001are you ready i like it better on paper oh all right good evening everyone so much for okay good evening everyone thank you for joining us in person and virtually from home i would like to start off by taking a moment to acknowledge and to thank heather korchma gabby hearn senior high school administration and all involved in blue and gold this weekend our students did a phenomenal job the choreography the artwork the dancing the props the lighting everything was just so well done the energy in the building all week long um was just amazing truly a wonderful week filled with a lot of wb pride so really kudos to the senior high school blue and gold was back right and again it's just so nice to continue to bring back all of the programs that

002we had in place previously tonight we are presenting our final board of education presentation on our proposed budget for the 20 20 20 22 23 school year once adopted tonight then we will then adhere to all of the timeline requirements right leading up to the may budget uh and trustee election tonight we have three wonderful two wonderful presentations again um you'll see those in a second and lastly i just would like to wish everyone and everyone celebrating happy passover happy easter and happy spring as well that's it at this time residents wishing to share a statement regarding agenda items only should come up to the microphone state your name your address and any organization you may be representing at the second statement of residence you can raise any other topic but this is agenda items

003only okay so i will start off with just a general reminder in terms of our budget uh timeline so the boces budget vote and boces board trustee election is april 26 7 p.m for our west pablo school district the budget hearing will be held on may 3rd 6 pm and our district budget vote and trustee election will take place may 17th 7 a.m to 9 00 p.m administration building in santa pog all right so at this point mr sarakis can you hear me okay budget adoption presentation here we go so this past weekend we did receive some news that we're going to be receiving some additional state aid um for west babylon it worked out to be approximately 551 thousand dollars in additional aid not all of it is available for the general fund about

004296 barber this is not the right presentation i'm looking at the numbers this is not the right presentation just give me a minute let's switch over we know you have a little pause go for it exactly that was last presentation you want to pull it up from board docs so actually this will be good for anyone that hasn't gone on to board docs this is board docs right so when you want to take a look at our um agenda right or look at um read through in terms of our minutes right this is where you can find all of the previous meetings in borders there we go sweating okay welcome to the budget adoption presentation take two okay so this weekend we heard that we were getting about 551 000 in additional aid about 296

005000 of that you'll see here at the bottom is for the upk program so that gets accounted for in our special aid fund so that's not part of our general fund but budget the other 200 000 and change was you know a mixture of foundation aid some aids went up a little bit some came down slightly but it was um that's the only portion that's available for uh generally so tax levy limit that we've talked about at all of our meetings that hasn't changed we filed with the state comptroller's office to 2.1692 that is within the tax levy and that includes those four um large buses and the four bands uh to be purchased next school year this slide will just give you an idea of where we project the tax levy to be over

006the next few years so you see here we have our 2.16 percent for the upcoming and um other things being equal keeping at a two percent cpi and tax faith gross tax base growth factors remaining the same um we just wanted to get an idea of where we would be down the road a few years so next year we would be looking at approximately a 2.9 percent tax levy and as we had discussed in a prior meeting that might be a good time to apply some of the bond premiums that we're holding from the uh 2017 bond issuance um because when you do apply premium in one year it um it inflates your tax levy in the the next year just by the way the formula runs so if you try to time it to

007when you're going to have bonds rolling off your books this way the impact isn't as large in the subsequent years so for 24 25 and then again in 2526 we do have two bonds rolling off so that if a premium were applied for the 23-24 school year you wouldn't really feel the impact too much in the subsequent years so that's just planning for the future because as soon as this budget is voted on i will start planning on the subsequent years um so what is this tax levy of 2.16 mean for the average homeowner in west babylon before tax before the star exemption you would be looking at an annual um school tax increase of approximately 174 dollars with the basic star it would be approximately 151 dollars for the year and with the enhanced

008are roughly 119 for the year other revenues just we we have three sources of revenues we have our state aid we have our tax levy and then we have other revenues and you know our other revenues are approximately one percent of the budget but just to show you the makeup you know the majority of that is our payments in lieu of taxes those are those ida projects with the town of babylon um and then you know things like our our interest um you know tuition to from other districts the performing arts center you can see down here so far this year we have um had 87 000 in revenue as those dance competitions have come back to the back the pac center so that's where we're showing approximately 1.5 million we're budgeting for next year

