001good evening good evening I'd like to welcome tonight's attendees to the public hearing for our district safety plan this is an annual requirement and it is it can be found on our website and I will go there in just a minute the districtwide safety plan is a general plan filed each year by the school district that outlines our SE our District's response to emergencies um and I will go to it right here um and I will pull up the table of contents here so everyone can see them so pursuant to New York State education Commissioners regulation 15517 E3 the Waterville Central School District is making the districtwide safety plan available for public comment prior to its adoption tonight is the public hearing to allow for the participation of school Personnel parents students and any other
002interested parties who wish to comment on the districtwide plan the plan is expected to be formally adopted following the public hearing at the August 24th Board of Ed meeting so you can see here um it is on our website it's been on our website for a few weeks um and the table of content starts with General considerations and planning guidelines section two risk reduction prevention and intervention section three General emergency response planning and response to threats and acts of violence section four is recovery and there are a number of appendices so if you have any questions or any comments related to anything in this document please email us at Boe questions at Waterville csd.org and we would be happy to answer them tonight um while we're meeting during this hearing or you may send it
003at any time and we would be happy to get back to here so no comments so we'll wait just a few minutes and um see if any more any come in please take a seat we're having the public hearing for take your seat been a long time [Music] right so we are live at our public that's hello 5:45 right [Music] time we are live not change changes [Music] everything so we haven't received any questions or comments related to our districtwide safety plan so at this time um I am going to conclude the hearing on the safety plan thank you yeah I'm sorry well again we Rie it with our students and we practice them so so that's the the most important you know piece of this so that it becomes um something that is you
004know something that's practiced is something that to kids right it's not a surprise um so so part of it is again um you know I I'm a newcomer here but there are some you know procedures again lock down lock down lockdown would obviously be the most um you know significant level of emergency yeah please go so Nick are you are you referring to the um it's a five different types of um of procedures that student St would be involved in just alluded to the Shell are you refering to how they would know um if it let's say we were in evacuation is that what yeah like how to move between if if we were moving between the different yeah what what I would like to avoid especially with my kids is I know I've had
005conversations with them with some things that have come up and they were just kind of surprised by how some of the things have have have gone or escalated or or gotten into a certain situation then I see other times where the notification was you know we didn't really know about it until we heard from another individual so my understanding of it is we get the information from our children but how well educated are they being on these different practices that are being initiated so they can have an understanding of what they can do in order to do the proper things to so they have an understanding of what's going on what to expect because what's you know I I know for me and I'm 40 years old I'm getting to be an older guy now
006and surprises for me are difficult but when I look at my children my daughter 12 my son you know um 15 now uh those surprises are very challenging for them and and with all the changes being put into play right now so I want to make sure that we can do our part at home to give them an understanding of it but also to know that that education is being backed up here so we have an understanding of what they should expect because they don't know what to expect and a lot of things when a lot of new information comes about we experience this in my company all the time where there's just so much new stuff coming at you and you're so surprised by it that you're not prepared and you don't know what
007to expect so these are things that I I would really like to see out in the open those practices everything so we have an understanding and these are not new um so so this has been in play now for multiple years what has happened over the last five to seven years is there is now universal language so language has been different between school districts nonpublic entities law enforcement and um I want to say probably seven or eight years uh there was a very large Regional Statewide and then Federal Federal um level um collaboration so that this language is the same if you are in Waterville if you're in Whitesboro if you're in New Harper if you school districts this is the same exact language and it is the same the same drills now drills sometimes
008look a little bit different in a district every single um you might not see this right now if you walk through but every classroom has an orange card that's called the Shell card it's plastered on the front of the door it has the five different terms on there um Mr puyer certainly can speak to you know what um classroom all the classrooms do have orange card right by the phone where so the teachers cuz honestly sometimes lock down lock out you know there might be some confusion you know and um stay in place so if do the are the kids you know every day we talk you know in these drills you know what's differ between lock out or lock down um you know lock down is something we have a serious event uh a
009lockout it could be there's a bank property which we don't have a bank but maybe there's some a robbery at stewards and we want to lock out so that we make sure nobody can come into the building at that point and we lock everybody out then there's a stay in place which maybe the ambulance call comes in so the teachers are really versed on that and would in an emergency situation would explain to the you know and I'm not sure we like quiz the kids because sometimes I got to look at the definition you know because it is lock out lock down you know I look at them I used to carry an orange car in my poet work at school just so you know terminology is kind of close but it is I think
010it's Nationwide I know it's New York State we use the same and we Tred to make it common language so it would make sense of lock down lock out um stay in place you know I was there there was there's eight fire drills and four lock they were a little bit different this year with pandemic compared to previous years but it probably wouldn't be a bad idea if to refresh with kids like no we do every year reement I'm not yeah so the teachers this is all again New York State education department requirements um we already have our projects saved um training scheduled for the first September one one of our superintendent conference days and um definitely we want to make sure our teachers are trained every single year in this um as well as
011our students so so those pieces are are in place and um the notification is going to be part of the wall calendar that we are sending out I it's it's actually worldwide the language so that no matter where you go everybody understands and may say it in different language but it's um okay yeah that's great I just the confusion coming from my children I was just kind of surprised that it is all because I mean I understand confusion for myself but not for them being exposed to every day yeah so in in Nick just to reiterate so when we do a drill the day before um that information is reviewed so it's it is broadcast over the loudspeaker at this time all teachers please review with the students in your class that we will be
012going and into a lockdown tomorrow or a lock out or or whatever whatever the drill is review the procedures review the card um and then the following day is the actual trip are there any other questions if not we can start our board meeting any other questions related to the school districtwide safety TR the can we just yes thank you wait let's go that one okay all right we'll call this meeting to order at 6:03 if everyone would rise for the pledge please 3-1 approval of tonight's agenda thank you Steve thank you R discussion all those in favor motion is carried 3-2 approval minute from the July 13 meeting I make motion thank you Linda thank you R discussion all those in favor oos motion is carried got some board recognition tucked right in here
013we did it's not working yeah all right so we are very proud to have one of one of our star teachers with us this evening Mrs gallager who is going to be introducing gav fyer and his outstanding accomplishment so I wanted to just let every and I have to pull this down I couldn't find my paper mask um I wanted to congratulate Gavin and have everybody recognize his hard work there is a um an opportunity called the global youth Institute which is hosted by the world food prize organization which Gavin has taken advantage of for two years in a row um what it is that's just a link for the board members if later you want to go to the website and look at it and basically what it is if you go back to
014the slide and the next next slide is it's an opportunity for him to start and research a project in in natural resources and conservation he initiated his first time doing this this program and what it is is um he has earned earned an invitation to the global youth Institute which is a three-day program non-co years it's usually in person unfortunately it's still virtual where he will get to interact with Nobel laurates world food prize laurates and more than a thousand global leaders from 65 countries so he has put in a lot of hard work you go to the next slide um the purpose is basically his research was on global issues that address food security um agricultural issues worldwide um feeding the world how to address it could be environmental it could be medical it
015could be Agricultural and he did a research project on um conditions in South Africa and he can he can tell you a little bit more about that so you can go to the next one and what he did was um last year he actually did this for the first time and he did a research project a paper um he submitted the paper by March 1 then they have the opportunity to attend a youth Institute hosted by Cornell again poor Gavin didn't get to go in person I want to get him to Cornell um sometime I'm taking him to Cornell and what and what they did was they interacted with faculty and leaders from around the world there that and they present their research in groups and interacted with people but what I'm so proud of
016is he did that the year before and then he did this again this year and he was chosen as one of the people to go on to the global youth Institute um this gives him some more opportunities he could then apply for an international internship um you can go ahead there's just all sorts of opportunities that this opens up and I hope he thinks about looking into these as he's a little older um so I just want to say congratulations Gavin congratulate him on his initiative because he really took this out himself I just like to thank you opportunity last two years to do this um yeah it was a really cool um opportunity to go to Cornell and speak and and present front of some like high level people in these fields for agriculture
017and stuff a lot of doctors and it was and some world food prize laurates that have actually won the world food prize so it's pretty cool to listen to them speak to us too and um two years ago I got the chance to travel to South Africa and really uh see what it's really like there and see how the people live some people there's lots of rich people and there's all the way down to of the poorest poor living in shacks and I wanted to and I wrote my paper on how um the government affects um living conditions and how water and how their Waters polluted like systems and streams and what is caused by it and lots of it is actually caused by their um waste and water treatment plants they are leaking and
018they're not sufficiently um up to code and stuff and they leak into their rivers and streams into their reservoirs and that's how a lot of people get sick from malaria and all these other diseases there because they their water is polluted and yeah so so Gavin did a great job and he's going to present his paper he had to revise it and he's resubmitting it and then in October he'll be missing some time in class just so everybody knows a little bit of time in class we have the schedule they'll have the opportunity to present in small groups again and and meet with different people and there's actually a host of um really cool opportunities so I just really want to tell him he did a great job congratulations yeah that was the fun stuff
019the regular great job G all right moving into business operations 51 approval of the general fund warrant thank you Linda second thank you Tim discussion all those in favor oose motion is carried 52 approval of the special Aid fund warrant St thank you Susie discussion all those in favor oppos motion is carried uh 53 approval of the capital fund warrant so move thank thank you Susie discussion all those in favor I oppos motion is Carri 54 approval of the csse CPS recommendation thank you Steve thank you Susie [Music] discussion all those in [Music] favor oppos motion is carried and 5 five approval of the treasurer reports thank you s I'll second thank you Linda discussion all those in favor oppos motion is carried moving into presentations Dr spring thank you so I wanted to give
020some feedback from the community on our framework on the district's proposed vision mission and beliefs and commitments so so that was a request that we reach out to our community for feedback so we wanted to present this to you so um we had 83 responses and the first question was do you think the vision is clear and and meaningful so 66.3% said that they highly agree um and 28.9% said they somewhat agree do you think the mission is impactful and captures the essence of the Waterville community and again um majority was very strong in highly agreeing that it that it was so I did copy down some of the um um narrative responses so I I'd like to just share some of these with you so I like the part about focusing on the whole
021child um so let me just refresh everyone's mind I I because we have a lot of um people here with us this evening so it started off with challenge yourself um imagine design and create your best future that was the proposed vision and then the mission the Waterville Central School District a partnership of students staff families and communities is dedicated to educating the whole child for personalized success um so how are kids provid oh did I Mo that sorry everybody all right I like the part about focusing on the whole child in the mission in the the mission statement I love the vision and Mission excited to see how this will be implemented into our children's daily lives and experiences if the whole child is the essence of the mission I believe that what we
022have a lot uh we have a lot of changes to make we are ahead of many districts and hope we can continue to maintain the focus on every child individually and as a whole to improve our educational Focus now this was a little off topic but again I think the message is clear here the district website needs some updating and and we all agree with that I am happy that the vision has finally been updated I never cared for the previous vision statement it seemed very limiting emphasizing Wellness is critical and that's in one of the beliefs the above statements seem vague and not with a real goal in mind so what I would like to share this evening is yes they are an overarching Vision vision and they are little bit and so it
023starts like this and then it gets narrow so what you will see this we um the district priorities that I will share with you and those will all be followed up with an action planning document um the above let's see the vision makes it seem like the child is alone with the statement challenge yourself also create your best future again seems like the child has to do it by themselves they have just spent the last year and a half doing the work remotely I would like to see a more together statement for the vision using words like us we our um so this was was a statement that I I took very very and you will see how I've Incorporated this recommendation and suggestion into our our vision statement the mission statement hold on I
024gotta move this the mission statement I would like it to sound more powerful focus should be changed to committed or dedicated so again this was um a point that I I think um you know makes sense because the word actually was focused and I think dedicated is would be a better word there goodness sorry everybody all right how oh my goodness it's got a mind our kids provided opportunities to challenge themselves eles will the district provide opportunities for kids to have the opportunity necessary to create their best future I worry that without a statement that says the district aims to provide authentic opportunities for students and adults to challenge themselves so that they can be able to actively participate in their best present and future our current practices do not reflect this the community needs
025to see a follow through and inclusion of all students and faculty to succeed with this vision Excellence is not the result of a well-crafted statement it is achieved with meaningful action I know it can be done looking forward to our District's growth I like this direction I agree with a thought process and direction I think it creates a positive outlook for the future of our schools and Children's Learning in my opinion the vision seems more personal individualized and does not align the mission I imagine the vision mentioning more of a collaborative effort between school families community and individuals to achieve creativity imagination growth and lifelong skills so that point definitely aligns with the previous one that I had emphasized so um again this is some of my recommendation based on the feedback is to eliminate
026the challenge yourself part and just focus on second part of the vision statement and making it more action oriented with imagining designing and creating best Futures so some feedback and should should there be an exclamation I love doesn't need to be a sentence we could put an exclamation point oh yeah we can do that okay all right good and then here the only sentence or the only word I changed was Focus to dedic and I think it's stronger and that was a suggestion from a community okay and then just to uh review our beliefs we believe in high expectations and learning by all commitment all students and staff will be supported through personalized growth and agency to be the best while held to rigorous educational standards and high achievement can I take you back a
027slide yes to the mission uh we had at the end of the sentence in an everchanging world we drop so we did um in an effort to uh make it a little bit more succinct and impactful and we thought that it was understood that it was for a world that's changing every day and for a world that's changing in the for the future and that we are preparing them um in a person for personalized success um for that thank you but thank you for bringing that up we believe in Wellness all students staff and families will be engaged in an environment that values equity and diversity and promotes social emotional physical wellness citizenship and safety so there was no change and then we believe in Future Ready Knowledge and Skills all students would be prepared
028for postsecondary success and nurtured to become intellectually curious and creative critical thinkers who are effective communicators and collaborators sorry we believe in the efficiency of resources the Waterville Central School District will innovate to maximize resources and Partnerships to meet program objectives and the needs of all students could you go back to one the commitment is it's it's strong you know the one thing is how do we assess that once the student leaves the district and I think it's important data to have is is we move forward with understanding our strengths as a district and our weaknesses as a district when our students I agree with that I brought that up at the last meeting I think when we talking about need to we need to definitely push data how the success of our students leave
029us we should you don't up go we got so that's a great segue so I don't mean to jump ahead to our August 24th board meeting or spoil something exciting um but so uh if if you remember I do have a planning document now for our board members there planning document okay so the planning document I'm very excited to announce that I'll be presenting on the national student Clearing House report so that's something that was just sh of the school district and um so it obviously I didn't want to keep everyone here till midnight all right uh but I will be presenting um our report um at the next meeting so you'll be able to see where have our students gone um as far as their post secondaries how long does it go it goes
030back 10 years okay so I think it needs to show that that we need to be able to see if our if they have truly been able to adapt to Changing Times and and jobs and well that we it will only tell us who has achieved a um you know a two-year degree or a fouryear degree and how long it took then then we need to do something different especially for the student students who take careers on and and try to follow them whether they you know career and Tech what field they go in or nursing or wherever they're going to work somehow we need to maintain um because we need to understand our as a district our strengths and weaknesses in in those areas do we prepare them well enough um so that could
031be a collaboration with the foundation you know with our alumna to see if we can you know have maybe survey to get some information I think that's a great idea and I think you did this a while back like must been during Mr Sha's time um you brought in some students did after second year and um they gave you some ideas now I will tell you I talk to one student who had a four-year degree at go to university and she felt like it wasn't a very good meeting because they're like oh no we do this and we do that um the student was talked to me and said you know I just felt like what I said didn't mean anything so I think we need to I think a survey an anonymous survey of
032I think bring in some of our top students and see if they were prepared for higher education I mean I just heard recently that one of our students didn't pass one and and this is a pandemic but didn't pass one course just heard it today well I I want to go a little further than looking at the top students I mean I I want to understand I mean if we're going to talk all students and that's that's our theme here is all students you know I want I want to understand if they didn't pass those but I also want to understand you know the the students who struggled and how we prepare them to to be successful in in the Ever Changing world that that that you brought up um and I agree with that
