001e e e good evening this will begin the public hearing portion of tonight's meeting for the annual public hearing of our district code of conduct which is policy number 105 so under the education law and the regulations of the commissioner a school board May adopt revisions to the district code of conduct only after at least one public hearing that provides for the participation of school Personnel parents students and other interested parties um with regard to the followup after this um our code of conduct is posted on our website it is you can see part of the public content um on board dos and tonight I will go through what those changes are so mostly the changes all relate to Legal updates and that must be reflected in our code of conduct so my words x

002so so people I guess the best thing is for you to pull up the code and I will be reading the summary okay so that's and that's easier if I don't have to do both toggle through both um unless there is a particular question then I will go to the in the um okay so section 1B definitions there have been updates made to the definition section the name of the category of illegal substances has been changed to prohibited substances following the legalization of medical and recreational marijuana in New York state there has been some confusion regarding whether marijuana is technically considered an illegal substance by changing the title of this category we are clarifying that although certain substances may not be illegal to consume in general for example alcohol and marijuana those substances may not

003be consumed on school property and to do so is a violation of the code of conduct we also changed all references throughout the code code to match this definition we moved the definition of violent pupil from the section on minimum suspensions to this definition section next section 3B prohibited conduct we made revisions to several of the infractions listed in order to provide greater clarity andad broader authority to discipline individuals for misconduct we removed the requirement that visitors to the school building must have written permission from the superintendent design or classroom teacher there may be instances such as student concerts or athletic events where it would be inefficient and at times impossible to provide written permission to all outside attendees we modified the offense related to weapons on school property to indicate that no person may

004possess a weapon as defined by the code without appropriate authorization throughout this section we replaced building or facility with school function and school property as these defined terms include all School bill buildings and Facilities as well as grounds athletic fields and school buses we broadened the language in the sections regarding employees who violate the code in order to provide greater discretion for disciplining employees section 4B student conduct we made revisions to the behavioral infractions regarding Alcohol Tobacco and prohibited substances in order to make these SE sections consistent with each other and with the definition section of the code we made significant revisions to the section on violations of academic Integrity we included new definitions and examples of academic dishonesty and plagiarism we also added language specifically referencing inappropriate uses of artificial intelligence AI technology and

005tool so this is really something that is brand new but needed to be reflected in the code section 4 C disciplinary responses to student misconduct we inserted language in the introductory paragraph of this section to clarify that the disciplinary penalties listed in the code are advisory and that alternate penalties may be imposed depending upon certain factors we revised certain definitions of infractions to align with reev revisions made in other parts of the code we also added violations of academic Integrity to level c section 4 d removal of disruptive students we revised the more detailed portions of this section related to timeouts as the regulations related to restraint seclusion and corporal punishment were recently amended we recommend that these issues are addressed in the legally required Board of Education policy again this is legal our legal

006council advising us um to to utilize the policy here related to restraints seclusion and corporal punishment to reduce the chance of inconsistencies between board policy and the code just so the board knows we did um approve a CO um a policy this year where we do not support um restraints in our school district section 4E minimum periods of suspension in the section regarding minimum suspensions for students who possess or bring a firearm to school we inserted language to clarify the meaning of certain terms under the federal gunfree schools act we also remov specific references to numbered SE sections of the United States code as those sections have been renumbered and are no longer accurate we moved the definition of a violent pupil which comes from education law to the definition section section four procedure in

007the early identification responding to and resolution of discipline problems we renumbered this section to make a subsection of section four and then renumbered the subsequent section regarding the dignity for all students um daa as Section Five Section seven conduct by School Employees we deleted the language in this section related to corporal punishment as the regulations related to restraint seclusion and Corporal pun M were recently amended we recommend that these issues are addressed in the legally required board policy related to restraint seclusion and corporal punishment to reduce the chance of inconsistencies between board policy and the code um so at this time I don't know I have to my computer to see if there are any questions online any emails okay or there any questions here in the room regarding our code of conduct and revisions

008that we are making people could have emailed me specifically let me just does this um app five as well yes is there did you see just K did we miss I see I mean obviously um all discipline has to be age appropriate but yes yes now they under our under our umbrella so we're just going to wait a few more minutes okay um to see if if there are any questions that come in through email so I know there those are already PR I think those are so just the two on question if you don't mind of course that's what we're doing for um I was reading this um carefully I read carefully up about the I didn't get the last 10 pages of the 48 or 49 Pages um and I was reading it

009through the lens of discrimination based on race and I didn't see it mentioned until Level D which was the highest level ABC D and I can understand that it it's a serious infraction and it happens regularly that's we have been hearing it happens regularly daily we could say um and I wondered if we should incorporate some of that hate speech into a lower level even starting at B or C and I because I wonder if it's not reported because it is a Level D so can you tell me what page first of all so you're Level D student conduct and discipline correct so is that 25 see page 33 Okay first one number 14 hate crimes in targeting individuals or groups with threats ridicule violence including written or electronically displayed rical uh ridicule and that

010is under the list of examples of infraction uh acts listed at this level are clearly criminal so I'm wondering is this why it doesn't get reported daily basis of cing because it's a level te it's a it's a criminal page well I again I think you're bringing up great questions I can act I can always refer back to legal and ask if they think that by keeping at level D it may again influence maybe students reporting it so I think it's you know like it would be able to be graduated right exactly Progressive and usually they are it is more General so that there is theeway and is and it allows for Progressive and that would be the most extreme and that would be repeated right be repeated Behavior but we don't want to charge

011every kid that uses the N word with a criminal offense right off the bat I mean it goes on for weeks that's fine but or if it go on the child being ridiculed really suffering for yes go ahead but even like at the elementary school I almost think it should be reflected also in level B where use of profanity and obscenity and it could include and hate speech ability yes ability yes and it also says at level B the supervising teacher or staff member must submit written documentation and I think the only way we're going to fight this repeated Behavior by certain individuals is to document it sure and that's just a a discipline referral that a teacher would so thank you your you for bringing that up and people for the next people can

014of them with us this evening um so I know it's a very emotional evening so so first we're going to recognize vinia Lan he's here with his wife and forget your name you'll need to unlock your Lois okay no iPhones all right and I remember seeing you walking all the time together so so that's wonderful you'll be able to do that a lot so um Mr L he has been a teacher here with us in Waterville for 26 years prior to that he was a teacher in Notre ding in that time he has been a mentor to many many countless other teachers and students a distinguished speaker himself and we definitely saw that at the 150th celebration Mr alaka has served as the adviser for the prize speaking competition teaching hundreds of students about public

015speaking and bolstering their self-confidence he has instilled a love of literature in his students and has taught them to communicate effectively more than just academics he has shown his students his own Passion by playing guitar reading and sharing poetry and proudly speaking of his F the Legacy he leaves with his students is one of love and compassion his deep investment in our students lives is palpable to all those who had watched him teach and interact in the hallways always demonstrating how deeply he cares about our students Mr alaa will be greatly missed as an educator for being such a wonderful and kind person a friend and for serving as a really amazing role model for so many students and staff over your 20 so we have a certificate so please stand up and I don't

016know if you have a few words you'd like to say maybe just say you know thank I'm grateful to the to the district that's been a ride I've been here for 26 years I've seen a lot of change a lot of good things but I think probably you know the greatest compliment is to be able to be in a place for 2 six years where you've usted your children so I hope that I I've tried and I hope that I um met those needs well um I'm grateful for that opportunity I probably learned more from them than they've learned from me lot of great kids lot of great kids are T so we're I'm I'm grateful and um I'm grateful not only for the opportunity to work with your kids but for what it did

017for my family too I was able to put my kids through school and it was a it was a worthy career that made me feel like I accomplished what I wanted to do so grateful thank you it's the side to say 20 years next year and think since we graduated but I know like my friends the lot will still speak very M lessons there the guitar absolutely I think you play a song [Laughter] still cover and next we have Terry style who kind in the corner so just stand up all right all right so Terry style has been the librarian at Waterville for seven years and his and and before that served in Mount Markham for many years before that in addition she is advised the battle of the books Battle of book club as