009so this is our the revenue projections based on i'm sorry that really should say the legislature budget the adopted budget at the top um but we're looking at a budget to budget increase of approximately 2.45 that's a point nine million dollar budget increase we're looking at a total budget of 122 million seven hundred and eleven thousand eight hundred sixty eight dollars um and if you look at the box here in the blue to balance this budget we're looking to apply 2.7 million dollars between our reserves and our appropriated fund balance so after applying those reserves and fund balance but before closing out the year that we're currently in we would see our reserves dipped down to approximately 12 million dollars but based on the um outcome of closing out this current school year any surplus

010that we have would be then put back into reserves so budget appropriations by object again it's the 122 million seven hundred and eleven thousand or two point four five percent increase this just gives a high level of where the money is spent in the district from from the greatest portion down to the least so you can see salaries and employee benefits make up the largest portion of our budget and then we go to our boces expenditures approximately 12 percent and then down from there between you know debt service professional services insurances and things like that and all of this is posted to the um it's inboard docs and it will be on the website tomorrow so uh i'm sorry that's okay so our um this budget right includes all of our current curricular and co-curricular

011programs right it also includes the transfer to capital right that the board has authorized for us to have right for quite a number of years now that has allowed us the ability to address facility needs that come up health insurance premiums um that is a biggie right um we're looking at 2022 an increase of 12.7 percent which ultimately brings the cost of health insurance to 16.7 million dollars that's an increase of 1.2 million dollars in health insurance from one year to the other huge increase right there that actually is the vast majority obviously of the budget to budget increase under our trs employer contribution rates the ecr right that's estimated at 10.29 percent uh from 9.8 that's an estimated cost of about 4.7 million dollars and that's an increase of about 170 thousand dollars so

012what's new uh and this is really we just highlighting kind of the the the bigger kind of items under the um within this proposed budget we are looking at continuing with the replacement of our bus of our transportation right our buses so four new large buses four new vans um and again that is an estimated cost of 688 thousand dollars and we obviously spread that across five years within its and technology we've talked about this beforehand the establishment and shifting from school messenger system that we currently have to parent square and enhancing our id system for students to scholarship under new equipment again we've previously talked about this um in our budget presentations we're looking at uh year two right of replacing our music instruments in the district specifically focused on woodwind string and digital

013pianos that's about twenty three thousand dollars athletics uh looking at senior high school basketball scoreboard of about seventeen thousand and the senior high school technology uh department replacing the computer lab there again these are ongoing we develop you know three four year right plans right for each of the departments to highlight the needs and then ultimately in a slow and steady thoughtful process obviously make purchases right in replacements as needed separate not tied to the general fund but is important to talk about because it does come up and i do you know receive many of our parent emails actually most recently asking me some specific questions about this um asking if we will be offering you know the summer programs that we offered last summer yes we will be offering them again we still have

014you know we do have um the federal crisa and arp grants so we are looking to continue the general education summer school program k through 12. we are looking to continue with regards to our focus on mental health supports right we are going to be adding additional social workers so that ultimately then in september we will finally get to the point right where we have one social worker per elementary building um that has been a goal and again that has been supported by our board of education throughout quite a number of years slow in studying right adding additional mental health service providers in our district and also adding an additional one um at the junior high school we are looking to also utilize these funds right to continue the extended day programs um the after-school

015remedial supports right that we have in place and right now and also new regents and ap supports right for our students at the secondary level and michelle mentioned this beforehand right in terms of upk we will have a similar lottery system like just like we had last year she highlighted that we are receiving that increase right that was highlighted over the weekend in terms of aid a portion of that a good portion of that is specific to upk we don't know yet if that means that additional students will be able to attend the upk program or if the per student allocation has been increased by the state right so we don't have that information yet i mean you know at some point in the near future i would anticipate obviously the school districts will receive

016that um but of course however many students we are able to accept into the upk program we will look to do that so what happens if the budget does not pass mr axis so if the budget is defeated in may the board can decide to submit the defeated budget for a re-vote or submit a revised budget for the re-vote or adopt go straight to adopting a contingency budget if the budget is defeated for a second time then the board of education must adopt the contingent budget so what is in a contingent budget the school district has to restrict their expenditures to ordinary contingent expenses and those are expenses that are legally required to operate and maintain the school buildings and education programs preserve the property of the district and ensure the health and safety of

