002member Charlotte, you're off the bat. >> East seniors Trojans's Take Action event was a success. All the students enjoyed it. We just had prom a couple of weeks ago and all the juniors and seniors loved that. Yearbooks were distributed last Friday, so everyone's super excited to get those signed. Our teacher of the year was Miss Jumpa. And our student of the year was our very own Adam Scripek. Yeah. >> [applause] >> East Senior Scholarship Night is on Thursday and it's sad to say this is my last report as an ex officio. Uh and it's been an absolute pleasure to sit on the board and to learn all these valuable skills. Thank you. >> Thank you. >> Last week students were honored at both the Kowanas awards and scholarship night. Actually I believe awards were two
003weeks ago but and then the only thing I have noted upcoming that Dr. Krueger won't mention is that the engineering academy juniors will be going to Saffron which is an international aerospace and defense company based in Lancaster. >> Amazing. I didn't know you were going to mention information. >> Next is the superintendent report. Guess who's gonna do that? >> Super. >> Thank you, Mr. obedient. Um I would like to begin by just highlighting the results of our May 19th vote and I would love to take this time to thank the community for their support. Um our community came out and overwhelmingly uh approved the three propositions uh that we presented to our community. Proposition one which was our budget, Proposition two, capital improvement project and proposition three which was a bus replacement proposition. All three
004propositions were overwhelmingly approved by our by our voters, our residents, and taxpayers. So, thank you to everyone for their support, and I want to thank the board and my leadership team for all of their work in helping to communicate and educate the community regarding those three propositions. In addition, I'm happy to share the results of our board elections and the reelection of our three trustees whose seats were up. It is our pleasure to welcome back to the board of education Laura Sok Scott Sarah Porzak and Lorraine Burelich. So thank you. [applause] It has been a pleasure working with you and I look forward to the next three years of us continuing to good do good work and service for our students and our community. We also had an overwhelming response to kids voting. Uh this
005was probably the most enthusiastic vote results that we had because our students were voting on the playground equipment for their new playground at our three schools that were receiving new playgrounds. And so at Ellenale and West Elementary, students got to give their feedback on the multi-purpose court uh and what kinds of play surfaces they would like on that court as we refinish the current tennis court for our students as a play area. And at Clinton Elementary, they got to choose the slide of their preference, swing an interactive panel, similarly at Northwood and also at Winchester Potters. So, the response of our students and I want to thank parents who brought their students out um to participate in that vote. The things that we have listed here as winners, the exact color and model might vary
006slightly, but we certainly wanted to get students feedback and input on that. Uh, so we appreciate their participation. I would like to recognize also a business teacher at our high school, Rachel Funk, who was recognized by NIF, the Niagara Frontier Industry Education Council with the Commitment to Education Award. Congratulations to her. I'd also like to recognize recent academic achievement that has been bestowed upon our school district. uh benchmark which is our curricular resource for English language arts has highlighted the growth of our students from grades four to five as surpassing state uh averages in that area. So tremendous growth of our students in ELA and Winchester Potter's Elementary School was recently recognized by an organization called Better Outcomes Research for achieving exceptionally high academic results for our economically disadvantaged students. So good things are happening
007in our schools and it's wonderful when when we can pause and celebrate uh the work of our teachers, faculty, staff, and the support of our parents. We also had a student who won a a major award, a $5,000 scholarship for her college and career portfolio. She presented her portfolio at NIF and out of the entire region, she was the winning award recipient and will be be receiving a $5,000 scholarship. Celebrating there in the picture with her is Miss Rachel Funk, uh her teacher who guided her on that project. So, congratulations to them. We also um had some students who continued on from a local historybe um and made it to the statewide level. And so we recognize and celebrate our students in seventh and eighth grade out of East Middle School who had incredible placements.
