Dr Brown Hall I would like to turn it over to you thank you very much these are loud thank you very much president McCleary so tonight we continue our school Spotlight highlighting the great work that goes on within our school buildings this evening our school Spotlight focuses on Maple West Elementary School and their Fall Fest each year Maple West hosts this event to bring the school together for a night of fun activities to build a stronger welcoming and inclusive community I'd now like to welcome principal extraordinaire Mr Jason Smith to share more foreign thank you and good evening I'm joined tonight by our PTA co-presidents Alex Baldi and Heather Mundy hello so good evening to everyone thank you for giving us the opportunity to share about our partnership with the PTA and the great things

that are happening at Maple West because of that partnership as you all know successful schools are all about relationships and maple West is no different we want to make sure that Maple West is a place where all of our families feel connected and supported you may not know but the maple spta has once again been recognized as a national school of excellence our PTA has been instrumental in bringing programming to help connect our families to our school here are just some of the things that we've already done this school year before school even started we had three events we had chalk the walk which welcomed all of our families back with food trucks and music and families had the opportunity to draw pictures and write messages to teachers and it was very very well attended

we had popsicles on the playground a new parent orientation for our new families Supply drop-off and teacher meet and greet on the 31st our PTA has already supported a book vending machine at Maple West which has been a huge hit and the last thing that we've had so far is the maple West Fall Fest and it's only the beginning of October we have a lot more to go and it's because of that partnership with our PTA and these two wonderful ladies right here so each school year we look to find ways to improve on what we've done in the past and meet the needs of our families this year our PTA is piloting the idea of having sensory friendly times to all of our large events and they're also piloting an inclusivity committee within the

PTA itself the sensory friendly time that we did starting with our Fall Fest we opened up a half an hour early for our students that just have sensory needs maybe large crowds or noises or anything like that are just too much for them it wouldn't be able to attend our events otherwise this gives them that that Open Door into everything that we do so the video that you're going to watch tonight is going to focus on that um and I would also like to give these two ladies an opportunity to say anything if they had and that's what they wanted to share yeah I just want to say for supporting Endeavors like this where we can partner together I think Williamsville is a community that really Fosters that and that's large part to your leadership

so thank you um and it's really important to us that we continue to make sure that every child can have those opportunities and those experiences that are so special so thank you for supporting that thank you yeah just to Echo what Heather said we really appreciate um the collaboration with our school with Mr Smith and Mrs kubera and really everyone in the district um and we're really hopeful that this will be the start of something that you know can get bigger and um be something that maybe other schools might decide to adopt as well to let students in all the different buildings who maybe wouldn't have attended otherwise people to attend their events awesome thank you and also before we go to the video I just wanted to let you know that tonight on the

agenda you'll see a donation from our PTA that is going to make the beginning of our adaptive equipment on our playground a reality so they're also involved in that as well thank you well thank you muscles [Music] Fall Fest is our first event of the year that really brings us all together as families and kids and teachers because we have a lot of teachers who come and volunteer as well and it just gets us all back together and being able to spend some time together doing something fun two one we have carnival style games we have inflatable obstacle courses popcorn face painting all sorts of fun activities for the kids and the families to really just enjoy together sensory friendly is something we're adding this year because we wanted to make sure that all of

our families could come so whether it's a student that has sensory needs or a family member of theirs we really want to make sure that everyone is welcome and able to join us I have a daughter that has autism she's very sensitive to sound and crowds so it was a perfect opportunity for her to be included and include us and be able to participate in some activities that you know fit her she enjoyed it without that sensory opportunity she wouldn't have been able to participate one of the things here at Maple West we are always looking at how we do what we do and ways that we can improve and be more inclusive and more responsive to the needs of our our students and their families as a mom it was great to see that

opportunity because it really meant a lot to be able to go around with her and I want my daughter to you know feel included not to feel left out to feel like she's a person we believe that our school is a community not only do we challenge children and help them to grow and reach their potential but they also have fun and they love being here all of these great things that we do happen because of our partnership with our PTA thank you we are really fortunate that the parents in our school love to be involved they love to see their kids enjoying the events and they're really willing to give their time to make these events happen for our families just such a wonderful place and I know my kids are taking care of

here I know the other parents care for my kids the school cares for my kids like we just have a really wonderful loving supportive community [Music] awesome times at Maple West thank you very much for sharing that with us we appreciate it pause for a picture oh a picture absolutely yes that's not too never mind I'm sorry come back next week my bad but now that I have your attention I also want to take a moment recognize our board president Dr Susan McCleary tonight I have the pleasure of presenting Dr McCleary with the board Excellence award from the Erie County Association of school boards in recognition of her dedication to our school Community thank you for your work and Leadership so they sent this thank you yeah which one was a Superman and I just

