good evening Wilson community members uh my name is Tim Carter superintendent of the Wilson Central School District and welcome to the regular board meeting on Tuesday August 8 2023 um as I usually mentioned at the beginning if you're you're in person you have the ability to um public forum if you are not in person and you have a question common concern please don't have State College District for clerk it 716-751-9399 will get that question directly to the board of China and get that answer back to you at this time I will turn the mortgage over to our board president Mr Carroll thank you superintendent Carter um please say and join me in such a pleasure of the United States of America foreign [Music] yeah item 1B approved meeting Minutes Late July 11 2023 tonight second

second any questions all in favor aye opposed motion item two consignogenic for financial aberrations uh 2A is resolved that the Wilson school district School District Board of Education approve the following items B through age and financial consent agreement as submitted by the administration and I have a motion so second second any questions all in favor all right opposed item Three Special presentations Amanda foreign students every year so we received a certain amount of funds and we Carol and I work together to write the grants for that to be approved by the state so I have to present that to the board in the community at this time every year it's a big board meeting so that's what we're going to do today and then along the borders coming around for you to sign in to

show that you've heard this prevention so the final Grant is broke up into four parts the first part is economic Improvement the second part is for um the second part is for mentorship the third part is for our ell students in the fourth part is for professional development in areas like that we transfer all of our parts to in total is 240 351. that changes every year only by about a thousand dollars so that this period is down by about two thousand dollars last year it goes up okay so that changes a little bit about 150. so you can see that we took title 2A the title 4A and transfer that all in title one but title three we keep it that high it's about twenty four hundred dollars that we save for our students

for supplies both submitters our EML teachers and building a language library and Elementary School with books in different languages around the last two years foreign oh and if you have any questions [Laughter] uh thank you Mrs Charles um I am freebie Federal grant something so and I I'd like to do an update on the grant um it is part of our responsibility to have that money that I do update you and the public um about what's going on with those grants um I'm in a process of putting a lot of things on the website so under the American Rescue plan you know if you're going to see all the brands and all the subcategories and I'm right now just uploading everything I can um there so that anybody can see it um we do have

a big audit um going on right now um but I have to have everything uploaded to her by September 1st and then we're going to have a meeting in October to go over it off so this is one of the requirements I have to meet is to give you some updates so um cersa and our are the two big brands that have I have put in amendments um to the state and what that means is changes we've made from the original application of the grant somehow so um something that I've um adjusted in a cersa grant which actually is just racking off at the end of this year um I think we have until September to spend if there's anything but I think we've pretty much spent at all um so some things that we

changed from our original application was um the English teacher um Katie Handel that we had in the first year when Amy's going to the curriculum coordinator I put her in the grant um for that first year AIS special ed teacher happy year in 2122 and all of 22.3 I put into this grant uh Justin Baylor student won the teacher contract settled and additional Social Security benefits to cover those new salaries um something that we subtracted or we had some money for Apex Training the the people that were using Apex as a software program that we purchased because we weren't sure how many kids we would still have remotely going to school if you can remember all that happening um and we also thought it might be a good um supplement to our AIS program that

we are starting new in our middle school high school but the teachers and Amy feeling they just kind of rested on their own and they didn't need to be formally trained um in 2223 we also lowered the service of that software it was determined that they did not need that for curriculum reasons for AIS only for that last few students that were going remote in that year and in the coming up here we're not Contracting that software at all yeah um to cover some of these increases in factoring that were added to this grant I lowered the benefits covering those those staff members and on the general fund will pick that up so in amendment number two two cersa which is um I added the um Professional Day keynote speaker that we had come out

last year Tom Pony um if you remember this um Tom sold to students various groups of students all day he spoke to our parents at night and the second day he worked with uh all of that in the professional development day um those thoughts were covered by the assistant Grant and both of these Amendments have been approved by the state so they're all um good to go um to cover that I also decreased the TRS um retirement class the general fund picked up some of that um year two portion of the search of Grant was completed and final report has already been submitted and approved that was the Chromebooks and a few curriculum supplies that made no changes to that Grant um like I said I'm putting all of this information a lot of it's

