001Good evening and welcome to the Wilson Central School District Board of Education meeting for Tuesday, June 9th, 2026. My name is Tim Carter, superintendent of schools. Thank you for being for being patient. Uh, four times a year, the administrative team gets a chance to report out to the board. The board has a chance to ask questions and once in a while they go a little bit over and that was today. So, I appreciate everybody's patience. Um, as we finish up, um, as I mentioned at the beginning of most board meetings, um, there'll be a point at the end of the meeting for anyone who's a resident to be able to uh, address the board. if you're online or if you don't want to do it um in person or while you're here, you can either

002email our district clerk or you can call her at 751-9399. Um at any time that you get your comment, question or concern to the board of education. At this time, I'll turn a board meeting over. Um I'll start out with our uh elementary principal, Mr. Wilkey. Who gets first? >> This water shed. Come on up. All right. So, tonight we are uh recognizing this is large track after decades of service. Um worked in uh both buildings. I know

004she was she was Stevenson and then um she's been at my time with her. She's been an AIS teacher. Um she's taught multiple grade levels, lots of different things you know. Um something that really stands out to me. Um as a principal, you know, you typically are when you're looking for advice, you're going for for mentors or need help with something or going calling your administrative. Um a lot of times I went to Mrs. Waters because Mrs. Waters just has a lot of sage advice. Um and she was someone who when we needed to have a a difficult parent meeting um when we didn't know how to necessarily handle situation with a kid that was struggling with not just me but um a lot of our staff coach program. Um so she is someone with

005so much experience that has been a lot of help to us. She is incredible at her craft. Um she's been working with our students who need the most help in reading uh for the past couple years and she's helped them make so much growth. Um, and I'm just so appreciative to have had her in the building and and work with her and very upset, but she that she that she's leaving. Um, but she's touched the lives of so many kiddos over 30 years. Um, and again, I'm just saying that she's tired every relationship kids. The kids love going to see her. Um, and she is going to be dear. So, thank you for your service. We appreciate it. In recognition of your retirement, upon your retirement from the Wilson Central School District, Wols, New York,

006given in grateful appreciation to Pamela backs water for the dedicated service during her honorable career of 90 or 90 years. uh dedicated to service during an honorable career of 30 years. without >> Mr. B. >> So the theme for all four people to talk about is the word decades. So we also have decades of service from the bias. Um she's currently second grade teacher. You know, she's she's done a lot of things with with uh the district. Um when you walk by or into Mrs. Debias's classroom, every student is always doing something. What is so cool about her room is how she does small group instruction to meet the needs of all her kids. So, yes, she does, you know, the whole group, uh, you know, reading instruction with her curriculum, their math curriculum, but

007she has a horseshoe table right in front of her classroom, and she always has one, two, three, four kids right up there, and the other kids are actively working on what they need to be doing, and she's targeting, meeting those kids where they're at. Um, and so her kids always make so much growth every single year, um, because she just individualizes everything to what they need. And it's so impressive to watch her do that. Um, she's super thorough, such a hard worker. um and just really engaging builds amazing English to kids and families. Um families always ask if they want to have this device in second grade. Um you know, so that's going to be so hard to fill, but um I'm just so appreciative for all the work that this device has done and

008we're definitely getting this new school. So, thank you. Appreciate it. Upon your retirement from the Wilson Central School District, given in grateful appreciation to Kimberly Tobias for her dedicated service during an honorable career of 34 years. No, I can't. >> Um so with student retirey um decades a long time um has recently pologist has worked across the district going into all all the buildings helping students. Um she has had the ability to give students the gift of language. Um you know students go to her at the beginning of their school career and between all her work she puts in with evaluating them figuring out the exact thing that they need in order to be able to express themselves. Um not only with a lot of people think speech is just like oh they're not saying

009their arts correctly but they have to do so much more than that. um getting them to be able to express trust themselves in the way they talk, read, write and um you know I I said this when we we board the the last what they know is doctor level stuff right like Mrs. spreads knowledge of the inner workings of mouth and what they need to do in the position and everything. She does that so well. She builds relationship with families because she has to um you know convey the reports and the testing and everything and make recommendations and everyone is so appreciative of of all those things that she does. She also um took on student council for us uh when that was a new thing that we want to try at elementary school. She's