018well as helping create the New Media Productions Club this school year Terry is passionate about teaching our students media literacy and research she has a deep desire that they understand the world around them and know where to find the best most reliable and accurate information Miss style is always willing to provide support to her fellow Educators and helping them in their classrooms by providing them and sharing resources co- teing in their classrooms and assisting with research Miss style has worked hard to make the library a friendly and accessible place for all students whether they want to study play board games or chess create crafts or assemble labels her Legacy has been to foster a love of reading and to make the library a space for all students while allowing her love and advocacy of literacy

019to shine through so thank you and you'll be greatly missed and would you like certainly I cannot to Mr I try to talk but um no I mean I I have really enjoyed my time well I have lot of special memories and I just I enjoy the friendl professionalism of the staff the administration I have felt support from the administration and from teachers um and of course there are some students that I'm not will to say goodbye to ready to say goodbye to yet so i a l well come on up so and Brenda Evans please stand and we have her princi who's going to be saying a few words all right so Brenda told me to keep it short and sweet so Brenda's been at Waterville for 25 years she started out as a

020substitute and then following years hired as Monitor and then became the aid in the main office um she told me when she first started her um you know she went in Mr thumer introduced her to Sherry Sherry will tell you what to do Sherry told her what to do and Brenda said to her I don't even know how to turn on the computer so they started from very Basics but uh became a wonderful team in the office um she's been a huge Essa she sits right at that key you know the safety she knows all the families um we really it's it's going to be really tough to replace her because she knows everyone and she can alert us um and then she's just so generous um you know just seeing her like today we

021have a pre- student just came in he hasn't been in the office in a while and he just came in and gave her a big hug like he was so excited to see her um you know and she may or may not have a couple drawers in our office they have snacks just for certain students and she as them what they like and you know it may be like Doritos and not necessarily healthy snacks but that's who Brenda is and we just appreciate all she's done um she's been married for 39 years has three kids and five grandbabies so I think she's ready to enjoy those grandbabies enjoy her time with her husband and um we'll really miss you but she want the Irish goodbye so it's we that at the back Brenda did you

022want to say anything and our next honor so really really um proud this evening to be recommending for tenure um two outstanding teacher leaders two outstanding teachers at Waterville Central School District so first I'll start with Roseanne caner who's here so stand up and I'm so so Roseanne has been a teacher for 22 years a math teacher and she was previously awarded tenure at the Sherburn Earlville School dist district and we're really glad that she decided to come to the Waterville um she and her husband have two children so I know your son attends George Mason University and I know your daughter is a junior in high school so so she's she's busy at home as well um so so the thing that I admire most about Rosanne or Mrs can that we students here

023is that she first of all can teach any level of math any level the math we offer and you have okay grade seven all the way up to calculus well not yet but um so so that's really um I think critical for a small district is that when you have somebody who just is really knowledgeable of mathematics and can teach any level and so so that's um wrote on Mrs caner but it also helps when you're working with a team of Math teachers and you can help guide them and you can help advise them so Mrs caner comes here to Waterville with very high expectations of what a mathematics program should look like how we can get there and how to work with her teachers on curriculum development uh so she is an incredible asent

024to uh to Waterville and I I do want to say that when we played the video for teacher appreciation week you may remember that a number of students who were interviewed cited Mrs caner as being their favorite teacher actually liking math which is what we want to hear so um so congratulations this is an honor and we're very proud to be St thank you oh certific thank you I just want to say thank you to the board and to the administration for the continued support of our um math department and our curriculum goals and all of our initiatives thank you thank you so next we have Rick R who's here tonight with his wife so um so Rick has been an educator for 30 years he has served as a teacher as an administrator in

025a city school district a suburban school district and now a rural School District here with us in Waterville um he was previously awarded tenure in the Rome City School District and were really fortunate and very um very happy that he has joined us here in Waterville so on the home front he has two amazing sons and uh his um youngest son uh received an appointment to the US Naval Academy and he's just yeah so he's just finishing his first year so um yeah so you're definitely proud parents and I know your other son I want to say he's aork City and working in finance yes okay got it okay um so so Rick has really brought A New Perspective to us in in teaching of Technology um adding new courses uh and really supporting our

026agriculture department and our students and our programs and and courses and in a um our new course that that he's developed for the next school year foundations of technology and Entrepreneurship where students are going to be engraving um so so definitely he he gets his hands dirty working with the kids kids and and they utilize applied learning and and Hands-On learning and it's been really successful with our students he's also a teacher leader for agriculture technology and facts our family and commun computer uh no family and yeah science consumer science program and uh just working really well in leading our team and again increasing standards and and just providing a lot of support to uh uh you Ed a new teacher in that department and that was really great so so we're we're really happy

027that you're here with us and you're definitely enriching the lives of our students and and we're very proud to still this honor thank I just like to say thank you to the board and to the administration to uh for obviously for the tenure but for supporting the program and know since I've been here um anything that I've asked for um I've yet to have ever have anyone say no so thank you for that um and the robotics program this year was just a a great uh success for for the district I think and the kids that were in the program have done a great job with it um and I'm looking forward to the new new course next next school year so so thank Youk thank you very much so this is a sad night

028so Mrs Linda Kelly Hughes no Mrs Linda Hughes Kelly I'm sorry um was elected to the board in 2018 um and she has been an amazing board member so I've worked with her since I I came here in 2021 and always had students you know best interests at heart and really concerned about Equity issues um really concerned about bullying issues and really giving voices to voice to students and empowering them and it was um Mrs um it was Linda who really wanted to bring a student rep to our board so so thank you um I we know where to find you so um and all of your help with the business office has been very very invaluable so thank you and I just wanted to say um and recognize and thank you for for over

029two decades of dedication to the to the district between you know 15 years in the business office and then the last six on the board um I remember being in school seeing in the business office almost every day um but I just wanted to say that I think um you know Linda is the embodiment of what you'd expect from someone on a school board she's empathetic uh responsive great attention to detail um always respectful and an independent thinker clear Communicator um and most importantly somebody who cares very deeply about every student in the school um she always thinks about the things from the perspective of how is it going to impact the students and the faculty and staff and and the taxpayers um she's never on her time on the board made anything about herself

030um just about making the district a better place for the families um I think we as a board have been very lucky to have her serve on the board especially with unique knowledge um from the business office perspective um serving on the consultation education committee meeting periodically with the WTA on the budget committee policy committee audit committee um and being instrumental in the negotiations committee uh so she's done a lot and a lot of the work that she does is often done you kind of in the background um we get the summaries and the reports of the meetings and the votes but a lot of the the hard work is kind of done in the background um so on behalf of the board um and administration just want to say thank you for all the

031your years of service and you you'll definitely be missed but hope to still see you around here so I'm sure yes you're very welcome thank you for very very nice so now I would like to call up Mrs mcka and our elevated student voice student I'm gonna you just look at me and I I'll and you'll click I'll click okay okay so um we wanted to come and you some of you knowed the eleva student voices program that we started this year but we wanted to talk about it publicly our work is here and our so okay so L voices what is it um over the summer we receive each School District area the Tri Area received letter asking if we had districts that were interested in participating in this tribo seeds region um opportunity

032for students from multiple districts to get together at one space and one time to engage students in discussing sensitive topics like there's a lot of topics going on that kids want to talk about you need to learn from them what how they're feeling about certain things so it was under the direction of um Dr Eva Jones who was a retired administrator from um C reg C region posies and she was also a teacher and is also an educational consultant so I do want to say that um there is no charge for the district participating in this bosis wanted to make sure that districts could participate and there would be no charge so just wanted so they have grants that are funed it's a pilot program yes this our so our program goals and for our

033students and advisers was to gather together to and participate in discussions in one space and one time hopefully learning about diversity equity and inclusion through the perspectives of students and how they feel about it we also wanted to develop strategies to ensure that all students felt like they belonged in their school districts and we wanted to learn from Community leaders and from other people in our area about what they were doing in their communities and in their school districts to Ure this and this is how it looked our first year um we had an advisory committe meeting with just the adults the the um districts that were interested in leading the groups we had a student registration deadline so I chose to as the advisor go through um teacher recommendation because I didn't want it

