not voted to to adopt that 27-page document to the state department that's where some of the people getting [Music] confused that's there's too many people speaking out without taking i mean trying to speak over each other we have never adopted what that 27 where you got it from i don't know it's the department of education puts it out we've never voted on that and that's what i kept seeing on facebook people just were talking about stuff that hadn't happened but i think there's nothing that's the issue tonight there's nothing on the agenda to even talk about that missed henderson [Applause] no no anyway you wait a minute some point time we've got to stop here's raising hands and shouting that question the law was packed the

law was passed not last winter but winter before by the general assembly and what what they sent out this year were model policies that does not say that you have to adopt that word by word and we did not adopt that policy we're going to go back to what i try to say we're trying to treat you just as well as you treat us keep interrupting and we will call our deputy down and that's up to you folks but we i cannot hear everybody talking one time but the question was the law the law has doesn't have that much the policy does not have to read word for word what they sent down that is a model to go by sir [Applause] we have not adopted the page document that the doe put out wait

listen i'll start right there that is a model that you have to every school division changes their policy so that they will accept it and we all we've done in our policies say we won't discriminate against anybody and what issues [Applause] we did not adopt the whole 27 page we did not we did what we've never accepted it but and that's what that's been the problem we never accepted that we did what necessary so we would be in compliance with the law and that's the reason that's a reason that's the reason some of the other divisions haven't adopted anything because they felt their policy covered it only time will tell if it's challenged is when somebody comes and say you're not following it and they carry your court mr mills please clarify what you're saying

your ocean and your second so we vote on the motion was for us to reject the model policy delivered by the state that would mean that we have our own policy to go by but in fact that's what we did a couple months we didn't we never accepted that policy so are you are you asking us to vote on something we haven't that's what that's the technical part i'm having trouble you're asking us to vote against something that we didn't accept but i don't think we have to well if it's something delivered by the state we wouldn't have to accept it it's just already mandated by the state you have to come in compliance with the state and you and you do it the best way you can for your division right that's what that's

what we're attempting to do with the policies yes one more time one more time and i will have you folks removed you came here and we tried i'm trying to say we're gonna be just as kurdish to you all as you all are at us and yet you're not doing that no ma'am i'm going to finish up here where was i i've lost my truck but that's what we tried to do with changing our policy where we're not discriminating against anyone so we never did vote to accept that is our policy we'd have to vote to accept what they had as our policy in my mind before we could vote to reject it or overturn it so if we if we voted to reject it now that would just mean that we don't vote to

accept it it's the same thing you see what i'm saying like if you're saying as long as it's clear to other board members it's not quite clear to me but if that's what everybody thinks because if emotion is made and second missed anyone else haven't needed any clarification what did you say mr burton i didn't hear you does anyone else need clarification i want to make a statement we we have never voted to accept that 27-page document i don't okay say haven't say that if we didn't vote to accept it that's the same thing as rejecting it i don't have a problem rejecting it but i'm not going to vote to accept it so i i don't know i think some of you want to hear us say we reject it in essence we have

already rejected it okay by by not by not implementing it as it was sent to us we have already rejected it in my opinion now having said that i will say that i'm not going to discriminate a single child we're going to treat every child with dignity and respect but but we don't have to we don't have to have that 27 page document to do that and i'm i'm not for the 27 pages okay but we never have voted to do that so i don't you know y'all i know y'all want to hear we we're not doing it but in essence two months ago we we didn't do it okay does that does that help any [Music] well we we've made the statement it's just been a silent statement but i understand what you're saying

i understand what you're saying but understand we have made a silence statement already okay okay okay i understand what you're saying all right mr burton i'm i'm you know anyone else you're not asking some practice you're asking something that might happen might not happen we're not going to get into that tonight [Applause] the board you have emotion you have emotion and second it is not and we're not going to get into that [Music] no you won't shout and no you don't all right anything anything else i'm good all right roll call mr burton no miss crop no mr dos wait wait a minute i'm i'm confused are we voting we're we're voting we're voting too is to reject it right i'm on a vote not to to accept it 27 pages so is that a

