013ii diane all those in favor thank you dr family okay so we have several presentations tonight first one is really kind of a discussion in terms of senior high school roof replacement options the board received the packet michelle might just need to make sure that we're utilizing the mic particularly for the uh thank you so we have calories and steven wall from pbs architects [Music] and then if there are any questions on how that relates to the energy performance contractions here to answer those questions all right so good evening everybody um it's really great to see everybody again for some time together um we hope that everybody has been well and staying healthy in this environment uh with me receiving his [Music] manufacturers so he's here we need to help explain some of the systems

014and options that can be utilized at the high school we hope that you found the information that we sent ahead of time out of this meeting informative and hopefully it helped at least describe some of the options and of course we're here to go through them a little bit further detail and i'll also answer any questions that you may have relative to that so um we can upload the handout against on that but um [Music] um [Music] kara lisa first came to me and asked you know you're the roofing expert and i'm like really i mean we've both been doing this for 23 years at dbs but i tend to be the person that most of the staff come to without looting issues or problems or whatever's going on in the marketplace and we've been

015having the same issues that everybody else has been having over the last year and a half right you go to home depot and if you find if you find lumber it's triple the price because what they've been saying is it's all due to manufacturing issues and delays trucking issues and delays well guess what it's the same situation for commercial products also over the last year we've been getting uh notifications from john fanville who's one of the most largest manufacturers that are out there that their problems getting simple items like root fasteners and paper insulation that you need for roofing systems and most of the way the delays that used to be three to five days and getting the door filled are now ending up in months and not like three months or four months they're

016talking 12 and 15 months so if you put that on a timeline if you had a project right now that had a building permit and you wanted to put a roof on this summer chances are you'll get your building permitted and you put your project out to bid you won't get a roof because the material is not there so we've had to be a little creative and reach out to some of the manufacturers of the major roofing systems and find out what else can we do in putting a roof on onto a roof that's in fairly good condition uh what's out there that'll help us bridge that gap and what we found is that most of the manufacturers we have about five or six of them come to us every tuesday during the month of

017december and said give us your dog and pony show there were about six of us on our roofing committee to see what they had to offer and see what kind of length the time it would take to get an option roof car well what it all comes down to is what type of materials can we get what's readily available what kind of contractors are out there to do those installations what kind of roofing guarantees do we get on what they do we've narrowed it down to two manufacturers and when i say narrow it down it's really been within the last three weeks right after the holidays we got back into the office in the end of january we made our decision we're going to be opting to go for that we're putting out right now

018like i said we get our building permit i'm not going to get paid for installation better part of the first three semesters into october november of next year what does that do for me for when i have a building permit and i want to put a roof on this summer because the traditional timeline for any project that's going to take some time is january june 26th and be finished by six member cars right to get the roofline in place so we're concerned about that time frame also and we've as a firm now narrowed down to two of the options are two different types of coding systems one is by a company named garland and they have basically what's a modified two-part rubberized coating that goes onto an existing roof the other manufacturer is their name

019is everest and everest has a system with silicon either of those systems would be sufficient for a roof that's fairly flat you know that has no no depression in it if you've got an old roof uh reply or modified buildup rooms those rooms usually have that ballasting so when you do a coating system you have to have that ballast hole vacuumed off the roof and then you have to put on a leveling coat which is what the silicone system is and then you put a spray and a spray urethane popping on that and then you put granules on it's basically what's called an spf roof so you can put in a coating over your existing system the other system is a two-part system polyurea system which goes down and gets rolled on physically with a

020roller that's how i became the expert because i have a district in southern county county they had an elementary school group that had to get done we talked to the manufacturer earlier in our process with the committee together and we've had great success with that system i didn't believe that it would go on as well as it did went on to a modified sps roofing system and also with ppo they had the gap adapts you had a membrane system on one piece and you had two floor build up which are useful for high school so what we did was the representative as a part of our specification was yet not once a week we had to respect what the contractor was doing and he had to provide not only report and photographs he actually gave

021a video so he said i can give you this in a step-by-step process on how it works do i have those videos at the end i think if you see the video pictures say a thousand words um most of these systems have to be installed by certified contractors so it's not like you'll get a no-name company coming in you get one of the movies that you probably have in the past because i could say off the top of my head statewide routine vilcon roofing uh more consulting all those contractors will certify to do these systems because what they're realizing is if they don't learn how to do this they're not going to have to work with someone because they won't be able to put on standard roof systems but they can't get them so um

022when we sat as a group and decided why do we want to go with either of these two two options it's to get a roof on for this summer so our concern is all our clients that now have worked at a sed and we're waiting for the building permits to come in we can say to our clients we'll have the permits but where they're going to get us no one can get us a roof but we have a 20-year option uh 15-year option and these 15-year options i wouldn't get a warranty i just have to close that package so the district that i'm in right now i got my empire closed out back a little warranty made out to the owner for the next 15 years so what is it covered that's the probably the

023coding system if you have failed drains you still have to specify that the drains need to be repaired the gaskets have to be repaired if you have issues as far as bonding is concerned they have to level that out before they get the coating systems on because you can just pour a coating over a roof previously so there's a little bit of preparatory art regardless of which of the systems if you so decide to use either one of them what would you do you'd have to have infrared scans done up front and an infrared scanning government that's usually used on the island is jc broderick they're a little on state contract in most school districts they subcontract the work out to a company called infrared analyzers which is like one of the largest infrared firms

024on the east and you get a report then as a part of that report what they give you is an analysis of what you have in moisture damage on your roof area they normally will say we can't put a coating on for anything over 20 saturation now if you have different roof levels that also counts right here you have one that's down here you have different roof elevations and they would look at it on a case-by-case basis for each one of those roof areas to say yes we can quote that we can quote that the district that i'm in that i just finished at their elementary school was more scheduled to do their high school and middle school this summer and middle school is a perfect candidate because we have mobilized moisture damage they're high