017the students and staff ordinary contingent expenses do not include new equipment so we would have to remove those four large buses and four vans the senior high school computer lab the basketball scoreboard um the musical instruments things like that public use of our buildings and grounds there would be a cost now we would not be able to provide free of charge to our in-district groups because there can't be any costs to the districts non-essential maintenance would have to come out of the budget capital expenditures we would have to remove that um transfer to capital line item that has been so helpful in maintaining like our boilers and windows and things like that and also non-instructional non-unionized employee salary increases would have to come out as well as our athletic programs under a contingent budget the

018tax levy can be no greater than it was in the prior year so we would have a flat dollar amount um to what it was this current school year there would be a zero dollar increase to the uh community so what that does to the uh budget is after we take out all of the um the non-contingent expenses and also we remove um the increase in the tax levy we would after applying the 2.7 million dollars in reserves and appropriated fund balance that i mentioned in the previous slide we would still have a 359 thousand dollar uh budget hole that we would have to close either by using additional appropriated fund balance or some type of programming and staff reductions or some combination of both yes what it would cost but i could try to

019get it before at the end of the meeting you know it's 115 and you know 95 dollars with a failed budget for those orders something that would help people make decisions about well if mr payne is particularly long-winded i'll have time to look it up there's a question on the contingency when it says maintain the educational programs it doesn't include like ais does that get lost all those extra programs we have attached to those go away as well with the contingency no not eis that's there will be any morning programs anything out of tied to the federal money would go away correct so next steps after adopting the budget tonight tomorrow morning i will have to file the property tax report card and then we start uh preparing for the budget statements the six day

020notice and all of our legal um reporting requirements and then the budget vote the budget hearing on um may 3rd we'll mail out the six days notice on the fourth and then we have the um budget vote on the 17th and that's it any questions actually i just use an acronym and i can't stand them so ais is academic intervention services or instructional services interventions okay any questions on any additional questions or comments any additional questions or comments on the budget okay so choices citizenship and character i'll share a tiny bit before i hand it over to mr payne and this also helps michelle with timing um that this team i think was uh kind of born after i had mommy moments in december so you know we we all remember right in december unfortunately

021we had a number of different situations with students going on social media right and um posting a lot of different things right um sharing personal information about themselves um sharing you know things um that they were involved in right sharing experiences sexual experiences that they were having in other people's houses um [Music] you recall that right that was that was um you know several several months ago and quite honestly i say me but really all of us right were really taken back right in going through and reading a lot of those statements many of which were maybe anonymous in some cases we did know right you know in terms of who wrote them and we were concerned right again first and foremost as parents right um with regards to what children were engaging in and

022you know i guess someone argued well you know it's again it was concerning right um and and we had quite a number of um meetings right to talk about that and we reviewed and we went page after page i i know you know our whole team read each and every one of those statements right we followed up with students um we followed up with families right um i remember actually there was a meeting there was a gentleman in in the audience one of our parents that actually came to the podium and he shared you know to all of us as parents right here are different apps that us that all of us as parents should be utilizing to monitor what our students put out there on social media right so again internally right as a

023team we had many discussions right you know in terms of what to do right with this information that we had in hand and um you know we started to do some research and i you know shared with um mr payne and the name was definitely not this eloquent i was just kind of rambling all over the place of you know we we need to really talk about and plan for and review what are we currently doing right in terms of with our students under the educational fund and also what can we provide our parents right um in terms of workshops and uh resources right um because this does boil down to you know um decision making right and and quite honestly a lot of it most of it outside of the school day right you

024know um but still at the end of the day um things that we were all concerned with children in general right you know and not unique to our high school not unique to our middle school right you know children in general throughout schools this day and age and what is happening in terms of their digital footprint so a lot of conversations mr payne take it away from there thank you dr farley so i want to make two that's pretty loud people at home can't appreciate this so i want to make two assurances one unlike mrs uh cerakus we're going to give you the right presentation tonight so don't worry about that the other is this is going to be the best presentation i've ever given to the board mostly because i'm not doing it so

