001you call the meaning to order at 6 00 p.m everyone there we go we stand for the pledge i pledge allegiance of the united states of america and to the republic which stands one nation under god indivisible with liberty and justice tomorrow the first item we have uh the agenda for 8 23. we have an addendum to that it should be in front of you there recommended that we approve the agenda with the defendant has any issues with that would you like more time to review it you have a motion to improve agenda for tonight so with the down them yes so thanks dan second thank you um can i have a motion to approve the minutes from eight two um 3-2 approval of the minutes from 8 to 22. we'll have a motion second
002any discussion all in favor opposed uh 3-3 approval of minutes from 8 17 20 22. if you have a motion steve second any discussion on that operations 4-1 group of the general general warren fund any discussion 4-3 approval of capital fund resolution for consideration [Music] opposed 4-4 approval of cse cpsc recommendations second any discussion on that all in favor opposed 4-5 approval and treasurer's report have a motion to approve window second set all in favor hold on sorry discussion on is i'm sorry report which one was it it was on uh the largest one just over a million dollars but get those all of those monies i'm sure the city in whatever checking we have we're limited to what we can especially now start getting a little bit better on rates but it's just obviously
003having a lot of fun like if it's in a and i don't know the frequency like checks going in and out stuff like that it's been checking or just being a bunny market which is you know i actually say it's not you know like yeah um bring my bill and take over um do i have a motion to approve the charger before yeah linda you already yeah that was just part of the discussion all in favor of the treasury report all right all right opposed first i'll turn it over to our interim school of business official kenmon okay you've already done all the warrants the first bullet there just now uh general fund special aid fund capital fund the reserves analysis something that i sent in last last year it took you maybe in december
004or january you took action to further fund some of the reserves which i've noted um your ers contribution teachers retirement system some contribution that's fairly new the capital reserve that had the desired effect of moving 917 thousand 440 out of your unassigned fund balance 2122 year and did a little summary there see we don't real we don't know what our unassigned funding balance would be this year we project we still actually have things that are being paid you're not but um it won't be anywhere near what you've had but actually because of this you've done what you wanted to do put your money in legal reserves comply as best you can with you know controlling recommendation four percent undecided balance um i was advised that four five percent would be designed to target not so
005problem and as soon as we have our final numbers we got it it's that point i would recommend you say okay we have these excess dollars in where do we went on one continental reservation that's been a strategy yeah as far as our retirement reserves are a pretty good change there you can continue to answer the teacher's retirement reserve how much do we have to contribute each year is it based on certain number teachers of a certain age how do i teach it's teachers what key they're in the retirement system i don't think there's any tier one teachers left in 1973 but tiers two through six they pay different rates and we pay different rates for them and it's all also driven by how well the retirement fund does i've seen it in my career
006as low as a half percent time is almost 20 percent also it's very worried and so i was trying to figure out which is like a fat uh fixed percentage based on overall salary or no yeah it's it's teacher salaries volunteer they're in how fun does the market on the general economies you'll see that if you look at it over the last 30 years as the time goes volatility right no they try to keep it as level as they can and they're both right around rounding purposes 10 percent guarantee tfs so the reserve is there to help with any perceived punctuation yeah and so you get a bigger than expected value there's a cap that's too big yes thank you so the reserve plan i guess i would recommend you wait until the final audit
007is done and then make the decision at that point what if any excess funds you want [Music] um and um on having special special ed server fund because it's someone to do something to anticipate them financially but it could are basically to the maximum amount of what they can be funded at you know you have to put more you could put more in your trs reserve in java reserve the other ones are pretty well funded where they should be uh just because you have money doesn't mean you should put it in the reserve because um some district have like a tax or shortage where you have like if you're in hartford sanger tomahawk is obsessive it was 20 million dollars you best have some money but excited to make it up but unless you have
008something in the pipeline and observe that at the show this week how do we know which is we have uh 900 temperatures how do we know when we're tapped into exhibit that shows well there's a little axe here yeah there's a narrative in here it's got all the ones that you have yeah i was reading them earlier today and then there it will tell you what the ipo fund is or what uh for instance i think they say five times the uh oh is ideal amount the gap towards that just well let's recommend good quality practices so if you if you have a an ers bill of 200 a year and you have 10 million dollars your arrest control is going to come along any other questions on those news well the only other question