025school not so dark high school's got some areas that are over 30 moisture damage when you have a roof that has that kind of damage to it you really have to do a ripper replace find what the moisture issues are and then come back in and put a brand new roof over that because you want to replace the damaged roof so we're going to probably have to do a combination these four roof there isn't going to be a boating these three roof areas we can't do anything else with and we're going to have to go with the whole river in place but what that allows us to do is get 50 percent of the project done to the end of the summer and then once the tapered insulation everything else comes in the contract we

026can arrange to work after three o'clock once pulled out holidays and weekends where you can get a phased replacement done and probably get it done before the end of the school day before the end of the year so that option was put out there for the district i'm working with where we just finished our elementary school roof they want to go ahead and do that because they want to be able to have something for this summer i'm not just localizing this type of work to work for this summer if you decided to do a roof for next summer there's still a delay with fcv for reviewing approval so there's an issue there and if you're working towards next summer i don't think this issue is going to go away with the lack of material and

027being able to get it on site so we're trying to edit our bets and get the best the best deal we can for our clients as far as time and product is concerned as well as as well as a warranty in place it's not a five year fence it's a 15 year fixed minimum i think there's an upcharge for most of them to little 20 of us so that's uh that's really the the whole system description in a nutshell not sure there's two options that we have out there and we've been asked constantly about price price price well most of these manufacturers don't want to talk about pricing right now because they might have one price increase for the entire year and one of them has just had that so they keep saying you can

028get this system done for about 50 of the cost of the new roof so if your roofing is at 60 dollars a square foot they come in about 30. if the price comes down and things get better and you're getting the roof down 45 then they'll probably have a proportional reduction in their cost as well but it's always dependent on the time of the year you put the private capital bid so it's really going to be time sensitive because no one is really pricing past a three-month period right now because [Music] it also lands itself if you're doing a coating of an existing roof that's getting towards the end of his warranty period it allows you to put a coating down and progress with the correction across whatever other work you want to do like

029the solar installations so um usually what they do in the instances where you're going to put down solar i'll just mention it briefly i'm not an expert on it i don't know what they've told us already is they do a third layer over the areas that are going to have tray system or something for that effect has a little bit more weight to it so either one of these systems would be putting down a reinforcing mesh that goes around the river [Music] as well as any open seams into the first layer of the material and then secondly and then for walkway pads or if you need to get around the equipment they'll mask off areas and actually put another layer of coating down with more granules so you basically have a re-establishment and that you

030can walk on a pad and build into a roof system [Music] but just a foreign of notes [Music] um [Music] you want to make sure [Music] right so that's kind of why we started responding we're trying to forecast just like everybody else but we can't do it we're trying it doesn't happen this decoding options are an option for um [Music] the first and number one step is might change and to get one of those we state that clearly [Music] and so we do have today [Music] and [Music] again [Music] um [Music] the other important thing to know is [Music] uh so there's a lot of variables that we just don't know all the variables yeah so the first step [Music] so it brings the phosphor square is [Music] there's two um of roofing system there's

031a tpo which is a membrane a white membrane and then there's also a via sbs i have a question cara lisa a total rip and remove and replace what would a typical roof that size cost about i know you can't give us an exact figure well i think we did send um [Music] okay [Music] million for a full break wound up costing 1.1 million [Music] of doing the membrane system if we had if we had all three options in front of us we could do all of them next week i know i would want to do the whole the full request i think it's like if it's your home you want to do it the way to bring it right and i know i know these systems are only popular because still the alternative then

032they would probably never be the chosen choice most people would go through and replace and warranty based on well just that systems warranty there's a lot of variables that say well now it's going to be well this wasn't fixed right in the beginning the system didn't fail [Music] how much would it cost us for written and replaced right because a campaign [Music] right sps is like what you have from all the wrestle buildings so that was five million nine hundred thousand dollars we take into account um [Music] and then we would also have to do a free infection how do you find a manufacturer and a post-it section and so all of those things will be included within the course which will be made for uh [Music] um is [Music] foreign the price that we've

033been feeling [Music] square footage [Music] 45-55 you know what i think we need to look at is the cost of a rip and replace and the cost of a coating of course the rip and replace has more benefits i you know and it has a longer warranty the coating has a fish would you please stop that the ribbon the the coating has a 15-year warranty now you said we could upgrade that to a 20-year warranty what would they do different to make it a 20-year warranty the thickness of the code okay do we do you have an idea what the difference no difference cause i can't say we didn't do that i have one pile of projects he came in way under budget [Music] and that's the issue [Music] i'm not a component of coatings

034i'm not here to try to sell anybody on coding i'm just asked to come and let you know how did my project turn out and that was included in that million [Music] um the drains are not covered then covered in a regular place you could both of the drains to be here have been replaced as a horrible coating system the only difference is that if you have substrate that has not been taken care of if you have a really saturated group there and the high school that i'm working at right now has a roof saturation level of 43 and it's localized over certain roof areas they won't go near that the phony manufacturer will sail through the whole roof view even though that's saturated they want that roof that can be removed because it's saturated

035but when we get to that point in the project my resolution on that is why am i doing the podium i'm ripping all the way down to the deck which means that piece of the roof waits until at least next october or november and the contractor has to work on off hours to get that done i know he's in that area the balance in my group which is mostly are okay so they'll they'll go forward with that so you know it's a balancing act yeah you don't really know what they'll really give you as far as a warranty extension until they see it as an infrared result it's not like you can't see what's in under the roof deck and you knew it had an sbs both of which were next to 20 years older

036warranty old roofing system hikes we've got the urea system which at the time last summer was almost 17 000 square foot and now they're not they're doing the price increase for the first floor of 2022 it's way back in 1685 yes something's going back to what used to [Music] and yes they've all been raising their prices because what they're doing is i would be putting out different places like this they weren't in the cultural library i asked if we could have i'm going to do a room with this manufacturer [Music] but if i have an ultimate manufacturer i can't give you manufacturer x i can make you manufacture a y now i have to ask them for that price their proposed starting their proposed finish date because i don't know what manufacturing wise production essential