033also I guess I just said no no it's not a criticism the board I mean how are we doing that and I think it maybe we need we got a small enough District here um that we might be able to you know after the first year or two maybe do it for the first five years after they've gone and and you know some people may not even respond not put anything out there but what could we done to prepare better so that we can fine tun fine tun okay that's that's the whole goal well I think the point of discussion we've had for a few years here and Dave you're correct we' continue to talk about it is we have never held ourselves accountable as a district for our results and the results are are
034our graduates succeeding we talk a lot about any kind of career whether it's requires a college education or not the jobs of the future many of them don't exist and are we preparing our our kids to be successful and navigate an environment in a world where they're going to continue to have to learn after they leave here regardless of what educational attainment they reach and I think it's important Dr spring could maybe speak on this during her interview process one of the pieces that resonated was experience she had in Prior District where there was a push to just get people into colleges and nobody was measuring if they were successful so I remember that correctly well so the national student Clearing House report it tells you you know how your graduates you know are success
035or not in higher education right so I think it will be a very good discussion point to to see the results and where our students are going are they going to private colleges are they going to public colleges twoyear colleges gradu are they graduating how many students agree you know they leave their senior year and they intend to go to college but they never show up at that at a college in the fall so that's what they call Summer milk um and so it also will tell you that as well is it mostly just based on college or is it the trade this reports only on higher education and you know what that's that's okay I think that what we're just saying is probably we should look at all students if we're going to talk
036about the whole child let's look at the kids that are not going to college now um both equally important to see if we're preparing them for Success um I think it's a great idea I will say um I don't know I think it was before you were here dror spring that I brought up in a public comment when we were um virtual what are our SAT schools for the last five years or whatever and I never got a response and an administrator said well colleges aren't really using that anym some are some aren't but it's still a barometer of how our kids are doing and honestly I think that barometer needs to be looked at for that part of it and then we can I'm I'm very supportive of the trades and what are we
037doing there how how successful well I don't mean to steal your meeting but I'll get on my so box in in regards to the careers we just don't do enough the introduction into careers you know and I just had this conversation at the Bose's table CNN just did a report there 1 million workers short in construction today one million workers short in construction today and and we don't start that process until 11th grade we introduce kids into these programs in 11th grade now that's not backwards nothing El say we should be doing these programs intro starting in the sixth and seventh gr and and and and you know the the whole system has to shift a little bit in order to get that done that's why I ran for the board so well this you
038know I'm glad you're on board you know to to address this is but we've been addressing this isue I I've had conversations with Nick that he wanted to start an after school program within this District to introduce people to geothermal because he cannot find work still have that problem right I can hire 100 people right now right you're going to make more money than most people coming out with a masing degre and and and somewhere that conversation needs to get Su so it's part of our our priority I do want to share that with everybody I don't want to cut everybody I know um but I do want to be cognizant there there is a lot here and definitely will want to weigh in on you know PRI so so what I'm excited about is
039that we do have a framework and the next step again we're looking now to go big and now we start going narrow more detail so now we start going into the priorities so let me okay see now it's like oh my goodness Jump Ahead where do you Priority One Priority One yes so okay y there we are it's all right I got it okay so when we talk about we believe in high expectations and learning by all and our commitment all students and staff will be supported through personalized growth and agency to be their best while held to ROR educational standards and high achievement so how are we going to fulfill that how are we going to get there so we have our priorities and our priorities and then we have our action steps so
040priority number one we will address instructional learning gaps and focus on increasing academic achievement for all students so we will continue our curriculum mapping and unit and lesson lesson planning through Atlas um and again this will be followed up with our action steps so these are the priorities but not the details on how we're going to um fulfill those those actions stuff um we're going to strengthen our reading instruction k6 and our special education students through professional development and C curriculum alignment with reading link so we have a three-year commitment and a three-year plan with the reading link um and they'll be working with us very closely this school year we will be strengthening our usage and functionality of I ready K8 to better identify student learning gaps and and better identify how we're then
041going to apply the interventions so first we have to know where our students are in terms of the standards right and so we're going to be strengthening our use of I ready we already have it as a district um it's not going to cost us anymore but we are going to take it to a higher level conduct a review of our AIS program and our RTI processes to ensure their oper at a high level ensure a successful 15 to1 program here at um our Junior High update our District's new teacher induction program it will be called the new professionals Academy and I will be leading that that we have our August 24th date and they will be meeting with their their mentors regularly that is on the agenda this evening and then I will be
042meeting with both the mentors and the Mente each month priority number two all right so we talked about our our second belief we believe in Wellness our commitment all students staff and families will be engaged in an environment that values equity and diversity and promotes social emotional physical wellness citizenship and safety so we will implement we will I'm Sorry by fault we will Implement strategies Pro programs and services to enhance the social emotional physical wellness of both students and staff so many of you are already familiar with a positivity project it is um a character education program that we have at MPS we are expanding that to the Junior Senior High and it will be integrated into our PE curriculum we are transitioning to a to become a trauma responsive School District through through staff
043professional development and an onsite seals coordinator so we do have a session on September 2nd devoted to trauma responsiveness and sensitivity so that our staff can understand what is trauma and how does it impact student learning and what are we going to do about it in our classrooms um a seals coordinator tonight on the agenda you will see that there is an agree agreement with Central New York Health home network and that is for seals coordinator to um and this person will be on site to help uh again screen students for for trauma for Aces um and then put a program in place through referrals to linkage as well as conducting small groups small group um counseling sessions um in our district we are implementing the school-based health center there are two moas tonight on
044the agenda and one of them the first one um is for to support the partnership with Upstate family health and the application that is going to be submitted um to the New York State Department of Health there is also a second MOA and the second one on the agenda is to support our partnership and services from now until the um approval is obtained from the New York State Department of Health so I'm extremely excited about what this looks like and and please understand this is at no cost to the school district um so the uh Mo MOA will provide for primary and preventative Healthcare students and staff a licensed nursing staff access to a medical provider nurse practitioner so what this looks like is that there will be a nurse practitioner on site in our
045School District 3 days a week there will be an LPN who's on site daily and when the nurse practitioner is not on site then um it will be through tella help this is from now until the approval uh what I'm really excited about is that they will be at our open house and they will be signing um working with parents to sign up their children and consent to treat and um if a child is experiencing any kind of symptoms they would go to our regular school nurse and then the school nurse if uh would if again we have the con the consent from the parents um would go to the nurses uh to to the school based Health Center office so if this student has let's say um a very you know significant sore throat
046they can take care of getting a throat culture um they will follow up with the parent to talk about it um so so the parent will not have to leave work come pick up the child um they can also have a covid test right there and they are trying to get rapid tests or they can send it out so this is something that I think will be extremely um critical this school year because what we did last year anyone who had symptoms we had to send them home and parents then had to follow up with their own health care provider to uh obtain a negative covid test in order to come back to school and my experience is that very few of them did come back positive um and students missed a lot of school
047so let's say we have a bus driver who was a sore Thro or a teacher who's experiencing symptoms they will also um treat you know um our our own staff so I I think that's um a very nice benefit as well so let's say a student is experiencing symptoms and the parents have not incented they will call the parent and they will say we would will were you know willing to to see your child um parent can give a onetime consent over the phone um for them to be seen at the school based house Hunter um so um another thing is that Upstate family health is partnering with with us and the village of Waterville to um host a vaccination clinic on Thursday from 11: to 6 and they were able to get this up
048and running very quickly it's no appointment necessary uh anyone can can just show up um and the the person who's running this is Rich Williams which is the director of nursing services at Upstate Family Health he is our contact person um if anyone has any questions about this uh rich said hey come on now I talk to him today and he would be happy to answer any questions that anyone in our community has so he he is going to be um at the Village um Hall on on Thursday uh so so I think all that's very exciting for us another thing that I I have mentioned previously is our onward book study about really fostering resiliency in our teachers that will be integrated into our monthly faculty meetings could could could you stay on this
049yeah for just a a couple minutes more um the social motional piece is extremely extremely important and Waterville has been talking about that for the last God remember how many years but we still have to assess and we still need data on what programs are working and what programs and I I I'm just a little concerned in this area of of of just not being able to assess um yeah I I understand and obviously you know how do uh what are the metrics that we're following how are we what are the indicators to indicate whatever success or that or or maybe revising the plan so that is part of our template um and so after tonight I have my admin council meeting tomorrow with my admin team and we're going through each one of these
050priorities and we're developing our action plan and all those indicators for accomplishment so there will be followup it's not just okay this is our prior priority um these are the action points will be follow yeah it it just doesn't I mean trauma is a strong word there but just there's there's so many levels before trauma that I just want to make sure that that it doesn't get to um to that point and and and how we do so yep absolutely okay and connecting um our students um in me to the neighborhood center U McKenzie Roy is on site now and um we are collaborating with the link system to connect our students to counseling services so so it can happen right here in our school and people don't have to drive anyone for that um
051we are going to be unpacking the New York State Standards on culturally responsive sustaining education and I will be leading a stakeholder committee we will be developing a plan for offering the Seal of Civic readiness could you just explain what's the culturally responsive so um so New York state has standards um and I think everybody's heard it's not critical race Theory okay we don't teach critical race Theory but there there is um um there are standards that relate to cultural diversity that relates to inclusion um and we are going to be looking at those those standards and we're going to be looking at equity in terms of access to programs access to opportunities in our school district um And discussing that so okay got it okay and then um we believe in Future Ready Knowledge
052and Skills all students will be prepared for poose secondary success and nurtured to become intellectually curious and creative critical thinkers who are effective communicators and collaborators so we will enhance connections with and opportunities for close secondary success we are going to be strengthening our K12 stem and pre-engineering curriculum offerings and Career Connections will be developing the curriculum plan for our Greenhouse we've got Mrs Gallagher here um we will be updating our District's comprehensive School counseling plan enhancing career exploration k12 and I I think that's that's what I heard this evening as well integrating Nan into our seventh and eighth grade curriculum and developing a model and template for Student Success plan seven and that would incorporate the career piece social emotional piece and the E on okay enhanced for exploration Y and this isn't just
053a one-ear you know action plan this is going to be over multiple years so that that will be broken down for us in hopefully in a three-year plan that we can start to implement on how we're going to do that yes and I and I think you know maybe this is not the time of place but I don't know when it is but we're going to have to look regionally at at this where we meet with other local contiguous districts and and have conversation with them and and and bosis um where their Bose staff comes in and and teachers to maybe we have you know the agriculture program with with Cindy you know maybe Madison and Brookfield and and mount Markham students could come here and and we start to share some bosy staff with
054with that also absolutely um but again that that type of we have to have conversations with with other districts yeah okay and also strengthen World languages develop a plan for offering the Seal of biliteracy so that is a high level of proficiency in um let's say a world language as well as English there's a whole program and plan for achieving that and also revisit the district's plan when I've seen here I heard about it uh and I think we need to revisit the plan for offering foreign language in the elementary school at MPS priority four so we believe in the efficiency of resources I don't [Music] know we believe in the efficiency of res resources and we will innovate to maximize resources and Partnerships to meet program objectives and the needs of all students so
055uh we will enhance communication with an Outreach to our families and the community transitioning to parents Square I think everyone's aware of that on boarding and new communication Specialists who will be with us two days a week so is um we've identified our website you know Communications with our our community I mean that's also something we're we're going to have some assistance way that I think it's greatly needed communicate and promote the district's due framework for Success continue support and Outreach to students and families through connected Community Schools um and priority number five we will continue to support Monitor and analyze the effectiveness of Current financial strategies relating to our Capital project our AR Ander funding our fund balance and Reserve plan management and also the implementation of the extension of 30 minutes to scho
056day so there you have it so we have nothing to do this year but how do we assess ourselves that because that's a lot of work it's a yeah and and and I just I'm just cautious sometimes that they end up on paper right right agree and and as a board how do we assess ourselves that they that we maintain and break this down into plans right where we can actually see the progress and they're not just words anymore it's it's a plan well we discussed already as a board one one key is this will be discussed every month we're going to revisit this plan regularly and that's step one in holding ourselves accountable to getting to the specifics and following up to make sure that we're actually doing what we say not like prior
057years worked towards this for a few years Co sort of derailed us like a lot of other things but reinvigorating this entire approach Mission Vision and then having it be actionable and measurable we weren't talking about once a year this is what it was for a long time right you were both you've been on board a long time it's frustrating right and honestly I thinkig superintendent should be doing a lot of this stuff um and we should be holding her accountable now you know what I mean and we don't you want to micromanage all these individual things but we want to support you and then say hey did we did we hit these goals are we doing the right event and that's our job as a board maybe not to get in the weeds with
058this stuff but to let you get in the weeds with it and then you know report to us in every meeting you know here here's what we have in our in our plan and now we you know because that's what I think we pay for it you know what I mean you do that for us sometimes I don't want to I want you to go so at our next meeting I will hand out the the tempate ConEd so that you will be able to see it and that will be a document I already shared it with you I don't know if you had a chance to that's a document that I'm already working on with my I just wanted to wait wait for tonight to to share these priorities with you and to get your
059feedback and input okay so so now let's talk about our openening plan so we are returning to in-person learning uh full inperson learning on September 7th there will not be a remote option and what will it look like well we are basing our guidance on the recommendations from the CDC the American Academy of Pediatrics and also the districts representing the O Jes so we have been meeting and we have been collaborating and we are all putting together um a very similar plan based on the same uh requirements um in our schools for realing um also the local covid transmission range so anida County currently is identified as substantial risk uh but our neighbors to the east for fromer County have been identified as high high so we will be requiring masks in all of our
060schools our district buildings and our buses regardless of vaccination status again this is all CDC um masks will be optional outside our buses will be at full capacity parents are able to sell self transported desired if parents have not completed the transportation survey flee and need and need Transportation please contact the bus garage so um masks will be required on our buses three feet physical distancing will be followed to the greatest extent possible band and choir we will remain at 6 feet in those classes we will conduct daily temperature screenings in our classrooms um before students after the classrooms hand hygiene and daily cleaning and disinfecting protocols will continue to be practiced our fall athletic season is set to begin August 23rd masks will be worn inside if there are any updates with Athletics I
061will be sure to let you know right away vaccinations are strongly encouraged to get again this is according to the CDC uh for all students and staff 12 and up there is a vaccination clinic as I had mentioned by Upstate Family Health Thursday August 12th from 11 to 6: at the Village Hall no appointment is necessary there is also a vaccination clinic um being sponsored by the county on August 18th from 5: to 7 is the Aris and Falls Legion uh you must go to the county health department website to sign up for that one um so I definitely wanted to make sure everyone was clear on what our plan is are there any questions thank you no question just excited to have the kids in school all day and we worked really hard to
062plan out the extra 30 minutes to try to catch them up and get ahead and our main focus while keeping them safe is keep them in school 100% And now I would like to turn it over to our school business official thank you okay so in your in your Friday packet you did receive the reserve PL um the board has adoped Reserve plan using the annual review of IT each year there are recommendations um that go along with that I I do see that there is um there is a resolution later on on the agenda and I just want to be sure that everybody has had enough time we it does not need to be approved tonight it can be at the next meeting um there there's not a date sensitivity to that so if
063board members would like more opportunity to review the reserve plan or if we want to walk through it tonight if folks have questions um just kind of want to get a pulse on where folks are with that I'm good with I'm fine with it too okay I mean we can certainly walk through it yeah so no reason not to yeah so certainly um there there I've made a few recommendations um and one will be to establish the sub retirement Reserve this is related to TRS so uh for some folks that have been here ERS which is the New York state employees retirement there has been an allowable reserve on the books for several years 10 plus years um the law require uh allowed us to have a reserve to fund uh put monies aside to
064fund ERS our ERS expense there was not a similar Reserve until two years ago that has been approved by New York state that districts can now now um establish and fund so I will be making the recommendation that we do establish the subf fund um there are requirements as to how you can fund that and how much can be in that fund um no more than 2% of your prior year TRS salary can can go into the fund um in one year and at no time can that Reserve be more than 10% of your prior year salary TRS salaries so it is something that we do need to look at annually um so I will as I said be making a recommendation that we do put that reserve on the um on the books and