009you know it would just be interesting to know um and it's just more of a takeaway like trending over time for 158 or something 64. you're in a consortium of schools so as long as it's healthy we probably pay in here yes exactly again exactly so the things that happen i'm not sure how many slopes 53 then they would start raising the assessment it would be 70 or 80 actually expensive things like that sure um annual approval of tax warrants uh you have and i sent a bunch of information for you too much with that but it's one of those things that um most people don't grasp business ambitions um honestly the uh equalization rates of something set by the states as we all know if you've been looking at the south house nebraska the
010market is not crazy in a perfect world we have 100 percent equalization like every township but it's it's like that for a day the day after eval is over it starts starts changing so as your equalization rate's going down it's because problems are selling for much more than their excessive inflation if there's non-cholesterol you can see those situations it dries over i've seen state is trying to keep up with that so as a result the position rates are dropping like crazy now chips equalization rates drop fair market that homes should increase you said they were worth a hundred million dollars would be actually 150 so they tried to adjust it again in theory the tax rate would go down success values went up which you have here there's not a lot of increased success just
011mostly sales equalization rates drop so unless uh if the assessed valuations increase the exact same rate as the sales were being made over and you've actual actual rate um you as a board of gold just to manage the rate to manage the budget generate enough well you're supporting we set the leverage all you have control over so you look at the levy and say um what do we need to levy to fund our operations next year we've got this much money coming into this defense so what is left over that we need you need to increase your life or you reduce expenses or accommodation so if you're increasing in three point four percent done that's all you can draw and what happens if the other end is out of your hands but it doesn't stop
012somebody from stewards costing you when they get your text though and it's not 3.4 percent um that's what i'm trying to that's why i said a lot of it so you may get some of that some well some were down rage drop bob nothing you control you can only control how much you raise my life and even if you raise the levees zero and i've seen they have been district okay no increase you'll have some townships even actually decreasing don't know what more about it so you have no increase in your life again you it's not unique about it except for listen to people refer to the business office or a little cheat sheets there so that's what you got your total levy's 6 million 56 686 including the libraries two libraries of 294 uh
013that center column is equalization rates and if you look the last year you see obviously that's some double digits so let's the evaluation side precise evaluations increase above nano which is also pretty much standard if you were in uh southern state texas or florida but that's what it is um your 3.4 percent increase to the levy which was [Music] whatever that dollar amount was uh gets spread out amongst those townships in that way we don't have bills yet no in any game now we have madison counties waiting on a night account once you get here for school and tax rates that's the that's what that's what's based on your full market value after all this visualization rate changes by the state see your true tax rate dropped which it should expose so there you have
014it you have a pretty um true rate is actually very rare any questions on on there but i reasoned too much if there's any questions call the office something pops up somebody has questions you can answer certainly referring we'll do the best we can but again you did what you had to do even if you didn't raise taxes one dollar people basically sure no problem okay all of these smiling faces today are new professionals who have joined our school district so we have welcomed 17 new staff members and i've been being ken in that um it's our intro for september 30th but uh so 17 and so we have uh so let's see 10 were there today and eight of them have vendors two of them are school counselors this year we'll be approving one
015on the agenda uh so we don't have each other and we'll have the principle but so the whole program went really really well and thank you we have four board members to also welcome our new staff members they had a full day of learning they learned our new love school tools they learned about parents where they had a session on effective teaching on wellness for students as well as staff so it was a really great day they had been mentoring meetings uh so we've got brewer who's sitting down and that's ginger for inviting us i think it was nice we all talked about it you know getting to meet see a little bit about okay so um i'm excited to be presenting to you our priorities for the school year and our action steps so
016priority number one we will address instructional learning gaps and focus on increasing academic achievement for all students so this is a carryover from lannister i'm just wearing this i can't read that is that in our gmail or so i did share it with you today and i showed you the presentation and i also shared with you uh this document so i can see dan's on so it's probably on my journey i was looking for attachments sorry so these are live documents so i'm i'm constantly working on these so that's why i need to share them okay so we will address instructional learning gaps and focus on increasing academic achievement for all students this falls under our high expectations and learning biology and our commitment of all students and staff supported through personalized growth agency taking
