001Good evening. Welcome to the Wilson Central School District Board of Education meeting for Tuesday, March 10th, 2026. My name is Tim Carter, superintendent of schools. As I usually mention, uh if you're here in person, you have an opportunity to speak at the end of the meeting comment time. If not, at any time, if you're watching this online, at any time, you can call uh Mrs. John at 7519399 and she'll get your message, comment or concerns for order. At this time, I'll turn the meeting over to President C. Thank you, Superintendent Carter. Uh, please stand and join me. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay. Item 1B, approve meeting minutes dated

002February 10th, 2026. Can I have a motion? So, a second. >> Second. Any questions? All in favor? I opposed. >> Motion carries. Um item two, special presentations, updates on MOSI's programs and initiatives and highlights the areas of collaboration with Wilson Central School District. Um at this time, Dr. Toipa and Farer Orleans Niagara BOSI District Superintendent Chief Executive Officer will make a presentation. >> Thank you very much. Thank you. >> Walk. >> Thank you for having us again. I'm Dr. Superintendent and I have Dr. Melanie with us and she is our executive director of business and operational services. So we're here updates and changes that have been happening. And so again, my role as a district superintendent is I work as a related job between the New York State Education Department um with the commissioner and

003bring information to state and then also bring information from state back to all of the superintendent. I go to Albany at least once a month and then I meet with all of the superintendent to share all the information that I need and then I also work as a resource in the department. Um we also do board retreats um on our consulting services and so um Boseies for those that aren't familiar with what it stands for it's board of cooperative educational services there are 37 bosses across New York State and as Orleans Niagara Boss our primary mission is to serve upon districts and so what we've done the last year and a half really spent a lot of time on building our capacity >> and um meeting with all of 13 component districts and so we

004service all the districts in Niagara County and three of the districts in Orleans County um and that um Pendle and Holly are not in our partner And I know this might be a little bit tiny to read, but um inclusive of the 13 component districts, we service can service up to almost 30,000 students. So we do get students from all over the region. Um and we see we're fair terms of enrollment compared to the other districts, but it's good to compare to see how many students are actually in the region. Um for our Boseies we have the opportunity to have 13 board members. So it's a lot of board members that is representative of all 13 component districts. There's a lot of the majority of those do not have that representation. So they have a

005regional representation maybe one board member that represents four or six districts and they rotate as board members through the district. So, we I think are lucky in that. And so, you can see that we do have a new board member um that just started a month ago, R.J. So, we look forward to his term with us and the future. We do have multiple divisions and OC's. Um so, we do have them broken down to educational services and that um department is primarily the one that districts will often work with. Um but again, special programs that includes all of our um special buildings and alternative programs. Um CTE, that's something that most people are very familiar with. And we do have an adult ed program as well as business and operational services. Um we've really enhanced

006our labor relations um this past year and um then we have opportunity services. >> So we have two um sites. We have our NC tech center and our off tech center. Um our largest center is the tech center. We've got to over,200 students and we offer all of our programs. And at the Madina Center 20 students, although it looks like with enrollment occurring right now, both those are going to increase for the next school year. Um and we are adding some of the programs to Madina. They don't currently have all of the programs, but they were adding so that they all in your folder um and out a few things for you related to tech. So you can see we have a program guide. You can see actually all of the programs that we offer

007and details about each of the programs including the articulation and that we have those programs. And then we also gave you a breakdown of your students and what program they actually attended and as juniors and seniors. So you can see for this year where they are and then also in your book at beginning data so you can see how your students have progressed. So, we started with your last year's graduates and how many started um at the program in their junior year, how many return, how many graduated. So, you can see that um and then we have um your current seniors and then your current juniors to give you some data points to look at. I won't go through all the details, but you're going to be able to look at that. Um I did

008mention our adult headquarters. Many people are not familiar that we do have a pretty robust the literacy zone. Um we focus a lot on providing um educational service to the adults >> and learning build resumes interviews. We work from a lot of local um places um all throughout both counties as well as the jails. Then we have skill trade and that's where much like schools and high school programs are trade um adults can do the same that well um so that's something that we offer and then health applications also as adults um a PM program nursing program um so those are some opportunities adults programs educational services that good evening everyone thanks for having us. I'm Dr. Melanie Conley, executive director of business and operational services. Thank you for having us. Um, I'm just going

009to highlight some of our educational services. The ones that are in red on the bottom left to the right, those are our newest services that we've introduced within the past year or so. Our leadership retreat, this is a retreat that we offer in July. this past year um it was an offsite retreat and we had a day for board members and a day for superintendent and we have a day for for administrators as well. So we're going to be doing that again this July. Um so we hope that Wilson will join us. Um we also have offered our early college access program for this is for your high school students that may be pursuing some college credit while they're still with you. Um, and the nice thing about this is if the school district pays

010for those credits on behalf of the students, you will render Oscar. So, it's a cost savings and gives some opportunities for some students. We also have added our mentor or internal administrator program. This is for your administrators that may be new, need some mentoring. If you have a small um gap in administration, you may need an interim um position for a bit. So, we can assist you with that. And again, that's something needs to generate some rose aid back to the district as well. Substitute reimbursement. This is tied with our CSIP um or professional development program for your teachers. So if your teachers participate and you have the need to infill that classroom with a substitute teacher, we offer a substitute reimbursement back to the district again back for you the following year. And then

011our homeschooling oversight. So for those students that may need homeschooling, we have an individual that we've hired that will work with your district to make sure that those students all the needs and requirements of homeschooling education. And then the ones in blue, the top two on the left and the bottom one on the right, those have been enhanced services, if you will. So, our arts and ed program, we're always looking for opportunities um for field trips for your students to go to maybe the BPO or something like that. Um offer come for an author visit. Those uh trips also will be mostly under that program for you. our CSI that I kind of touched on now with enhancing this substitute reimbursement and then our public relations program. We've expanded that. We now have three public