037is so now it became an issue of what kind of responses would we get in a bid i'll tell you quite honestly what i got from three of them got thrown out by the school district attorney because they said this is my price today please look at the letter that i haven't closed and they said today's price may escalate and if there's an increase in cost over the next six months it's not my increase it's your increase and the answer was that's not a day that's a guess and i'm sure your attorney would tell you the same thing so what we're really trying to do is trying to take three prices from the project giving you a price for ppo a price for an sbs system and that is an alternate day to give me

038a quoting price and then we leave it up to the owner the day the numbers come in when everybody has been on the same thing that's the only way as a plate we can really make an evaluation who's debating what who's telling us the truth [Music] the infrared scans how long would they stay what's the word i'm looking for it is and it showed 10 moisture damage the answer is you're in pretty good shape but when you have the 10 moisture damage there's something causing that 10 percent moisture damage so if there's attributable to like some fruit wall flashing in the masonry and this is a roof issue that through all flashing that you don't know is contributing to that leak could get worse so a year from now could the 10 percent be twenty

039percent good but by the time you know it's twenty percent you're going to not walk in hallways and though why are you sitting without those stains usually when you have a problem with through all is where your eyeball means you will root so it is localized and where you also have problems around the building firmware because your seams around the edge are always the ones that go first so that's why in either of these systems they use the reinforcement around the perimeter because they don't want to come back and fix the leak that we did previously look at the report and say that's an [Music] there so when somebody goes up on our roof to look at it see what kind of shape it's in would they be able to tell which drains would definitely

040need to be replaced so that we would have an idea do we want to do can we do a coding if the drain system isn't so bad and you know wait 15 years get our warranties and do that or gives us more information and whether we want to do a rip and replace the best way to determine that is if you look at that [Music] if you've got a roof that has granular line not rough because like an fps system if you look at just an overhead and if you can see the way that the roof is pitched to a drain and you're losing granules towards that drain that counts [Music] right because the bathtub is clogged that's what it is you clean the drain so is there a different way to do it no

041is there a way that you can look at it visually possibly but if everything is clean and look the same there's really no way to define it and get a general idea but what happens is you take that piece of the puzzle and you take the insert and look at that photograph and go oh yeah there's something going on right here so would these coding companies go up on our roofs and and look at it and do they also do rip and replaces these companies the same i would say everest is the system that does the silicone this is the modified spf right when we've done sbs i've done a little business and you have them here what that is every 15 years or so you put out into a roof reconstruction right you do

042what they call a scaffolding you basically take three-quarters of an inch of the roof off and then they build it up into more home this is really kind of like that system is kind of like a modification that it's not a scarification but what it is is they'll go right over the roofing system you have with the same phone it's blown in for a base coat and then they put the spray silicone over the granule line which is probably what you have right now if you go to the removal right but what it does is you could go with voting on this room because you can use either one of these codes on it on a modified system the only difference is do you go with a rubberized system which is two coats that are

043applied to the roller where you go with the spray on silicone which is we should basically put on with a sprayer which is what they probably do now and then they put a finished photo it's really a difference in the material that you're using if you had a build-up roof which had stone on you really don't have much of a choice you can't use the polyurea system because you'd be rolling over the old track marks of all the old factory world travel you have to use the silicone [Music] visually there's not much you can do with it if you've had chronic issues with treatments and you know the situation in the same position but the only way to really determine voting is they're not making their dollar per square foot that they need to it's

044not someone that you're bringing into the midwest can we support does an infrared scan cost i can say i can give you a price on a standard 35 000 square foot elementary eight nine thousand dollars [Music] because we want to know how much percentage of root that do i have to put in my base bid and see what's going to happen if i don't do it and i get a price of 1.5 million now i have a contract with my mother [Music] i didn't have that price why didn't you tell me that my honest answer is you can't see through the roof you put that infrared information in the report right into the bidding package and then it's his problem and it's his problem but he's already told our base bid will include a 25

045percent debt replacement referred to the infrared scanner and then you have it covered right hold the weapon so i'll just say a nine thousand dollar investment saves you three hundred thousand dollars later because we will all know what's underneath the walking surface of the group question about the energy performance contract if we decided to go with a full grip and replace that puts our timeline according to the information back a year how would that affect the energy performance part of the contract so first of all [Music] wait until the high [Music] nothing happened to make sure it will i work another question i don't recall the amount of money that we talked about that solar power would save us i think over the life of the energy performance country did we break it down like

046what the high school would say um 750 kilowatts this is about half of the entire solar system size for this was a significant portion and just a high school um [Music] that's a lot of information you've given us does [Music] and it varies based on you know uh the weather the winds writing the direction um so yeah at some point you know i do need more direction with regards to direction [Music] we all agree that we should get the income right now well then we know we have to we wanted to choose and yeah my first point was to who was in the place that you wouldn't be though and he verified we would so you might as well uh he might not help you with the choices well that's why i asked that question

047you know how long would that be good for a week a year um [Music] is [Music] i guess what we're saying that was really where you were headed that at the [Music] moment because um michelle in order to do this we would need to go out with a capital project for this particular item how long could we we could only go out for the amount of years on the warranty is that correct so if the roof was a 20-year maximum 15 years okay what would a 5 million capital project how would that impact the taxpayer okay i mean that's something that we should we should think about because of course the taxpayers are going to pay for this so we need to know what the the full rip and replace would mean to the taxpayer

048and what the the um coding would would impact the the taxpayer so of course i thought you would know that right off the bat michelle what i did you know and then we'll have more information to make a better decision so michelle can you just say that louder where you will be preparing for the next for the next video just a little bit louder i will do the calculation on what what the effect is foreign [Music] is thank you so much okay [Music] going to proceed with our next presentation which is our first formal presentation on the budget specifically we're focused on the revenue side so mike nice and and again the closer you bring in your mouth budget draft number one so first we have our timeline we usually start around november with uh

049talking to the various departments uh discussing the budget parameters and we move um and we asked them to get their budget requests or their department needs to us before we leave the holiday break in january central administration we need to develop that first-round budget and then make our first presentation here to the board which is where we are right now with the first presentation february march we continue refining our estimates as we get some of our actual figures in and we file our practice tax levy with the office of state controller by march first um because that's the second draft in early april we do our final presentation and adoption of the budget in preparation for the budget hearing and budget book just for the trustees you have this presentation in your budget finder and

