yes i need um a motion to approve the minutes of the following meeting of september 29 2021. one second kathy i need motion to adjust the order of the agenda and to approve the consent agenda so what was that ready [Music] thank you i'd like to welcome all to the meeting devoid of education encourages participation of residents this is a board of education meeting as the board president i am the chairperson of this meeting and any statement should be addressed to me our current policy is a total of 15 minutes three minutes for resident time frame also as a courtesy we will request if your statement has been previously made by someone else that you allow another resident to speak and maybe make a different statement we were advised earlier today by our school district

attorney that since we do not have any educational programs scheduled during tonight's quarterback meetings masks are recommended but not required thank you i need a motion to combine the statements of residents into one statement allowing for a total of 15 minutes three minutes per regiment what's that p p per second all those [Music] hey good evening everyone thank you so much for joining us tonight this week is school lunch recognition week so please join me and thank you for our wonderful lunch department going above and beyond with our students our staff last year and this year constantly adjusting as needed on behalf of our board of education and our administration team i thank all of our large department members on october 26th is our board of education recognition night we're looking forward to celebrating and

acknowledging our board on that special night various representatives will be receiving board of education meeting invitations from mrs carl's district as a side we've also had invited our syntax rep to be here for our board picture then next as our board knows our team has been reviewing our strategic plan to ensure that the ongoing goals are directly aligned to our board our district and our superintendent folks so tonight i will provide an overview of the leadership governance governance community partnership and pandemic pioneer sections that we have revised in the next few weeks mrs cerakus will provide an overview of the proposed ongoing actions associated with fiscal responsibility with facilities and with operations mr hanley will provide an overview of the proposed actions associated with district culture and human resources and mr payne will provide an

overview of student success and technology and again the purpose of this is to ensure that our goals and our actions and our strategic plan are directly in line with our board um our board goals our district goals and our superintendent goals so for today i shared and i know we had copies out as well in terms of for our audience um it's really kind of three global areas right so i'm looking at leadership and governance um one of the main pieces that we want to make sure is that our strategic finances is always helpful right that all of our stakeholder groups are aware of it it is on the district website um we email it out to all of our employees we certainly want to continue to do that right um we also include that

when you look at all of our agendas for all of our readings right um they do include various different aspects associated with our strategic plan we want to continue that we of course want to continue to establish four district and superintendent goals that are used as part of again what we do in our school district always that's important that our board of education our superintendent continue to participate in professional development programs in order to maintain current in providing guidance on the government's body of our school district right you know as i decided actually our whole um most of our board members were together at a workshop over the summer right in terms of legal updates and i know many of us were also signed up for the new york state school boards association conference that

did just pivot to online like public remote and set up in person but again most of us are signed up for that as well so that is of course in line with what created the kbq that will continue to do um that i will establish a distributed process for evaluating progress right towards all these goals right having conversations with regards to our goals and how we want to do that is through our superintendent's equality review council our quality review council consists of all stakeholders includes parents different employee types in the district also has um board reps as well as part of sqrc so we want to continue um that process right and have sqrc as part of that those of you that were part of the uh strategic plan when we started this many many

years ago right and that was the main core of that right that we included multiple people to get this off the ground running right with starting off um our goals and actions and then of course at the end of every year depending on how we were you know the district was going so of course at designated sdrc meetings um talking about various different focus areas and asking for input in sqrc and ultimately of course bringing that back to the board right in terms of community engagement uh we want to continue to develop our communication methods um between the school district and our community the use of the website our social media our parent portal right uh received an email this morning with regards to set up you know uh you know adding additional features using

additional features i just say to uh with regards to the current portal information there for families so we want to continue to do that right the message board um promoting our visit one thing i do want to talk about when we get to that point with the board is looking at an enhanced kind of plan with our firm right to get our more into our classrooms taking more pictures right and posting them you know sharing that information how all of us as parents i love seeing those pictures in the classroom so i do want to continue to enhance that um you know we have we continued our virtual backpacks online posting community fires and information um as the board knows and our community members knows um we established a number of years ago meeting with

our real estate um agencies our representatives um every couple of years right before i've done this i want to say three times uh in the last six seven years where we invited real estate representatives to come in we talked to them about our school district right we created pamphlets for them so that ultimately when families were looking for a home here they can say here there's all this great information about west bank school right so we want to continue that partnership um with the real estate offices locally uh please you know put information out there in various different languages we started that i have to say you know to utilize features of peaceful with regards to the language uh translation about two years ago where now every communication that goes out if the family has