025i'm going to hand it off in just a moment so the board will be happy but i do want to uh piggyback on what dr farley had said she had come to us you know concerned of course about every single one of our students every single day for all the things that they're going through she had given us this charge you know i'll give mr fiori some credit he came to me immediately and he said you know i'd like to put together a team mr paler you're not going to like this but he just started throwing out seas he was like character choices core values right so we got a name there and then he then he selected a team christina cotter was his first one i'm like all right vin enough with the seas

026like we got to move on so denisha van loo joined we you know at several other uh district-wide members uh but really this is a joint effort this is you're going to see tonight our three superheroes are going to present to you but really what dr farley charges to do is involve the whole district so this is going to be a district initiative i'm going to turn it over right now to mr fiore and his team uh to review the ccc right because his committee at the end so it's really four c's sorry sorry about that thank you mr payne i want to thank the board obviously as well i want to thank our community members and our central administration not just for giving us the opportunity to present you tonight but um also for

027your support for your trust um not just in our committee but you know in us as a whole to continue to serve west babylon the community and most importantly our students as well so i'll get right to our driving force as you can see up there is proactive education to address the evolving needs of our students in our ever-changing world it's no surprise that the needs of our students are changing every year and just in this past year alone we've seen changes that have happened month to month week to week and even sometimes day to day so these students are faced with different scenarios different opportunities as they grow as our world grows as our technology grows and it's our responsibility as educators as parents as community members as board members as administration to make

028sure that our students are ready to face these challenges head on that they're made that they are ready to face these challenges with confidence and that when they make decisions when they make choices that they make these with enough confidence knowing that they went through the decision-making process and not only did they make good decision that they made a decision that was right for them and if they didn't make the right decision they know why it wasn't the right decision because they're reflective so this committee's um will be focused in in three core values um and like mr payne said the ccc actually stands for choices citizenship and character it is not the christina cotter committee um as much as she wants it to be it's actually choices citizenship and character so i'll go through

029each one uh rather briefly um sorry um number one is choices obviously and this is just teaching our students why our choices matter why our choices have real value that each choice we make that each goal that we set um it truly matters and when they make these choices like i said they want to make them with confidence and they want to know that it wasn't just the right choice to appease people is the right choice for themselves the second one is citizenship this will be our second area of focus and of course this will be at home in the school and community but perhaps most importantly or most relevant for our students is digitally as well um digital citizenship is something that nothing new for west babylon we've obviously um digital citizenship technology has

030become a large part of our lives and we'll continue to build on that as well you know just in this past year we've seen students from k through 12 take on new responsibilities and new roles um and from last year this year we've seen some of these responsibilities go and we've seen some of them stay and they become more and more part of our students everyday lives so continuing to equip the students who make the right choices whether in school at home in communities or digitally is going to be our second area of focus our second our third and last one is character and west babylon is no stranger to character education i can remember walking the halls as a student teacher 12 13 years ago and this district just emerging immersing themselves in character

031education so not nothing new but with character education just like with choices and citizenship it's something that must be continually adapted continue continually adjusted so that again we're implementing lessons and activities that are appropriate not just for our kindergarten first grade second graders but also our ninth 10th 11th 12th graders all the way k through 12. so if we're able to do this and we can focus on these three areas and like i said i just briefly touched upon them and what goes into these under these three umbrellas i'll call them will be a district-wide effort and it will be something that will continue to revisit you know monthly yearly so like i said in the beginning our students needs are continuously met with our ever-changing world so i am going to pass it on

032to our our president christina cotter who's going to take a little bit of a deeper dive into some of the work that we're already doing but also some of the work that we're looking to expand upon thank you okay so one of the things that we have started to to do first is to look at what we already are doing um so these three areas that we just talked about are ever very very present in many areas across our district so um which is great um we have you know we see a lot of this in our library at media classes a lot of digital citizenship lives there already we also have a lot of overlaps in our health curriculum when we think about choices in our family and consumer science we do have a

033lot of parent workshops and assemblies at our schools that are that are in these areas that are really highlighted in these areas um and then year to year we have a lot of initiatives through the wellness committees at the individual buildings and at the district level and also through the school quality review council or the sdt teams on the schools um so that was great news to see that we already see so much of this existing in our in our current schools and denisha is going to talk a little bit about what we're kind of trying to do next good evening just so in one of the areas i'm just going to give you an example of one of the areas that we've been working on so digital citizenship and dr farrelly spoke about this

