At this time, I'm going to turn board meeting to President Trump. >> Thank you, Superintendent Carter. Please stand. One nation under God, indivisible, with liberty and justice for all. >> Item 1B, approved meeting minutes dated September

00223rd, 2025. Do I have a motion? >> So move. A second. >> Second. >> Any questions? >> All in favor? >> Opposed? >> Motion carries. >> Item two, superintendent Carter public hear. Thank you. Uh this opens the public hearing for the second time for our district uh schoolwide safety plan. And the reason for uh this [clears throat] second posting of the district safety plan is in accordance with Disha's law, all school districts are required to develop and adopt a cardiac emergency response plan and it has to be as part of our district-wide school safety plan. So um our safety risk specialist from Orman's Nigerosis Paul Moraka um along with his colleagues created a template for the cardiac emergency response plan and we filled in the PE people of interest or people that needed to be

003uh put into this plan. The plan itself is kept in the building level emergency response plan which already been updated and approved by our board uh school board. Safety Risk has revised the district plan to include the CERT the cardiac emergency plan and that has and it was attached and sent to us and the sudden if you're go on to the district website you'll find our district's uh schoolwide safety plan and beginning on page 20 is our sudden cardiac arrest um plan and you're welcome to take a look at that. that will be on the district website for 30 days and then the board will vote to approve it. Um, and that's our public meeting. Board members, do you have any questions about the uh the addition that plan? >> Excellent. Thank you. >> Thank

004you, Superintendent Carter. Item 3 A, resolve that the Wilson Central School District Board of Education approve items B through E and the financial consent agenda is submitted by the administration. Can I have a motion? So move >> a second. >> Second. >> Any questions? All in favor? >> I opposed. >> Motion carried. Again, I'll turn over to special presentation to Superintendent Carter for a for recognition. >> Thank you, President Carlin. We have two presentations. We're going to do uh 4 A um right now and then we're going to hold 4 B to after our tenure and school board recognition um reception, give individuals a chance to duck out if they so please. Um, but at this time I'd like to just mention that this week, um, we join schools and communities across our state in

005celebrating school board recognition week, a time to honor the dedicated men and women who serve on our board of education. Our school board members are volunteers who give countless hours to ensure our students have every appropriate opportunity to succeed. They review policies, improve budgets, make decisions that shape our the future of our school district, often behind the scenes without any fanfare, and certainly um without any monetary uh gain. Yet, their impact is felt in every classroom, every program, and every success story that begins in our district. Serving on school board me school board is not easy work. It requires thoughtful leadership, patience, and an unwavering commitment to what's best for students. Each board member brings a unique experience and perspective, but they share one goal to support our students, our teachers, our staff, and our

006community. I want to personally thank the school board for their vision, dedication, and heart. Uh you help guide our mission, keep us focused on the contin continuous improvement and you remind us why we do what we do to make a difference in the lives of our children. On behalf of the students, staff and families, thank you for your leadership, your service, and your passion to ed for education. We are truly grateful to have you all. Happy schoolboard recognition week. Uh to the members serving on our dis Wilson district um school board, President Chris Carlin, Vice President Kathy Stewart, Beth Hart, Tim Crop, RJ Senior, Nate Was, Jason Wis, and Maline Takarski, our student board member. Um thank you for everything you do and please enjoy the gift that was given to you. The coasters were

007made by Mrs. Prieous's 10th period 6th through 8th grade students and Um, thank you very much for everything you do. [applause] Thank you all for uh the recognition and uh schoolboard members, you have anybody want to say anything, but thank you for the recognition. Item 5 A, accept the resignation of Kathleen Kashaw as JV girls basketball coach effective September 22nd, 2025. Do we have a motion? >> So a second. >> Second. >> Any questions? All in favor? >> I oppose. Motion carried. Item B, accept the resignation of Stacia SEL teacher aid effective November 14th, 2025 for retirement purposes. Some have a motion. [laughter] >> Second. Second. Any questions? >> All in favor? >> Opposed? Motion here. >> Mr. All right, everyone. So, it's my absolute pleasure to recommend Natalie Stojac for tenure tonight. She's a