017their basketball pal to rigorous educational standards and high achievement so how are we going to achieve this and continue enhancing for school year well very excited about our teacher leaders so our teacher leaders are going to be a key component of this so we are engaging our teacher leaders on monday and orientation and we will be meeting with them one day to prepare them for the new leadership role and they will have monthly meetings with us as well as monthly meetings with their i went over this last support meeting with their teachers don't have time on superintendent conference days as well as their after school so so there will definitely be a lot of collaboration time school year additionally we'll be assisting our teacher leaders in developing grade level and subject degree of curriculum and
018instructional plans and programs um to work on the alignment of our curriculum with our next gen standards if your state standards and assessments with your teachers so one day we will begin to develop the clearly articulated plan by my so as you know we are going to be unveiling a new integrating called ckla amplify so our teachers will be implementing this new reading series with fidelity will again be prioritizing the next-gen dla standards for the grade level continuing to embed the strategies throughout their lessons for pervasive assistant and approach to reading we are continuing our atlas curriculum mapping and alignment with nextgen standards uh we will be involving our teacher leaders in that process as well and special education continuing to promote every student belongs to all of us promoting inclusive programming and providing opportunities
019for staff on differentiated instruction for teaching and rti so establishing a district-wide multi-sphere system of support plan increasing the use of data to support the multi-tiered systems of support zero um using i ready benchmarks three times a year for consistency planning and to measure student growth and to fully implement our ti edge for the process and data collection and combined staff training this was something that we have utilized in past uh and this is how we get a recommendation are there any questions on these engine stuff so priority number two we will implement strategies programs and services to enhance the social emotional and physical wellness of both students and staff this falls under our belief in wellness and our commitment all students staff and families will be engaged in an environment that values equity diversity
020and promotes social emotional physical wellness citizenship and safety so very important that we reduce chronic absenteeism so to do that we will be administering the strengths difficulties questionnaires will lie to really identify students who particularly benefit from additional support or interventions conduct our weekly and monthly team meetings to review our data sending out our nudge letters for attendance meeting with our students and guardians to discuss the barriers to school regular school attendance continuing to integrate positivity project lessons into the curriculum and school-wide connecting students with a mentor connecting students with counseling services and continuing to enroll students in a school based health center and we are also uh going to be integrating dental services and have that available this year through our school days what's up sdq so that's our strength and difficulties questionnaire this
021comes to us through our partnership with schools and it's an assessment that parents sell out at the elementary level just kind of indicators of how we and uh at secondary levels students do fill it up and parents now but students primarily to fill it out how do they get access to it it's paper it's still a paper file form um so uh at the elementary level we'll see that houses next week they will be there when we conducted regardless and we did it last year and it went well so just the recommendation was to do it earlier in the school year and then you really have more time four times two two one of those interventions how long do they um you know again when they would talk to maybe the team here on interleaving
022meetings and uh then collaborating how we're going to really approach identifying these challenges so i would say realistically probably a lot so but still i think october is still pretty good to be able to really provide outreach to families and find support so the seal of civic readiness i think you've heard about us talk about this so this year they will uh the department of social studies department work to develop their plan so that can offer it will be eventually a requirement so provide opportunities to engage staff and implicit bias training so you may recall that last year we've had our culturally responsive sustaining education committee and one of the recommendations from the committee was to engage staff training on guidance and this was honestly at the recommendation empowering student voices and agency and uh
023so that's wrong so we have a trainer who is coming to us his name is dr todd marshall and he is the executive director of diversity equity and inclusion at vermont valley college he's originally from rome and he has a master's in phd in linguistics from porno university he shot all over the country um he went to central new york and um he's been there tbi directors step by ones so he's coming here september 1 from 9 to 11 um and i do fight the board so our plan for the first superintendent conference day is august 31 and uh teachers will be in their buildings so for example uh the staff at mbs will be engaging in all of their amplified training and with the vendor to prepare for adopting the new reading series and
024implemented into their classrooms with their students so they have a full day of working on that up here they will be at a faculty meeting and they will also uh be in your teacher leader begins again there's a lot of curriculum work to do a lot of need for collaboration and then on september 1 we will be here we want them to come refreshments at 7 30 and then our program will begin probably clock and i will be recognizing all of our our staff members for longevity and service to part of the school district so we will look at departments of five so five years of service 10 years years of service dog will give certificates and um i think it's important that we recognize you know all of our teachers for their services and