008I've listed the students names and the places uh that they landed in in their competition uh on that statewide competition. So congratulations to them and and their teachers for their support of their development of social studies. And then we also recently had a wonderful opportunity. We had done this in another elementary school in the fall and it was such a success that we continued it this spring at Winchester Potter Elementary where we had a day of technology at Winchester Potters. So students from our high school academy of digital media came to the elementary level. So, our students serving as role models and leaders for our elementary students. And they were engaged throughout the day in a number of hands-on learning opportunities and experiences where our high schoolers are, for example, teaching our elementary students how
009to do some foundational coding and how to work in Canva. So, it's a great opportunity for our high school students to be role models and leaders for our elementary students. Lastly, I wanted to share with the board of education um and those in attendance some updates regarding our before and after school programming which has been hosted here in the district through our community education program. And on a regular basis as a school district, it's our responsibility to review our programs and to ensure that we are meeting all state regulations and laws and to ensure full compliance when it comes to those programmings. In order to ensure that we are fully compliant in offering a before and after school child care program, we have made the decision to transition that from a community educationbased program that
010is run by the school district to partner with the YMCA, which is a regional leader in providing services to families before and after school. The partnership will ensure that we are operating both effectively and in com in compliance with all state regulations. We're also trying to maintain as many of the great and wonderful things that we like about our current before and after school child care program. Parents appreciate the convenience that it's right at school, that they don't have to take their child somewhere else, that it's provided right at school in their elementary school, and that the hours of service that parents have come to know and appreciate are still provided to our families. So, currently that's service starting at 7:00 a.m. and child care service that goes until 6:00 p.m. We will be able
011to provide that same level of support to families as we host this program. Nonetheless, any change has pros and cons that come with it. We are a school district. We are not a child care provider, but we have chosen to provide child care services with a partner that will provide that service on our campuses for our families. Some of the things that families may experience that would be a limitation or a lack of flexibility that they've uh been able to enjoy recently is that families will need to have a sit a set and fixed schedule. They can participate in the program on a part-time basis, one day a week, two days a week, three days a week, for example, but it does need to be a fixed and regular schedule so that we can ensure
012that the YMCA has adequate staff to asssure the student and staff ratios that the state requires. So that means less flexibility. Parents will not be able to set their schedule on a monthly basis or have students drop into the program, which is a benefit and a flexibility that I think has been enjoyed in the past. Families can also choose full-time, which would be four to five days a week if they need that support Monday through Friday on site at our schools. And this will ensure that we are able to fully comply with what the state's expectations are around uh before and after school studentto staff ratios. Some of the benefits that our families will experience is that the YMCA is able to provide child care support during school breaks. So for example, the Christmas break,
013the February break, spring break, those are times when our families have not had any child care support provided by the school district. With our partnership with the YMCA, families will be able to have access to that child care at their Southtown's YMCA location on Southwestern Boulevard. So if they should choose to take advantage of that, they certainly can have advantage uh take advantage of that. and of course summer programming that is available as well. So this partnership as I said does ensure that we are able to provide a safe and adequate program with the convenience for families of offering it onsite. There are uh tuition reductions available for families who economically qualify and I realize that this new model may not be a fit for some families which is why we wanted to announce that
014to families now. If families have a schedule where they need Tuesday this week, Thursday next week, and a full five days the following week, this model may not be the model for them. And now we're giving families months of lead time if they want to choose a different option to choose to have a babysitter in their home or some other arrangement. And we wanted to ensure that we gave families adequate lead time to be able to plan and to respond accordingly. So, I just wanted to share that background and information. Information did go out to all elementary families Monday afternoon and we communicated this change with our elementary faculty and staff as well. In closing, I just want to thank Stephanie Wright for her leadership of the program for a number of years and to
015thank those who have worked within the before and after school child care program. They are often the first face that our students see in the morning in school and sometimes the last face that they see in the in the evening when their parents pick them up after work. The Y has been a wonderful partner and is encouraging those who currently work in our before and after school child care program, encouraging them to apply for this opportunity to work with the YMCA so that we can provide some familiarity and some uh reassurances to to our families. I think for many of our kids and families, the program itself is going to feel really similar, but behind the scenes structurally, we've got some changes to it. And then in closing, I just want to highlight some upcoming