only one primary language listed our system translates those email class out to those families and we have a network of different employees and people throughout the district that know a different language and we utilize them to help us translate so we want to continue that obviously our google classroom in the last year and a half we immediately had to step up there right so we have those in place already um obviously communicating regularly with our families looking at the involvement right um we established a district-wide calendar where we have you know painless office quite a number of people involved in that to try and minimize conflicts for parents with multiple children in different schools we utilize our district-wide online calendar to try and reduce those let's see we have you know different departmental displays and

board event meetings and budget goals also now for the first time looking at as we bring back and start in-person programs looking to see if it's feasible to also provide them access virtually families that can come in person so in the upcoming weeks there will be a number of parent workshops we're going to have those in prison and we will also offer the opportunity for people to be able to watch from home as well right so that definitely that's great the other thing that we started a number of years ago is you know partnerships with outside organizations in the community um so we have a partnership you know again now the last different tables different um groups right really emphasizing the community businesses and in addition to that there are meetings that high school group

actually a business department i know i remember a couple years ago invited different business owners in and you know talked about the opportunities that maybe they may have some opportunities for internships for our children and maybe our students can help them with their businesses right so reestablishing and going back to those practices that we had a couple years ago is in the mix as well here um obviously the annual career fairs that we previously had in person to bring those back as well and of course in the area of pandemic planning self-explanatory right that our instructional programs are implemented in regards to all of our requirements right our ppe our social distancing clinging protocols that is all in place in importance to the state requirements public testing public reporting requirements we are all complying with

all of those and of course that we currently are under the free breakfast and free lunch programs um under the federal government there right so for all in our schools right to receive that and our district emergency plan that was already done mr hanley and mr salas worked with our building teams um and those have been submitted and completed as well so this again these are the global areas right in terms of oversight the other areas are more specific as they relate to student success history culture finances and we'll spread those out in the next couple of the next couple of months and that's all i had for um we only have one statement of pta council rep would you like to read it yourself mrs hancock would you prefer no it's okay [Music] i

need a motion to waive the discussion and move policy eight one one zero to third time adoption i need a motion to continue this policy as written policy one nine zero zero e key i just wanted to clarify something i was absent from the last meeting and a statement was made that i had given misinformation about the lawsuit that locus valley and massapequa and i believe one of the districts has now joined i was i received a phone call from the president of the massachusetts board of education two and a half months ago and she told me that we're having a meeting to discuss the lawsuit and she explained to me it would be between 100 and 150 000 total but that number would go down exponentially depending on how many school districts joined so

um when we i took three board members to me with me to this meeting and when we got there we were a little confused because it wasn't much about the lawsuit they passed the copy of the lawsuit around between 11 school districts and of course you can't read that you can't read it if you have two hours let alone two minutes and that's when we learned it was kind of a networking meeting so we went through the meeting and then we left but we were not informed prior to the meeting that it was a networking group that was meeting every month we were there to talk about the lawsuit and we didn't we assumed the attorneys would be there and they were not so we have no real information on that post thank you now

at this time we'll go to statements of residence come forward to the microphone state your name and address and any organization that you're representing or write your name an address on an index card and give it to mr manly or whomever prior to giving you you can bring it up here [Music] my name is virginia lindergan i live in west avalon i would like to open this meeting with the discussion of the letter you received on september 7th all board members are in receipt of a letter to take legal action we are greatly disappointed to learn that the following boe members voted down the opportunity to join the legal action which has been taken by a number of other commissioners as a result you have portrayed those who have elected you but not showing unity

in protecting our local rights over our board of education sadly both nobody people went against it because you actually signed the petition right to the board so that's why i'm not sure if you meant to do the would which i just want to correct you there was not a vote taken we we said that when we got more information and if many other school districts joined it yes we would consider it we did not vote no but two of you signed this position petition which was b and u so as a result of everyone else's unwillingness unwillingness to join the legal action to protect our local rights you have rescinded our local rights to the state and to the new york state department of health this is not about master on maps this is about