025then i will also review our private school year and doctor and worship will be presented with you all so that's the morning plan the afternoon plan our principles will be engaging with teachers and teachers so it will be more time for collaboration so priority three will enhance connection with opportunities for secretary of success and this aligns with the belief in future ready knowledge and skills and our commitment that all students will be prepared for post-secondary success and their church become intellectually curious and creative critical thinkers who are effective educators and collaborators so we are working with our team teachers and teacher leaders um within the culture and free engineering curriculum and offering secure connections to uh to dive deeper this year so so that is something we're working on now and we have two new
026counselors who are joining our school district so we are dusting off the district's comprehensive school counseling plan looking to strengthen our sixth seventh grade transition and actually not the new junior high counselor really go down to the sixth grade develop that relationship start that career planning start and end up really getting on naviance so that they can start all of that work early on um enhancing uh career exploration and utilizing naviance 6-12 and also making sure that that our k-5 students do have access to the school counselor and that we are integrating career activities a requirement of our of our comprehensive schoolhouse so uh we'll be looking at all of that see how we can strengthen that program and i know it's been cited as a priority is an online platform for career exploration and
027linking that to academic social emotional careers so for example if you are looking at engineering because you're an engineer let's say you're in eighth grade if you want to learn more about it you have those options to see uh you know what what um does an engineer do you'll maybe listen to a little um online program about the career opportunities and the work in towns and then what is the academic preparation thing then you can also look and see what are the colleges that offer these opportunities and maybe where did water know students have any watercolor students onto those out so there is so much you can do to do with nadia you can also send out surveys um teachers do their recommendations so it's a wonderful program and i would just like to dive
028deeper into it with a lot of functionality there and i think it's important to do it earlier too yes i mean get these kids you want to be an engineer the master support science report and start to map their education and we're also looking for a student success plan model that really starts these conversations um really in sixth grade that we just don't know later um and then your catalogues your chronicles and your your these conversations with a student regularly so that may continue elementary spanish hola so really excited about this um and that found today uh st and her classroom is beautiful and she's really really excited to be here she's been working on her curriculum with her factor all summer long um and she's also excited about really promoting it throughout the school
029and completing it except sold himself will enhance communication with an outreach shorthand community and this aligns with our belief in the efficiency of resources and our commitment to being innovative to maximize resources and partnerships to meet program objectives um and strengthen our district communications and our public relations uh working with our boces communications office our use of our website possibly looking into is it time we've really tried this year i just would really like to amplify that so this is our school calendar and it is going to nail down your pose and then hopefully within the week so that all of our families have done it is also on our website and we're working on a bunch of quick links for families on our website that would help with the opening of school now one
030of the uh the big reasons other than it's really nice to promote us but there are many required annual notifications that we have to send out to our families and they are all so some of the language may not sound so friendly but they're equal so they're all here um continue to support and our outreach to students and families through our connected community schools outside coordinator as well as also and our fifth priority we will continue to support monitor and analyze the effectiveness of current financial strategies or lines again with our efficiency of resources and our commitment of maximizing our resources partnerships so our first action step is our chemical project so we are ready to close out this phase one so that is great news and we're on schedule with that and also obtain
031our phase two approvals and finalize our project priorities and continue to monitor our grant and our budgets monthly through all of our federal funding our budget with our principals revise our budgets if necessary to ensure we're meeting our students needs um and we are going to be looking at restructuring our business office due to personnel changes uh so ken is with us [Music] i think our best course of action will be to find another interim for the school year so along with that we will be to examine opportunities for efficiencies utilizing various electric electronic platforms we are looking to have personal requests automated that would definitely come to um also looking at requisitions and how to automate that process realigning duties and responsibilities to be more efficient and effective and continuing to seek opportunities for