034when she first introduced us and then um others as well ben and also christina we've been talking about how to address this as a wb k 12 continuum cohesive across the grade levels so we know that in kindergarten right when a student is issued a district device right and we give it to them we're teaching them the basics right this is your chromebook how to take care of your chromebook how to log in what's your password some of the basics related to cyber safety and online safety but we want to know for sure that we have a continuum that once they move on from elementary school and they go into junior high we're teaching them other things like social media and your digital footprint and that it matters and social media can be used for

035good right and have positive impact as far as students finding their voices and you know we even do things now with kids as far as presentations and slideshows and persuasive writing and you know they're they're enjoying the use of technology but it's also important for us to teach them and show them as a district that there can be negative impacts and negative consequences associated with social media um social media can affect you know your mental health i don't need to tell you that self-esteem these are all things that collectively we are dealing with now in today's day and age so part of our committee has already taken a look at what we're doing at the elementary level and we have representation from every band so we have elementary we have junior high and we also

036have the high school um anthony is also a part of our team um he couldn't be here today but he definitely talked to us about the impact and provided us with some resources related to how we can address these things we already have some you know parent workshops and things scheduled related to the social media impact some things will be coming up so please look out for those things in your emails and please attend when we send out information related to workshops have your questions answered and addressed and we will also have some things for students as well as we continue on and then having our high schoolers just understand right that there is a digital a trail associated with your name when you go out and go in to enter the workforce or apply

037to colleges people are looking at what you've done online and it doesn't leave as much as you try to erase or get rid of right it's with you forever so to teach our kids to be responsible from early on which a lot of that work we are already doing part of the work that we're doing is just looking at it as a continuum k-12 what are we doing already what can we strengthen if we find any areas of weakness or areas where we need to grow and improve and then providing resources to our parents to our teachers and helping our students to become good digital citizens so that's one example of the work that we are doing and i'm going to turn it back over to our president christina i am not the president of

038this girl you are now i think mr fiore is the president of mr fans it's not me um so you know we are really excited about this work um we want to thank you for your support um and uh in letting us kind of move forward and work on this we think it's really important and obviously you know we've started to kind of chip away at looking at this but we know that this is a this is a long-term project because this is something that is like being said this is really changing um day to day and the needs that we see today may be completely different in september and so that's something that we've um talked a lot about that you know part of us is part of us needing is to look at

039this and to look at this continuum and work on it but it's also to make sure that we have this dialogue and we can continually um adjust so that we can meet the needs proactively that come up so we thank you for your support and um and welcome any questions to speak to the children a policeman a fireman a nurse a doctor to you know show them the good and the bad of all these things have we considered speakers like that yes absolutely so one thing we found is that a lot of that has been happening um and i know for example at south bay we're looking at um uh officer osias our school resource officer coming in in the spring to talk to our fourth and fifth graders about some of the things that

040are relevant to fourth and fifth graders regarding safety and choices um and i think what i think that's really happening at all of our schools i think the idea is to um to see if we can make some really consistent cohesive benchmarks for that so maybe every year in fourth grade we're looking to do that across the district so that we just make sure that those those things happen um so we kind of get that exposure to kids at certain areas but we do definitely see that happening there's been a lot of the workshops and things that we've looked at have already occurred in various years at different buildings the other piece is almost a tying what we already spend so much time talking about right in terms of how we treat one another right

041you know in in the school how you treat someone on the baseball field right like kind of all those pieces right of relationships right and problem solving all those translating that also to social media right um that you know that mutual respect right that you can have and you can engage in a conversation you can engage in a debate right with a friend um and you can do so in a respectful manner and that should also translate to when you communicate with them on social media and listen we know that this is an issue with adults right like you know so it is a much bigger issue right not just again it's completely not this is not wb right this is in terms of everywhere um that we absolutely have to talk about this right

042i mean how often do we say oh my goodness i would never they would never say that to their you know like right you know in a general conversation but yet look at what you know is placed there right we've had families reaching out to us look at what that student is saying to my child on snapchat you know last night when they were in a group text right so kind of all of those pieces that we talk about and we emphasize and we work on and we live by right in terms of our social emotional learning and how we treat one another connecting that directly to that is also the same right when you're online um you know engaging with other students with friends and whatnot when is the um in the elementary level