want to make a correction it's not the Erie County Association of school boards it's the New York State School boards Association even larger so thank you Dr McCleary for your work [Music] finally next week is School Board appreciation week I'd like to thank and recognize our entire school board for their continued leadership as we work together to create a welcoming and inclusive environment for all of our students families and staff so thank you each and every one of our board members thank you very much for your service and dedication to the district you um are there any board acknowledgments okay the next item on our agenda is public expression however it is my understanding that we have no community members who have uh signed up to speak [Music] therefore we will move on to 4B

which is our external audit presentation I turn it back over again to Dr Brown Hall and Mr matersky thank you very much Dr McCleary I will ask Mr matarski to please introduce our accountants Joshua Malaki and to discuss about our external audit thank you Dr Brown Hall I'd like to introduce Kyle Widner he is the partner of drushman Lucky who is going to be providing a presentation to the board on our external audit for the 2012 school year foreign good evening everybody we're gonna pull up that presentation excellent I'll just provide some audio cues for switching through the slides thank you all right thanks for the introduction Tom um Carl Widmer from Joshua maleki here tonight to present on the results of the financial statement audit for the fiscal year ended June 30th 2022 uh

we did have a chance to meet with the audit Committee of the board just a couple hours ago to go over these results in more detail so tonight we will try to get through the short audit presentation that we have prepared similar to past years it's a nice way to walk through both the audit process as well as a little bit of a high level results for the general fund operations for the year so tonight moving into the first slide what you can expect of from Joshua maleki each year of course versus the basic financial statements that's the main product that everyone is going to look at at the end of the audit each year it includes the financial statements for the district and our professional opinion on those financial statements so the value of

Drescher Malecki in the public eye is the financial statements are compiled and put together by the district each year they are the property of the district we're hired to come in and perform a series of tests and risk assessment to ultimately come to a conclusion of whether or not we believe those financial statements are fairly stated can they be relied upon so that users of your financial statements whether it be a resident Banks granting agency the bond market they're looking for that third party verification that someone else believes these financial statements are fairly stated and that's where we come in and provide our professional opinion where we stand today we have draft financial statements they should be ready for submission by the end of this week that carries an October 15th submission deadline those financial

statements were prepared to issue what's called an unmodified opinion that's a clean opinion what you would strive for so in addition to the financial statements themselves oftentimes there'll be a management letter to provide some recommendations and in other Communications letter which reiterates the responsibilities of management as well as us as the Auditors in the engagement and finally there's a small financial statement to cover the extra classroom activities throughout the district the next slide will get get right into some of the financial statement highlights of the general fund so the general fund of the district represents the majority of the activity going on the slide in front of you presents the last five years of Revenue and expenditure activity if we're focusing in on the most recent fiscal year ended June 30th 2022 you'll see there's

been a significant increase in both expenditures and revenues compared to the prior year expenditures are up to 207 million dollars for the year that's up 14 million from last year also up 14 million dollars are the total revenues which came in at about 202 million so doing the the simple math there the difference is about five million dollars more spent than brought in as a result total fund balance of the general fund is going to decrease by 5 million dollars compared to last year some of the reasons for the revenue increase are primarily additional basic formula state aid that was over nine million dollars higher than last year that allowed the district to put additional funding towards capital projects are spending throughout the year so the capital project spending is responsible for that large increase

on the expenditure side of things so I mentioned before the net difference was just just about five million dollars for the year and on the next slide we'll take a focused look at the fund balance and that's basically your Equity position general fund fund balance began the year if you look at the end of the 2021 graph here is 83.2 million dollars it spent five million dollars more than it brought in So at the end of 2022 total fund balance on top of that final bar graph there 78.3 million dollars the graph in front of you it does break up the different categories within fund balance that's something that the district is responsible for each year in the financial statement presentation one of the more focused areas of fund balance would be on the next

slide where we look closer into the unrestricted portion of fund balance so outside of your Reserves monies that are restricted by law you have some available money that's referred to as unrestricted fund balance and it includes the red portion here oh next slide please of 7.6 million dollars that's representing two components that are set by the district the first is 5.6 million dollars that's included in the 2022-2023 adopted budget appropriated fund balance as well as two million dollars of encumbrances or carryovers that are being carried from the fiscal year end of 2022 into the next disclaire once you remove those you're left with the blue portion of 8.5 million dollars school districts in New York state are subject to real property tax laws section 1318 and on the next slide we include this each year