034to just be our top students I wanted it to be um teacher recommended students that could represent all different aspects of our school body and we started with 10 students and we ended with four because of obligations and stuff and it was a huge commitment on the students behalf so will you introduce all of our students Sor okay I'm sorry I'll stay out of stay so throughout the school year we met for three sessions and then we finally came together at the end to with the youth Summit which was a full day of like celebrating And discussing what we've done in our own districts and our own work on the site there it was just the other districts that participated in it it went out to over 20 districts and we had I think it

035was like nine of us that came together the last talking about um so at each discussion meeting we kind of followed this model and our students took this model with them when we came back to the district we would start in a large group with all of the district students and advisers together we would do some sort of an a warm-up activity to get to know each other each time which was really nice because um each time we got to together we were sort of paired of different people and we did these um really fun like light-hearted warmup questions that led to made it much easier talk about harder topics um then would break up into these discussion circles in separate rooms where the students were sort of separated from their friends from their districts

036and we were like yeah it was terrible and um they had to sort of like you know form relationships with kids from different districts and talk about some really tough topics after we had our large our discussion circles we got back together in our small District circles and talked about action planning for our schools what we were going to do how can we bring these ideas back to our district and then at the end we had a student survey so that was the model for each of the three discussions had so please introduce yourself I'm Briana Bell um so the first thing we did when we got into our discussion circles was um laid down some agreements so we wanted to make sure everyone was like people talking about the difficult subjects so a couple

037of the like important ones to us was we wanted to make sure everyone's voices were heard and we wanted to make sure that everyone was going to expect Discoverer because it's not easy talk about um and then we wanted to lay down some goals as well that we wanted to reach so we wanted to gather to discuss issues um we wanted to listen to like experiences different from our own um build our confidence create a plan of action and finally s finally celebrate um what the students have gain from this experience and I'm m l and um our first discussion topic like at our school was with the Juniors and it was in the social series and so we did kind of the same thing that we did at both when we first went and

038so we had these posters around the classroom with these questions of like things I like about my community are and then everyone had an anonymous sticky note and they would write what they believe would answer these questions like what they believe like themselves and they would put it on the posters and then they would walk around and see what other people WR compare them them you know and um there's a little exit ticket before they they left yeah g ask them like what are we doing at our school to um celebrate and stuff like that but people like the feedback that we got was kind of like not and um our first topic was micro questions which is pretty heavy but we needed to talk about it and so we first defined it and um

039yeah we defined it and then we had discussions on it and how we felt like what are they and what is their impact at our school so and then we watched a video on mic progressions and then we discussed and answered questions on the video and students can give their inputs and like we asked questions like what were some of the examples of the microagressions in the video and uh then we watched another video uh talking about embracing diversity equity and coruption um and we did some more discussion questions getting like everybody's point of view everybody's up around um and then we did another exit ticket so it was what are you already doing in our school oh no this is what are you already doing in our school to raise awareness and to elevate

040student voices and to do your part to ensure that everyone feels the sense of belonging like said like people did not feel that our school was doing enough things super so then afterward we would get together after each one of our discussions that we had with our students as facilitators we would talk about okay how do people interact with other this really talk like they've never done this before talking about this is really hard you know and sometimes when you give teenagers a chance to air their complaints it can get a little heavy so um you know it was it was definitely difficult the first time we did it because especially when you're working with new peers you know I would just stand up in the room and sort of like help them but it

041was really them leading the discussions and they did a great job and I know it was really hard but they did it they Rose to the occasion and we talked about what would be helpful to encourage participation and um what else we could um what else we could do in our school school like really brainstorm how can we bring this idea to our district and that L us to hi I'm Dante Ria so what we did after we met with the 11th graders was we plan to meet with the seventh graders and talk about a different topic but that relates to diversity but this topic was diversity racism and inclusion and we felt that if we go like to the seventh graders it would be much easier to get point across and they'd be much

042more willing to mer to State because it's a lot harder to break down barriers of someone who's so grown like saying can't teach an old dog your tricks um and then we finally um all of the schools that participated gathered at the hardill in on 2016 for a youth Summit we had um a keynote speaker Dr Meredith mad of UD University um we did our discussion groups like in circles again um and and then there were some like there were people in a panel and like you can ask questions and they would talk about and we kind of showed um everyone like what we've been doing at our school to make a change and then we got certificates of comple some um so some of the benefits of the program so what our program uh

043brought to the school was helping like other people understand that just because someone may like be like surrounding you doesn't mean that they're not different from you and that they don't have their own different opinions and their own different culture and their own different way of life and that everyone comes from a different background even if they come to S place um and it also helps start conversations about helping people feel like they belong if they just go to school and they don't feel like anyone else around them like they're an outcast or they feel outcasted by EV we have to show them that they do belong and they're not in our past it's just people need change and that's what like our discussion groups kind of showed us how different everybody is but we

044all want to make the I'm sorry so what's next um next year we'd love to keep um continue working working with local districts and collaborating generating uh ideas we'd also love to get some more students younger students to join with us that' be great um we're gonna bring lessons to MPS through Reading partners with elementary students and we want to create more visuals within our school that appealed to the diversity of students in our district so we have this um bolon board in our school up already and we talked about maybe a mural in our school that when you walk in it shows that we include diversity you're welcome there was one more SL so I'm just so one of the things we talked about was some of the Champs and that of course is

045time because um our kids are so spread in with time every day during lunch there's an meeting or something not so and SPS for small District time is crous um and this involves a lot of work like you have to this year was really nice because we actually our discussions We paralleled Them andit them to our district so the lessons were really already put together for us but we have topics that our students would like to discuss too that weren't discussed so we need to be had time to create those um so that is a challenge also a change in mindset is really hard because there were some topics we would like to approached what mean that we would get Flack and we really didn't have the time to prepare for that so um we

046could use time spe time a big thing so that and just support from um faculty members admin Board of course you know like there there will be tough topics that are brought up and know J them down and I just wanted to let you know that we our this is our showcase who brought us to our showcase we also have some TI out the door on here like what kids said so you're welcome to look at that like during the break but we just want to thank the bo obviously for being in support of the CIP thank you yeah how can we support moving forward what resources one we just need time we need time during the day we also need it's so hard we needing s study cles you so we're taking away from

047curriculum too so like thankfully we had you know two social studies teachers that were willing to you know to take time from their teaching to allow us to do it so it would be nice to have time to plan come together and plan like this is so new it's like you know we heard about it in August I met in September with no plan and just started hit the ground running and they did a phenomenal job so I'm very proud of that um so as far as support is concerned kind of to really you say like this is important these conversations are important and work it into our so very proud I went to your showc at Harin and I was very proud as your superintendent um so the whole idea of time so I

048think we have to look at our and one of the things is that you know with I think we need to join the student council we do have events that we put on as Stu for student council we have Funday will maybe part of Funday could be to you know examine some of the the issues of belonging I kept hearing how critical it is to feel a sense of the longing and that's something that makes kids come to school every day and so it is really CRI so so all ears definitely want to hear more and um you know excited about all your work here thank you what grade will you all be at you senior I have to say like they were so quiet when they first started this and like for them to

049get up here in front this not sound and this one's a natural thank you all you so this is the time where people feel they need to exit you can or you can stay on for the next congratulations thank you for everything thank you very much take a seat in the front that was just the part one wow everybody locked I know Kan all right I did want to keep putting them on the spot Mrs Nick but how could they incorporate that work in like buch I I don't think they should how do we get them to do more social and make it a little bit more normal and a little less scary that's R thing well if they're going to work on those difficult topics sometimes the setting makes a big difference you think