050obviously it's on screen so budget development under the tax levy pass what we start with which is where the presentation tonight is going to focus which is the revenue side we look at our state aid based on the governor's budget we look at other revenues we look at the tax levy use of reserves and from balance and some are miscellaneous revenues once we have that total uh number estimated then we start with the roll forward we take all of our contractual obligations we roll those numbers forward based on salaries at our debt service you know things that have to be included in the budget based on obligation and then once we come down to that number then we would get okay what's left what are our educational priorities educational priorities what are our facilities needs

051and what are some of our you know wishlist items so when the governor came out with her budget proposal a few weeks ago we were looking at an increase in our foundation aid of approximately six percent it was 1.5 million dollars and it was a total budget increase four percent overall or 1.57 million dollars so the the state aid figures i'm showing here of 38 million 380 000 is slightly more than the governor had in her presentation and there's a couple of factors that um encapsulated today first you'll see at the bottom of the upk number for 459 000 i pulled that out of the state aid numbers because that's not part of our general fund's money we account for that in our special aid funds um um so that money i pulled out of

052the state aid figures but what factors in to bring it up higher than the governor's figures was where you'll see gold is right above the yellow line it says chapter 97 building eight so in the governor's proposal she's calculating building aid at 1.7 million dollars for us for the 22-23 school year but what the governor doesn't know now is that we have five projects that we're in the process of closing out so i have to estimate the projects that are still outstanding because we're a year and a half past the commissioners of approval dates we um have our it's called an essay 139 on file in the states to let them know that we're going to be closing out those projects so i do an estimate on those five products that are outstanding and add

053that in because by the 22-23 school year those projects will be closed and regenerating days so that number is 100 um 831 000 in additional aid on top of what the governor's publicly showed so the tax levy calculation what i've done here is done several different calculations first within the tax blood and cap if the school district decides to levy up to our path we're looking at a 2.1692 percent increase that's 1.6 million dollars more than the 21-22 school year so what we did is we provided a few scenarios here to bring that number down because we still have bond premium in our debt service fund we have about 930 thousand dollars in bond premium from the 19 million bond that was issued in 2017 and then the 10 billion dollar bond i believe is

054in 2018-19 so if we took some of that bond premium and applied it to the levy to bring that number down i just provided three scenarios here one would be if we provided um 200 000 in bond premium what is the impact on the levy and you see that that brings it down from 2.16 to a 1.91 if we apply 300 000 of bond premium that will bring the levy down to 1.78 and if we apply 450 thousand dollars for bond premium it would bring the levy down to 1.59 but what i think is important to note is the impact that that levy of that additional premium has in subsequent years so they made some projections out and these are estimates because you know there's a lot of unknowns in here so if i say

055everything well everything else being equal if we had a 2.16 level 2223 which is taxing up to our cap what does that do in subsequent years so in 23 24 everything else being equal we'd be looking at a tax levy of approximately 2.9 percent 2425 we have a bond roll above so you see a large dip in the tax levy and that drops it down to 1.05 25 26 we have another bond rolling up so then we're at 1.72 and the way the formula runs is our debt service in one year he gets added to our levies in the next year he gets the discretion so applying premium you're reducing the debt service here a small amount of prior [Music] subsequent school year 2324 we're going to go from a 2.9 percent level to a

0563.1 percent levy it's just the nature of how that formula runs so if you go to the next page [Music] and so on so when we look at 450 000 bond premiums then we have a levy of one point five nine percent for twenty the twenty two twenty three school year but the following year could be up to three point five percent it's just the nature of how this one will run so that's a consideration so if we the board decided to go out with the 2.16 levy which is you know within our tax levy cap what does that mean to the average homeowner here in west avalon so that would be before um if you're looking at an annual school taxes remember these are estimates because i'm using the prior year's assessed values and

057we don't know what other exemptions individuals may have so with the baby star we've been looking at a tax has been increased of approximately 150 120 cents for the year and we enhanced those will be packed with 319 and 26 cents because this slide just depicts our other revenues we have various controlling these revenues so we're estimating approximately 1.5 million dollars for the next school year it's made up of our pilots payments which are paying for taxes and various other you know miscellaneous refunds of both expenditures and insurance recovery so this chart just shows our revenue projections all in one uh chart and we're looking at total revenue before we have looked to apply any reserves on one balance of approximately 119 million dollars um when central administration we sat down and looked at that

058first draft you know rolling forward our contractual amounts and some of the estimates that we have in the budget we came up with an initial budget of approximately 122 million dollars so that leaves us with a 2.6 million dollar budget gap if we tax to the left is what i'm looking at here so a decision would have to be made how do we want to close that goal do we want to apply reserves on balance make any type of deductions in such expenditures or some combination of all of them so our projected um reserves last year we closed out the june 30th 2021 school year with 17.9 million dollars in reserves we allocated 2.1 million of that to um this current school year so if you look at our you know and i took um

059we allocated we appropriated some come back as well but when you just look at the reserves such as our retirement reserves unemployment workers those reserves were limited to the expenditure in that school year so if we had say five hundred thousand dollars in workers top expenses even though we have three million dollars in our workers tax reserve we're limited to the five hundred thousand dollars in workers top expenses in what we can apply from that reserve so this is just giving a depiction of those specific reserves what we have available to apply to the nexus so what are some of our requiring budget expenses right so this is just again very preliminary today's focus is really in terms of the revenue piece right certainly to maintain all of our curriculum and co-curricular programs that we

060have right um we want to continue that transfer to capital of about ten thousand dollars to address facility needs and most recently mrs sarakis shared a presentation right to provide an overview in terms of how we've been utilizing that specific budget line to address facility needs you know the other piece here this is out of our hands right is in terms of health insurance premiums um 2022 are per year right we have an increase of 12.7 right so that's a total cost of 16 million 16.6 million dollars of this budget right or specifically to pay for health insurance that's an increase of 1.2 million with this new um budget the trs employer contribution rate estimated at 10.29 that's from 9.8 so that is an estimated cost of about 4.7 million dollars and that's an increase