just to show the compliance the district's compliance um the maximum amount that a District's allowed to carry in an unassigned category of fund balance is four percent of the subsequent years budgeted Appropriations so the 2023 budget is about 212 million dollars four percent of that would be the maximum amount allowed for the district's unassigned fund balance this slide in front of you shows the last four years of the unassigned fund balance numbers and to the right there's a little table there to delineate that you've been able to stay at that four percent or below to remain in compliance with real property tax law finally the last slide essentially some contact information for you all I know the audit committee has this information available um already but you know if anybody did have questions and it

didn't come up tonight please feel free to reach out to myself or Jared um overall you know the district is in a stable financial position you saw the fund balance numbers of the general fund are in a a healthy spot you're able to put District money Capital project Reserve money towards capital projects during the year in addition to taking care of a 200 plus million dollar budget just for year-to-year operations so overall in a great position we also look at the internal controls or how the dollars are handled within the district policies procedures and there were no reportable findings so I want to be sure to include that it's um you know it's been on repeat the past few years Williamsville district is very clean District complements to said Mr matersky and his staff it's

a joy to do this audit each year it really is pretty easy our staff enjoys working with everyone here and thank you for your time tonight if anybody had any questions I'd be happy to answer any questions from the board I mean just my normal comment every year when I do this is you know is to thank Mr widma and to um you know I know how much time Mr matersky and to attendant Brown Hall do to make sure all of the finances are in appropriate situation but it's important for the community to remember that our district is in a healthy financial position we have a normal fund balance we have a normal operations we've been able to fund capital projects and we have reserves so sort of all of the things are aligned in

again we're saying all of you for your work and effort thank you thank you for that [Music] I appreciate all of your work very good have a good night thank you thank you and before we go on to our consent agenda to do some pictures [Music] I'm good thank you all right no I'm gonna do this thank you um the next item on our agenda is our consent agenda approval Dr Littman well before we do that I would like to uh pull out uh in this certified Personnel report uh name two or position two for a separate vote which can you name the position which one are you talking about yes the new position of a school district administrator for World language English as a new language Multicultural education you would like to make a

motion wait I was told that if I want to move that as like a motion to again take that out for a separate vote do we need a second you need all that is there a second seeing none then I'm sorry that it will not be a separate item because there was no second to the motion not sure that's procedurally accurate I don't think that's procedurally accurate but I would defer to you that's not what I've seen at this table done before but I will defer to you thank you and we can follow the parliamentarian later yeah I mean you know I don't want to delay it so roll on it please may I have a motion to approve the consent agenda items please Miss Poulin second Mr beulin all in favor opposed abstain thank

tardiness has been significantly significantly reduced by this time of the year student transportation of America completes more than 500 bus runs a day in the district I believe I shared that data with the board members also also and a new feature we're going to have in Wix is the out of service bus information that's now available in Wix so if parents are attempting to track their child's bus they will know now if that bus is out of service and that the app the tracker won't work for that day so once the bus is backing service then the tracker will work so that parents don't have to guess they'll be able to check it in wix so this is going to be updated morning and good afternoon yes District rebranding and I know some people depending

on what committees you've been on have heard a little bit about this but we've already started meeting with a subset of the strategic planning committee about the mission and belief statement so our mission and belief statements we are going to update them we're not starting from um you know Ground Zero they don't have to be all done up like we've had nothing before but we're going to take what we have and we're going to rework them making sure that they still reflect what our district stands for making sure that we incorporate pieces of our strategic plan and our Dei initiatives and our mission and belief statements our district logo there's a separate subcommittee from the district-wide communications committee that will be working on a new District logo our community will be voting on that in

0352023 in the new year once the committee has a logo has logos developed our community will be able to vote on that and then our district website we're reviewing local and National School District websites our Communications committee is really really dedicated to making sure that we have a modern up-to-date website that is easy to navigate for parents and community members so with all of this our mission and belief statements uh being reviewed and redone having and looking at a new District logo and a new revamped website we will have a district rebranding effective July 1 2023. job fair so I want to thank everyone that got the word out about our job fair we had a very good turnout for our job fair and I want the public to know and our community to know

that we still have opens openings and applications are still being accepted so please go to the district's career opportunities page if you know of someone that is interested please refer them to that page we still have um opportunities available if you have any questions please contact the human resources department by calling 716-626-8053 but again I want to thank everyone that was involved Nick filipowski for getting the word out our HR department that worked night and day to make sure that we had enough material all of our staff members that actually spoke to individuals that were looking for career opportunities are building administrators that were there talking with individuals that were looking for a substitute teacher and teacher Aid opportunities this was just a phenomenal career fair in this room here and I want to thank