050about like in the Work World don't go world we do a lot of things in less formal settings that sometimes are harder because it makes it a little bit less formal team building Stu right right like we had you know team buing no I agree but even like working in gym class we work it in Social Stace class we can work it in gym class right and I feel like it it ties into like bullying has been something that we talked about for a while yeah it feels like this is another angle to address that problem as well I feel very strongly and they do too that when you kids kids can get other kids to talk I feel like when it's us reaching you can't do this or you should do this it's just

051another adult saying you shouldn't do it or should do something and shouldn't and when other kids are facilitating the conversations you get more out of it so especially when they're coming up with the solutions as well I'm also going to meet with I the gentleman at bosies that's sort of leing all he I reached out to him and said you know can we have a work day that advisor over the summer so we can brainstorm together you know so it's not a Waterville District issue it's like we all have the time isue it's hard to do thank you thank you thank you so we congratulated seven new teachers uh who joined us this school year they successfully completed our new professionals Academy program and yesterday was a sharing out about their growth as an educator

052what they learned you can see their mentors are there with them as well as you know what what they love so much about Waterville so so great great event and just really proud of our new teachers and just really confident of their abilities here and what they bringing to our students so that was fun so hot off the press um New York state is uh going to be transforming graduation requirements so I think it's important to bring this up this evening so they have uh four transformation so I'll just quickly go through what they are so um so New York has adopted a New York state portrait of a graduate which really does um mirror a lot of what we've included already in our framework so I think the crosswalk there the alignment will be

053very easy for us so to earn a high school diploma students will have to demonstrate Proficiency in each component of the portrait uh to demonstrate that they're critical thinkers Innovative problem solvers literate across all content areas culturally competent socially emotionally competent effective communicators and Global Citizens so that is a lot um but it is what we're already doing transformation number two redefine credits through proficiency rather than the completion of time-based units of study um so they're looking to also award May a credit through work-based learning um and that's what our FFA students are really um involved in their senior year work-based learning dual credit uh earning a newk state seal like the Seal of Civic Readiness or a credential which could be a CTE credential uh that is Career and Technical education participation in the

054Arts passing approved assessments um including region exams so region exams aren't going away completely they're just not going to be required for graduation so let's continue so transformation number three um Sunset diploma assessment requirements through decoupling specific assessment requirements from graduation requirements so students will no longer longer need to pass Regents exams in order to graduate from high school however students will still need to take spe uh specific state level assessments as required by federal law that's the Essa for example the three through eight math and Ela those will continue because those are according to Essa the federal you know Essa um law that we have to test our students as well as the science in um fifth grade and E grade and high school um algebra um English and science so those will all

055continue but they will not be part of a graduation requirement just a federal requirement but students still have to take them because it's part of our accountability measures as a school district so um so what are the next steps so between July and October the dep um the New York State Department of Ed will be seeking stakeholder input on the recommendations through a series of regional discussions then at the board of regions meeting in November the department will present an implementation plan with timelines um affected regulations and other considerations and graduation this is what's important graduation requirements will not change for students until until sometime thereafter so yes everyone you still have to take your your regions for this year next year and we will keep everybody updated on those so I think it's um

056exciting I think it's an exciting direction that New York state has decided to uh pursue so Regents exams are older than 150 years 1874 yes I think it was 1865 so there was something about the end of the Civil War I think that prompted um the importance of exit exams and content so so I'll keep you uh posted on that so next so so this is really exciting and I I'm really really um excited to share this feedback from our 12th grade students and I have Mrs PCA here with us and she was very very gracious to be a co-partner with me um with her students and and really getting a lot of feedback from them so so I'm extremely impressed and excited about the feedback the students provided they were very very thoughtful and

057uh I think you're going to be equally as impressed so so just help me out so Mrs Picola so it was your AP English Literature class your um English 12 class but then kids who take their English at Bose they they're not in Senior English so so it's everybody else minus our our Bose student so I'm going to go through what the recommendation was and then I'm going to talk to you about what the feedback from the students was and what their recommendation is all right so the first one um the first one was was actually an easy one so remember we talked about AP dual credit and honors courses that they should be weighted according to the following adding six percentage points to the course grade GPA for AP four percentage points to the

058course grade GPA for dual credit and then two percentage points to the for grade GPA for honx courses so as you know currently and historically we have um awarded Five Points and nothing for honors or dual credit so um discussed this with students and they agree with this recommendation wholeheartedly and they're very happy about it so so this one was yeah very easy so I I can see that this one um is definitely something that we should adopt for the 24 25 school year they excuse me a minute did they answer the same questions that went out on parents so that's not so so let me I thought it let me go through the student feedback first okay and then I'll share the thought exchange so that's also in my my presentation and some of

059them did take they so I asked them that was one of my questions so how many of you read your parents Square notifications how many of you saw that there's a survey um how many of you are going to take the survey so they all said they were going to take it by the end of uh because I was there I was there three different class periods so this was each class three periods and the the discussion was very rich okay so you'll remember this one so we talked about the end of the third marking period should replace the current practice of ending the final calculation of grades for seniors after the second marking period so the rationale was that the final calculation of senior grade for Honor recognitions should occur as late as possible

060in the school year to keep students engaged ensure student learning and effort continues as close to graduation as possible so the students completely agreed with this and they believe that the determination for establishing the cut off point occurs late as possible in the school year and we talked about for Waterville since we have our graduation early um that the end of the third marking period made the most sense for so they were all in agreement on this one and they they liked it they like that they had more time to to increase their their GPA okay the next one courses in band music and PE will be included in the GPA beginning with the next school year so now this one okay so students do not agree with this recommendation and let me tell you

061what they thought about so for banding chorus they said too stressful for AP students to miss classes for lessons this is why only one senior is in chorus I don't maybe only two seniors are in band one or two three maybe did you remember what they said it wasn't a lot okay students are put on structured study hall for missing lessons but the makeup period is still during the class so they said that wasn't very accommodating um so this was in one of the classes so five students said yes to including Bandon chorus because you are learning a new skill it's an elective they thought it helped you when applying to colleges 14 students said said no because missing classes for lessons hurts grades for those classes so so I think the majority of students

062were just not in favor of this so then we talked about PE physical education so this is what they said students felt the grades were biased but overall they felt it was an easy grade they liked the idea of this class being pass F so that was something that actually had come up with the discussions with teachers at one point but the students really Amplified ed students feel that there is a gender bias in the rubric that it's easier for boys to get credit for changing into gym clothes when they didn't it's how they normally dress girls who wear dressier clothes cannot do that most students were unaware that this class was not even included in the average and zero students said yes seven students said no because it's hard to gauge effort some students

063felt the rubric doesn't reflect on effort six students had no opinion so this was interesting some just okay whatever um they did say it would probably bump up their overall averages and nine students liked the idea of making it a pass fail class so in the end this is their recommendation horses and band music and music should not be included in the GPA as the district has has historically done so we haven't included it they wanted that to not change um they felt physical education should become pass Val and not be included in the GPA um they would like that to start the next week do we know if that's common in any districts around us pass fa so so again that was one of the things we didn't ask but we can ask yeah

064I'd be curious yeah you have to have Jim to graduate exactly you need yeah that's a graduation requirement y okay recommendation so this is very interesting especially as state Ed announced the direction they're going in with Regions exam so the Junior Senior High will continue to use regions exams as the final however uh beginning with the next school year final exams will be worth 10% of the final cour grade and Midterm examinations would be valued at 10% of of grade um and then the marking periods 1 2 three and four would still each be worth 20% so when I presented this to the students they did not agree okay so most students said no because there's still too much weight for one exam the final or the region students said test anxiety negatively affects their

065averages most students agreed that some type of assessment is needed stud students asked why do we have four marking periods when it's not required by the state so I thought that was great students were in favor of replacing exams with Project based learning with 19 students agreeing that students should have a choice in which projects they can do because that keeps them motivated so very insightful and be this is uh this is actually what what Tammy was saying that even before we had school tools um students who overall averages were exempt from final exams um teachers were able to bubble in Scantron sheets and they were uh they were able to include a 90 plus students final exam only at been help the student so I think what happens when we get to these digitized