010been a big part of that. Um, so, uh, she's just done a lot of work to help students again have the gift of of language and being able to express themselves. Um, and has been very dedicated relationship. So, we're still pretty good. Upon your retirement from the Wilson Central School District, given a grateful appreciation to Jennifer Fry for dedicated service during an honorable career of 29 years. So, uh, Mrs. Sidell retired in November. Um, and something that, uh, I just want to say about Mrs. Sidell, she's retiring as as a teachers aid. Um but what Simone said though she has a certification as teachers assistant which is like a next step up that um not less what people get and that really much explains and exemplifies Mr. Say she really is teachers assistant because of

011how strong and knowledgeable she is with instructing students. Um you know she in in my time she was working with the older students and she's done the gamut in her decades of service um at the school. Um but there was a lot of really hard instruction that she had to know and be able to um retach the kids work with you know they need extra help and she handled it awesomely. Um she has the ability to help kids um you know understand the the tricky things uh when when they didn't really get it the first time. She was always a team player. anything we needed, you know, the the aids get um you know, asked a lot to step, you know, outside of the normal day like, "Oh, hey, we need you cover that." And

012Mrs. Cel always with a smile on our face, always willing to do it. Um, you know, we're very thankful for all the relationships she built with the kids and staff and just willing to help us out whenever we need. And she was such a knowledgeable resource for us. Thank you so much, Richard. Appreciate it. The only thing I wanted to add is Stacy retired actually two years ago for one day. Um, and pulled her retirement out, came back, work with us, and that she was ready to to retire. um upon your retirement from the Wilson Central School District. Give an in grateful appreciation to Stacy Sidel for dedicated service during an honorable career of 27 years. Congratulations. Mr. Bon, you're up. Gale here, Gail Palmer. Gale Palmer. But anyway, um you know, Jen is really

013really involved in language. Um but Gail uses a different language, so a little more direct. Uh but Gail's retiring after 21 years of service to Boston Middle School in our district. Um she left uh left an impact on countless students, families and colleagues. She was hired in n in 2005 as an eighth grade teacher and she quickly became known for her strong command of mathematics and also for her honesty and straightforward approach. Whether it was with students, parents or colleagues, she never showed things. She she told me where you you knew where you stand with me. That's for sure. She always said what needed to be said and it helped with a healthy dose of common sense as well. Her students really knew where they stood with her. Colleagues appreciated her cander and her integrity

014and willingness to advocate for what she believed. And in retirement, Gail plans to travel more as well as spend more time. And so we congratulate Gail on a 21ear career here at Wils. upon her uh retirement from the Wilson Center School District. Give it in grateful appreciation Gail Palmer dedicated service for an inable career of 21 years. Make sure she gets up. >> All right. So, Sandy Walsh. uh is retiring at the end of this year. Um she joined us uh back in 2003 as a substitute teacher teacher and nurse. Um 2010 she was promoted to a part-time nurse and then 2015 became a full-time nurse in a floating capacity between our building um and west. Um then in 2022 uh she became the full-time nurse at the middle school. Um, so those that know

015Sandy knows that she is a very kind individual uh with a big heart. You should be very proud and all the kids and all of us what you've done here. Miss you. Thank you for all your uh your service to always notice uh our teachers and teacher aids and nurses, they work with kids all day long, but you put them up in the front, they get so nervous. Um upon your retirement, Sandy from the Wilson uh Central School District, given a grateful appreciation to Sander Walsh for dedicated service during the honorable career of 16 years. All right. So, Chad Lever is retiring as well. He's not able to be here tonight, but I do want to just read a little bit for uh Mr. Lever. Um so, he is retiring after 27 years of service

016as an art teacher. Um as a teacher, he had a very common approach to his students. Um really encouraged them to embrace the creativity and to to try their best with everything that they did. Um outside the classroom, he was very involved in the school as well. Um he was uh adviser for the origami club, a former yearbook adviser, um the district photographer and he also coached he was an assistant uh coach for varsity boys track and field as well as modified track and field. Um in addition to teaching, Mr. Lee Fever is also a veteran of the US Army. Uh so I'd like to thank him not only for his service to us here in Wilson, but to our country as well and wish him all the best in return. So for Chad upon

And then the last one I have is Kimmy Donald. Um, so Tammy McDonald uh was a school psychologist with us. Um, at one point earlier on in her career with us, she also served as the interim special education coordinator and chief information officer, which is something that I didn't know about him. Um, and her role as a school psychologist really allowed her to work uh with not only our students, but our families in the special education process pretty deep, leaving a lot of meaningful connections that way. Kind of really helps that whole process move forward for for kids and their families. So um she is retiring after