065do an approval for that um let me just say here uh maximum contribution so I'm looking um and then yes so we have we have a few other reserves um there's not a lot of recommendations and again purpose of of doing this review is to make sure that our funds are um you know contributions are within the legal requirements if there are a requirement so some of them do have requirements that you can exceed so much of X um amount of money for example we have an unemployment insurance reserve and it cannot be more than 1% of the prior year payroll our Reserve is um is sitting at 6259 we would be allowed to go up from $ 68,276 I'm not making a recommendation that we increase so again I think everybody had an opportunity
066to go through uh the plan and look at the recommendations TRS um establishing and subsequently funding will be my one recommendation the second recommendation will be after um after the presentation of the audit um to determine if we would like to increase the reserve amount in the ERS fund we are not fully funded in that fund and we do have an opportunity to uh increase that fund based on the um calculation of what we can have in there is an allowable amount so for tonight's Purp pures um again it is the review I'm here to answer questions and then there is a resolution to approve the plan and then also to approve the establishment of the TRS sub retir no replenishing of the captain um I think after the audit presentation R okay when when
067we're final so you kind of leads me into the my next my next um comments here our audit has been completed our audit is early each year we elect an early date um our Auditors were here on the 27th of July uh when we were when we were displaced so it was they they were having a fun time uh so the audit was complete um we have scheduled October 4th as the audit committee date that the Auditors will review the audit Report with the audit committee and the full board will see that report on the 15th of October the audit report will be presented um so I think there'll be quite a bit of discussion at the audit committee as we finalize um again strategies that were put in place last year to minimize expenses
068they they were fruitful they did what they were supposed to do um you know we've we've talked about this last year at Great length our fund balance was under 2% there were Financial strategies put in place so that the longevity of not only our reserves but our um our fund balance can take the district into those areas that we need to go over the next five seven 10 years so um you know we ended the year well and we needed to so more information will come as as we get our direct audit and then the S&P Global rating so I just um finalized a review um this is our bond relative to our bond rating so there is a review process that happens um every two to three years you get called uh from Moody's
069and they say you're up for a review or you are up for a full-fledged um bond trading we were up for a review so we did complete that it is not final they will be they will be preparing and submitting the final report there is a series of interviews that happen so over the course of a week um they schedule interviews with me over um an hour one day an hour or another day with multiple people there's a series of disclosures that take place Etc um I send a a lot of documentation to them the uh Treasures reports that you get in your board packet I send a copy these are things that they want to ensure is happening um so all of that information has been submitted and I did have a conversation with
070our reviewer yesterday and our status um again this is not final and we will get the final report but our bound reading status will be at in a so that's absolutely where we want to be thank thank you uh we're in the well no you're fine your side's saying agenda discussion um we discussion on anything we've seen so far we want to talk about the healthc care center now or we want to wait till we get to 10 103 and well we can certainly talk about it now Tim it came up on the presentation for sure I have several questions when you say it's at no cost to us is that only until we get licensed through the the state and then once that's approved that's when we spend the $600,000 from The Recovery Act
071money correct we know what it's year one 300,000 year two 200,000 year three and we're going to have a nurse practitioner yes three days a week split between the two schools no the three days a we this what I what you are approving tonight is only the ter or this is only the terms between now and approval so then once once the approval is granted then there will be a new contract that you will be signed on the terms this is only from now until at that time and then and at that time we will have a a nurse practitioner on site full time but right now this is these are the terms again it's at no cost to the school district cost to the TA nothing School District they're absorbing um Upstate family health
072is they're absorbing the cost so there's no cost no I'm talking about once we do sign this contract right so that at that time again districts across the country have been um awarded you know monies through the American Rescue plan and one of the allowables is for school-based house hunting we don't have anything that would be more pressing well what was really pressing was extending our school day by 30 minutes and that was something that we were able to negotiate with our WTA membership they have approved it overwhelmingly 95% of the unit and that is set to be in place starting um SE okay um I guess I was wait until we were yeah me too to to talk about it that's yeah we're gonna talk about it wait AG sure but it was brought
073up in the presentation we're here to take criticism question yes can we go back to showing the agenda so the public can see the details of our resolutions oh on the screen yeah yeah we used to do that yeah you're right versus the presentation I mean sure we discuss that well I mean I'm sorry there were just so many like clicks and this wasn't working so normally I do that this so I apologize I can go to it now but we're not there yet we're not on your business yet no no we will be after this in public comment so got ahead of me okay thanks great call questions though so far on reopening District Vision no I I thank you for being clear concise and with the priorities are of the district is to
074make sure the kids are in school fulltime no I'm I'm All forgetting kids back in school full time yeah let's press let yeah and I just want to recognize Administration and I think the public sees this as well you know so much time and energy was spent just navigating last you know year and a half all the changes challenges but that what you haven't seen is the work behind seems to start preparing the mission and the vision and move the school forward you know we don't have a mindset where we're just scratching to catch up like we're trying to come back to some priorities that quite frankly as a board we were pretty frustrated a few years ago we weren't moving fast on and we're moving faster now even while navigating the challenges of Co
075so I'm excited cautiously op to like excited to see that and like everyone else very excited to have my kids back in school on the same schedule for even longer than they were before so all big wins appreciate the work thank you no other questions though from anyone I mean we can just do this real fast like it's semantic so yeah we were going to have board discussion on our delegates for SBI and nah box so I'll I'll continue to to do the SBI um my goal is to attend the Nisa conference when I may have a conference all of a sudden so I can't give you 100% um and I'm going on behalf of most okay it's nothing that you have pay well you spread the C over over 12ri any any other thoughts
076this point I I already said I can't y' I can't at the time I don't have the time and it's unfortunately on what's it Sunday Monday Tuesday yeah yeah just makes it yeah I can right so you should do it on weekend you could yeah so we have anybody from our last me has interest in that or we just need to table that now is that something that we need to send to somebody else I mean well no let me so the Schoolboard Institute your SBI does all the training for you that n would do at much less cost if you go to Mis um but they do have great programs on on educational topics um they do a really really good job um with presentation there's a lot to learn and they're local right
077here no I'm talking about the Nisa conference would be good for new board members to go to I mean there's just all kinds of educational GR I mean I might consider you know if the school district is it works out the school distri yeah I think it's oh yeah be great I think it's traininga it's in New York City sure it's in New York City this year October mid October 20 October 24 you going I think I think you're on the registration opens August 16 Google is a great tool isn't it 24th 25th 26 and Waterville has always had good representation historically on both yes well I'm not trying to tip my but yeah I said on the board of directors for this one time so I the is nice it's all in one one
078place [Music] it any all right so we'll table it for now but I will continue to go to the SBI meeting by all means any board member can go all right so that does bring us to our first public comment and excited to have people in person great more reading behind the screen first question when will the AC be on I I would like to know that yes under construction when will the AC be on Trac I'm not sure why this multi right we're not in the cool phase we not in the evening building yeah we'll be we'll be started up by the opening of school you will have AC we will have ventilation so my next question is too for kids I I see myself sitting here is there any flexibility with your mask
079Ru over when kids are sitting down and in their seat or they can remove their masks so again we're following the recommendations of the CDC um to be you know we're starting off very strict and we're hoping we can relax this um as you know as news of the Delta variant wings um but I I believe the best of action is to start off strict no cloth masks either right well utilizing the outside as much as possible which we really can do in the month of September which when I believe the Delta variant will be you know level so um so I understand it's hard for for everybody to be in a mask um you know the whole time um but at what cost I mean I have a child that doesn't want want to
080go to school because she doesn't want to wear a mask and she's suffered serious mental emotional stuff because of this mask and I just feel like it should be an option if a parent wants to send their child or not if they want to wear them wear them they don't they don't it's it's in the newspaper this morning saying that you know it's up to the school district it's not passed down as the Mandate from the the state so I don't know why it shouldn't be an option for parents our children yeah cuz I don't I mean she she's very emotional right now about going back to school I have a son that's on a 504 plan he doesn't want to go to school like yeah we're all happy to send our kids to school
081but at what cost like my kids don't even want to go if that's what it's going to be like because it's not like it normally is she can't breathe in gym fut she is told to pull it up over her nose it just makes no sense it's like hypocrisy once you can go walk by this person and hang out with this person but then play sports over here you don't have to wear a mask but then you're over here wearing a mask it's just exp indoors masks required I know like my son played football inside last year had to wear the mask to the field got on the field played football no mask and then got back and took the mask at this time masks are optional outside and that is what we are following
082masks optional outside so we again are following CDC we are also United their numb hold on hold on a second it's it's public comment respectfully make a comment give the superintendent a chance to respond right so we're also United as the ohmes and how we are um you know Opening Our buildings um under the co variant so my responsibility as a superintendent is to ensure the health and safety of every single staff member every single student in my building and remember that anyone Under 12 is not vaccinated um so and we have people who travel between buildings so so I I believe that the right thing to do right now is that we're very strict with our Mass policy and then if we can relax that we absolutely will I understand it's very hard for
083students to have it on all the time I get that um and that's why we do want to utilize the outside um whenever possible so that our students can you know can take it off yes um just to hit on that a little bit more you m what's that are you m I am okay all um there was a big push and there still was a big push for vaccinations um for everybody to get vaccinated 12 and older 12 and older and now there's a lot of unknown if the vaccination are what they are so that's concerning but other that's one idea the other thing I have concerns over is we tell these kids they're like you're going to get vaccinated we explain hey it's the best of all good at that time everybody said
084get vaccinated get vaccinated and then they lowered it from 12 to 18 and get those we got our boys vaccinated and now they're like hey we're vaccinated why do we have to so it's like you're telling the unvaccinated we don't even why get vaccinated we don't have to get they're still going to have to wear your mask anyways I know there's a lot more to that we're not doctors in this room but I'm just saying is you know what do you tell them now like hey you're vaccinated but you still have to wear a mask meanwhile All Summer Long inside people's houses everything else they've been hanging out with the people and most of their own age group and in school they're going to be around most of the time around their own age group
085and most of them you would think are already vaccinated so is there going to be I know it's across the board strict right back point but I'm just asking for consideration down the road for those that are vaccinated to be compensated other guys so so we did have a situation on our campus where someone who was fully vaccinated a student um did test positive uh so I I just think we have to be very cautious right now and very Vigilant that people who are vacinated can still get this Delta V variant so so now I'm not going to disagree with you on anything um it's it's a scary time again and my responsibility is to ensure the health and safety of everybody and I believe a layered approach to mitigate uh the impact of of
086getting the virus is our responsibility and that's why you know um we have the plan and and mask requirement is a a very very important piece of our plan and our leadered approach to um the mitigating the the Del so so I haven't I'm going question I don't know everybody you could also introduce yourself to me I I would really apprciate I'm Mary ke okay third before your name is very familiar to me all right sorry that good things right that's good really my question was on um feedback all that is how often does the district as a whole plan on revisiting that so decision so so that's a great question so it it could look a different few few considerations here first of all the CDC Co Traer okay and um I am actually
087preparing um a letter to send home that's pushing out on parent Square to all of our parents tomorrow and I have links to all of them so so the CDC you can go to the website to see the co tracker so this reports the level of transmission by state and by County so right now we are at substantial but Herkimer County is at a high level of transmission so that is definitely a consideration you know where where are we you know in terms of that country um another thing is that the New York State education department is um they are able to take uh through regulatory you know um they're able to uh present guidelines to school districts okay because again New York State Department of Health because there is not you know a state
088of emergency they're not giving us guidelines okay so again nobody is coming up with guidelines so that's why the CDC they do have guidelines in place okay so that's why we are um you know working under their their guidance but things could change I mean we could get updated guidance from the state education department from the Department of Health so so under that Circ those circumstances we would obviously consider that and we would do what we're supposed to be you know doing here in terms of abiding by those you know those guidelines so to answer my question when how often would you be re you know revisiting right so things change on things change quickly so again it's the level of local transmission that's really cute so it's a district thing it's not a board
089thing so it would be something that the district as as administratively would something that Regional I mean I work with again the omm superintendent groups and regionally we're going to be monitoring the level of transmission and we're also going to be you know seeing if there is any updated guidance from New York State Department of Health New York State State education department or maybe our local County Health Department um so that's what we're we're waiting for to see if there is any can I take a um opportunity maybe try and explain further what's going on so even the people that are vaccinated because they're looking at that surface of the virus of you know if this vacine is working they're collecting data right now and the only thing that is going to get us kind
090of trespasses is to get the data collected which is going to take time so this Delta variant is highly um transmissible but what they're collecting now even in people that are vaccinated is one are they displaying symptoms of disease and then two is a person that's infected do they have a high enough viral load to if the virus is detectable but is it transmissible so the only thing that's going to give that data unfortunately right now is time and because people are walking around without mask whether they're vaccinated or not there's no way really to distinguish that data if it's coming from somebody that's had the vaccine or not so in making people mask up and then you have to remember that kids under the age of 12 have body vaccinated yet you can still
091get the virus and you know have serious health complications um so in MO of still collecting safety in those age groups right um I think one of the reasons the REM masking is because it's highly transmittable but they don't know yet it's a person's immune system that's been vaccinated is taking care enough of a viral load in the person person to make it so they're not transmitting it and again the only thing that's going to give them information is time so it's frustrating but I mean you have those people walking around that are unvaccinated and the people that are and I understand frustration and I think that it puts doubts in a lot of people's mind about you know the health and the um effectiveness of vaccines but it's a newly um expanded technology if
092you will with viruses the first time I actually read about mRNA vaccine in Du was when there was an Eola outbreak in South Africa so because that virus had a mortality rate upwards of you know different studies but 80 85% and it could also infect healthy individuals that were burying the dead even after they were dead they were using mRNA as what is on the surface of each virus that it doesn't matter how many times it mutates if we can give a vaccine where it recognizes one thing of the virus which they're also studying with the flu because right now we use weaken streams of the flu and you get a flu shot every year doesn't mean that you're not going to get the flu if you get the vaccine but hopefully and I think
093that the media did a poor job of this when the covid vaccine became available it was as if if you got the vaccine you weren't going to get Co that's not true which we're now seeing but one our people not sick and in the hospital respirators the second thing about Co too was its incubation period which is 14 days you're going to compare it to the flu because that's what everybody's been doing the flu by comparison is two days you can go around the globe a dozen times in 14 days right and then the last thing about um Co is that it was highly bound to these receptors that were called Ace receptors which are found in higher numbers in lung tissue in your pancreas and then fat tissue so if you look at the
094statistics in America across the people that have type two diabetes type one diabetes um that they that smoke that have COPD that you know worked in a car garage that had lung issues if you look at the statistics of all of those population and add that up that is a huge percent of the American population you know and then again we don't have have the safety of the vaccine to be used in children but I think that they're still collecting that data before you go stabbing kids that are younger than 12 for no reason at all because this mRNA technology won't work for this virus and then I think what you will see is a booster but it will be a booster of a weaken strain of the Corona virus not you know a different
095technology of this MRA modality of what's on the surface of the cus so what they're trying to do right now is only stab us you know twice and be done with it and it's going to work but if it's not going to work they're not going to you know start giving the kids the immunization if it's not going to be efficient because you know nobody likes to take their kids in but 12 and above I mean 12's kind of the cut off for an adult you know as far as organ development and all those other things so if that helps anybody thank you so she you should introduce I'm Sarah pharmac I was joke and add this is my life my wife pharmac I just want to add there's nobody more frustrated that school districts
096that we still having this conversation and quite honestly I think by coming out and saying the most important thing to us right now is that our kids are back in school learning and engaging in extracurricular activities and you know they're having to wear this but we're not going to be thinking about corn and eruptions and remote learning um if this is what we have to do right now so that we can get as Sarah said to the other side I think you know let's roll with it and focus on the instruction thank you Jess well just a hit technically Matt you didn't raise your hand before you sp we're gonna let Joanna go thank you Joanna hi dring can you talk a little bit about um the decision to not offer remote learning from the
097Geto and and where that came from so I I think the course of of the year we all talked about the toll that the fully remote program had on our students socially and emotionally and we felt that the priority really need to be on on students in school for that reason and also um the students who were fully remote their learn the the amount of of growth that they made um just did not compare to those students who were in person so uh so there was that and um that was huge so we really felt it was a priority to get all of our students back okay so with that followup um is there any consideration when we do you know have an infection rate like what what's the plan well so that would be