066platforms we're locked in there isn't any kind of flexibility if you explain the last paragraph to me I'm not getting so so Tammy not to put you on the spot would you mind talking a little bit about what it looked like before school tools yes and I I don't know Danny remembers this but if you got to the you know end of the so they would take the file and then when we were calculating scores before school tools when were using calculators um and we found that the student maybe had like a 92 overall horse average we and their exam was like a 85 and it hurt the overall average we would exempt them from the exam if they had a 92 overall average for the four marketing periods and got a 96 on the

067final we would then include it in the average because it called but School tools I don't think has that capability that was the initial question Le for the whole it was that exact scenario right so this is their recommendation so the recommendation from our students that the Junior Senior High will continue to incorporate regions exams and finals into student grade however instead of having separate categories for midterms or final exams the midterm exam grade would be included in the second marking period and the final exam grade would be averaged into the fourth marking period so so I thought it was a really fair compromise because you know the most important thing for for the staff is that yes we we're still counting you know midterm finals and regions because they do matter and um but

068students felt it shouldn't be separate separated so uh so I thought that was a very fair recommendation I love the amount of thought that they put they totally fantastic they totally did um okay let's keep moving the longstanding district practice of identifying the top 10 students of the graduating class be eliminated beginning with the next school year in favor of an honors benchmarking system which recognizes all graduating seniors who achieve final GPA in the following B 90% plus is honors 94% plus is high honors 97% plus as highest honors and the weighted average would be used for honors recognitions so one thing that did come up that we hadn't thought about I just wasn't aware of it is that honor role is 85 so we haven't discussed that so that is something to discuss um

069you know honor role and all honors recognitions and one thing that did come up was last week we had our um our our honor our Awards him and apparently before the pandemic we were we did recognize under class um so there was a recognition program for students in grade 7 through 11 and uh so we've moved away from that so the recommendation is that we go back to that we strengthen our recognition program for underclassmen to really um have a strong program for recognizing academics and that we plan for that and we unveil that for the next school year at the end of the year all right so our students said they agreed that the top 10 was inconsistent uh according to the data of previous top 10 lists the classes of 2018 and 2019

070the lowest average for number 10 was in 89 where I want to say uh this year was a 94 so you can see there's quite a varability yeah it says it's almost 95 yes yes so it would have been fewer students in 2018 2019 recognized if we did the 90 plus yes but it would be I assume probably a lot more some years we .93 is 10 probably it's interesting um we are too small of a school to do a top 10 we've lost the value of it some students said that Top 10 rankings motivate students however others said that those students who are protesting against this change no they wouldn't even be in the top 10 if the classes had been twed um so that was definitely something that the AP students said that

071they were intrinsically motivated we talked about the difference between intrinsic motivation and extrinsic motivation and that for them the most important thing was that they were in a more rigorous class because they saw the long-term benefit of being able to um you know be better prepared for college so so that was their motivation um shifting to an honor Benchmark ranking would include more students and students were very favorable to that and students asked can it be faged out since this year's ninth grade class is already competing and Mrs pakola had a 10th grade student who came to her you want to just share what the student said yeah and he said um this year said I really wish I took last year more seriously because I'm already out of the running which is not true

072but in his mind I'm not one of the top 10 a demotivator for yeah exactly so things will change with the um weighted points right because so that student in 10th Grade can choose to take more rigorous classes can gain those weighted points to definitely work towards being you know in a higher you know benchmark and then students agree that the validor and solid atoran should be kept so this is their recommendation so the longstanding district practice of identifying the top 10 students of the graduating class be phased out and end with this year's current nth graders the class of 2027 beginning with the 2425 School school year the district will Implement an Hest Benchmark system which recognizes all graduating seniors with colored stols at graduation who achieve the final GPA in the following mon

073so that's their recommendation and there's more um so the uh recommendation um previously was the validor and solidor recognitions should be eliminated in favor of the highest honors Target of 97% um as the achievement of Standards becomes the goal rather than the competition among students and under this scenario the school is not arbitrarily indicating a finite number of highest honor Scholars but is setting various standards for students to achieve the motivation and quality of the students will determine how many are honored in the GI so the student recommendation the ranking of the validator and solidor recognition should continue along with the implementation of the honors benchmarking recognition T and then lastly class rank should not be published or made part of a students official transcript beginning with the next school year student feedback students didn't

074even know that class ranking would affect their college acceptances ranking students doesn't have a bearing on how you'll do in college so it shouldn't be shared and the district should be developing students and not ranking so they recommendation is class rank should not be published or made part of the students official transcript beginning with the next school year except for the recognitions specifically to designate the valorian salutatorian and members of the top 10 through the 2026 27 school year so very thoughtful so now I would like to share with you the thought exchange so as you know I'm I'm sure you all took it there was initial thought and then there were some of the specific questions here so as we consider district one changes to our grading policy and how seniors are recognized what

075are some important things we need to keep in mind and I can share all this with you so we had 191 participants there were were 126 thoughts um and 3,256 ratings what what that so that means if somebody made a thought um then you could read that thought and you could you know rate that thought one to four I think it was one to four like you agreed with it you you strongly agreed with it or you disagreed with it they just basically commented people comment so that's what it is people give their thoughts on what everybody else is thinking so uh so who participated okay so 86 or 47% were parents or Guardians 19% or 35 were students um only 19 staff members 24 community members and 19 alot how many students are in

076the district so we have about so even if all those parent and Guardians were from separate houss it's like 20% 5% and we I mean I I don't know if Elementary parents really got into yeah so you can see they do like a word splash spash of like the words that came up the most what you gotta do with snow sorry so these are the words that just came up the most um stress deserve prepare World jobs earn deserve real honors so so that's our word splash for this um and then the top 10 themes by thoughts so student motivation was a big one and when um we did our book study you know the three pillars of raing practices is that student motivation is really critical academic recognition real world preparation equity and inclusivity

077and gradings and then the breakdown of participation so this was the AP dual credit question um so there was really support for that one then we talked about the top 10 and there definitely um was reluctance there um so yes ask a question U I haven't seen it yet so what year did we start the do so I don't know how do we find that out that there has to be a way so it's they're not in your books um like you don't remember it Lindsay didn't remember it um I just feel like no matter what decision we make it's important that everyone have that as far decision because I've talked to community members who graduated from here not 50 years ago and it has not always been practice it's not like a 100 Year

07850 year practice but nobody knows how right everybody can remember when we didn't do it but nobody can remember when started unlike Val Victorian Salud T we've done that for like who knows probably 80 90 years right so I I I just feel like that's part of the barrier when we're kindy to talk about it even when you're presenting data like we have where we could be recognizing more students we're not removing recognition if we remove it which the students themselves recognize right clearly we're trying to recognize more students for actually achieving specific Venture not where you are against other people but part but like in the discussion people that I've talked to and heard from like that's the the first thing is we've always done it and I'm always since when and nobody knows

079it's not it's not a we've always done that scenario and just personally I don't I don't think that's a good reason to do something I've always done something is not a good reason it needs to be a real and we're not eliminating recognition decided but I'm just saying like that's the community this one's a really tough one like it's really circulating const so I like how the students felt that um let's pH it out and let's um have this honors benchmarking system so for example what was it the the top 10 the number 10 this year was 94 Point almost 95 so think about all those students who got 90 and above who weren't recognized yeah even with class rank we have really dove into that too much but when you do rank colleges look

080at a lot of things like top 5% of your graduating class top 10% top four ti so like that's part of the discussion that again I don't feel like we've been able to really get there with all the data we need but 10 out of 50 is not the same as 10 out of 100 when you're stack ranking right or 10 out of five 10% versus 10 right like 10 times whereas 90% is an achievement one yes like the just trying to have that discussion and have people whatever the district decides we can see what the student input is now know a degree but we I think we need to know that because people need to through that either way if we keep it or don't keep it like people need to have so is