061of about 250 000 new budget expenditures that we are um looking at again these may need to be adjusted right because ultimately as michelle shared beforehand you know we have kind of an end piece right depending on the direction that the board provides in terms of the tax levy right and we're going to obviously have to address our budget accordingly um the we have been including new large buses and new vans right so that's approximate cost of about 688 000 again advertised over five years i team we're definitely you know we're looking at enhancing our communication system so specifically we're looking at a system called parent square which would be replacing our school messenger system that really would not allow in addition to the regular kind of text and email and phone message right families

062will be able would be able to if they wanted to to [Music] with our download right this is a system that would allow us you know to be able to build into that right students that are on a particular bus right and once they send out that equipment message out to families of students that are on bus l-36 to say this bus is running you know a few minutes late right so it really has a lot of enhanced features in terms of our communications uh and ways in which we can communicate with our families you know our our adults right our teachers you know our coaches right i would be able to communicate through that and parents would have access to that again all in the same app so a really nice enhanced communication system

063that we're looking at there we also are exploring scholarship with regards to id systems for students we just recently had a meeting with the presenters and spoke to other school districts that have scholarship again we're very much in the infancy stage of exploring that that does allow us great opportunity to enhance our safety features and really bring you know more value to the id card of our secondary students in terms of it being you know an attendance piece will they walk into the building they have to scan their id and that would be mark them present or late the parents would get a notification that they hope they just kind of they just stand into the building they're there they're scared right also kind of entry to lunch entry to the nurse's office kind of

064those pieces so we're exploring that um right now right in terms of that system um and the cost associated with that uh other equipment uh needs and we'd love to be able to include in this right uh we're in year two of our music instrument replacement plan right if you recall we started that last year we developed a five-year plan so this budget would include the year two items right the woodwind string and digital pianos um athletics right the basketball school board that would be kind of part of this next phase and also in terms of our senior high school our tech equipment we're establishing a same thing a multi-year plan right to address in terms of the department needs there separate and apart but it's also important to kind of note and distinguish not

065specifically in terms of out of the budget right the ongoing would be moving into year two of the utilization of the federal crisis and arp funds as you know the summer programs that we offered last year we would want to offer them again to our families this coming summer we offered summer school in k through 12 through the use of these grants we added additional mental health supports that we would want to continue we also added an extended day after school program we want to continue that as well and in the upcoming months we're going to be adding after-school support tutorials for students that are in ap courses and readings exams you know for families again through the use of the grant not the budget and separate from that mr racket has mentioned this beforehand

066that new york state has designated funds for upk so this would be a second year uh there would be a similar lottery system so information with regards to that will be sent out to families in the very near future so our next steps um really this kind of ties specifically to the initial slide that this is going through in terms of our process these are some of the specific dates these are posted online with regards to our budget calendar so that everyone can always reference and we'll keep that at the end of every budget presentation so the next steps really from here is we do need board uh direction with regards to our tax levy right um we are obligated to file the clear state controller's office by march 1st in terms of what we're

067anticipating um our tax levy to be and then that also then provides us you know specific guidance right you know in terms of what our end is right and we'll need to obviously adjust accordingly based on our tax levy so with that being said i would like to kind of move back up to spade or slide okay so slide five that's probably a good one is this racket sometimes the board okay so if we go to the tax level limit calculation right if [Music] process so we're looking at up to the tax levy at 2.169 right if we apply bond premium of 200 000 you see how the tax levy goes down to 1.91 300 and 100. oh [Music] how are you factoring into today [Music] all right i mean this doesn't take into account

068any consideration for any the last or any district right in terms of um you know any district that wants to pierce attack right like let's say that they're like you know that's something about that right and kind of talking about kind of proceeding you know a couple years from now some grants hallway all these great programs that we really will have you know hard decisions to make there right because we've had we've created all these wonderful programs um and the grant you know will end right um so let's say that the vast majority of those we want to include right that will absolutely bring us above the tax levy right and then the discussion is you know are we doing that and are we um looking to you know have it you know above right

069the super majority in terms of tax lending or adjusting accordingly well it becomes a problem because you applied to the montreal [Music] you can be compounding the problem like would be great to walk away and say oh wow the lowest increase we've ever had but in two years we're going to be you're saying right what would next year it would be 2.9 yeah otherwise you get the 200 right we need to put it [Music] senior high school students right there they're involved right now they're musical and they absolutely sorry from us right so they have all these and then [Music] but we don't have much time to do this first um right last year with two percent oh 1.00 i just want the audience to know that we don't have that money because it's already

070being because otherwise [Music] with regards to i just don't see how we should commit to if we take even the 200 thousand premiums we're giving to 3.18 right now only not knowing what's gonna we're gonna want to continue we need what comes up [Music] and that's the 2.16.2 strive to submit that to the controller's office and then our next meeting will continue with your peace okay uh thank you and then oh [Music] you know what we're gonna do we're gonna let you come back [Music] administrators have joined us tonight for our meeting and also all of our security team that has joined us tonight as well we have quite a few today [Music] that explains reality awesome thank you that was good yelling excellent all right so seo ladies take it away yes thank you

071thank you thank you um obviously jennifer i just want to introduce everybody jen carey santa claus principal co-chair of the sdl committee gina curcio director of guidance and jenny hoffman director of humanities very much co-chairs so we just want to give you a little overview tonight of you know what the committee uh looks like i know many of you know some aspects of the committee i know mrs kemp's son we've been around since it was character education and changed it so that she knows as well but i just want to get some overview and have beautiful pictures um i want to thank the principals i know they're not here any longer but they sent me wonderful pictures from all of the buildings and all the activities that they did so the first couple of slides

072that we have here is just to kind of give you an idea um about the activities we do when we have our meetings and many of the activities the first things that we do is talk about some of our feelings and the things that we have the adults do um we had to make sure that the activities are things that they can come and share with the children so some of them are possible six and we always start with kind of how we feeling what are some of our feelings um the next slide we've even pivoted a little bit to virtual um so we would work on squirrels and we'll pick a squirrel and figure out which squirrel you are today i'm not going to ask the team right now [Music] but that just gives

