001good evening everyone may have a motion to return the to regular board meeting to public session miss pen and Miss Binger all in [Music] favor uh motion carries unanimously I call a regular board meeting to order all board members are present except Mr buan Mr Balia would you please lead us in the pledge of allegiance to the flag Al to the flag of the United a quick announcement please be advised that in event of fire emergency and an evacuation should be necessary an alarm will sound please note all marked emergency exits and evacuate well away from the building at this time we request everyone turn their phones cell phones and other electronic devices to silence thank you uh item three recognition Dr brownall thank you president sing this evening our school spotlight focuses on Heim

002Elementary School and their fall festival in previous years Heim has hosted a similar event at the end of the school year however this year they wanted to capitalize on the start of school as they continue to build strong relationships with students families and staff I'd now like to welcome assistant principal extraordinaire Heather Newton to share more he hi everyone thank you for having me so our Spotlight was on himim Elementary we were really excited as Dr Brown Hall said to change this event to the fall so we could kick off our community and build that Community as a school with our students and with all of our families it was a wonderful event it was last week during that beautiful weather we had hundreds of people School of Rock came and performed during that 400

003pumpkins were donated and given away face painting there was martial arts and kickboarding and it was just really a great time for everyone to come together and build that community and just start the year off right so I present our video for our Fall Festival at he Elementary thank you our fall festival here at him is the first time we're doing this evening event we're really excited to share the time with all of our families everyone is invited everyone is involved it's an event that's sponsored by our PTA there's going to be 400 pumpkins there's going to be prizes I got there's going to be games there's even a petting zoo they were're just trying to find ways to let everyone know that everyone is part of our Heim family that everyone is included and

004everyone is welcome it is just a wonderful time to come together to celebrate the beginning of the year it's fantastic we walk up in our my son sprinted away and was like I know this person I know this person I'll see you later so it's really fun to see how excited he is to see kids outside of just the regular school hours um and then to know that the schools really invested in the community and getting people out and about it's it's good it is nice it's it's nice to see the parents of the kids that your kids talk about meet them kind of get a feel on who they are and in events like this make it happen it's it's nice this is where the kids spend a majority of their time Monday through

005Friday and for the parents to come back to school and see what happens here they love building their little Community here in the classroom and then uh with our school Community it just it just helps um enrich you know our whole Williamsville [Music] Community congratulations job right you get chose we have a wonderful working relationship um with the administration and the teachers here at Heim um the BTA is a very strong group um we have over 200 members um and we work hard towards raising funds and events to help with student enrichment we are so fortunate to have such an amazing PTA here at him Elementary and somehow no matter what we ask for they find a way to almost always make that happen and there isn't a day that we're not thankful that they're

006part of H elementary [Music] I'm [Applause] Elementary next academic Excellence is one of the Hallmarks of any educational institution tonight we are fortunate to recognize one of our outstanding Scholars who was one of several hundred worldwide to achieve an exceptional educational Milestone Angel Zen is a senior at North High School and in she took the AP Computer Science principal exam not only did she receive a perfect score of five but she was one of 459 students worldwide to earn the maximum score on each portion of the exam wow I would like to recognize and welcome Angel her teacher Julie Johnson and Principal Bob [Applause] Coniglio thank you Dr Brown Hall thank you to the board for supporting this great one thing I want to add though is Angel actually is a sophomore so she earned

007this perfect score last year she was a freshman okay so we're incredibly proud I'm gonna turn over to Miss Johnson to speak a little B about that not only when Angel is done but also just the course itself because this is such an incredible achievement so the course is AP Computer Science principles and you get to solve problems uh through algorithms written using Code uh you get to be creative and collaborative um with another student or students to come up with a program to solve a problem so Angel wrote a program to simulate the game of 24 uh you're given four numbers and you had to come up with operations to make the numbers equal 24 so not only are you playing a game but you're also practicing some mathematical skills so Angel coded it