098in response to you know quarantine so that that's a different situation that's a shortterm temporary situation but that would not you know we would not go back to a fully remote model thank you all right um just ahead on on aon's point and and I I understand the mass thing is frustrating for a lot of us um and I hit on my point but to her Point as well what if you have students in that situation how do you encourage them to come back in school what can you do for them while they are here like they're having a panic attack or something like that can you get them down to the nurse's office they can take their mask off get a drink or something and ease into being able to that situation absolutely absolutely
099we have wonderful staff members here who you know will absolutely go the extra mile to make sure kids feel comfortable and um we also have more staff members here through our con to Community Schools and and through um the seals coordinator uh to help we have a a social worker at our elementary level we have counselors here so there are definitely people who are going to make sure and obviously all of our teachers that students feel comfortable they feel welcome that relationships matter in our buildings and that's our our top priority and that's why um our focus on trauma sensitivity is really really important and coming back to full yeah I just trying to make it like hey this is our plan this is the way we're doing it but no there is option make
100you feel comfortable on mat not my daughter had a panic attack and she got sent to the nurse and because when you have a panic attack you get like f like I am right now [Music] I'm so if you took my temperature so she had a 99.5 fever she got sent home and she had to go get Co tested even though it wasn't in the guidelines it was 100 and above we live literally a minute away from The NPS she had no fever she was at 97.5 when she got home F doesn't roll away just like that but yet she still helping get tested so I so I I think you know we've been hyper and as I mentioned earlier that uh we've sent you know last year we sent lots of kids home every
101single day because they had symptoms and so that's why I am a firm believer in in our school-based health center because now your daughter again if you sign off consent um and if you don't you might get called um because they can see your child it's not I know but I'm just saying then then we know right away if a covid test or whatever there you know the nurse practitioner um or through tella Health to determine you know what is going on with your daughter so I I just think that we would be able to you know the the school based house would be able to provide um more medical support um in that situation right there on on our campus yes BTY um Dr spring on the reopen plans will the cafeteria be utilized
102as a lunchroom or yes so so that's why I say we will um um maintain three feet apart to the extent possible uh we will maintain the three feet apart in our cafeterias but students will eat unasked obviously and uh brast will be grabbing go and it will be in our classrooms after they're done eating their food do they then in ta have to put their mask back on during their lunch session correct but you know might sit there and eat for the whole I know this is tough fors I get it so will they be allowed outside yes absolutely we want again we want to maximize the nice weather as long as we have it yes next so I'll open this up to a question to the room and I'd like to get some
103feedback on this what do you what personal responsibility comes into play here and what education comes into play here for individuals like themselves because a lot of what I see individuals that come out of even College there's so much that they don't understand about making decisions for themselves and information that comes in today it's like overload I get so many emails from this school I get text messages from this I get emails from this I get so much information from this so now imagine me a 40-year-old and then my son is 15 my daughter is 12 they're getting all of this information as well so who are their mentors who do they look up to today um I mean teachers right we're talking about MTH and now who do they look up to no I'm
104trying to drive they look up to the figures in their lives right the figures in their like you if you're coaching them in sports correct coach family friend right coach right somebody they know and who else do they look up to teachers I can name a number of teachers name it always comes to mind for me is Mr bastel some people in this room may know him that individual had an impact on me day one his room was always cold day one my our office is always cold too there's a reason for that but day one that individual had an impact on me so my question to everybody in this room is and my challenge to you is how do you handle the situation when a child or an individual asks you the question well
105gez Dad do I get the vaccine or don't I get the vaccine is the vaccine good isn't the vaccine good do I need to wear a mask don't I need to wear a mask so when they have so much information coming out there and then you look at other schools who may or may not be wearing a mask and you look at all this information how do we approach it because I guess I would view myself as a mentor I would view you doctor as a mentor I would view Russ I would view Dave uh many other individuals in here who coach or have some type of influence over these individuals so how do you promote to them to go out there and get the information themselves rather than relying on others to make those
106decisions for them so they can make an informed decision I know the individuals within my company that had the most success are ones that are able to be resourceful and they're able to work on their own and they're able to look at problems and solve those problems and face those failures so when you look at things like that you have to think about the challenges that these individuals are seen within the classroom itself and when you think of all of that how it comes together it comes to head when they actually leave the education system and come out to work and those individual challenges are so important so I would ask everybody in this room how are you going to handle that mass of information how are you going to challenge these individuals to be
107ready to make those decisions because I want my children to make the right decisions but they're also going to make the wrong decisions and that's sometimes not a bad thing there's a number of decisions that I make bad every day and you know what those are the runds I remember crucially at those moments in time when that comes up again and those challenges are absolute and they must come from those mentors and that leadership so I would ask everybody in this room what can you do in order to alleviate some of that information because I have conversations daily about vaccines about Mass about all of the customers homes I'm in and out of and I have have conversations with my children with my wife with my friends good friend of mine he works with us
108he's in India they just went through the worst outbreak you could ever imagine their population is so dense you can't you can't even think you think we're tight in this room right now and it's hot it's not even in comparison and I take information from him and I take information from everybody else but still I I find it challenging to make a decision but I am taking that information in on my own so I ask this District I ask the individuals how are you going to challenge that person and how are you going to hold them personally responsible so they can get to that level and you're asking for a measure of success I don't in individuals how they do I don't think it's if they got a two-year or four-year degree I have many
109individuals that come into my company that have no degree at all they're Brilliant Minds their parents are teachers professors it's absolutely amazing what they've accomplished but what I see time and time again is these individuals they don't realize the capability of a human being and how much you can do with your mind and your physical and that is a challenge that needs to come from that mentorship and there's we have I think I was counting it up as I was in the room I have one employee who went to Waterville school why don't we have more people who are involved in these great things and who stick around here and there's a reason for that and there's a reason for Success why it comes from different places and you see that in these little clusters
110it's because of that CH and you have a new opportunity doctor and I I don't mean to challenge you but I'm always one to challenge a little bit what can we do as a community to help you to be successful but also communicate this because this mask right here in the vaccine that we're discussing is much bigger than just sitting here having information come from a brilliant pharmacist or any individual in this room and I ask you how do we handle that situation because I think you have a constraint that you're going to embark on greater than any body in academics has ever seen and I wonder you can go two different ways with it you can either Excel Beyond and set the tone for where it can go or you can go the other
111way but you have community members here that if you challenge them I'm certain that they'll be available to help you out and if you ask them hey how can we keep these kids in school I'll be the first one to show up at midnight whatever time you need me I prefer early mornings though for me I will move your desk around I will have a crew of 30 people in here to do whatever you need to keep the kids in school but also keep them on a path to be properly educate and understand why they're wearing a mask me right now I'm having trouble having this conversation because I'm sweating right now and it's difficult so it's hard for me to breathe so I want the kids understand why they're doing this and the personal
112hygiene aspect of it too another thing that just bothers me is I see so many people walk out of the bathroom I went to a amusement park and nobody washes their hands and I'm they have the mask on but it's these little things that we can be teaching others to empower ourselves to make the right decisions and and that's what I challenge everybody in this room to do and I think there's some pretty bright Minds in here and people who can figure it out but that battle is going to be a challenge and how you answer those questions how we answer those questions it's all of us that have to answer those questions and there's some people that feel strongly one way and some people to feel strongly the other way but it's up to
113us to educate the kids properly they are our future so they can make their own decisions and let them fail let them fail and then bring themselves back up and challenge them yeah and I think a lot of that comes back to what Dr spring and administration are framing out with the vision and the mission and specific actions more more important than anything is teaching our children critical thinking and how to adapt we we do we talk about all the time when we have discussions here and I bring it up especially the the careers the employment of the future it doesn't even exist you know I don't know what my 8-year-old's going to do because that job probably isn't even invented yet most likely so yeah teaching them how to adapt and teaching them sources
114I think that's a topic in education that we need to go back to that we had when I was in school you know analyze your if you're making a medical decision who should get consult a doctor or somebody that just Facebook looked at a you know understanding you laugh about Facebook but it's true people look to Facebook for information it it is so true and and you laugh about that but it's not funny right that information is right there and that's what everybody breathes in and says oh God here we go I just learned a little piece of information right now I deleted Facebook Ser but what I do is I take all that information in then I make a decision and I think if we were to challenge young individuals to do the same
115thing they can make their own decision I don't want to make decisions for people I want them to make the right decision on their own I don't force anybody into any it's understanding your world around me and I my my pediatri our pediatrician um once told me that we only research what fits our agenda right so we have two we have two sides this is an issue that's it's Nationwide and a lot of people are only researching they only read what fits their thing and that's the problem with face building how do you combat that that's that's your education that's the mission we have with teaching critical thinking too hi so thank you for letting us all come in person but I'm concerned with nobody looking at what question were came we all talking here
116I think it's great that we're here but I'm also concerned and being frustrated on the other end submitting questions and then never being addressed so I just wanted to make sure thanks Tracy you can read it you have it up so what happens if a child has to goop into quarantine all for 10 days I I want me to read it yeah how will the scho what happens if a child has to go into quarantine for 10 days how will the school handle continuing their education without a remote op so so the remote option we will have a remote option for quarantining It's will not have the fully remote option you know for the year that's we're not doing that is the quarantine um 10 days no matter what's the process so this is a
117great question and we've been talking about this because right now the quarantining is such that if you're fully vaccinated and you come down with Co you don't have to quarantine but but I want to clarify that so the Lang so that is what the most current documents say however is Dr spring had said earlier um and and she said one but we had we had two So within the past two weeks on campus we've had two positive cases that needed to be contact traced and you know the whole thing that we that we go through um um both individuals are vaccinated and the county quarantine both them so so what we were the pretense we were going under at the end of the school year if you were vaccinated the 10-day quarantine was W but
118I physically witnessed two people be quarantined that were vaccinated in the last two weeks is that was that 10 days it was 10 through the county even though they were vaccinated so at this time we would probably follow that same guidelin for kids in school that's the county health department will advise us on that I just get so concerned with that because we live in such a rural area and I feel like there's such an inequity in health departments so because our State Health Department has advocated their responsibility now if you look at County L Monro um you know where they are prioritizing kids being in person and and they actually have Doctors medical doctors heads of their health department I just hope that we're really being Innovative and saying can we look to the
119experts I'm not quite sure they're here well just to that point to your point every County I mean any of us that have that have you know that that walked through this last 17 months every single County had a different set of rooms exactly inov Waterville cross counties between Madison and naida so it was a different set of rules depending on what county you were in so if your house resided in Madison you went by the Madison rules if you were in anida you went by the anida walls um so it was difficult on our end also because the information 90% of us were in an County and you would walk that line but it would be in Madison County and in the rules were that was the only public comment online right now I
120just want to say uh we went back to masks at church this Sunday and it wasn't so much to protect ourselves a little to protect ourselves but mostly to care for the congregation of the PO so I think that's an important point to point out to the kids too you're not just doing this for yourself you're you're doing it for your friends and their families and your grandparents unvaccinated people you don't even know great and and my employer went back to Mass yesterday just been enjoying being vaccinated and not having to wear them and everyone's wearing them again you know and that's Nationwide and you're seeing a lot of that uh because of the science again we it's very difficult when it impacts you individually but there's there's guidance from the medical profession we're going
121to follow that personal level too for the five of us in our householder vaccinated I definitely have concerns about the one who isn't as you see the statistics out there I would personally prefer if we could get in vated too young so you know we have to navigate that as a family and everyone has those challenges any other public comment this point okay moving into new business sorry this page isn't here get it I have a question sorry okay you're going to discuss the health center later on will the public have be able to come on that at that point no we just have the public comment sections we have two after we always do speak now for all no you get another midnight after you vote I'm against it too can you say yeah
122I just think that we need to focus more on the um education here in our building um the really hasn't been full data of why we need it here in our district um every time data is brought up it gets squashed and put away and it says we're doing it anyways it's been in the works for a long time and let's do it and and how did anybody know that tonight's meeting was here it was showed up on the agenda on Monday on facebbook on Facebook because I posted it out there how many people here saw my post out there that hey there's we're going to talk about the reopening plan tonight we're going to talk about this health center tonight well actually no they're voting on the health center stuff tonight so I'm getting
123a little agitated but I just think we need to focus and we don't hear a lot about when we have these meetings we a lot of us here in this room um have followed Along online for a while right we don't hear a lot about the education like Hey we're super excited that we've hired this technology teacher this is what they're going to bring to the table you know this is what this curriculum is going to be for this or that whatever get people excited about those type of things I don't feel I thank you for publicizing them so this is exactly why we want to bring in this communication specialist I need help publicizing all the great things that so so I completely agree with so now let's go to the the school based
124out C so you're worried about about getting into a long-term commitment how do we know what's going to work what is the data what did the data say what did the data say so I my thoughts are this this is a perfect opportunity between now and approval okay to see if this is something that works if this is something that we see a value it's at no cost to the district let's say the next six months okay because I don't know how long it's going to take to be honest with you to get the New York State Department of Health approval let's say that it doesn't go so well well so then you come back because this is only committing us to the point of approval okay at that point there will be another contract
125okay with the terms that we will need to approve or the Board of Education so I think this is perfect let's pilot this let's see how it goes and let's see is it valuable and if it's not then we're going to come here to talk about yes ma'am so some more questions regarding that is is it strictly for students what happens if the student needs additional care do they go to the primary doctor is it primary it does not replace primary this is only a service that happens at school that's it strictly for students and teachers strictly for students are the community going to be coming into the school no no no this is it's a it's a a benefit for teachers um that they they told me they will see a School District staff
126member um but it's for students it is not for Community is this just to add on that say um the student had a sore throat and you um they the parents agreed to have them treated went he was had struck throat and where would the medicine come from do they give them antibiotics at school oh no so what's the purpose then I guess so the parent would still have to come and get the child yeah and then take them to get the antibiotic so so they would be able to take the throat culture and send it out to the lab I we've got our pharmacist here she can you can help me with that um and then you know they would be seen by a nurse practitioner either through tella Health you know for these
127next few months if if it's on a day when the nurse practitioner isn't there or on the day the three days of the nurse so if they were sick they got strp throat they went home parent came got them got medicine at the at the um Pharmacy say they had a problem their reaction or something at that point is there after hours care that the parent could call or does the parent then go to their primary y this is only during school so would their insurance have an issue that their child got treated here and then they had to go to a see at that time it would be after hours you understand what I'm saying like I don't want to have a problem with like double my insurance having I work really hard for
128insurance believe me and so I'm just do not want to have problem you know for something like that yeah I don't so that what does all that look they told me that there isn't a C- you know they told me there is a c uh I don't know Tracy if you can speak to that throw culture wouldn't go through my insurance I I don't know I mean no I don't no the way the way that it is understood is your you you still utilize your insurance if you have insurance so if you don't if you don't have insurance um there's other mechanisms so first of all if you come in and you don't have insurance you're going to be putting contact with um with with a representative from Community School to help walk you through
129the process of obtaining Insurance either um insurance that is available to you or lowcost insurance so that so that your child and or you have access to Medical Care there is no so the way that we were understood to believe this is if you have insurance your insurance will be run if you do not have insurance you will still be treated but with heal York most kids have insurance correct that good that is true but not everybody because not everybody has has um I mean there are still I would say it's a pretty high percentage I'm saying I just I would agree with with that I'm just trying to understand how it would affect insurances if it wouldn't come into a problem having a double well they wouldn't take the the the Thro culture again
130I mean if you had that test done then that would be sent to your so is the health center going to be in network for everybody that has Insurance in this area you can look up what insurance plans are offered for employers you can have excelis that Services multiple employers so as the school looks us to see what demographic the um district has and people that use like a New York state based Insurance like Medicaid or you know Fidelis or whatever and what if it's out of net workk I mean I have an $8,000 family deductible so if they do a gr culture or something does that mean that so I think these are really specific questions that rich should be available to answer we we certainly vote on it you don't have these answers
