001e e e call a [Music] and Ali to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for [Music] all right good evening everyone good evening uh no anticipated executive session jump right into any announcements this evening no announcements okay how about student highlights so our student highlight tonight is our morer Visual Arts award and unfortunately none of the students were able to make it but I'd like to recognize them and remind everybody that their artwork will be uh displayed at district office for the remainder of the school year and throughout the South um makes it look really nice so we we're very happy that we have such talented students so from the high school we have Natalia Hernandez

002um hers is a watercolor still life from the Middle School Leila works and she created um cover design she did three different book covers and so we'll display all three and then finally Zoe enr from the elementary school did a jazz print so again all of the artwork will be dis displayed um at district office and I will send out photos of all of them in my Friday update so you can see them get a good view thank you yes all right we'll move right into the public hearing budget hearing thank you go ahead just next um tonight's presentation we get our student representative it's the student repres Sor so she doesn't have to be her I have yeah we can move that is right to move that this is gonna be really exciting for

003you guys unless you want to stay for another hour very thoughtful okay okay so the first thing I've got is spring Sports which is really ruting okay so we've got tennis sectionals the individuals cuz like it happens in like sections so individuals was last week I don't think that was great but it's okay um and then they have F like a full week of matches this week and then they play Team sectionals um on the weekend um the track teams have been doing really well they had multiple first places on both the girls and boys side in the most recent meet against gananda and then last week the girls had went well the girls and boys went to win invite and they both did really well there were over 25 teams there and the team

004and the girls team took six um softball and baseball teams closing in on sectionals and then the softball team has a winning record and the baseball team does too um girls play football played their played their first game against the sorry not their first game the girls play football team had their first played their first sectional game on er um against ER on Monday and then we won over half of our games in the first year of having which is really cool um teacher appreciation week is this week so student council had like treats for the staff in the lounge on Monday morning and we're also going to be writing notes for the stent council is going to be writing notes for all of our faculty members and we're going to be putting them in

005the mailboxes so that they'll be like personalized like thank yous for all our wonderful faculty members and then every member of the student body was also given slips um like appreciation slips that you could fill out so you nominate your teacher and then like you write your own name and then I'm assuming that there will be like a drawing for a gift card and then for both you and the staff member that you pied um um Marissa who is the class of 2024 valedictorian um hosted a comedy show for her NHS project in March and that was a pretty big success so because of that and you know her own future in the field she's coordinated one of her favorite local comedians to host a workshop on Comedy and improv for anyone who's interested in

006GRS 9 through 12 and the workshop takes place on May 20th and then academically students are starting to prepare for end of your exams like Regents and AP and there's definitely a little bit of stress in the air but it's still a lot to look forward to with you know the upcoming spring concert and various field trips and of course the senior trip and graduation so that's pretty much the high school how many weeks left six more Mondays awesome thank you very much you're welcome to leave right see you later all right Jeff now we'll move into the budget hear you thanks um tonight's presentation is going to be very similar to our last presentation so most of this may sound familiar so mean to make it that way but it's still the same stuff

007so tonight we will go over the funding sources and the detail comparisons year-over-year and we'll go over the expenditure budget expressed as the New York state required three-part budget uh and we're going to discuss conent budgets tonight and finally the ballot propositions go ahead so up first is the revenue side of the budget this slide shows us a chart which summarizes a breakdown of the district's funding sources there's four primary funding sources uh state aid or specifically Foundation Aid and other expense driven AIDS like uh Bose seats building Aid um and transportation Aid make up approximately 51% of the district's funding sources well real property taxes and District pilots make up about 43% of the district's funding sources the remaining 6% is made up of uh District share of sales tax from Wayne County other

008miscellaneous sources of funding like earned interest and finally the use of fund balance and Reserves so to break down our Revenue further you will see our state aid is increasing $787,000 the majority of state aid increas is directly related to building Aid which is the result of capital projects and the associated planed debt that goes along with that Capital project none of this $787,000 increase is associated with Foundation age with Foundation Aid which has typically been the largest contributor to state aid consistently year-over-year we see an increase in other local revenues of approximately 221,000 this is related to increase depository interest rates and the district taking advantage of that moving money uh when it's um uh a good time to do that as well as increases for Billings related to out of District uh students

009attending Williamson property taxes are increasing $295,900 represents 2.48% growth in the levy Wayne County sales tax Remains the Same finally we see small decreases for pilots and federal reimbursements Remains the Same so the total increase in our true funding sources is approximately 1, 304,000 with the largest piece of that coming from New York State Building Aid related to those capital projects next we look at how we are using using reserves and fund balance to bridge that Gap or to make ourselves whole because Williamson did not see increases to its foundation Aid a heavier Reliance on reserves and appropriated fund balance is required overall the use of reserves and fund balances up approximately $300,000 with a majority of that coming from Debt Service Reserve use of reserves and fund balance is always something we want to

010be mindful of to ensure we're not eroding the financial stability away from the district and as presented in our budget Workshop Williamson has utilized this level of reserves in the past when Foundation a has fallen short and New York state has struggled to balance its budget um there are very serious conversations surrounding uh New York State's reconfiguration of the foundation Aid formula for next year and and we feel comfortable with this level of use for the 2425 school year go ahead y so next up is the expenditure side of the budget so again the expenditure side is consistent with what has already been presented and this slide does a nice job of depicting how District funds are utilized uh the instructional component of the budget represents all teacher salaries you know things think about things

011like teaching students student supports instructional technology purchases of instructional materials curriculum Bose's uh programs and all of these things represent about 49% of the expenditure budget employee benefits health insurance the Employee Retirement System teacher retirement system um Etc are approximately one quarter of the budget footprint and so I know I've said this uh many times before so in any given school budget across the state it's not uncommon to see those two things add up to about 75% of any school budget and certainly this budget holds true with that the general support component of the budget represents buildings and grounds infrastructure Central Services human resources and financial Administration legal costs compliance costs governance costs and these represent approximately 12% of our budget footprint and finally Debt Service 7% Transportation 5% and in fund transfers 1% of

012the remainder go ahead thank you so looking at the three-part budget required by New York State we break down budgeted items and assign them to one of three components an administrative component a program component or a capital component as we look at the administrative component of the three-part budget we see an overall consistent comparison with a prior year we see a modest increase of $175,000 with an approximate 05% decrease overall is a percent of total budget the most noteworthy changes here are related to increased costs for bosis I say bosis a lot I want to make sure people understand what that means so increased bosies cost can mean different things it can mean Personnel that Williamson shares with other districts to take advantage of cost savings or it can be the cost of various goods

013and services to operate uh for example the cost of various software and Hardware like printers or it can mean the cost associated with running and operating a bosis where all the districts share that cost so in newor there is a wonderful facility a wonderful ois we all share the cost to maintain that facility uh for example the majority of the increase in the Board of Education line is associated with costs related to policy work with irie1 bosies this work is done to help ensure proper governance compliance with rules and regulations as well as transparency in central Administration and finance there is an increased cost for shared os's Personnel so and this was a big topic last year and it still is today over the last several years osis has faced some challenges uh the same

014challenges that we're all facing um when we're competing for limited qualified labor force employees and in turn is needed to re-evaluate their compensation packages to attract new employees uh this has become such a challenge that B has actually forced some districts out of Bose's and they're not being supported by B IES with certain personnel and programs um and services these increased costs that come along with those um increased compensation packages obviously get passed through to the districts one of the main uh increases in Central Services and special items is related to security software purchased through bosis and uh overall the advantage here is that the district does receive B's Aid on these expenditures the following year so anytime we can take advantage of using B we do uh also as always we see increases here

015for contractual costs for salary salary increases and benefits so this slide is just a summary for people who might click online might not want to watch this entire presentation this just summarizes what I said so I did this for each section I think it's a good time to note Jeff that all of the budget presentations are also available on our website yes you can go ahead and jump thanks um the program component is the largest of the three-part budget as it houses all regular instruction program for students with disabilities occupational education special services uh instructional technology co-curricular Athletics Transportation benefits essentially all the costs of delivering these programs and services to students and the associated Staffing transportation and benefits in doing so uh I've said this before and I'll say it again fiscal respons possibility

016is a pillar of our strategic plan with this in mind the administration team is continuously evaluating the needs of the district while also ensuring we are being fiscally responsible to our community as you can see by the Numbers we're seeing a dollar increase approximately $68,000 and a decrease of 1.76% of total budget in the program area the overall dollar increase here is less than normal and is the result of the discontinuation of positions based on enrollment numbers or retirements um when we lose those positions through attrition approximately half of the school districts in New York state in New York state saw a z increase in Foundation Aid and have been required to make challenging decisions about Staffing and Williamson is not isolated from this other items to not uh in the program component are increases

017to programs for students with disabilities to maintain legally man M ated compliance to student IEPs as well as increases to transportation for out of District placements and again increases for those traditional typical uh contractual increases for salaries and benefits and again this slide just is a summary of some of the notes for people might not watch who just want to read those slides thank you the capital component houses the operation and maintenance of our buildings and grounds Associated benefits and where the debt service from previous capital projects are placed noteworthy items in the operation and maintenance are for continued use for security personnel with the district's SRO continued use for security camera updates there's a local Aid available up to $35,000 every single year for camera Replacements again that is an expenditure but there's an