008fourth grade teacher over at West and um I don't even know where to begin positive things about Natalie. First of all, her positive attitude, especially with kids, you can throw anything at Natalie and she just takes it and she has a smile on her face just like she does right now. And uh you know, she she handled everything so well. So, we're so thankful for that. Um, instructionally, she is so sound. Her classroom management is amazing. The way she just commands the kiddos's attention. Um, and they are all in on her, and it's it's because, um, she she demands respects and and she does a great job. Um, she's super engaging with the way she teaches. She's innovative. She's creative. Um, just everything about her teaching is fantastic. And I wish I had 100 athletes

009in in the building because she's just that phenomenal. So, she's a great part of our culture and in our building and we are looking to have her. I'm super excited to work with her for many, many, many, many years to go for a recommendation for her. >> Great. Thank you, Mr. Wilkkey. Item 6A, 10ear appointment. Upon recommendation of Timothy Carter, superintendent of schools, Natalie Sculch is hereby appointed on tenure to the tenure area of elementary education. The tenure service shall begin on September 22nd, 2025. The appointee is initially certified in the early childhood education birth through grade 2 and childhood education grades 1 through six certification area. Can I have a motion? >> A second. >> Second. >> Any questions? All in favor? I >> oppose. Motion carried. Congratulations. [applause] And I believe we're going

010to take a 10-minute pause, maybe five minute pause for cupcakes and to celebrate Natalie's tenure and also schoolboard recognition. >> Cupcake time. Don't let anyone go without a cupcake. [laughter] This is going to go get cupcakes. >> You too come get cupcakes. Thank you. >> Yeah. Wow. Take two. Yeah. You got to cut off. People want to take someone else's >> miss window. Thank you so much. No, I don't need sex. >> Oh my god, >> that's right. Yeah, that's >> a wild trying to be sex. Oh, was it? >> Yeah. >> Yes. possible. I don't know why. Whatever he does They really She made the cake. I didn't want to break. >> Okay. get back at it. Unfortunately, fortunately, we have to talk about our uh school board resolutions. Uh this is uh Trustee

011Stewart is going to take [clears throat] Trusty Stewart has to attend the annual meeting of Nesba coming up and uh part of that is going through the resolutions. I'm going to start on uh page 13 with resolution one and just give you my opinion. Um board disagrees with it, please let us know. Um, resolution one resolve the New York State School Board Association opposed to extend the mayoral control to the district of New York City. I have no position on that. That's up to New York City that we do have. >> But I have to vote. >> Yep. >> You pick it. >> Okay. >> I have no opinion. >> Okay. >> I don't you have an opinion because you can vote or abstain from that. >> Well, when I say beyond New York City,

012what what do they mean? And this is specific to New York City. So I I don't want to speak to speak to them. I don't know if that's what they want or or not. Proposal two is resolved that New York schoolboard association support legislation at the state or federal level that allow enhanced sharing of surrogate services among districts and other municipalities. And we should support that. Anytime we can share services, >> we already do expanding that would be awesome. Resolution three, result of New York State School Board support proposals aimed at addressing the cost of administrative burdens, legal actions related to special education placement and services. Since we've written one very similar to that about four times, I think we should say yes to that one. Resolution four, New York School Board uh Association supports

013incorporating preK funding into the school aid formula used for the K to 12. I think we should support that way. It's not a standalone. It's actually being given back [clears throat] at the same level as every student. Um, resolution five resolved to the New York State School Board Association for use and widely recommend broad policies and language to be added to the existing policy related to child abuse stating that adopting districts will cover the and facilitate all school personnel including those who are mandated reporters. Um, here's my opinion on that. We don't have a choice. It's a law. So you might as well say yes because we don't we don't have a choice. all school personnel are considered managing reports and every time the legislature changes the reporting for us to be trained um school

014districts school boards don't really have a choice in that matter but um you're welcome to say yes but if it's already reality then why included as a proposed resolution >> not sure >> I do these pretty much with a committee in isolation um so >> including isolation including Yeah. including the isolation from state law. Resolve the New York State School Board Association opposes proposal to raise the number of charter schools authorized by the state. I think we should oppose that. Result of New York State School Board Association shall advocate for the overhaul of the current inadequate testing systems to more accurately measure achievement, skills, knowledge, and abilities. and it shall do this by there's a number of things that we could see. I think we should recommend that. Although they didn't have a consensus on