yes is that what we right correct okay mr henderson mr nails yes mr maine no reverend ramsey yes four three four three four three all right with four or three rejected the 27 pages okay [Applause] that concludes that part of the presentation you folks are way welcome to stay [Music] they'll be they will be in the minutes there will be any minutes and understand what you voted for man we can't hear your question i'm sorry it's too much background noise could you speak up a little bit these folks determine that i am not going to get into that tonight i know what i know in my mind but that doesn't mean that's what somebody else thinks but i'm not look we appreciate you folks coming it's gotten all out of hand we're not going any

further no ma'am not tonight anytime you want to speak to me directly i'll be glad to have it but we're not going to take a nurse for 25 years [Music] we do not understand what just happened explain i would try i would you know we're going to keep going on and the first thing you don't folks understand nobody disagrees with the thing you've been saying you've just been saying it to the wrong people at the wrong time hold on you want me to finish the question or do you want to keep interrupting now rev mill i have a lot of respect for you but you know with your board when you get laws when you get policies sent down from the state if you don't accept those policies in the best way you can you

are breaking the law in your jeopardy of losing the funding and support of the state now we don't have attorneys to fight that but what one more time i'm not going to say it again but we understand what you're saying but i'm trying to tell you what my position is because you asked me directly i never accepted that 27 page i cannot vote to reject something i never accepted we changed our policy as best we could to to convince the state to come to just satisfy the state and we have been handled for years have not had an issue but that 27 page never came before us for a vote so if it never came before me for a vote i can't reject it now we changed our policies to satisfy the state and that

basically is we discriminate against nobody [Music] you'll have to ask these folks to send it back but if once a year once a year we'll get about maybe 50 pages of new policies for mistake and you have to change yours to comply with the law and every division will word theirs differently but as long as it meets the minimum requirements of the law they accept it and that's basically what we've done and all this other discussion really needs to go along with your elected officials that make these laws and change these laws and if we don't change something in a couple of months two years from now it's gonna be a whole lot worse but they didn't come and ask me they don't ask my opinion they don't look for us but if you vote

and you're a vote in their district that's who they listen to any other board member any other board members got the comments that we're going to end this i'm sorry no that's a little different that's for a different side of it folks we heard what you guys were saying and we voted in your favor four to three i don't know why we need to keep keep this up it's a it's a done deal [Music] i'm sorry i can't hear you well i don't i don't i'm not going to agree with that but when we when we had the problems come and we voted a different policy to me that was the same thing no we voted when we changed our policies we we did what we needed to do and that was what we needed

to do at the time so that's that's all that you folks want to state but we're going to move on to return to school plan we're going to turn to school we're going to pass on the next item on the agenda is return to school plan this is for questions about returning to the school this fall and we have three people that signed up and i'm going to ask you again three minutes and stick to your comments mr fisher that's what you signed up to speak for that's what you signed up to speak for return to school plan sir no no no you'll we'll get you charles frazier okay good evening i would like to thank the board of opportunity to speak to two pressing issues mandatory masks for students and faculty and making access

to subjects or activities depended upon receiving the covid19 vaccine regarding wearing masks i'm not saying to anyone you can't do this but i am saying to everyone you can't force me to do this against my will and my best judgment this is my heartfelt conviction rooted in hard data and compelling information from trustworthy sources dire measures deserve deep deliberation not hasty implementation many have hesitated to speak up or take a stand on these issues and i myself have wrestled with that question but i remind i want to remind all of us that this is still america and these are our children and our founding fathers drew up a constitution guaranteeing basic rights that cannot be taken away including freedom of speech and freedom to address any governing body these are the freedoms i now rise