043it would be incorporated throughout the day at some point by the teacher in that classroom how would it be interjected into in the secondary level would it be you know what class would that come up in i think denisha touched on a little bit too with you know she talked about persuasive writing and things like that we see it um we can see it in our our social studies classes when we take you know articles and we're reviewing them and we're writing about them and learning about current events which is another course that we have at the high school and making it relevant to students lives that are happening right now and kind of sitting around and roundtabling on what they're seeing as opposed to what's going on in their world and not just you

044know outside but in the high school as well um we would also see it in our family consumer science classes and parenting classes things like that english classes as well or they're you know engaging in the debate of some sort or writing the persuasive essays or the argument and investigatives they can see it there as well um so those are just some of the examples and you know when we start to look at this as a committee and we start to look at it and where they're seeing it in k through five and six through eight when we talk about the continuum that's what we also want to replicate at the high school so when we start to implement this k through eight you know we would want to then try to emulate that as

045much as we can nine through twelve so students see it in the same classes from when they're in you know three through five six or eight and then nine through 12 as well okay great and i will add um and i promised i wouldn't speak so please don't listen to me but um the beautiful part about this group and and what dr farley charges with is we we are doing a lot of this but pulling it together so the curricular aspects that are here mr payload are somewhat easy but the non-curricular pieces that were mentioned are the piece that we want to tie together so there are things on the secondary level that the committee is planning like curricular uh assemblies but then there's these extra workshops that are you know sort of fun for

046kids to go to a lot of sound and music um and even after school and night presentations as well so it's the blend of that curricular piece which we're already doing with the non-curricular that i think is the most exciting and then there are other aspects of this in terms of back to the word respect right respecting themselves and respecting their body and respecting the bodies of others right so that incorporated into the health classes right um again we already have that right but talking through that and tying that also directly to the digital their digital footprint right um so a lot of different pieces that this group is charged with i have one question um i heard you say that there was going to be some like parent workshops as well because i think

047that's key obviously so in the past we've struggled i think to get large groups um have we looked at any other ideas or thought of any ways to get parents actually attend because at the end of the day you know parents are and we're talking about um you know that data piece and and leaving footprints on social media i think it's huge that we get as many parents as we can and if there's anything different that we could do to support that i think it would really help the kids accept it i we agree and i think bribes would work we're interested in that but uh but i think this the topic sometimes is what the committees they've given i think we've already put together several parent workshops and the virtual piece but i think

048picking the relevant topics and getting the kids involved but then tying the kids with the parents is one of the things this group is looking at i don't know if it'll be successful but it's certainly something that we're looking you're 100 right to get more parent involved mr fiori are we incorporating some of the sexual things in our health classes at the high school yeah that's actually i'm glad you brought that up because like dr farley said we have our health classes as well where they are seeing some of these pieces well all of our ninth graders are also required to take a wellness class and that's when some of these these conversations are also coming up as well it's called wellness in the 21st century so just things that are relevant in students lives

049right now um like sexual things in nature that you mentioned whether it be social media um respect respecting others respecting themselves these are all things that are discussed in health classes but also in that west babylon required wellness class as well actually for the board if you recall a number of years ago we had brought that up here right to your attention to add that because we didn't have a ninth grade this ninth grade well in this class remember we had health at the middle school level and then we had it senior at the senior level right and we said we need something in the middle right and the board gave us the okay to shift in that direction and add that at the ninth grade level thank you thank you so much again there's

050so many different aspects to this so thank you for the record i think that the president of the committee is doing a really nice job too [Music] was that enough time [Laughter] i don't even so just running some quick numbers um under a contingency budget with a zero tax levy increase you would think this tax increase would be zero but that's not necessarily true because it does depend on other exemptions that you might have and it also depends on the assessed values if assets values go up your tax rate goes down and vice versa and it also depends on grievances but you know people grieving their taxes gets spread out amongst everyone else but it would be a minimal um increase based on my estimates um with the basic star you'd be looking at a