already been there what I'm adding to it um this week and it's on our website um and each each Grant will have its own section so for the American Rescue plan there's the four different brands included in that money the big one was it was called after three that's the 1.3 million dollar Grant so an amendment submitted and approved um on behalf of the district made some changes we um additional building-based Subs have been added we found that um we really could use more than one in each building um to make sure that those AIS teachers are not pulled out make sure that those kids can give those Services the most extended programs that we've you know really worked hard to develop and and put in for that we also um last year was determined

that some of the kids going to first grade just weren't ready um you know that's all based on that's all from this over time from their learning loss and um the elementary school determined that a pre-burst was needed for those kids and and that's a great resource to use the um B carers we extended that to include all of our districts we purchased supplies for a journal cloth that at the time we did the grant we weren't even thinking about a drone Club so we were able to get them up and running and we also purchased quite a few new supplies from the stem room at the elementary school to expand that the piano that we originally put in the grant a lot much more expensive than I had budgeted for so um I asked

for an increase there and they luckily they granted that and um some musical instruments we really fine-tuned exactly what was needed what they cost um got you know got a lot of good info from um Rachel our new band teacher in and we actually have those purchased and they'll be ready for her to start the school year so um the elementary af4 teacher I actually moved to the search of Grant so sometimes but I know I'm I'm moving money around to make sure I meet the requirements of various grants there's certain requirements of so much of this so much of that um some things we took out of the grant that when we initially did it we really thought we needed and you go back to the covert times you know we really thought we

needed to buy a lot more room cameras vacuuming camera things like that and luckily we you know were able to come back in person and you know we determined that we could use those funds in other areas so um the Apex software like I said we don't need that anymore um some other software was removed from my grant and gave a general fund money a small amount of planes supply for a thousand dollars I moved out and some TRS class and Healthcare class uh are being gay by the general fund so the other three American Rescue plan grants um The Learning loss Grant will really be more focused this year um we do have one more year with that Grant and a lot of these functions are going to be coming out in 23 24.

the before and after school and the summer we have made no changes to the original plan that we submitted and those plans are going very well so we don't see any need for any change on those so it's really important if anybody's watching this that um we do want you to give us any feedback um you can my email is on this presentation it will be on the website my phone number you know we're always making sure that your comments matter and please reach out to us if you um see something want something heard about what we think we might need to do with this money um you're a very important part of what we study grandpa so we want to hear from you and that's everything as well particularly because the size of Olsen

the size of our administrative staff and our acceptable office um the Civil help to take on grants it's not easy because the requirements for a Federal Grant are obtain not only the application costs and the management of the Grant and making sure that all the details are followed memorable and federal grants always have an automobiles so we're not out of the wood yet the audience I'm sorry you can't talk with that yeah these grants but really all done one first one office at Sterling so okay it's difficult especially in August when the whole District State United too so I keep that in mind when we talk about going looking out and taking a look at that grants if it's a one-off grant that's something you can look at we didn't really get in these federal

grants it was a lot of stress obviously it was the one we apply for and we're seeing one of the most important for us the second thing is we talked about briefing and I've gotten a ton of emails from a lot of the board members but other than our statistic I'm the recumbent which is the Republic It's the next level of branch that the estate is allowing districts to apply for manage Federal money um and I just want to give a quick update on it that is a hundred percent matching Grant which means if it's a two-year Grant so if over the next two years it would be for 24 25 25 26. it's after next school year if the district decides go for it um we would have to match so if we want

to put in for 100 1 million dollar grant for district 500 a month and then we will get to Grant the other half um I know that it is also for learning loss and also for mental health services it might be a way to sort of soften the glow of just some of our programs just ending um but I actually did some investigation the last thing I'm going to do is add that onto our stressed grant program that will just close now all this the branches out on August 11th is the question and answer period so I will be getting those question answers I'll send out a few days there's a webinar 15. myself or Caroline will attend we have chat about the chat so she can't I will attended it's a 45 minute webinar