008she created a video of it running and had to write about it um in the program she had to create an abstraction using a list or data that had sequencing selection and iteration Angels was well written and received the highest score wow on top of that we also looked in the course at uh Computing Innovations and systems like the internet as well as the impact of computing so that along with the programming component made up a there was a multiple choice exam along with the program programming component and Angel a the pro uh the multiple choice exam so congratulations to Angel for her perfect score and just lastly I want to add that it was one of 459 worldwide but 167,000 students took this exam worldwide so I'm not a she could probably tell you

009right now what the percentage is I think it's below point three I mean it's amazing what she accomplished and she still has three more years at North so we're very excited so congratulations to Angel and thank you all for supporting this can we get a picture over here can we get her mom too pict yeah mom also yes please how awesome is this s yep finally next week is Schoolboard appreciation week I'd like to thank and recognize our entire school board for their continued leadership as we work together to create a welcoming and inclusive environment for all so a round of applause for our [Applause] board thank you I'll turn it back over to you president Singh thank you Dr brall are there any other board acknowledgements okay the next item is public expression and

010uh it appears that nobody has signed up for today's public expression so we're going to the item after that which is the external audit presentation Dr brall yes I'm going to turn it over to our Chief Financial Officer Tom matki to introduce our partner our manager from dresser Mali thank you Dr Brown Hall um today um s Jared pecker is going to be providing an update to the board on the annual external audit um the Mr H Becker also met with the audit committee earlier this afternoon to go over the same so I will turn it over to you thank you right thank you thank for having me thanks for your time um so I'm G to be going over the Williamsville uh June 30th 2023 audit I have a short presentation going to go

011over the products of our audit as well as some of the Financial Trends from the previous year so on the first slide uh the basic financial statements that's our our main document that we produce within it you're going to find three different opinions that's the main reason we're brought in is to review financial information provide our professional opinion over its uh completeness or reasonableness is a phrase We like to use um the main one the main opinion is on the financial statem themselves we also provide an opinion under what's called government auditing standards which is what all governments are required to comply with and then a uniform guidance opinion which is for entities that receive over $750,000 in federal Awards Jared can you move the microphone closer to you sure so everybody can thank you

012very much um in all three cases we'll be providing what's called an unmodified opinion we won't be reporting any significant deficiencies or material weaknesses in internal control which from an audit perspective is about as good as you can do the next item on the list there is the management letter this is what we would use to communicate any recommendations we have for the district um past couple years the state's been kind of aggressive in terms of making people come up with corrective action plans so the current year we're probably not going to issue a letter we just feel like there's nothing serious enough that would require a formal communication we did go through some minor recommendations with the a committee that we have and we'll follow up on next year the auditor communication letter that

013outlines our responsibility and manager responsibility under generally accepted auditing standards and that is that management owns the information we brought in as a third party to audit it we also use this letter to communicate any significant policy or estimate changes year-over-year in the current year there wasn't really anything that would have changed from the prior year so last year's financial statements and this year's financial statements should be very comparable we're required to be independent of the district so myself everybody else on the audit team doesn't have a relationship with either management the board or any employees here that would compromise that relationship if there were any conflicts of between us and management or any disagreements on an accounting treatment we would be required to communicate that as well we didn't have anything like that we

014believe we got full open access to the books and records of the district and we didn't have any disagreement M ments uh the last item there is the extra classroom activity report this is a cash based document that just shows the ins and outs of the school district's clubs here again we'll be providing an unmodified opinion no material weaknesses or significant deficiencies so this slide just shows the basic Revenue transfers in expenditures transfers out within the general fund the Blue Line there is your Revenue as you can see it kind of increased pretty substantially from the prior year uh last year was about $23 million this year about 216 so roughly $13 million increase that's primarily due to additional state aid in particular lottery in the basic formula there's also some increases in sales tax

015collections as well as interest earnings really increase substantially from the prior year expenditures the red line there dropped by about $3 million from 208 million to 205 million this is primarily due to less transfers out related to your ongoing capital projects your overall kind of instructional uh expenditures increased a little bit just kind of along with inflation as well as some salary increases so the net result of that is your change in fund balance overall total fund balance increased from 78.3 Million last year to 89.6 million this year we break this down between what we call an unrestricted and restricted portion your restriction restricted portion is about $ 74.2 million roughly half of that is your capital projects Reserve there's also a retirement and employee benefit Reserve that makes up about another 25 million the