051tax increase for the year of about 25 so not under the contingent budget you were looking at about a hundred and fifty dollars so it would be 125 different for the year to get everything to get everything thank you now i need a motion to approve the consent agenda you have to add the dollar value of the budget to the resolution yes barbara do you have it you just have to plug in the number right can you plug it right in yes please thank you looking in there all right back to your emotion all right third time i need a motion to approve the consensus mr downey policy i need a motion to continue the following policies as written policy 4100 and policy 5000 diane four zero one zero forty two hundred policy six thousand

052math second john i need questions to waive the discussion and move the following policies to third time adoption policy 61.50.1 i need a motion to adopt the following policies policy one five three zero twenty three fifty policy twenty five twenty um the capital project fee list items sorry um i think i added that afterwards we had shared this long shoot here right as a follow-up to a conversation thank you mrakus for pulling this together for us so just want to you know we're closing up the capital projects um just want to kind of major asterisks here right that these numbers associated with these topics are from what year michelle again 2016-14 2014 okay so obviously these numbers would be different using today's uh today's numbers but these were the items right that were part of

053our bond referendum right and they were approved they were part of in terms of the overall community vote right and that were submitted to the state that in the event that we had any funds left over right from capital and if you recall we did make some adjustments right in terms of throughout the process that then the board can select from right you know in terms of to utilize that so we haven't fully closed everything out we're going to give an approximate that we believe we will when it closes all out we'll have anywhere between 800 000 and about a million dollars right somewhere within there will be what will be left over again major asterisks that these numbers are pretty old numbers okay but these were the b list items that were part of

054that bond referendum so having said that i would like [Laughter] like i go first nope auditorium seats at the junior high school so even back then the board was divided on the seats at the junior high school question to that point we just saw in our revenue 87 000 for the pac center has there ever been a situation where we could have also used the auditorium in the junior high for something similar there have been two recitals trying to be scheduled in the same weekend that's right yeah well here's the piece we absolutely do utilize in terms of eagle as well the main issue is depending in terms of the groups they really want the pack because of the setup in terms of the pack right but yes the eagle hall is also used definitely

055right i'm not but i'm not normal because of it it damaged myself so there are some things on this list right that obviously would be off the table right um you know based on in terms of the costs and and actually in looking at this right some of this we did start right exactly some of this was definitely already done which is nice um obviously the whole remember that whole set up the cafeteria i remember there was a whole design right you know in terms of the high school the cost for that you know would just be astronomical um so we had pulled completely off of um the list right uh blinds right i mean again flooring in different areas right ceilings in some areas those are all items right that certainly could be considered

056by the board in terms of these b-list items right yes the auditorium seats um yeah so we can definitely do additional ceilings yeah so we can definitely utilize this to add more yeah i think one of the other yeah definitely the problem with the blinds is that we have so many windows that need to be replaced right at least yeah i know the high school windows i was just commenting to somebody when i was on the field it looked like there was a fight in every room yeah it looks like all the blinds are broken the blinds are a disaster definitely high school i think okay yeah michelle right so part of the a-list was the floor in eagle hall when we were doing the whole renovation in there but we held off on the

057floor because we didn't want to take up pieces of it and then decide to replace the seats at a later time so for the seats then the floor also so the floor would require an abatement because it is the asbestos tiles down there now let's just cover it with a car all right i believe under the seats is concrete not the asbestos tiles the tiles are just in the aisles that wouldn't be a tremendous abatement but you could just cover it with carpet you know as long as it's not friable you know you know having michelle will put me off the text and you know give us more updated prices well if you could could you maybe narrow it down for us right like two or three areas and then we can all right so

058ceiling blinds the auditorium seats and then the flooring associated with it yeah right yes it could be one lump and then we hit ceilings uh [Music] high school and then yes especially the junior high because they're only doing the corridors right some of the lighting might be effective if we do new ceilings or something then the lighting retrofits would be affected as well right so if we they said everywhere that we were going to do new ceiling would be completely new lights fitting into the drop ceiling so if we were going to do ceilings right they would do the new life junior high school ceiling blinds and auditorium seats yes everybody with that junior high school ceiling blinds and auditorium seating okay we will get updated numbers on those that's all we had okay now