015their committee, but I think we should say yes to that. The one-stop testing does not give an accurate picture on our students. Results of New York City School Board shall advocate for for a number of lockdown drills to be reduced from four to two each year. I don't know what I don't know what subtracting two is going to do. Um I didn't I had no position on on that. So whatever you whatever you feel but I I don't think we uh I mean it's like pulling the safety away. I mean it doesn't >> I guess I think it's a fear. Yeah. It's about the fear of the the I mean way we do it. I don't think there's a lot of angst um in the classroom. >> So >> I think it might be an

016issue with that particular district. I mean it's only one district supports it. So recommend >> and the committee was neutral on it. They didn't have an opinion either. Uh resolution nine resolved the schoolboard association um support legislation which allowed creation of regional high schools when determined by the local board of educations to educationally and fiscally appropriate. I mean I said no to that. I like our school district right here. I don't see it going to a reasonable system being functional. uh resolution 10. But uh in light of the recent heat uh extreme heat condition days uh being an unfunded man mandate, New York State School Board Association supports the state providing school districts and booies with necessary funding to allow for air conditioning and appropriate electrical needs in all public school buildings. Similar to what

017was done with the technology needs to create the a grant that they basically uh put smart schools grant that's I think for you that was smart schools grant they put a chunk of money aside put the interest and kept using the interest to fund these projects um I think we should say yes to that they're going to give us money for air conditioning we'll take it >> and we use that for the middle school project >> we used um our capital public Okay. So, which is similar. It's a we put out the $100,000 and we get back the following year um about 87%. About 80% of that back. Um so that's a similar thing but we've been advocating to expand that to 200,000. That's I mean one of the issues I that I mentioned in

018our admin session was the our current housing project is about a $40,000 over 30 $40,000 over um because of materials and tariffs and things like that. So it's you know we either have to reduce the number of classrooms that we're going to put air conditioning in or find a way to fund the rest of that um money. We haven't figured out what we're going to do. But that's going to using that pricing when we do the capital project phase three. We had earmarked 20 classrooms in middle school, high school, and elementary school. That money is not going to be able to cover 20 classrooms. Probably going to be reduced down to 15. [clears throat] So, you know, if the state's going to put money aside, I think we should Uh number 11 result of the

019New York State School Board Association support uh the state and safely incorporating AI in the curriculum and district operations. I mean I really didn't have a position on that. I think it's a district level decision and not to mention the fact it's part of the technology curriculum that state I don't think school boards need that's like getting into the weeds. Uh number 12 resolve that schoolboard association oppose proposals that would provide tuition tax credit or educational vouchers that benefit private pro schools. I said yes we should oppose that. You've proposed that through the years that Carter, just to be clear, you're saying yes to the resolution which opposes. Correct. Okay. >> So, you're not opposing the resolution. >> No, I'm I'm supporting the resolution to oppose the Department of Schools. >> I figured that's what

020you meant. I just want the negative. >> It doesn't make sense for that public school even to say yes to that. I don't even know why it's on there. >> Right. >> Resolve that. This is number 13. Um 13 down, 10 more to go. Resolved the New York State School Board Association shall advocate to the New York Department of Education, the United States Department of Agriculture, and federal legislators to reinstate home milk as an allowable option in school breakfast and lunch programs in addition to the existing low-fat offerings. and two recognize the updated nutritional science supporting the safety benefits of whole milk diet in children and adolescence. Mrs. Bell, any any thoughts on whole milk? >> I I truly don't believe we need it. Um the students have no problem as far as I know

021with 1% in three. If they're going to jump to something, I mean bring back 2%. I wouldn't jump to Thank you. And I put no position on it because I didn't know if that was an appropriate thing to bring back or not. And the committee was neutral on it, so they couldn't come up with a decision either. >> Yeah. abstaining from the date. >> Proposal 14, New York State School Board shall advocate for the amendments to the New York Education Department regulations allowing a set amount of daily recess time up to 30 minutes per day to count towards required instructional hours for elementary students. >> I think that's a good idea. >> Last year, I think we like this. Yeah, we we supported that last year. >> The committee was neutralized, which I think that's

