Good evening. Welcome to the Wilson Central School District Board of Education meeting for Tuesday, April 21st, 2026. My name is Tim Carter, superintendent of schools. Um, as I usually mention, if you're here in person, you'll have an opportunity uh during our public comment session to um ask to make a comment to the board. If you're not here, you can call the district clerk's office and uh she'll make sure that that common question or concern gets to the board of education. At this time, I'll turn the board meeting over to vice president. >> Thank you. Please stand to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Could I have a motion to approve the meeting minutes
dated April 14th, 2026? >> Is there a motion? Is there a second? >> Second. >> Any questions? All those in favor? All those opposed. Motion carried. >> Thank you, Vice President Stewart. Um, at this time we have two uh special recognition and uh I'm going to start with the letter B which is your New York State School Boards Association resolution process review and discussion which is the um the packet board members that is in front of you that's at the resolution kit for you to take that out. Um, the first tab I want you to turn to is on page three and at the top it says 2026 res resolution survey results. I'm not going to review this entire survey with you, but I can tell you that, you know, we all received um an
email back in the beginning of 2026 um asking for us to I actually was born like October, November of 2025, asking us to look at resolutions and uh and do a survey. I can tell you that unfortunately not a lot of people took the survey. Um and honestly I don't even remember receiving yet. Uh but uh as you can see there across all of New York State and as many board members as we had 314 people responded to this uh this survey and you can see on that page individual re results and board uh board member board results. Um, and I and I suggest that you do go through the survey and take a look at the, you know, the results of this. I'm not going to review each one individually. The next page I
want to draw your attention to is on page seven, and I want to explain what this means. So on page seven and eight, the title at the top is 2021 suns setting resolutions. So these are resolutions that at the end of this uh school year. These resolutions are no longer going to be valid. They'll be removed from the resolution process. If the district, if you guys get a, and I'm not going to read to you, um, if you get a chance to take a look at these and one of these resolutions really sticks out to you or has some merit and you want to repropose that resolution, we can do that. Um, like I said, I'm not going to read them to you. Uh, but if there's anyone that's there, um, certainly we can bring
it you can bring it to my attention. I'm going to talk a little bit about the the timeline next, but before I do, which is on starts on page nine. Before I do that, what I thought is I would review the today I would review the process, the resolutions, talk a little bit about what they are, and then give an opportunity for the board between this meeting and the next workshop would be the workshop in May to take a month to kind of take a look at these and decide is there any area of advocacy you think we need to go down. Um so a resolution is an area of advocacy that this board may have some um interest in putting some pressure on um using our school boards association to put some pressure on
the legislature and on the on the uh the governor in whatever area we decide. If you remember back a few years ago and might be before some of the board members were on the board, um we had a specific resolution we kept putting forward that would put some constraints around the use of um the special education litigation and the use of the um the process by which um a a parent or a school district can appeal decisions b that school districts make around special concerns. We wanted some guidelines put in place. Um that resolution moved forward and you know some of those changes were were definitely made. So we have to decide between now and the May is an area of advocacy that we want to you know address and then once that happens um
your NISA ref uh your NISMA representative Vice President Stewart and I will craft the resolution and bring it back to the board. Um but the first step is to decide is there an area that we need to address. the timeline on page nine, I think the best date um to keep in mind is July 17, 2026 at five o'clock. So, whatever we do, whatever we decide to do as a board um and creating a resolution by July 17, 2026 at 5:00, um we have to have that resolution to the resolution today. They meet around that time and one of us had one of us Mr. Stewart and myself asked to be available to answer questions about that resolution. A few years ago when we put one in, they did call and they said, "Well, listen,
we we'd like you to uh consider this um change and we consider the change and they said if you don't change, we're not going to put it through." So, we did change a little bit of the resolution. We have a little arm twisted yet, but someone has to be a available to answer the community's question. And then those resolutions go into the following year. So be the 2027 budget season. And they use those resolutions to put pressure on the governor and the legislature to try and make some legislative change. So that's sort of the process in the whole. And like I said, that date like July 17, 2026, we have to keep that target date. We have to have everything submitted um by that date if we choose to move forward. Besides that, the last
thing I wanted to look at is page 12. And this is just forformational purposes, not necessarily need to do anything with it. Page 12 and 13 talk about how you go about creating a resol resolution. On page 13, that's that's that's an actual resolution where it says resolved with the New York State School Board Association. Um, and then you put down what your your uh resolution is going to be. and the state and federal uh would provide tuition tax credit and additional voucher for private school um program school and then there's a rationale why do you believe that this needs to be changed and then at that point you decide to turn in the resolution or not. Um and then the last page is um again the timeline and how go about submitting your proposed
resolution and or by law. Amen. Any questions about that process or anybody I haven't added something in in your experience in the past when we've done this. Um I think the first step is that as a board more important individual if you have an area of advocacy that you have concern about our May workshop let's bring that forward and we can have a discussion about what we want we want that to look like. >> Thank you Mr. Tarter. I wanted to add though, if you go on the New York State School Boards Association website, there is a list of resolutions that we have uh previously discussed and that have been proposed if you want to take a look at those also. >> Well, since presentation B is done, we better go to A. And I
have to stand up that way. This evening we have chosen to recognize students that attend the Niger Technical Vocational Center and participated in Skills USA um program. Uh we have three students that um we want to uh recognize. I know at least one of them is playing baseball right now. So we if he ends up coming in uh we're going to take well we'll recognize him at that point. Um but let me tell you a little bit about Skills USA. Over a hundred students traveled to Alfred State College on March 3rd to represent Orleans Career and Technical Center and the Niagara Career Technical Center um Pentecus USA regional conference. The Orleans Niger Bosei Skills USA students completed competed in several contests after preparing for several months in their career in technical education program. The Skills
USA championships begin at the local chapter level across the country. Local winners advance to the New York State competition, testing their skills against competitors from other schools. The gold medalist then compete at a National Skills USA competition in June where they hope to earn gold, silver, or bronze medals, sometimes scholarships, tools of the trade, or even hopefully getting job offers. The Skills USA National Leadership and Skills Conference is one of the largest hands-on workforce development events in the world and features does not look like a number. I'm going to say 6,500 state champions across the United States who compete head-to-head in over 114 skills and leadership competition. So, congratulations to our winners. We're so proud of them and everyone who competed in this contest. Um, in third place, I'm going to start with uh third

Hope we get another one. >> Looks like you. >> While you guys are eating, we're going to get going with the board meeting. Not that 7:30 is a great
meeting, but for those of us hockey, >> at least watch it on my driveway. We'll go back to our board meeting. But guys, just because we're talking so means you can go get another cupcake. >> Yes, please do yourself. >> Okay.