everyone that was in covid-19 at home test kicks so families or staff members are interested in receiving covid-19 at-home test kits please reach out to your building directly so we are not going to have um another full day of Distributing covid-19 test kicks but we do have ample supplies at our school buildings so anybody that needs them they stop by your school building to arrange with your administrator to pick some up students and staff will receive two covid-19 at home test kicks per request and you know that there's two tests in each at home test kit the expiration dates were extended for the text kicks information is available on the district's covid-19 education page I know we send communication out about that but if you need to reference to see when the test kiss expired

need to be completed by parents through Wix Wix Mill was sent to families in grades 7 to 12 this morning if you have any questions please contact your child's respective athletic department and so we use leave this in our community update as a reference for parents also so you can always check it in board Docs diversity equity and inclusion excuse me our last meeting was held on September 29th we have an outline of our Dei plan and we're working with all of our qualitative data to fill the plan in we have several different uh committees smaller subcommittees working to make sure that work gets done our next meeting will be October 25th we're going to add an additional November meeting just to make sure we have all the components and we have a plan that

flows very well and that November meeting will be prior to the public comment period so that we will open it up to the public and they can comment give us suggestions things they think that we need to include in the Dei District y plan because again this is a plan for Williamsville by Williamsville we want to make sure everyone has a voice in the plan could I ask a quick question in terms of the public comment period will that be um that people send emails or is there going to be a meeting no well it will be email correct thank you last but not least this is huge the Communications Department earned two awards from the New York school public relations Association excellence in writing Award of Merit for a press release and the video

the award of Merit for the painted bird also our very own Nick filipowski director of communications for our district has been awarded Communicator of the year and all of New York state so this is an achievement in educational Communications and we want to sincerely thank Nick for all that he does for our district and applaud his Domino achievement well he we can't outdo the picture that's up on this I don't even think we should try put that one on the district website yes yes so congratulations on your achievement Nick yeah and that is a community update for today October 11 2022. I turn it back over to you Dr McCleary thank you and any other questions or comments from the board thank you next item number 12 is finance may I have a motion to

resolve approve and adopt the budget development calendar in 12a and the annual external audit in 12b as presented Dr Littman second Miss blackinger any questions discussion all in favor motion carried unanimously thank you Martinez liaison reports if you have any liaison reports please send them to Mrs Carey and we know that the information is also available in wits in terms of the reports that people write after they have an opportunity to attend a meeting does anyone need coverage for any PTA meetings and so forth Mr pascalius well I've already discussed Maple East because of the times but uh the October Maple West meeting I've I've soccer game I have to coach so um to cover that yeah I can tell you because you continue for Wednesday recruitment it is October 19. the 19th October 19th

Wednesday October 19th 7 pm does anyone at this point know they might be able to cover it Dr Littman thank you I have a quick question October 19th Maple West seven o'clock thank you Dr Logan all right has the sepsa move meeting been moved to November I've heard rumors about that is that do we know that you know Miss kismeric Bogner would be the one that would know it okay apologize there's one on a 27th there was a well was it a meeting or was that it's been changing because if it's on the 27th I'll need coverage because I'll be in Syracuse but someone told me that I had heard rumors that it was changed to November well yeah we're looking yeah just so I know yeah no no that's obviously a good point and

so if if it is that date um we'll send out an email to see if anyone else is available to cover I appreciate it foreign there are no legislative matters there are no curriculum matters to discuss we are at item number 16. under Personnel may have a motion to resolve and approve funding for the contract of employment for the assistant superintendent of student services and exceptional education in 16a and the 10-year recommendations in 16 b as presented Dr Littman second Mr viscalia discussion all in favor thank you motion carries unanimously number 17 District facilities and support services I turn it back over to you Dr Brown Hall and Mr matersky to talk about the capital project update thank you very much uh board president McCleary I will ask assistant superintendent Tom matersky to present about

construction updates yes thank you Dr Brown Hall uh just a very brief summary of our Capital Project work that happened over the summer as you all know we uh project is called security improvements for the district and we completed improvements in our three elementary schools and two middle schools you're seeing just a couple pictures of the finished product and in the pictures you're seeing the changes that were made which include the um now the vestibule entrance the secured vestibule entrances at our elementary schools that really allows the visitors to come in during the school day into a secure location uh previously they were just going into the general hallway so again we've done that to improve the security this is a look at one of those entrances on the left side you're seeing what that