capricious man age such as 10 nyc rr 2.60 being legally challenged as it never went through proper legislation legislative process interview smith llp which is the legal council of west babylon tried to convince our community that this mandate was a law which is completely untrue and there is no penal code attached and it never went through our legislative branch which is the only way to make a law in new york state ingram smith has contracts with a large majority of school districts on long island oddly it seems almost all but one school district represented by enderman smith have not joined the lawsuit this is a very deserving fact ill advising numerous school board members across the state not to protect the local control rights of their tax payers is a 10 amount to conclusion a

collusion sorry why are all of the school boards under our under your council being directed to not join the lawsuit the appearance of impropriety is undeniable at this time i would like to have the petition that we originally submitted to to the last meeting be added to the public record this board has no right to decline a petition from the community you are now in the receipt of uh pleased to join in a lawsuit that will protect us from losing our local control and our children we voted in these nine with nine members and only two of you came forward for what you wanted to say pretty much on our side this is what i have to say this is the petition okay okay i have it and one more thing if you don't mind

quickly with masterpiepa with that meeting the numbers that you're saying are not the numbers we're being told especially by the week by the attorney so i strongly ask you to call that out and talk to them it's free that's all i ask just listen to what they said we do i take three board memories and we spend notes with the lawyers please call this firm peace i can't process them yes just [Music] um um i will do my best to do the three minutes i have a bunch of questions so if you need not answer them generally there's statements we don't usually dial up if it's something that you need an answer to i would advise you to email [Music] states okay um so west avon school district has accepted probate funds from three different

groups the arp e-s-f-e-r and the g-e-d-r which should have been sent out to the community in public witness i myself have received such a notice as i'm sure many others in the school district have not received even the total amount of the published funds for this year total 3 182 dollars and 655.70 cents i'm assuming the board is obviously aware of these funds are you aware of the contract with the cdc when accepting these funds are you aware that this is turning taking our schools and turning it into a social healthcare network when does the agreement expire with the cdc what are all the current and future requirements of the district under the aarp grant how have the funds been spent or are slated to be spent have benchmarks or metrics to end the band-aids

been provided how are our constitutional rights privacy and protections of due process secured under the cdc agreement have any of the board members been threatened with legal action by the new york state department of education to comply with the doa champions if so whichever board members are under duress have a conflict of interest [Music] i'd like to take a switch of gears here for a moment and speak about sel and dei the framework that has been implemented into west pablo schools are you aware that the new york state education department developed the culturally responsive sustainable educational framework in 2018. on page six of this manual it clearly states that the educational department enforces multicultural pluralism and not i don't know this word but i understand it's um a simulation if i said correctly this is

a purposeful attempt to sierra students away from me a simulation of american culture the manual also harps on sexuality gender and consultant focus on whoever deemed to be disenfranchised throughout american history this only leads to more divisiveness the beauty of america that we all are i'm sorry the beauty of america is that we all are a melting pot it seems so obvious that these entities at the state education level are trying to make us tribal and destroy us who are from within what exactly is white privilege what defines white privilege is it italian irish polish french navy russian what is it specific trainings in our district including classroom educators were received by boasts jim wright and tracy edwards were two of the consultants who were paid through our tax dollars we asked the board have

you researched these individuals are you aware of their content of long island i'm sorry consortorium of excellent inequality i'm sorry equity are you aware of the ideology being pushed with the divisive i'm sorry oh being pushed by tracy edwards and her work with erase racism their name is opposite of their mission to decide i'm sorry i don't like reading in public as you could say i'm loud but not like in public um deceiving west babylon community of the crt is not present within our district when in fact it is diversity equity and inclusion and social emotional learning is crt equity is not equality each school equity is taking something from one and getting it to another as taxpayers we no longer want this at all each school board member is responsible for signing off on

every item you use our tax dollars for you are responsible ensuring that our students have a fair and appropriate public education known under the law as i'm going to assume f-a-p-m in our if our superintendent and legal counsel have been misleading you that now is the time to correct the course i will say it for a second time tonight in a plea from west babylon parents we want our board to join us which would protect us from losing local control this is not up to the superintendent or the law firm the board members who have opted not to do so are not adhering to the fiduciary duties and are breaking the oath that's all i have to say thank you [Music] um as a broader uh the population of what's going on can you put

it on a referendum correct you know there's no talk of that it kind of suggests that you have things views that don't have the time to come down to the board meeting on something that's so you know important [Music] but it seems like on 11th street uh which is the west side is a little chaotic um there's no sidewalk on that side apparently people apart from both sides the tracks yes thank you so much [Music] please you