059we will go to statements of residence please come forward state your name and address in any organization you may be representing and those who pose questions will be provided with the name of the appropriate person on the chain of command to contact no residence i do know the rules and i will do my best above good evening everybody um i just wanted to review policy zero one zero five equity inclusion and diversity in education according to boe minutes from june 8 2021 all boa members except for one question the policy the other seven voted to ensure equity as opposed to equality based on gender sexual orientation race socio economic religious beliefs language heritage heritage like brief etc status the definitions of equity the quality of being fair and impartial and equality the state of being

060equal especially in status rights and opportunities when making a statement or policy here is the difference between equality versus equity equality means each individual or group of people is given the same resources or opportunities equity recognizes that each person has different circumstances and allocates the exact resources and opportunities needed to reach an equal outcome the board also adopted subsection a part e developed reporting and investigation related to actions of racism and occurrences this is an extremely dangerous policy the policy insists that this will be implemented and enforced in various manners therefore it must certainly be impacting curriculum when across with reference if you've heard cross-reference with policy 4000 student learning objectives and instructional guidelines there is a very specific definition of equity within the crs framework crt crs david kirkland and regent commit commissioner lester

061young are emphatically clear on what equity is restorative practice to alleviate the historical marginalized so that equity not equality can be achieved for example some schools are removing advanced placement classes because not everyone can get into them it is not possible to say that you do not support crt as curriculum according to your actions the board approves an entire district policy that effectively implements the tenants of crt in every way shape and form it is surprising that pete's concern wasn't taken more seriously the nysed approved crs framework is echoed in the district policy of 0.501r the board officially excuse me the board official curriculum documents for new york state being used under the praxis of dei and scl the document's foremost intention is that students must learn that american families live in a system of

062bias and structural inequalities of particular disenfranchised groups on page six the statewide curriculum also enforces that students must be empowered as agents of social change on page seven the architect of the document is david kirkland and a node i'm working on it um he's an avowed marcus admirer and crt author another curriculum teacher member is elaine gross an equity radical from sayasi who runs a race racism which is an antithesis miss gross has held zooms with suffolk county educational leaders including our own superintendent yanni fairley asserting that all white able-bodied men are oppressors and everyone else is oppressed miscellaneous has also done training through boces in our district comprehensive improvement plan it states on page 11 that methods k through 12 professional development on the new york state cultural responsive framework integrating culturally relevant materials

063in the curriculum all the parents in the district should be asking themselves right now with elections coming up with the board members voted to accept this from what board members voted to accept this from the state we should all be looking at how actions aligned with the words we are being told we will be looking to have this policy revised thank you anyone else i just want to say i just came from a meeting earlier tonight with mr howard and some teachers at the high school about our new unified basketball team that we're starting at the high school and i'm just so happy about that anybody who's not aware it's aligned with special olympics and it's a wonderful opportunity for our kids to with intellectual disabilities to be on a real team with their um

064non-disabled peers it's just great for the typical kids and the kids with disabilities i just think it's wonderful so thank you for whoever was involved in that thank you so much margaret anyone else matt senator i'm with foreign west babylon girls running booster club i'm the president uh we seem to have a little difficulty with the junior high concession stand we were looking to use it for one of our events and actually really use it for the entire season spring season um we've gotten a little bit of a run around we've inquired about it a few times we've talked to mr o'leary today matter of fact uh dr lee uh he had spoken to you earlier i think in the day and you it was said that we could go to the town and get

065a permit to use the facilities um we went to the town they pretty much laughed at us and they said got nothing to do with us um how do we go about using this uh junior high contestant dan contacts uh if i already spoke to i think maybe what was discussed with mr o'leary maybe wasn't um and i'm not sure if it was completely clear there in terms of with the town i think it was part of the discussion that he and i had right in terms of when we do open it but really the next person in terms of the chain of communication would be mrs sarakis right so contact mrs sarakis and then we would be in contact maybe we had already done that you spoke to mrs reckless she said right there

066oh sorry yeah didn't speak to you about using that uh yet really so that's part of our chain of communication we have different administrators right you know in terms of with regards to that question so we definitely if we have your contact information we can reach out to you tomorrow to to have a follow-up conversation excellent okay thank you very much no problem and by the way that list of the chain of communication just in general for everyone it is posted on the website with the phone numbers right and kind of based on in terms of topic it shows you know who to reach out to for those different topics but we can if we have your name and number we can reach out to you tomorrow okay and i hope you're not replacing the