016next portion the 15.4 is what we call your unrestricted which we break down a little bit more on the next slide that shows a 16.5 million in what we call unassigned fund balance so this is fund balance that's essentially been earmarked for next year either in the form of assigned during the budget process of about $4.3 million or encumbered through the budget process which is about $2.1 million of last year's budget that's going to be used in the 23 24 year the final amount there the 8.9 million is your unassigned and this is essentially your piggy bank your uh money that can be used at The District's discretion and that amount um is subject to real property tax law so you can you can only maintain your unassigned fund balance at 4% of next year's

017expenditures and as you can see here you're in compliance with that law and then on the final slide I just have my contact information as well as uh the partner on the job and if anybody has any questions or wants to reach out feel free to contact either us that's it for now unless anybody has anything immediately they'd like to ask well just a comment as a member of the audit committee that and you know to Tom and you know all of us who uh involved in the financial aspects of the district that the district is in a a good financial situation the objective data you've gathered kind of shows that and so we're good to go yeah I just like to add as a member of the committee along with Mr Melia and Dr

018Singh um you say the magic words that a committee wants to hear from an audit no material weaknesses or deficiencies right yeah and you know we're in a position that is almost enviable for other districts I think you know it's it's the lines you want to see you know revenues uh going up and expenses kind of flattening not really going down a little bit really flattening um I think the committee asked great questions it was a really uh deep dialogue uh between the Auditors and the committee and thank you for your work appreciate you and adding to Mr mana's comment we're also happy to see our school reserves are still stable at 4% yeah that's good to have reserves fully funded thank you right Jared thank you very much we appreciate it all right thanks

019for your time enjoy your evening oh okay my turn right yep all right so we'll go right into the community update thank you very much Dr Sing Nick just a set up there we go so we're going to start with the 2324 superintendent speaker series topic ICS and so this year and we surveyed the community we asked for input about what topics the community members and parents would like to see so this year we have four topics the first is dealing with the pre-adolescent connecting with my middle school age student so I will be in the front row for that the second one what to do when your child is struggling in school the third speaker series um topic is how to use technology to Foster learning at home and student Internet safety and then

020the last speaker series topic of the 2324 school year will be what teachers wish parents knew insight into a student's day so we will get the dates out to you on each of these four topics we are still selecting speakers for these topics or panelists and we will get those dates secured by the November meeting and get those out to our school Community the Raptor visitor management system so this has been an ongoing Topic in our community update over the past few months so we are implementing the Raptor visitor management system so that when any visitor to our school building comes in they will have to have a government issued ID card that is then fed through our Raptor visitor management system just so that we can better manage any visitors that are in our

021school buildings the Raptor visitor management system will be active the week of Monday October 23rd so sometime during that week we will have full activation districtwide in our elementary middle and our high schools and we want to remind any visitor will need to have a governmen issued ID to enter the school buildings a reminder about our family flu Clinic it will be on Monday October 23rd from 5: to 7M at Casey Middle School you're going to enter through door 10 which is located by the Athletics parking lot between Casey and North High School so we have the number here for you to call to schedule an appointment and ask any questions you may have and please remember to bring your insurance card so the number you're going to call is 1020 our cak our special

022education advisory committee so our special education advisory committee was formed after we had our um six Monon special education review that was done by the Western New York Education Service Council so the special education advisory committee is the advisory committee made up parents teachers administrators District staff and the Western New York Education Service Council to still help facilitate the cak so that we can implement the recommendations or develop a plan to implement the recommendations from the findings and the recommendations from the council our last meeting was last week Wednesday October 4th and so we are currently in the process of prioritizing those recommendations realizing that this is a process that may take several years I believe Tony day the executive director of the western new yor Education Service Council when he came to present the

023findings and recommendations he said some of these recommendations may take up to five years so it is a process we want to make sure that we are very thoughtful with how we're going to implement the recommendations so that they are sustainable for years to come some of the recommendations we are already putting in place for example you may have already seen we've posted for another director of special education so that will increase the U Manpower we have in the special education department we have already begun work under the leadership of Dr Balon for our response to intervention program in the district working um along with principles and assistant principles in our district to make sure we document that assistant superintendent skzo and his team has already offered professional learning for Teacher EGS and assistance over