018offside offsetting Revenue the following year so it's kind of like um debt and um the the capital Aid or uh building Aid that I get and that I'll talk about in a moment the biggest increase here is for Debt Service the bottom line in December of 23 the district signed a short-term arwing called a ban or a bond anticipation not for the work being performed in the current capital project the signing was a planned borrowing and is the $700,000 increase in debt service that you see year uh this debt service has a direct building Aid Revenue stream tied to it uh which I'm going to speak about in a moment finally the capital component also makes continued use of the $100,000 Capital outlay every year New York state allows school districts to receive up to

019$100,000 of building aid for a capital outlay with this budget the high school will undergo work to renovate the gymnasium floor due to deteriorating editions as well as provide a window film um that mitigates Suare and UV rays uh during some of our sporting competition it's been noted that the Sun comes in is very uh disruptive to play um the advantage here with this outlay is the that the district can do a smaller project and a little bit of a project and receip building a instead of just paying for the out of pocket and receiving nothing thanks so this slide summarizes what we just discussed and shows a picture of the gym 4 I mentioned this at the last meeting a District's high school gymnasium is one of the most used spaces in any given

020School District during the day classes are held after school uh there's practices at night time there's sporting events on the weekends kids are in there practicing or Community Partners uh have requested to use that space and we try to accommodate that as much as possible so the next slide this is just some pictures so people can see um on the right side there's it's hard to show up and you see it FL when you're in the gym but there pitting and indentations in the center that's just delamination of the floor we have some board separation and over just over time bleacher impact it's just the typical wear and tear when these hight traffic spaces get used continuously thanks um as we look at the three Park budget summary comparison we see that the capital component

021has the largest change due to the current capital project that is underway this uh was a project approved by voters back in December of 2021 the capital component includes approximately 700,000 of plan new debt that is offset by a direct funding stream in building Aid in other words expenditures are going up but but so does building Aid the revenues go up and um the aid helps offset that increase so why is this important year-over-year we have budget growth of 5.96% this is important because any year that a district introduces new debt you're going to have a larger than normal year-over-year change in budget much of this 5.96% growth is tied to that structured growth of Debt Service of 700,000 this debt growth has a direct Aid tied to it which increases the revenue side of

022the budget a more true budget growth percentage tied to actual outof pocket cost would be 3.37% which actually falls below inflation of 4.1% and again last bullet tax cap compliant total uh tax levy growth at 2.48 which I mentioned before so this slide is new the this next slide discusses contingent budgets this was a question that came up at our last board meeting yeah remember um a contingent budget is a budget that may be adopted if the budget fails to obtain voter approval under New York state law if a school budget is defeated the Board of Education typically has three options can re resubmit the defeated budget for uh revote they can submit a revised budget or immediately adopt a contingent budget a school board may not submit a budget for vote more than two

023times if the second vote is defeated the board must adopt a contingent budget some of the impacts of adopting a contingent budget would mean the statutory elimination of certain items immediately this would include that capital outlay I was just speaking about so the proposed 2425 gym floor uh Rehabilitation um would not get done the elimination of equipment expenditures uh so if the district for example had a a mower that blew a engine um we couldn't go get another mower uh so we'd have to contract out the company to um mow the grass that's just an example top of my head um the elimination of uh restrict or restriction of community use of facilities uh certain restrictions to the administrative budget so any one not in a collective bargaining unit would not see contractual increases raises

024elimination of certain school supplies for students like pens pencils erasers there's a list on the ni said website but it is a very old list and it has very old items that we really don't buy anyways yeah like I like an advocus I'm like very old um it's really just there to give you an idea of what some of those items are um so I just want to know there is a list on the website as well as student field trips and staff conferences uh Athletics extracurricular activities non-mandated Transportation all non-m mandated programs activities and purchase would also need to be evaluated and potentially eliminated any remaining contingency items to eliminate will be determined in collaboration with the Board of Education and the administration I like you uh up next are uh propositions that you'll

025see on the ballot so proposition number one is simply the budget voter approval is necessary for the budget to be implemented and moveed forward if the budget is defeated then we would hold a second Vote or consider a contingency budget which would remove those certain programs purchases and services proposition number two go you can change uh is a bus purchase proposition includes legal language as to the value of the buses less trade in value as well as how much is going to be allocated out of our bus purchase Reserve so explaining the whyer the district receives Transportation Aid of roughly 81.5% of the total purchase value absent tradein using reserves to purchase buses saves money associated with the high interest rates with borrowing it also saves money on bond rating fees fiscal advisor fees and

026legal fees so essentially we're looking to replace buses every 5 to six years which means they're always covered under a warranty there are fewer General Repair and maintenance costs they're continuously uh generating that state aid and staying in that program and when their life's up they come with a higher resell value or trade in value as well as regularly placing students in safer buses since buses are created made every single year they more safety features thank you uh finally proposition number three is for the creation of a bus purchase reserve the creation of this allows a district to reserve any unspent operating funds and apply them toward future bus purchases these reserves work to ensure that scheduled bus Replacements will not require additional property tax levy increases for Capital expenses as well as saves the

027district on interest rates for borrowing and all those Associated loan costs I mentioned prior that's it questions so that moves us into the uh question and answer period so for the public this is your opportunity to ask question about the I have two questions this as I was um so you had talked about like the reserves and we were dipping into the reserves and you said that you feel comfortable if the state continues with not increasing funding or having continued decreases how far do you see those reserves being able to it's a really good question um right now I would put us out four and a half to five years but it's really hard to answer that question because the the future is just so unpredictable and it really depends on how much they cut

028the funding if they if they make drastic cuts and there's a pretty significant fear for our smaller Ral rural districts that they're going to do that um it might not be that long it might not last that long but if we're going with what we're are use this year in projecting that board it would be about four to five years so a part two you said that they're looking at REM mapping what that foundational programming fund looks like where do you see that do you see that as being something that is more Equitable or do you see that not being the case and that it's going to affect us so um I don't mean to sound like a pessimist I me it's nework for I I consider it more of a realist um I think

029the the city New York City has most the power and the leverage and I sometimes think Upstate gets forgotten and a lot of it's going to depend on enrollment and uh based on need or what what New York State deems is need um which is might not be what we all here in this room feel like the need is um so I I think it's going to to decrease and by how much I don't know I hope um that there is lobbying for us small districts I really hope that okay and so then my other question was you said that you know we pay into both seies and that we've seen increase in cost in that just out of curiosity do we pay per student or do we pay whatever the whole pot is then

030we divide that by the six districts or however many districts that enroll in it it's it's a good question so there's certain items they're called coers so coer is like a like a service like a program so um we pay on like use so if we were so we pay for our district treasure for example is house theosis we're sharing that cost so she does all the work for Williamson and she does all the work for another district and so we share the cost and it's all of her costs uh including like her benefits and her um uh salary salary benefits for her but there is a deduct where bosies will only cover up to 30% then uh so you get AED on that 30 $30,000 not 30% first $30,000 and then after that and

031that's another thing that we've been lobbying for is that to change because it hasn't changed in 20 some years or something okay but there are some items that are per student well that's also a cost saer there are some items that are for student right so yeah and just depends on the it it's the whole mad of so yes and there's some items based on your arada which means resident weighted average daily attendance um there's other it's if you saw Bose vill you be like whoa like it's like this thick it's very thick and it's yeah I it's complicated but I think you know the important thing to understand is we try to L that as much as we can because the aid does vary from item to item but it is Aid that we

032get the following year and so that's very helpful when we look at revenues right so we try to leverage that as much as we can the other thing that I want to point out that's related to one of your questions aelia is that Williamson is kind of a strange bird in the Wayne um County Wayne Finger Lakes area in the sense that um we get less Aid student than most schools uh surrounding us and the reason for that is we appear to be umy wealthy so the state is has a formula they have lots of formulas and the formula that they use to determine a a town or an area's wealth uh has Williamson looking like we are I think the third wealthiest District in Wayne fingerl yeah um and and we are not uh

033but I think it's skewed a little bit from Lake Properties big farms that kind of thing so again as they revisit the financial formula for foundation Aid We're very hopeful that they will take into consideration all of those things that districts like us have um to deal with or part of our free and reduced lunch numbers are significantly higher than other districts but we still appear to be wealthier than other districts which that number would indicate as a whole we're not so the combined wealth ratio is the the term that they use for that so it's looking at the combined wealth of the whole District so I hope that helps answer a little bit I have two questions um if I'm watching your figures correctly you want to all lot $700,000 to fix the gym

034no no uh it's actually less than 100,000 so every single year the state allows us to do a $100,000 Capital outlay which we will be aided up to $100,000 back on the 700,000 is for debt that's happening now so if you I don't know if you if you've driven around the district you'll see all these things happening Windows right here these windows um yeah and these were part of a project uh that was approved Capital project before I even got here um and it's the debt associated with with the project um that we're doing now that's the windows and its univ ventilators and its play playgrounds yeah in Auditorium work it's there it's all that work that's happening and then my my second question thank you for answering that my car is 15 years old