022why it never went through. >> Uh 15. Resolved by the New York State School Board Association shall advocate for the following policy changes. Substantial increase in state reimbursement rate for out of district special education placements. uh reflect true and current costs of those placement including transportative uh related services. I don't think I need to go any further. >> That's a yes. >> It's a yes. >> Resolution 16 resolved that the New York State School Board Association seek and promote legislation to refer uh affirm reform current legal notice publications and requirements. I know Mr. It's that's a district clerk. I don't know why they're even putting that one in there. But they want to change the public notice >> publication requirements. I'm guessing that's for the budget >> of the budget. >> Yes. No position. >>

023There's rationale, but I'm not reading. It's two pages. >> Doesn't make sense. resolved the New York State School Board Association support limiting the district's potential and hold harmless uh phase out to more than 2% of the district budget even if doing so extends the district's overall phase out period. I said yes. >> I said 2% they're allowed 2% tax cut tax uh increase unless we we get a 2% right now minimum. So they're saying if they phase that out and put us on formula do it slowly. So we would say yeah do it slowly. Resolved New York State School Board Association advocates for budget threshold to protect rural districts with low enrollment and large geographic footprint and foundation aid formula. Yes, we should. 19 item have a position on New York State School Board supporting

024legislation among the school districts to receive compensation from the New York Liquidation Bureau for liability insurance claims arising out of claims brought under child victim acts where the insurance company holds the policy became insolvent and its state was executed by a liquidation bureau. We didn't have any victim act cases. So I mean I don't have >> that sounds like extremely specific story. >> Yeah. >> I Niagara Falls wrote that because they have a number of them. >> Number 20. Resolved that the New York State School Board Association support an amendment in New York State law that would authorize public school districts to establish a fund health insurance reserve fund through the board approved resolution. I'm all about reserves. support that 21. Resolve the New York State School Board Association urges New York State legislation to

025amend general municipal law section 6 to explicitly include Board of Cooperative Education Services among the entities authorized to establish and maintain workers compensation fund. I didn't have position because I didn't know >> that they couldn't. >> So sounds like a good thing. >> I I don't think they have it already. >> I thought that they would too. >> As far as motions goes, I would abstain on that one. >> Yeah, the committee was neutral also. 22. Resolved the New York State School Board Association shall support legislative and regulatory changes to add financial literacy to statewide K to2 curriculum with additional state funding to support implementation of this new curricular expectation. I said yes. >> Last one. This is the rational two pages on this one too and I'm not reading it all but I had

026no position on it. um because I don't I mean I'll be interested to hear what the board thinks. So this is a New York State School Board Association supports legislation on the state level that allows school districts to choose to authorize their school medical director and their clinical design to evaluate, diagnose, temporarily treat, and prescribe medication for students on campus in accordance with New York State law. You're taking the choice of a parent away from him. >> We will say no to that. >> You got those all done, Mr. Stewart? >> I did. >> Awesome. That's all I have. >> That's what I usually say to the students. should make the wrong meeting come to >> lucky. >> Yeah. >> Okay. >> Item 8K, personnel consent agenda. Approve personal consent agenda items B through G

And I have a motion. >> A second. >> Second. >> Any questions? All in favor? I >> oppose. Motion carry. >> Before we get into item F, just wanted to uh read the results of the audit that um met prior

030to this meeting and uh just the results of um the lumps and performance audit tonight. Um the audit went very well. revenues and expenditures were consistent with the the last few years. The changes and balances were mostly due to interest earned or the borrowing capital project money not yet bonded. Um the management letter had only two comments. Unappropriated fund balance and excess fund balance in the food services fund are over allow allowable limits. No comments on the extracurricular activity audit. Over in all, I think everyone did a great job. Um it's nothing out of the ordinary from other school districts and um commend Caroline and her staff for the wonderful job they did with the audit. Thank you, President Carolyn. We have a uh update to policy 5681, school safety plan. And board members,

032just a reminder because it's a new school year. Um the board uh policy's been in news and notes last Friday. It'll be in again this Friday. If you haven't had a chance to look at it, that's really your first read and you have an opportunity to um ask me questions either tonight or in during the week. Um but the changes in the rationale new language is added requiring all district and most to develop training uh for staff and students that include a description of the roles and responsibilities of building level emergency response team. The building level incident command system and the building level emergency response plan procedures for implementation of a required emergency response terms. Evacuate. Evacuation. Hold. Hold in place. Lock. secure lockout, shelter, shelter in place. Um, and we reviewed that at a