about it and then I will be talking to the board in a side by September first whether or not we can even it's an option to go outside the district they have something else I don't know exactly what's up but one of the key things keep-minded you can't apply it for granted let us knowing that after the money that we're asking for the district has we are moving into a year where perhaps funny so it's something we have to just keep in mind as we move forward that's everything I have on and travel I have on Graphics whatever is there any questions um so the creepers are with Amy we had again the shears and stuff but now she's still one shot it was based on that year it was based on the number we

had plans but based on the number of students they've helped who would be applicable for that quote so those are kids that wouldn't retain anything they're not quite ready for it it was just such a small number of these kids it wouldn't make the classroom so those students who either move the first grade or I was wondering if we should be thinking about foreign said something that would be shared no they don't look great rights uh Services there are companies that do assist with that we we use them in the past um but a Federal grant is not something new you know can just hand off to somebody the outside because there's day-to-day monitor yeah well I was thinking about the other other brands that make haha they're they're we do have some opportunities and

we do have we used uh [Music] in the past that is there's a percentage of the overall brand asks that we have paid all right it's not a shared services can you share the cost of the district or BOCES Aid a um there are certain services that BOCES cannot follow their positions yes [Music] but like I said there is an education record in public that's in this area we've used one month that's awesome tell me there's nothing first after this year you know normally we have seven grants that we we write for here in the district and then you know with the help of you know my dad too so once the they're you know six of those are in Bertha so after this year you know those um but you don't know what's coming

down the pike after after those are done right and we just don't know and um we had our 6 11 6 19 that we had to take care of this year and those were one year grants and um we do have the title one um School Improvement grant that we've had for a couple years that we typically don't have so I mean we do like my office those people like at the end of the tunnel of all the extra work so once we get back to the normal the normal Grant it'll feel it'll feel uneven for us yeah but I mean I I know you're talking about future opportunities and looking for other other options we would have some time to do that after this year too um so anything else okay I am for

a extra curriculum Club um be resolved at the board of education of the Wilson Center of school district hereby approves the creation of an extra peripheral Club title Elementary jazz club the back of September 6th 2023 the advisor type in for the WPA contract for any year the advisor positions still and that sexual example someone second any questions all in favor aye aye opposed oh scary I am five personnel resignations of Casey Sweeney food service helper monitor pack computers soon second second any questions on fader action proposed social security second any questions all in favor and opposed motion theorem fortunately I'm C except the resignation of a man shouse director special educational back quality Savannah 2023 Van Morrison oh second all in favor I know when we have something good afib except the resignation of

0292020 period agenda so um [Music] for the August 8th 2023 agenda motion second any questions all in favor aye opposed motion here and item 11 Converse reports personal Escape uh so board members I attended the rural Association board event is meeting and Summer Conference in October 9th 10th 11th um I want to first I say thank you for allowing to be part of the board of directors it doesn't require any local few extra meetings for the rural schools Association but I get to be part of the policy legislative group and it did her first hand what's coming down from Aldi and our rural schools Association gave little specifically he did speak to us a couple years ago um it's usually at the ground floor of what's going on in all of it so it's good

to have is here um the conference was awesome as it was the year before it was even better for me because I have to stay right at the other side last year I got boxed out I'm going to save 20 minutes away and drive back and forth we just wasn't the same Congress experience unfortunately as a board being member I had a vote to uh for the right reasons to move the conference to the next year because we're getting too big for ourselves can't fit in the osaga and they're set up roots in Cooperstown to take on this time so next year's summer campus is going to be in their classes which will allow sort of more people the uh a couple things that really stuck out there's one particular chemo presenter Tom Murray that

really focuses on culture and The Importance of Being personal personally attentive to your culture not only in your schools but also in your District so it's uh was a good reminder the second year they brought time to us and he actually was good chunk of our conversation during her Retreat last week some of the work that time there are three I did a bunch of breakdown sessions for the ethereum that really stuck out I did one talk about best practices of HR and I do hiring practices and the importance of hiring all of your staff members for the disposition not just through their talents um I thought that was a good reminder and those superintendent the HR guy from this kind of did the bid that program and the HR Director from the leadership development