024the summer we will continue to do that this school year and then have special special education teacher training on our um Staff Development Day in March also our next meeting will be Monday November 6 at 4 o'clock pm will we we where we will isn't that alliteration the 3 Ws where we will continue to work on all of our recommendations and develop timelines for many of the findings and recommendations from the Western New York Education Service Council Communications so as you all know the Final Phase in our district rebranding is our new website so the contract with final site was finalized on October 1st the district did an initial intake survey and has been assigned to project manager our first scheduled meeting to review the scope of our work is October 24th our Target goal

025is to have a new website ready by Spring around the March April time frame we will have a Communications meeting coming up along with the website subcomittee committee meeting we will get those dates posted and when they are finalized we will put it in this document in board docs and then Nick filipowski will have a separate communication to the communications committee also our buildings continue to post information and updates on their social media channels such as X formally Twitter and Facebook for building based questions please don't send direct messages to those platforms you want to contact your building by email Wix mail or phone last but not least in the communications area the digital resource survey which used to be the digital Equity survey is available for f for families with students in G grades

026K to 12 to complete on Wicks so we ask that you please complete that survey for each student in your household and the Amherst youth Community Coalition survey for youth programs and activities is available for high school students grades 9 to 12 to complete on Wicks the survey is voluntary but it does help the town of Amherst decide what new programs and support students may need so the district is not collecting the results of the survey but will receive results of the survey but this is really to help the town of amers know what students in high school need and that the town can help supplement and that's the community update for October 10th are there any questions board members vice president um I know that uh there have been parents that have asked if

027P passports can be scanned with the new Raptor visitor system do we know if we have an answer to that so it's funny cards it's funny you should ask that Nexus cards we haven't gotten an answer yet passports now come with a passport card which is scannable in Raptor there is a feature in Raptor that we may be able to enter the passport information manually but we'd encourage everyone to have their passport card thank you the thing is non- US citizens don't have passport cards then you probably have a government issued ID yeah not again if they just come from an I mean like refugees or even people who just come on an nonwork Visa they don't have an official usid they don't have anything government issued all right so for individual cases contact You're

028Building principal will take individual cases and we'll talk with raptor about that but I I can't imagine that that'll be on a wide scale right it might be one or two here or there so if that's the case we'll work with the principal of that building and we'll work with the Raptor visitor management system to figure out what we need to do for those parents or the individuals that have that situation thank you um also on the Raptor system is it just for those that want to enter the building not for lunch drop offs or things oh right if you're coming into the building to to volunteer be a classroom parent or something like that that's would EXP for anytime you enter the building thoroughly and you have access to our students that's what the

029Raptor visitor M management system is for correct that's not if you're just yeah dropping off a lunch or or an instrument thank you for that clarification I'll turn it back over to you president Singh thank you Dr Brown Hall in the president's report U we have after school with staff conversations with the Board of Education to be held in November 1st at the North High School Cafe at 3:30 to 4:30 and uh I just wanted to get an idea if the board members are interested in having a board retreat in the fall of this year I mean if yes okay I'll probably got to work out the dates that might work in in November so okay thank you and um the next item is the community Forum was held on September 30th at East is

030well attended and uh I wanted to thank the moderators from the board Mr muan Miss Binger and Miss pen for the what is it in 9 to 11:30 session does any board M want to add any comments no uh moving on to items Six B through H we have a uh policy Review Committee 7,000 meeting on October 25th ecsb and nisba items are in board doogs any questions and comments on nisba items or niso proposals Miss kasak Bogner is our voting delegate and for proposals do you have any comments yes thank you um as the nisba voting delegate um the voting happens on Monday October 16th and I'm planning to vote in favor of the proposed resolutions recommended by nisba resolutions committee for adoption and against those not recommended by the resolutions committee for adoption