to exercise the bible says that we were are to speak the truth in love and it is love for my children and yours that motivates me to speak up on these issues that i view as harmful and detrimental to their health and overall well-being in my allotted time i would point out that there are numerous representatives in the field of medicine science sociology psychology who vigorously oppose the implementation of a mass mandate these increased examples of opposition far outnumber the diminishing reasons given to justify such drastic moves to control behaviors which have uncertain and disturbing outcomes smothering our children masks seven to eight hours a day cannot be a good deal a good idea studies show limiting fresh air intake while increasing intake of carbon dioxide and pollutants can cause serious physical harm our hands

carry more germs than any part of our bodies and we can all agree to that any teacher you ask will tell you how often children play with their masks all day long another disturbing fact is that most masks used by the public do very little to screen covet 19 droplets to the wear or protect others from the wear one example is new england journal of medicine which states wearing masks often little offers little protection from infection and then adds the chance of catching coved 19 for passing interaction in a public space is therefore minimal as to issue number two compulsory vaccination my daughter rising senior has her heart set on a career in nursing we're informed that the nursing program involves two days of clinical rotations at three separate facilities and that each of these

facilities requires co complete coveted vaccine cover 19 vaccines for all faculty and staff never in history has a vaccine been put out so rapidly and hammered this hard and enacted this quickly this should cause concern for everyone because there are things that once done cannot be easily undone so forgive me for not rushing to give my daughter the jab of a non-fda approved experimental vaccine with no significant trial data it please sir a fact which has been grossly underreported adding insult to injury vaccine makers are hiding behind legal protections from lawsuit liabilities therefore escaping all accountability in closing we are familiar with the seriousness of this existing situation it is time for ourselves with the truth disavow the lie and abandon the air exercising freedom to choose and matters of coincidence should never relegate anyone

regardless of age to second-class citizenship these stakes are too high and we as parents and concerned citizens will not be deprived of our rights or robbed of our children hold on a second yes sir have you read our back school plan have you read our back-to-school play require mass mandates where did you see that in airplanes does it require man-made mass members okay wait a minute wait a minute again understand our plan is in this it's in it it's in the packet it's in it's online but our plan is to open back up like it was closed two years like it opened up two years ago that doesn't mean the state can't change things the governor would have to get an executive order and just because the cdc recommends that that's not a mandate but

right now our plan does not contain any mandate all right thank you for thank you for letting me know that i don't know that everybody here knows that if they've just been out it's been out online for a few weeks so people could read it to come to this okay okay well thank you very much and i appreciate that i appreciate your time i just needed to go on record and make sure that i appreciate that the board heard that but i just want to make sure you were clear before you left thank you thank you sadie herndon go ahead thank you mr chairman in clarification if the state does send down an order to mandate masks for children in primary and secondary schools what will the board do i don't want to speculate on

what is right but in the past if it's mandated by law again you have to follow law if you keep your oath right so i can't tell you i can't tell you what will happen right and if any speculation any time you speculate on things but in my opinion the governor would have to get an executive order and i'm not sure he would be able to get that a get a second after the last one has run out right so his power to do those things has run out unless he gets another executive order okay so since we've lost the state of emergency we're one of 24 states that no longer is functioning under that he would have to send that down and we don't have any way to deny it even though it's not

a law it's just demanding again that's really speculating it all depends on how it comes down through the through the governor of the department of education sometimes it is recommended not a mandate so until we see what they actually come up with and go back a little further what we've dealt with this past year this governor would make pronouncements in the public and literally turn around to his staff now you figure out how to make it work and that's what the superintendent and his staff have dealt with they would make something in public that says whatever and then when we get something from the department of education it would not be the same so that caused a lot of confusion not only with parents but with staff members too right okay as a parent as

a medical personnel you know i implore you and suggest and encourage and beg you that we do not send our children back with mass and we appreciate the initiative to start off without masks thank you all right thank you john bradley good evening everybody um let me start by saying i had some some thoughts on this but they've all been answered by previous uh so i won't take up too much of your time i wanted to say first off i started out today praying for each one of you i do not envy the position that you are in i know that you probably sat down at this table today and you were expecting some some pushback and and and you can see you have some very passionate parents in pennsylvania i'm one of them i