081it I don't even know how find out because it's not in gota find out some there's a way there got to be a way get close was it in the 90s was it in the early 2000s was it in the 0 hopefully we keep old graduation programs we have newspaper here maybe Mr okay so they had okay so in 1989 Jen remembers there we go that's but we have9 it wasn't 89 but it wasn't in 2005 I don't recall I I I I don't know how I can make that decision without that also because people are asking me what I think and like I don't know go look in the record there's got be right so unless somebody stop it's got to be I'm sure immed but I I do want right so so what's

082interesting here is remember the the largest um group who responded to this survey were parents right so for me hearing from the elevating our student voices is for me very powerful is what they're saying about because it's them I think the amount of thoughtfulness and taking emotion out of it I think is what I've heard through the students evaluation of this issue has been less emotional more thoughtful than a lot of conversations I've had I agree they've they've approached it pragmatically based on what's truly best for the student body what did they say the kids the kids know they know like what works and what doesn't yeah they know if it's and if it's not real yes right so so I'll continue I think just one thing on this topic that I think would be

083helpful is if we could go back X number of years in the show who how many would have reached the Benchmark versus the top 10 I don't know that it's got but just to show because here talk us declining enrolling you know from 2000 I think we lost 400 students or something like that over my class was 104 but just to show you know class size getting smaller now you have 24 students are in the top you know 24% is top 10 now so I just think that might help kind of show what were what the basis is for this so I did show that slide remember I I do I don't want to hold the discussion I'm just we're trying to tell you like so far I think the students and even the community

084is pretty align this is there's a lot of disagreement on this one thing and it shows right there we talk about like highly unlikely 43% not support and that's the part of it it's not the honors piece it's removing the top 10 it's it's there's a lot of people that don't agree with it and again we don't know what we're going to do but I think we need to listen and that's what I'm saying like we need actual data we need to be able to say well this like why we would want to do it this is why it makes sense and I think most people are very reasonable yeah but they they haven't seen it like again I I still have not seen what year started and then I think we need to go

085back further than 2018 I think it's important to show like no nobody's saying to stop recognizing people nobody's saying to stop incentivizing so you want me to put those people are saying how can we better incentivize students to actually achieve a level of success and then if we had if we had 10 students achieve highest honors I think we'd all be thrilled by that with a 97 or higher verus like whether we rank them one through 10 or not like that's what look yeah if you're looking at a group of students from this year that what 94 point it's a 95 that's amazing 10 kids a 95 average or higher without weighted that's great we want more of that right you know like and that's a the accolades would be larger as that expands out

086Beyond yeah 10 kids sure and achievable for for all students and they'll still again like it's some people I'm hearing things oh well you know we don't want to you're still ranking people I mean there's a difference between honors High honors and highest honors the kids will all know that all know somebody got better grades but we put 35 on it have not like kids are smart they know who does well who doesn't it's not like we're shielding them yeah just from what I'm hearing I think the big disc is being able to see the overlap of a top 10 compared to how many students fall into that Benchmark we can visualize that historically and I think what the students are showing you know their recommendation is kind of along those lines delay it you

087know pH it out and it's something that we can show over the next few years see there's we recognize 26 kids you know in this method I'm even curious this year honestly to see how many of them hit 97 what's use this year out of 10 I bet there's more than two I think using the data from there would be a perfect example because you're talking a very high achieving CL right like way to celebrate that maybe it's four or five I don't know love to great right so okay and the next question this has to do with validator and salutatorian and uh again 94 people 60% were were definitely against that so so uh the students were also very clear that yes let's keep it um CL ring so this is something that um

088I like how the students phrased it they felt that okay yes we want to still we don't want to share our class rank with colleges they don't want to do that um and they felt that just still have valid valid solidifying because that's a ranking that we'd be publishing that as well as the top 10 for the next school year and and again we decide that that pH out just I'm curious again I don't know but would it help our students if we notated on their transcript like they're in the top 10% of their class or top 25 does that still matter School are yeah okay and so it would be that definitely has to be in a board policy because we would we would um put on our our um I I forget what's

089the college the description that we send of our College you know what I yeah yeah our profile I'm just curious like again if there was anything like that that we're not doing as a to help our students then let's think about that so there was and when I looked at the thought exchange questions um one somebody said well what about like top 10% get in to free like mbcc that wouldn't change those things would still you know gotcha that that wouldn't change I mean because there are a number of districts who do not publish um class rank they have a board policy but they still participate they can still be calculated for Pur scholarship same validi that does still matter class rank outside of the top 10 ask so what did you ask about we

090sent it to colleges and that's the whole thing but what I'm wondering when when when we were going through the college process specific colleges ask for your class rank where you rank Lally in your class right so we would just on that question on the you know the counselors on our profile we just say board policy prohibits the publishing of our of class Rank and then it doesn't hurt children it doesn't hurt students it's it's not a requirement and we don't have to do that as a school district well what what I'm wondering could it be up to the individual student that if they want include their class rank well again we talked about the purpose um what what class rank does and it also creates a lot of stress students are I I think

091it's better to again students should know where they you know what their GPA is and that's the most important thing and you know again where they land at the end for recognition I think talk about the when we we talk about the top 10 and those things the big sticking point I have I can see I can see the top 10 because we're mixing apples and oranges but I definitely want to keep the validate toy and the saluted toy but I also think it's important that you know we all get ranked somewhere along the line and my experience has been that that has been important for the college process as has been SAT score and some other things so I don't want to remove somebody's incentive and I don't want to I have to figure

092out how to phrase this delic there's a certain amount of anxiety everybody has to learn to deal with in life and there's no better time to do it than in the classroom so I'm a little weary of getting rid of the class ranking alog together yeah even if I mean and and perhaps somebody shares it somebody does it but obviously we aren't making it public but and yeah that's why I'm still trying to learn also because I remember and I I know we're all getting older on the board but it mattered if you were in the top 5% or 10% or 25% of your classes you were looking at the more highly selected colleges and again like I happen to go to a really big school so like you didn't get hung up on if

093you were number 20 or number 14 it was like are you in the top 10% are you in the top 5% because that was going to matter because that was all Alo a way again that the college could you know relativize like how you did versus everyone else yeah what they're looking for that much Mark should you're the top 25% SAT score right exactly so we're not required to share with colleges and what it does is that it it forces admissions offices to look at multiple measures of a students program so we say publicize it's just submitting it to col the colleges and then it's it's what we do with it so well we do from the top 10 well kids know they're they're ranking all the all the like printing it on a report

094card it's on yeah exactly the report card kids know it all the time they come in and they ask all the time they want to know where they are um and so you remove that so that they know their GPA they know what the honors benchmarks are and that's what they're motivated getting to that regardless of what an admissions office says I would I don't know I'm starting to think similar to Tim that I would be Leary even if they say if you don't publicize it it's not going to hurt you if two other students similarly situated in a lot of different ways are publishing that they're top five% is that truly not going to hurt one of our students if it's if we don't if they don't have the ability to sub that and

095I would just wonder front take could we compromise even eventually where a student could request that right like maybe we wouldn't do it but only track it behind for those purposes if it's request buing the school so and so and I want them to know well that's what I was saying because I I know it's published I know it's spoken about but I also know what happens with human nature as well one of the students comment M mented that your rank it's doesn't mean it's it doesn't mean it doesn't mean a lot of things I'm sorry the rank it does and it doesn't all right that's why what means a lot is your strength of programs that's the most important thing and that's what we want to focus no I just again like I want

096to make sure we're trying to find the middle ground again I'm just speaking from my own experience but like I took every single a course by High School like I literally took every single and it was important to then also show taking that hard of schedule where I rank to get S it wasn't number one but I also did really well and like our students if they worked as hard I think that's part of what the community is saying again this thing be play they want to be able to show that they did that and again maybe we recognize them potentially differently with Hors High honors highest honors and like again everyone's going to know highest honors wow you had a 97 or higher grade totally got great all four years I can't F that