035they're not meant to break now there's no reason a child can't be on a five six 10 year old school bus they're they don't break down I don't understand why you got to turn in a bus every five years it's a great question because I can understand uh as somebody that owns a car how you could see it that way but what you have to recognize is we get substantial Aid on anything related to Transportation so I think Jeff said 81.5% um so for every dollar we spend from the state we get 81 um cents back and so that combined with the tradein value of a newer bus combined with the low cost of Maintenance the lower cost of Maintenance when you do the analysis it makes sense it actually is not you that's what

036all most districts are to I don't want to say all most districts are but that's because there's different cost factors it's not like my car that I'm paying off and I don't want to have a payment so I think that's a great a great question I get you my vehicles are 10 years old also um I I drive until they can no longer be driven but this actually makes sense because you're actually saving money over time but I'm the I'm the I agree with I'm the same way the state doesn't give us money though they do not but they increase I have two related questions um with the contingent budget possibility as well as the um transportation Reserve that's being put out there is additional information being shared with the voters regarding what it could

037mean if we have to adapt a contingent budget like with the elimination of different programs as well as um that lovely meeting from November about all the transportation changes that the state is requiring and the increased cost from that because I mean up until November I had no idea that that was a thing the state was going to require of us so is there information that has been made public or will be made public in the next week to kind of say this is a possibility with contingency and if that happens these are the things we are looking at and also this is is what the state's requiring Transportation wise so Transportation wise the state will always require like back and forth the school the things that are not mandated would be certain things like

038Athletics wouldn't be a required Transportation or a field trip wouldn't be a required transportation thing um I haven't done a presentation about what exactly would be removed other than tonight what you saw tonight those are statutory items that legally you would have to remove uh like that outlay and like those C I think if we just pulled that out of your presentation and do a separate like press release of sorts like this is what this means for people wondering I think that that would be just take that slide and explain that and additionally like with the transportation like New York St specifically about the electric bus initiative or well that part but just also just the contingency part of like what this could potentially reduce because obviously everybody wants more programs more Sports more this

039more that right but then you know it just to lay it out to everybody of like this is what could happen if we go down this path for a contingency and also this is what the state is requiring with electric buses that we need to kind of be prepared for yeah and that is that's coming I mean I I wish it wasn't me personally that's my perspective which nobody cares about but um we care about you Jeff um it just makes it very challenging I'm just thinking there's if I hadn't come tonight I wouldn't have known really about how that is broken out I think it could I think it's a great suggestion beneficial for the community going into next week's vely you there any other questions yes what are your assumptions about the enrollment

040for the next period I'm assuming it's less than this year it is yeah I can I can speak to that a little bit we we've had some extensive conversations about declining enrollment it's not just Williamson it's most schools in New York state I think out 700 schools there might be a handful that are seeing steady or growing enrollment so um actually in the what's happening newsletter that's going out soon um I speak a little bit to it at our budget Workshop we talked together um that was a public session as well that I think the video is still available on our YouTube about the options uh we should be thinking about or looking at moving forward and and if our enrollment continues to decline as it currently is we will not be able to continue

041um what we're currently doing there's just no way we could sustain it and there's no way our community could Su sustain it so uh there are options there's a lot of options so we can continue to share more with neighboring districts where that makes sense and where it's possible we've already started to do that with some Personnel um our some of our Athletics uh so we will continue to do more and more of that I'm assuming um but then we can also look at consolidating our buildings or our programs or looking at sharing with other districts consolidating with other districts but some of those things are multi-year uh processes so it is something that uh the district and the board need to start thinking about and considering and what direction we're going to go in

042um but there's a lot of I think exploring and data analysis um ahead to determine what the best pathway will be so I didn't hear a particular number of enrollment yeah so currently we have uh just under a th students and our class sizes on average are about 72 our uh what's striking is our um kindergarten class right now is one of the biggest we've had in a while it's 80 but our uh K is 46 and our incoming upk is 36 so yeah so those are very small numbers out of curiosity what was the upk number for the class of kindergarteners that's 80 uh5 yeah we typically get an influx of kindergarteners who don't to we us get that particular year we got about a dozen a question usually it's significantly lower and I

043think that when we talk about our future PL like we be remiss at not using those numbers to help guide some of our decision making moving forward but as MG said any of those big decisions that could be some sort of a consolidation um of buildings programs working with other districts those are not decisions that we can make today will even happen next year right it's m they're having multi-year things and so we're starting the conversation today because we can see what's coming in the next few years that makes sense so I had a question about your Revenue line um you talked about tuition but where does grant funding fall in Williamson's Revenue line so grant funding is not part of the general fund it's not what people are voting on so you don't vote

044on right but it does offset your budget right and expenditures have been removed if if I can offset so uh you wouldn't necessarily show a revenue line that is for Grants um the but because when voters vote they're not voting on revenues either they're voting on expenditures right but I'm just asking a question about the budget I yeah I understand okay that's the answer can I clarify I think you're at so the expenditures that are attached to a grant aren't in presentation not they've already been removed out of this wait but you're also not reporting any grant funding because because you're on a grant no but it does offset your salary cost like we I'm just asking like how much of our do we get grant funding in our district and how much is that

045it changes every year for the last a great spot to look would be in our audited financial statements on the district website so every single year the district under goes an annual audit um with independent Auditors who come and look at our financials and uh all of that information is in there but grants change every year um like with a stimulus grants like that's given a significant amount of money over uh the last two two to three years um but that's all going away September 30th the final our grant is ending um and again our plan for the utilization of those funds is also on the website but we get grants um we apply for comp we get grants that are just annual grants every year but they're all very specific we have to um

046report and provide uh demonstrate the way we utilize the grant money you work with grants there's a lot of followup and um reporting on our end and we have to make sure that the way we utilize the grants aligns with the purpose of the grant that was approved so all of that is available on our website for our our um grants for sure yeah so any expenditure um that can be reclassed to a grant has already been reported this general fund budget that you're voting on so there the expenditure is gone and so you have to have a balanced budget with the revenues and expenditures so like the expenses removed so these revenues are true revenues that I not to explain it that are they funded from other sources yes yeah the well to which

047then if those people chose not to send their children would not it's not a guaranteed Revenue either I guess that's just my question um but it's fine I'll look at the website but some people do get multi-year grants so then it would actually count in your capital budget right and the expenditures have been removed for that already so you're those they're gone they're not in there I understand they gone I'm just saying if you're counting on tuition as Revenue that is an estimate right if that family took that to come to the school it's not a revenue so while you're including it as Revenue it's not actually true Revenue it's a guess of Revenue it's it's the that unfortunately like when you're doing school budgets so much of it is your um best educated guest

048like it because it is a highly transient population that come and go um and you don't know for sure um so you have to take your best guess at what that number is going to be well not uh underestimating it too much but not certainly not overestimating it it's based on past year data and also the programs that we offer so we we don't allow just anybody to tuition to Williamson the only students who tuition to Williamson are students in what we call consortion programs those are shared special ed uh classes because a district can't sustain a whole special ed Continuum on their own so um districts that are uh close close share those classes and so if we send a student to Maran for one of those classes we pay tuition and vice versa

049if they send a student to us they pay tuition but the costs of that class actually don't change based on the tuition that's paid so we still actually have the cost whether we get the tuition or not because our the number of houses that existing Williamson isn't drastically changing the tuition C like there is no tuition because if you move out of the district somebody's still paying taxes on that home if somebody else moves into that home whether they have a child that goes to school or not right so you were asking about tuition for like students to come and go well students who come into the district who are not resents residents because that is a transient number but this we don't allow students to come here and pay tuition except for Consortium students

050like that so like if you if you lived in sod you want no I understand it's more like if you're I guess some institutions do report grants especially grants that cover capital and indirect as part of their operating budget but we're not doing that here so that's the piece of clarification school do that what school does that I'm I'm curious that I didn't say school I said institution oh okay yeah so some institutions do do that and it's part of your overall budget because you're expecting a certain amount of Revenue especially if you're on a three to five year grant for capit but to help clarify do you know of any school districts that do that and if so we could look into that just to understand how that they do that yeah I can

051look into it it just seems in Wayne County there's a number of schools who are improving their infrastructure and around Capital Improvements through grant funding right so it it just I just asking question maybe through the art through the art funding it's very possible that they have there's a lot of private and public grants out there I'm just saying I'm just curiously instead on um grant writing and things that makes that somewhat difficult is that a lot of these grants are based on wealth like we talked about um and some some are not all are some not all I didn't say they all were but some of them are and a lot of them are and it really depends on need we are we are a part of the bosis grant writing service we do

052apply for Grants if they are aligned with the work that we're doing and um we know we can make good use of them we don't always win them but when we do uh we most recently received a community schools Grant a 5year grant but again that goes to our community schools people who come in and are trying to bring in outside resources and help us fild um those relationships with outside agencies we received a school safety Grant we use some of that to pay for our security um uh overlap as we uh waited for our SRO we have a mckin Bento Grant which goes to support our um homeless population um so we definitely take advantage of Grants as we can but again those are accounted for in a different way not in the operational