016events as the the busyiness that is May and June starts to to wrap up slightly. We still have some great events happening this week as was mentioned in our exeicio student board members reports. We have uh academy graduation. The Erie County School Boards Association dinner is Thursday night where our very own Zack Armstrong will be recognized. Uh that unfortunately is a conflict for us for the East Senior Scholarship Night. And then we have our culminating events on June 22nd and June 23rd with graduations for West and East Senior at UB Center for Performing Arts at 7 p.m. Thank you. >> Thank you. 017their uh continuing education with the state board. Um and so the New York State School Boards Association acknowledges um board members who continuously strive uh for to expand their governance and their knowledge of what they do here and to help them perform um as board members. And um the e the board of excellence uh recognition awards which is an award by the New York State Board of Education ranges from level one to level four depending on the number of trainings and workshops uh that board members and events that board members attend. Um and so I would like to recognize a few board members here tonight. Um first I would like to recognize Sarah um who achieved a level one for completing 90 hours of continuing education. SO REALLY WELL DONE. [applause] AND THEN I ALSO
018WOULD like to recognize Loren um who earned a level two. Um so congratulations. [applause] Ed also achieved a level two for the award. So congratulations. [applause] Um so these uh these will be recognized in a future publication of the on board publication. Um, and so just uh to round us out, Ed completed 150 hours and Lorine completed 190 hours. Um, next we're going to move on to um G, our exeicio student board member recognition. Yes, we are going to recognize you guys for being awesome. Um, we have uh some cards and some gifts for you guys. And I just want to I wrote
019actually this is how important this is to me. I wrote down a few things instead of winging it as I do a lot of times. Um this is the first time this was done. I mean it's the first time it was done in all of New York State. Um first time we dealt with it here. We had no idea what was going to happen or how it was going to work. Um you guys couldn't have set the bar higher for anyone who comes back or you know does it next year or returns. Um it it was a pleasure working with you. You represented the students really well. You represented the community and what I'm really proud of is you represented us as a board when you would go out to functions and different things that
020you did. constantly heard amazing feedback about any one of you who went to different things and anything you participated in whether it was as a student whether it was ex official board member anything you guys did um I can't probably ramble on enough about how much we enjoyed it uh you guys I mean you worked this is the cool thing is we we had the board members and then we had the you would say backup um then you guys immediately came together as a team of four And I never saw that coming. We never saw that coming. And immediately when you guys proposed that, we were like, "This is great. We love it." The amount of work that you guys did together. And uh it just it was an amazing addition to our board and
021I think you made us all better doing what you did. Very impressed with the things. Um capital improvement project. You guys jumped in on the videos. You helped promote it. You were participated in getting information back to us. um redistricting, everything that that we were involved in. You guys had a major role in helping us get through that. So, can't thank you enough. I I kind of sucks that this is your last meeting. Um I'm not you're coming back, so I'm ignore everything I'm saying. Um but the people you work with, don't tell them how great they are. Um, but just again, I don't know what other board members want to jump in here and say anything else, but couldn't couldn't have a better experience than what we did with you guys. You should be

Are we all good? >> I think Ed mostly covered it, but just heartfelt um when I send my heartfelt congratulations to you and thanks for all you did to support your schools, your peers, your district, your fellow board members. um we can't imagine a board without having exeicio board members at this point. So, thank you so much. >> I think um you know that the thing is some of us work in schools with kids and we think we have perspective but having you guys here this year just took it to that next level because it was reassuring for certain things to have your opinions and your feedback on on different things that we've discussed. And I think you dove in head first at all the ECASB events, um, numerous events. You were the only students there. So, I think that said so much to ECASB as well. You know, you represented kind of the county. You were the only kids there, you know, the only students. So, I hope that you really took [clears throat] that away that most adults don't learn those lessons that you were exposed to. So, best wishes to you guys and yeah, we'll see you next year. [applause] I don't believe either of our student representatives from West Senior were able to be with us tonight, but we will be welcoming to represent West Senior Ella Wakowski as our exeicio student board member, Matthew Mahalik as an e alternate exeicio student board member, and Kale has also expressed an interest in staying around with us for next year. So we are excited to continue to have Kale as an experienced member going forward. It is our hope that those