131they're huge important answers well I mean I can call Rich right now but at this point that's a basic bottom line when especially when it comes to proposal service entity my question but I mean there's like a multitude of questions that should be outlined that would be available to the public if you're going to put forth a major you know speaking from Healthcare I work in healthcare so like they were saying there's a lot of people in this District that let's be honest demographically could very well not have insurance so my question is who absorbs the cost when those children come to the healthare center they they would they they the the clinic itself there would be so it's not I me we're paying yeah but that's only for three years and what does that
132600,000 get you you know I just I'm just looking for something that's you know quantitative like right and how how many kids are going to use that you have to get a wellness physical and specific grades I mean our cre health centers that are in Waterville which how many are there run a article in the Waterville times every single week of your child needs a physical first grade third grade you know immunizations and then they require School physical participate in any extra curricular activities at seventh perod we multiple the Moa says that the school will assist with obtaining insurance information so I'm guessing that when you sign up you show your insurance card they write it down and they bill your insurance right but after hours if you go let's say you're here you get
133a check you go to um Urgent Care Urgent Care thank you they're going to do the same thing so now your insurance is being built twice one of them is going to get P back you're going to be responsible for Ping that the goal is that you don't have to be seen again you know what I mean the goal is that you're but if you're not prescribing a prescription you're going to have to go to your doctor practioner can prescribe a prescription so that will be part of this you can't pick I mean we're not going to we're not a dispensary obviously here in school you have to go pick it up but a nurse practitioner is licensed to be able to do that how many yeah sorry how many families actually showed interest in
134this well so so this again I I think I had mentioned at a previous board meeting it's kind of hard because you don't get a response from everybody so that's why this is perfect this is almost like a pilot so let's see how many how many families sign up we're going they're going to be at our open houses um September one for this building we're going to be outside in front and then also the next night September second at MPS so they will be signing up parents and we'll see how many sign up and then if somebody again has symptoms right um and the parent had not signed up for the program and consent to treat then they will reach out to you and um for that one time to see if if you would
135like your child seeing um and then you might decide you know what it it wasn't it wasn't all that bad you I'm going to sign up so after the pilot can we vote to decline it like what happens after the pilot because it can be approved right by the state after the P so if it's approved by the state then the next oh here he is Rich okay so so here um I have I have a room full of parents who have specific questions so I'm going to put and I think I'll have parents come over all right so so who has a question about can you just come over here so ask question okay will you just identify yourself is the director of nursing Services family heal and we should listen to we're at
136the school meeting here um I happen to be Mary Kate who the phone was handed to there was a couple of significant questions that were asked in regards to Insurance when it comes to the health care center and one of the main questions was if um if a student comes to the center and they're seen and they do not have insurance the Segway will be for them to get set up with someone to get insurance but that that point being in healthcare we know full well if they're self-pay the cost is much greater whatever does the does the district absorb that cost no so we as a Fally qualified Health Center will do one in two things we will either facilitate the person so that they can either qualify for insurance Medicaid whatever um right
137because they're retroactive which I understand yeah retroactive 90 days otherwise will either work with the family if they are within 200% of the poty level there will be no charge we will not them okay okay passing is is because we have to submit a bill or a charge and then the person that they can't afford to pay um that just it'll be written off again right which I'm you know fully versed in for sure so if what about insurance right so what if they do have insurance as far as is there a co-pay so right so once the school based actual School based Health System gets approved by New York State and if there's a c we don't charge Cod base for school base so we accept whatever the insurance company would pay so that's
138post approval what about in a pilot situation which we're in right now right so I believe what we're I believe what we'll do is we'll follow the same guidelines that the school base has set up so you're running under the presumption that it will be approved it will be approved accepted by Al They just they just drag their Fe for months and months and um we obviously there's a need down there so we want to be able to assist as as much as possible I'm curious as to how how that was found like what quantitative data do you have that shows that this District specifically has a need reach out to um the district had been working with one of my colleagues through connected schools and I guess there was a another entity had tried
139put the school based Health Center in there quite a few years ago um and I know that there's been conversations going back and forth for long before I was there um was a for center with the schools so that's where we kind of came in um to offer our services okay so conversation based but nothing like black and white paper survey data I mean this district is very very you know focused on data data data data I've heard that 1 times tonight so I'm just curious that's us that's us that's not him he's receiving the data right we contacted him oh okay okay did you ask about the double insurance does the insurance get whack twice Rich if the patient is here in the um school district and then have to go to sorry office
140sorry didn't mean is yeah is it is it put in twice when they're seen at the school and then if they have to be referred out to their PCP for you know anything they will we would act as the primary care while they're in school they somebody's child has the sword and you know we take them down to the office we find out that they have struck so you know our nurse practitioner can prescribe the antibiotic they can send the child home you know for 24 48 Hours whatever the case may be and then they need to do a 10day followup they'll either follow up with their primary care provider or if they can't get into or they don't have one into thect they don't have a prim or if they do they can't get
141to see them for whatever reason right I mean we're a tiny in comparison to you a school district we have yeah resources so does anybody else have any other questions for Rich before I back to Dr spr are there any other questions if you can answer while we have you on the phone so after the pilot after the approval there's no way of backing out of this said was they still contract thank you Rich I apprciate we're good just all right I'll talk to you soon there's anything else need out of Hospital home so okay thank you so much all right byebye no he was in the hospital as the nursing student so I don't mean to hijack I didn't mean to hijack the the data question because that has been question the question from
142Baseline when this whole situation was brought up and normally the people that are new to the group get told this has been in the works for a while I don't know if that's what you were told or you have actual data that shows that our district needs that or if VHS who is literally less than a football field away you know if you know what I mean I'm just wondering I so we did survey who would take advantage of this again not everybody responded so it's hard to gauge you know what future usage is going to be which why I think that well which is but but I have remember almost 800 students in my school district okay so what I would recommend again this this is at no cost to us let's try this
143out and let's see how it goes I mean it could be guess what we come back in six months and you're all here like oh my goodness you know what thank you thank you you really helped me out there and I didn't have to run to try to bring my child to Primary Care and try to find whatever a covid test and and or get a throat culture all those things I'm not denying like the I don't mean to interrupt I'm not denying like the convenience that you're working is that a good thing I yeah I I'm not denying the convenience there my concern truly and honestly as we have teachers literally exiting at record speed as you know our education you know that's been the focus focus focus the conversation I think is where
144the frustration comes from is the money aspect $600,000 for a threeyear situation is where the contention lies I'm going to tell you right now because it's like you know your roof is leaking but you buy a brand new car when you don't need it right you know so just like um you know the the extension of our school day okay that's almost a million dollars if we hadn't done that okay then some other schools are are just doing after school programs but my belief and the board's belief is that no we this needs to be embedded for into our school day so that everyone benefits so I firmly believe that we have a very very you know um outstanding plan for our use very wellth thought out plan for our use of the American Rescue
145plan I I firmly believe that and extending the length of our school day for all students is one of those you know one of those items and then the other one is school-based Health Center to keep all of our students in school especially during this Co variant the the Delta variant yes one question that $600,000 for over the course of the three years for this Health Center could that have been used towards something other than that for example could it have been done to retain teachers or additional funds or whatever to retain teachers to keep a constant there's a lot of we talk about social emotional health all this stuff with Co and everything else now these kids are coming back to school and there's like 10 12 plus teachers have left so now they
146got this whole covid thing now their teachers are leaving there's a lot of unknown could that $600,000 be put towards something to retain teachers or give them raises I know there's contracts and stuff like that with raises but something in the idea of the education to retain constant so so I'm going to answer it in two ways so first of all you saw my social emotional support plan and it encompasses a plan for students and staff because it needs that watch I miss go back that and you can call me anytime you come in and see me I'd be happy to go over it with you the other piece is I think what you're talking about is increasing salaries for teachers right that cannot be whatever us the American no to clarify to increase salaries
147you can hire teachers and there are many districts that are using their minds to H teachers the money is there for three years what do you do at the end of those three years right so unless you tell the teer that they have contract it doesn't work like sustainability it's a and it's got to be sustain and those those kind of decisions were're always mindful of how can we afford it long term I mean ever since the money became available everything we look at including the way that we were able to negoti neate with the WTA for the extended school day is all based on temporary parameters those are not you know permanent salary increases they're tied to the specific threeyear plan and when you do the math I mean it's a huge sum of
148money when you talk even small what seem like potentially small base pay increases ramifications long term as they it's a big challenge so they've been be used their new B materials enr the summer enrichment program at MPS that was funded by the American Rescue plan okay I don't know if anyone so where will the 600,000 come from it coming out of our general fund bud that's why we hav been able to get it so so it's all the American Rescue plan okay and one of the the big challenges in the past you know how do we find the the startup Mone to be able to do this and we have been to do it well it's I me it's hard to get in discussion when the motion's not on on the table for board members
149been sitting here trying to take it all in and I think the insurance question is a really good question um and I want to be very honest with you when when the board looked at this um six or seven years ago we clearly understood that it was not going to affect any child um probably most of the board members sitting around their table um with their children's in the district were probably not using but when when we looked at it and then we said you know with the theater program and we put hundreds of thousand dollars into on a yearly basis not all kids use that the agriculture program that that we just uh established and put in that were over the $600,000 mark easily not all children are going to use that and when
150we even look at the sports okay I mean we just put a $800,000 on turf field on on on on the football field and we know there's a small percentage of kids that last than 20 years old yes but there's a small percentage of kids and thanks to our staff that that are going to use that so we knew right from the beginning that all students will not use this program but when we look at when we look at the figures of of of our freeing reduced lunch and our Medicare recipient that we knew there was going to be probably a percentage of those that would use this program and and when we looked at it there's there's you know there's a lot of people you know if my clip was say and I had
151to stay home I would call him sick and I still get paid there are some of my constituents out there who are making $15 an hour and if they call in to get their kids to a doctor they don't get paid so we looked at this holistically no different than than the the comment of you know the whole child okay and and we took that into consideration to and then we visited we visited richf Springs we visited Sherburn we visited Unadilla we visit all the school districts that are close to us and and looked at their numbers and looked at their history and and when Richfield Springs started out we knew and they knew that it was going to be in the 20 to 30% R you know usually the first year and what they
152were getting were the Medicaid recipients using that program okay but as they went on in the third and fourth year you can call Rich real brains I'm not with them they're in the 60% range of students using that program which makes it sustainable and there is no cost and when we built because the board made the decision to move to the health clinic we built the rooms for them and we had an agreement not in writing but with Basset that they could do it for $400,000 over a three-year period okay and and that number got blown out of the water then the Obama Medicaid situation came into play and and so many things with insurance came into play that they all backed up and we were not going to as a district try to take
153that money from the general fund point we knew it was going to cost us at least $400 to $500,000 to get this to get the first three years in we knew that from day one and the reason we haven't done it is because I mean I went to Joe griffi to try to get funded uh uh through some grants through him I went to as a board we went to all our legislators and and the money wasn't there so this is the first opportunity and and nothing is free okay nothing is free this 600,000 is being spread over every taxpayer in the country compared to every taxpayer within our district so when we looked at the 600,000 and we can spread that cost out to the country instead of the our locality it was the
154right move to continue to explore so yes I mean I I get I I get to 600,000 I do and and and trust me i' I've had I've had uh many conversations um you know I'm trying to get back to the 400 but this is what it is I mean six years ago it was 400 now was six um I'm still trying to swallow that but it is what it is and and it's I I don't put it on your general front I I don't take it out of your pockets I took a little bit okay we hear a lot of eyes a lot of I not we I know I'm sorry you can be me up on that I I not the full board supports us so that's what we're here to have this
155discussion for well I I don't you had discussions with them before I did them because I don't know if the full board does so if you have that information you must have talk why we're here as families to ask questions yeah and and I think that's hethy I I I don't have any problem with asking questions okay but I I don't know if the court board is not we don't know either and see this is I the approved that as a board we can have a discussion but um well to comment on that I mean I'll just speak for myself I know everybody here I know all of you you know each other when we come to a board meeting clearly everything that comes before us we put at least some time into if not
156a lot of time so in terms of just the comment on do we know what's going to happen well I mean I I don't think any board member necessarily walked in here with no opinion on this subject but to rest this point if you know if board members were all being just the normal people outside of this room that we're supposed to be any conversation we have out there is personal opinion until we walk in here to officially discuss and vote on a motion it's all hearet and that's a difficult thing to navigate in a tight Community like this versus like a really large community where I grew up and like you don't even know who's on the school board because there's 10,000 people who you know are students in the district like we literally
157know everything I know everyone here P names everything until there's controversy we don't know everybody here for well but but the point the point is is we we do want the discussion and the debate because just for everyone's information I didn't know this till I came on the board we actually legally don't even have to have public comment we don't have to have this dialogue but Waterville is different because we do and because we still listen even after years and years of working on something again and we all may have a different opinion but a huge decision like this was not made let and I'm not trying to say that anyone's implying that inally but right like we all come to this process with a different amount of experience even in terms of being on
158the board we've all been on the board a different length of time we can joke about it and we do but we have people who've been on the board for decades and who can talk to you about what happened 30 years ago in the school and then people who just came on the board so it's a constant process of discussion sure it's a constant process of asking questions and then when we finally bring something forward yes we we have a pretty good idea as a board on what we want but we never know till we vote right it's just reality and it was different in the pandemic because we all lived it everything was changing all the time I mean we didn't have months to study decisions we sometimes had like two days before the
159board meeting or we called a special extion because we had to make a decision because there was a new rule or new deadline so that it's it's recency it's all in in our minds that oh wow things are just flying out as fast but a lot of this it's not flying at fast it's it's been a long process so I just we need to keep that in mind as we move forward before we get to an actual motion yeah Matt's been dying over here down well I didn't see only see big so just to to hit on Russ's point there he had brought up the six or so years ago that you guys had tried this before and you were not going to tap into the general fund um so this came about this rescue
160plan it's like oh yeah here's money here's money here's money great we're going to use it towards this $600,000 so what after three years are we hoping that there's another rescue plan to cover year four year five year six or is this a three-year thing one more other point to what you had mentioned one of the reasons I think you said that it kind of fell through one about your the general fund money and the other thing there was an insurance issue can you comment on what the insurance issue because that was a big topic earlier is that something similar is it something that no no it's not it's not insurance issues per person using insurance it was the national insurance issue with the Affordable Care Act and what was going to happen um so
161all these hospitals all these clinics all of a sudden wanted to run away from the commitments they already gave to the district of coming to explore a Heth based clinic within the district there was nothing on the personal level of insurance it was the national level and the Affordable Care Act that that that people can skap um companies can skap and the board of directors for those companies says you know we're just going to sit this one and so year four five and six what's that look like for us as District so so based on you know history and data from other school-based health centers that have been established uh it takes three years to get it to be self-sufficient and um so so that's why uh we need that startup money to pay for
162that full-time nurse practitioner and two full-time lpms and other costs associated with getting it up and running but by the end it it will be self-sufficient that's based on track records from other school based thank you yes who's responsible for the oversight of this little organization within an organization Rich Williams the guy on the phone he's the director of nursing services for Upstate family home so he's hired by us is that correct no he's hired by Upstate family home so what resources does Waterville School dedicate to this Health Center as far as IND individuals I mean you must have some work on so so Nick to your point our our um position here or our resource commitment here is impact so we will be we will not be committing Personnel Resources just space space space
163so you're all them space yes so and and that is part of it it is very specific and delineated with that um with that application that goes to Department of Health they came in six years ago and they'll come back again the space needs to be very specific there's some folks here in the medical field the space needs to be very specific so we have to prop that it is set up the capital project okay we want talk about all this now we I don't want to interrupt I know I mean technically as a board we're going to have our debate on that when we get because because there are things remember of understanding that school district is responsible for doing clerical work yeah yeah and that's a responsibility that's a that's a resource that
164we have to allocate and one thing that I would caution with anything is that when you have to start allocating resources to other things it takes away from something else so where does the school's responsibility end and then other responsibilities begin and that's the question that I would like to ask and and I would I would strongly suggest that you consider those resources because when you start to allocate those it's all in the school district agrees to furnish um adequate office and exam room space with laboratory accessibility check private counseling space check there's an office in there waiting area for students and families check it's all it's already been um it's all it's already adequate heat there's heat everybody we know that lights and ventilation electricity and access to secure Wi-Fi locked storage cabinets desks