032the sharing of resources through posters or partnerships so on speaking of personnel changes on the agenda tonight we'll also see the designation of some snow or transportation supervisor so i did reach out to those cities to see if there was a co-server for a transportation supervisor just as there is with school business officials and they told me no um and i said well is it something that and possibly initiated and say that's not once in place so i think that would be also a good option obviously we would like to find a permitted uh person but uh her last day with us is september 13th so what about to optim all right and again our fund balance and our reserve plan so uh about that this evening so we will continue to review and manage
033our reserves and maintain our fund balance at five percent and we will review the effectiveness of procedures and controls related to our one-to-one problem program and that regulation is now in our student handbooks parents will be signing off on their terms of utilizing the crumble for the year and they're charging so they are going to become responsible for those items and there is a penalty or charge if the problem is damaged or lost or the charger is lost as well so that is necessary if we um conservative cases for somebody so we all the new ones sound like um okay intentionally okay okay in other updates so bus routes so this year um and i believe this aligns with last year as well we have 11 district in district bus runs we have four out
034of district runs again that will genetically suppose cctv that includes students that being sent to the mobile series private schools network school of notre dame so those are some of the runs so letters will be mailed out tomorrow so they're they're all set and now parents will get that notification fire re-inspection was on monday and everything was corrected and so we had a very very successful reinspection by the posie safety office and that they really really offended the top reason so some of you may know this but the basement had started to punch off for many many things and it was cited for the this inspection it had been cited this year but there was never enough to require a re-inspection i'm sure there were more things so tom has led a whole lot of
035things so this is really great so it was something that should have been five years ago but now it's not it was safe to worry about so the upk bathroom is ready for school so we're excited about that and it's a little but it's for four-year-olds so it should be beautiful um and we're excited about that because it will just be so much easier for the logistics yeah so um so tracy used to complete all of our consolidated title grants and did uh valid katie anthony. so katie has taken that on obviously with my input and she has she's done a great job so so we're really happy about that um now we're working on the a grant so again there are a lot of reports that we have to do in the business portal
036so not just uh what is the transparency report that's due so you're almost done with that one so so so there's a lot there is a lot but we're really good yes um yes i had been contacted by parents about um the ability to maybe have multiple females so if they primarily dropped off the babysitter um then the parents not working a certain day so i was contacted by a parent i'm not sure if it's the same parent um anyway so apparently before the pandemic did allow this um and during the pandemic i really want to limit contact student contact trying to keep the cohort pod model um but now that that's not so much a concern um [Music] so varsity practices began on august 23rd and that's today my goodness modified practices will begin
037on next monday so we are not wasting any time so for football we have senior night the ninth and we also have our fall weekend also homecoming so that's coming up right away uh we also have the optimus the optimist soccer tournament so varsity girls soccer senior night is the seven at 7 7 pm um huh what was i going to put there and varsity boys soccer senior night it's the 8th and then we will have the consolation and final games on september 10th so definitely mark your calendars for that so what does our enrollment look like for our fall sports our participation so modified girls soccer we have 18 modified football 25 so we are joining together all of our cross-country so boys girls modified our varsity uh they they don't run the same
038distance but they can um attend the same event so that's good we have 12 varsity girls soccer we have 21 varsity girls okay so boys soccer excuse me 21 girls soccer it's 20 and varsity football is 25. so we did not have enough to field the modified board summit so so we had about five and it just wasn't enough it was too late to join with another school district so tom did call off his parents and explain the situation and he was urging these students to choose another sport some have some are going to football some are going to cross country so it's definitely a concern for the longevity of our program so it's something we're going to have to keep on so this will be the last time i'm going to give a closet
039update and i'm really excited about it so um new york state department of health came up came out with some updated guidance so we are not required to test on a vaccine staff anymore students and staff who are exposed to covet do not need to quarantine cdc recommend okay it's a recommendation wearing a mask for 10 days and to get tested regularly and students and staff test positive will need to isolate for five days and then return wearing a mask for five days masks are optional no more daily reporting so i don't know if you know this but for those since voted again um we have had superintendents have had to report foreign and isolation cases every day so i'll be happy that i don't so here we are with news from mts the be
040all-you-can-be summer program ended with a presentation by author and photographer and illustrator jodie pildraft [Music] a raffle of students with 100 attendance for the summer program was also held in three of our students so so we had over 100 students involved it was really a great program and this is not the second graders so that was great we also had an epc boot camp for our incoming kindergartners so this was really really wonderful and valuable they were there for three days 20 students attended um our three kindergarten teachers were there and did a lot of activities with their students to get them ready for that so i'm very confident that when our little our little kindergartners walk in their doors on september so that they're going to feel so we'll have fewer fewer tears and