073you an overview and just an insight that we always really just start some of our meetings um that way so um basically the five sel core competencies you know like i said about 2012 and we're still calling a character ed um committee we really wanted to change it to really make it a k-12 kind of initiative so these core competencies are really something that we feel like kindergarten until 12th grade is sort of the foundation the core skills that kids can have so that's really just our basis is this wheel we kind of put it on everything and everything that we talk about always has an aspect of this wheel um really just the foundation and the skill in some of our kids at that time we had talked about how when we look at

074in terms of students that um don't complete year one in college right or students that consistently are fired from a particular job from one to another right that these competencies are the reasons for it right in terms of the self-awareness the self-management the social awareness the relationship skills and you know kind of all those pieces there and it's really just the core of everything we do so just to give you an idea of what we have in our community we have four meetings a year we have two teacher representatives for our building we also have wonderful pta representatives i know i see margaret battered over here she's one of our uh warriors that is always there so um and basically there are 45 minutes after school but we review um you know anything that's going

075on we do lots of sharing from all the other activities that happen in other buildings it's really just a wonderful um way that we can also share information and then those representatives take them back um and it's really just a theme and it's nice to have all seven buildings and really the committee uh members that we have are just really warriors for the uh social emotional our monthly themes were taken we piloted this um sort of like a district book club this group mindset and it really has a monthly theme that we have taken on and really just taken on a life of itself um so this is weaved through all of our months and every ounce of these they're put in the curriculum guide so they're really also part of our academics as well

076so it is something that um you know we just really provide as well google slide we um said the teachers every month in addition we said we um in addition to the theme we said that activities and things that they share in their classrooms once again k-12 so on the teachers will get something like this it was one of the things with our family reflection that we really wanted was several different aspects we wanted a teacher and student and we wanted a family connection as well so here's some of the um that goes out monthly it is starting with just kind of like here's a couple of questions that we've been building on this idea that the same theme k-12 goes out um there's not only just an explanation of the theme where we look

077to you know have no homework that night um i know teachers really like to have it in advance sometimes if we don't send it out we get our email like where's the family reflection you know this is going to be our homework you know they'll put it as part of it uh and we've really had such a great um feedback from it that kids in all different grades you know the same questions so it is something that they can talk to if you have a kindergartner a fourth grader and a tenth grader same questions same theme so it's really something that they can really focus on just recently um added other things to it these are some sample questions if you see it's just um just sort of like guides the conversation because i know

078at some point some parents um had a difficult time kind of what can i talk to my children about so giving them the questions it kind of guided these uh conversations and kind of help them with fee what we just recently added which is a great idea for the committee is we added an activity so some of the things that we added as far as monthly is the family can do a couple of things sometimes they're a written activity sometimes they're a um an inactive activity but it's something that we are really proud about and if they love really um the feedback we've gotten on that has been really uh excellent as well one of the things that pta has even said recently is um some of our pta council members that i was speaking

079to were talking about adding it would be like a craft for the little ones to add as additional something from the home maybe a couple of times a year that when they go home they can make something and crap that could also be added to it so it's really something which is nice to be you know we're building up um so this fall um dr barrow gave us a copy of this book called energy box uh it's all about positive thinking um so different buildings or you can actually be based on the house but they are all committee um have decided that we're going to eat it together um so the representatives are reading different chapters and we're going to kind of work on it for the rest of the year and think about how

080we can still get other teachers and other people in our building uh curious about your books that they might want to read it as well um we plan to have a june celebration for all the faculty to celebrate our positive thinking and i'm working on the door and i just wanted to show you a couple pictures from our different buildings um you know we really hang on the wall of what we value so if you look at some of the pictures from the elementary school you'll see murals which we celebrated tonight aren't we you know some [Music] we have some character awards teacher bulletin awards um we can see that our students set goals right we have a goal one student wants to be a teacher someone wants to be an artist when she grows

081up and goal setting is a really important um aspect of developmental functioning at the junior high school the themes that um talked about before and the bulletin boards that are interactive you'll see the one that says feedback is a gift accepted so you can take one of the posters off or add one so it's a little objective um also at the junior high the next slide we have a beautiful mural about being a nice kid and some of our activities to promote to promote community engagement and the high school was beautiful on messages of all the stairs that follow the character traits and some of that repetition and reminders is school we um our ninth grade wellness class um which is we wanted to enhance our health education program so this curriculum also is that

082we have implemented here is also joining an sdl competencies that we talked about earlier that's a local requirement this year we also had um a set of very things close to the withdrawal on cnn full cpsa because they had mission b come in and teach our 11th grade classes to lessons and they focus on with you know some enhancements in neuroscience and also making a digital detox by also being present and doing some mindful activities district-wide we also celebrate p.s i love you day that's going to be celebrated this friday february 11th the entire district where it's purple it's a day of kindness where we show appreciation towards one another um it's basically the foundation is there's a young girl from west cyclist who her father had died by committing suicide before he died he

083told her yes i love you through crisis she decided to um create a psi lovely day in order to bring mental health awareness and as a district we celebrate that um elementary school um and we have i just wanted to show this is that we have other programs but i think i listed a few um in with mr payne and of course the principles i want to thank uh for all of these new morning programs that are really focused on social emotional learning really just not academic it's all about team building and really getting to know each other so some of our favorite i have to tell you garden club i had to put it up there because it probably in all of the elementaries is the most popular which you wouldn't believe it um

084but they are so excited about the garden club we had some um in the fall some you know now of course at a lull but they are so excited making plans for the spring so that's one of the one of the best ones then you saw we uh did a shout out to the kindness squad which you saw tonight which is definitely part of that program as well um there's a fitness club there's a new paper club a book club puzzled games and everything legos is unbelievably popular just to see kids in their elements in you know cafeteria warning playing with legos you wouldn't believe how popular so those have been really really successful in our social emotional learning same thing with the junior high school they have um all of these clubs the yoga