012relations folks on hand as well as a web master that we just hired this year. Um they work with Newport School District and they helped them transition over to a new website and they updated their website. So they are going to be helping districts in that capacity as well. Again, all of those things are going to be able to generate some aid the following year. Switching over to our special and alternative ed programs and services. We have done some restructuring a little bit. So we have Dr. Carson. He is in charge of special programs and the educational services that I just mentioned. And then we've added two associate directors for our special programs. Lorena Costa Monia, who is our secondary, she oversees our secondary program. And then Danielle Leonard, who oversees our elementary programs. And

013this just kind of breaks down the special programs into the three BS, if you will. Um, so we have our classroom programs. Um, I'm already down listed there. We have our related services that they also oversee and the ancillary services over there at the bottom right that they help with. Switching to our buildings under the special ed programs, we have our Niagara Academy. That's where we're seeing Roger Broker and assistant principal Michelle. They um serve our middle and high school students and that is both alternative and specialized programs within that building. that is housed in the startling school district. Then we have our Godfrey learning center and our learning center that's both Rachel Ross and assistant Christina the new thing um learning center is a new thing school district they serve our secondary students grades

0146 to 12 and beyond and our special education um students and then Fin, we have the Orleans Learning Center and they serve our secondary students grades 7 to 12 in special education. And then we have our Royal Car Learning Center that's in the Royaltton School District. Um, Tara Willow is the principal and they serve elementary. We have our North Tunnel Learning Center and Ifield Learning Center. And at the end of June, our lease for the North Pan Center is coming to an end. So, I'll talk about the plans and where we're going to be going from that location. Um, that is currently serving elementary grades K to 6 in special education. And our NA field site is serving grades 3 to six. That's in the area elementary school. We have some classrooms in that building.

015Um, we are going to be adding, I believe, one more classroom to that location starting July 1st. So, that'll help with some of the transition from NT Learning Center. Um, and then the new locations moving from NT Learning Center, we're going to what we are going to call Ransom Learning Center, which is probably familiar to many of you here at the Stevenson Elementary School. Um, we are actually going to be leasing a plan from the owner of that building. Now, um, I have to say thank you to Mr. Farmer and Carolyn. Um, they met with me last week and our folks because that building is in your district. Um, you will be helping us out with food service needs. So of course then that generates aid for your district because you'll be serving those meals

016and you'll be capturing the aid for all the meals served in that building. So I have to thank you both for meeting with us and working through that. We have another meeting scheduled next month on that. Um Conway Creek Learning Center that is currently the good sheeper church. They have some religious education services in that building. They're no longer they just do them on the weekends. They are going to be utilizing that entire building um during the week and that's in the Star Point school district. I mentioned expanding that we feel like classroom and then a new location is our Newport Learning Center. That's going to be in the Newport Primary School and we're going to be having a handful of classes in that building as well. Um, with that, we we're going to be

017able to introduce some new programs because we want to make sure that we have an integration with these buildings and programs. So, we're going to be adding middle school suspension classroom. So, that would be available um for our component districts and also alternative ed classes for grades five, six, and seven, eight. So, those are some additional programs we're going to have coming starting July 1. This is just a map. Um, for the visual people on the room, uh, up on the top here, you can see these two buildings. This is the Ransomville Learning Center or the Stevenson Elementary School along with Newport's um Learning Center. And we're going to have one principal overseeing both of those buildings because geographically they're only six and a half miles apart. So we um actually just had some interviews

018for a principal for those locations. And then down here at the bottom um we are going to have Eric Ro Learning Center and then our Tanawana Creek Learning Center currently Shepard and um Shannon Mari the current principal of Ent Learning Center and Narling she will be overseeing those two locations. So we kind of refer to them as, you know, brother sister sites because they're they're close in um location geographically. So we're kind of pairing them up with the industry as well. >> So what does this mean? I said um changes in locations, programs, some additional programs and opportunities as well as you know transportation changes for districts that are sending the students there. We touched on the inter risk for credit with additional programs. And then the impact on the budget for the administrative budget

019is an average of 10.86% across the 13th district. Um for it's 10.71%. So just a little bit under that 10.2 about $12,000 $50 for you. And that's based on the projected water or the resident weighted average safely attendance. So how many students you have in your district um and that is subject to vote as well by all district. So some of the benefits of being new locations um some designated spaces for ancillary and related services um spacious faculty room some of our locations right now don't have a dedicated faculty room so that will be nice um private conference spaces for having meetings with parents and performing districts larger classrooms of 7 to 800 square ft. So that would be nice. Um increased opportunities for our students to integrate as we said. Um the proximity to

020the other sites and additional opportunities to collaborate and partner with our comp with Wilson being here learning center an opportunity for us to collaborate ample parking and outdoor space especially learning center. Um the location we're in now they don't have a big playground. They don't have a lot of room. So, this will both provide opportunities for our students to have more outdoor time and bigger spaces to play in and um sensory rooms and of course increased access to the gym, meaning it will have the whole building to ourselves so we won't have to work in some time in the gym. It'll be theirs for the day. So, with that, take any questions or comments folders. There is one page that gives a little bit more detail about what the posters are for the additional services

021that we've added and expanded. And then just like um the sheet that talks about students in the CT programs, we also provided you um a list of a number of students that we have that are required from other locations outside centers. >> Any questions? >> Thank you. Thank you. Thank you. >> It's wonderful. >> Thank you. >> Hearing a lot of good things out from both sides. >> Thank you. >> Great job. >> Thank you. If you have any questions, share them with us.