165exam tables security for office and exam room space maintenance and cleaning of the area safety instruction and guidelines related to evacuation telephone and dedicated phone line access to a FIA assistance with marketing materials and distribution of communications with students and Families assist with obtaining parental informed consent support and encouraging parental involvement in healthcare space and tables to participate when appropriate in school open houses while they're coming in parent teacher conferences assisting with obtaining insurance information assist with followup of any Miss appointment implementing joint health education workshops with student staff and so families can come in when the kids are being seen a parent could come in I'm sure okay I mean that's a detail right that you don't know a security officer [Music] though no no no no we have Ian we've got Mr Fister
166here we've got you know we used to have um officer foyer we we have someone else me there there are responsibilities clerical like secretarial right so so again secretary in the cleaning I would assume as to meet the to the guidelines for cleaning oh absolutely that's what we're doing so that's a resource that needs to be dedicated for a space that could have a vomiting child I guess could occur right so there's up protocol for that so what I would what I would caution is to think about how much time you're spending on that resource and what you could be looking at for leadership that I think is something that we should be focused on because the key to anything is leadership within a community and then personal responsibility for some of these things that
167maybe this Medical Center is going to take care of and I understand that you want to evaluate it at this point in time but my next question would be what parameters will you evaluate this Medical Center on for success for usage I mean I'd like participation what about the education is the nurse practitioner there's no no sore throats that day going to go educate kids on use ecigarettes and vaping that' be but but you don't have that set up so that's not like in the contract they didn't come in and say on you know this school year we're going to do you know an education thing with schol one of the bullets is that we will agree to implement joint health education workshop with students absolutely it's a great idea so so jewel is a
168great topic and we're going to do that this is we're just getting started here Michelle was straight so I have two questions actually the first one is so you're voting tonight to approve this for the little pilot yeah the pilot and to enter into a partnership for the application being submitted to the New York State okay but Richard Rich whatever his name was just stated that it's already been approved so that's an assumption by New York State you approved this tonight what happens in the three months it's a complete fail the board has already approved to go ahead state approved it yeah so unless we have no six children this year okay I can imagine that there won't be participation um but yes we will but on what grounds measure right on what grounds do
169you say okay this is worth going forward or we have that's why we have an elected Board of Education here and I will present the data and I all have Rich Williams here and we'll we'll share all of that at a board meeting and um then it will be the board's decision so second question and the way the way I see it you know when you ask that question I think the evaluator will be the the Personnel within the clinic itself whether because they're not char us anything in this in this period right whether they can sustain this or if it's even workable to be in this District if it's cost efficient right so I think I think that's going to be the the the critical point with the clinic whether whether they think it's
170going to be profitable my second question is is the school nurse I absolutely love her she's amazing she did wonders for my daughter um where like what will they be doing if we have this clinic right they're going to be doing what they always do okay that there is you know if a student is sick student goes to our school next whether or not they they go to the school-based Health Center will depend on whether or not the parent has signed up or you know the parent will be called if not if if they would like to consider that option um you know they have a lot of um you know regular testing they do they do certain grade levels for you know for wellness for eyes for I mean they've got to review records
171for immunization so so believeing they're just a segue to the Health Center if they require further care that school nurs administer right I only have one I swear I can't one last thing because you guys are going to discussion about it coming from personal you know employer experience my question to present to all of you is if there is an issue of liability within the health care center that resides within our school someone dies some you know something terrible happens a child doesn't make it through God forbid an anaphylactic shock whatever it may be catastrophic or otherwise how is this District protected from litigation in regards to that Health Center because when we're talking about cost efficiency that's a massive liability and that's where my question lies and I don't know if that's a rich
172question or but that's something to certainly certain I would say our liability would definitely be reduced because we're going the extra mile in our school district to take care of our students by having a a higher level of of Health Care being provided for them that's irrelevant at litigation again um I mean I what I will say um is this information has been given to our insurance company as anytime that we look at anything with this so they have um the contract they have the knowledge of what the facility is and there was no recommendation for increased insurance I I'm not talking about increased insurance I'm talking about who's responsible when one of these families come after the district because something happened to their kid in that Health Center so they are required to carry
173Insurance separate from us and we have to carry as a district so again you know we reach out we reached out to our insurance company and said here's a situation we were going to have this does this put us in any additional you know does our liability increase or is there in the insurance world do you see any reason that we need to do something addition that's somewhere in your that all the dist no that is that's a standard protocol that we do when we enter into any contract it goes to the insurance company it goes to our Bo right so any contract that we enter into that contract goes to our insurance company goes to our work they then advise us either you know here are your risks here etc etc so so so
174you have you have that the district and the board has that information the the board has has that information that is that's a standard protocol that we do every single time we look at an insurance pal I'm sorry at a contract right so if there was a recommendation they would have the recommendation there is not an additional recommendation from legal or from our insurance carrier and and the district always has the district has a policy that any Administration that comes within our school district yeah yeah I get that but I just mean like within the district within the building it's it's a valid question and they would have to carry their insurance oh yeah they I'm just thinking the other that I know from other school districts that have good question like a small school
175district like Morris which is very much like us I'm just thinking of the issues that they had within their school district so I was just curious two separate questions but I promise they may or may not be my last um one is the our our School nurses and they administ the co testing well it's not so much can they or can't they can we as a school district and we you know um we can't I mean we don't have them I mean we don't have covid tests okay which is why uh Upstate Family Health they can get the covid test you know we can't get them we had tests that we we weren't allowed to use to test um we wanted to test our athletes it wouldn't let us so would let you because of
176was for sports and I I remember this and and obviously being able to work in the building the nurse the nurse at D laary school has been trained in doing covid tests and knows how to do a covid test and we weren't able to use them for sports because think mandate had nothing to do with our ability to test mandate thing um for the athletes who couldn't make them well we also time use those rapid tests just for you know students who presented symptoms it would it makes sense we should be able to do that that's why they we don't have to worry about that they take care of and the other question I have is over the $600,000 now that there's some school resources that are being involved in it or even if they
177don't even apply to that is there any of that 600,000 being put back into our School District or is it all straight for this the medical professionals that are coming in well I mean we have presented our whole American Rescue plan um and you know a lot of the professional development a lot of you know for example the summer enrichment program um I mean a lot of those pieces are being put into the school district oh yeah I understand all that stuff of the $600,000 is any of that getting put back into our school dist course it's strictly towards that's for the the school based Health Center okay thank you okay and for all the expenses associated with that JB boys look good tonight you for that I appreciate you feeling all the questions abely
178like said we are as a district we do have that ability and I do we appreciate and respect that know happens flly around here right but it's I think that the the wool was you know like the transparency wasn't there when it came to the Health Center and that's where a lot of the contention lied and I have a lot of you know questions questions that were yeah that were legitimate and and that's probably a lot with with me in my fault um you know because we we we beat this off as a board to death um and and we had public participation and we had doctors we had I mean all kinds of yeah I know I know and you know and and for the first time as a board we got excited that
179that we can get the federal government to pay for it right sure and so you know probably if we had to do it different you know um we probably would at this point but um yeah yeah we yeah we made made some I don't know if they can be forgiven or not but it's not a totally new idea either when I was in school a long time ago U we used to have J High I don't almost agree that and I think I see we have another question that's okay we'll go there I think we'll still have more discussion from the board when we get to the motion motions here um we just we need to continue to challenge ourselves as a community really truly and Nick raised this earlier how are we thinking about
180all the information that's coming at us from everywhere and making the best decision and one what I'm getting at here is we do hear a lot of things from teachers and from our administrators that take away from learning and take away from kids being able to function in school and they may not be our kids but it's a very real issue and much of the discussion around the based Health Clinic is trying to address those extremely real and present needs that maybe we can't quantify very well with data even though we want to but they're there we trust our teachers We Trust our administrators we've we've had those discussions in small meetings and board meetings now I've seen administrators and tear going to specific situations where they just couldn't help a child or they couldn't
181get a child in school because of these kind of issues and as we look to be a different school and to be a different Community we're going to look at different things and you know there's a lot of unknown sometimes that it can even be scary and it might not even benefit us you know but find it might benefit some kids who don't have much of a voice and you know for me personally that's why I'm on the board I'm on the board for the kids that don't have a voice the kids who we can't get in school the kids who can't pay attention because they don't eat and they don't have dental care and don't you know like these are real things real things that we see in so it's a tough tough situation
182and there's a lot behind it so yes Joan so I just wanted to make a comment so with us being in the midst of a of a pandemic here I can see the healthcare clinic you know maybe over the next two years like let's hope it doesn't continue for 24 months say we're not self- sustaining so tonight are you voting on the three-year plan only okay so um what happens after after that if we're not self- sustaining after three years they'll probably pull out yeah they probably will okay so the contract is you're not GNA lose money okay so I can see Richfield Springs being at % during a pandemic no this was this was during and and when we we asked them to break those we asked them to break those numbers down okay
183and and the medical was was probably 20 30% but what they were seeing was a lot of the wellness the social emotional aspect of that because that's what comes with this package um in a lot of that which you talked about anxiety that leads to physical and and they really get down to that that conversation with the child okay you know um on the mental health I mean that's a referral from your nurse to another stranger you know how how deep are they can they really get with that on one referral in in the office that one day well that that person is going to be that that social worker hopefully will will be there I mean so the social worker will be we have social work that's our connected Community Schools connect it's all
184connected but they were seeing they were seeing children on that end too and then the referrals were made and most likely to the connected Community Schools no different than if a child went in for a Thro culture they're going to be referred some place but they did see their person based on the sword throw so okay I just I want to ask a question because I heard s Su Ang well not Su Ang sorry happens all the time um you know that if they drop out if we're the ones that going to lose money that they wouldn't lose money the healthcare is that true we out our [Music] 600,000 health of volatile business right now and I think that it would be a mistake not to take the time to um table this and wait
185to see what else comes out of the pandemic because when you're taking federal dollars and reinvesting it into healthare you know after all the changes that Affordable Care I think it would beake to thisll business right that's my final I'm I just want to say I don't know how many people know me and I know there's opinions and that sort of thing but I want you to know that we've all really researched as I said and we read it all and we understand it um and we respect your concerns and I respect I speak everybody but I assume they certainly sound like we spent this much time we have listened and nobody takes it lightly um so I just want to thank you for your input and hope that you realize that whether it appears
186we've all done our homework we have and please don't be than people with their decisions when they get to oh I was just waiting for Jess thank um now I appreciate all the information that you guys have shared after the feedback of the community giving questions to you guys and then feedback there's a lot of information that you guys shared with us but that's information we didn't know right you know what I mean when you took the time to actually read a lot of those things on there then it allowed us to know like who knew that there was a vote on a health center tonight nobody except forare wasn't on anything so all what people who are here mostly found out that there's this big thing decision that's going to be made tonight yes
187this has been a topic for a while I know that there was a topic when it was way back when and over the course of you know the last how many months now it's been a topic you know but we appreciate the information that you shared with us and these are big decisions one of the other things why are all the teachers leading that's another question I have I know it's totally different from the health center but I'm concerned I mean I love this community like why are they Le what could be done to restore them like that's my concern I mean I move from Rochester it's big out there two big huge high schools everything else my wife's from here you know we said hey let's raise our voice here it's a great District
188let's continue to make it great you know and it's very concerning of them leaving you know some really good teachers I was looking forward to having our boys we heard great stories of them teaching at the high school level and then we did our um schedule with with Kane and then you know Cooper and we're like yeah you get to have you know St Peter you're GNA he's going to be one of your teachers Mr Ryan he's going to be one of your teachers he's great you know this one and that one um it's just concerning that you know they're all leaving and they all have their own personal reasons why they're leaving and that's fine but I'm just I'm concerned for them like why are they leaving how do we retain them so they
189stay here good teachers the elementary school you know here there's more leaving in that District they were in that that Mrs Gat she's another good one so just Harden meor sorry and this is on the this is on our website this agenda comes out Monday morning for Tuesday meeting these big topics that are in these new business or whatever doesn't get shared unless you know somebody and they say but it comes out on the thing then you see it on Monday you're like oh this is getting voted on tomorrow weing can I explain that please um sure everything gets sent out to the Board of Education the Friday before the Tuesday meeting the Board of Education needs a chance for that weekend to go through everything that they are going to see that Tuesday night
190this is not a public meeting they allow the public to come in they allow the public to ask questions but it is not a public meeting it's a Board of Education meeting they need the chance to see this material before the publicans that's why on Mondays I put the agenda out so the public can see it know what's going to happen on that to and that's fair that's fair okay I understand that part of it but big topics like this Health Center $600,000 Health Center that's going to be into our school district couldn't that say Hey you know be broadcasted somewhere on Z you know this is coming elected a board of education to make those decisions can the Board of Education prior to it coming out to public on Monday have those conversations I
191I think in response to that because we're going to go in a circle here this is not the first time we've discussed it it's not the first time the cost has come up it isn't and there has been plenty of time and plenty of communication on it is it ever enough I don't know that's up to every individual to decide if it's enough or not U we have had people come to the meetings prior meetings community members and support of just like we have people here tonight who are not in support of it and all of those opinions are taken into consideration but to to Kim's point we try to do things differently here in terms of how we do communicate and have full transparency as a board could we get better yes absolutely we
192can get better we've been working on that for at least as long as I've been on the board it's been a personal point of mind to improve communication to parents to improve transparency but this entire discussion is a board choice to do it and and legally we we don't have to do it we could just come in here and go through our agenda and vote on everything and discuss it and move on we do want the discussion and if we have public comment we also have the right just to listen right we don't have to engage like this we could just sit here we could stop it at any point so we just have to understand that can we get better yes are we trying to I mean I want to it's a little personal
193we're not trying to push anything through here without communicating we're not like this this has been open discussion in board meetings for a long time and even since we've allocated the money it's been out there what our plan was with the art from from step one before we did anything with it so we're having discussion we're going to move into the motion and we're going to do the board's business that we were elected to do and hey as a community moving forward if the community doesn't align with the board we have a process for that right but we're here to do the work and put in the time and all the crap and I mean all joking aside read stuff over the weekends like we're in the leads uh for for every decision we make
194so I appreciate being able to sit here tonight I watched so many virtually it's nice master not to be able to sit here and participate so like I don't want that to get lost in the questions and discussions in the back and forth like uh you know I personally really appreciate being and again we maintained that open Forum while we were all remote on purpose for all 40 plus board meetings we did through the pandemic to navigate all of that for full transparency we easily could have taken the option to just make it simpler on ourselves and not even bother to try to read through public comment not read the ridiculous nasty unprofessional comments that were on the live feed or see what people were putting on social media we we've waited through that in
195the interest of maintaining the typ community we have and even tonight we want to we do want to move on with the agenda but all of this is is surrounded by we're going to move through this item we will have a vote on it we to vote however seven of us vote and as a community we have to move forward just like when we voted just like when we voted 43 to go ahead with Athletics through uncertainty and I can tell you those three board members who voted no immediately got behind the board's decision even though it was a 4-3 vote that's how we work in water and that's how we're going to be different than the world we see around us than the information we're sorting through that Nick referenced and that's how we're
196going to role model the right thing for our kids and how we're going to be the right community so and please understand that this is an attack against you guys we're making suggestions on different things like as simple as okay yeah we don't all have to see the agenda it's our choice if we want to look it up and look for it but maybe a week or so ahead of time I know it's on there but nobody people want things up front and personal rate to them say hey there's an upcoming board meeting on Tuesday the 10th at 6: PM or the safety plan I know that's a yearly thing but how many people knew that there's a safety plan maybe that would be like oh you know what that's interesting maybe I want to