053budget and all of that is available in our audits um I want to speak just very quickly to the um American relief program grants which were covid related uh districts school districts received a lot of money through those grants and you can find very clear um evidence of how we utilize those grants uh on our website uh very transparently I think all the fs10 are up or almost up and uh we just went through the audit process with the state now some districts use that those funds for Capital Improvements but we opted not to because we knew if we did that we wouldn't get the corresponding Aid if you use the grants for Capital Improvements you forfeited the corresponding Aid and to us that was more important so we use those funds to support our

054stud students uh closing the gaps uh AIS more reading more reading training we use those grants for those kinds of things great than you any other questions there was a couple that were submitted um previously um one is how much does the Board of Education get paid uh I mean they submitted it to the budget zero they don't in fact it costs m probably to be for and then um the other question was why are no administrators being cut when we are seeing large Staffing cuts of our teachers and support staff I can speak to that so I guess I would I would push back a little bit on large Staffing cuts and the approach that we take to our staffing uh reductions has always been to look at trying to do it through attrition

055because that's the perfect opportunity nobody is losing their job you can see you know where you can make those changes or move staff around so we um did reduce uh several positions through attrition this year people who were retiring and we're like when we look at the numbers we just don't need to replace them we are not putting any programming students are still receiving all of the same programming we're moving maybe from class sizes of 14 to 18 with the reductions that we made which is right sizing because of our declining enrollment so when we talk about Administration um we know that soon we will have the opportunity through attrition to uh adjust but also I would say we continuously get more mandates from the state of reporting and things we have to do behavior

056management teachers have requested more support with that so um our administrators are very Hands-On and helping all day long with behaviors that are taking place in the class rooms they are very highly uh and well utilized but again everything is on the table as our um enrollment declines and through attrition um not trying to say that our our admin team is old but um but I think we can address that attrition over the next uh coming years some may be ready for different things in their any other questions no that was the last one all right thank you okay so we'll jump into to meet the candidate portion of this evening um I think we're we will call each candidate up to Podium and you can introduce yourself um talk a little bit about who

057you are and why you want to run for the board so Jan if you'd like to go first you personaliz anywhere you want fine you don't have to use podum all right good evening thank you very much for inviting me to speak tonight my name is Joan wein Schneider and I'm running for the Board of Education because I believe in the transformative power of Education every child in our district deserves a quality education that prepares them not just to meet the challenges of tomorrow but opens the door to their individual future personally I've been a Williamson native for over 30 years I'm alumni of Williamson Central School District and I currently live in Williamson with my husband and three children I hold a PhD in nursing where I specialize my doctoral education in curriculum statistics

058research and evaluation I held a master's degree in leadership and Healthcare systems and a Bachelor's of Science and nursing I've worked the last 13 years in higher education and have a rich background and understanding in curriculum development evaluation strategic planning experiential learning Grant procurement teaching and budgets prior to this I was a transformational leader focusing on developing processes aimed at malpractice risk reduction and cultural change at a large academic Medical Center this combination of experiences made me an ideal candidate for the Williamson School Board of Education as we know education is the most powerful tool we can offer our children it is the foundation upon which we build a brighter future if elected I will focus on three key areas enhancing educational quality promoting literacy and ensuring transparency first let's talk about education education is

059not just about learning facts it's about learning how to think and the reasons behind it it's about nurturing creativity and curiosity while paying attention to evaluation in those areas for improvement it's about teachers and students striving in environment that Champions both rigor student needs and flexibility our curriculum needs to be dynamic adapting to the needs of our society and the individual talents of each and every student it should support the students who are striving and the students who are struggling it's about understanding the Dynamics and experiences that play a role in where they are academically today as we know each child is unique literacy is the gateway to learning it's an essential tool that every child must possess to succeed in society reading is a fundamental building block of that success which all other learning

060is built upon we must prioritize literacy to ensure that every child reads proficiently upon graduation currently the Williamson Central school district report card posted on the data. nys.gov website for 2023 identifies that our literacy levels are extremely low with only 27% of third graders and 21% of fourth graders achieving proficient scores of three or four on the New York state exam this data means that we have a large volume of struggling students it's two out of three students in our district did not meet proficiency this is not surprising giving the robust discussion across the US regarding whole language versus the science of reading given this high percentage of struggling readers New York State Governor recently pledged $10 million to assist with the imple implementation of the science reading curriculum and further teacher education she earmarked

061her suggestion by September 25 that all school districts will need to be c will need to certify with n said that their curriculum instructional strategies and teach on professional development aligned with these elements and structural best practice in the science of reading it is my goal to help secure funding and make sure that Williamson is at the table to one identify struggling readers within our district two to support our teachers with the resources and education they need to move forward as many did not receive this education as part of their AC academic preparation and three Foster a district-wide culture that understands that literacy and those related resources which include special education services classroom level instruction and remedial platforms for students that have already aged out of reading but continue to struggle in this area and

062finally transparency trust is the Cornerstone of any successful organization in our school district is no exception as your representative I am committed to transparency you deserve to know where and how your Dex tax dollars are being spent you deserve to have a voice in the decisions that affect your children's education I pledge to ensure that our meetings are open accessible and that information is available to help the community understand institutional decision- making and processes let's bridge this gap between parents teachers and school administrators to ensure that our district not only operates efficiently but also Embraces the values and concerns of our community help us create a nurturing environment that prepares our students not just to pass tests but to re live rewarding Liv lives we have the opportunity to shape the future right here right

063now I ask for your vote on May 21st to help make this Vision a reality together we can invest in the future the leaders of tomorrow thank you thank you [Music] hi I'm Francis G most of you know me right now I've served on the border bed over the last three years uh 20 years ago uh we moved here with my family uh the pastor of two churches in town uh and we didn't plan on oh that's nice you can leave that the birds I know it's getting warm in here so I just want is that too loud no um yeah so 20 years ago uh I moved to my wife she was pregnant at the time with our oldest Isaac who uh is going to hoton college right now hon University and uh Gracie

064will be graduating uh and going there as well this coming year um most pastors don't stay uh three five years maybe um but when we found this this community um we chose to stay here uh and it's been 20 years um not only have we chosen to stay here it's 20 years at the First Baptist Church and I've been nine years at The Brick Church Fellowship uh serving two different um churches in town that serve this community and we fell in love with this community because it's made up of people who give Above and Beyond in everything uh Above and Beyond in in helping others above and beyond in in helping our students learn um one of the things that we loved about the school district and that being a board member over the last

065three years that I found out was we have an Administration we have staff we have teachers that give above and beyond uh to our students uh and there's many reasons why academics aren't there yet but they work constantly uh on bringing that up and and figuring out ways to to meet the needs of today which are different than they were 20 years ago uh and to be able to be a part of that it has been a true honor for me in my own life um to to be a part of of that process uh I bring a number of skills uh I've uh I've been u a lifelong learner since I was very young uh and a and a a researcher I love to find out why things are the way they are and

066I don't give up until I truly understand that uh I have a bachelor's and a master's as well um and continue to to learn in as much as I can even on the board of ed I I can't tell you the number of of hours that I spend just getting ready for a board meeting learning and understanding everything that we're talking about um and and deciding upon and I promise to continue to do that uh I have a number of relationships within our community not just the churches but um number of parents who are parents of the friends of my kids and um I continue to Foster those relationships and talk with people I I many people have questions there is a a communication maybe a Blinder some somewhere between the school district and the

067Normal public because they don't always understand all the rules and regulations and processes and policies that that happen in the school and it's been an honor to be able to to say here let me explain this to you and show you why it is this way and why this decision was made and what the process was to get there and that is been really helpful I think for our community uh and having those relationships is very helpful in that way uh I've always worked for transparency if you watch the board means I think that's the biggest word I say um and have said over the last three years that we need to be transparent and uh we'll continue to to push that and I think there are ways that we can be more transparent and

068um we'll work toward that I'm a hard worker uh I give 110% in all that I do uh and uh will continue to do that and thank you for those that have supported me over the last three years and uh for anyone that uh votes for me uh in may as well uh and I look forward to to where our district is going with with leadership that is here thank you thank you okay so we'll jump into the question and answer period uh is the intent that yeah I think if they just both stand right there H you want to start with the questions that were submitted in case that be the answers sure questionsa um we'll just kind of go back and forth Joan I'll start with you for the first question um what

069is your stance on keeping books with sexually graphic content out of school libraries okay I did a little bit of research on this question um in New York state there is no specific law uh that addresses the Banning or censorship of books that I was able to find instead it's public schools and libraries that become the intersection for these conversations um in these cases where children are um involved decisions are often made again at the at the school board or at the library level if elected to the school board um it is not my personal opinion that is relevant in this matter it's about facilitating an opening conversation for people to have the opportunity to talk and share their side of the story or their opinions or their beliefs and it's about facilitating open and