01811 years of service to listen and again I wish her all the best in retirement this month upon her retirement from Wilson Central School District. Giving grateful appreciation to Kim McDonald for a dedicated service during an honorable career. Kim was with us for 11 years. Okay, this one's mine. Natalie, come on over. >> So, Meline, student board member for this year. my voice is um she's done an awesome job. She's extremely busy. She's in you name it, sports, theater, all sorts of things throughout the school. She's secretary of this, president of that. And I can tell you her communication is unbelievable. I always knew if she was going to be at a board meeting, wasn't going to be at a board meeting. She always took everything I wanted to say at a board meeting, so

019I didn't have to talk very much. um when when she does her report, I do mine right after and usually I can just skip all my stuff because she said and she's done a really nice job representing um the students as well on the board of education. So I want to say thank you. I appreciate everything you've done have done and I know uh one of the things she said uh at the end which I know of why she's a great uh ambassador for the school. She came down the other day and she says, "Hey, could we bring the next board member? We're going to do that mentoring process that we did last week. It's worked out really well. And >> he's right here. >> He's because of her. I probably wouldn't have thought, but

020she did. She wanted to make sure you were here. So, um I know he's getting appointed tonight. So, the Wilson uh Wilson Central School District giving a grateful appreciation to Maline Takarski for dedicated service as our exeicio student board member from July 1st, 2026 Jul. I think it's July 1st. Yes. And we have one more board member leaving us this year. Uh Nate Los, if you like to stand up, this is yours. Thank you. Hey, you're one of our newer board members. When you came on, usually it takes a few years for someone to get caught up to speed, but you you jump right into it. You ask great questions up speed. You're going to be a big loss guy. We hope in the future with work and so forth, he had some difficulties uh

021managing his time so and family there. So again, I encourage you to come back on the board in the near future when you get the opportunity. Great board member and thank you for everything you did. So given a grateful appreciation to being the boss for educated services for education member Jul 2023 to June 30th 2026 come So our Skills USA uh New York leadership and skills champion is a premier career and technical education uh students competition in New York State. It serves as the ultimate showcase of our high school and postsecary students who are enrolled in trades, technical and skilled service instructional programs. The event is the largest ex expedition of career and technical education in New York, gathering more than 2500 students, teachers, and administrators. The 2026 New York State Skills USA Leadership and

022Skills Championship took place from April 22nd to April 24th, 2026 at the New York State Fairgrounds in Syracuse, New York. And we'd all like to take this opportunity to recognize and congratulate Wilson student that competed. Um, Bella Monk placed third in commercial drone competition and April Paul reading placed third in the banner competition. Congratulations. Congratulations. Before we break for cupcakes, um there's one more um presentation and I'm not going to read this whole thing, but I want to recognize the fact that this is a resolution that was a resolution that was passed by our Orleans Niagara um which is the board of cooperative education service services. Um this year they celebrated their 70th anniversary. Um and this uh resolution um is in recognition of their 70 years of service to Niagara County and I just

023wanted to make sure I uh recognize those 70 years. Um this uh resolution is been given to the board of education members. If not, we'll put it in news and notes and uh you're welcome to uh take a look at it, but it's uh a two-page resolution that really celebrates the 70 years of the audience board of cooperative education services. Um and we have a former board member that's on the Wilson board member, uh Trustee Crop, and our current representative is trustee senior. 024Miss Dorman Rachel for tenure as a middle school band teacher for our district. She consistently demonstrates professionalism, dedication, and commitment to her position and definitely our music program. Her evaluations and attendance are are phenomenal. One thing that Rachel does very well is is the retention of our band students and improvement of our bands. We didn't have one student dropping in class since we've been, you know, so so which is great, you know. Um, so she's doing a great job of retention. Um, they had uh didn't have enough chairs when they competed at Darian Lake this past uh Friday, so they had to bring out more chairs for all of our students that were participating. Um but she does many things outside of u the banding of you know the smaller groups the jazz band the

025pep band the band just time um Rachel some pick some things up so her passion for our kids and our music education is unbelievable and here this evening to be granted Item 5A, tenure appointment. Upon recommendation of Timothy Carter, superintendent of schools, Rachel Burkeman is hereby appointed to tenure to the tenure area of music. The tenure service shall begin on September 8th, 2026. 026right. This is Alex. She's a an an experienced math educator and um she been through our interview process. Um she has a strong passion for mathematics. Um she's going to form great relationships with our students. Um and she's ready for our eighth grade our new seventh graders coming up which just seems to be a difficult class. But I didn't tell her that in the interview process. We're ready to go. She's very very enthusiastic. Uh she does coach as well looking for a modified volleyball coach. Um, and she's also uh she's done class trips as well where she's been. So, she's going to help out all Karen and Elo with a lot of things that Karen does as well. So, we're excited to recommend Alex for hire for a long-term substantive position in the math position.