director from nismo's Mike Ford whose I saw his name and other crazy patients inside the building that abundance the way he kind of laid things out and it was all about leadership coaching and the importance of having leadership coaches in their life all the great CEOs all the great athletes have coaches small you know somebody who amounts ideas off that interface I think the best important time and this would just offer a leadership coach program uh let's see I also attended the being lucky the association of Americans the U.S Association of school or school superintendent Association [Music] it's a national superintendents group and when they did an update of what's coming down the federal government and there was a legal update versus it seems like you get the same 10 topics and all the way

updates kind of all around some I've heard a few of them a number but I appreciate you allowing me though and I did during the program if anybody wanted to see any impressions I want to thank you for all of your efforts I mean there's a lot of words I didn't understand the lunch on the second day which would have been money they had the order winners from the future family in America as well yes their presentation there's two of them that stole one had to do the chin she's given time and she had to within 10 minutes determine what she wanted to talk to about that time and the second order actually had a pre-prepared it's interesting something I it might be interesting for our district to do some research they are districts in

the area that do not have to pay program lawyer Handler asked by perfect so worthwhile worthwhile program I just amazed that I remember this is the second year in a row I get to see a group of Penske and it's just amazing thank you great IMB uh New York State scoreboards Association 20.3 live virtual summer law conference uh trustees at Ann Wilson Olsen um what I'll go first okay uh so on Monday July 24th Tuesday July 25th I attended uh 2023 virtual Summer Long afterwards as well uh consists of five main topics after school safety it was a year in review part one so with new laws and regulations and uh part two Newport decisions and the rulings executive session um although they were all very informative um the information is presented in a way

it was very easy to comprehend presenters through each topic were very knowledgeable safety um and also presented by the Motorola seats um superintendent and uh the lawyer and sergeant from the neural managers reports of district-wide safety Plan Building level emergency response plans and what people want to say you should contain and what roles are required to the game the emergence of swatting calls um which I'll heard about and the main issues there they have to be taken seriously whether they're if you think of alter not and it could cost districts you know thousand dollars to handle uh [Music] full hardware and things like that and although the uh the other main takeaway I got from that topic was the rules of sros what their responsibilities are and what they aren't as far as the next

topic the review the first one of the new laws and regulations um in detail we lost regulations from last year the perhaps use the fossil fuel buildings new buildings starting December 2012 but it does which I didn't know it gives an exemption for existing buildings and emergency power unit the zero emission bus progress reporting um that disregational report their uh implementation plans for annually starting next school year foreign also in that session with success uh bills that were OED Governor signature and this demo [Music] um the part two of that um that was basically new Court decisions in school districts uh some of the cases searchable some special education religious accommodation Civil Service law that one I did that interesting however I felt that was more geared towards the attorneys that were attending the course

um it was informative in that session sessions that um but it was certainly get a refresher for that and it kind of slipped by my understanding was the last one um so they've had very little experience with this I remembered here I found this third enlightening some really important gateways were the new challenges that remote instruction uh that emerging composed and probably met the basic process of communicating we should negotiate the marketing process information is required and then uh some upcoming issues they could both challenges and uh address them virtual well I thought that all these obviously sets are important in relevant education opposite developmental beneficiency personally as board member we're supposed to presentation a year in review part one the new awesome regulations and Collective gardening I just want to thank Lord for uh

evidence for this map and uh I believe I the knowledge that I gain will help me become a more effective member uh available foreign seriousness and then make an an interaction plan um I learned the difference between transient which is not necessarily serious and substantive threats usually planned out in these to be addressed immediately so I can be like there was like two kinds of threats and say it was interesting it's also interesting to know that an SRO presence during a student interrogation is problematic it could cause legal issues so just need to prepare profound about blue she's the interview process and I'm sure that's all zero emissions loss School Bus regulation reported activity surrounding this issue will be due by August 1st the 24-25 school year I have no comment on that if you

wouldn't want to hear my comment uh the focus on day two is collective bargaining is for decisions and rulings with Federal grant money coming to an end this year a few tools were given to decrease the costs attributable to the driver or law and it's important to have Financial expert about the negotiations which of course we do so that funds and balances can be put in understandable and realistic terms when discussing with the bargaining unit I personally prefer in person but this worked out for me this year so hopefully this year I'll end up in person more I don't know I just I get distracted during the virtual ones thank you again for letting me take that and uh if it was definitely worthwhile two days thanks to ultra super headings uh first of all