have two students at kentuck elementary and so first off i thank you for your service and i pray for each one of you daily as i hope everyone in this room will continue to pray for our leadership as you make decisions um my only encouragement and it's it's it's been said a few times already so i won't belabor the point we're looking for an ally we have these values that we're trying to raise our kids and we feel as though the school board out of richmond is trying to tell us that we're not quite smart enough to raise our kids and we're not quite smart enough to teach our kids how to discipline themselves and how to critically think through things and how to take responsibility for their own actions and so as a christian

and as a father i raise my children to love everyone regardless of who they are my kids don't know a stranger they play with anybody that's not a straight-up jerk or a creep and so i just ask that you support us we're looking for an ally and pushing back against some of these policies that we're seeing nationwide and coming out of richmond that you let us raise our kids that you teach them how to read write add subtract and we will teach them how to be good citizens of the united states which we're so grateful to be a part of and so with that i yield i just want to let you know i will continue praying for you thank you for what you're doing and if there's anything that i can do to help

please let me know thank you mr fisher martin fisher staughton river district i have some concerns about the kind of school we're going to be going back to and whether or not we really are protecting our children and grandchildren and some of my concerns come from the very holding of this meeting itself there are some concerns here that have not been heard there's no time and that's our time this is our meeting i would like to suggest we have a town hall session that you plan it that you go ahead and move for right now and that you have more interaction allowing more comment and interaction with the board members i believe we could declare a committee of the whole and have you here past midnight if we wanted to we could take over this

session and have a town hall session right now according to the will of everyone here saying yes let's have that meeting maybe next time but some meeting abcs include that you represent us you don't represent some administrative bureaucracy you do not represent dr mark jones you represent us you are our voice you represent us not some national teachers union pushing agendas that are against our interests and beliefs critical race theory other things like this uh sexual predator uh allowance bill that has somehow passed through our state i would like to see a motion from this board to ask this board of supervisors to declare pennsylvania county a sanctuary county against sexual predators invading our little girls bathrooms you have a grandpa here this grandpa if there's no representation and protection of my grandchild my granddaughter

and something happens to her i'm going to do something about it again i appreciate comments i appreciate blake for coming if nothing else comes out of this i hope that half of you folks out there will become more active more interested more informed because it is difficult at times if you don't keep up with it to find out exactly what's going on and when it's going to happen general assembly unless the press does a better job you don't hear a lot out of them until after they've already decided what they're going to do and if you're going to make an impression you need to talk to those members before they go to richmond let them know how you feel about stuff but every one of you can call your local representative they can tell you

the folks that have supported these issues are voted against these issues in the past and that's what well i promise you again we keep this shouting stuff it's not it's not two years ago it was discussed it was in the paper about what was going on in richmond i cannot go out and tell everybody but we discussed it no i'm not taking responsibility for that and that's why i don't just say it hopefully people will become more informed and pay attention when people go to richmond what their what comes up and that's what's important about elections someone just said i'll tell you why i'm here it's certainly not for the money and i've been a long time it is for the kids and it's more for the kids than because you poke you you folks

are interested enough to show up you don't deal with the ones that's not interested show up for the children that's the ones we deal with a lot of times all right that's it uh i appreciate anybody wants to leave we'll take a short break for those folks and then we'll go ahead with a meeting i will not take any more outbursts from the crowd okay dr jessica jones chairman burton school board members dr jones central office staff all those that are present here in person and virtually i will say to you chairman burton we will waive our time tonight and you'll be blessed thank you thank you dr jones we'll take a five minute recess come back yep well students y'all picked a good night to come that's what i said we get broken real

well tonight i apologize i think i'd like to get things a little bit out of hand but i am happy so many concerned people came whether we agree or disagree and i hope they will stay involved the next item on the agenda is staff committee reports return to school plan miss petty is not with us tonight i'm just going to ask the board members since we've talked so much did you have any questions of the superintendent about that plan mr burton i just want to ask if we're going to have an opportunity from dr jones to once you all revise once you all get updated information if you guys are be sharing that with us yes ma'am what mrs crump is asking is that right now we're under the virginia department of health's order regarding