027that enter as uh alternate exeicio board members in their junior year will stay on for their senior year because that first year is is a learning curve and you it takes a little while I think to find your voice at this table. It can be an intimidating experience. And so we're really hopeful that going forward we will start alternate exeicios their sophomore. They apply their sophomore year but would serve both their junior and senior year and move into the exeicio student board member role during their senior year. So we welcome our new students that will be joining us and again thank you to those who served this year. Thank you. I just want to say the two reps from East, I'm not too familiar with some of the reps from West, unfortunately, but two new reps from East, Angel and Emma. I cannot think of two better and more well spoken successors to take on our two seats. So, I am so glad that they are filling our spot. So, I have a lot of faith in you both. >> Thank you. That was was really nice. Great. >> Thank you. We have some revisions to our code of conduct that we'd like to share publicly tonight. Um, a requirement of our code of conduct is that when we make changes to the code of conduct, we are required to publicly present those changes, leave it
029open for a public comment period of a minimum of 30 days so that we can get feedback from any of our stakeholders, student feedback, parent feedback, community feedback. And then following that public comment period, we can consider that feedback which we may uh accept that feedback or not before ultimately the board of ed adopting the revised code of conduct. So it's my pleasure to introduce Dr. Sharon Logrren, our director of people personnel services, who leads this process to bring together a group of stakeholders to review the current code of conduct and to consider any revisions to that. So, I'll turn it over to Dr. Logan to highlight those changes uh for you tonight. Thank you, Sharon. >> Okay. Thank you, Dr. Krueger. Hello, everyone. Hello, board members and student official board members and everyone in
030the audience. So, thank you so much for letting me present our code of conduct changes for this year. We don't have many, which is a good thing. Um, but each year we um meet as a committee. We have a representantation across all of our buildings and on the team and we talk about um the code of conduct that we put in place the pre previous year and how things were going along the way. We uh review the definitions, the bill of rights, expectations, um the all of the other categories under disciplinary procedures and penalties and any other components that we reviewed as a team or um things that someone wanted to bring up. oftentimes what happens is um something may come up at one level that's not a concern at another level and so sometimes
031then we might meet again in a different slice group for that level specifically to talk about um the concerns that were at a specific level like for example something at the high school level may be more of a concern than at the K8 level. Okay. All right. So, one addition this year that we um wanted to make some slight adjustments to was uh under backpacks. Right now, we don't carry backpacks for our prek8 students. However, we do allow the students in the high schools to carry them. So, one uh notable change that we wanted to add this year, which was already in the code of conduct, was about the way that um students are storing their backpacks once they bring them to class. students in the high school and in our other buildings are assigned
032a locker. It seems like maybe sometimes in the high school they're not used as much as they are in the other buildings. So, um the team felt it was important to change some of the verbiage for carrying a backpack per se, which seems to now have grown into large luggage to back to a small personal item as long as it fits under the students desk, which was there originally. uh table or kiosk depending on what the classroom construct looks like and then if it does not fit because oftentimes someone's bringing in their bag plus an athletic bag or anything else. So if it if those things don't fit that they could go back and take those back to their locker, store one of them at least in their locker till the end of the day.
033Um, in terms of like uh the next line about what that would look like, um, we just changed some of the verbiage to say that the district personnel, including the building principal andor designate, including APS or whatnot, um, whoever is in place in the leadership capacity may allow backpacks and or other personal items to be carried based on an individual student need because, as we know, sometimes there might be some an ex um, an outstanding circumstance where somebody may need something or a different bag. Maybe it's on wheels depending on what happened. Maybe they had a medical need. Maybe there someone else is carrying their bag, someone's on crutches. We know that that's happened before and someone is carrying their book bag or whatever for them. Um and then we just eliminated have discretion over
034the use of a specific bag or backpack. So basically moving forward, we really want to stress that to for students to please make sure that your backpack fits under your desk or your chair so it doesn't cause a safety hazard in the aisle when everyone else is walking down the aisle to get to their class or their seat. Okay. The next item that um wanted to be addressed was regarding the term playfighting under engaging any conduct that endangers the safety, morals, health or welfare of others. It was listed on page 15 as included in another line, line 13. But in talking to the administrators who were on the team, they felt like sometimes this happened to be more secondary of course that sometimes the play fighting well it's fun and it's fun to goof around
035with your friends but sometimes somebody walking into that situation may not know all the players and that can create a really unsafe environment or they think that that's actually a real situation that is going on at the time even though friends were goofing around. So they really want to try and minimize that because it has created some situations that could be unsafe. So we did add that as its own separate line on page 14 instead um to read engaging in behavior that is physically disruptive or potentially hazardous such as playf fighting that creates an unsafe environment. So again, I know it's fun to goof around sometimes with your friends, but we need to do that appropriately. Um and then in addition to um under that category of engaging in the conduct that endangers the safety