031unless the board has a different request and also just wanted to bring up the Amherst um Central School District asked for our support on their potential late resolution um which was to amend ml section one to expand the types of investment options available for school districts to provide similar investment options as those available to New York City and counties under current law so I just wondered if anyone had any thoughts on either my current voting plan or on support of this late resolution Miss bu you can go first go thank you um yeah what we're voting on or what the proposal is is to give if I understand it correctly school districts the option to do something different with their Investments um again it's an option it's something you know on the surface I wouldn't

032recommend that our school district do uh it's very complicated and then whenever you talk about an opportunity for better interest uh returns There's an opportunity to lose interest these are complicated products but again um I I I am not in favor of tying another District's hands on what their school board feels although if it goes bad they may ultimately tie our hands to their bad decisions uh if if they really lose a lot of money on on this endeavor but I am not against uh giving somebody the option to pursue this and just for clarification the resolution is only for nisba to advocate for this at this point so we don't even know if it will go any further than that but thank you uh ditto I was I was just gonna say I I

033feel you know speaking with Administration here in William wouldn't be the best interest for us but again you know ultimately it's a you know District's own decisions to make these so you know I don't as as Mr Mana said I don't want to hamper other districts if that's something they would want to look at yeah you know uh this is just for you uh you know having been a voting Delegate for a number of years uh many of these things are just opportunities that specific districts would like to see for themselves that can have an impact on other districts um so again whatever we agree to who doesn't mean that again if specifically we would have to follow enjoy the session it sounds like there's support for that late resolution then we have a vote

034okay um are we voting on The we make a motion to uh I I don't think it's necessary is anyone opposed to supporting the late resolution okay and and everyone's in agreement with my plan in terms of the other resolutions all right yes thank you okay um under 6 e board leason assignments school notes from our meetings are in board dos please use this as a reference during meetings when it comes to board leason agenda items and submit which reports following the meetings does anyone have anything to report under leason [Music] assignments uh at the last board meeting board member Mana bought up uh the possibility of having a second public session public expression listed in the agenda item so would anyone have any comments or ideas on that well if I can just speak

035on my own uh idea it's really not my idea I mean the board used to do it I have a second public expression I've been on other boards that allow a second public expression um some school districts do one some do both and I I guess you know my my position is that you know we already make this so easy to communicate with this board on Twitter email uh you name it they can contact us um you know but I think we could always do better we could always have an additional opportunity for the public to come and address US little more regimented and and tighter than the first public expression so really it's it's you know I just threw out a uh some language you know I'm certainly not married to the language it's

036really does the board want to give an extra opportunity uh at the end of the uh regular meeting for people to come and address us for any length of time you know if if you're if you're okay with that if your goal is to allow that you know I I'm more than willing as this board always does we collaboratively to come up with the language that everybody can live with L Litman yeah you know having been on the board previously where we've done that I think it's a valuable opportunity uh even though over these last few years attendance at board meetings uh has declined a great deal uh I think any opportunity we have to listen to the community always has great value so you know I'm very supportive of that idea just the doubles

037in the details then you know what do you want the board policy to actually you know say again I just threw this out there um other members of of the board if they want to take a stab at it and come back with a different language and I think between all of us if the will is there we can get it done but but if they're not five votes to add another public expression then you know I don't want to belabor the point I do have a question though so the second public expression would that be for any topic or topics related to the board agenda it's it's really however the board wants to structure it I mean when you talk about you know the agenda the agenda to me when you look at is

038so um so broad that somebody can come and speak to almost any issue I mean it's on our agenda and you can make some reference you know I would hate to you know I don't want to turn this into just a um opportunity to complain about everything in the district again it's whatever the board thinks is in the best interest of the public to either tailor it only to board agenda items uh it's fine with me again I want to make this you know everybody has a say in this I don't have Vice question Vice so I I agree with what Dr Litman said in ter in terms of having opportunities for folks to come and speak to us however I don't see the huge benefit of adding one at the end first of all

039because very few people are here often but also because our first public expression is completely open we don't limit the the topics that can be discussed they can discuss agenda topics or any other topic related to District business um and at the end of the meeting what we've covered on the agenda we've already voted on so any comments that come at the end really unless they're relevant to next month's agenda it seems like you could send any questions or com comments by email to the board and have the same impact and in fact you may get a response more quickly when you send an email than when you make comments during public expression but those are just some thoughts to this question I was I was going to say I don't have strong opinions one