mass for students during summer school that order ends july the 25th and we should be getting guidance from the state department regarding how what august will look like in a conversation with the state superintendent this morning uh he's kind of get indicated that that may be a local decision but we will let you all know once they come he and he also said that he probably will come out before the 25th so i'll let you all know that anyone else mr scott you want to tell us about the maintenance projects good evening the following provides a synopsis of the operation department's summer projects work is currently underway in conjunction with phase three of the train performance contract during the week of july 19th through the 23rd new roof units serving the gym library office and

cafeteria at gretna elementary school will be set in place in the following week july 26th through 30th new roof units serving the same areas of twin springs elementary school will be installed the installation of the two large classroom units at each location will follow later and this work which will extend into the start of the new school year is tentatively scheduled over the course of several weekends in order not to disrupt instruction additionally in conduction in conjunction with phase three a new hot water heater has been installed at gretna elementary school and a new boiler will be installed next week a new chiller at gretna middle school will be installed following the onset of cooler weather and the existing cooler there at gretna middle school is still functional and is capable of remaining in service

for the balance of the summit into the early fall elsewhere in the division representatives from sun tribe solar are conducting roof assessments and preparation for the installation of solar panels during september or october sun tribe will begin installing panels on the roofs of our school system's four high schools installation panels at the four middle schools and at the 10 elementary schools will take place following the completion of the high school projects although a portion of this work will be completed during the course of the school day sun tribe and the maintenance department will work with school principals to minimize disruptions and to ensure that sol testing is not disturbed preparations are also underway for undertaking window replacement and hvac upgrades at kentuck elementary school and the pennsylvania career and technical center the required filings have

been made with the virginia department of education for this work based upon initial assessments conducted by dewberry it is currently anticipated that a call for bids will be issued this fall most likely in october although a portion of the work will be undertaken in the evenings during the course of the 2021-22 school year the bulk of these projects including the installation of a new ventilation system for the welding shop at pctc will be completed during the summer of 2022. other smaller projects are also currently underway throughout the division at pctc work is taking place to facilitate improvements to the criminal justice and computer technology laboratories additionally new carpeting has been installed in the computer labs at dan river middle school at chatham high school maintenance department personnel are working with jns stump grinding incorporated to

clear trees undergrowth and associated debris from the fence along the school's perimeter the maintenance department is also completing spot repair and painting of fencing and gates at chatham high school and at the transportation department in conjunction with this project the paving of portions of the front drive and portions of the transportation department's bus lot are also planned completion of work to the drive as anticipated prior to the start of school however work to the lot will most likely extend into the school year on the grounds of the school board office work has been completed on the card reader equipped automated doors located at the ecc building's northwest rear entrance card readers have also been installed on exterior entrances to the school board office building itself and the adjacent annex that currently houses the maintenance and

school nutrition departments an automated ada compliant door has also been installed at the building's main entrance although not fully functional work on the school board office buildings entryways is anticipated to be completed within the next 10 to 14 days the maintenance department and mr mike hudson are commended for their work in facilitating these and numerous other smaller maintenance projects at schools and buildings across the division despite the planning and logistical challenges that have been presented by the shortened summer and the school systems expanded summer school programs in addition to the projects already discussed work is nearing completion on the installation of the new intercom systems at dan river high school in southside elementary school that have been made possible by vdoe school security equipment grants upon the receipt and installation of a few remaining small

pieces of equipment his delivery has been slowed by covet 19 related delays in production and shipping the projects will be finished the replacement of the intercom system at twin springs elementary school will be completed during the evenings and on weekends after the start of the upcoming school year because the school's new system will be completely independent of its existing system there will be a functioning intercom in place at all times throughout the installation process in addition to assisting with these projects the information technology department's technicians and staff have worked to service clean and repair the devices loaned to students during the twenty twenty twenty one school year to make the necessary power school adjustments essential to preparing for the upcoming year and to complete many other projects in schools and buildings across the division the