028can handle it um you know that reflect on you um you know she came across super polished and knowledgeable throughout the interview process. Um, and I know she's going to be a really great asset. Do a great job bringing him the position and building. So, we're super excited to bring her back to Wilson and have her work. Alongside that, congratulations to the tennis and softball teams for League of Weekly Champs. Congratulations to the Spanish and French students on receiving their SEAL by literacy. Jazz

034on the Green was last week. There was a great turnout and it was a really nice evening overall. This week is senior week and the senior trip this year is at Poconos Valley. I hope all the seniors have a great week trip and I wish everyone all the best after graduation. And speaking of graduation, it is on June 27th at 9:00 am at artwork. Your books are being distributed tomorrow morning. They look great. And a huge thanks to Mrs. Gallagher and your book club. Good luck to everyone taking a region's exam in the next few weeks. And congratulations to Ben Myers for being appointed the next representative for the board. I think he's an amazing person to take my place. I'm very proud and honored to pass this position on to him. And finally, I

Um, just quick comment. Last week was our high school day of service and I just I was so proud of our students. I really going around uh town. I didn't go on the long distance field trip, but I had a golf cart with Tom Tedesco and we

036were cruising around town and uh watching him in the cemetery, at Brownies, at uh the market behind at the fire hall, all those different locations, the uh historical society. Um I knew the community was appreciative and I thought they did an awesome job representing uh Wilson Central School District. Um this Friday is flag day. 9:30 if you have an opportunity and the parade begins at 9:30. Um if you have any um poll with mother nature, uh it's supposed to be a pretty cruddy day. So um say a few prayers for us. Hopefully we'll get the the kids. I mean it's amazing uh parade. Um the the fifth graders carrying all 50 states. Um the parade down Main Street around the back building on the front lawn. um if you have an opportunity, whether you're a

037staff member, a community member, um it's pretty awesome. And I want to thank the elementary school and the flag day committee uh for inviting me again for the ninth year um to do the closing comments. Um and that's everything I have. >> Okay. 039of this community and a proud WCS graduate, a parent of my son Nick who graduated last year, stepdaughters for proud Wilson grads, a tenure teacher, a longtime WTA member, and current WTA president, I am here presenting some concerns to the board today. As a resident, a parent, a taxpayer, and employee of WCS, I hope these comments are accepted with an open heart in mind. There are some optics I would like to share with you today, and I classify them as value and quality. First, I'd like to focus on value. I truly believe that all members of the district from teachers to principles to admin board members should have a level playing field with respect and value to their responsible abilities both in and beyond the classroom. I'm confused as much as I am concerned with

040the optics that the district of conferences and events that include expenses for registration, modular meals, and sometimes air are agreed upon easily. While at the same time, you're also being told the district is willing to spend dollars on a potential arbitration for an agreement to avoid paying less than $200 to our teachers to shadow our events beyond the school day for an upcoming event. We have the money for the conferences, retreats, and possible attorney fees. The checkground should not be done. This feels pennywise but at what cost? This sends a bad message to our teachers. They are not valued. We all work towards a common goal of providing our students and providing our students and that commitment often takes extra time. We are asking that that extra time be valued. Second, equality. We are dedicated

041to the community of students that we represent as our view as board members. We have been at the parking table for several sessions. I am not saying that progress has not been made, but proposals that have been approved have been relatively minor in the grand scheme of things. I'm uncertain what has been shared with the board at this point. So, I want to take this time to give you some background and different points of view. The WTA's proposal on raising the salary would make us average among surrounding districts. Let me repeat, we are looking to raise the salary to be average, not to be the highest paying salary district on every step. While being the best of the best would be great a great salary goal that I would hope we all share that provides

042quality. I think striving for average should at least be attainable. In addition, our teachers are being asked for significant health insurance increases. While some steps don't make quite enough to cover that increase. I am so thankful for this community and school that built me. I truly am. There are lots of people in this room that have also been part of this community for a very long time.