036and morals of others um we added a line that we felt was really important um on page 15 it's item 25 and basically I'll outline the reason for it but it states any willful behavior that allows or could allow unauthorized access to the building. So the reason that we discussed as a team that we felt that was important is because sometimes in some situations we really are trying to create safe and tight security in all of our buildings. But sometimes it happens where students may you know leave like try and hold the door open and let their friends or whoever is coming in a different door and we don't want that to happen. We really want to funnel all of our student visitor, parent, whomever it is, main entrance and access to the front of
037the building where they can be checked at the door. They can go through their raptor tag. And we really want to eliminate any open doors or letting anyone come and go on any other doors or entrances on campus, especially those campuses that are much larger than others and have a lot of traffic coming in. uh other doors, athletic entrances. So, we added that as a safety measure to put into place. And then um on page 16, there was no changes to that. We just were missing the word work under academic dishonesty. So, it really should said one's own work, but it was missing. So, those were really the change the only changes that we had for this year. I think we've done a lot of work over the years and really tightening up our policy,
038our verbiage. um certainly issues that come to the forefront um that are concerned at each level and as Dr. Krueger shared our next steps would be um that we hold a public comment period for 30 days and then once we get those comments we'll look at them and see what they say, see where that would fit in. If there's something that maybe someone else had a different lens on that they felt we should consider, then we always do. Um and then we go from there and then put it back on the board for adoption. 040Sure. So, the school social worker position is in response to student need. It's going to be paid for with title grant funds. um we are seeing continued and increased needs when it comes to students behavioral and mental health support. Uh and so that has been something that we've evaluated in terms of case loads of our current social workers uh and are recommending that addition of a 1.0 social worker. The art and music positions stem from reductions of staff that occurred a few years ago where we have been incredibly tight to the point where we have traveling teachers, an art teacher for example, who will travel just to come to this building to teach one section or to come to this building to teach one section of music. What that means is by trying to be
041so lean, we've actually created tremendous inefficiency when it comes to travel. Because if you're ending, let's say, a class at a different school, second period, you cannot come to another school to teach third period. You actually lose an entire instructional period due to travel. So the efforts that I think were previously done to try to tighten things up have actually created gaps in schedules where we have to block out time for travel. The result of that is having an an academic impact on the number of sections that we can provide uh and the number of offerings to our students specifically in music. It can impact things like group size and lesson size. So in order for us to add simply a 0.4 4 in each of those areas, which when it's not full-time, we're not
042looking at full salary and benefits to that individual. By being point4, we can realize some tremendous efficiency and eliminate some travel in those positions. So, it's a much greater bang for our buck than what the current model is that will have a tremendous positive impact on those two content areas of art and music. And and I'm sure you know from other updates that I've shared with you, we do have full-time teaching positions, uh 1.0 FTE teaching positions that we are not replacing through attrition and have truly evaluated all of those areas so that we are reducing the number of FTEEs we have through attrition. But yes, these are these are two ads um in both art music and then the 1.0 know in so in social work support that are truly needed in our schools.

I will note that before tonight's board meeting at 5:30 this evening in this very room, we had some wonderful recognitions that took place. We recognized our students who met the graduation requirements under the alternative high school graduation and we also recognized our those who are retiring uh at some point during this school year and we recognized all of our retirees and we also recognized our tenure recipients. 045those of you that were at our reception, um, we had the honor of recognizing, uh, 34 tenure recipients uh, and just under 40, uh, retirees as listed here. Um, I'd like to congratulate each of our retirees. uh being in the district for some time, I've had an opportunity to work with many of them in a variety of different capacities. Uh I believe those listed were already here and and recognized, but nonetheless uh as I shared, we had uh over 800 years of service to our district uh by these employees. I'd also be remiss not to congratulate our teachers being recommended for tenure. We will be discussing, as you mentioned, any presentations that the board would like to see for the upcoming school year, uh, the veterans tax exemption. And then I also do want to talk with the board about our West Senior parking lot and the tradition that we've had around students painting parking spaces. Um, because that's been a beloved tradition and I want to make sure that that there's no board opposition to that with it being a newly paved parking lot. But but I think the students would like to continue that tradition and I want to be able to give guidance back to the west senior leadership team.