197go check that out communication special yeah that's fine so just my suggestion apprciate we to bring those we're just being able to have a conversation well thank you very much need like a stretch break but we move into new business now 101 is approval of ecigarettes and bacon and I get a motion on 101 thank you Ros thank you Linda discussion on 101 is cigarettes and vaping litigation you have a motion well it's printed here there yes um that was because the the board committee report that am I 11 one or 10 one it's going to be important anyway are we going by the printed one or the one I'm looking you can go by the printed one so 111 we have a motion move good thank you second thank you ly discussion so this
198is a class action correct no cost to the school district perfect thanks any other discussion all those in favor opposed motion is carried 112 approval UCP service agreement thank you Russ thank you Susie discussion all those in favor I oppose motion is carried 113 approval mouu ufhc thank you Russ thank you Susie discussion discussion um that was public comment so I kind of didn't want to jump in I I I'm new to this thing so I didn't know if we were supposed to talk and a few comments in but I really wanted to wait until it was our turn and just looking through it it looks like you to approve 103 you have the that makes 104 so I think they're almost the same items is I read it so 103 is the that's going
199to 11 is the one that's going to be submitted to the New York State Department for approv from so basically it's the other one are the terms for the soal okay so now it's my turn to gu that I want to have discussion um you know we talked about transparency and I've been watching the board meetings for about a year and a half before I came on um and this was talked about on the June 22nd back and listen to it today and then I was busy this weekend so I get a chance to look at the agenda for Monday and saw it actually got a few texts and I saw went back today did a little research and I see it was also my Friday update right it was so yes so M um
200looking at it it going back and looking at the meeting we had on the 22nd it said we were going to have a forum on this um we have a forum and then all of a sudden it's on the agenda so I didn't I mean I was at my first meeting on July 13th we didn't really talk about it so I didn't know if it was in waiting and I know I'm in the W this committee but we don't meet till September and I was like all of a sudden it's up for a vote so I and then I went back and list in and said we're going to have a we going to have a forum and honestly I think what the frustration is here is the $600,000 is I don't I uh every
201kid deserves a better education um if we're going to LIF lift kids out of poverty I think it's got to be the ucation every every board meeting that I'm I write Student Success and academic te and I don't know how Tu made at this point how do you define Student Success I think it's different for every job but when I'm going to make a decision on this board it will be it's going to help Student Success and academic achievment we have three health centers in our district one that ABS our proper we have one that's two and a half blocks from elementary school New York is a very giving Community uh I mean State we have child health plus uh we have Medicaid so if a child's not able to get medical care we have
202the community or the neighborhood connected or whatever you know communities whatever help them get healthare I had a child that was on Medicaid he was able to walk across the street you get out he was older you know 18 19 he was here we have a lot of access to I mean I heard comments that we don't have um if and then I also heard the connected Community say kids miss 15 days a year for doctor and I said there qu at the TV when I was watching remote like 15 days I mean a kid maybe that has some really major health issues if a kids going the doctor's 15 days you know there something significantly wrong I think a lot of parents use doctor's appointments as an excuse signed get out because they want
203to be on up and up I want to get questioned that really they're going to go to a concert or something and get out of school early and I actually heard that from staff in the school that a lot of the doctors Point aren't really doors I can tell you for my kids they do one Well Visit a year usually June July or August I think it comes up to the priorities of the parents if they want to try to avoid kids missing schools so don't buy that it's going to help a whole lot with sick kids I don't see what I would be afraid of is somebody putting their kid on the bus it's sick the S the school to get healthare um I think there's some good programs out there that aren't going
204to cost 600,000 I know a local District that's got a $6,000 out air $6,000 to do tele for the kids that might really need because I think I care about kids I want every kid to have healthare I really can't see spending $600,000 of this money whether it's Federal money state money or water uh for this property I I didn't know she knew that my feelings on this oh I didn't tell you no um but we have asked as a community several times I know one at least one board member has asked for quantitative research Steve you're bring up a good point you may not always be able to have all that data but I think for the most part we could have that data where were the three Health Centers one was in Redfield
205Springs one was was the other one e right and there's a lot of them in these I mean truly not to make fun of this we don't live in Ozarks we don't live in Vermont where there's not a healthc Care Center we have one literally I can look out the door and see the lights on um I think this is a project that people wanted to have happen I think the reason it's taking seven or eight years to happen is because it was hard to fund because you know know the use is going to be minimal um if we're going to do it I I would much prefer seeing M VHS do it where now we have a connection to them and we have kids in our community I don't know how much we did
206vetting Upstate Family Health CER but I thought run the okay right I thought Upstate was part of Syracuse hospital when you first mentioned it in board meetings a while back I didn't know it's kind of almost Upstate oh it's so I thought well we'll have a good connection to doctors and ser well then I called them and asked if they related toap and like oh no they're just Upstate Family Health in uo today just because I didn't have a ton of time I Google search that's what we all do today the Google reviews for Upstate family health is a 2.8 mvhs across the street to 4.2 Hamilton family where I take my kids is a 4.5 and the keeper family practice and risk balls is a 4.3 so I think if we're going to do
207a program like this we need to really V this organization I can't say Google review means anything but I know the company I work for looks at Google reviews in fact people I talk to daily say I looked at your reviews I know when I picked a pediatrician I did a ton of research I looked into it I talked people um I researched the doctor and because that was important to me as a when I was in Rochester than when I was here I kind of find ironic that we're only 180 days a year going to have them seeing a doctor here for some minor issues because if it's a fracture if it's you know on a playground they get hurt fracture they're going to have to go get an x-ray anyways I can only
208see it for a few things I don't see and I worked at the elementary school I don't see revolving door the flu hits they go through we want to get them out of the school anyways do we need to do the the swab that probably would be convenient I'm not sure that it's it's and all be all honestly for the 600 Grand I I think what the frustration is for me why I got on the board where these HS are here because we don't feel like our academics are strong here I would like to I don't want to get off track here but by the next meeting have scores for the last five years if that's possible I think it's time to start from the ground and build up and we have a great opportunity
209with it we hope is going to be amazing superintendent I do concern myself with liability um if a kid does get treated here and they prescribe something everybody gets sued trust me I worked in law enforcement everybody's on there from the chief to the patrol guy that dou the school will be part of a litigation and if we live in an area where there was not medical care close by I would be all for I have talked to staff in the school district because this been floating around for several years and I said the kid's not really getting health and I said I heard but one St remember that's very knowledgeable which wants me not to share the name said you know there might be one family they remember of not having any health talking
210to Tracy everybody pretty much as medicator or exelis the child care or medical stuff um connected communities when we get to the wellness kind of started to sound like they were going to be a a Wellness Center too because I do think the mental health issue is a big issue I'm not sure if connected communities is just a reveral agency like an in between or we're we have counselors with them honestly I had no problem investing some money in in in in counsel with the doctor three doctor's offices within our district here I cannot see supporting spending $600,000 of taxpayer money we can say it's free money I kind of was like annoyed when I heard of go back and listen to comments in June 22nd was like really um hard do this with breathing
211um it's it it has been going on for eight years it's probably because there hasn't been a lot of community support for this there hasn't been a lot of people timing to have this happen um I can tell you was it's not even on the top 10 for me and I care about every kidness Community I care if or not if they need to ride to the doctor's office I'll be happy they can email me and I'll get them a ride somehow to the doctor's office and I think we've got connected to help with that process too honestly I'd like to see some counselors get out for these families in their homes and try to help them do some life coaching and try to make sure tell them it's important not the school and there's
212a ton of things we can do with the $600,000 curriculum I know we've got this Atlas or whatever but that's not really truly a curriculum our teachers are going to still have to build a curriculum is that our teachers are busy want them to educate they really shouldn't be right curriculum maybe I'm off base on that doctor you can you can fill me in on that there's a lot of really great things we could spend $600,000 on I when I'm going to vote it's going to always be the success of our children and I don't think the convenience of going to an office that's 100 yards from another doctor's office is something that I would ever support I do I do I am concerned concerned about kids getting on the bus sick to come in
213to get healthare um you know one of the comments was you go back to June um 22nd meeting was let me just look at my notes here um we didn't get the results we expected to get when we did the surve and maybe not everybody did Supply a survey maybe some did more than one I know family did one um well didn't respond at all that was my comment and that's what I well you got 305 responses we have approximately if you 60 kids per class 750 kids in the district if every parent has two kids that's 600 kids you know I would say that the number is probably right around two kids per family so you're not going to get 700 you're going to get 350 or 375 um I just and I didn't
214want to start being a new member of the board and coming out like this I came down this board make sure our kids get a good education whether it's in the Labor Field whether it's academics you said we got some work to do and they said I'm on board do what you need to do I'm I'm willing to jump in do what we got to do whatever I do today is not affecting my kids my kids a sophomore a junior not anything we're going to do in the next year that's probably going to affect if takes time and I know that um do we need to evaluate ourselves as a board let's look at the let's look at our scores you know what our teachers alarming R Mr Patterson mentioned of our teachers Le we're
215friends with a lot of teachers just because our community people um we're pretty connected to people around and you know I can tell you they some of them quite a few of them left for more money but they also left because they didn't feel they were B Val I can tell you yeah maybe we need to get our SAT scores up I'm not blaming that on the teachers I do blame it on the curriculum and Leadership and we as a family we don't bring a lot of stuff to the school I can only tell you a couple times where we actually called and had some concerns with issues I support a majority of the teachers maybe not every one of them and I think that we need to get them on a pay scale that
216is you know that's comparable to other areas where're it is difficult to get teachers today um you're going to find it very difficult in the future um somehow we got to figure that out same in the same breath and it sounds I know this is not easy we have to be responsible with the taxpayers we spend $19 million a year and I haven't calculated that and I don't know what that is for people in this District but we we got to figure way out to take care of our teachers whether it's right sizing or not and then get paying those teachers reasonable salary for a teacher with a master's degree in 20 years we got teachers that recently left Mr Ryan 20 years on a job he gets to pay that's unur we just have
217a teacher that just announced retirement or I me leaving has 25 years it's crazy to hear that so we do have a lot and I don't want I didn't want to start my first month off on the board spilling my guts but this community deserves us to re-evaluate our priorities I I think we get an A+ in capital projects and I said this in the last meeting I want a capital education project let's do it let's get this done let's work as a as a board Community we can do this we got a lot of volunteers here um I'm going tell you you know we have a diaper Bank in town that is my church my daughter volunteers about 30 hours no every she's probably 30 40 hours this year there we have a food
218pantry library has some great programs I mean connected communities I think they have a place that they could think it needs to be in the counseling end of it or making sure there is we are in a difficult time in our society today we're children I I've worked in law enforcement for 33 years I know see every so I I would hope that this board think about before they vote Yes in 600,000 maybe we have a public form um I think if you want to have transparency and quantitative data to re research and make sure that we're making good decisions on how we spend this money I will tell you I know there's this other thing coming up about the seal thing and I want to look at that but with all this F money
219have vultures up they're looking to get rich the nonprofits that are looking to find a way to get some of that money and we got to make sure that we evaluate these programs the success of these programs and I'm not I think I'm running out of can I we're not voting in 6, well we so so this is a trial excuse me this is a trial basis to to see if this works um and that's how cautious we are being with with with this program there is there is no you're not going to see a dollar here on this on these motions okay they're going to absorb all the F to me it it it it's it's a good test run and you may be right and that may show that may show your results
220and I would be a fool at at that point if it does show me those results to continue forward but but we have to know as a district if maybe you're right I I I don't I don't know that to be true right now but I just want to make it clear that we're not spending the P well not of taxpayers money or the federal money I I right we're voting for it this is once this thing starts rolling down the tracks you're not going to stop this thing and nobody's going to be able to you're going to be here as a board member to make sure that we review that information okay then I will when when we we bring them in after so many months and say let's let's take a look at
221the numbers well and and to be clear we don't spend money unless in the motion yeah there's no money here [Music] I I'm sorry goad what I'm wondering does the uh Upstate know we have 600 we have $600,000 for a health care center in in the in the Recovery Act Budget on the website so I'm assuming that they've done their homework and they know we have $600,000 to spend absolutely so we say they're going to do the trial run and we're going to rely on them to tell us they know we're going to they know they have 600 ,000 coming in a three Monon period so they can my worry one of the things I was going to mention I worry about it being a true test but they know all they have to do
222is hang on for three months and they get $600,000 well and and and you have to give some credit to the Board of Education that we know exactly what you're saying they're not they may not be the only game in town who want that 600,000 and we really as as as people said a million to data data data that we have to look at that information from we don't know if it's going to be 3 months we don't know it's going to be six months they're willing to take that risk until that clinic gets approved by the state then we'll be having day this discussion and looking at the information we're going to look at the numbers we're going to want to know where where what type of visits were coming in and how many
223parents trusted the system but that's to me this is a trial run and and it's I'm not going to use freebie because every time is money um but it's it's a good assessment on my part and I'm willing to invest in that three months 6 months nine months I don't think it's God pray is not that long but then we'll take a look how long how long is the how long do we envision the trial period the I I don't know right I mean I mean we what we have heard six months it could be anywhere from four to six months before the Department of Health actually comes down here goes back to Albany and certifies the the room and do we think we have other healthc care providers who who might be interested in
224this well they were interested before and and and maybe you know and and I heard you loud and clear that maybe this is not the business to be in right now and that that may be a good indicator that if nobody else is involved I would have to ask the question why um but so this is to me it's not a risk it's it's it's it's good business we're getting exactly what the community wanted the data and and will will be having the discussion you're having right now once that's $600,000 even even if it's not with them with another agency the same question so how did we V again I think I asked that earlier but I didn't I probably didn't stop from breathing to to get an answer how how were they Ved was
225the neighborhood communities knew somebody down there run some very they run programs in they do an outstanding job of running I mean I want to say it was used to be chubs right Upstate Family House Ian they've been in our community for many many many and um I just I mean again all I have is because I've never heard of when I thought it was Upstate Syracuse and when I Googled the only thing I got is Google review right now and I guess I could start looking into the doctors they they have on staff um but you know it's it was four reviews and they had 14 out of 30 comments for one so honestly I don't know if we want I think it wouldn't be hurt it wouldn't hurt to table this and look
226into them make sure they're going to be a really good provider if we're going to do this I I'm really surprised the mvhs or Community Memorial who are in our community but then again too one thing I I was concerned and I didn't bring up earlier was you know when I first moved to lville we got we had two Banks because one moved in just after we moved here they put each other out of business so now we put two healthc care centers are open 180 days for kids 72 and we lose business in our two Health Centers and I know people that work there we're going to put them out of we have three health centers in our community and next thing you know we're going to have two or one and we're not
227going to have healthare I'm just saying that could be you know scenar those are good these are I mean I I just I I don't see the benefit if we lived in a place was remote and we didn't have a doctor's office we the first one to help you build the office to I really honestly would love to see somehow maybe hire retire person that's really strong in curriculum and spend a couple hundred thousand dolls in write writing our ship here in curriculum and I know you're working on that doctor spring and and I appla you for that but I don't I don't know if you can do all that I'd rather see a curriculum person versus somebody to tell me we're doing a great job in communication so I mean I think I've said
228enough and I don't want to be the dead horse here and I think we all know feel um there we go I thank go ahead no I just wanted to say well it's only time there's a I just uh I just wanted to say that I um that our very this health system that we're talking about that we're going to sign with across the street from us they send you to those people for some things I mean to that very system that you're talking about so to if it has less stars or whatever than somebody else I just want to say that my doctor across the street there is no doctor there is no doctor that's why I went oh well he treat former place um that's where I go and I have been recommended
229for certain Services um through Co and everything there the very place that you maybe think isn't good enough for our community where's that up State no I didn't say that I I suest looked at you looked at the site no I said number they're 4.2 they have four 4.2 Stars everyone in our Community all three Health based centers in our community are good they're better they Google R I don't know anything about Upstate I called today just to see if they're associated with Oh I thought you said that you went on their no I think they're great I have friends that work there and I this is our community with health with our three Health Centers we got a honestly before this happened I didn't know we had our own doctor's office and do family
230doctor and Lis Falls got a lot of healthare here I apologize because I thought you were talking about I thought you Googled what we were no it's the people that were getting ready to sign a contract with that's why not that's they send people there it's all I'm saying who Upstate L sends them to mvhs mvhs sends them to Upstate L what you just said different Upstate are you talking about what they send them to Upstate in Syracuse or Le upate never mind I don't want to reveal my own that's my back and yes where they did they send me a Syracuse Upstate no I been a Syracuse Upstate I'm sorry no to the place we're talking about in hogart Street okay I thought they I'm just saying they must be they're part of all