I want to thank you for a long way to go uh I prefer to be there in person because I feel you get a lot more out of it probably because other people most of them are lawyers are sitting around there because they are students a lot of them allow them for different schools and I'm not going to be a friend of Mr Paradise um so anyway on Wednesday off second I attended the 2023 Watch Studio game notifications plus the Spider story speaker was Jane Warner and I would love to hear him he is absolutely amazing and such a wealth of knowledge he's the deputy executive director general counsel for the New York State School boards Association review the cashier's most significant judicial administrative decisions as well involved in regulations affecting the operation of public

school districts and they went through from special and special ad group speech transgender transgender religious accommodations Assumption of risk fund playing a sport yeah uh board member conduct and removal book bands uh and that went on and on and off and there was a panel discussion on the person magnet and then also discuss censorship and that seems to be a Hot Topic in Smalls whether it be curriculum textbooks or a renewable library books and that's very scary how that's coming across in some districts uh next one was dealing with difficult Board of Education meetings and I thought I better go to that see what's going on I can't say Wilson that's ever and a real difficult Board of Education or maybe plenty of us questions talking about um your policies always go back to your

policies and that's why it's important to have them they discuss public comment employee speech as well as board member participation they also touched on the resource how many school boards responding um people and or abuse of products um much but one day accidentally like I said word policies swallows for a comma being approved by more specification that I that I talked about DVI gender identity policies was mandated was not and what our best practice snipe out Dales foot because these are all led by lawyers costumes Ross um they discussed why transgender students rights matter the 2023 younger endemic battles key tribality and different ways to come out there and smoke along with some gender-based activities rules policies and practices I also talked about legal protect super chains transgender students and their Federal protections wealth hearsay

protections um and then there was another one on updates in special education models I didn't catch up to another one but I do have copies of all of this everyone wants to prove this information which are the PowerPoint presentations which are really very good um so I do have them I'll add them to anybody you are the Welcome to Hell um I also picked up some information on the EPL which has different um activities for kids like Sunday October 15th it's spectacular by the battlefield yeah okay so I thought that maybe elementary teachers would like to pass this out or send out some of the information I used to do that when I sent a weekly letter all interference I don't know and the other one is for the elementary teachers uh came through I

think it's eighth grade sure Military Highway s right oh no they didn't have one they will be after the conference some impossible um [Music] can't come back getting us ready to close out the 22-23 school year and then roll us into 23 24 school year we're getting out of the press time usually it's at her edge to the role of October or excuse me in August a new summer I knew summer was coming into a solution column on me last day of vacation and I've slept every night straight into the morning I felt actually available in the last day of vacation I woke up at two o'clock or four o'clock and I do summer vacation was coming too so we're back into those packs but I I just want to thank everybody for that we

have our official end of the summer um Weenie Roast hot dog roast uh barbecue picnic on and I will officially thank everybody at that particular I just want to say that foreign about dinner we'll move into our goal singing session um we moved we're going to have to call a special board meeting on the 29th I'll get the message news and notes check availability and with the hiring process of our special ed director interviews coming up there's no way of closing those out by the 22nd we want to have something in place as soon as possible wait until the 12 rooms so I'm going to move that um being called session will be 29th get a message out make sure we get more at least four hopefully everybody will be here and it's a pretty

tight interview a process how we do that uh another time but I want to appreciate that out there that we're going to do a special board meeting on seven o'clock to July 29th 2023 this is the required posting and communication Republic in this Friday's I will start being put into your new books I saw that okay thank you Mr Carter um here's one basic comment I would say but again it's uh I believe we've said it this shelter could be sayings you've heard it throughout the community I probably heard it that doesn't tax people around the community breakfast and wish you the best of luck you know it's uh so foreign members yes we have two questions I spent some time and a week ago with a semi administrator from another District who has children