033district safety meeting. The administrators were um asked to meet with their uh teams and run through those roles and responsibilities. Uh, procedures for conducting drills that address whether a classroom will be released from lockdown by law enforcement or school or district administrators during the drill. and uh district and building policies, procedures, and programs related to safety of those with components on uh violence prevention and mental health. New employees hired after the start of the school year are required to be to receive training within 30 days of hire as part of the district's existing new hire training program, which whichever comes soon. [clears throat] Board members, if you had a chance to look through the there's a number of blue sections. Blue is stuff they're added to the safety plans. Red is something they're ask Reds

034and cross outs are ones that are deleted. Uh for the most part, uh it's a bunch of added uh piece, but one thing it didn't address is on page two. didn't address it in the um the description was the district um has to have a multi-isiplinary behavioral assess team assessment team behavioral assessment teams or county or regional threat assessment teams that they need to be established and we will be going going through roles and responsibilities. We do have a regional threat assessment team. Um, Niagara County Sheriff runs one. It's once a month. Um, but we also have the ability to we have teams set up in the district for as if a student exists violent tendencies. There are certain behavior assessments that have to be done upon that student to try and ward off any

035kind of uh possible. So, um, that's pretty much it for this policy, unless you have questions. Okay. Thank you. It'll be, uh, in your news and notes packet and then our next board meeting will be a vote. the policies for adoption. Item 12A may approve CPSSE CSC 504 meeting minutes and IEP recommendations dated October 14, 2025. Can I have a motion? So a second. >> Second. >> Any questions? >> All in favor? >> I oppose. 037our first meeting will be next Thursday and I'll have more information the following meeting >> this is new leadership >> yes >> no student board member report tonight >> no matter at the So item 20, superintendent report. Superintendent Carter. Thank you board members and welcome those of you who have uh came and visited us this evening. Um just most of these are quite uh just reminders. Uh our trunk and tree at the elementary school is October 24th at 5:00. It's going to be a busy night in Wilson because not only is trunk or treated 5:00, two hours later is the new Wilson football game on the field. So, uh, that's going to be quite the evening. The last time that happened, it took the entire fire department to back me out of the spot that

038I was hanging candy on. So, this year, I'm not putting my vehicle in the trunk or treat, but they'll focus candy around. Um uh as mentioned during our uh admin session, we have all of our sports teams are doing great. We have really uh some outstanding. Our football team is doing unbelievable. Both our girls and boys soccer team is doing absolutely unbelievable. Um so they're ranked not only in the section but in the state. I want to congratulate them and hope hope for the best. I don't know what it is. I'm hopeful our football team goes to the stadium only because it'll be the third time since I've been That's pretty cool. Um, our variety show is tomorrow night, 7 o'clock. Um, the play is coming up and I did not catch the drama production.

039Mr. Go, do you have to know what it was? >> I couldn't tell you the name of it. >> I saw it somewhere. >> Uh, October. >> Yep. October 30th at 7 o'clock and then November 1st at 7 o'clock. >> Yeah, I got the times. I just couldn't figure out when uh when the uh what this place is going to be. And National Junior Honors Society, Mr. Ben, do you remember the date of that? >> Uh 12. >> Thank you. Um and board members, I want to mention this and then this is for anyone who wants to go to go to this. Um Dave Little um executive director of the Rural Schools Association which Wilson is a member of and I represent the district as their uh one of the board members. Um I was

040asked to put together a rural schools issue forum. Um and I sent this out to all superintendent and I've asked them to send it to their community, their staff, um administrators. It is open with business uh leaders in the district, staff, uh teachers and administrators and really the forum is to come together and talk about issues that are going on in rural schools and then the rural schools association then does a position paper and fights for all those things. Um, I'm a huge proponent of being in in associations, but I can tell you the rural uh the rural schools association, I believe we pay 800 bucks uh to be part of it. It's probably the most bang for our buck. Um they're in Albany all the time pushing the agenda and they're going to they're