transportation department has also played a vital role in this summer's activities with only a week between the end of the regular school year and the start of summer school transportation department staff members devised specifically constructed summer school routes to serve students attending summer classes in addition to their intensive summer schedule the transportation department's mechanics have serviced and maintained 62 buses and that's nearly one-third of the regular service fleet that are currently being used to transport students to and from summer school across the county and some school bus drivers have altered their summer plans undertaken longer than usual routes and ventured into sometimes unfamiliar areas of the county to ensure that our routes are staffed of course none of these projects would be possible were it not for the support of the school board our superintendent

and our colleagues in the instruction support services and administration departments thank you are there questions regarding any of these projects i don't see how you get done what you do with the staff thank you so uh yes reports any questions on desk reports you'll have a motion to accept desk reports some move mr chairman second lady second roll call mr burton aye ms crump aye mr doss aye mr henderson aye mr mills aye mr moon aye reverend ramsey aye mr superintendent is your turn yes sir mr burton school members i'd like to again publicly thank mr scott mr hudson our maintenance staff custodial staff for the good work this summer they've got a lot of projects going on and we're making good good strides towards completing those so appreciate your all's good work so thank

you i'd like to um notify the school board um last well i guess it's been a year and a half ago represented from honda danville honda came and presented an idea to you all and you all gave them to go ahead to move forward with that and i'd like to let you all know the winners of the honda fit drawing we had four pennsylvania county schools seniors who were drawn the first was adrian glass from tunstall high school and she won a laptop that was donated by american national bank we had also mr christopher devi uh he won a laptop donated by american national bank jaden unger received a fifteen hundred dollar scholarship and the grand prize winner was a pennsylvania county schools a student madison mills and she won a honda fit to drive

it's hers so quite quite an opportunity for those students so we appreciate danville honda and appreciate you all for allowing that also like to place i placed in your packet this evening the current protocol for recognizing students at school board meetings a question came up at our last meeting regarding adding additional opportunities for students to be recognized i just wanted you all to have a copy of that information there mrs petty and a committee are looking at that and will provide a a recommendation to you all at a later meeting any questions regarding of how students are recognized or how they're selected to be recognized okay the next item that i have is just an update on the one percent sales tax we have met with we've pulled a met with a planning committee mr

burton was a member of that committee mr hudson was a member of that committee or mr donald johnson retired assistant superintendent mr james mcdaniel retired superintendent and mrs hancock clerk of the board we met on june the 24th and developed looked at things that have been done in the past in during the past two building projects one in 2003 with the middle schools and then again in beginning about 2010 with the high schools from that we have convened a select committee of central office staff to begin planning and the selection of a campaign committee that central office team met this week we put together a plan in place we're identifying individuals who would possibly serve on that campaign committee we will canvass our principles in our schools for active parents at each of the schools

to be a part of this committee and so we would plan to notify or request individuals to serve and would look to have our first meetings in august we're looking for school board members to serve business and civic leaders to serve clergy pto booster club officers parents students central office and school administrators educators then again our meetings will begin in august also i have we met with our school board representatives this this afternoon and we would plan to put to get pulled together or or plan to meet with a student lead the student leaders of our high schools as we've done the past usually we do that march but we're going to convene that group early in probably october late september october to talk about the sales tax a referendum and get their ideas as

well any questions regarding where we are with sales tax and that referendum that will be on the ballot in november okay the next item that i have we're going to have the paths mobile clinic available at our middle schools during the week of july the 26th we've sent a school messenger announcement out to notify parents of this they're going to be administering the tdap hpv and that's an optional vaccination and the meningococcal acwy vaccines that will be available to students who do not have primary care providers they're going to be at gretna middle school on tuesday of that week from one to eight wednesday at tunstall middle school from one to eight thursday at chatham middle school from one to eight and on friday at dan river middle school from one to eight so we