and his sister and questioned why we use the Regents exam If part of our final average salary when many districts throughout Niagara County and throughout the area do not use regions example part of the final average salary because of the and she used words that I didn't really understand as far as how ludicrous the regions exams are getting and how they become proper for the kids plus the kids that cannot take exams and I know for a fact my daughter most of the exams she ever took because she could not sit and take an exam you understand what you're saying and this person really questioned me hard on it and uh she said can you find out any information on it and I said I sure will and I said well if I get some

information would you be willing to come record it should guess so but I just wanted an idea to get back to her why we still use them when we are just we don't yeah I have no idea what she said no District uses region no for eign [Music] the evaluation of our staff you know and I I know that scds come down and if I have a document from SCD right here let's say it's uh does not require or recommended schools use research expense grades as part of the calculation of the student's final number server that's in the other districts ranked most of us are not using it well Cincinnati High School principles right for the Oklahoma County need to be in 2 recycling okay two districts that I came from both use region sustains

as part of the student final average sale great great small percentage of it on most for Wilson off the top of my head I'm going to be able to tell you if you could use it it's one fifth twenty percent uh when I was in Wheatfield it was considered one-fifth of the break so it was the first quarter second quarter the first quarter fourth quarter which isn't it really capable to a final exam you don't really have a final exam so this is your file in the game right exactly in other courses that aren't Regis courses you vote with so it is in the degree that the Regency jams exams had changed years you think it might be good for our district to look into not using them for the reasons that I stated as

far as some of the kids just can't pass them and some of the kids that have a 90s on average that can't take tests will it will drop their average I don't know I haven't asked to everybody happens and again at any point if there's questions today or a policy kit shared decision to take a look at um this year but it's never come up internally we had a lot of our kids and we score higher Regency examin school so high they wanted to graduate and receive honors based on some of those honors of Internet why we just had we have to put the highest percentage of our instant passages okay well I will get this back to her yeah and see what her give her and she's welcome to set the time with myself

and Mr Galvin that said we'll review the process order and take a conservative of The Simpsons [Music] um okay question number two if I brought this up oh yeah I almost out of town and didn't get into this morning and resolution loss and I almost fell over when I saw the tax ringing this uh 1.29 a thousand for order 2004 Wilson and I look back and I and I know it's not there on his fault it's because of the equalization rates they're looking like that but now the 29 is one of the highest action crisis we've ever had your house and what important uh Wilson in the last 10 years 70 cents it's the second nights the year we had a 99 to also given that money in which we've had a decrease which we've

had but my question is how how early did we realize that Cambria was going through a reassessment and how much this would affect the tax rates in the four towns that are within our district and is there any way if we pay prior knowledge of this we could help you alleviate this increase by more use of fundaments and solving the boat I'm not sure I know our tax rate or our tax increase was 661. for the give or take and Carolyn do you know how much uh a hundred thousand dollars say you can put a hundred thousand dollars from Adam Reserve funds into that how much that would lower like is it counts up it's a thousand twenty cents per thousand no I don't know if then I would have to work on it yeah

[Music] because I I just feel that we owe it to our tax rate was prepares keep a better eye I'm a champion 1.29 per thousand it you know it doesn't sound like much but when you're on a forty thousand dollar a year income do you want a home it's a lot of money [Music] is is a certain Zone could be asking me to change this before we want to attach it another meeting I'm sure and I think that's too late oh absolutely yeah I cannot get that cold out and there's nothing we can do about it now what I'm trying to say too is I think we better have a little bit more free analogy on this stuff and to come to the board instead of on the Friday before we have to pass the

line okay I know all the other board members feel about it but I I just feel that experience to to look up or I'm a little bit better in this area okay thank you thank you yeah they're issues one of us you're not uh public forum any members of the public and go forward address or concerns please step forward state your name address and please responding very none there is Need for executive session so I have an emotions executive second for personal okay individual personal matter and there will be no uh or action possible okay motion going big difference third question