041having a listening tour and there's like 15 dates down here but Orleans Nigerose Conference Center November 5th 6 to 8. Um and you're invited to a public forum dedicated to the future of rural schools and communities. The event will be open uh will open with a briefing on the current state of world education followed by an opportunity for attending attendees to share their perspective on local and regional challenges impacting rural schools. And like I said, they'll create a position paper similar to the resolution and they will begin to start fighting for them in Alb. That's all I have. >> Can I ask you a question? >> Absolutely. >> Mr. Would that be going out to our PTAs? >> It will go out to all uh community members. Uh it'll be attached to my from the

042home on Friday. So, it'll be to every parent, every community member that is attached to that. I'll send it out to staff also. Um and hopefully we'll get people that are going to join us on it. It's at the conference center. It's in a large room. Um I booked it on behalf of the district, so there wasn't a cost to it. Uh so I'm hoping we fill the place and uh it's a good session. >> Thank you. >> Just for clarification for people that don't know where the Owen Boseies Conference Center is, it's not at the main campus. It's at a building which is uh east of that. If you're coming from Wilson, come up 425, make a right on 31 and you go up about a mile and it's on the right hand side.

043It's a conference center. >> Yep. 4124 Saunders Settlement Road. Anyone else? Okay. Again, thank you to the leadership group today for the administrative meeting. Everyone's well. You guys are on target. Everything's going well, it sounds like. Congratulations. Uh Natalie, congratulations again on her tenure. And um this will bring us up to the public forum. So this portion of the agenda provides an opportunity for residents of the Wilson Central School District to be heard. Any person who wishes to address the board is invited to do so at this time. Please state your name and address. Complaints or criticisms about individual school personnel are not appropriate in this form and will not be allowed. The board may not respond to questions. They should be referred to superintendent schools at another time. Please be respectful and look at

044your comments in three minutes. Does anybody wish to um address the board at this time? >> Thank you, Mr. President. My name is 367. I was here last last meeting and I talked about certain teachers of whom I mention before that I had two occurrences this person. I just want to talk about the two occurrences. The first occurrence was I substituted for her one day and she left me instructions giving out questionnaire 10 questionnaires about water. So I put it out there. the students are answering their question every day. I do most of the answers, but I wanted to make sure I found her answer keys in their desk. So, I got the answer key looking at the answers. You notice that one of the answers was not completely right. So, the next day I

045approached her and I says, "This is not completely right." She automatically says, "Well, I read a lot of books and it was about the Iraq war." And I says, "Well, I know you read a lot of books, but I was there. I witnessed it." She said, "No, I read a lot of books. You know, I know what I'm doing." I was fine. And I explained to her, I said, "I'm not substantive teacher cuz I felt she took me down." I said, "I'm a certified instructor, United States Army." I was. And I thought, she needed nothing else. So she I was just I felt intimidated. So um she didn't I said maybe she might change the answer right answer. She said she said no I I knew what I was read. So about a week later

046walking down the hall and one of the students stop and said he said she says you didn't get the wrong answer question this question wasn't I looked at it the answer I gave that instructor said he was pretty second on social media social media I was one day in 2020 and [clears throat] presidential candidate was his name to be on social media and it says press the button next president. So I press the button and the came this is pretty interesting. So I put on social media this is pretty interesting. Press the button. So I thought she started teaching me humiliated me I don't know what I'm doing I don't know about databases and everything like that I explained to her well I was a computer science college I was an animal scientist just they

047should give me power whatever special person. So she just I was very administration but she did let me myself I was a teacher I would talk to vice president. So that was but I talked to many parents and many parents discuss it because a lot of times when it comes to voting she tells the students who vote for that's not that's not about school principle that teacher must educate other document emphasizes the importance of fostering critical thinking thought among students analyzing evaluating critical thinker should be terminated. Thank you, Mr. Paul. And thank you for your service. Anybody else like to address the board? Hearing none. Um there will be a need for an executive session tonight and uh there will be board action after that for collective bargaining purposes. So what negotiation negotiation pursuant to

048article 14 of the civil service law. So um at this time I'll entertain a motion to go to executive session. >> So move >> a second. Second. Any questions? All in favor? >> I oppose. Motion carried.