085club the book review club the coding club the international club the music production which i had to uh you know i want to make sure i say it properly through the use of a banned lab in virtual instruments students will record and compose their own songs so it really is people taking a hit at the junior high school they love it so that's wonderful i went aside mr hanley and i joined the yoga club i'm just saying he needs somewhere yeah [Laughter] and lastly to the high school um they are the two popular from mr o'leary puzzles and games and video games are the most popular but as you can see even the chess club really has a good turnout and they too fitness yoga all of these uh programs that are really really focused

086on social emotional learning have been so popular and just they're doing wonderful and lastly um during the summer we have a program for our special education um summer program which is a curriculum called lit camp and black panther integrates literature in the seven character strings so you can see listed in the picture and it really is such a great program um to have the kids really relate to the different story to talk about how they connect to the stories their own personal uh experiences and it's run like a camp so the kids have and they have games to address different teamwork uh besides the academics so i just wanted to um thank you very much for your time are there any um questions [Music] yeah definitely it's really evolved right you know in terms of

087a lot of the years there's again everyone's engagement and the you know recommendations from the different stakeholder groups and whatnot so and the k-12 has been great for working online as a high school um it's part of our committee hamburg um really it's just it's been a really nice transition for the k-12 and that family reflection is really evolved and taking on you know life itself so we're really excited to be building upon that awesome thank you so much ladies thank [Music] we're going to shift it over to the next meeting i need a motion to combine both statements of residence sections of the agenda and to allow our residents to give statements for a total of 15 minutes three minutes per resident oh john policy i need a motion to waive the discussion and

088move policy 3000 to a third time adoption diane ii [Music] first time reading policy 2340 notice of meetings i need a motion to waive the reading and move policy 2340 to a second time discussion john [Music] chris all those in favor 2340 r notice of meetings and it's a first time reading i need a motion to waive the reading and move it to second time discussion john ii policy 2350 the agenda format this is just a question and i guess in reference to the old media's long note we've uh traditionally followed you know but i know um that from the education department versus the state and so what what you can and can't do so i mean i can make the argument either way i think we should specify exactly what our policy is so

089we don't have the confusion that we've seen a few times just in the short time i've been here where we'll know it is not it can be yeah i think we should uh you know obviously you'll miss morel and make the proper legal consistent decision to clarify that especially when you have people that come to unions for a time they don't necessarily know in the past we did not allow known residents to speak and i would prefer to do that i mean i mean unless someone owns a business where something we do impacts them then i could say okay though that business owner while he's not living in that business has a vested interest right i i don't like the idea of you know someone from another district coming to stir the pot or anything

090like that i would be perfectly fine if it was allowable by law saying non-residents do not speak for the school district residents specifying the school district rather yes and that's easy i think you can make again you could go you could say well if you're getting there's districts getting uh federal and stated then that's other people's tax holidays but you can go back and forth i just continued to find it because i mean we saw what happened uh in august september you have special interest in organizations obviously um previously they were not allowed to speak we ran right i'm gonna go back maybe ten years right you know where we had um someone come um as a representative from one of our residents lobbying us to you know change the district alliances yeah i remember

091we had any conversations about the uh writing a letter to the state about the tv vaccination there was a group that came obviously not from the district um [Music] we always said statement of residence only so i think that does i mean by past practice that was always what we did and i think that bill would we be okay just leaving it the way it is in our agenda we want to listen to and believe the committee on open government they haven't really made clear what their opinion is they've written some very long opinions but nobody seems to be able to understand them or understand exactly what they mean so the answer to your question right now is yes we can just leave it as is statement can we change it from district right yes

092could could the resume be interpreted as whatever people want whatever you need all right yeah i could do that you know we can change that do i need a motion for that bill yes all right so i need a motion to change residence to district residents in our agenda format chris second i'll say that all those in favor policy 2520 board member training i'm not doing it chris it doesn't apply to you if anybody um [Music] that's everybody whole business none new business no okay statement of resonance you know the deal i don't have to read this thing just remember three you know minutes here [Music] uh any board member elected or appointed for a first term beginning honor after july 1st 2019 serving more than three terms of more than nine years of accrued

093service shall retake the state mandated board member training this training shall also qualify as the required yearly board member training thank you chris so that information is on the agenda for the record so emotions remain the same based on our language i think it was was it math and second breakfast did i get that right yeah right okay all right sorry about that thank you okay hoping i can get some answers i know you guys don't normally respond back but with what i'm about to say i hope you do first of all i have to say what a wonderful showing of support for our police department things like this make me proud to be part of the west babylon school district sadly i did not have this feeling last tuesday i went to our pta

094president to ask for her help to support the two officers that gave their life protecting others officer rivera and officer i asked for everyone to wear blue just like surrounding school district just like elementary schools in our district i was told it's to go to the principal so i did usually i'm going to take does things like that i was told no that's not something we're going to do we are going to if kids want to wear blue to honor them they can we will not promote it because it is a community event now with definition of community it's a group of people living in the same place or having a particular characteristic in common wouldn't that characteristic be being respectful being thankful look at them they're retired cops so my questions are why would

095this be something not to support as a school why did other elementary schools in our district have the okay they posted it on their pta pages i have the screenshots if you'd like to see this this should have been a wonderful thing a time to put us all together finally why can other districts surrounding us do it babylon villagers i know two of our boe members promoted it on their pages as well so they obviously saw nothing wrong with it it's it's just it's hard that to get a no for something like that when you know you wear red white and blue for 9 11 why can't you wear blue for cops two men just watch their lives i have a brother who's a cop i asked for even a different day because it was

096twin day in art school i was told no why i don't understand that i asked my seven-year-old i'm so excited to go to school for two days with her best friend and i looked at her i'm like you might have to wear glue she goes that's fine we'll all wear blue we'll still be twins like she gets it i don't understand why it's such a process for such an easy answer so that's that's my questions if you want to see me after and answer them i would love to hear it or if there's something that one of you can stand up and change like i don't understand why barnes and you can do it i don't understand why stanford had to fight just hard for me i don't understand can you make me understand this