097but it it does matter sometimes that's that's I know we've had that conversation like Tim and I have talked with our seniors like you are fighting it if you're a student going after a highly sighted school you're fighting for a way to be noticed there's lot and you know this there's lots of different different ways to do that and like if the kid wants this way I tell again is that going to be possible right so if you're a a student let's say you're 11th in the class this year okay you took a lot of hard classes all right so your ranking is really not an accurate reflection of your strength of program right but then I would say we should guide them to probably not publish that I would so that's why it's it's

098not just you can do some you it's it's really a board policy I just I feel like it doesn't need to be mutually exclusive because like so I was one the student here that took all the AP courses I took the system I just feel like if we kind of separate the the benchmarking as that's something we you know that's a different issue but still had I I feel like there are going to be students I mean you said kids come in and ask where they rank they want to know all the time so some of them I'm assuming are probably using it as like a positive motivation and I feel like if we take it completely away that's going to be hurting those types of students I mean I think there is kind of

099a middle ground where it's not class Rank and The Benchmark aren mutually exclusive we can do both it just maybe not but Tim saying don't we don't publish to the schools where they rank but let people have that opportunity to do that if they think it's gonna help them so like I said I was I think I was like an 86 average but I took AP K AP Physics that I did worse than friends of mine I knew that took easier glasses but if there if if the waiting is instituted then the ranking becomes yeah it becomes more credible becomes more that's a very critical point here yes so yeah no I think that's something I think there's a lot of things that have to work in yeah yeah and okay so so still a

100lot to talk about with with the grading but I still think we've made progress everybody oh definitely you know the students it was super insightful and was very help mostly with like the community feedback in a lot of cases I think the students gave us really good specifics yes I thought their Solution on the midterm and final F I can't believe didn't come up with it I great you know like they're saying yeah we shouldn't but you know do it this way where it's not way is like punitivity well so what are your thoughts for next steps I know you said you want me to get some research um information I can do that on top 10 for this this class I mean I feel like we should I'm just get a list of recommendations

102controversy for somebody somewhere no matter what we do because if we wait classes for next year for seniors some changes be some senior waed classes and someone else who does and that kid'll get passed or whatever like but those kids they wanted to be reworked should I'm again I'm just saying like let's not be naive that's all I'm saying if we change anything for upcoming seniors I promise you there'll be some it should be for all students for all those courses yeah right but you see what I'm saying like we gotta recognize that I'm not saying we should or we shouldn't but I'm telling you we changed things from the last year are competing for one through 10 there will be people who move in the rankings and somebody's going to be but everybody has

103the opportunity we don't eliminate I'm not saying we should or shouldn't do it they're saying let's please recognize again I'm just gonna throw it out there this school in it in the past one time made co- valedictorians even though the gpas were different because parents got upset like we have a history of not sticking with what we say so I'm not going to sign off on any changes and be naive and be like oh it's going to be fine nobody will be mad at and I think if you Institute something as early as next year as far as like the waiting that's going I think it's going to be a lot of work for the guidance office because it's very easy they're able to go back nothing retroactive nothing is retroactive then that I don't

104feel like that would be a good reflection to apply for incoming seniors nothing is retroactive because you're you're only gonna have one year of true waiting well I wouldn't be in favor of that well it starts would start with a 24 25 school year and it would just go be moving forward changing the weighted but you're saying for everybody or for grade next year everybody everybody so student an honors class if it wouldn't go retroactive I probably would only be able to vote for it be ninth grade and above because otherwise you have this weird blend of weighted and non-weighted that's how schools do it the that I've been at when they've changed to the weighted system they do do it you know everybody not retroactively everybody in the next school that's coming down to

105pretty much like your point some of SC no they higher classes take honors no it could be um again they have to be credit bearing I I just want us to be credible yeah and I want us to acknowledge reality that again I'm TR to lead out of it I 100% know that this school district in the past had two people graduating in the same year and one had a higher GPA than the other but because parents came to the school board they caved and made them co- validator so I'm just not comfortable signing off on anything that's going to put us in the position where we're GNA have parents in front of us next year saying it's not fair for three years my kid was number one or whatever and now they got passed

106and I want an exception I feel I'm not opening the door our next step need to be we need to come up with we need to come up with the process right first and before we vote on what what's changing how are we implementing the change that could be you know I think we have another meeting schedule later in the month yes we need to do that so we need to come up with the process of how we're going to go item by item and talk about if yes or no and if so how does that get it's already this discussion is chaotic you can't come out of this and say we're going to do that you know we needed some time to think about this in a meeting present here's the process we're going

107to follow that we agree to with let people offer feedback and then impl change I think we're all sort of thinking we can do something for incoming freshman I don't think we need like years to change some things that's like they haven't started the record starts in nth grade so right okay San thank you for that by the way um I went to B this week and I met with north andesa um she's a retired business official who uh works at B to learn about coaster the coaster line of both seeds and uh we go into under our contract um to us for each year and how we're AED on that so as you can see from the diagram um the yearly expense for service is the percentage service contracted by Waterville through Ros so

108you would say what does that mean and so I'm going to use Mike as an example Mike comes from it and say there's five it mics out there right that that b Bose's put into various Schools they're all going to make a different amount of money because they didn't all start from the same day so we contract boses and we say give us Mike for four days a week which is point8 they're not going to take Mike's salary because they can't it's a shared service so they take all five salaries they add them together they add all their benefits together and they come up with a shared service expense so then you take that shared service expense and you remove the deductions there is a cap on salaries through New York state of $30,000 so

109anything above and beyond $30,000 that we pay for the service we have to take that off right from the beginning um refunds and prior years expenses because we go through uh the Rick also for services and they the Rick bills us through our ohm boses B so if they had refunds those Bill those refunds are applied to our B's bill so then that trickles down into these deductions and miscellaneous revenues that bosies may earn in that one category so every category is considered own little company right they do not merge anything together they each have their own budget and expenses and they come out at the end of the year so if you for instance took a $40,000 service you removed the 10,000 for the excess salaries you had 30,000 of the datable um our

110a ratio right now is 0802 so then we come out with $246 in St so you add the 10 and then the 5,940 of the difference and it comes to our cost of $15 15,940 for $40,000 service so our poster timeline in may we sign a contract for commitment of services and it's signed by BS in the district so we approved it at our last meeting and um July one that contract starts in October the bill for the the final bill for the previous year is issued so they don't because they have a whole summer to reconcile and to report to New York state so when it ended on June 30th okay that is given to us in October and that's like a true up period yes okay yes sorry I'll go ahead D no

111I was just going to ask with when I I remember that bill from last October uh can the are are those line items all coaster where that formula can be applied yes one okay yes so it's a little difficult so you have itinerant itinerant are like Individual Services like a social worker that we H through psychologist we have psychologist whichever you hire I um and so they're aided at $150 a day up to $30,000 and a percentage of what that salary benefits is for that individual so service is a group of individuals and itinerate is an individual and then equipment is is coaster at the 80% direct ratio there's no removal of any and there's no cap okay right so you have to go through line by line to know exactly what you're going to

112do on that final bill okay so if we looked at it they were talking they said to us probably 60 to 65% is what you can expect back in eight from a line it okay to average it out um so in October they issued that final bill for the previous school year in January once that bill is issued each program if they have leftover Revenue are not allowed to keep it so they have to refund it to us so in January based off of that prior years bill that you received in October you're giving your refund and then February the legisl legislature bases the district BOS state made for the next school year on final bill we received in October so if you receive a bill in October 24th for the school year that ends

113this June right then in February of 25 they're going to base your 2526 a on that so does anybody have any questions are there times when you contract for a service in July and end up not using it yep and so that that comes out that so they do not they find that in their final bill on their right so they do do adjustments throughout the year you receive adjustments that we have to sign off for and then we send them back to Bose and they have this bill with all our adjustments and then they do a final reconciliation over the summer of how much we used of each service if we didn't use it that you know so the the adjustments could account for if we took on more services and we anticipated or