040way or the other about it I don't see that it really adds significant value to change a board procedure at this point or a board policy because we do have so many ways for people to to interact with us um and you know just from past experiences the number of people who have been here to interact at the end of the be meeting tends to be pretty limited um so I don't know that we would necessarily have people coming just so that they can comment at the at the end of the board meeting so yeah I would just offer um echoing a lot of of what folks have said um I would offer that if we choose to do this to keep the same parameters um for deorum um and the time limit um Etc

041um if if we do this um and you know I am curious about you know Mr Mana if you base it off of um benchmarking on other districts um or if there was a community request for it um kind of how it came about well I looked at you know what other school districts do and again some do uh one at the beginning or one at the end and even this school district I believe used to have the two one at the beginning and one at the end so when we talk about not changing a policy the policy was changed went from two to one and I'm suggesting we go back to the one after the regular meeting so The Benchmark is a the Amherst Town board uhh um does two one at the beginning

042and one at the end and and in that situation they allow even if you spoke at the first one they allow you to speak at the second one I'm suggesting we don't allow uh speakers to speak twice and you know I know we have and listen what what the speakers what my board members have said completely valid I get their position on on you know does it add value I look at it as look does it does a someone in the general public thinks it adds value to them if they can't make the first public expression and there's something they really want to get off their chest there should be an opportunity for them and they're so busy with their time it's hard to get here at 7:01 and and you know sign up and

043and express themselves if they want to come later in the evening and it works better for their personal schedule the opportunity should be there now knowing that we have very now we have very little recently very little even public expression at the first opportunity if nobody comes for the second one there's no harm to the school board but again it gives the opportunity to the public who may want to come and like I said before um we used to have two we went to one because I think it got out of hand for a while during coid so that's why part of the justification was uh to go to one now things may be calmed down let's give it another one let's give it a try because we can always change it are there members

044of the board who were on the board when that policy was changed can you kind of share that um go for it my my recollection of what happened is we had had a board retreat that summer and through discussion that happened at the retreat we asked our lawyer to look at the policy and to make some recommendations about changes to that portion of the policy and those were uh the outcome of that conversation and and some of it was you know in terms of coid and difficult years a lot of things that you know people were getting things off their chest that ultimately you know State decisions not board decisions and wasn't helpful at the time um you know it just added to stress almost more than anything but in terms of changing it back

045I mean I a single board member I I'd be okay with it it's just another opportunity for constituents to talk if they wanted to um you know I think the the the part on time I mean that matters you know thinking myself if I wasn't a board member I mean my wife who at least she complains to me enough but uh she's at home with kids and doing things like that so it does give opportunity for for different timing if people do need to come in terms of that I think Mr Mana had a good Point uh with that so I I would be okay with it I mean ultimately if there's no one to hear to speak it's going to be the same as meetings have gone if there are or things that they

046have to discuss it gives them just another opportunity lman yeah I would say you know I always say sometimes the way we did things in the old days were were good ways but you know just personally you know I feel we have an obligation to listen to the community uh whenever you know I know there's various forms of communications uh but I think having this venue when people may come and and um Mr mky was right that you know people who work later or have sports activities and people may not be able to come at s maybe they can come at 8 and you know we should be available because we're here and if they're here we should listen all right listening to people it sounds like there's support for it I guess my two

047senses if we do move forward with it I would I would like to still see there be a sign up even if the signup sheet is available you know in the back of the room during the meeting um and they can sign up at any point during the meeting for the second public expression my draft and again it's a just a crude draft is that um it just says no pre-registration is required like it is for the the first public expression and you know all applicable regulations of this policy shall apply to the additional public expression period so a signning sheet when you talk the decorum all those other things still apply that kind of put it in a broad stroke everything else the only thing like I said the only thing that doesn't really