231of them and sister whatever it is they're all there's four four of them down there and and they do utilize some of their Specialists okay because that's good I'm not saying that they're bad I don't I have nothing to go on but a Google review which is and say when I want knows what we what we did is a as a board or is a as a district to say they're really good because we couldn't find anybody else and all of a sudden this this group said they'll do it and I don't have any knowledge on it and it doesn't look like really I'll tell you right well I I just thought that I should point out absolutely than you thank you for the input I didn't know that you know how it yeah let
232us know I have a I have a mechanical question yes how do we how do we spend we can do this through a basically a soul source justification we just say we want a healthcare clinic we don't have to put it out for bid or do any sort of bidding process on a service like this this is I mean it's the same practice that we used the last time um and because it's a service provider um honestly Tim we follow the same process that we did last time yeah I just think it's all we spend 600,000 most times we have to bid things don't we we do so there's right so if we're talking there's construction this is a service obiously this is a service so um there certainly could have been a capacity that
233you put an RFP out which is different than a bit so you would just request proposals okay just yes yes I think everybody knows how I feel I agree with 80% of what Dave said hey he says it in a much he he probably has about 75% less Venom than I do sometimes can get it out there a little nicer fashion but I agree and I have many of the same concerns I've always been concerned about data know one just justification for the project I'm concerned that if we go into a hunt to a to a trial program and they know there's $600,000 on the other end that that's that will help them justify so and that's it for me I think you've heard a lot tonight we have it's good Mr Turner do you
234have any comments no uh yes very interesting conversation tonight um I was just reading through the bws too and it reminded me like I thought Dr J was great but my friend has nothing good to say about right um and the other thing that's on my mind is yesterday I met a new family um and the the six-month old baby had spots all over its face one two and I think they were Levites and um they're not in my Social Circle everyone in my Social Circle has good insurance to good insurance people n I I don't know why um but there are people out there and they're not in our vision yet that need more help maybe we have all the doctors and great doctors not or they're not seeking or they don't know that
235away [Music] Liv the reason I support this was the um attendance faet where if a kid has serious allergy or asthma or something and if they can be treated in school instead of going six eight times to the doctor throughout the school year it's just huge to me to keep that kid in school I'm for the pilot I think it's going to be a good way to tell this Upstate Family Health Center is good enough for school that's all I have on thank you thank you where just to the point that you just made um and I know that David mened not imagining that these people might miss that much school but when we when our kids were in grade school and behind really young they had we didn't have health insurance much of the
236time and my husband was working but it was just tough times you know laid off every other week and then going on strike and things like that so I know what it's like to have severely asthmatic child and not be able to not have a car or have a way to get them some and it's not about me but it is true that that does happen to people your children end up hospital um and we've seen Nick come to te um talking about kids that could not be get help I mean not everybody is in a position to drive the kid someplace or he has uh a place to stay that is I mean we do have kids that aren't that don't have homes here you know we have kids that are in situations where
237they can't get help they don't know who to go to and um and and that and I'm I'm here for for all the kids and I I really think that there is a population there and they're not going to be the people that fill out of form and they're not going to take the time to fill out for um so I bet that is and since we're not spending the money right away and even though many here seem to think that if we do a trial we're definitely spending the money I I don't believe that in my heart I don't believe Russ do no no I I I mean I I think the all the cautions that I heard today in regard to um the program are really duing known I mean or or even
238you know the comments from the public in regard to you know is it a good time for and and obviously as we make decisions down the road all that Echoes back into your decision um when it finally comes down the road and and we may want to look at at a different Clinic when it when it comes to that part once we're approved um I I don't I don't know as far as I know there are no guarantees um we're just we're approving it's I said before this is a trial so they could do it for six months and then we can go with mvhs I don't think that's I I don't well I don't know that to be true you know I I don't know that to be true and I don't right so
239it just doesn't seem like they would have some litigation if they gave we gave them now branch of this coming in that um we they're going to do this for free for 6 months knowing that this money is coming that we will be able to pull out and go with another Health be surprised if you could do that legally I know it's not a contract binding and there's no money on it but I mean in just good faith I don't know if you can do that well the the the way I see that is we're going to take care of our kids and and if this agency can't do it trust me I'm going to look at an Agy that get um but time will tell and that's what this yes I would just vot
240to table is everybody no I so I I just keep I keep thinking of two things in this process I'll deal with the one first because we have this is clearly an issue where there are people with different opinions and for everyone in this room who does not support it I have heard personally from that many people who do including yesterday and today um those are facts you don't don't have full data on any issue we face but we do have people voicing their opinions and you know they feel pretty strongly in in favor of it but as far as our our decisions as a board I will go back to the Athletics vote in February where prior to that meeting I personally received numerous emails calls and text messages from people who were convinced
241that the board would not approve Athletics parents who were desperate to have their kids particip convinced that we had made our mind and we held that meeting I personally broke away from a family vacation to vote and had an open mind through the whole process and looked at everything that was put in front of us and voted in favor even though I had been against it previously because me we're always trying to make right decisions and circumstances change and there nothing is predetermined here because things change you know and and by the way we don't make decisions uh thinking we're going to please everybody I heard comments immediately bashing on social media how dare that board member vote while he's clearly on the invation when they should have been saying wow that person took time
242from their vacation to schedule a meeting so we could get Athletics started if we voted yes when we didn't even know how we were going to vote and my point isn't about Athletics my point is about us as a board speaking to all of us I if you're closed minded please do some soul searching because I'm not and I never will we're always going to reexamine even though I support this I may not there's no dollar amount here we're not signing a contract and one of my duties as board president in many cases is to sign contracts I haven't signed anything and we're going to use the pilot process if we vote in favor of it to decide if it's the right solution but along those lines I I truly believe there is an under
243served unheard portion of our school population that absolutely does not have the same playing field that my own children do and I am committed to trying to close every single gap for those kids so they get the same chance that's what public education means to me every kid gets the same chance and it doesn't work like that some kids will always have families they have more money have better circumstances or have two parents I grew up in a single parent household I know what that's like to get off a different bus every day and go be home alone when you're not legally supposed to be because there's dayare like it's not the same situation that my kids have but that's what I'm here to do we can level the playing field we can help some
244kids stay in school if we can help our Educators get more time back we haven't discussed that tonight there's a lot of time lost on the kids don't have the same support because they need so much from our Educators and our administrators you you listen to the principles when they make home visits and they're not in the building and they're tracking down those kids if we can do more to bring those kids in school and keep them in school I'm all for it and and we're not doing everything we can and this is an opportunity especially not having to commit money right now to give this a shot so that's I mean that's my opinion on it I just hope for for the board members here that we all always have fine and we're willing
245to consider and however we vote on this our job and our duty as a board is to then move forward under the board's decision in support of whatever we decide just like we did for athletics a 4-3 vote on a very very touchy pivotal uncertain issue and not a single board member argued then it was okay how do we make this work or what do we do moving forward if things happen and that's what we're saying here tonight if this passes I hope we all figure out okay how do we properly bet this now that we have a chance and if it doesn't pass then we're going to do some reflection and figure out you know what what we can do to help these kids the need's still going to be there doesn't change I
246mean it's a it's a great thought Dave I feel the same way it's not realistic to expect that you or I are going to drive to get do communities more I I I would like to see 600,000 I would prefer to see it on social workers that are getting in helping these families and lifting these families up and get them to doctors and get them health care and not something that for 180 days seven hours you know a day they're going to have some health I just H 600,000 can we do a $200,000 one year deal to see how that works probably not they well we're doing it with with no cost right now but I mean can we just do one year a one year trial for 200,000 and see if it really really
247works you know what I mean I'd rather do this for no cost and see [Music] how I and and trust me when I say I'm not the big bad person I want every child to get medical care I want every child in with three Health Care Facilities within our community um with Social Services Program with counselors we already have we have some great counselors in our district they should be able to evaluate School nurses they they I'm pretty sure if you ask the School nurses they know who's got Healthcare and who doesn't and who needs it who needs support we've got that's enough yeah okay your second Point did no that was my two points okay open-minded board member and yes I believe we we need this then I'm going to move the motion that's
248fine second we're V yeah so oh we already did yes we did I know it's been long sorry long that's why we had all that discussion right so I take my second okay all those in favor of 113 all those oppos n we get a roll call Please Mr Turner i h Mr Mr Stewart I'm an I I didn't hear your two sorry so I have Mr Turner Mrs H Mrs Quail Mr Stewart and Mr Stanton is A's and Mr Jones and Mr Hoyer as Maz is that correct two five it's correct that thank you thank you 114 approval mou ufhc so thank you R Mr Turner thank you second disc discuss any additional discussion all those in favor oos get a roll call Mr Turner I I Mr Mr Stewart I I again have
249Mr Turner Mrs Hughes Mrs Quil Mr Stewart and Mr Stanton is A's Mr Jones and Mr fyer is Nate I have five is that cor yes right so well we'll make a motion we'll wait on the vote uh 115 approval Central New York he home network thank you Mr Turner thank you m whale discussion could we get a little more information about that so I did um talk about the trauma responsiveness and our transition to becoming in respons school um and this is again through our connection connect Community Schools and it is for the social emotional academic learning supports coordinator to help lead the effort um through for trauma sensitivity there is a screening process involved here um there is also um support uh through counseling that we will train our social workers and our
250counselors in and then in addition to that uh is also the connection system and I tell there was a program in there it's Miss Kendra and it's all about trauma sensitivity and um you know identifying students with with you know tra through a screening process obviously working with the family and um then putting supports in place and obviously and it research it a lot but it said that to that Kendra is itra um it would cost about 25,000 to implement that the first year and 5,000 additional years and there's no additional cost here no I mean what's the 100,000 the 100,000 is for a person oh is that a full-time person that we oh nice so so one of the concerns was that you know we need more Social Work support so instead of hiring
251a social worker and having the Legacy PS and then knowing you know what do we doing through years um we decided that we would go through connected Community Schools and so through the central New York c network we are getting a full-time person who is going to help with counsel and support services in our school will they go into the homes or sure they will I'm sure they will and um is that 100,000 every year or 100,000 for all three years um I believe we budgeted 100,000 for each year yeah I me just I again we're not I I think the counseling is important I will say that so it's hard for me to get 900,000 now how much other than the half hour day that we're adding is going towards academics is is $3
252million well so academics again extending that's a million okay got for three years it just seems like a $900,000 now this I could get behind you know with a counselor that's really effective and and hopefully will be the same counselor for three straight years so that they start to build relationships and communities I 100% rather see it on something like that other thing I'm not going to go back to that um but um now we're at $900,000 I just I would love to see because I know that before the pandemic and you weren't here Dr spring but I know watching board meetings are something that we were we had several grades that were two years behind the reading and that was without a pandemic to live to be in top of it so I mean
253half hour of school I support that um so so again the reading that I talked about yes we all agree that we need to strengthen our teachers practice and how we are teaching reading um and aligning it you know and building a curc um and I go back you know I just would like to see a majority of this 300,000 or three million used towards lifting our kids out of this pandemic if we're GNA help these kids that are in poverty everybody you talk about every child I think that I mean I worry about my own kids you know missing social emotional that's what I kept hearing and that's why this is you know our response and how to support our students returning from you know the pandemic back into our and if it doesn't
254work out this this year and if we don't find it valuable then you know we don't have to we don't have to yeah it's not a full three year it's just that's nice that's good to know you know and then we can reallocate money if it doesn't I mean I see the C being an important thing I'm not against it but when you put it in the totality of you know a third of the stuff is is not going towards you know but but again our our goal is to reduce barriers to Student Success and academic achievement that's what you stated a while ago that you're are two your two main you know goals here so I I believe that this will help to alleviate those barriers so that students then can achieve academically and
255that Su I also don't don't believe I've spent 600,000 600,000 I'm sorry you're right I I don't believe it yet myself so we Haven we we haven't we haven't actually real so um actually more than that on other things well I did we did but I really I really am looking at it the health care as a tri I am you know they don't I I don't think they like to stand that if we decide you don't want I come from family we any other discussion on questions one year yes part of three one year okay all those in favor oppose motion is carried 116 approval omm Bose thank you Ross second thank you Linda discussion all those in favor oh sorry all those in favor I oppose motion carried 117 approve approval Chief emergency

258um I don't have motions all right y Mr steart good thank you well I'm going back and forth now I usually only do that on all those in favor CL motion is carried 1110 acceptance of a resignation Jennifer Gates thank you Linda second thank discussion um you know going back to what's you know my concerns with what's going on in the district academically and educationally losing a teacher with 25 years it's probably one of the I know my two kids had Mrs Gates phenomenal teacher and uh you know I I hope that we really truly uh doing the debriefing when they leave why they're leaving and maybe that needs to be done in uh you know whatever that yeah we have interv but we have to SCH and um you know we're losing a teacher
259that with that much experience and I think most people in this room would agree one of our top teachers and we have a lot of great teachers but uh I mean I'm sad to see her going we've got to stop the what's going on here never seen it before any of the areas I've lived in or you know it's just it's crazy that we got this n teachers leaving and we got to get to the root of the problem whether it's finances or feeling valued or better curriculum so that they they're supported I know I worked the leadership goals all the time we just I think we got to figure out what's going on here and I know spring again you got a pass here on these a lot of mels probably coming way after
260June and no one day I just I hope those ex interviews are that they feel comfortable to be honest with you and we can really figure out what what's going on and and it's confrontation whatever we I got to get the Bott of this I mean we're we're we're Heming here sad to see her leave and want to thank her service yeah I just also want to on a personal note she only had but loved her thought she was great actually t-shirt made and wor and support of her during board meeting not that long ago it's it's definitely a loss to the district I just I just want to make sure that the narrative is both ways we we are deeply concerned as a board about taking care of and supporting our te we're going
261to work harder to make that clear as a as a community we have to do it also um and there there are some common things but there are still some individual things we don't have to go back through that narrative but when we look at some of the recent departures there are specific very specific reasons that some are there may be connections with some or all we need to figure that out and unfortunately there is a dynamic where we do see across the region large school districts chry picking smaller ones it's not just here we even just talking about going through the same issue right now in this last few months so it's something we have to look at because for us to maintain the level we expect and increase uh we don't want to
262get sucked into the trans that every other small school does we have to find a way forward as a small school so definitely a challenge there you know again personally appreciate D everything she's done wish her nothing but success sad that she need to be by through us and the administrators [Music] families all those in favor oppos motion is carried 1111 appointment of certified individuals subject to Part 30 in AP so move Emily widger transferring from special ed to first grade second thank you Tim discussion all those in favor opposed motion is carried 1112 appointment of certific certificated certificated individual subject of part English 7 through 12 thank you Ross discussion all those in favor I opposed motion is carried 113 appointment of C certificated individual subject depart thank you Russ second thank you Lind

268$15 hour get anybody need to be discuss the road all those in favor oppos 11 23 consent discussion is there any additional board discussion will have an executive s in a moment so we move to our second public comment for remaining public here anyone online sure promise yes ma'am you don't have to promise that promise you can't keep a couple couple things you know talking about different coaches and stuff like that being approved and everything that's great um the volunteer assistance do they still have to go through the protocol of doing all the testing and paper out ofct out pocket outs to be a volunteer New York state does not recognize volunteer coaches they are unpaid assistant and they need to be you go through the same processes of certification they won't go back to
269the original way State education Department regulation no I get that part of it so is there a way to go back to them and say hey you can't those assistants those volunteer assistants can't run a practice on their own they have to have the paid coaches be there and the volunteers are just there to help out underneath the supervision of the paid coaches no no it's ever since Co it went to this where all the volunteers have to get all the coaching certifications just to be should we don't that's I'm saying prior to that we did there was lot of form here at the school and they would say hey they're strictly a volunteer unpaid volunteer and they would help out there's none enough they could if they went through the certification process if they
270go through the certification system pretty pricey and it's a lot of hours so it's something to go to the state or yes conversation something to consider need the volunteer that we you know subsidize the the coaching class y I mean for examp and now just for an example right on a baseball game you got one coach at a baseball game and when you're at a game baseball game you have your head coach you've got maybe somebody doing a book you got a first base coach and a second or a third base coach right they can be unpaid but nobody wants to sign up but they're going to pay this new thing because it never used to be like this um all this extra money but I guess it is coming from the state they're passing
271it down to you guys and they need to make we make another push at the state and yep and everybody from that's great Point actually y just to be a third big coach coach of the game you not around the kids you're not doing a lot it's a good point I'd love to help out with sport sweet for me that one p I'll just ask you tomorrow just a it's just a minor point I Health Center [Music] but clarification perfect anything else okay you do have a need for executive session discuss negotiation thank you thank you all for coming we I will uh ask if we make the motion make it for could do this for 10 20 I need can we get a motion for executive session at 1020 thank you Russ thank you