114if we didn't use but it really behooves the district to come in as close as they can on the commitment because if you do an adjustment now remember that doesn't go on until the final bill right so that final bill doesn't come out you won't get aided on it so so the way an adjustment works you actually have to wait two years years to get your Aid on it whereas if you're on a commitment then you get aided on it on that final bill for the next school year we were there for an hour and a half and and so it was very nice they were very very this Teresa knows coaster you know um but they actually had Bosey step in with who trained as well on posters because a lot of them don't

115understand it's a very complex it's stuff like this that makes the Casual member of the public just not like education sure it's not everybody likes teachers everybody wants to put it's like this yes just makes you just scream it makes no actual sense and the legislature is the one that really determines what our reimbursements are going to be these are the expense driven well and I said in the in the meeting so tell me how me sitting here I can't estimate what I'm going to get back from a when I buy a service from you and they go it's all an estimate that's kind of tough to swallow as a business official who's trying to budget for trying to build a budget that you can't count on right so the aid for the following year

119or under board discussion the first one was high school student Tech intern yes um so this is something we talked about for for a few years now and and we're uh finally well position to get it started and we would like to train our students to be paid Tech workers it would be about you know three hours a week at the most five during vacations and we uh they would be under mic and they would be trained in uh you know fixing computers like it Tech it stuff awesome and and they would be paid so at this point we have to get it approved through civil service and then we'll start canvasing and and searching for promoting it and then interviewing candidates and we're you know the plan is to get it up and running

120in September that's fantastic how many do we think we I mean hopefully starting out with like one or two yeah see how it goes starting this summer I don't some interest there I know does it right now they have two I believe um so I think we were starting out originally one see how it goes then possibly moved in two um but it be good opportunity it'ss can learn real experience with ITC if they want to go in that field um and S it's Civil Service they'd also be eligible to sign up for State retirement at the current here that's amazing awesome so we work around their schedule um they if it was during a vacation theyd had to provide their own transportation um we would not transport them between buildings I don't want to

127are constantly just like signing up digitally through e-hall Pass and they go to the bathroom and they're looking at their phones it was it's really quite a distraction in the class I I would I think I going down the rabit triggered me problem statement I think when we do this work one thing we can do better sometimes on policies like this is we should Mo realse the reference materials we're going to have as we inform policy because again like it seems like it's so ancient it's not I haven't been on the board that long seven years we've done this since I was all board and like nobody remembers the discussion nobody remembers the rationale it goes away quickly but we should have that as a reference especially for parents as their kids come up into

128school if they have concerns about any parts of the policy to again at least understand why people people don't always agree in everything in life but at least you know why it's a little easier to accept that things are the way they apart one of the things that I know that I've gone to when making major changes like this is you're almost when you make major changes and you memorialize it you almost build like a legislative history of what the process was what you did what you considered right why it was addressed so 10 years from now when people are sitting here say oh okay they were having the same problems 10 years ago that we are now because we know again it's kind of like the grading right like we know that wherever we

133l well just just to be clear before we move away from what are next steps for us on the grading piece well I think that the students were pretty clear on their recommendations um it was students that are mostly going to be affected by it the ones the to a Sunni College are they or are they not going to be so much affected by class ranking yes well I mean so again so when we talk about the weighted points though that is really critical to incentivize our students all of our students to take our most rigorous program so I really believe and the students were very supportive and and the the survey the parents were very supportive of that one so I think that one I mean again I'm not trying to um that one

134will be a game Cher for for students um I mean we can keep studying the class rank issue I mean we can we can how about we look at each one separately at the The Retreat and then we talk about what we think we should where we should go with each one yeah I'll be clear I'm open to anything open to the discussion not trying to shut anything down I just also believe in being fully aware of the potential ratifications decisions if we're going to make any changes at all that will impact current Juniors who will be seniors especially we need to be super clear super transparent on why we're doing it and help people understand and the path for like I I just I don't want to be in the position we have a

143the camera or somebody doing it make sure everything's connected something to consider that would really love something like that if we can Facebook live stream that our Facebook I've seen some of their stuff out there we friend that areille and they they sit up there and they have anchors up there and then there's somebody running the cameras and so on so pretty cool idea but kind of just ties in the whole it situation there training kids in the auditorium yeah work like a stage set up and everything else um great idea when you're talking about the student impact or the their uh portion of this whole grading system um I know there was three classes were they all seniors yes so they're kind of two classes two classes seniors and then a few that were

144online um which was if you had to guess a number how many kids were talking each class has um there's 32 total 32 oh between the two and the other students were at polies so that's why they weren weren't there so could it be an idea to extend that out even further like say in home room if you have that uh thought exchange through and you can do 9 through 12 you can 7 through 12 and do that thought exchange with the whole group of all the students because it's going to affect them more than the outgoing seniors some of the seniors might even have Grudge because of hey this is the way it's been they're not taking you know stronger classes I ended up at 12 I ended up at 7 because of the

145weighted deis now you ask the seventh graders or ninth graders or 10th graders who are going into all of this and this might be something that you might get what they feeling about that situation great so um so what I found is that they wen't completing the survey what was really powerful was actually explaining all this to them because they didn't really even understand a lot of them so so that was what was powerful again the focus groups discussion and just having everybody kind of you know then sharing and you know we did a lot of turn and talk turn to the person next to you what are your thoughts about that and then sharing with the the larger group so so um definitely whatever we do if we do include the younger students I

146definitely think somehow um going into classes was was a really good strategy oh absolutely I think it's a good part of it I think you guys took it um a good approach by including everybody but maybe the sample size would be a little bit bigger because there's still discussion of we're sure not sure which direction it should really go in from you know I mean I like the uh honors High honors and highest honors I do like Val victori and solor and I think those students who work to achieve those two spots are precedent I think they should be recognized for those two spots top 10 um I think you know kids really strive to be top 10 yeah there has been a roller coaster well so and so take their senior year they don't

147take as hard classes or they might take harder classes just to maybe bump up into that top of 10 or whatever it is but if you waited now you're not you don't have to get rid of stuff I feel like a lot of times we're always getting rid of stuff versus incorporating a new weighted system incorporate the top 10 but also incorporate the three levels there where more kids are included we already have it I mean it's oh you know you report card each quarter oh my son's on are on honor roll they're on high honor roll you're already incorporating that since they were in middle school now you're just incorporating it more on the high school level as well as keeping those top 10 stuff like that so so thank you I agree with

148you that really the weighted system is really critical to all of this think that's a huge piece I'm over my three minutes I know I am oh and the phone thing um I mean one thing I have about the phone thing is I mean students do have phones um throughout the day whether it's lunchtime or something like that they can use them and you do communicate with your parents and so on they might not know you might have an appointment here and I think you're going to inundate the office by saying oh we have to call the office to get a hold of the student then you got to call them down and then that's more of distraction for the teacher as well going back to the teacher distraction situation is I mean when people

149through peny each others and paper airplanes and know I'm going back and whatever but it just kind of proves the point of any distraction is hey you know what head on down to the office you know displate go to the office I have to teach a class with all the other students that are in here go to the office and I will let them know you while you're there and then after so many times you know you're in you know P attention or whatever it may be but go to those you know situation when rules are already in place for stuff like that right for distraction sure thank you than any other public comment else um I was just my name um I didn't know if there were discussing anything on the senior well so

151know that they're going to be successful but everybody makes mistakes and the most important thing is what you do with those mistakes and we talked about how they need to come away from this by owning it you know own own what you did and make aend and and that is going to make them feel better it's going to make those people that they hurt feel better and you know because we know that a lot of them have already expressed their um remorse um we did decide that we would originally we were not going to look and walk the PS um but we did decide that you know what a lot of the kids that did come on Sunday were upset the other kids couldn't walk with them and they wanted them to walk with them

152and I respect that and I think that it is a class thing and it is going to be more fun with the full class so we did we did go back on that and say that they could walk the Halls on at MPS on Thursday morning and here in the afternoon and in addition to that we are allowing them to as a class watch the see the video together on Thursday so that's where we left it we we just expressed our you know our hope that they would do the right thing and you know admit what they did was wrong and make try to make amends with those people that have and like I said some have some um so Senor this off we are working on so any the funing that go that goes