048apply not applicable is the pre-registration for the second public expression now what I guess we can work on the details but I don't see any opposition to having a second public expression so now what Dr man would you like to you you would have it submitted to the board clerk as uh amended policy and that could be tabled at the November meeting and then adopted at the December meeting would we have to have a lawyer attorney look at that too not needed no for something start rules something just a modific meeting rle it's not a yeah it's not a and correct me if I'm wrong district clerk [Music] Carrie yeah yep okay sounds good we'll see this on the board next month it'll give the board enough time to massage it and work back and

049forth on what you would want the final language to be okay thank you for that discussion uh moving ahead we we need leasons for the board goals would any board member like to select a goal to monitor for Dr Litman yeah I mean I've done historically teaching learning and Leadership if that's still available I'd be glad to do that again okay M blacker I'd like to do again Wellness Community and sustainability man I thought I was on the communications already no this is the board goals that we've set up in the last meeting and then we have one board member who monitors the goals and yeah well if I'm on the communication committee can I be the one who monitors myself on the communication goals I would excuse me I would do diversity equity and

050inclusion okay uh we have one more board governance I'm I was apparently pre-assigned to that okay which is fine um but I did I just did want to say um in my experience of monitoring the goals what I do is look at the agenda each month and keep track of what is on our agenda each month that is related to that goal and actually keep track of it month to month so that when it comes time to report out on it you already have all that information and don't need to go back to look to see what we've covered in previous months so that's the advantage of assigning people sooner rather than later so that we don't have to look back at too many previous months great idea thank you thank you uh does anyone

051wish to discuss the correspondence we received we actually got correspondence regarding East homecoming I think which we had a discussion in the community Forum yes and drivers education program okay moving ahead um under agenda items 8 through 12 minutes Personnel business and finance exceptional education special needs and Student Activities and District facilities and support services may have a motion to approve the agenda items 8 through 12 has presented Mr Mana Miss Binger any discussion all in favor motion carries unanimously at this time I would like to congratulate the newly appointed assistant principal for Transit medal School Caitlyn [Applause] Perino you want to invite her up to say would you please come up to the would you like to say anything to the board yes yes hi thank you so much for having me thank you

05315 years of service thank you [Applause] under 13 policy updates may have a motion to leave policy 5661 on the table for editing and first reading at the November meeting is uh vice president K Bogner second miss pulan any discussion this on 5 5661 well nutrition and fitness yeah yeah oh I have a comment you know I know that we talked I think uh you know Miss Pand had mentioned um about the idea of adding mental Wellness in all of this and and you always have great ideas and it's a very valuable part but I know historically this has always been sort of a physical wellness policy and I was wondering about the feasibility of having a separate mental health policy or you know versus adding it to this which seems to typically focus on

054um nutrition and physical education and and activity of less focused on Mental Health which again for all of us is an important issue to look at so I guess my question is is it feasible to just maybe have another policy and take that up of this we will probably look at that um as legislation continues to move around the um focus on youth mental health in general yes my intent with this was just to um change our understanding of when we talk about Wellness that we're not just talking about physical health that Wellness is all in capsulating yes and so this policy does very specifically focus on nutrition and physical education specifically and if you read read what I suggested there it's just looking at add Wellness as and these components of Wellness so it

055doesn't really change this policy at all it just reframes that as components of a Total Wellness yeah I understand that part of I was just trying and that's you know I guess easier to put in than design any whole new policy but I guess since we do well we do have a polic we have a policy that references mental health there's also a 2018 document um moving towards mental health guidance so there'll be more coming down the way but again this was just a reframing of the word Wellness to expand it Beyond nutrition and physical education and and I guess since we do work with bosei on policies I don't know if you know coming down the road if they have a new policy uh just more focused on the mental health and wellbeing of

056students and I don't they'll be cross referenced okay yep and there's talks of that which board member Pand alluded to once you know there's more legislation and more emphasis on it yeah thank you okay thank you um any other comments or questions all in favor motion carries unanimously may have a motion for the first reading of policy number 6121 and 6122 Mr is beckinger all in any discussion okay all favor motion carries unanimously is there a motion to table policy number 6121 and 61122 for a second reading and adoption at the November 14th meeting Dr Spicer uh miss casar [Music] bman any discussion all in favor motion carries unanimously moving on to item number 14 Committee of a whole are there any matters under discussion under Committee of the whole none moving on item 15