041this is the spanish class la clase de espanol so senora team has been busy preparing for upcoming spanish class specialist yes so so i think so we don't need the eligibility requirements and the threshold for that uh do you know you know what it is that you haven't seen yet so there isn't so i i think it's something to look at possibly for mps in the future uh the threshold might be is it 55 i can't recall but it's basically that everybody school would be free it's just like under the pandemic there were those we need to relieve where you know the school lunch program everybody gave free okay now those have ended and so now we are pushing our free newton's launch application so it's really important that obviously we want you know we
042want our students to be able to improve whatever we want to have accurate numbers and i think we would have a better chance is so so we can look at it and um i i do know that it would be important as well as i can teach your leaders to weigh in on our our procedures for grading and calculating averages and weighted points and it's a whole there's a lot that goes for that um if you put it forward then to me that would be very important okay yeah in it just to make sure that you know our students have equal footing right so some folks weigh exams the regents are treated differently in some school districts not others so i'll find the same school and either health worker right so the new york state
043education department does not recommend that regent's exams are unfactored to primary so i tell you many social shirts that don't follow there uh one school district where i worked um 20 percent of the final four spring and i believe that was our system here as well and water was that our system uh and this looks like you know okay so um so that's definitely something that i think what came up this year is we didn't count and then some select teachers did a final exam so it skewed some grades versus we weren't doing regions but we did some classes the final the local final and that was us and i i believe that was something that was decided here which it is i mean it's not going to be forever the policy committee and you
044can do their recommendations okay word word discussion now our first public comment on the camera my our policy committee met which was dan and myself met with dr spring today at 4 30 and we looked over the chromebook loan agreement and the user procedure guide that we spoke about earlier it's not a policy as next mentioned it's a regulation and we just gave it our amount of approval and we also decided to eliminate a policy number 2401 which uh pertains to board member emails uh is very outdated so we i would have proposed that we delete that policy short one and it's kind of funny now i is they started from page one and they go through each one of the sections right now i think we're at section 4 finishing up 3 000 4
045000 so um once we get started to go through 4 um service service policy service so if if we as a school district wants closings to audit our policy which we took this out a couple years ago we said yes so they started at that time and they will not stop until they get the book or we say okay so when they review i'm policies thinking about criteria right so they can look at a policy and say yeah this this could still be valid like i don't know what they went through but like let's just say that it's valid it makes sense but it doesn't make sense from modern day it's going to age well or something like that they cite it and say that the policy committee reviews all of that and then they
046bring it back to board so that's what their reputation is i will be putting it on the next agenda the whole board will be voting they update these policies they send us those updates then people review those objects but if it's a required policy they're recommending updates actually we'll just adopt those they review a policy that's not required but maybe it doesn't make sense to comment on it um i think we would look at it and then ask them is this something [Music] it always says required on it when they sent me a list of all the four thousands number one that are required number two the ones that are not required and then those that they may remember because they have to keep their number system proper also so if you go into the
047board of education and look at board policy it's going to show you what each one of those sections is pertaining to and at the bottom of each one of our policies it will tell you when it was updated if there if they have been eliminated what they do is they go into an archive there's no way to like let me say a quarterly basis whenever something comes up in state ed or federal law that is mandatory that we have a policy on they send a template to us most of the language all legal languages in there we just have to adapt it to school i think what you're thinking there's 500 policies and there's spreadsheets today policy number one through 300 required that you guys want to start looking at 301 to 500 because that's
048stuff that we made up yeah it's not made out of clubs it's easier to see like hey does this make sense did it age well it should be looking pretty good but it sounds like you got to click on each one it looks like there's about 265 policies and it would be right because of conduct which is also in our policies is i believe something like 35 pages long so there's still only one policy that will take that many pages yeah i just copied the however you have to think that at one point that was important enough absolutely all right any other important committee reports at home any additional board questions [Music] because 1 to 10 15. the girls coaching decision is someone that left the school that's right [Music] that's correct yes she resigned