070honest and timely communication for the school board and to come to a consensus that mirrors the public interest what was the question yeah what is your stance on keeping books with sexually graphic content out of school libraries so this is this is an interesting issue right um in our society we have a First Amendment that says that we can use our freedom in any way we want to um to use it uh and yet in I think in my own personal life there are times and moments when restrictions should be used um there's a reason that there are R-rated movies versus PG-13 or PG or G right there are reasons that we don't show those in school so I think that there there is a sense that yes it's sexually explicit um maybe they don't

071belong in the schools public library might be the place that people want to get those but um I'm not sure I'm I'm as comfortable having them in school at all so okay move on to the next question when you or someone you know has a problem with the school how should you handle it as a board of education member you yeah you um I think there's a chain of command uh so if someone came to me with an issue I would I would turn them to that so if it's with a teacher that they should talk to the teacher then the administrator then the superintendent and then it would be brought before the board of ad if it became um that big um but listening to the person finding out exactly what the concern is

072um ways that I can help in the process of helping them uh are always I think that that uh we help as as board members while I'm new to the Board of Education processes and I do look forward to learning more um of given the opportunity I do believe an open active and timely communication is an important route to solving problems it is important that opportunities for improvement and concerns are articulated and the concerns of the individual heard so once the communication is shared it would follow the chain of command as outlined in the school board handbook for New York state to encourage the individual to go back and talk to the individual that they have a concern with and then to move up through the chain of command up to the the principal and

073then the superintendent and then onto the school board um the piece that I think is important and sometimes missing is what happens when resolution is not obtained um at the either the principal or the superintendent level so I think there's value in checking back in with people to make sure that their needs or their concerns are being met the other piece is about tracking um conflicts and opportunities for improvement to see if there are themes data is really powerful and really speaks to Natures of organizations and it's important to track that data and to really talk with the superintendent about why we're seeing bubbling up of a certain number of complaints because when you look at concerns and opportunities for improvement there's typically a structure or an organizational pathway that led to that concern so

074I think while it's important to turn back to the individual and have them move through the chain of command so they take on that initiative it's also important to look at it from a system standpoint and think about where those opportunities lie as a nurse the chain of command is at the heart of our practice it is something that we teach fundamentally to our new nurses and it's utilized all the way up through our chief medical officer so the chain of command is something that does work I do believe in it but you have to have the processes in place to have that open transparent communication um and you need to look at resolution of conflict and I do believe that sometimes mediators and additional parties should be at the table to help resolve especially

075in certain situations when resolution can't be met thank you um the next question Jan you'll start up for this one how do you approach conflicts of interest or ethical dilemas that may arise in board discussions um in the area of conflict for interest I've always been taught that if you have a conflict from a conflict of interest you need to recuse yourself or remove yourself from the situation um you need to have that personal lens to decide when you have a conflict of interest I would also make the assumption that conflict of interests are signed um in academic settings as they are in my academic setting um and I think it's about holding yourself accountable as well as your peers and teammates that if there is a conflict of interest that it is discussed um

076because conflicts of interest can negatively impact conversations and decision making do you want me to speak on ethics or do you want me to speak on conflict of interest um however you want to do it um yeah I think and I think as a as a board member we've abstained from things that were considered conflicts of interest to us on those votes and I think stepping back from the conversation when we have a conflict of interest is important so that we're not swaying it towards something that you know would would be of interest to us then that's not best for the school district as a whole so so in the area of Ethics um as a nurse and as a nursing um educator ethical transparent and honest practice is at the core of my approach

077to teaching leading and learning ethics should be driven by policy procedure and institutional mission and vision on both sides a just Equitable and fair educational environment that supports each student as well as staff and faculty is and a priority of mine um ethical dilemmas I think as a as a board conversation is the most important thing um we need to come to a consensus on on the issue if it comes up and be able to talk about it so being able to share in a way that is open and honest and transparent of where where we are um and having that conversation and allowing others to speak to us and share their views and then coming to consensus I think is important so listening to one another um and then there's also times when we

078need to hold firm and say this is this is the right thing and we need to stand and hold firm to that so um but the conversation around that is I think the most important part and being able to work with others to to come to a decision together okay um next question uh Francis you'll go first for this one what do you see as the greatest strength of our of our school district the greatest strength I I think I mentioned it in my my talk I think there there's two things one is our community um our our community is very strong uh in Williamson um it's the reason we have Deep Roots as one of of the district's um Vision really um maybe not Vision but but identifiers um we have deep roots in

079our community and our community is very supportive and I think that's a great Advantage uh to our school we have people that come in and volunteer their time we have ways that we go out and reach others in our community and um and that's a it's a great asset for for any Community I think the the other thing is is our as our staff um we have so many staff that go above and beyond that that think about the job when they go home um that that put in extra hours that that work with our students that are struggling to get them up to where they are and even challenge our ones that are that are are doing great um we we have such a strong community in that way and I think that is

080is the best asset that a school district can have so similar to Francis um I also said one of our greatest strengths here in Williamson is our Deep Roots and our Community Connection as a longtime resident in Williamson Central School part of the Williamson Central School family I returned to Williamson um to raise my children because of the amazing experiences I have personally as a student at William in Central School District I appreciate and value the connectedness of the community in the school the encouragement our students get to push the boundaries to try new things and to take chances is amazing in a small school atmosphere where they can learn grow and be supported by not only our school but by the ler Community is amazing it's amazing to see the strength and the connectiveness

081of this community is one of the reasons again that I return to Lon to raise my tent it's the reason we stay in wison is that it opens doors and possibilities and really allows them to grow as Young Learners to hopefully be lead leaders in the future uh next question I know that there's a couple others so we'll just use this first question as the culmination of all the other questions um that are similar can you commit to attending and being prepared for regular board meetings committee meetings Board of Education Connection times and special recognition assemblies yes I can commit to the time I have a flexible work schedule and Community involvement and partnership is a priority for my employer in my personal life this is an ideal time for me to take on a

082larger role in my community as other commitments that I've been attentive to mainly PhD education have come to um an end and I have more free time yeah and I can as well um and have been for the last three years so okay uh how will you make yourself available to the community at large um I think I made myself available in a lot of ways the churches I serve are in the community I live in the community um I attend a ton of track meets and Cross Country Events um I'm at pretty much every assembly uh working with the tech interns in the back so if you ever see me and want to talk I'm I'm there um every concert uh um and then yeah I shop here I I live here um my

083my number is always available email I've had many people just come up and talk and I feel like I'm approachable most of the time um so uh I think there's lots of ways that people could get in touch with me and and uh and have so so this is an area of particular interest to me because I do believe in Open Door policies having an open community and timely discussions I'm more than willing to listen to concerns and understand perceptions and I really would be in favor of quarterly open forums to hear directly from the community I think that going to sporting events and other things is great and I think that's a great opportunity but I do believe that having a more structured And Timely opportunity to engage with the community is important um

084when you're a board of education elective you're going to be wearing different hats at different time so setting aside specific time within my week or my month um to be visible to the community is important and wearing wearing that hat um to be open and honest and transparent with learning from the community okay uh next question is what motivated you to seek a position on the board I think I think I don't know keep I am Mo motivated to seek a board of education position because I do believe in the power of Education I believe that it is the gateway to growing in succeeding it is um important to me to focus on not only today but the future um I've had a lot of different experiences with Williamson over the years and I think

085I have a lot to give back to the community um as far as shaping policies procedure kind of that macro level lens in addition to the skill set that I bring from higher education I understand that the landscape of education is changing our Learners not have only changed in the last 20 years our Learners have changed in the last five years um what they want from education how they learned what they learned as um youngsters is impacting their future it impacts how we're going to need to educate them and I have that lens um I have a lot of continuing education around higher education diversity equity and inclusion so it's for me it's about hoping to shape the future and about giving back to the community at this time U for me it's it's to

086continue the work I started few years ago um and continue to be a part of this great community and and the school district that shapes our children to become whole persons um not just academically strong but but people who give back and give above and beyond like the community does uh and to be able to be a part of that and help shape that and continue that that deep roou um it's a part of why I serve um on the board okay uh next question is how would you support the district's teachers w i I supported these teachers in a lot of ways I feel like um already uh and and have over the many years that my kids have been in the school um so I I I think supporting them is really important

087our if our teachers aren't supported they can't teach our kids well uh and so we need to to take time to thank them to to recognize the times when they give above and beyond and and to the the B ofed connections things that we have done have been a way to say thank you to our staff and and our teachers and um I think that's a really important thing I I think without that the school district falls apart because the teachers won't won't want to give anymore um and we need to support them as much as possible supporting teachers and Educators is vital to the SE success of every school district to support teachers I would really need to know what is working it is what not what is not working I personally don't know

088the answer to this question because I'm not a teacher at the Williamson Central School District I don't know what they're struggling with I don't know what is working well um it's about for me having open communication and honest communication about those Su successes and failures their concerns and their wishes as Educators it's that if you had a magic wand what would you change that's where you really want to get with teachers and Educators it's like what do they see as transformational education in my current role I do spend a lot of time teaching communication and briefing strategies this is a framework for building both support and success and high functioning teams so it's about going to the teachers and finding out what do they need um and then working as a board of education to