entrance looks like at one of our schools and then as part of the project we also um re uh reconstructed the offices for some of these buildings and we made them into sweets so that um after you would be admitted into the secured vestibule you're then admitted into the office if you need to be there and then that area is also an area not within the hallway of the school so again adding more security to the entire process um just so that you know you know that we actually did some other work in the buildings in some of those schools we did work that would be really renovating the nursing clinics and that's a picture of one a sample picture of one on the left and and as we try and do in capital projects

we also go to our principles before the project is really in planning stages and we ask them for some prioritized items and you're seeing um at Country Parkway one of the requests was to redo the ceiling in the library so although this is a security project we did have a few other items that was one we have um and put in some modular classroom items and we put some interior doors based upon the request of each principle we were able to add some items so that's something that normally no in addition this is not as a picture that you would say there's a lot there but there's 338 000 square feet of roofing was done with using five contractors over four school buildings this was a massive project and it is complete as of today

everything is done I can tell you that the way this was done successfully is that especially with the supply chain issues we had great cooperation from the contractors we had great cooperation with the Architects and construction manager and in reality they were ordering supplies in August of 2021 in order to have these supplies on hand to allow this work to be completed so um that's a little bit on that and then uh again just to kind of follow up what we're doing now is we're preparing for the work that will go on in to the next few months as well as in in Earnest in the next summer and so we have the remaining schools that have not been addressed this summer will be done next year so basically the other half of the district

uh one thing I can say is there is no more Roofing done that's completed so that's a good thing and we're looking forward to completing the rest of the project again within the next really eight to 12 months thank you very much assistant superintendent maturesky I'll turn it back over to president McCleary yes and I also will Echo our uh sincere thanks to Mr matersky for all that he does on all of our projects absolutely so may I have a motion to resolve and approve the capital project change order information in 17A in the Williamsville Central School District technology plan for 2022-2025 in 17b as presented Miss blackinger second Mr beulin discussion go ahead um I am not right I approve of the um District technology plan and I am really looking forward to that

being continued to be I guess expanded out um I've had a couple of students contact me I know that security is a huge huge part of technology and we do need to be very careful with technology but I've had a couple students who have contacted me because of the implementation of that has caused some serious production issues particularly in terms of students who are working with large files video files and Engineering files that they are now required as I understand it and I could be wrong but as I understand it they have to upload through the cloud from whatever device they're using which whether that's a camera or another instrument and then download it again to either a projector or another computer in order to continue to put things together to edit for for um

production of videos um there are some issues with downloading information to the um 3D printer and the length of time that that was causing students to have in their Productions um deadlines had to be changed by up to two hours in order to accommodate some of that time and so it was really putting some pressure on those so going forward I would really hope that we can begin to address that because I think our student producing um is a is a huge skill for them and I certainly want to do everything that we can to enhance those opportunities thank you thank you for that comment Dr Singh I mean I have a comment as well I have no objection to the plan and the only comment I have is now that we're investing so much

in I.T and cyber security I think this should be one of the board goals as well where we can monitor the progress of our it spending and how we are moving forward with our cyber security so this is something I know you already have learning and education maybe this can be a sub topic under one of those board goals that's what I'm thinking at this point because we already adapted them not that you know your point is in in very valid that we'll look at them again and see if we can put a little some category a subcategory or something but and again good points about it any other questions comments all right so um all those in favor of accepting the change order and the technology plan thank you carried unanimously we have no

matters to discuss under special needs in student services Student Activities excuse me in Committee of the whole does anyone have any items to discuss under Committee of the whole Dr Singh um I just have one request or proposal since we are look at we look at re-looking at our logo our branding I think it's time we also look at our school calendar I mean I'm suggesting or proposing that we have our school calendar looked at by our Dei committee to make sure we're looking at it to the right lens to make sure everyone is in terms of equity and diversity that we are doing the right things so I sorry no no no um following parliamentary procedure The Next Step would be if we had a second we can add that to our November calendar

for discussion do we have a second Mr beulin okay all in favor of adding it to our calendar next month thank you and just to clarify it's just for discussion at next month I want the I want the public to know it's just for discussion at next month's board meetings there'll be no steps taken to work altering any calendar and next month right I was on the Republican no thank you very much that is an important statement okay does anyone wish to discuss any correspondence we received the correspondence that was received from community members regarded Bus tracking late buses and coveted notifications anyone else have anything to contribute our next board meeting is November 8th may have a motion to adjourn the regular board meeting Dr Singh second purulent all in favor right motion carried