097any of you wearing a color this is nothing to do at all with not being respectful or thankful for our officers zero to do with that at all zero right as we stand here myself including as you mentioned beforehand having sibling was a detective in nypd who was standing there and is actually friends with the families who lost their lives so this is nothing to do right this is home for everyone right and i fully understand it please you wanted a statement we don't normally engage this however based on the topic and base of the emotion i am addressing it okay so just if you could allow me to do that as a district right we all we have a phenomenal security team by the way we made a conscious decision years ago that we

098wanted a security team with law enforcement background based on their background and based on the respect that this board and previous boards have i have a number of individuals up here who have family members that are in the police department wearing a color or not wearing a color does not equal respect versus not respect okay i'm just going by the notes that i took up based on what you shared you know with regards to us right that is your reality right as a school district official i have to make decisions i have to look forward and i have to consider decisions big picture mode right um you mentioned in terms of the pta pages the pta pages are separate and apart from school districts right i did receive i want to say two emails from

099families right and they had asked are you okay and comfortable with through ptas and i said listen your pta pages are your pca pages right our children and our staff members i received a call from a particular staff and you'd like to you know wear blue that you can wear blue right you know that's absolutely appropriate however as a district right in terms of sending something out from my office to say you know we do wear it we wear uh you know wear blue and gold for school pride right um for closets we're pink for cancer awareness right we're blue for autism awareness right for causes as a district traditionally we have done that for individuals inclusive of individuals who have passed away who are near and dear to our hearts or more employees former

100teachers plural who have passed away we have not sent something out for those individuals and they are in wb right beloved individuals right we have not sent out please were a particular color for those individuals we've dedicated cause cancer right suicide awareness and all those pieces right so as a district right i made that decision please don't that's not you know in terms of a board piece right that ultimately moving with a cause right is what we have been doing and here's quite honestly the other piece right in terms of individuals from the outside this has nothing to do with our heartfelt sympathy for these families right who are going through all this for everyone right that is either current police officer former police officer family members that currently have offices in the line of

101duty putting their lives out there every day zero to do with a lack of respect towards them a lack of respect towards any of them which is what you've stated here so to answer your question i make a decision not a board decision in terms of a whole district because i have to consider all of our students right just like we don't want a teacher right now we've talked about this previously how teachers have educational freedom is to do let's say persuasive is the topic is persuasive um writing right there's a host of different topics however we want teachers to really pause and think about what topic they utilize so that our students emotional piece particularly with some emotionally charged topics which i would think that some would agree here right you know in terms

102of that if there is an emotionally charged topic that could be divisive in terms of in a school community we don't want to do that for our students and we've talked about it here some of you have shared concerns with regards to selection of choices of topics that are you know a particular you know teacher or something we have put out there that has caused ultimately a divide right because that topic is controversy you know for whatever reason right and we don't want our children to be caught in the middle of that right so based on that decision right has nothing to do with zero again to do with a lack of respect a lack of unity a lack of support for our police officer so you ask for a response and that is my

103response and again please that wasn't the board right that was my decision based on how i felt that you could cause some issues for our students just like we previously talked about concerns and decisions and topics that have been raised in classrooms um you know that has caused division between our students [Music] no and like i said another shirt yes okay well i understand that but it is it is heaven [Music] sometimes you don't get the answers you want i get it [Music] the department of health and the new york city education department are not legislative bodies the school district has repeatedly insisted that students follow the state mitigation efforts that you are only acting consistent with safe appliance and blindly following the state without protecting student interests as seen by the massachusetts school district

104and more recently with nasa county executive bruce lakeman you have committed yourself to aiding in a federal in a state created bomb as outlined under the same section 1983 of the federal civil rights act in acting falsely as health professionals you are partaking in tacticious disorder imposed upon another fdia also known as montrosium syndrome byproxy as defined in the diagnostic manual for mental illness fifth edition by requiring that all students enrolled in this school district be required to submit some medical interventions mitigation measures or accommodations including but not limited to encouraging vaccination wearing surgical tight masks over their faces segregation isolation and quarantine on the premises that each student is provided as having a contagious disease in doing so you have engaged in malpractice civil rights and ada violations [Music] our community has been coord

105since wearing medical devices to inform consent and direct by alicia of our civil rights by enforcing the issuance of a medical device upon minors we have engaged in malpractice students with medical exemptions have been harassed beside their rights a violation of the american disabilities act your actions have negatively impacted the student body at large and as well as their families and please incumbent upon this board to pull an immediate executive order after this meeting to evaluate your stance and amendment of the opening policy the damage is done and there needs to be accountability the superintendent contacted the locker room and board of education members are directly responsible governor cuomo's emergency powers were rescinded in july of 2021 and it claims that you were following the best information for the safety and protection of students and

106members of the school district from a state-based public health crisis was this week seven months ago what we have instead is a selfish interest in funding betty rose have threatened to withhold your precious state funding not adhering to the assurances of the arp agreement threatens your precious federal funding our tax dollars are more than rest assured our children's suffering will have a price tag as well this community was under the impression that our board of education group and paying our taxes meant that you represent the people of this town however time and time again the board of education members replied on july on the superintendent and contracted law firms for guidance district and the district superintendents and law firms are here to act in concert against the best interests of the students and as a

107clear as your experience thank you hi everyone are you also aware of the latest commissioner's regulations section 64.7a this regulation will allow school nurses to administer vaccines perform std exams and other invasive medical practices um on students without the student's parental doctor's orders these regions boards made this permanent in february this will be implemented in this district a this be implemented in this district lastly a number of the schools the school districts including this one are enlisting proposals or already signed contracts with northwest to set up medical health clinics inside schools there is a clear and dangerous push to begin diagnosing children with mental health issues data mining of our children's medical information turning our schools into a form of socialized state care surveys are being administered without parental consent during school hours and parents

108are being required to complete surveys before they can even gain access to the child support court report card or other information this is a violation of our privacy a part of the arp funding requires 20 to go to social emotional conditioning of students this list goes on and on we request that an executive session is called to evaluate the arp federal funds and the threatening impact of state funding where strings are attached we want to see the school district form a plan to push back on the board of regents corporation if that means leaving the new york state a credit uh i'm sorry accreditation i'm sorry you have one minute left i have about four hours left thank you um and then the expedition to set a proposal for taxpayers to decide thank you tommy