089strengthen those processes and Frameworks and resources um because education is changing describe your past relations with administrators teachers support staff and their unions um I do not have a personal relationship with an Williamson centr Administration teacher support staff or their Union I have had over the years an opportunity to collaborate and advocate for my children as they transition and move from elementary school to high school can you read it one more time y describe your past relations with administrators teachers support staff and their unions um I think I think overall having my kids be in the classes I've learned to I've gotten to know teachers and and I've talked to them um and as as well as ministration on on the board of B working with them closely and learning what what gifts they have

090what what things that they're interested in what they're passionate about um and and working along with that um I haven't had too much work with unions uh we usually only have one representative on our board to to work with the unions per se um and so so that just hasn't been me yet uh but I look forward to having that opportunity at some point in our future um I haven't had any run-ins with our Administration uh or our teachers in the past um but have continually supported them in different ways um and we'll we'll continue to do that uh I one of the things I think I found as I became a board of ed members is that our Administration even our teachers uh all of our staff they they're Highly Educated they know what

091they're doing um they they have an understanding that we don't think that they always have um and it takes getting to know them and talking to them to find that out sometimes so um being a a support of them to those outside the community has been important in that way as well so um um next question is how would you deal with a challenging parent this kind of goes I think with the the first one was the first the second question um The Chain of Command right like you want to walk into that I think the first step of course is listening why why are they upset what are they upset about um and then guiding them to the people that can help in that um I think that's the that's the big thing and

092as as you said following up is important I think that's a good thing um to do as well so similar to my answer before it is about open communication utilizing the chain of command but I think it's important to acknowledge accept and sometimes to apologize because sometimes things just don't go right and there is a need to take ownership um as we move through that process of discussion and helping them kind of move through that process of getting their questions answered or their concerns and then again followup is important and tracking of data to see what is the data actually telling us around some of these concerns because when you look at concerns or opportunities for improvement one seems like um a maybe two seem like maybe it's a there's a cause three four five

093you start to have a pattern and you need to look into that um patterns represent need for change typically so when you look at um operational Theory there is some benefit to looking at those successes and your failures and celebrating and talking about both okay uh next question is what does the term accountability ility mean to you so accountability to me means being present active engaged in my work and in my words and my communication it's about being responsive while taking time to listen and learn accountability should also be measured because data talks and tells an accurate picture if you're not collecting data on both sides again successes and failures then you're accountable then you're not accountable to your organization because it's really not telling your story so accountability really for me is being present

094um present to answer questions present to communicate but also present to track information because information leads you in the direction of change and growth uh accountability for me uh comes with a lot of responsibility um and when you're accountable to something you're responsible for it and responsible for your actions responsible for the direction that something is taking so as a board of AD member my responsibility is to do what's best for kids um and that doesn't mean just my kids because they're in the district but what's best for kids even if it might not benefit my kids at all um and there's a transparency in that uh as well so um allowing people to to hold me accountable to that and to question um decisions and uh to be able to share why I believe

095or voted the way I did um and the research behind that vote as well so that we're not just coming in here not having done anything and just voted on something but I've done the work and I'm I'm holding myself accountable in that way to the decisions that I make so that all is about accountability for me okay just a couple more questions that came in um late um last night or early this morning um what is your view on securing grant funding in K12 schools and what do you see as your role in grant funding um I mean I think as Jeff talked a lot about it tonight Grand funding is important it's another source of Revenue it's another way that we can um grow our programs take things off of the budget spend

096money on different things that we need to uh and I think that's an important thing I think uh my personal um work in that I don't know that I've I have any personal work in that field the sense of going out and trying to find grants um so I I would support us doing that but I don't have an actual personal I guess looking for those myself can you repeat the question yep what is your view on securing grant funding in K12 schools and what do you see as your role in grant funding um I think that grant funding is highly valuable to K through2 schools I think it allows us to try new programming evaluation to bring in methods and methodologies that would be be beneficial to our students um I think there's a

097lot of grant funding in New York state and across the US that we can take advantage of um as I said in my introduction I do have extensive Grant and budget experience I do think that if I was given the opportunity to be on the board of education um looking for Grants helping write grants um is something that I'm willing to do and interested in doing because there is um in my opinion there is funding that we can obtain and it would help the school district U one last question what is your view on the science of reading in New York State's recent decision to change the reading curriculum across New York state to the science of reading the science of reading going back to the phonics of of learning is that what it's about

098yeah um I don't care doesn't yeah what is your view on the science of reading in New York State's recent decision to change the reading curriculum across New York state to the science of reading um so I think it's a great thing that we're going back to phonics based reading um there's a large number of readers that cannot learn and do not learn through whole language so I think it is a great shift um for our state and for our community and locally because we do have struggling readers um I do believe believe that it's going to be a transition and that we need to be out in front of it because it is a different way of teaching learning and evaluating so as a district I hope that we are thinking strategically and looking

099into the future on how we're going to set up these processes to meet the needs of this new type of reading because it's more than just buying a textbook it's about understanding the intricacies of the um approach um I think that the the governor made the decision because the current program isn't working as well and and the new science of reading was working many many years ago so I think it's a good shift in that direction and I hope and I'm sure that our district is already on top of of what of that already and moving in that direction so um I would support that that as well I think phonic is a is a good uh program overall I I think all of us had phonic growing up rather than than what we're what

100we're currently teaching so U it may even help our parents help our students um some in Reading as well so that's it does anybody here have any questions this so Mr gestar I already got to ask you a question on Facebook so don't think I'm ignoring you I'm just gonna ask Jo I haven't publicly made her answer a question I think sometimes um people think that the board has more power than they actually have and really when you're talking about literacy and Direction and curriculum falls on this side of the table rather than that side of the table how do you see yourself working with this side of the table to accomplish the goals that you have coming into as a board member I think um my understanding of the Board of Education again I'm

101new to I mean I've done some reading about the board of education but it's about being Tex and balances it's about understanding the Mission Vision the Strategic plan and seeing if it's actually working and getting it us to where we need to be um it's about looking at data and and really seeing the success or the struggles and then being there to support um from you know a a step back right I understand that it's not directly impacting curriculum but there's an opportunity to ask questions as a board member to encourage transparency to really think about um where we are today and where we want to get and then kind of have that um larger lens any other questions all right thank you appreciate that was a lot of [Music] [Applause] questions all right we're

102going to move into reports to the board uh reports from District administrators uh give me a minute to catch up here so we'll start with Miss good evening everyone um I just want to highlight two things and I'm really glad Veronica is here tonight because the first thing I'd like to highlight is PTSA they do a tremendous job for all of us but they have especially um been so supportive Ava her school um starting with our incredible Scholastic Book Fair that Veronica and her team just successfully went through um I think Scholastic would love to use Williamson elementary school as their post child but it all comes down to the work that Bron and the team put forward it was an amazing um event um we did a parent night a family night again that

103had crowds out the down the hallway out the doors and so for thank you very much for spearheading that and in coupling with that is all they've done this week to help us celebrate our staff they um did a lot of promotion around having students give them opportunities to write notes to staff to thank them and then had a a lovely cele for our staff today and our staff room so thank you very much to the PTSA and the other piece of the puzzle I'd like to highlight is our wonderful Megan France and Christy Byron who are our fourth grade B and choir teacher uh they have done tremendous amount of work with our fourth graders who begin their music careers with us and last night they had their end of the year concert and

104it's just amazing to see the growth that they have made and um the place was rocking in high school last night and it was a wonderful concert CS to both of them and all the students thank you very much uh Miss Taylor good evening everyone uh I would also like to add from Miss saby uh I cannot P the PTSA enough they uh they have reintroduced and reinvigorated our roller skating parties again so uh our seventh eighth graders had one last week and they were so excited like they had had one for a while and it was just it was amazing and our fifth and sixth graders are going to have a second one so I again I also cannot thank the PTSA because they have been very supportive and very fible so thank you

105and also I'd also like to recognize denan Hill denn is our guidance secretary in the middle school she is worth her W and gold uh denn is an organizational genius she uh has organized all of our state testing has organized our ready she just and quietly and efficiently and does a great job and then I cannot than her now she does a great job thank you very much Dr rer well I'm gonna also speak about PC really weird if I didn't um so I do also uh appreciate uh everything that our PTSA does especially this week um the things planned for staff appreciation are um also likewise appreciated um I'd also like to speak to some contingent items uh as highlights this week so um I do want to thank our junior class advisers Danielle

106Murphy and mariss F for putting on a beautiful prom um was wonderful um I want to thank um our facilities director actually who happens to be here today um for the work that he has done to ensure that the what is being done to our library for the renovations is of the best quality um it's not just whatever they decide to throw in there it's exacting and uh with the expectation that this is should be appropriately done and done well for our students for our tax pars for our families and for the long term so I want to thank him for being very particular on things that matter um we have um uh Breakfast of Champions will be coming up our feature speaker this year um coming off a great uh spring season is instrument

107P um and just to highlight the number of students participating in breakfast and champions this year it is about 35% of our building um so those are students who are on high honor Ro at least one uh marking period and the percentage of students um that are um on it all three marketing periods so far is one in five St in our building which is uh pretty exceptional um so if we have some great things to highlight I want to highlight them and then also uh lastly just an informational item for um for the board and anybody who may not know this is that our um our Western Wayne Summer Academy our regional summer school is composed of Lamson uh Wayne gananda Maran and sodas and we rotate sites uh on a two-year basis and

108so uh it's a long time since Williamson high school was the host of summer school but uh we're back this summer um so our regional summer school program will be at the high school this year and next year thank you dry uh M lior good evening I just have a few brief updat so one I just want to take a moment and thank all of our um instructional staff all of our um support staff for everything that they do on a daily basis for our students um I know that that even all of the great treats and things that are being given to this week it's still not enough they deserve the utmost um respect and support so thank you to all of them uh tonight you are going to be approving after school session

109facilitator so um just to continue the conversation about grant funding um through our ARP after school Grant funds we have been able to design and Implement after school sessions that just give our kids some enriching experiences um that are of their interest so um just a huge shout out to all of those who are willing to take on that extra um commitment and in order to provide those opportunities for our kids and then lastly um a couple of meetings ago I did a pretty lengthy presentation on Project Waring and our District's commitment to that and the implementation that we're looking at um for this upcoming year so as part of that we have a supernova team who is really doing some trial and error um with the instructional approach and I just want to highlight

110erail foil she's one of our first grade teachers who is part of that team um and so you know she um was somebody that during the training she she had a lot of great questions she's a processor um and so she went back and like I had a smile on my face the whole day I just have to tell you this her kids designed a zoo but the way that they came up with that product was by researching animal habitat she was able to cover math science and social social study standards all wrapped into one um and she was like I couldn't believe it like I actually stepped away and the kids did all of the learning and the researching as first graders um so I think you know that's always a concern is like

111how much Independence can our Young Learners actually have and she did it and um was just so like just in awe over what those kids came up with and we were able to go that so then once they did all of the learning behind it they created their Zoo um and she let them design the room they designed projects to go with it um and did she said the kids were having conversations about like which animals should really be together which animals should not be together um based on the research that they had done so just overall I think a a huge success um when we talk about instructional approaches and um certainly I think as an ambassador for that work some really great experiences to share with her colleagues yeah that's great thank you

112yeah all right just uh Mr Su you already said a lot yeah um no actually so thank you for recognizing Patrick um for all the work he's doing there's whenever there's a a capital project going on it's Zoo it's very crazy so I also wanted to thank um Vicky pass Pascarella Scott Converse and bar Bush at the bus garage for helping so much during this interrup period when we're without a transportation director they really stepped up to help support that and they're they're doing great they are they're doing a great job and we're very appreciative it's a great team effort thank you uh very quickly from me a lot of uh similar themes uh I hope that everybody has taken a drive around and checked out the new playgrounds they are so cool it's so

113exciting I feel like one of the kids the kids are like just a buzz about them they can't go on them yet but they are very nearly done and we'll be doing a grand opening I bought some ribbons somebody's going to help me cut out some letters we're going to invite some important people all of you are invited and um Patrick made us Williamson specific scissors so we're just really excited to get those um playgrounds open for use just I can't I can't be um more excited than I am about it um I want to take a moment to recognize our school nursing staff today is the their um appreciation day um Haley muslow Lynn woringer and Beth Moore just work above and beyond um to make sure our kids are well taken care of

114day in and day out so thanks to them uh also teacher appreciation um a staff appreciation week uh I think we've said and it Bears repeating we have a phenomenal staff here um they are just all in for doing what's best for kids and it's wonderful uh to work with them uh and I Echo the thanks to PTSA for making them feel special uh you guys have gone above and beyond so thank you so much uh PTSA for all you've done for our staff this week um and that is it for me okay District committee reports there was a buildings and grounds committee meeting April 18th and assessment committee meeting May 6 anything to report from either y okay uh District events we had the meet the new superintendent reception on the 18th along with

115the trian prison concert um that same evening I was in attendance with both and they were absolutely fantastic like to give a shout out to our um Food Service staff they put on an absolutely beautiful reception for our new superintendent and I think um our district and staff did a great job making her feel welcome so thank you to everyone who participated in that and then the triang concert the prison concert has always been one of my favorite concerts here in the district it's a student blood event and I think that that makes it just feel that much more special and the kids are really into their craft whatever that might musically middle and high school report cards um were the 19th the high school prom we just heard about on the 27th the great

116for spring concert last night um for County School Board Association I have nothing to report there uh PTSA do you have anything for us I do even though a lot of my thunder was [Music] taken good evening everybody I WR my little notes um so the first thing to report with the PTSA is we are approaching chairperson elections we're actually having um three of our chairpersons turn over uh this year um one person's moving out of state another one just has personal commitments and um the final one between children and our own business more personal commitments so uh we'll have some new faces coming in uh book fair success from two weeks ago it was amazing lines were down the hallway for parent night um we again um exceeded our previous sales history so uh

117we were a able to earn the elementary school $66,000 in Scholastic book funding so and I know how excited Ellen was um staff appreciation going on this week um we have a small committee running that where they've been doing water coffee and snacks to the different um school buildings they did staff shoutouts which it's the first time I have seen it at least in my child's history here at the building and I really hope we continue to move that forward and then also um on Monday today and on Friday at the high school particularly we are doing chair massages for the staff in the buildings so um what time should we be here Middle School was already done so um uh next week at Apple bosson we will have a tent there um one is

118to just promote PTSA we always want to try to get new members in every year as there is attrition um also we've been using this event to specifically raise funding for staff appreciation um as part of our bylaws and I believe the state bylaws as well is we can't actually use any of our own budget to support that event um however if we do special fundraising we can do that so um if you see that tent feel free to um bid on some of the raffle items that we will have there uh then obviously roller skating back at the middle school it has been a great EXP experience having the staff Miss Taylor in particular like she checks on us every five minutes and night I thought you going to say she rollers those days

119are over um but it's been great taking um on that experience with the middle school we really want to start doing more with the middle school and high school just because we there is so little for us to do right now as compared to working with the smaller kids who are the fun of everything and then um providing Hospitality at the spring comp last night was our first one which was fun and then we will have different people at the different um events going through the next few weeks great thank you so much so much good stuff and um as much as I would love to say [Music] also thank you very much all right moving to board reports I need a motion to approve the CSC case summaries second any discussion all in favor

121will see oh hold on a minute grace we'll back up just a little bit oh so um just this little side note this is our first major logistical event was to get this uh the W and it it worked out well so we were so happy with it and we also had the Drone so that was that was a great day um okay so okay grace next one when Brian was hired uh one of our very first conversations we had was that one of my vs for the building and for all of us is that over the course of the years of covid Etc the middle school had lost its sense of community we had begun to be silos of grades and there was a little bit of a sense of Disconnect through no one's

122fault it just it began to sort of Splinter and so we talked about rebuilding that sense of community within the school and making it you know we are all together as one and one of the things that we talked about very early on um was uh having a forum and the high school has forum and is a former High School teacher I remember Forum when I used to be there and it built a great sense of community in the high school we perform is every day at the high school we do not do that at the middle school we do it uh just one day a week you do it on Wednesdays which it makes it more of an event for our children and so our goal for this entire year was to rebuild that

123sense of community to strengthen our tier one um mtss process by revisiting our expectations around our pride motto and also to be intentional intentional about your inclusive inclusivity of all of our students so I'm going to turn it over a little bit to Ryan so as someone who has not been in Williamson for years in years his perception and what he sees so it would be remiss to say that coming into Williamson and having that task rebuild community it was actually really easy because of the like what we heard tonight with the support from Community um interactions with parents the students are phenomenal our teachers are outstanding so um it's been nothing but um awesome from from My Lens so uh with Community Forum so if you really want to see positive energy at 7:45

124um 280 middle school students smiling dancing staff um I think we should come on a Wednesday 30 minutes of um just talking about current events or events that are going to happen later in the week um we have our teaching time so we look at data we heard a lot about data um on Thursdays we sit down as our tier one Committee in the afternoon and um focus on what is our attendance looking like what is the behavior showing us and then together as a team we create these lessons with Mr razy and miss deiser and they'll focus a whole group lesson for um kids and staff to hear all together at once so um it's been really positive I'm looking forward to next year maybe we might see Miss Taylor on some Roller Skates

125um another part of Celebration it's time for us to celebrate all the great things our our kids are doing um and our staff so it's been really nice to highlight some staff and it allows the kids to see um the staff in a different light and some of their interests um student management is down significantly on Wednesdays which which I love um which is really cool so they're hearing the right things at forum and it's actually being applied throughout the day for the day baby step come on um staff uh student uh competitions making it fun um and like I said it's been a time for kids to see teachers in a different light or staff uh one part that I'm really excited about and see where it can go in the future for PD

126professional development for um our staff usually was at the end of the day and um if they can make it they can make it a lot of time our teachers want to be with um kids but during this time how it work so if I have a class I'm a teacher and staff member has a class Miss Taylor um they are in charge of one home room so if there's a PD that um we're hosting or one of our teachers are asking for our staff are asking for is Miss Taylor can go to the PD and I'll watch the class so during that half hour it's a lot of time we're we're providing the PD to teachers and they're asking for it so um it's been really great it's going to get better and um

127yeah that's it okay so uh if we Grace next one again uh those of you who know me again I started at Williamson as a history teacher and again in part of that building that Community is honoring our very community and our traditions and the middle school if you know your history is uh was originally the central school and we are on our second century of education so last year's class so the our current sixth graders are the class of 2030 and if you look at the Cornerstone of the building it's 1930 so that is a 100 years of education in that building so now this is our current fifth grade class and now we are on 101 so that is our second century of education is building and we want to make maintain that

128tradition and that so people are aware of that that this is this is a not only a beautiful building but it's important to the entire Community okay and so uh when I first came down to the middle school there was no playground and as we are seeing our students are changing and we know from our own Society those of us have a certain age we used to go out and play and play all day and manage things and figure out with our peers and no adult had to do that because of many events in society we are protective of our children and we we don't allow them to manage a lot of their own time so we don't have we don't have a ton of time for our day but we make a commitment to

129playground and free play free play builds again those social emotional skills of having to negotiate with people having to try and figure out like well how do what do you want to play what do why do I want to like this is really important to us the the kids again I was even shocked initially we started with our fifth and sixth graders and as the years went by as those fifth and sixth graders became seventh graders they were like where's our playround so um we do do it on the front lawn we are building up play around the back but I will tell you uh even our eighth graders look forward to it and they enjoy it Etc and so we've made a commitment to at least a small portion of our day 20 minutes

130of free play for our students typically it's it's my one of my favorite parts of the day um and I made a comment to Kate today and I my first interview here I'm pulling up and I see all these kids in the front front lawn and there's not one kid on a phone and it is awesome so outside today sixth graders are out there there's not one kid on a phone they're out there playing which you don't see in a lot of other districts so um and some of our kids bring their own equipment like they bought a some of two boys brought their own gloves and they're throwing the ball and it's like it's it just reminds you of different times when kids did that and I'm running in my car to get [Music]

131Mich okay so if we move ahead in our Spotlight um we are working to create a positive environment overall and and our students need something to look forward to so we have these manyi events like again we don't wear hats in the middle school it is we don't do that and but some days we have special days we have hat day and oh hat day is glorious and both of our staff and our teachers get involved in he there's these little mini events to look forward to make those make those special moments throughout the year okay and then Veronica's not here but I'm going to tell her where the PTSA can roll in next year is perhaps one of our favorite events of the year is Harvest Fest it is it is no big pumpkin

132day but um it has it has built its own tradition so our students spend one day um painting and designing these beautiful pumpkins and working together as as their home rooms Etc only to the next day if you know about this go ahead Grace smash them okay so we um it was very simple we just we compete as home rooms and we throw pumpkins off the roof and try to uh hit a bullseye we have community members now who want to know what time it is so they can watch the smash okay and it is probably the kids KS they have cowbells they bring cowbells they rally and um there has been some discussion about Mr Hoka as a cheer okay so he won uh no students go up on the roof we have staff

133who uh throw on behalf so this is Harvest safy no kids out the road and it's pretty competitive like they take it seriously and there's a trophy so there is in fact a trophy okay as you know um now only obviously we have Veterans Day celebration but this is also a way again to give back to our community for our students to be aware of their community members who have served in their community and it also um brings up the the Civic opportunities and the the Civic awareness for our students within the community and that speaks to Brian for a little bit CU you're working on um the Seal of Civic Readiness so it's um if you in a previous board meeting um I think Rachel was talking about the seal in high school that

134can um students can earn a seal on their diploma um and that actually can start in the middle school so in the winter uh myself Miss Collins and our counselor and our social studies teacher they presented to seventh graders and current eighth graders about how they can earn this seal so credits in middle school they can get to earn their high school diploma um and presented to eighth graders seventh graders next or this in June they have the opportunity to start that and um work with um our community on what they can do to show their um Duty and part about Veterans Day um I love that our students are involved in actually cooking the food in our I think the best um home and careers uh fac facilities in the county um but they

135are in there they're making the food with the teachers they're um doing the work uh and then providing to our veterans and they do all the suring all oh yeah it's big um I will tell you one small Story the first day that Brian showed up uh we gave him a folder of uh paper folder with Justin Bieber on it and then a tie and the tie was uh that John had bequeathed it was the Constitution tie and Brian go 40 is he wore that Constitution tie like what is this it's a constitution t Okay and then the next thing I can't tell you I have my bias I I think we have the most caring and invested staff in the middle school and I will have to tell you our annual Christmas card of

136the gentleman that that should tell you let you tell you something that three of those five gentlemen were new this year but darn it they were going to wear the green suits so um it's really important but our staff are committed they are as Comm committed with their students and they want to participate in the event with our students and just get make this environment in the Middle School a specially special time okay and Grace and then this this has come up and I want to say we are also invested in experiential learning again our Learners are different um than they were five and 10 years ago so we are trying very hard to make specific exp experiences for our students that are both Hands-On and really learning so this is a little bit more

137right now play but if you look down at the left corner that is the crochet club and so students have um that is part of our community schools they have started as crochet Club but then Grace if you go next one um we have a phenomenal sixth grade social science teacher at the valley she is working with VR and you'll see the students had the technology on uh I was able to watch this class and be be part of it put the headset on we went to ancient Greece we saw all the ancient Greek ruins and and you see you could of course everybody's Turing their head like Etc but we saw the parthona it was amazing and and again as someone who loves history you were right there and you got to walk around

138and you got to see all the different places it was if I I've never to Greece but I felt like I was in Greece at that time it was probably one of the most exciting classes I've ever seen and of kids then it generated a ton of question kids were like what about it was really exciting so this is the direction we are really trying to go with that very Hands-On experiential learning for kids to like Branch out of their world of William did you get I did and then as always we are working partly The Forum but partly in our general day is to uh continue to build a a foster a welcoming environment for all of our students that everyone feels when they walk in those doors in those school that they are

140elementary cafeteria as I stated earlier the um playgrounds are getting close to being uh completed uh the project as a whole is looks like 35% completed we um you'll see new windows all around the ground floor of the U Middle School they look great on the back side um and uh the unit ventilators are being replaced the horizontal ones we're waiting for the vertical ones which are the new ones that will go up in the corners so those are going in soon um keep you posted but it's knock on wood moving along um on time and uh on budget um I just want to make a comment I had a a Community member this week say that they had come to a board meeting and they felt like they weren't sure what we were talking

141about and I just want to remind the public that when we have these types of presentations they there is a public Comon portion of board do so it's not just that piece of paper that you get that doesn't have the presentations they're all available online so just a reminder you said that we have that on here yes that's true and that's a great reminder that the public has access to all of that stuff via board dos okay on to the consent agenda I need a motion to approve the consent agenda items 5B through 5e as recommended by the superintendant so me second any discussion all in fav I opposed passes 5 Z all right moving into Old business I need a motion to approve the second reading and adopt the following policies as listed below

142I move that we wave the second reading and adopt the policies LED okay uh any discussion I would like to to point out um I know we've had a handful of conversations about public comment and the guidelines for citizen citizen input policy 1500 um while we're approving it as is tonight I would recommend that we revisit that um at our Retreat this summer so we can have some lengthy conversations and give us time between now and then to look at what some other districts are doing and um uh gather some more data and research for our conversation at streat is that okay I can up to the other District clerks I would love to see uh two things one is like what does their board packet look like and how do they Lear the public

143comment piece and then if they have any policies that um I think a lot of districts have similar policies to AR drama if anybody has one that's unique or different I'd like to see that as well what was the second part I'm sorry uh if they have any policies that relate to public comment or the citizens input um that's unique or a little bit different than ours i' just like to gather some uh outside perspective how we can um probably improve upon our process and then we'll make a point during our board day second day they ever to uh to fit that okay uh all in [Music] favor I oppos passes 5 Z all right new business I need a motion to approve the budget transfers for the 2023 2024 school year so second any

149six spring concert is May 21st um I'm gonna step back real quick uh Joanne I not sure if you know or not but we often go at at the end of the evening at at the 9:00 point of the budget vote and the whole board sits and listens to uh the results so you're welcome to to come and join we'd love to have you join us we also help count uh the students the ice cream vat last year was the playground so love to have you there um okay the grades five and six spring concerts May 21st High School spring concert May 23rd inter terms will be available May 24th Breakfast of Champions also May 24th Memorial Day holiday no school May 27th and 10e retirement reception May 29th at 5:30 before the board meeting

150closing items Board of Ed highlights have anything you like to highlight this evening um I had like the fourth grade concert last night um I always love seeing how far they've come when they just picked up their instruments in that same year I think everyone did such a great job and there's so much energy and they just they all look like they just love performing and it's just really fun to see so appreciate everyone who put all their hard work into it okay public comment the Board of Ed invites the public to comment on matters on the agenda at this meeting public comment portion of the meeting is a time for the board to listen to you responses may be provided by the board president at this time or by an administrator at a later
